On The 80th Anniversary Of The Founding Of The Leon Trotsky-Led Fourth International (1938)- *From The Archives-The Struggle To Create The Socialist Workers Party in America

This year marks the 70th Anniversary of the American Socialist Workers Party (SWP)founded by James P. Cannon and his cohorts following the Communist left-oppositionist principles laid down by the Russian revolutionary Leon Trotsky. Although this party long ago gave up the revolutionary ghost those who claim allegiance to the heritage of Leon Trotsky must learn the history of that organization in order to learn from their mistakes (and successes). Here, as my guest commentator, is James P. Cannon in a 1944 article detailing the struggle to build that party. The title of his article could serve as a working one for us today, as well.

The Dog Days of the Left Opposition

Our last lecture brought us up to the first National Conference of the Left Opposition in May 1929. We had survived the difficult first six months of our struggle, kept our forces intact and gained some new recruits. At the first conference we consolidated our forces into a national organization, set up an elected leadership and defined our program more precisely. Our ranks were firm, determined. We were poor in resources and very few in numbers, but we were sure that we had laid hold of the truth and that with the truth we would conquer in the end. We came back to New York to begin the second stage of the struggle for the regeneration of American Communism.

The fate of every political group—whether it is to live and grow or degenerate and die—is decided in its first experiences by the way in which it answers two decisive questions.

The first is the adoption of a correct political program. But that alone does not guarantee victory. The second is that the group decide correctly what shall be the nature of its activities, and what tasks it shall set itself, given the size and capacity of the group, the period of the development of the class struggle, the relation of forces in the political movement, and so on.

If the program of a political group, especially a small political group, is false, nothing can save it in the end. It is just as impossible to bluff in the political movement as in war. The only difference is that in wartime things are brought to such a pitch that every weakness becomes exposed almost immediately, as is shown in one stage after another in the current imperialist war. The law operates just as ruthlessly in the political struggle. Bluffs do not work. At most they deceive people for a time, but the main victims of the deception, in the end, are the bluffers themselves. You must have the goods. That is, you must have a correct program in order to survive and serve the cause of the workers.

An example of the fatal result of a light-minded bluffing attitude toward program is the notorious Lovestone group. Some of you who are new to the revolutionary movement may never have heard of this faction which once played such a prominent role, inasmuch as it has disappeared completely from the scene. But in those days the people who constituted the Lovestone group were the leaders of the American Communist Party. It was they who carried through our expulsion, and when about six months later, they themselves were expelled, they began with far more numerous forces and resources than we did. They made a much more imposing appearance in the first days. But they didn’t have a correct program and didn’t try to develop one. They thought they could cheat history a little bit; that they could cut corners with principle and keep larger forces together by compromises on the program question. And they did for a time. But in the end this group, rich in energies and abilities, and containing some very talented people, was utterly destroyed in the political fight, ignominiously dissolved. Today, most of its leaders, all of them as far as I know, are on the bandwagon of the imperialist war, serving ends absolutely opposite to those which they set out to serve at the beginning of their political work. The program is decisive.

On the other hand, if the group misunderstands the tasks set for it by the conditions of the day, if it does not know how to answer the most important of all questions in politics—that is, the question of what to do next—then the group, no matter what its merits may otherwise be, can wear itself out in misdirected efforts and futile activities and come to grief.

So, as I said in my opening remarks, our fate was determined in those early days by the answer we gave to the question of the program and by the way we analyzed the tasks of the day. Our merit, as a newly created political force in the American labor movement—the merit which assured the progress, stability and further development of our group—consisted in this, that we gave correct answers to both those questions.

The conference didn’t take up every question posed by the political conditions of the time. It took up only the most important questions, that is, those which had to be answered first. And the first of these was the Russian question, the question of the revolution in existence. As I remarked in the previous lecture, ever since 1917 it has been demonstrated over and over again that the Russian question is the touchstone for every political current in the labor movement. Those who take an incorrect position on the Russian question leave the revolutionary path sooner or later.

First Trotskyist Conference

The Russian question has been elucidated innumerable times in articles, pamphlets and books. But at every important turn of events it arises again. As late as 1939 and 1940 we had to fight the Russian question over again with a petty-bourgeois current in our own movement. Those who want to study the Russian question in all its profundity, all its acuteness and all its urgency can find abundant material in the literature of the Fourth International. Therefore I do not need to elucidate it in detail tonight. I simply reduce it to its barest essentials and say that the question confronting us at our first convention was whether we should continue to support the Soviet state, the Soviet Union, despite the fact that the direction of it had fallen into the hands of a conservative, bureaucratic caste. There were people in those days, calling themselves and considering themselves revolutionary, who had broken with the Communist Party, or had been expelled from it, and who wanted to turn their backs entirely on the Soviet Union and what remained of the Russian revolution and start over, with a “clean slate” as an anti-Soviet party. We rejected that program and all those who urged it on us. We could have had many members in those days if we compromised on that issue. We took a firm stand in favor of supporting the Soviet Union; of not overturning it, but of trying to reform it through the instrumentality of the party and the Comintern.

In the course of development it was proved that all those who, whether from impatience, ignorance or subjectivity—whatever the cause might be—prematurely announced the death of the Russian revolution, were in reality announcing their own demise as revolutionists. Each and every one of these groups and tendencies degenerated, fell apart at the very base, withdrew to the side lines, and in many cases went over into the camp of the bourgeoisie. Our political health, our revolutionary vitality, were safeguarded, first of all, by the correct attitude we took toward the Soviet Union despite the crimes that had been committed, including those against us, by the individuals in control of the administration of the Soviet Union.

The trade union question had an extraordinary importance then as always. At that time it was particularly acute. The Communist International, and the Communist parties under its direction and control, after a long experiment with rightwing opportunist politics, had taken a big swing to the left, to ultra-leftism—a characteristic manifestation of the bureaucratic centrism of the faction of Stalin. Having lost the Marxist compass, they were distinguished by a tendency to jump from the extreme right to the left, and vice versa. They had gone through a long experience with right-wing politics in the Soviet Union, conciliating the kulaks and Nepmen, until the Soviet Union, and the bureaucracy with it, came to the brink of disaster. On the international arena, similar policies brought similar results. In reacting to this, and under the relentless criticisms of the Left Opposition, they introduced an ultra-leftist over-correction in all fields. On the trade union question they swung around to the position of leaving the established unions, including the American Federation of Labor, and starting a new made-to-order trade union movement under the control of the Communist Party. The insane policy of building “Red Unions” became the order of the day.

Our first National Conference took a firm stand against that policy, and declared in favor of operating within the existing labor movement, confining independent unionism to the unorganized field. We mercilessly attacked the revived sectarianism contained in this theory of a new “Communist” trade union movement created by artificial means. By that stand, by the correctness of our trade union policy, we assured that when the time arrived for us to have some access to the mass movement we would know the shortest route to it. Later events confirmed the correctness of the trade union policy adopted at our first conference and consistently maintained thereafter.

Faction or Party?

The third big important question we had to answer was whether we should create a new independent party, or still consider ourselves a faction of the existing Communist Party and the Comintern. Here again we were besieged by people who thought they were radicals: ex-members of the Communist Party who had become completely soured and wanted to throw out the baby with the dirty bath water; syndicalists and ultra-leftist elements who, in their antagonism to the Communist Party, were willing to combine with anybody ready to create a party in opposition to it. Moreover, in our own ranks there were a few people who reacted subjectively to the bureaucratic expulsions, the slander and violence and ostracism employed against us. They also wanted to renounce the Communist Party and start a new party. This approach had a superficial attraction. But we resisted, we rejected that idea. People who over-simplified the question used to say to us: “How can you be a faction of a party when you are expelled from it?”

We explained: It is a question of correctly appraising the membership of the Communist Party, and finding the right tactical approach to it. If the Communist Party and its members have degenerated beyond reclamation, and if a more progressive group of workers exists either actually, or potentially by reason of the direction in which such a group is moving and out of which we can create a new and better party-then the argument for a new party is correct. But, we said, we don’t see such a group anywhere. We don’t see any real progressiveness, any militancy, any real political intelligence in all these diverse oppositions, individuals and tendencies. They are nearly all side-line critics and sectarians. The real vanguard of the proletariat consists of those tens of thousands of workers who have been awakened by the Russian revolution. They are still loyal to the Comintern and to the Communist Party. They haven’t attentively followed the process of gradual degeneration. They haven’t unraveled the theoretical questions which are at the bottom of this degeneration. It is impossible even to get a hearing from these people unless you place yourself on the ground of the party, and strive not to destroy but to reform it, demanding readmission to the party with democratic rights.

We solved that problem correctly by declaring ourselves a faction of the party and the Comintern. We named our organization The Communist League of America (Opposition), in order to indicate that we were not a new party but simply an opposition faction to the old one. Experience has richly demonstrated the correctness of this decision. By remaining partisans of the Communist Party and the Communist International, by opposing the bureaucratic leaders at the top, but appraising correctly the rank and file as they were at that time, and seeking contact with them, we continued to gain new recruits from the ranks of the Communist workers. The overwhelming majority of our members in the first five years of our existence came from the CP. Thus we built the foundations of a regenerated Communist movement. As for the anti-Soviet and anti-party people, they never produced anything but confusion.

The Propaganda Task

Out of this decision to form, at that time, a faction and not a new party, flowed another important and troublesome question which was debated and fought out at great length in our movement for five years—from 1928 until 1933. That question was: What concrete task shall we set for this group of 100 people scattered over the broad expanse of this vast country? If we constitute ourselves as an independent party, then we must appeal directly to the working class, turn our backs on the degenerated Communist Party, and embark on a series of efforts and activities in the mass movement. On the other hand, if we are to be not an independent party but a faction, then it follows that we must direct our main efforts, appeals and activities, not to the mass of 40 million American workers, but to the vanguard of the class organized in and around the Communist Party. You can see how these two questions dovetailed. In politics—and not only in politics—once you say “A” you must say “B.” We had to either turn our face towards the Communist Party, or away from the Communist Party in the direction of the undeveloped, unorganized and uneducated masses. You cannot eat your cake and have it too.

The problem was to understand the actual situation, the stage of development at the moment. Of course, you have to find a road to the masses in order to create a party that can lead a revolution. But the road to the masses leads through the vanguard and not over its head. That was not understood by some people. They thought they could by-pass the Communistic workers, jump right into the midst of the mass movement and find there the best candidates for the most advanced, the most theoretically developed group in the world, that is, the Left Opposition which was the vanguard of the vanguard. This conception was erroneous, the product of impatience and the failure to think things out. Instead of that, we set as our main task propaganda, not agitation.

We said: Our first task is to make the principles of the Left Opposition known to the vanguard. Let us not delude ourselves with the idea we can go to the great unschooled mass now. We must first get what is obtainable from this vanguard group, consisting of some tens of thousands of Communist Party members and sympathizers, and crystalize out of them a sufficient cadre either to reform the party, or, if after a serious effort that fails in the end—and only when the failure is conclusively demonstrated—to build a new one with the forces recruited in the endeavor. Only in this way is it possible for us to reconstitute the party in the real sense of the word.

At that time there appeared on the horizon a figure who is also perhaps strange to many of you, but who in those days made an awful lot of noise. Albert Weisbord had been a member of the CP and got himself expelled along about 1929 for criticism, or for one reason or another—it was never quite clear. After his expulsion Weisbord decided to do some studying. It frequently happens, you know, that after people get a bad blow they begin to wonder about the cause of it. Weisbord soon emerged from his studies to announce himself as a Trotskyist; not 50 per cent Trotskyist as we were, but a real genuine 100 per cent Trotskyist whose mission in life was to set us straight.

A Noisy Interloper

His revelation was: The Trotskyists must not be a propaganda circle, but go directly into “mass work.” That conception had to lead him logically to the proposal of forming a new party, but he couldn’t do that very conveniently because he didn’t have any members. He had to apply the tactic of going first to the vanguard—on us. With a few of his personal friends and others he began an energetic campaign of “boring from within” and hammering from without this little group of 25 or 30 people whom we had by that time organized in New York City. While we were proclaiming the necessity of propagandizing the members and sympathizers of the Communist Party as a link to the mass movement, Weisbord, proclaiming a program of mass activity, directed 99 per cent of his mass activity not at the masses, and not even at the Communist Party, but at our little Trotskyist group. He disagreed with us on everything and denounced us as false representatives of Trotskyism. When we said, yes, he said, yes positively. When we said 75, he raised the bid. When we said, “Communist League of America,” he called his group the “Communist League of Struggle” to make it stronger. The heart and core of the fight with Weisbord was this question of the nature of our activities. He was impatient to jump into mass work over the head of the Communist Party. We rejected his program and he denounced us in one thick mimeographed bulletin after another.

Some of you may perhaps have the ambition to become historians of the movement, or at least students of the history of the movement. If so, these informal lectures of mine can serve as guide posts for a further study of the most important questions and turning points. There is no lack of literature. If you dig for it, you will find literally bales of mimeographed bulletins devoted to criticism and denunciation of our movement—and especially of me, for some reason. That sort of thing has happened so often that I long ago learned to accept it as matter of course. Whenever anybody goes crazy in our movement he begins to denounce me at the top of his voice, entirely aside from provocation of any sort on my part. So Weisbord denounced us, particularly me, but we fought it out. We stuck to our course.

There were impatient people in our ranks who thought that Weisbord’s prescription might be worth trying, a way for a poor little group to get rich quick. It is very easy for isolated people, gathered together in a small room, to talk themselves into the most radical proposals unless they retain a sense of proportion, of sanity and realism. Some of our comrades, disappointed at our slow growth, were lured by this idea that we needed only a program of mass work in order to go out and get the masses. This sentiment grew to such an extent that Weisbord created a little faction inside our organization. We were obliged to declare an open meeting for discussion. We admitted Weisbord, who wasn’t a formal member, and gave him the right to the floor. We debated the question hammer and tongs. Eventually we isolated Weisbord. He never enrolled more than 13 members in his group in New York. This little group went through a series of expulsions and splits and eventually disappeared from the scene.

We consumed an enormous amount of time and energy debating and fighting out this question. And not only with Weisbord. In those days we were continually pestered by impatient people in our ranks. The difficulties of the time pressed heavily upon us. Week after week and month after month we appeared to be gaining hardly an inch. Discouragement set in, and with it the demand for some scheme to grow faster, some magic formula. We fought it down, talked it down, and held our group on the right line, kept its face turned to the one possible source of healthy growth: the ranks of the Communist workers who still remained under the influence of the Communist Party.

“Third Period” Policies

The Stalinist “left turn” piled up new difficulties for us. This turn was in part designed by Stalin to cut the ground from under the feet of the Left Opposition; it made the Stalinists appear more radical even than the Left Opposition of Trotsky. They threw the Lovestoneites out of the party as “right wingers,” turned the party leadership over to Foster and Company and proclaimed a left policy. By this maneuver they dealt us a devastating blow. The disgruntled elements in the party, who had been inclined toward us and who had opposed the opportunism of the Lovestone group, became reconciled to the party. They used to say to us: “You see, you were wrong. Stalin is correcting everything. He is taking a radical position all along the line in Russia, America and everywhere else.” In Russia the Stalin bureaucracy declared war on the kulaks. All over the world the ground was being cut from under the feet of the Left Opposition. A whole series of capitulations took place in Russia. Radek and others gave up the fight on the excuse that Stalin had adopted the policy of the Opposition. There were, I would say, perhaps hundreds of Communist Party members, who had been leaning towards us, who gained the same impression and returned to Stalinism in the period of the ultra-left swing.

Those were the real dog days of the Left Opposition. We had gone through the first six months with rather steady progress and formed our national organization at the conference with high hopes. Then recruitment from the party membership suddenly stopped. After the expulsion of the Lovestoneites, a wave of illusion swept through the Communist Party. Reconciliation with Stalinism became the order of the day. We were stymied. And then began the big noise of the first Five Year Plan. The Communist Party members were fired with enthusiasm by the Five Year Plan which the Left Opposition had originated and demanded. The panic in the United States, the “depression,” caused a great wave of disillusionment with capitalism. The Communist Party in that situation appeared to be the most radical and revolutionary force in the country. The party began to grow and swell its ranks and to attract sympathizers in droves.

We, with our criticisms and theoretical explanations, appeared in the eyes of all as a group of impossibilists, hairsplitters, naggers. We were going around trying to make people understand that the theory of socialism in one country is fatal for a revolutionary movement in the end; that we must clear up this question of theory at all costs. Enamored with the first successes of the Five Year Plan, they used to look at us and say, “These people are crazy, they don’t live in this world.” At a time when tens and hundreds of thousands of new elements were beginning to look toward the Soviet Union going forward with the Five Year Plan, while capitalism appeared to be going up the spout; here were these Trotskyists, with their documents under their arms, demanding that you read books, study, discuss, and so on. Nobody wanted to listen to us.

In those dog days of the movement we were shut off from all contact. We had no friends, no sympathizers, no periphery around our movement. We had no chance whatever to participate in the mass movement. Whenever we tried to get into a workers organization we would be expelled as counterrevolutionary Trotskyists. We tried to send delegations to the unemployed meetings. Our credentials would be rejected on the ground that we were enemies of the working class. We were utterly isolated, forced in upon ourselves. Our recruitment dropped to almost nothing. The Communist Party and its vast periphery seemed to be hermetically sealed against us.

Then, as is always the case with new political movements, we began to recruit from sources none too healthy. If you are ever reduced again to a small handful, as well the Marxists may be in the mutations of the class struggle; if things go badly once more and you have to begin over again, then I can tell you in advance some of the headaches you are going to have. Every new movement attracts certain elements which might properly be called the lunatic fringe. Freaks always looking for the most extreme expression of radicalism, misfits, windbags, chronic oppositionists who had been thrown out of half a dozen organizations—such people began to come to us in our isolation, shouting, “Hello, Comrades.” I was always against admitting such people, but the tide was too strong. I waged a bitter fight in the New York branch of the Communist League against admitting a man to membership on the sole ground of his appearance and dress.

The Lunatic Fringe

They asked, “What have you against him?”

I said, “He wears a corduroy suit up and down Greenwich Village, with a trick mustache and long hair. There is something wrong with this guy.”

I wasn’t making a joke, either. I said, people of this type are not going to be suitable for approaching the ordinary American worker. They are going to mark our organization as something freakish, abnormal, exotic; something that has nothing to do with the normal life of the American worker. I was dead right in general, and in this mentioned case in particular. Our corduroy-suit lad, after making all kinds of trouble in the organization, eventually became an Oehlerite.

Many people came to us who had revolted against the Communist Party not for its bad sides but for its good sides; that is, the discipline of the party, the subordination of the individual to the decisions of the party in current work. A lot of dilettantish petty-bourgeois minded people who couldn’t stand any kind of discipline, who had either left the CP or been expelled from it, wanted, or rather thought they wanted to become Trotskyists. Some of them joined the New York branch and brought with them that same prejudice against discipline in our organization. Many of the newcomers made a fetish of democracy. They were repelled so much by the bureaucratism of the Communist Party that they desired an organization without any authority or discipline or centralization whatever.

All the people of this type have one common characteristic: they like to discuss things without limit or end. The New York branch of the Trotskyist movement in those days was just one continuous stew of discussion. I have never seen one of these elements who isn’t articulate. I have looked for one but I have never found him. They can all talk; and not only can, but will; and everlastingly, on every question. They were iconoclasts who would accept nothing as authoritative, nothing as decided in the history of the movement. Everything and everybody had to be proved over again from scratch.

Walled off from the vanguard represented by the Communist movement and without contact with the living mass movement of the workers, we were thrown in upon ourselves and subjected to this invasion. There was no way out of it. We had to go through that long drawn-out period of stewing and discussing. I had to listen, and that is one reason my gray hairs are so numerous. I was never a sectarian or screwball. I never had patience with people who mistake mere garrulousness for the qualities of political leadership. But one could not walk away from this sorely beset group. This little fragile nucleus of the future revolutionary party had to be held together. It had to go through this experience. It had to survive somehow. One had to be patient for the sake of the future; that is why we listened to the windbags. It was not easy. I have thought many times that, if despite my unbelief, there is anything in what they say about the hereafter, I am going to be well rewarded—not for what I have done, but for what I have had to listen to.

Hard Times

That was the hardest time. And then, naturally, the movement slid into its inevitable period of internal difficulties, frictions and conflicts. We had fierce quarrels and squabbles, very often over little things. There were reasons for it. No small isolated movement has ever been able to escape it. A small isolated group thrown in upon itself, with the weight of the whole world pressing down upon it, having no contact with the workers mass movement and getting no sobering corrective from it, is bound in the best case to have a hard time. Our difficulties were increased by the fact that many recruits were not first class material. Many of the people who joined the New York branch weren’t really there by justice. They weren’t the type who, in the long run, could build a revolutionary movement—dilettantes, petty-bourgeois undisciplined elements.

And then, the everlasting poverty of the movement. We were trying to publish a newspaper, we were trying to publish a whole list of pamphlets, without the necessary resources. Every penny we obtained was immediately devoured by the expenses of the newspaper. We didn’t have a nickel to turn around with. Those were the days of real pressure, the hard days of isolation, of poverty, of disheartening internal difficulties. This lasted not for weeks or months, but for years. And under those harsh conditions, which persisted for years, everything weak in any individual was squeezed to the surface; everything petty, selfish and disloyal. I had been acquainted with some of the individuals before in the days when the weather was fairer. Now I came to know them in their blood and bones. And then in those terrible days, I learned also to know Ben Webster and the men of Minneapolis. They always supported me, they never failed me, they held up my hands.

The greatest movement, with its magnificent program of the liberation of all humanity, with the most grandiose historic perspectives, was inundated in those days by a sea of petty troubles, jealousies, clique formations and internal fights. Worst of all, these faction fights weren’t fully comprehensible to the membership because the great political issues which were implicit in them had not yet broken through. However, they were not mere personal quarrels, as they so often appeared to be, but, as is now quite clear to all, the premature rehearsal of the great, definitive struggle of 1939-40 between the proletarian and petty-bourgeois tendencies within our movement.

Those were the hardest days of all in the thirty years that I have been active in the movement—those days from the conference of 1929 in Chicago until 1933, the years of the terrible hermetically sealed isolation, with all the attendant difficulties. Isolation is the natural habitat of the sectarian, but for one who has an instinct for the mass movement it is the most cruel punishment.

The Old Print Shop

Those were the hard days, but in spite of everything we carried out our propaganda tasks, and on the whole we did it very well. At the conference in Chicago we had decided that at all costs we were going to publish the whole message of the Russian Opposition. All the accumulated documents, which had been suppressed, and the current writings of Trotsky were then available to us. We decided that the most revolutionary thing we could do was not to go out to proclaim the revolution in Union Square, not try to put ourselves at the head of tens of thousands of workers who did not yet know us, not to jump over our own heads.

Our task, our revolutionary duty, was to print the word, to carry on propaganda in the narrowest and most concentrated sense, that is, the publication and distribution of theoretical literature. To that end we drained our members for money to buy a second-hand linotype machine and set up our own print shop. Of all the business enterprises that have been contrived in the history of capitalism, I think this was the best, considering the means available. If we weren’t interested in the revolution, I think that we could easily qualify, just on the basis of this enterprise, as very good business experts. We certainly did a lot of corner cutting to keep that business going. We assigned a young comrade, who had just finished linotype school, to operate the machine. He wasn’t a first-class mechanic then; now he is not only a good mechanic but also a party leader and a lecturer on the staff of the New York School of Social Science. In those days the whole weight of the propaganda of the party rested on this single comrade who ran the linotype machine. There was a story about him—I don’t know whether it is true or not—that he didn’t know much about the machine. It was an old broken-down, second-hand job that had been palmed off on us. Every once in a while it would stop working, like a tired mule. Charlie would adjust a few gadgets and, if that didn’t help, take a hammer and give the linotype a crack or two and knock some sense into it. Then it would begin to work properly again and another issue of The Militant would come out.

Later on, we had amateur printers. About half of the New York branch used to work in the print shop at one time or another—painters, bricklayers, garment workers, bookkeepers—all of them served a term as amateur typesetters. With a very inefficient and over-staffed shop we ground out certain results through unpaid labor. That was the whole secret of the Trotskyist printing plant. It wasn’t efficient from any other standpoint, but it was kept going by the secret that all slave masters since Pharaoh have known: If you have slaves you don’t need much money. We didn’t have slaves but we did have ardent and devoted comrades who worked night and day for next to nothing on the mechanical as well as the editorial side of the paper. We were short of funds. All bills were always overdue, with the creditors pressing for immediate payment. No sooner would the paper bill be met than we had to pay rent on the building under threat of eviction. The gas bill then had to be paid in a hurry because without the gas the linotype wouldn’t work. The electric bill had to be paid because the shop could not operate without power and light. All the bills had to be paid whether we had the money or not. The most we could ever hope to do was to cover the rent, the paper cost, installment payments and repairs on the linotype and the gas and light bills. There was seldom anything left over for the “hired help”—not only for the comrades who worked in the shop, but also those in the office, the leaders of our movement.

Great sacrifices were made by the rank and file of our comrades all the time, but they were never greater than the sacrifices made by the leaders. That is why the leaders of the movement always had strong moral authority. The leaders of our party were always in a position to demand sacrifices of the rank and file—because they set the example and everybody knew it.

Somehow or other the paper came out. Pamphlets were printed one after another. Different groups of comrades would each sponsor a new pamphlet by Trotsky, putting up the money to pay for the paper. In that antiquated print shop of ours a whole book was printed on the problems of the Chinese revolution. Every comrade who wants to know the problems of the Orient has to read the book which was published under those adverse conditions—at 84 East 10 Street, New York City.

And in spite of everything—I have cited many of the negative sides and difficulties—in spite of everything, we gained a few inches. We instructed the movement in the great principles of Bolshevism on a plane never known in this country before. We educated a cadre that is destined to play a great role in the American labor movement. We sifted out some of the misfits and recruited some good people one by one; we gained a member here and there; we began to establish new contacts.

We tried to hold public meetings. It was very difficult because in those days nobody wanted to listen to us. I remember the grand efforts we made one time to mobilize the whole organization to distribute leaflets, to have a mass meeting in this very room. We got 59 people, including our own members, and the whole organization was uplifted with enthusiasm. We went around saying to each other: “We had 59 people present at the lecture the other night. We are beginning to grow.”

We received help from outside New York. From Minneapolis, for example. Our comrades who later gained great fame as labor leaders weren’t always famous labor leaders. In those days they were coal heavers, working ten and twelve hours a day in the coal yards, heaving coal, the hardest kind of physical labor. Out of their wages they used to dig up as high as five or ten dollars a week and shoot it in to New York to make sure The Militant came out. Many times we had no money for the paper. We would send a wire to Minneapolis and get back a telegraphic money order for $25 or something like that. Comrades in Chicago and other places did the same things. It was by a combination of all these efforts and all those sacrifices throughout the country that we survived and kept the paper going.

There was an occasional windfall. Once or twice a sympathizer would give us $25. Those were real holidays in our office. We had a “revolving rent fund” which was the last resource of our desperate financial finagling. A comrade with rent to pay, say $30 or $40 due on the fifteenth of the month, would lend it to us on the tenth to pay some pressing bill or other. Then in five days we would get another comrade to lend his rent money to enable us to pay the other comrade back in time to satisfy his landlord. The second comrade would then stall off his landlord while we swung another deal, borrowed somebody else’s rent to repay him. That went on all the time. It gave us some floating capital to cut the corner.

Those were cruel and heavy times. We survived them because we had faith in our program and because we had the help of Comrade Trotsky. Comrade Trotsky began his great work in exile for the third time. His writings and his correspondence inspired us and opened up for us a window on a whole new world of theory and political understanding. This gave us the strength to persevere and to survive, to hold the organization together and to be ready when our opportunity came.

In my next lecture I will show you that we were ready when the opportunity did come. When the first crack in this wall of isolation and stagnation appeared, we were able to leap through it, out of our sectarian circle. We began to play a role in the political and labor movement. The condition for that was to keep our program clear and our courage strong in those days when capitulations were taking place in Russia and discouragement was overcoming the workers everywhere. One defeat after another descended upon the heads of the vanguard of the vanguard. Many began to question. What to do? Is it possible to do anything? Isn’t it better to let things slide a little? Trotsky wrote an article, “Tenacity! Tenacity! Tenacity!” That was his answer to the wave of discouragement that followed the capitulation of Radek and others. Hold on and fight it out that is what the revolutionists must learn, no matter how small their numbers, no matter how isolated they may be. Hold on and fight it out until the break comes, then take advantage of every opportunity. We held out until 1933, and then we began to see daylight. Then the Trotskyists started to get on the political map of this country. In the next lecture I shall tell you about that.

March 18th is the 137th Anniversary of the Paris Commune. All honor to the men and women who fought to the death to defend this first beacon of working class revolution.

When one studies the history of the Paris Commune of 1871 one learns something new from it even though from the perspective of revolutionary strategy the Communards made virtually every mistake in the book. This book by a participant and survivor of the Commune has historically been the starting point for any pro-Commune analysis. The original English translation by Eleanor Marx, daughter of Karl Marx, has given the imprimatur of the Marx family to that view.

Through a close study of the Paris Commune one learn its lessons and measure it against the experience acquired by later revolutionary struggles and above all by later revolutions, not only the successful Russian Revolution of October 1917 but the failed German, Hungarian, Bulgarian, Chinese and Spanish revolutions in the immediate aftermath of World War I. More contemporaneously we have the experiences of the partial victories of the later Chinese, Cuban and Vietnamese revolutions.

Notwithstanding the contradictory nature of these later experiences, as if to show that history is not always totally a history of horrors against the fate of the masses we honor the Paris Commune as a beacon of the coming world proletarian revolution. It is just for that reason that Karl Marx fought tooth and nail in the First International to defend it against the rage of capitalist Europe. It is one of our peaks. The Commune also presented in embryo the first post-1848 Revolution instance of what was later characterized by Lenin at the beginning of World War I as the crisis of revolutionary leadership of the international labor movement. So this question that after Lenin’s death preoccupied Trotsky for much of the later part of his life really has a much longer lineage that I had previously recognized. Unfortunately, as we are too painfully aware that question is still to be resolved. Therefore, even at this great remove, it is necessary to learn the lessons of that experience in facing today’s crisis of leadership in the international labor movement.

As a final thought, I note that in the preface to this edition that the editors have given their own view about the lessons to be learned from the experience of the Paris Commune. Although virtually every page of Lissagaray’s account drips with examples of the necessity of a vanguard party their view negates that necessity. While we can argue until hell freezes over, and should, about the form that a future socialist state will take one would think that there should be no dispute on that necessity at this late date in history. In any case read this important work (including the above-mentioned provocative preface) as it tells the tale of an important part of our working class history.

If you are a revolutionary, a radical or merely a liberal activist you must come to terms with the theory outlined in the Communist Manifesto. Today’s political activists are obviously not the first to face this challenge. Radicals, revolutionaries and liberals have had to come to terms with the Manifesto at least since 1848, when it was first published. That same necessity; perhaps surprisingly to some given the changes in the political landscape since then, is true today. Why surprisingly? On the face of it, given the political times, it would appear somewhat absurd to make such a claim about the necessity of coming to terms with the overriding need for the revolutionary overturn of the capitalist order outlined in the Manifesto. It, however, is.

With the collapses of the Soviet Union and the Soviet-influenced Eastern European states about fifteen years ago, which were supposedly based on Marxist concepts, one would think that Marxism was a dead letter. But hear me out. Even the less far-sighted apologists for the international capitalist order are now worrying about the increasing gap between rich and poor, not only between the so-called first and third worlds but also within the imperial metropolitan centers themselves. Nowhere is that more evident that in the United States where that gap has dramatically increased over the last thirty years. Thus, despite the carping of the ‘death of communism’ theorists after the decisive capitulation of international Stalinism in the early 1990’s, an objective criterion exists today to put the question posed by the ongoing class struggle and of the validity of a materialist concept of history back on the front burner.

Whether one agrees with the Marxian premises about the need for revolution and for a dialectical materialist conception of the workings of society or not one still must, if for no other reason that to be smart about the doings of the world, confront the problem of how to break the stalemate over where human history is heading. 'Globalization' has clearly demonstrated only that the 'race to the bottom' inherent in the inner workings of capitalism is continuing at full throttle. Moreover, the contradictions and boom/bust cycles of capitalism have not been resolved. And those results have not been pretty for the peoples of the world.

Experience over the last 160 years has shown that those who are not armed with a materialist concept of history, that is, the ability to see society in all its workings and contradictions, cannot understand the world. All other conceptual frameworks lead to subjectivist idealism and utopian concepts of social change, at best. One may ultimately answer the questions posed by the Manifesto in the negative but the alternatives leave one politically defenseless in the current one-sided international class war.

So what is the shouting over Marxism, pro and con, all about? In the middle of the 19th century, especially in Europe, it was not at all clear where the vast expansion and acceleration of industrial society was heading. All one could observe was that traditional society was being rapidly disrupted and people were being uprooted, mainly from the land, far faster than at any time in previous history. For the most part, political people at that time reacted to the rise of capitalism with small plans to create utopian societies off on the side of society or with plans to smash the industrial machinery in order to maintain an artisan culture (the various forms of Ludditism). Into this chaos a young Karl Marx stepped in, and along with his associate and co-thinker Friedrich Engel, gave a, let us face it, grandiose plan for changing all of society based on the revolutionary overthrow of existing society.

Marx thus did not based himself on creation of some isolated utopian community but rather took the then current level of international capitalist society as a starting point and expanded his thesis from that base. Now that was then, and today still is, a radical notion. Marx, however, did not just come to those conclusions out of the blue. As an intellectual (and frustrated academian) he took the best of German philosophy (basically from Hegel, then the rage of German philosophical academia), French political thought and revolutionary tradition especially the Great French Revolution of the late 1700’and English political economy.

In short, Marx took the various strands of Enlightenment thought and action and grafted those developments onto a theory, not fully formed at the time, of how the proletariat was to arise and take over the reins of society for the benefit of all of society and end class struggle as the motor force of history. Unfortunately, given the rocky road of socialist thought and action over the last 160 years, we are, impatiently, still waiting for that new day.

In recently re-reading the Manifesto this writer was struck by how much of the material in it related, taking into account the technological changes and advances in international capitalist development since 1848, to today’s political crisis of humankind. Some of the predictions and some of the theory are off, no question, particularly on the questions of the relative staying power of capitalism, the relative impoverishment of the masses, the power of the nation-state and nationalism to cut across international working class solidarity and the telescoping of the time frame of capitalist development but the thrust of the material presented clearly speaks to us today. Maybe that is why today the more far-sighted bourgeois commentators are nervous at the reappearance of Marxism in Western society as a small but serious current in the international labor movement. Militant leftists can now argue- Stalinism (the horrendous distortion of Marxism) never again, to the bourgeois commentators' slogan of - socialist revolution, never again.

As a historical document one should read the Manifesto with the need for updating in mind. The reader should nevertheless note the currency of the seemingly archaic third section of the document where Marx polemicized against the leftist political opponents of his time. While the names of the organizations of that time have faded away into the historical mist the political tendencies he argued against seem to very much analogous to various tendencies today. In fact, in my youth I probably argued in favor of every one of those tendencies that Marx opposed before I was finally won over to the Marxian worldview. I suggest that not only does humankind set itself the social tasks that it can reasonably perform but also that when those tasks are not performed there is a tendency to revert to earlier, seemingly defeated ideas, of social change. Thus the resurgent old pre-Marxian conceptions of societal change have to be fought out again by this generation of militant leftists. That said, militant leftists should read and reread this document. It is literarily the foundation document of the modern communist movement. One can still learn much from it. Forward.

CONTINUING TOUGH TIMES FOR THE AMERICAN LABOR MOVEMENT- AND THAT IS NO LIE

FORGET DONKEYS, ELEPHANTS AND GREENS- BUILD A WORKERS PARTY!


This writer entered the blogosphere in February 2006 so this is the second Labor Day scorecard giving his take on the condition of American labor as we approach Labor Day. And it is not pretty. That, my brothers and sisters, says it all. There was little strike action this year. The only notable action was among the grossly overworked and underpaid naval shipbuilders down in anti-union bastion Mississippi in the spring and that hard fought fight was a draw, at best. Once again there is little to report in the way of unionization to organize labor’s potential strength. American workers continue to have a real decline in their paychecks. The difference between survival and not for most working families is the two job (or more) household. In short, the average family is working more hours to make ends meet. Real inflation in energy and food costs has put many up against the wall. Moreover the bust in the housing market has wrecked havoc on working people as the most important asset in many a household has taken a beating. Once again forget the Federal Reserve Bank’s definition of inflation- one fill up at the pump confounds that noise. One does not have to be a Marxist economist to know that something is desperately wrong when at the beginning of the 21st century with all the technological advances and productivity increases of the past period working people need to work more just to try to stay even. Even the more far-sighted bourgeois thinkers have trouble with that one. In any case, here are some comments on the labor year.

*The key, as it was last year, to a turn-around for American labor is the unionization of Wal-Mart and the South. The necessary class struggle politics that would make such drives successful would act as a huge impetus for other areas of the labor movement. This writer further argues that such struggles against such vicious enemies as Wal-Mart can be the catalyst for the organization of a workers party. Okay, okay let the writer dream a little, won’t you? What has happened this year on this issue is that more organizations have taken up the call for a boycott of Wal-Mart. That is all to the good and must be supported by militant leftists but it is only a very small beginning shot in the campaign (See archives, dated June 10, 2006). National and local unions have taken monies from their coffers not for such a worthy effort as union organizing at Wal-Mart but to support one or another bourgeois electoral candidate. Some things never change.

*The issue of immigration has surfaced strongly again this year, especially in presidential politics. Every militant leftist was supportive of the past May Day actions of the vast immigrant communities to not be pushed around, although one should also note that they were not nearly as extensive as in 2006. Immigration is a labor issue and key to the struggle against the race to the bottom. While May Day and other events were big moments unless there are links to the greater labor movement this very promising movement could fizzle. A central problem is the role of the Democratic Party and the Catholic Church in the organizing effort. I will deal with this question at a latter time but for now know this- these organizations are an obstruction to real progress on the immigration issue. (See archives, dated May 1, 2006)


*If one needed one more example of why the American labor movement is in the condition it is finds itself then yet another article this summer by John Sweeney, punitive President of the AFL-CIO, and therefore one of the titular heads of the organized labor movement brings that point home in gory detail. The gist of the article is that governmental agencies, like the National Labor Relations Board, have over the years (and here he means in reality the Bush years) bent over backwards to help the employers in their fight against unionization. Well, John, surprise, surprise. Needless to say this year his so-called friends in Congress were not able to pass simple legislation to formally, at least, protect the right to unionization, the so-called employees’ bill of rights. That was a non-starter from the get-go. No militant leftist, no forget that, no militant trade unionist has believed in the impartiality of governmental boards, agencies, courts, etc. since about 1936. Yes, that is right, since Roosevelt. Wake up. Again this brings up the question of the leadership of the labor movement. And I do not mean to turn it over to Andy Stein and his Change to Win Coalition. We may be, as some theorists imagine, a post-industrial society, but the conditions of labor seem more like the classic age of rapacious capitalist accumulation in the 19th century. We need a labor leadership based on a program of labor independence and struggle for worker rights- and we need it damn soon.

*The Political Evolution of Eugene V. Debs- Professor Currie's View

Every January militants of the left wing of the international labor movement, the European sections more than the American, honor the Three L’s, the key leaders of the movement in the early 20th century- Lenin, Luxemburg and Liebknecht. Since opening this space in early 2006 I have paid individual honor to all three in successive years. In that same spirit for this year’s, and for future January observances, I will highlight some other lesser figures of the revolutionary pantheon or those who contributed in some way to the development of this movement, mainly American at first as befits the title of this blog but eventually others in the international movement as well. This year’s first honoree was the Trotskyist founder and organization leader James P. Cannon. Cannon represented that first American generation who formed the core of cadre directly influenced to the left by the Bolshevik Revolution of 1917. Here I take a step back to the pre-World War I period and honor probably the most well-known socialist of that period, Eugene V. Debs.

For many reasons, the most important of which for our purposes here are the question of the nature o the revolutionary party and of revolutionary leadership, the Russian Bolshevik Revolution of 1917 was a turning point in the international labor movement. In its aftermath, there was a definitive and I would argue, necessary split, between those leftists (and here I use that term generically to mean socialists, communists, anarchists, syndicalists and the like) who sought to reform the capitalist state from within and those who saw that it needed to be destroyed ‘root and branch’ and new institutions established to create a more just society. This division today continues, in truncated form to be sure, to define the contours of the question. The heroic American pre- World War II socialist labor leader and icon, Eugene V. Debs, as is very well described in this little book, contained within his personal political trajectory all the contradictions of that split. As will be described below in more detail we honor Debs for his generosity of socialist spirit while at the same time underscoring that his profile is, in the final analysis, not that of something who could have led a proletarian revolution in the earlier part of the 20th century.

Professor Currie has here done the very valuable service of outlining the highlights of Debs’ political career and of his inner ideological turmoil for those who need a short course on what set Debs, above all others except, perhaps, “Big Bill” Haywood in the pre-World War I movement. The professor makes clear that his is a political profile and not the extensive detailed informational one of traditional biography. For that, if one is so inclined in that direction after reading this primer, then it is still necessary to go Ray Ginger’s “The Bending Cross: A Biography of Eugene V. Debs”. I will review that effort in this space at a later time. For now though let me give the highlights I found that every serious labor militant or every serious student of socialism needs to think through.

If history has told us anything over the past one hundred and fifty years plus of the organized labor movement it is that mere trade union consciousness under conditions of capitalist domination, while commendable and necessary, is merely the beginning of wisdom. By now several generations of labor militants have passed through the school of trade unionism with varying results; although precious few have gone beyond that to the class consciousness necessary to “turn the world upside down” to use an old expression from the 17th century English Revolution. In the late 19th when American capitalism was consolidating itself moving onto its industrial phases the landscape was filled with pitched class battles between labor and capital.

One of those key battles in the 1890’s was led by one Eugene V. Debs and his American Railway Union against the mammoth rail giant, The Pullman Company. At that time the rails were the key mode of transportation in the bustling new industrial capitalist commerce. At that time, by his own reckoning, Debs saw the struggle from a merely trade unionist point of view, that is a specific localized economic struggle for better wages and conditions rather than taking on the capitalist system and its state. That strike was defeated and as a result Debs and others became “guests’ of that state in a local jail in Illinois for six months or so. The key conclusion drawn from this ‘lesson’, for our purposes, was that Debs personally finally realized that the close connection between the capitalists and THEIR state (troops, media, jails, courts) was organic and needed to be addressed.
Development of working class political class consciousness comes in many ways; I know that from my own personal experiences running up against the capitalist state.

For Debs this “up close and personal” confrontation with the capitalist drove him, reluctantly at first and with some reservations, to see the need for socialist solutions to the plight of the workingman (and women). Professor Currie details this transformation very nicely, including the seemingly inevitable thrashing about that every political person does when a politically transformative experience occurs. In Debs’ case this involved an early infatuation with the ideas of cooperative commonwealths then popular among radicals as a way to basically provide a parallel alternative society away from capitalism. Well again, having gone thorough that same kind of process of conversion myself (in my case 'autonomous' urban communes, you know, the ‘hippie’ experience of the late 1960’s and early 1970’s); Debs fairly quickly came to realize that an organized political response was necessary and he linked up his efforts with the emerging American Socialist Party.

Before World War I the major political model for politically organizing the working class was provided by the Marxist-dominated German Social Democratic Party. At that time, and in this period of pre-imperialist capitalist development, this was unquestionably the model to be followed. By way of explanation the key organizing principle of that organization, besides providing party discipline for united action, was to create a “big tent” party for the social transformation of society. Under that rubric the notion was to organize anyone and everyone, from socialist-feminists, socialist vegetarians, pacifists, municipal reformers, incipient trade union bureaucrats, hard core reformists, evolutionary socialists and- revolutionaries like Karl Liebknecht and Rosa Luxemburg who we honor to this day.
The American Social Party that Debs joined exhibited all those tendencies (and some even more outlandish) of the German model. And as long as no great events acted to disrupt the “unity” of this amorphous formation the various tensions within the organization concerning reform or revolution were subdued for a time. Not forever though.

Various revolutionary tendencies within the workers’ movement have historically had opposing positions concerning parliamentary politics: what to do politically while waiting for the opportune moment to take political power. The controversy centered (and today centers around) whether to run for elective executive and/or legislative offices. Since World War I a very strong argument has developed that revolutionaries should not run for executive offices of the capitalist state on the principle that we do not want to be responsible for the running of the capitalist state. On the other hand running for legislative office under the principle of acting as “tribunes of the people” continues to have validity. The case of the German revolutionary social democrat Karl Liebknecht using his legislative office to denounce the German war effort DURING the war is a very high expression of that position. This question, arguably, was a little less clears in the pre-war period.

If Eugene V. Debs is remembered politically today it is probably for his five famous runs for the American presidency (one, in 1920, run from jail) from 1900 to 1920 (except 1916). Of those the most famous is the 1912 four- way fight (Teddy Roosevelt and his “Bull Moose” Party providing the fourth) in which he got almost a million votes and something like 5 percent of the vote- this is the high water mark of socialist electoral politics then and now. Professor Currie goes into some detail here about the demands on these campaigns personally on the aging Debs and of the internal political oppositions to his candidacies. I would only mention that a strong argument could be made here for support of the idea of a revolutionary (and, at least until the early 1920’s Debs considered himself, subjectively, a revolutionary) running for executive office- the presidency- without violating political principle (of course, with the always present proviso that if elected he would refuse to serve). Certainly the issues to be fought around- the emerging American imperial presence in the world, the fierce wage struggles, the capitalist trustification and cartelization of industry, the complicity of the courts, the struggle for women’s right to vote, the struggle against the emerging anti- black Jim Crow regime in the South would make such a platform a useful propaganda tool. Especially, as the good professor as noted, since Debs was one of the premier socialist orators of the day, if perhaps too flowery and long-winded for today’s eye or ear.

As the American Socialist party developed in the early 20th century, and grew by leaps and bounds in this period, a somewhat parallel development was occurring somewhat outside this basically parliamentary movement. In 1905, led by the revolutionary militant “Big Bill” Haywood and with an enthusiastic (then) Debs present probably the most famous mass militant labor organization in American history was formed, the Industrial Workers of the World (IWW, Wobblies). As it name denotes this organization stood as, in effect, the nucleus of the industrial unionism that would win the day among the unorganized in the 1930’s with the efforts of the CIO. But it also was, as James P. Cannon an early IWW organizer noted in one of his books, the nucleus of a revolutionary political party. One of the reasons, among others, for its demise was that it never was able to resolve that contradiction between party and union. But that is an analysis for another day.
What is important to note here is that organization form fit in, very nicely indeed, with Debs’ notions of organizing the unorganized, the need for industrial unionization (as opposed to the prevailing narrow craft orientation of the Samuel Gompers-led AFL). Nevertheless Debs, to his credit, was no “dual unionist”, that is, committed to ignoring or going around the AFL and establishing “revolutionary” unions. This question of “boring from within” organized labor or “dual unions” continues to this day, and historically has been a very thorny question among militants faced with the bureaucratic inertia of the trade union bureaucracy. Debs came down on the side of the angels on this one (even if he later took unfavorable positions on IWW actions).

Although Debs is probably best known for his presidential runs (including that one from Atlanta prison in 1920 that I always enjoy seeing pictures of the one where he converses with his campaign staff in his cell) he really should be, if he is remembered for only one thing, remembered for his principled opposition to American war preparedness and eventual entry into World War I in 1917. Although it is unclear in my mind how much of Debs’ position stemmed from personal pacifism, how much from Hoosier isolationism (after all he was the quintessential Midwestern labor politician, having been raised and lived all his life in Indiana) and how much was an anti-imperialist statement he nevertheless, of all major socialist spokesmen to speak nothing of major politicians in general , was virtually alone in his opposition when Woodrow Wilson pulled the hammer down and entered American forces into the European conflict.

That, my friends, should command respect from almost everyone, political friend or foe alike. Needless to say for his opposition he was eventually tried and convicted of, of all things, the catch-all charge of sedition and conspiracy. Some things never change. Moreover, that prison term is why Debs had to run from prison in 1920. Professor Currie does a good job here giving the narrative of the basis of his conviction, the tenor of the times, the appeals process and his eventual release by President Harding.

I started out this exposition of Debs’ political trajectory under the sign of the Russian Revolution and here I come full circle. I have, I believe, highlighted the points that we honor Debs for and now to balance the wheel we need to discuss his shortcomings (which are also a reflection of the shortcomings of the internationalist socialist movement then, and now). The almost universal betrayal of its anti- war positions of the pre-war international social democracy, as organized in the Second International and led by the German Party, by its subordination to the war aims of its respective individual capitalist governments exposed a deep crevice in the theory and practice of the movement.

As the experiences of the Russian revolution pointed out it was no longer possible for reformists and revolutionaries to coexist in the same party. Literally, on more than one occasion, these formally connected tendencies were on opposite sides of the barricades when the social tensions of society exploded. It was not a pretty sight and called for a splitting and realignment of the revolutionary forces internationally. The organizational expression of this was the formation, in the aftermath of the Russian revolution, of the Communist International in 1919. Part of that process, in America, included a left-wing split (or purge depending on the source read) and the creation, at first, of two communist organizations. As the most authoritative left-wing socialist of the day one would have thought that Debs would have inclined to the communists. That was not to be the case as he stayed with the remnant of the American Socialist Party until his death in the late 1920’s.

No one would argue that the early communist movement in America was not filled with more than its share of political mistakes, esoterica and just plain weirdness but that is where the revolutionaries were in the 1920’s. And this brings us really to Debs’ ultimate problem as a socialist leader and why I made that statement above that he could not lead a proletarian revolution in America, assuming that he was his desire. Professor Currie, and not he alone among academic students of Debs, has pointed out that Debs had a life long aversion to political faction and in-fighting. I would agree, as any rational radical politician would, that faction and in-fighting are not virtuous in and of themselves and are a net drain on the tasks of propaganda, recruitment and united front actions that should drive left-wing political work. However, as critical turning points in the international socialism movement have shown sometimes the tensions between the political appetites of supposed like-minded individuals cannot be contained in one organization. This question is most dramatically posed, of course, in a revolutionary period when the tensions are whittled down to choices for or against the revolution. One side of the barricade or the other.

That said, Debs’ personality, demeanor and ultimately his political program of trying to keep “big tent” socialist together tarnished his image as a socialist leader. Professor Currie also has several sections at the end of his book on Debs’ positions on convicts, women, and blacks, education, religion and government. Debs was no theorist, socialist or otherwise, and many of his positions would not pass muster among radicals today. I note his economic determinism argument that the black question is subsumed in the class question. I have discussed this question elsewhere and will not address it here. I would only note, for a socialist, his position is just flat out wrong. I also note that, outside his support for women’s suffrage and working women’s rights to equal page his attitude toward women was strictly Victorian. As was his wishy-washy attitude toward religion. That said, Eugene V. Debs, warts and all, gets a fair exposition here. And should get a fair nod from history as the premier American socialist of the pre-World War I period.

TROTSKY-An Appreciation of His Life, JOEL CARMICHAEL, ST. MARTIN’S PRESS, NEW YORK, 1975

THIS MONTH IS THE 67TH ANNIVERSARY OF THE MURDER OF LEON TROTSKY BY A STALINIST AGENT-ALL HONOR TO THE MEMORY OF THE GREAT RUSSIAN REVOLUTIONARY


As readers of this space may know I make no bones about being an admirer of the work of Leon Trotsky (see archives). I also believe that the definitive biography of the man is Isaac Deutscher’s three-volume set. Nevertheless, others have written biographies on Trotsky that are either less balanced than Deutscher’s or come at it from a different angle with a different ax to grind. Joel Carmichael’s is a standard liberal democratic take on Trotsky’s life and work. Mr. Carmichael, as others before and after him like Irving Howe, takes on the huge task of attempting to whittle down one of the big figures of 20th century history against the backdrop of that mushy Cold War liberalism that retarded the intellectual development of even fairly critical Western minds in the post-World War II period.

That standard academic response invoked admiration for the personality and intellectual achievements of Trotsky the man while abhorring his politics, especially those pursued as a high Soviet official when he had political power. In the process Mr. Carmichael tries to account for Trotsky’s ‘fall’ from power in the psycho-biographic parlance that was popular in the 1970’s. In short, Mr. Carmichael concludes essentially that if only Trotsky was less of a loner and a better Bolshevik Party infighter his personal fate and history may have worked out better. Hell we, Trotsky’s admirers, have been screaming about his very important failure to umambiously lead the 1923-24 fight against the Stalinization of the Bolshevik Party (also known following the French revolutionary example as the Themidorian reaction) struggle for years. All without benefit of pseudo-Freudian analysis, by the way. In the end Mr. Carmichael’s take on Trotsky demonstrates more about the weakness of the liberal psycho-biographical method than a serious examination into Trotsky’s politics. There are some chasms that cannot be breeched and this is one of them.

In classic fashion Carmichael, as others have done as well, sets up Trotsky’s virtues early. Thus he recognizes and appreciates the early romantic revolutionary and free-lance journalist in the true Russian tradition who faced jail and exile without flinching; the brilliant, if flawed, Marxist theoretician who defied all-comers at debate and whose theory of permanent revolution set the standard for defining the strategic pace of the Russian revolution; the great organizer of the revolutionary fight for power in 1917 and later organizer of the Red Army victory in the Civil War; the premier Communist literary critic of his age; the ‘premature’ anti-Stalinist who fought against the degeneration of the revolution; the lonely exile rolling the rock up the mountain despite personal tragedy and political isolation. However, my friends, Carmichael’s biographical approach tries to debunk an intensely political man by one who plainly is a political opponent of everything that Trotsky stood for. I only wish he had been more honest and open about it rather than use psycho-babble as a device. Thus, all Carmichael’s patently obvious and necessary recognition of Trotsky as one of the great figures of the first half of the 20th century is a screen for taking Trotsky off of Olympus.

And here again Carmichael uses all the wearisome formulas in the liberal democratic handbook; the flawed nature of Trotsky’s theory of permanent revolution as applied to Russia in 1917 and also to later semi-colonial and colonial countries; the undemocratic nature of the Bolshevik seizure of power in regard to other socialist parties; the horrors of the Civil War which helped lead to the degeneration of the revolution; Trotsky’s recognized tendency as a Soviet official to be attracted to administrative solutions; his adamant defense of the heroic days of the Bolshevik party and the Soviet Union, even in its degenerated state, against all comers until the end of his life; his weakness as a party political organizer in the fierce intra-party factional struggles and later in attempting to found new communist parties and a new international.

Of course the kindest interpretation one can make for Carmichael’s polemic, like that of Irving Howe who approached Trotsky’s life from the social-democratic perspective, is that he believes like many another erstwhile biographer that Trotsky should have given up the political struggle and become- what? Another bourgeois academic or better yet an editor of Partisan Review or The Nation? Obviously Mr. Carmichael did not pay sufficient attention to the parts that he considered Trotsky’s virtues. The parts about the intrepid revolutionary with a great sense of history and his role in it. And the wherewithal to find his place in it. Does that seem like the Trotsky that Carmichael has written about? No. A fairer way to put it is this. Trotsky probably represented the highest expression of what it was like to be a communist man, warts and all, in the sea of a non-Communist world. And that is high historical praise indeed. Let future biographers take note.

This June marks the 56th Anniversary of the execution of Julius and Ethel Rosenberg by the American state. I have defended the Rosenbergs elsewhere in this space, including a review last year of a film documentary by Rosenberg granddaughter, Ivy Meerpol, titled "Heir To An Execution".(Check Archives). Directly below are some remarks made in additional to that review in light of a flurry of controversy around their names that surfaced in the Fall of 2008. This year I have chosen to review E.L. Doctorow's 1971 fictional treatment of some aspects of the case and the film based on the book. Needless to say I stand by my defense of this heroic radical couple. Justice still awaits in their case.

Honor the Heroic Soviet Spies Julius Rosenberg, Ethel Rosenberg and Morton Sobel

In the commentary above I alluded, somewhat obliquely, to the Verona Tapes-the decoded Soviet transmissions from World War II- as an earlier American governmental source for the proposition that Julius Rosenberg was providing scientific information of some sort to the Soviet Union during that period. Recent news has highlighted the possible truth of that assertion. First the release of classified grand jury testimony in the Julius and Ethel Rosenberg case mentioned above. Also the assertion by convicted Rosenberg co-conspirator Morton Sobel that he passed scientific information to the Soviets during that period. More recently, in some interviews in The New York Times, the Rosenberg children (Meeropols), after having spend their adulthoods trying to build a case for their parents’ innocence have seemingly come to the position that their father, at least, was indeed working for the Soviets.

Let’s be clear here. For those who saw military defense of the Soviet Union, Stalinist warts and all, as an internationalist socialist duty until its demise in the early 1990’s the question of honoring Julius and Ethel Rosenberg has not hinged on their guilt or innocence of the charges of aiding the Soviet Union leveled by the American government. Nor has it hinged on opposition to the death penalty, although we are opposed to that barbaric punishment. The question has always been, if not openly then otherwise, the service they were in a position to provide to the first workers state. In the interest of “muddying the waters” we have never earlier proclaimed them, as we have with Kim Philby and his Cambridge cohorts, Richard Sorge or Leopold Trepper, heroic Soviet spies. Now, apparently, we can openly acknowledge our debt at last to Julius and Morton Sobel. The case remains unclear about Ethel although we honor her as a soldier of the revolution as well. Some little piece of historic justice is finally possible in their cases.

I would add here that although I had spend a fair portion of my life as a military defender of the Soviet Union and the other workers states of East Europe while they existed that, as a practical matter, that defense never got beyond the propaganda stage. Apparently, Julius Rosenberg and Morton Sobel, in their attempts to defend the interests of the Soviet Union as they saw that duty, were in a position to do more. Although the political gap that separated us was, at times drawn in the blood of our murdered comrades at the hands of the Stalinist henchman that they defended, they acted as soldiers of the revolution here. That is the why of honoring them in this space.

Finally, I have mentioned before that I have always liked the idea of Julius organizing in the 1930’s in behalf of freedom for the jailed militant labor leader Tom Mooney while at City College of New York (CCNY). As those who follow this space know the late Professor Irving Howe, the social democratic founder/editor of Dissent also was at CCNY during this period as an anti-Stalinist socialist who was won to Trotskyism, for a moment, during this same period. He, along with a fair number of others recruited from the Socialist Party milieu at CCNY dropped out of the Socialist Workers Party (the main organized Trotskyist organization in America at the time) over the question of defense of the Soviet Union when it mattered in the late 1930’s. I pose this question- When the fight for socialism is on the line who do you want with you- Julius Rosenberg or Irving Howe? To ask the question is to give the answer. The Rosenbergs and Sobel were not our people- but they were our people.

Book/ DVD Review

This review is being used for both book and DVD versions of Doctorow's work as the central points to be made in regard to both works are similar. The film starring Timothy Hutton as Daniel and directed by the acclaimed Sidney Lumet fairly closely hems to Doctorow's story line. Hutton does an excellent job as Daniel. Obviously, such dramatic moments as the attempts to run away from the state authorities by the Rosenberg children after their parents' arrest, the touching visiting scenes by the children in the prison just prior to the executions, the executions and the tragic fate of one of the children (in the book, not real life) get more attention than in the book. But that is cinematic license, and here is not overplayed.

At first blush the Rosenberg Cold War Soviet espionage case of the 1950's, that ended in the execution of both Julius and Ethel Rosenberg by the American state despite a worldwide campaign to save their lives, would not appear to be a natural subject for fictional treatment. Unlike, let us say, Kim Philby and the various Cambridge spies the Rosenbergs' biographies and political profiles do not have the stuff of larger than life drama. Moreover, whatever their efforts were on behalf of the defense of the Soviet Union, as they saw it, the details do not jump out as the makings of a spy thriller. And the well-known historical novelist (`Ragtime", Loon Lake", etc.), E.L. Doctorow, does not go into any of that material. What Doctorow has attempted to mine, and I think within the parameters that he has set himself successfully so, is the effect that the political actions of the Rosenbergs had on their children at the time, on their children's futures (in state custody and later adopted privately) and on the trauma of being the "heirs to an execution" in adulthood. Add to that the biblical implications ("The Book Of Daniel") that Doctorow weaves into his story and that is more than enough material for one novel.

Naturally, the question of the fate of the children of famous (or infamous, as the case may be) is a fair subject for treatment, fictional or otherwise. There is a whole flourishing body of literature concerning this topic. What makes the Rosenberg children distinct (a boy and girl, rather than the real two boys, fictionally named Daniel and Susan Issacson here) is that they were son and daughter to parents who in the eyes of the American state and significant parts of the American population were traitors. Not a good way for young kids to develop their self-esteem. That struggle, placed in the context of the traumas over personal identification which were rift as they grew to adulthood and that helped define the 1960's the time of the action of this story, drive the main themes of the story. The interlocked questions of life in the academy (Daniel is something of a professional graduate student), life on the political streets (Susan has chosen a psychologically dangerous way to cope with her heritage by going full-bore into the left-wing political activity of the period) and coming to grips, successfully or not, with their legacies give the plot substance.

Aside from Doctorow's main themes of exploring the thorny question of the responsibility that parents have for their children, either as parents or as political people, the last part of the book where Daniel, as a coping mechanism if nothing else, begins to get "political" provides some interesting (for the time) theories about what happened in the Rosenberg case. The themes of "good Jew, bad Jew" (as shown by the large cast of Jewish characters in the trial process), the alleged inadequacies of the defense, the scarcity of government evidence (the Rosenbergs were convicted of that old stand-by "conspiracy"), the nature of the early Cold War period and the personal and political limitations of the Rosenbergs themselves get a full workout here. In the end though, as I mentioned in a commentary reviewing Rosenberg granddaughter Ivy Meerpol's film, "Heir To An Execution", concerning the personal characters of the Rosenbergs they did their duty as communists, as they saw it. For that they deserve all honor. And someday some real justice to clear their names.

JAMES P. CANNON AND THE ORIGINS OF THE AMERICAN REVOLUTIONARY LEFT, 1890-1928, UNIVERSITY OF ILLINOIS PRESS, 2007

I have reviewed many of the writings of the American revolutionary James P. Cannon elsewhere in this space. This review should serve as an interim evaluation of this excellent biography of the premier Communist leader to come out of that movement in the 20th century. As such it is long overdue and, as pointed out below timely. I have read through this book once but want to read it again before making a full evaluation. I also want to dig more deeply into the incredible number of footnotes, perhaps more than the average reader may comprehend, the author has provided. More later. Kudos to Professor Palmer.


If you are interested in the history of the American Left or are a militant trying to understand some of the past mistakes of our history and want to know some of the problems that confronted the early American Communist Party and some of the key personalities, including James Cannon, who formed that party this book is for you.

At the beginning of the 21st century after the demise of the Soviet Union and the apparent `death of communism' it may seem fantastic and utopian to today’s militants that early in the 20th century many anarchist, socialist, syndicalist and other working class militants of this country coalesced to form an American Communist Party. For the most part, these militants honestly did so in order to organize an American Socialist Revolution patterned on and influenced by the Russian October Revolution of 1917. James P. Cannon represents one of the important individuals and faction leaders in that effort and was in the thick of the battle as a central leader of the Party in this period. Whatever his political mistakes at the time, or later, one could certainly use such a militant leader today. His mistakes were the mistakes of a man looking for a revolutionary path.

For those not familiar with this period a helpful introduction and copious footnotes by the author give an analysis of the important fights that occurred inside the party. That overview highlights some of the now more obscure personalities, where they stood on the issues and insights into the significance of the crucial early fights in the party. These include questions which are still relevant today; a legal vs. an underground party; the proper attitude toward parliamentary politics; support to third party bourgeois candidates; trade union policy; class war defense as well as how to rein in the intense internal struggle of the various factions for organizational control of the party. This makes it somewhat easier for those not well versed in the intricacies of the political disputes which wracked the early American party to understand how these questions tended to pull it in on itself. In many ways, given the undisputed rise of American imperialism in the immediate aftermath of World War I, this is a story of the `dog days' of the party. Unfortunately, that rise combined with the international ramifications of the internal dispute in the Russian Communist Party and in the Communist International shipwrecked the party as a revolutionary party toward the end of this period.

As an addition to the historical record of this period this book is a very good companion to the two-volume set by Theodore Draper - The Roots of American Communism and Soviet Russia and American Communism- the definitive study on the early history of the American Communist Party. I have, as is the nature of the case, dwelt here on Cannon’s development as a Communist in the early days of that party. When I update this review I will discuss his formative years in Kansas, his father’s tutelage in his development as a socialist, his self-education in the rough and tumble of socialist and IWW (Wobblies) politics and some details of his personal life as they affected his political development. For now, if you want to know what it was like in the 'hothouse' (some would say loony bin) in the early days this is the book for you. Hopefully the author will continue this biography further to the later more decisive events that finished Cannon’s education as a communist leader.
