Comrades, the Fourth World Congress of the Communist International will convene during a jubilee for the Soviet power, its Fifth Anniversary. My report will be devoted to these two events. The jubilee is of course a purely formal one; involving a date on the calendar, but events are not regulated by the calendar. The fifth anniversary of the Soviet power does not represent any kind of completed historical period, all the less so because in our revolutionary epoch everything is undergoing change, everything is in flux, everything is still far from static, nor will the finished forms be reached soon. Nevertheless it is quite natural for every thinking individual, all the more so a Communist, to strive toward an understanding of what has taken place, and to analyse the situation as it shapes up on this formal date on the calendar, on the fifth anniversary of the Soviet power and, therefore, also on the occasion of the Fourth World Congress of the Comintern.


The Tangled Skein of Capitalist Contradictions is Becoming
Unravelled, Beginning with Russia

Two day ago I happened to attend a party cell meeting at the former Bromley plant. One of the comrades there, a member of the cell, raised the following question: In what country would the proletarian revolution be most advantageous from the standpoint of Communist interests? After a moment’s reflection I replied that taking it so abstractly one would have to say that a revolution in the United States would be the most advantageous. The reason for this is quite easy to understand. This country is the most independent in the world, economically speaking. Its agriculture and industry are so balanced as to enable the country to lead, in the event, say, of a savage blockade, a wholly independent existence. Moreover it is the richest country in the world, disposing of the foremost industrial technology, holding in its hands approximately one-half, perhaps slightly less, of the visible gold reserve. It is a country concentrating in its hands the bigger half of world production in the most important branches. Naturally, were the proletariat of this country to take power into its hands, it would possess unsurpassed material foundations, and organizational and technical premises for socialist construction. The next country in order is – Great Britain, while Russia would come on this list if not the very last in the series (because there exists Asia, there is Africa), then at any rate very low toward the bottom of the list of countries within the borders of Europe. Yet history is, as you know, unravelling this tangled skein from the opposite end, namely from the end where Russia is located, a country which, in the cultural and economic sense, is the most backward among the major capitalist countries, a country which is extremely dependent in the economic and technological sense, and which, in addition, has been utterly ruined by the war. And if we were to ask ourselves today what are the political premises for the proletarian revolution in the United States, then naturally one may grant a possible course of events such as may extraordinarily hasten the conquest of power by the American proletariat. But if we take the situation as it stands today, then we must say that in this strongest, largest, and most decisive leading capitalist country, the political premises, i.e., premises on the plane of the creation of systematic party and class organizations, are the least prepared. One could devote an entire report to explain why history began unravelling the skein of revolution from such a weak and backward country in the economic sense as ours, but in that case I would be able to speak of neither the Fourth World Congress nor of the fifth anniversary of the Soviet power. It suffices right now that we have been compelled for these five years to pursue the work of socialist construction in the economically most backward country, while capitalism, mortally hostile to us, has been preserved in bourgeois countries far superior to us economically. This is the fundamental fact, and from it, naturally, stemmed the fearsome intensity of our civil war.


The Fundamental Lesson of the Russian Revolution

Here, if we wish to draw our fundamental conclusion, we must say in praise of our party that it has set a colossal example – for the proletariat of all countries – of how to fight for power and of how, after conquering it, to defend this power by means of the most resolute measures, applying wherever necessary harsh and ruthless methods of dictatorship, without flinching before any decisive measures in trampling upon bourgeois hypocrisy, when at stake is the securing of state power by the revolutionary proletariat. And this textbook of the Russian Revolution, which ought to be written, the workers of all countries will study in the course of the next few years or perhaps decades, because it is impossible to say how long the proletarian revolution will endure from its beginning to its termination: It is a question of an entire historical epoch. Whether we did or did not make mistakes during the civil war (and of course there were mistakes), we nevertheless did on the whole accomplish the most classic part of our revolutionary work. We have more than once spoken of the mistakes which conditioned our need to retreat in the economic sphere, a major retreat which is known among us as the NEP (New Economic Policy). The fact that we marched forward at the very beginning along a certain road, and then retreated and are now fortifying ourselves on certain positions, tends to disrupt in the extreme the perspective not only among our enemies but also among many of our friends. Correspondents sympathetic to us and many Communists, European and American alike, pose as the first question, both during the departure of our delegation to Genoa as well as today, the fact that many things have changed in Moscow (and there were many visitors to Moscow in 1919 and 1920) and that Moscow now resembles too much other European and American cities. And in general where is the guarantee that you Russian Communists will check the further development and head for Communism and not for capitalism? Where is the guarantee?

The general impression at a superficial glance is that the socialist conquests gained in the first period are now spontaneously and automatically melting and crumbling away and there does not seem to be a power capable of retaining them. It is possible, Comrades, to approach the question from the other end and say as follows: Let us for a moment forget that we proceeded along the line of the so-called War Communism and later retreated to the present position. Let us take the situation as it exists today and compare it with what it was on October 25, or on the eve of the 1917 revolution. If our foreign well-wishers or the European and American Communists were to submit us to a cross-examination, we would say: The railways, the mines, the plants and the factories were at that time in the hands of private owners. Enormous areas of the land and the country’s natural resources were in the hands of private owners. Today all the railways, the overwhelming majority, or in any case all of the most important plants and factories, all of the most valuable natural resources in the country are in the hands of the state, which is, in turn, the property of the working class, supporting itself upon the peasant masses. This is the fact which we have before us as the product of five years. There was an offensive followed by a retreat, but here is the balance sheet: As the product of five years, the most important means of industry and production and a considerable sector of agricultural production are under the direct supervision and management of the workers’ state. This is a fundamental fact. But what has produced the retreat? This is a very important question, because the very fact of the retreat tends to disrupt the perspective. How did we conceive the successive order, the course of nationalizing the means of industry and of the organization of socialism? In all our old books, written by our teachers and by us, we always said and wrote that the working class, having conquered state power, will nationalize step by step, beginning with the best prepared means of production, which will be transferred to the socialist foundations. Does this rule remain in force today? Unquestionably it does, and we shall say at the Fourth World Congress, where we will discuss the question of the Communist program: will the working class on conquering power in Germany or in France have to begin by smashing the apparatus for organizing the technical means, the machinery of money economy and replace them by universal accounting? No, the working class must master the methods of capitalist circulation, the methods of accounting, the methods of stock market turnover, the methods of banking turnover and gradually, in consonance with its own technical resources and degree of preparation, pass over to the planned beginnings, replacing accounting by a computation of the profitability or non-profitability of a given enterprise, replacing accounting by taking stock of the centralized means and forces, including the labour force.

This is the fundamental lesson which we must once again teach the workers of the whole world, a lesson we were taught by our teachers. If we violated this lesson, it was owing to conditions of a political character, owing to the pressures brought to bear upon us after our conquest of state power. This is the most important difference between the proletarian revolution as it has occurred in Russia and the revolution which will occur, say, in America. In that country, prior to the conquest of power, the working class will have to surmount the most colossal difficulties but once it has conquered power, the pressure on those fronts on which we were compelled to fight will be far less, because our country with its petty-bourgeoisie, its backward kulaks (well-to-do peasants), experienced the revolution in a different way and because our revolution caught the Russian bourgeoisie by surprise. By the very fact of the October revolution we taught the bourgeoisie to understand just what it has lost when the workers took power and it was only the fact of the revolution itself that impelled the bourgeoisie, the kulaks and the officers to organize. We smashed the bourgeoisie not so much prior to October 25 and during the night of October 25-26 as in the three years’ interval following October 25, when the bourgeoisie, the landlords and the officers fathomed what was involved and began the struggle against us with the aid of European capitalism. In Europe we have a process differing profoundly from that in our country, because there the bourgeoisie is far better organized and more experienced, because there the petty-bourgeoisie has graduated from the school of the big bourgeoisie and is, in consequence, also far more powerful and experienced; and, in addition, the Russian Revolution has taught them a good deal. In these countries therefore the preparation and the arming of counter-revolutionary gangs is now taking place parallel with the preparation and tempering of the Communist Party for this struggle, which will be far more intense prior to their October 25, but not afterwards. Only before. The fact that in our country, the day after the conquest of power, the plants and factories turned out to be the fortresses and citadels of the bourgeoisie, the main base upon which European imperialism was able to depend, this fact compelled us to resort to nationalization, independently of our ability or the extent of our ability to organize these enterprises with our own forces and resources.

And if, for political reasons, we drove the property owners out of the factories, while being ourselves bereft of the possibility of even immediately gaining hold of these factories; if, for political reasons, we brought down the sword of dictatorship and of terror upon the stock market and the banks, it is self-evident that we thereby mechanically destroyed the apparatus in the service of the bourgeoisie and which the bourgeoisie employed for organizing the economy and for distributing the productive forces and commodities in the country. Insofar as we destroyed this apparatus at a single blow, we were, generally speaking, obliged to replace it with another – with the apparatus of centralized accounting and distribution. But such an apparatus had first to be created; we had to have it; but, naturally owing to all the preconditions, owing to our entire past, owing to our level of development and knowledge, we could not possibly create it. And so, because of the titanic and ineluctable aspects of the civil war as such, and because of the impossibility even for an advanced working class and all the more so for us, in a backward country, to create an apparatus of socialist calculation and distribution in the space of twenty-four hours – precisely because of this there arose the entire tragedy of our economy. War Communism, too, was not our program – it was imposed upon us. To the extent that there were fronts in the civil war, to the extent that we were compelled to destroy the enemy’s bases of support behind these fronts, i.e., the private capitalist enterprises of all categories, to that extent we were driven to manage the enterprises in a migratory and warlike manner. This was the epoch of War Communism and I shall not conceal that here, as is always the case, people tended to make a virtue out of necessity, i.e., in the same measure as War Communism was imposed upon us, the party workers and the leading party institutions tended to be carried away by inertia, in the sense of deluding themselves that we had here a complete solution of the tasks of socialist economy. But if we draw the balance sheet, we must say that the offensive and the retreat in the domain of economy had been dictated by the requirements of the civil war, which were absolutely imperative, and which cut across our economic conditions and the degree of our economic adaptation, or lack of adaptation. In other words, essentially both our offensive along the line of War Communism as well as our retreat along the line of the NEP were historically unavoidable in part and as a whole; and only on the basis of this historic necessity is it possible and necessary to analyse our subjective errors – both as a party and as a state power.


The Overhead Expenditures of the Revolution

There remains, Comrades, the most important question of all. As a result of five years, the workers’ state, as I said, disposes, after our retreat, of the most important means of production, and wields power. This is a fact. But there also is another fact – namely that we represent today one of the poorest countries in Europe. Yet it is quite obvious that socialism has meaning only to the extent that it assures a higher productivity of labour. Capitalism in its day superseded feudalism, while the latter superseded slave economy. Why? Because each succeeding economic order was more profitable in the socio-technological sense than the order it shunted aside; and socialism will naturally acquire its practical and not theoretical justification only on the condition that it supplies a greater quantity of goods per each unit of labour power for the satisfaction of social needs. And this is the chief argument employed against us. It was made use of even by the French representatives at Genoa; and Colrat, the French economic expert, repeated it in a crude and insolent form: “Don’t you dare teach us socialism when your own country is in a state of complete disorganization.” We would have preferred to provide in the last five years proofs of empirical character that is, show Europe an economy superior to the one which we obtained in 1917. This does not happen to be the case, but this is already ascribable entirely to the expenditures incurred by the revolution itself. Not a single revolution was ever accomplished without a lowering of the country’s economic level; and one of the conservative bourgeois historians of the French Revolution, Taine, so highly esteemed in the Third French Republic, has affirmed that for eight years following the Great French Revolution, the French people remained poorer than they were on the eve of revolution. This is a fact. Society is so shot through with contradictions, that it is capable of reaching a higher stage of development only through an internal class struggle. Society is so constituted that an internal class struggle in the fully unfolded form of civil war implies a lowering of economic levels. But, at the same time, of course, (every school boy knows this today), it was precisely and exclusively the Great French Revolution that created in France those governmental, juridical and cultural premises which provided the sole basis for the development of capitalism there, with all of its prowess, its technology and its bourgeois culture. In other words, what I wish to say is that the five-year period (and we must say this to all our critics, malicious and well-meaning alike who employ this argument) does not provide a historic scale by means of which it is possible to weigh the economic results of the proletarian revolution. All that we see up to now in our country are the overhead expenditures in the production of the revolution. These are expenditures for the revolution itself. And naturally, since these expenditures had to be covered from inherited capital, which, in turn, had been disorganized and devastated by the imperialist war, it therefore follows that we see in our country many more ruins of capitalism than results of socialist construction. The scale is far too small. This is what we must repeat once again at the Fourth World Congress of the Communist International. Five years in relation to the task of superseding capitalism by socialism, a task of the greatest historical magnitude – five years could not naturally bring about the necessary changes and what is, naturally, most important these five years constituted the period when socialism – as I said in the beginning – was being built or attempts were made to build it in the most backward country. The Great French Revolution, on the other hand, unfolded in the most advanced country on the European continent, a country that had attained a higher level than any other, with the exception of England across the Channel. In our country, the state of affairs assumed a far less favourable turn from the very beginning.

Here, Comrades, are in rough outline, those arguments which we shall develop in our party’s name at the Fourth World Congress where we are bound to ask our European and American comrades and at the same time ourselves, too: How do matters really stand with regard to the chances for the development of the European revolution? Because it is perfectly self-evident that the tempo of our future construction will in the highest measure depend upon the development of the revolution in Europe and in America.


European Communism Must Conquer the Working Class

In order to answer the question concerning the stage that has been reached today by the revolutionary movement of the European and the American proletariat, above all by the former, it is necessary to dwell briefly on the Third World Congress of the Comintern which took place last summer. At that time, too, I was assigned by the Moscow organization to make a report to the Moscow comrades, appraising the Third Congress as a new stage, as inaugurating a new stage in the development of the revolutionary proletarian movement. This stage also began with a certain and very important retreat. And these two retreats of ours, the one, on the economic field and the other, on the political field in Europe are linked intimately with each other, because our War Communism could have unfolded without a retreat into complete socialism and communism on one condition, namely; that the proletariat of Europe seized power in 1920 and 1921. Had that happened, not only would hostile pressure from the outside have ceased, but we would have obtained inexhaustible resources for technical, organizational and cultural assistance. We may say that War Communism objectively imposed upon us essentially by the imperative requirements of the civil war was at the same time subjectively justified insofar as it was linked up with hopes for a swift flow of the revolution in Western Europe, which would lift us up and propel us forward at a far faster pace than we could attain on our own rather pathetic cultural foundations. The revolution in the West was retarded and the revolution took this into account at the Third Congress last year, some 15 or 16 months ago. The revolution also took into account the nature of its future methods of action. The signal for a review of the international tasks of Communism was given by the March 1921 events in Germany. You will recall what happened. There were calls for a general strike, there were sacrifices by the workers, there was a cruel massacre of the Communist Party, internally there were disagreements on the part of some, and utter treachery on the part of others. But the Comintern said firmly: In Germany the March policy of the Communist Party was a mistake. Why? Because the German party reckoned that it was directly confronted with the task of conquering power. It turned out that the task confronting the party was that of conquering not power, but the working class. What nurtured the psychology of the German Communist Party in 1921 that drove it into the March action? It was nurtured by the circumstances and the moods which crystallized in Europe after the war. Do you recall the year 1919? It was the year when the entire structure of European imperialism tottered under the impact of the greatest mass struggle of the proletariat in history and when we daily expected news of the proclamation of the soviet republic in Germany, in France, in England, in Italy. The word “soviets” became terrifically popular; everywhere these soviets were being organized. The bourgeoisie was at its wits’ end. The year 1919 was the most critical year in the history of the European bourgeoisie. In 1920 the tremors (we can state this today in retrospect) subsided considerably but still remained extremely turbulent, so much so that it was possible to cherish hopes for a swift liquidation of bourgeois rule, within a few weeks or months. What were the premises for the proletarian revolution? The productive forces were fully mature, so were the class relations; the objective social role of the proletariat rendered the latter fully capable of conquering power and providing the necessary leadership. What was lacking? Lacking was the political premise, the subjective premise, i.e., cognizance of the situation by the proletariat. Lacking was an organization at the head of the proletariat, capable of utilizing the situation for nothing else but the direct organizational and technical preparation of an uprising, of the overturn, the seizure of power, and so forth. This is what was lacking. This became tragically clear in September 1920 in Italy. Among the Italian workers, as workers of a country that had suffered most cruelly from the war, and as a young proletariat without the superiorities of an older proletariat but also without the latter’s negative features – conservatism, old traditions, etc. – within this proletariat the ideas and methods of the Russian Revolution met with the most powerful response. The Socialist Party of Italy, however, did not clearly take into account the full content of these concepts and these slogans. In September 1920 the working class of Italy had, in effect, gained control of the state, of society, of factories, plants and enterprises. What was lacking? A trifle was lacking – a party was lacking, which would, resting upon the insurrectionary working class, have engaged in an open struggle with the bourgeoisie for those remnants of material forces still in the latter’s hands, destroying these forces, seizing power and thus consummating the victory of the working class. In essence the working class had already conquered or virtually conquered, but there was no organization capable of definitively consolidating this victory and so the working class found itself hurled back. The party split into segments, the proletariat was smashed; and since then, throughout 1921 and 1922 we have been witnessing the most frightful political retreat of the working class in Italy under the blows of consolidated bourgeois and petty-bourgeois gangs, known as the Fascists.

Fascism is the revenge, the vengeance exacted by the bourgeoisie for the dread it had experienced during the 1920 September days and at the same time it is a tragic lesson to the Italian proletariat, a lesson on the meaning of a political party that is centralized, unified and knows what it wants; that is cautious in choosing conditions, and resolutely ruthless in applying the necessary means when the hour for it strikes. Comparing events of such a type as the September days in Italy with those in our own country we must and should learn over and over again to value our party which has to function under incomparably more difficult conditions, because it is functioning under the conditions of a backward and low cultural milieu, where the peasantry predominates.

In the March 1921 events of Germany we had a picture diametrically opposite to what happened in Italy. In 1919 the German working class engaged in a number of cruel and bloody battles, the same thing happened in 1920, and during the January and March days of 1920 the German working class became convinced that heroism alone, that readiness to venture and to die was not enough; that somehow the working class was lacking something. It began to take a more watchful and expectant attitude toward events and facts. It had banked in its time upon the old Social Democracy to secure it the socialist overturn. The Social Democracy dragged the proletariat into the war. When the thunders of the November 1918 revolution rolled, the old Social Democracy began to talk the language of social revolution and even proclaimed, as you recall, the German republic to be a socialist republic. The proletariat took this seriously, and kept pressing forward. Colliding with the bourgeois gangs it suffered crushing defeats once, twice and a third time. Naturally this does not mean that its hatred of the bourgeoisie or its readiness to struggle had lessened, but its brains had meanwhile acquired many new convolutions of caution and watchfulness. For new battles it already wants to have guarantees of victory. And this mood began to grow increasingly stronger among the European working class in 1920-22, after the experiences of the initial assault, after the initial semi-victories and minor conquests and the subsequent major defeats. At that moment, in the days when the European working class began after the war to understand clearly, or at least to sense, that the business of conquering state power is a very complicated business and that bare hands cannot cope with the bourgeoisie – at that moment the most dynamic section of the working class formed itself into the Communist Party. But this Communist Party still felt as if it were a shell shot out of a cannon. It appeared on the scene and it seemed to it that it needed only shout its battle-cry, dash forward and the working class would rush to follow. It turned out otherwise. It turned out that the working class had, upon suffering a series of disillusions concerning its primitive revolutionary illusions, assumed a watch-and-wait attitude by the time the Communist Party took shape in 1920 (and especially in 1921) and rushed forward. The working class was not accustomed to this party, it had not seen the party in action. Since the working class had been deceived more than once in the past, it has every reason to demand that the party win its confidence, or, to put it differently, the party must still discharge its obligation of demonstrating to the working class that it should follow and is justified in following the party into the fires of battle, when the party issues the summons. During the March days of 1921 in Germany we saw a Communist Party – devoted, revolutionary, ready for struggle – rushing forward, but not followed by the working class. Perhaps one-quarter or one-fifth of the German working class did follow. Because of its revolutionary impatience this most revolutionary section came into collision with the other four-fifths; and already tried, so to speak, mechanically, and here and there by force to draw them into the struggle, which is, of course, completely out of question. The party incurred the risk of shattering itself not so much against the resistance of the bourgeoisie, as against the resistance of the four-fifths or two-thirds of the working class itself. But at that moment the International sounded the alarm, proclaiming a new stage. In the course of 1919 and 1920, the period of spontaneous revolutionary movements, the conquest of power was really feasible. Given even a small Communist Party in Germany, say, with one or two hundred thousand Communists, the chances for the conquest of power were there. But following the disillusionment of the working class, once the bourgeoisie succeeded in recovering its wits, in entrenching itself and restoring its state apparatus, and once the working class assumed a more cautious and dilatory position, the appearance of one hundred or two hundred thousand Communists no longer sufficed. And the need instead arose for the Communists to conquer, in experience, in practice, in struggle, the confidence of the working class under the new conditions. And this is exactly what the Third Congress proclaimed. In this connection, we had heated clashes with the German comrades here in Moscow. Later at their own Convention, following the world gathering, they actually shifted over to a new track, and criticized us a little bit, arguing that even granted that a new stage was beginning, it was not at all in accordance with the expectations of the Russian comrades, who were swinging a little too far to the right, and so forth and so on. If we were to ask ourselves: What was, in essence, the beginning of this new stage? Did it begin with the March events in Germany? Then we would have to answer in the negative. No, it began with the criticism of the March events. The March events came as the consummation of the initial epoch of chaotic assault which failed to bring victory because there was no Communist Party in Europe. And the March movement and the March policy came already as an abortion of this epoch. And so, with the criticism of the Communist Party’s March policy, a new epoch opened up in the development of the Comintern, an epoch, which at first glance contains much that is, so to speak, prosaic, namely – agitation, propaganda, organization, conquest of the confidence of the workers in the day-to-day struggles. Some comrades told us: And where is the guarantee that this organizational-agitational-educational work will not degenerate into the very same reformism, along the road travelled by the Second International? No guarantees are handed us from the outside. The guarantees arise from our work, our criticism, our self-criticism and our control. But there are objective guarantees – much more serious. They are inherent in the situation of capitalism itself and in the existence of one country under a workers’ government.


The Situation of International Capitalism

The situation of capitalism itself is likewise a question on which we dwelt in detail at the Third Congress and on which we will in all likelihood also dwell at the Fourth Congress in discussing the questions of tactics. The issue comes down to this: Is the European and world capitalism disintegrating, or has it given proof of its viability? Is it restoring its equilibrium? The problem on the whole is a very big one, and I will touch only upon its most general features, which are unconditionally indispensable for understanding the destinies of the revolutionary movement in Europe and throughout the world. In 1920 the world economy experienced a fearsome crisis, such as had never been known in the history of capitalism. This crisis erupted in the spring of 1920 in Japan and in America and then suddenly leaped over into Europe, seizing all of Europe by the middle of 1920 and plummeting to incredible depths and acuteness by the early part of 1921. The Third Congress convened precisely at the moment when the crisis had seized the whole world, when there were five to six million unemployed in the US, about two million in England, and so on. Industry and trade declined by comparison with 1913 at different rates in different countries, but, on the whole, the proportions of the decline were enormous. And so, many comrades pictured the situation as follows. Here we have the crisis of capitalism consequent upon the war. And it is the final and fatal crisis which must continue to disintegrate economic life more and more, until as a result of this crisis there issues the proletarian revolution, civil war, and conquest of power. Hence – out of this psychology – sprang the tactic of the March days in Germany. This 1920 crisis was regarded as the final and decisive and fatal crisis of capitalism. On this question there occurred among us an ideological struggle not only with European comrades but also a flurry in our own ranks. When I made a chance remark to the effect that this crisis, like every other crisis, is bound to be superseded by a revival, I recall that a certain number of comrades, first and foremost, N.I. Bukharin and Comrade Sokolnikov vehemently rose up in arms against me. Today, however, Comrades, the Comintern has issued as an official document for the Fourth World Congress, an economic report by Comrade Varga, which is based entirely on this, that the breaking point of the economic conjuncture took place in the latter part of 1921 and terminated in the first half of 1922. And how could it have been otherwise? Those comrades who denied that an economic revival was unavoidable, were taking their point of departure from a purely economic outlook with regard to the decay of capitalism. At this point it is necessary for me to recall in the most general way two or three theoretical truths indispensable for our understanding of the situation as it has arisen.

The productive forces of capitalism have developed, one may say, from the infancy of capitalism up to the World War. The lines of development tend, from a certain standpoint, to diverge, the productive forces expand, rising to ever higher and higher levels; and as we learned from Marx, from his Capital [2] (this fact was also known to the pre-Marxist bourgeois economists but it was Marx who explained it) the development of capitalism takes place not along a straight line or evenly, but through oscillations, crises and revivals, with all the intermediate transitional phases. Every eight or nine or ten years world capitalism and together with it the respective national capitalisms pass through stages of boom, lag, depression, crisis, cessation of crisis, revival, boom, and so on. This line charting the ascent of capitalism and of its productive forces thus represents not a straight but a wavy line and each wave embraces a span of approximately nine years on the average for the last 150 years. First comes a boom, and then a crisis follows. What does this mean? We say that the crisis destroys the superfluous productive forces while the boom regenerates the productive forces, increasing them. And what is the end result? The end result, say for 150 years of capitalism, is that all of the countries have become richer. What does this mean? It means that, on the whole, the boom of the productive forces surpasses the crisis, i.e., that the sum-total of booms produced a surplus which was not destroyed by crises. Or else capitalism could not have developed. But does an identical boom follow each given crisis? No. The curve of capitalist development does not represent a uniformly rising graph, but a rise which occurs as follows: In the beginning, it is virtually horizontal. The productive forces show almost no growth, say, for a period of 50 years, if we take the interval up to 1849. Next, beginning with 1849 the curve begins to move sharply upwards, up till the early Seventies. From 1873 to 1895-96 there is retardation – the productive forces develop very gradually.

Then from 1896 to 1913 the curve whirls violently upwards almost up to the eve of the last war. Further, this curve vibrates up and down all the time, like a tightly strained string. These are the periodic waves in each decade. When capitalism develops on the same level, i.e., remains almost unchanged, it means that the booms are approximately balanced off by the crises. When capitalism develops stormily upwards, the productive forces expand, the nation grows richer – it means that the booms by far surpass the crises, the booms become more prolonged, the crises are more in the nature of transitory and brief retardations. In the epoch of capitalist decline, the productive forces are decomposing, as has been by and large the case in the epoch which began after the war, which has endured to this very day and which will continue to endure for a long time to come.

This means that in the epoch of decline the crises strike deeper than the booms: the crises surpass the booms. Can capitalism develop without cyclical fluctuations, without the transitions from boom to crisis? No. Just as the human organism (I have repeated this tens of times) continues to breathe until death, so the heartbeats of capitalism continue – in the infancy and in maturity and on the deathbed alike. Its heart continues to beat but the heartbeats are not the same. When a man is dying his heart beats in an entirely different way from a healthy man’s, and from this, by taking the pulse, it is possible to determine his condition. Similarly it is possible to determine whether capitalism is ascending, or resting on one and the same level, or disintegrating. In 1920, and even earlier in 1913, there occurred an unmistakable breaking point. I have already said that in the course of 17 to 18 years, from 1896 to 1913, capitalism made an extraordinary upward leap but it was then stymied by the struggle of capitalist countries on the world market; it became constricted in the national states and hence arose the imperialist war of 1914. The governments, the diplomatic staffs, the bourgeoisie, the military circles became all the more jittery and precipitated the conflict through the sanguinary deed in 1914 because of the lag that occurred, beginning with 1913, on the world market. This lag signified a profound breaking point and had there been no war, capitalist stagnation would have set in anyway in 1914; the development of capitalism would have started its downward plunge, continuing to fluctuate all the while. The imperialist war was the product of the stormy development of capitalist forces in the course of these 17 most remarkable years in the history of capitalism. The war created an artificial market and seemed to sweep the crisis away. The war laid the basis for utilizing the engines of destruction; it opened up the method of ruining all nations. After the war, in 1919, during the most critical period, the bourgeoisie continued its wartime policy. Throwing all caution to the wind, it kept issuing paper currency, and continued the system of piling up national debts. It supplemented the workers’ wages either with cheap rents or with an assortment of privileges; it accepted the 8-hour working day. All this flowed not from the position of capitalism, but from the political position of the bourgeoisie as a class. This economic strategy saved the bourgeoisie in 1919, for it bribed the labour aristocracy, splitting the proletariat into a democracy and an aristocracy of labour. The bourgeoisie artificially extended prosperity into 1919, disorganized its state finances and its economic foundation but paralysed the revolution. However, the laws of economic development, which could be checked only temporarily, made themselves felt by 1920. A crisis ensued which assumed monstrous forms, with millions of unemployed in Europe and America. To some comrades it seemed that this crisis, which began in 1920, was the final crisis of capitalism; and that on the basis of this crisis the working class was bound to come to power through an insurrection. Hence flowed the March events in Germany. We fought against this view. We knew that the crisis would be followed by a revival and there was the greatest danger that the Communists, upon bumping their heads against this revival, might say that the soil for the revolution had been exhausted since a revival had set in and capitalism was restoring its equilibrium. We fought against such a mechanical point of view, and I hope that there will be no need for us to fight any longer at the Fourth World Congress. If we are told: “And where are the guarantees (we once again meet up with the demand for guarantees) – where are the guarantees that capitalism will not restore its equilibrium through cyclical oscillations?” then I would say in reply: “There are no guarantees and there can be none.” If we cancel out the revolutionary nature of the working class and its struggle and the work of the Communist Party and of the trade unions, that is, if we cancel out that for the sake of which we exist and act, and take instead the objective mechanics of capitalism, then we could say: “Naturally, failing the intervention of the working class, failing its struggle, its resistance, its self-defence and its offensives – failing all this, capitalism will restore its own equilibrium, not the old but a new equilibrium; it will establish the domination of the Anglo-American world in which the entire economy will pass into the hands of these countries and there will be a temporary alliance between the United States and Great Britain, but presently this equilibrium will once again be disrupted.” The automatic interplay of capitalist forces, inherent in its nature, operates in this direction wherever there are superfluous forces. Take the Central European theatre – Czechoslovakia. The latter has preserved her industry almost intact. In old Austria-Hungary this industry supplied 60,000,000 people and today it is supplying Czechoslovakia – 8,000,000 Czechoslovaks and 3,000,000 Germans. At all events, this highly integrated industry serves a small number of people – a dozen million or so and what was once the main section of Austria-Hungary’s industry has remained virtually intact. And so, Czechoslovakia, precisely because she has preserved her old integrated industry, is unable to emerge from conditions of crisis. This means that a destruction of the superfluous productive forces is taking place. When will the crisis in Czechoslovakia cease? When it has brought industry into equivalence with the market, with the buyer, if no market is found in the neighbouring countries.

Therefore the restoration of equilibrium does not always represent growth but sometimes a decline as well, and one way or another an equilibrium is re-established which has been disrupted by the spontaneous growth of capitalist forces and, in addition, by wartime and political events. Within ten or fifteen years some sort of new political equilibrium will be thus created on the bodies and bones of hundreds of thousands and millions of working men and women, if the latter continue to docilely submit to the elemental interplay of capitalism. In other words, Czechoslovak capitalism must, in order to conquer the foreign market, pay wages as low as possible to the workers. And should the workers tolerate this, then Czechoslovak capitalism will restore its equilibrium within such and such limits; but if the workers resist, they will thereby disrupt the action of capitalism toward the restoration of economic equilibrium. In other words, we have here action and reaction; we have here the dialectic of historical forces and the outcome will be determined by the correlation of these contending historical forces.

And so, our viewpoint was, that we need have no fears of an economic revival, nor be fearful lest it terminate the revolutionary epoch. We said that if we do not succeed in achieving the revolution prior to a new economic revival – not some kind of blossoming of capitalism, of which, assuredly, there cannot even be talk – but a new oscillation of the conjuncture within the framework of this minor ten-year cycle – if we do not succeed in achieving the proletarian revolution in Europe, the industrial revival will not come as a blow hurling us back but as an impulse propelling us forward. Why? Because, we argued, following the initial defeats suffered by the working class (and the war itself was the greatest of defeats), and afterwards in 1918-1920-1921 in face of the huge reserve army of unemployed, moods of apathy and exhaustion must unavoidably set in among the working class. But an economic revival, even such a small one as would make factory owners add out of the reserve army a single worker to each thousand workers would, on the contrary, make itself felt. Because the thousand workers employed in this factory begin to feel more secure and already begin to press forward. A tiny change in the conjuncture tends to alter the situation. Naturally, this does not take place mechanically. In Europe we witness during the initial stages, seemingly just the opposite phenomenon, but this falls wholly within this same historical framework. As a matter of fact, we are now witnessing in Europe the continued offensive of capitalism. In America this offensive is already slackening, and even giving way to concessions. In European industry the revival is very feeble. In England, in France and in Italy it is hardly perceptible, or altogether imperceptible. On the other hand, owing to the peculiarities of her economy and of her international position, Germany is experiencing market phenomena whose sign is negative. When a bourgeois crisis raged throughout the world, in Germany there was to be observed a feverish revival, which signified only a different form of the country’s ruination. Germany was being sold on the auction block at cheap prices. Germany was compelled to throw her commodities on foreign markets at a loss for her national wealth, even though the upper capitalist crust coined profits. This riddle is very easily explained economically. I shall not dwell upon it. Today, on the contrary, when other countries – Japan, England, France – are in the midst of a revival, Germany is confronted with the threat of growing unemployment for reasons that are perfectly clear. In 1919, 1920 and 1921, and especially in 1920 when the crisis was frightful, and the danger of the proletarian revolution was still very great, the bourgeoisie did not dare, for political reasons, to take the offensive against the workers, and for economic reasons the situation was so desperate that wage cuts of 10 or 15 or 20 per cent made little change in the basic market conditions. But when substantial stability became manifest and the first symptoms of a break in the conjuncture arrived and when the crisis ceased to unfold, then the bourgeoisie began immediately to pass over to the offensive. In the competition on the world market a difference of 5 to 20 per cent is of great moment. For this very reason the workers were driven to resist. And so, the initial effect of a certain feeble improvement in the economic conjuncture found its expression in an offensive, in an intensified pressure of capitalism upon the workers, but concurrently the resistance of the workers likewise increased, because the class struggle had become aggravated extensively and intensively. In America capitalism is outrunning the others on the road of concessions and thereby it indicates to us the path of the movement’s future development, i.e., not a defensive struggle by the workers but an offensive by them on the basis of this altered conjuncture. But, Comrades, how does this altered situation affect the revolution? Does it mean that the proletariat will conquer power on the basis of this improved conjuncture? It would be absolutely false to make such predictions. This is possible, but there are no guarantees other than the correlation of forces, which keep constantly changing, because these living forces are in conflict, because they grow, group, regroup, merge, and so on. It is quite possible for the industrial revival to last a year or two – a very pathetic revival which does not correspond to the general decline of economy owing to its lack of equilibrium, owing to the currency chaos, owing to high tariffs and tariff walls with which all the states even the United States are surrounded, and owing to the diplomatic instability of militarism. All this does, of course, correspond to the decaying state of capitalism. Hence the pathetic nature of the revival. But there is a difference between a pathetic revival and a most profound crisis and the former affects the organization and the struggle of the working class. The impulse has already been given by this revival. It is an impulsion toward a mass movement – and this is especially apparent in France. In that country there was almost complete stagnation, but today one strike after another is tending to become stubborn in character.


The Future Tactic of the Communist Parties

Whether or not this impulsion will lead to the seizure of power, we cannot tell. This depends upon innumerable factors, above all, naturally, insofar as the question is posed politically, it depends upon tactics, the future political tactic. And it is with this future political tactic, that I shall now deal, once again in briefest outline. The Third Congress centred its attention upon the German party with its March policy which compelled the International to review all the circumstances and to issue new slogans, fix new signposts and proclaim that the task of the European Communists did not consist in conquering power today or tomorrow but in winning over the majority of the working class and thereby creating the political premise for the conquest of power. The German Communist Party has assimilated this lesson very well. Hence sprang the tactic of the united front. What does “hence sprang” mean? The meaning is quite plain. If we consider that the party is on the eve of the conquest of power and the working class will follow it, then the question of the united front simply doesn’t exist. But if we have a situation in which the Communist Party calls for a general strike, as was the case in March 1921 in Germany, and the party is followed by one-fifth or one-sixth of the entire working class, while the other four-fifths remain partly passive and partly profoundly hostile; and if we become convinced that a certain interval must elapse, perhaps several years, before the conquest of power ... Let me recall parenthetically that at the Third World Congress Comrade Lenin remarked: “Comrades, our own position is of course bad, but if you require another year or two, we can wait.” And at that time the German comrades and a number of Italian comrades regarded this as almost a betrayal of the proletarian revolution. Yet almost two years have since elapsed and we shall be obliged to extend another moratorium for two more years, or in any case until the next congress ... To resume, if the situation is such as to require two or three years of preparatory work for the conquest of power, it is then necessary to ponder over what will happen in the interim to the working class, which has its own immediate tasks: the struggle against the offensive of capitalism, the onset of reaction, and so on. But the working class is divided. It would of course be splendid if the working class were ready to instantly follow the Communists. But such is not the case. And in the current struggle we witness a split among the labour organizations and the old organizations place the blame for this split on the Communists. And so, the Communists reply, “So far as we are concerned we are ready for the conquest of power, but insofar as you Independents, and you non-party workers pose such and such tasks for yourselves, to that extent we are willing to enter with you into a united front for the struggle against the bourgeoisie.” In Germany, after the March events, this tactic was adopted by the Communist Party as a whole; and it has been applied successfully. The dialectic of history, however, sometimes acts to turn our own slogans against ourselves. The slogan of the united front, raised by the Comintern in Germany, has unquestionably gained great popularity among the German workers. But with what results? It immediately produced the unification of the Scheidemannists and the Independents against us; and the picture you see in Germany is that of the united Social Democrats supporting the government’s savage onslaught upon the Communists, who are being virtually converted into an illegal party. There occur street clashes and attacks in which the monarchist counter-revolution employs a united front against the Communist minority of the proletariat. And some French Communists, like Daniel Renoult, see in all this an argument against the united front, claiming that we had allegedly helped the Scheidemannists unite with the Independents. Let us not deceive ourselves. At the beginning the unification signifies an influx of material forces for the Social Democracy. But if we approach this unification from a longer range view, then it constitutes a colossal political gain for us because the intermediate formation in the shape of an Independent Party and of the Two-and-a-Half International, which served as a buffer between the worker-Communists and the Social Democrats, muddled up the real relations and tended to direct the minds of a certain section of workers along pseudo-oppositional channels. When we have, on the one side, only the Social Democracy tied up with the bourgeois state, and on the other side only the Communists remaining in the opposition, then the attractive power of the Communist Party must increase to the maximum; and we shall unquestionably witness in the next period the growth of the German Communist Party’s ideological influence, after the working class has taken the unification of the Social Democrats and the Independents into account, even if roughly. In France we undoubtedly lag politically behind Germany. I am referring to the Communist Party itself. This lag found its expression in the fact that the French Communist Party, the vanguard of the working class, repeated only recently, only last month, the March mistakes of the German Communist Party, even though on a smaller scale.

In general, Comrades, the International is a wonderful institution. And the training one party gives to another is likewise irreplaceable. But generally speaking, one must say that each working class tends to repeat all the mistakes at the expense of its own back and bones. The International can be of assistance only in the sense of seeing to it that this back receives the minimum number of scars, but in the nature of things scars are unavoidable. We saw this almost the other day in France. In the port of Havre there occurred a strike of 15,000 workers. This strike of local importance attracted the nationwide attention of the working class, by its stubbornness, firmness and discipline. It led to rather large contributions for the benefit of the strikers through our party’s central organ, l’Humanité; there were agitational tours, and so on. The French government through its police chief brought the strike to a bloody clash in which three workers were killed. (It is quite possible that this happened through some assistance by anarchist elements inside the French working class who time and again involuntarily abet reaction.) These killings were of course bound to produce great repercussions among the French working class. You will recall that the March 1921 events in Germany also started when in Central Germany the chief of police, a Social Democrat, sent military-police gangs to crush the strikers. This fact was at the bottom of our German party’s call for a general strike. In France we observe an analogous course of events: a stubborn strike, which catches the interest of the entire working class, followed by bloody clashes. Three strikers are killed. The murders occurred, say, on Friday and by Saturday there already convened a conference of the so-called unitarian unions, i.e., the revolutionary trade unions, which maintain close relations with the Communist Party; and at this conference it is decided to call the working class to a general strike on the next day. But no general strike came out of it. In Germany during the (so-called) general strike in March there participated one-quarter, one-fifth or one-sixth of the working class. In France even a smaller fraction of the French proletariat participated in the general strike. If one follows the French press to see how this whole affair was carried out, then, Comrades, one has to scratch one’s head ten times in recognizing how young and inexperienced are the Communist parties of Western Europe. The Comintern had accused the French Communists of passivity. This was correct. And the German Communist Party, too, had been accused prior to March of passivity. Demanded of the party was activity, initiative, aggressive agitation, intervention into the day-to-day struggles of the working class. But the party attempted in March to recoup its yesterday’s passivity by the heroic action of a general strike, almost an uprising. On a lesser scale this was repeated the other day in France. In order to emerge from passivity they proclaimed a general strike for a working class which was just beginning to emerge from passivity under the conditions of an incipient revival and improvement in the conjuncture. How did they motivate this? They motivated it by this, that the news of the murder of the three workers had produced a shocking impression on the party’s Central Committee and on the Confederation of Labour. How could it have failed to produce such an impression? Of course, it was shocking! And so the slogan of the general strike was raised. If the Communist Party were so strong as to need only issue a call for a general strike, then everything would be fine. But a general strike is a component and dynamic part of the proletarian revolution itself. Out of the general strike there arise clashes with the troops and the question is posed of who is master in the country. Who controls the army – the bourgeoisie or the proletariat? It is possible to speak of a protest general strike, but this is a question of utmost importance. When a dispatch comes over the wires that three workers have been killed at Havre and when it is known that there is no revolution in France but, instead, a stagnant situation, that the working class is just beginning to stir slightly out of a condition of passivity engendered by events during the war and post-war period – in such a situation to launch the slogan for a general strike is to commit the greatest and crudest blunder which can only undermine for a long time, for many months to come, the confidence of the working masses in a party which behaves in such a manner. True enough, the direct responsibility in this case was not borne by the party; the slogan was issued by the so-called unitarian, that is, revolutionary trade unions. But in reality what should the party and the trade unions have done? They should have mobilized every party and trade-union worker who was qualified and sent them out to spread this news from one end of the country to the other. The first thing was to tell the story as it should have been told. We have a daily paper, l’Humanité, our central organ. It has a circulation of approximately 200,000 – a rather large circulation. But France has a population of not less than 40 million. In the provinces there is virtually no circulation of the daily newspapers. Consequently, the task was to inform the workers, to fell them the story agitationally, and to touch them to the quick with this story. The second thing needed was to turn to the Socialist Party, the party of Longuet and Renaudel with a few questions – no occasion could have been more propitious – and say: “In Havre three worker strikers have been killed; we take it for granted that this cannot be permitted to go unpunished. We are prepared to employ the most resolute measures. We ask, what do you propose?”

The very posing of these questions would have attracted great attention. It was necessary to turn to Jouhaux’s reformist trade unions: which are much closer to the strikers. Jouhaux feigned sympathy for this strike and gave it material aid. It was necessary to put to him the following question: “You of the reformist trade unions, what do you propose? We, the Communist Party, propose to hold tomorrow not a general strike but a conference of the Communist Party, of the unitarian revolutionary trade unions and of the reformist trade unions in order to discuss how this aggression of capitalism ought to be answered.” It was necessary to touch to the quick the hearts of the broadest working masses who yesterday refused to listen to us and who followed Jouhaux. Renaudel and the others. It was necessary to swing the working masses into motion. Perhaps a general strike might have come out of it, I do not know; maybe a protest strike, maybe not. In any case it was far too little simply to announce, to, cry out that my indignation had been aroused, when I learned over the wires that three workers had been killed. It was instead necessary to touch to the quick the hearts of the working masses. After such an activity the whole working class might not perhaps have gone out on a demonstrative strike but we could, of course, have reached a very considerable section. However, instead there was a mistake, let me repeat, on a smaller scale than the March events. It was a mistake on a two by four scale. With this difference that in France there were no assaults, no sweeping actions, no new bloody clashes but simply a failure; the general strike was a fiasco and by this token – a minus on the Communist Party’s card, not a plus but a minus. This is quite obviously and largely connected, Comrades, with the fact that our French Communist Party has generally been lagging behind in its internal life. It adhered to the Comintern at the Tours Convention in 1920, but the heritage of the old Socialist Party, the heritage of extensive parliamentary culture, of French republican conditions, of the tradition of the Great French Revolution – all this cannot be shaken off easily. I will not, Comrades, go into those complex interrelations which have existed during the past period between the Comintern and the French Communist Party; and whose task it was to reduce the number of scars on the backs of the vanguard section of the French workers. As a result of these relations and interventions, discussions over here and experiences on the spot over there – five grouping have crystallized inside the French Communist Party. These groupings are now convening in Paris at the Convention of the French Communist Party. We still don’t know the results. However, to characterize the gist of what we should like to achieve, I must say a few words about the groupings themselves. The left grouping consists of those elements who held the revolutionary standpoint during the war, and played a major role in the French party’s adhesion to the Comintern. Next there is the centre which probably embraces the majority of the workers because the latter have not yet received a full Communist education and they joined the Comintern together with their old local and national leaders. Then there is the right wing. These are the avowed enemies of the Comintern. Their leader is Verfeuil, who was expelled from the party by the Seine Federation and by the Comintern.

There is also an extreme left wing which is a conglomeration of anarchist and reformist prejudices among two or three leading members; its worker followers are simply affected by revolutionary impatience. These are splendid elements who need education. The task consists in compelling the centre to break with the right wing, to unite with the lefts, on the basis of the program and tactics of revolutionary Communism, and create a Central Committee capable and desirous of guiding the party in this spirit. And therewith it is necessary to secure in this Central Committee, a majority of workers connected with the mass trade-union movement, something which has never existed in France. In France the field of the trade-union movement is one thing and the field of high politics is something else again. And when the Comintern demanded that these two fields be closely interlinked, the Communist Ernest Lafont [3], a lawyer, a deputy and a party member, declared: “This is a silly demand. What can we lawyers tell the workers about the field of trade-union movement?” But if you lawyers have nothing to tell the workers in the field of the trade-union movement, then we must tell you that, generally speaking, you have the wrong address. For the legal profession there are other institutions outside the Comintern. If you do find yourselves here, it means that you must decide questions of the labour movement and a labour movement without the trade unions is no labour movement at all. To us this is so elementary that it is embarrassing to mention it at a workers’ gathering, all the more so at a party meeting. But in France it is necessary to wage a struggle against prejudices, left over from the old democratic culture. At the Fourth Congress we shall have in the case of the French party, in the shape of several different and still contending tendencies, approximately the same thing that we faced at the Third Congress in the case of the German Communist Party. At that time, last year, the Comintern played a major role insofar as it accelerated the process of restoring party unity, and rendering the greatest service to the party’s capacity for action. I think that the French Communist Party proposes after approximately a year and a quarter’s delay, to do what was done in March by the German Communist Party.

In Italy the situation is even more acute. Following the September 1920 events the Communist wing, approximately one-third of the old Socialist Party, split away, while the old Socialist Party consisting of the then centre and right wing continued its existence. Under the onslaught of the bourgeoisie which placed the executive power in the hands of the Fascist gangs, the reformists shifted more and more to the right, seeking to enter the government, whose executive organ was and remains the Fascist gangs. This led to a split in the Socialist Party between the right wing and the so-called Serrati group, wherewith Serrati’s party announced at its Convention that it adheres to the Comintern. We shall have at the congress two parties: our Italian Communist Party and the party of Serrati – who having made a wide circle – now wants to join the Communist International. The majority of this party is undoubtedly striving for genuine revolutionary activity. Here we have a certain similarity with the French situation. In France the prospect is to effect a unification of the left wing and the centre, but both the left wing and the centre belong formally to the same party. They are merely two tendencies, not to say two factions, whereas in Italy they are two different parties. It will of course be no simple matter to amalgamate them, for the task is to amalgamate the proletarian rank and file of these two parties and at the same time to assure a firm revolutionary Communist leadership. It therefore follows that both in France and Italy the task today is largely internal, organizational, preparatory and educational in character, whereas the German party can and must now pass over, as it is doing, to an agitational counter-offensive, taking advantage of the fact that the Independents and the Social Democrats have united and that the Communist Party now remains the sole opposition party.


The Situation in England and France

A few words on England. Here our Communist Party still remains a successfully functioning educational and propaganda society but not a party, capable of directly leading the masses.

In England, however, the situation is taking shape or tending in a direction favourable to us, outside of the Communist Party’s framework – within the working class as a whole. Today we received a cable that Lloyd George’s government has resigned.

This was the only government older than ours. (Laughter) We were considered to be the least stable among all the governments. This is Lloyd George’s polite gift to our jubilee, so as not to hurt our feelings. (Laughter) It obviously means new elections in England. And new elections imply a struggle between the three basic groupings, which are: the Tories, the Unionists, and the Independent Liberals. What Lloyd George does personally is a subsidiary question. He may go either with the Tories or with the Independent Liberals, clasping the Labour Party’s right hand. His personal career is all that is involved here. Essentially the struggle will occur between the three groupings, and therewith chances are by no means excluded that a coalition of the Labour Party and the Independent Liberals may turn up in power. What this means hardly requires comment. The appearance of the working class in power will place the entire responsibility for the government’s actions upon the Labour Party; and will give rise to an epoch of English Kerenskyism in the era of parliamentarianism, providing a favourable environment without parallel for the Communist Party’s political work. Should the Tories win (I hesitate to weigh the odds, but let us here assume they are favourable), it would only signify a worsening of the country’s domestic situation; it would tend to sharpen the Labour Party’s opposition and would thereby bring about new elections very quickly, because elections in England can take place within a month or a few months, as has happened more than once in the past. In other words, the stability of the domestic political situation, which had been enhanced by the coalition headed by Lloyd George, is relegated to the museum with Lloyd George’s departure; and England is experiencing shocks and oscillations which can play only into our hands.

In France the policy of the National Bloc headed by Poincaré resembles that of Lloyd George and doesn’t differ from the latter by an iota, although one London correspondent informed me today that the opinion in England is that Lloyd George’s policy is as far removed from Poincaré’s as heaven is from earth; and that unlike Lloyd George who enjoys a great popularity in Russia Poincaré enjoys a great animosity. To this my answer was that Lloyd George justifiably vies with Poincaré for animosity so far as our working masses are concerned. He was extremely astonished and promised to make this discovery known in the English press. (Laughter) In France the bloc headed by Poincaré has two more years to run before its formal demise; and it is unquestionable that power in France will then be assumed by the “Left Bloc” whose leader Herriot [4] paid us a visit here in Moscow. He will be the Prime Minister. There is no other candidate except Caillaux whom Clémenceau exiled from France as a traitor because Caillaux wanted to terminate the war. Caillaux has to be first pardoned which can be done only by a new parliament and then he may owing to his influence turn up at the head of the government. But the most likely candidate at the present time is Herriot who is preparing the background and the conditions for a new policy, for French Kerenskyism, because the assumption of power by the “Left Bloc” signifies a government of Radicals and Socialists, who will undoubtedly enter the Bloc. Once again the situation is exceptionally favourable for the Communist Party because today the Socialists and the Radicals and Jouhaux are fighting the National Bloc, but on the morrow only one party will fight the new Bloc. If a “Left Bloc” materializes because the ancient hulk of the National Bloc has become decrepit, then the Communist Party will appear as the sole opposition party and, in consequence, such a change will be most advantageous to us. In the two main countries of Europe – England and France – a change of régimes is now in process; England is in the midst of, while France is preparing for, a liquidation of the régime that grew out of the war and the victory won by these countries; and there is now taking place an internal gyration, the most violent disruption of the stability of these states that had to be reconstituted or semi-reconstituted after the war and this opens up broader perspectives for the Communist Party. All these are the positive factors which we are taking into account. Nevertheless, Comrades, everything I said leads to the conclusion that we still remain in Europe in the period of preparation, the period of organizing an internal review of the Communist parties, the period of their tempering and their struggle for influence over the working masses. This means that we, the soviet republic, must allow the Communist parties of Europe another year or two or three for preparatory work toward the conquest of power. This preparatory work is more difficult than in our country because the enemy there is more expert and intelligent; and we witness in all European countries the creation of counter-revolutionary Fascist gangs, which we did not have in our country. Fascism is a duplicate, unofficial government, which is ceded place and honour by the official government. This unofficial government is not hampered by any fictitious democratic norms; it stages massacres, it kills. Fascism has ceased to be a purely Italian phenomenon. Fascism is spreading in all countries. In Germany it is constituted by the Orgesch organization and gangs, who merely employ a different label. In France Fascism bears the Royalist label. As you know, in France there is a Royalist Party headed by Leon Daudet, son of the novelist Alphonse Daudet. Leon Daudet is a malicious buffoon. What does he want? He wants to restore, by the grace of God, one of the Capets. [5] This is an archaic program for the French Republic but the whole point is that Daudet fights the Republic as a royalist, and has no need of respecting the norms of the republic, the norms of democracy. He organizes gangs that are at his disposal for pogroms, and the bourgeoisie says: “Here is my man.”

Daudet’s party differs from other parties in not being bound even by the superficial prejudices or fictions of democracy. Daudet knows how to prepare incendiary attacks, killings, bloodlettings and so on. Unless my memory fails me, the French press has, since the war reported on five or ten occasions rumours about appointing Leon Daudet – this malicious buffoon, this French Purishkevich [6] – as Minister of Internal Affairs. And this is no joke at all. Today this is premature, but we have here a figure around whom the corresponding elements are rallying, selected elements who will play the chief role for the Republic on the other side of the barricades. Similarly in all other countries. I leave aside England, the English parliament and the French parliament. What are the churches in England alone worth! Not for nothing has Lloyd George said that the Church is the central power station of all parties, holding in its grip all the leaders of the working class. And, in addition, you have the auxiliary storm-troop gangs for purposes of direct assault. This gives you some inkling of the colossal difficulties amid which the Communist parties will have to pick their way even after they conquer the majority of the working class. But they have not yet conquered this majority. They must still conquer it. Consequently we are facing a protracted process. The struggle of the European and world proletariat for power is very arduous and spun-out but – with a correct policy – it is absolutely assured, absolutely certain. Parallel with the struggle there will occur the grandiose process of our socialist accumulation, our socialist construction at home.


From Hit-and-Miss Work to Systematic Construction

From this standpoint we must make a transition in all relations from a migratory way of life to stable and settled forms, from hasty hit-and-miss work to systematic and methodic work. We have all sinned on this score. We must pass from our absolute universality – and in this I am in complete agreement with Comrade Bukharin – over to specialization. We must start to perfect our knowledge in all fields and most important of all we must wage war against a type created by our history during the last five years. It is the type of individual who is capable of everything, knows everything, supervises from the sidelines, and issues directives to everybody. I lived in emigration in Vienna for several years and the Viennese have a word which I believe is not to be found in any other language. This word is “kibitzer”. Make note of it. It will come in handy. It applies to a man who when, for example, two others are playing a game of chess, will unfailingly sit himself down and always knows the best move that ought to be made; but when you sit down to play with him, he turns out to be a first class botcher. This, of course, applies not alone to chess but to anything you please, to questions of technology, as well as to tool shops and so forth.

Among us this “kibitzer” disease is very widespread. And it flows, I repeat, from our entire situation. All of us were thrown hither and thither becoming jacks of all trades but masters of none. And we had to put up with this nomadic way of life. It was unavoidable. But to the extent that a prolonged preparatory work is under way in the West to attain discipline and to conquer confidence while we in our country are at work conquering the economic life, to the same extent the transition to systematic and methodical work plays a colossal role and there comes to the fore the crucially important question of reproducing our party, of replenishing and regenerating its ranks, of making good the losses.


Education of the Youth – A Life-and-Death Question for Our Party

In that very same nucleus of the former Bromley factory where I spent several hours, I was struck by the fact that the party there was held together chiefly by the older cadres, that is, by workers of the older generations. The fact is that the generation that grew up in 1916-17 is apparently hardly attracted to us. The Bromley workers told me that young proletarians who have now reached the age of 21 or 22 or 23, and especially the 24-year old show little interest in politics. Among them there is apathy, a certain indifference – drunkenness and card playing are more prevalent than among the older and younger generations, and the youngest generation which is now 17 or 18 or 19 years old constitutes the most auspicious and responsive element. This new generation has matured already within the framework of a stable Soviet power. As a whole it thinks of itself only in soviet terms; it seeks leadership, it is more cultured, it tends to group around our clubs, it gravitates toward culture. This is the generation that the party can completely take into its own hands.

It is a new generation which has grown up under the conditions of the soviet régime, and it mirrors these conditions. And so we must assure the restoration of our party’s basic capital. I say this not at all for the sake of turning a high-sounding phrase. I say that the question of educating the youth is now a life-and-death question for our party.

At the Fourth Congress of the Comintern where we shall once again assay the international situation, where we shall once again have to grant a deferment to the European revolution, we shall say that during the year and a half that has elapsed since the Third World Congress, we have kept firmly on our own feet, and we shall maintain ourselves because, in the first place, we have learned how to wield state power, how to manoeuvre with it and manipulate it; and secondly, because we have learned and are learning how to dispose of our party’s basic capital.

The purge proved most beneficial. This is perfectly clear and indisputable today. It has restored the party’s political confidence in itself, but at the same time it has restricted and pared down our party by eliminating the stray elements and thereby diminishing the party cadres. Meanwhile the task of our country still remains gigantic. A new state power will not appear on the European horizon before a certain and rather considerable number of months have elapsed, and maybe even a certain, though not large, number of years. And our work will of course proceed under better conditions than those of the last five years. Nevertheless we are not insured against new relapses of capitalist fury against us up to and including the restoration of the war fronts. All this flows precisely from the dialectic of the class struggle. Right now the intensification of the revolutionary movement in Europe might prove to be a signal for an assault against soviet Russia. In practice the incipient proletarian power in Germany – and history will still apparently unravel its tangled skein from Russia through Germany to the West – has posed before us tasks which go far beyond the limits of our domestic construction. To this end it is imperative for us to renew our party cadres, create a mighty reserve of youth. And while we shall once again say to the Communist parties: “You, European Communists must go to the masses before the question of conquering power confronts you point-blank; you must learn to correct your mistakes; you must learn to conquer the masses,” then to our own party, we say: “Before us is a young party which we must conquer in order to hold the soviet fortress in our own hands until the proletarian revolution conquers Europe, and later the whole world.”

As I had noted previously in reviewing The ‘60s: Last Dance and the 1957 parts of a major throwback classic rock and roll era series I have spent tons of time and reams of cyberspace “paper” in this space reviewing the teenage culture of the 1950s and early 1960s, especially the inevitable school dance and the also equally inevitable trauma of the last dance. That event, the last dance that is, was the last chance for even shy boys like me to prove that we were not wallflowers or worst. The last chance to rise (or fall) in the torrid and relentless pecking order of the social scene at school. And moreover to prove to that certain she that you were made of some sort of heroic stuff, the stuff of dreams, of her dreams, thank you very much. Moreover, to make use of that social capital you had invested in by learning to dance, or the “shadow” of learning to dance.

Hey, I have already filled this space with enough prattle about the old time school dances, middle school and high school, so I need not repeat that stuff here. Moreover, whatever physical description I could conger up would be just so much eye wash anyway. North Adamsville, Olde Saco, hell, Timbuktu, those dances could have been held in an airplane hangar and we all could have been wearing paper bags for all we really cared. What mattered, and maybe will always matter, are the hes looking at those certain shes, and vice versa. The endless, small, meaningful looks (if stag, of course, eyes straight forward if dated up, or else bloody hell, the American Civil War a picnic in comparison ) except for those wallflowers who were permanently looking down at the ground.

And that was the real struggle that went on in those events, for the stags. The struggle against wallflower-dom. The struggle for at least some room in the social standing, even if near the bottom, rather than outcast-dom. That struggle was as fierce as any class struggle old Karl Marx might have projected. The straight up front calculation (and not infrequently miscalculation), the maneuvering, the averting of eyes, the not averting of eyes, the reading of silence signals, the uncomphrehended "no", the gratuitous "yes." Need I go on? I don’t think so, except, if you had the energy, or even if you didn’t, then you dragged yourself to that last dance. And hoped, hoped to high heaven that it was a slow one.

Ah, memory. So who are these songs in this old time series for? Anyone who has been wounded in love’s young battles; anyone who has longed for that he or she to come through the door, even if late; anyone that has been on a date that did not work out, been stranded on a date that has not worked out; anyone who has had to submit to being pieced off with car hop drive-in food; anyone who has gotten a “Dear John” letter or its equivalent; anyone who has been jilted by that certain he or she; anyone who has been turned down for that last school dance from that certain he or she that you counted on to make your lame evening; anyone who has waited endlessly for the telephone (now iPhone, etc., okay for the younger set who may read this) to ring to hear that certain voice; and, especially those hes and she who has shed those midnight tears for youth’s lost love. In short, everybody except those few “most popular “types who the rest of us will not shed one tear over, or the nerds who didn’t count (or care) anyway.

Stick outs from that long ago time, hardly exhaustive, include both 50s and 60s material: Everybody’s Trying To Be My Baby by the underrated Carl Perkins who had all the makings to be a big time rockabilly cross-over except Elvis got in the way; You’re No Good by Betty Everett who bopped the bop; I’m Leaving It All Up To You, by the one-hit wonders Don and Dewey, Time Is On My Side by the legendary female blues rocker, Irma Thomas (a song, by the way, covered by the Stones); I Can’t Stop Lovin’ You, a country-type cross-over by Don Gibson. Needless to say John Lee Hooker’s Boom Boom rates as well but I take that as a blues classic rather than a rock classic. And for that last dance, that one that you hoped for, prayed against all odds for, and sweated blood for, Doctor Feelgood and the Interns on Mr. Moonlight. Naturally, a slow one so please wipe off those sweaty palms. You’re on your own now for the after dance arrangements.

I place some material in this space which may be of interest to the radical public that I do not necessarily agree with or support. Off hand, as I have mentioned before, I think it would be easier, infinitely easier, to fight for the socialist revolution straight up than some of the “remedies” provided by the commentators in these entries. But part of that struggle for the socialist revolution is to sort out the “real” stuff from the fluff as we struggle for that more just world that animates our efforts.

Harold Walter Nelson, Leon Trotsky and the Art of Insurrection 1905-1917, Frank Cass, London 1988, pp158

This is a fascinating and most disturbing book, disturbing because it is written by an American army colonel who appears to be a good deal more aware of the problems of Socialist insurrection – a key aspect of Leon Trotsky’s thought – than the vast majority of those who call themselves Trotskyists. The author has used the Russian edition of Trotsky’s Collected Works, published in 12 volumes in Moscow between 1925 and 1927 and cites these references, which makes crosschecking with the far more limited English and French language material available to this reviewer difficult. Essentially the work divides into three: firstly and most novel to me, Trotsky’s rôle in the debates among revolutionaries after 1905 about the tactics necessary to overcome the Tsarist army, involving the complex and subtle interaction of politics and military technique; secondly, the comments and analyses on the Balkan wars and the First World War of Trotsky the brilliant journalist; and finally an account of the way in which Trotsky mobilised and commanded the Bolshevik seizure of power – all clearly and well written in less than 200 pages.

The second of these three themes, that of Trotsky the war correspondent, is the least politically controversial, and can be dealt with first of all. Whether it was his Marxist training or his own natural genius, Trotsky was able to perceive as closely as any civilian could both the way in which total war involved total society and – though forbidden proximity to the front – the nature of the stresses on humans in twentieth century battle. In this sense he foreshadows the work of academic authors like John Keegan or Michael Howard who, with the advantage of hindsight over two tremendous military convulsions this century, systematise much of what Trotsky brilliantly foresaw in a small war in a god-forsaken corner of Europe. What was incredibly original then is now part of conventional wisdom, and indeed Michael Howard once said to me that “We are all Marxists now”, by which I understand him to mean that many of Marx’s insights about society have passed into the general consciousness of good historians. So Marxists seeking to understand war might all start by reading the Face of Battle by Keegan and the Franco-Prussian War by Howard.

Trotsky’s feat was the more amazing when one glances at what passed for military science in those days, such as the work of Bernhardi or, on a more specialised level, the documents submitted to the Cabinet by the Committee of Imperial Defence, let alone the attempts of Hilaire Belloc to explain war to a civilian readership in early 1915. On a simple strategic plane Trotsky was more than competent, though I have some doubt myself as to whether Nelson is correct in believing that the former’s strategy would have enabled the Bulgarian army to take Constantinople and avoid the costly battle of Lule Burgas. Indeed a Marxist – and not only a Marxist – analysis would tend to see costly savage battles as inevitable between enemies who were more or less equally well-equipped. Some clever little manoeuvre could not avoid this, and it would be all the more true when, as Trotsky pointed out, the technical conditions of the day favoured the defence. However reactionary he may be, an historian like John Terraine is surely right about the need for fighting in order to win, and Nelson’s surprising admiration for his subject has carried his judgement away. Chauvinists amongst us might assert that the American military expects to win without fighting – simply by technologically brilliant massacre.

One interesting aperçu that Nelson does not develop is that after his Balkan War experience, Trotsky became convinced that partisan warfare was not suited to a Socialist revolution, though he thought that guerrillas could be useful to a nationalist movement. [1] Perhaps it is a pity that many Trotskyists in the late ’sixties and ’seventies did not appear to be familiar with this judgement. It also raises an interesting question about Nelson’s view of the Vietnam war in which he served. Perhaps he does not think Vietnam is Socialist, in which case he may judge it to be capitalist or state capitalist! But the author’s Vietnam experience seems to have marked him in other ways, since he chooses not to mention Trotsky’s furious denunciation of the atrocities of the Bulgarian army and their habit of killing enemy wounded which, since Turkish army units contained up to 25 per cent Christian soldiers – either Bulgarian, Greek, Armenian and so on, resulted in the murder of many men who would have been delighted to join the victorious allies. Such behaviour was therefore militarily counter-productive, as well as barbarous. But perhaps for a serving American officer in an army which had, as a matter of policy, bombed Vietcong hospitals to break their opponents’ morale, it would be too delicate ’ not to say handicapping for promotion prospects ’ to praise Trotsky for this. (Their legal experts said that the Vietcong wounded were not covered by the Geneva convention, since they were not members of a state’s armed forces.)

Trotsky’s writings on the First World War continue with his search to understand the psychological and social stresses on the front line soldier in greater depth, and there is even a remarkable sentence that foresees the invention of the tank. Yet the psychological aspect on which he insisted is one, if not the main, reason why generals today wish to put their troops in armoured vehicles. If that is done, their soldiers can be carried forward into danger against their will like the crew of a warship. Unlike the Prussian soldier of Frederick the Great, imprisoned by ferocious brutal discipline in the regiment, modern servicemen can be imprisoned in the steel walls of their weapons and so are both forced to fight and not to fraternise. The most extreme example of this is in naval operations – the bureaucratic mechanised mode of warfare par excellence. So the technical solution, armour, arises in part from the psychological needs of the death-avoiding soldier in opposition to the desire of the general to control this impulse. Here Trotsky’s sharp intellect seems to be on the right lines.

For Socialists the main interest of this book will surely lie in the debates in which Trotsky participated after 1905 concerning the tactics to be used to overthrow the Tsar’s army – the concentrated essence of the autocratic state. This argument boiled down as to how far the army could be overthrown militarily or subverted internally, and Nelson deals with this clearly, concisely and subtly. The weakness of the book here is that the author concentrates overmuch on Trotsky, the military hero, though this whole dispute should be seen in rather broader context, and the documents of the SRs and both the two factions of the Russian Social Democratic Labour Party might have been looked at. Indeed the question could be broadened further and the whole debate on ‘People’s Armies’, in which. western Socialists such as Jaures took part, could be examined in order to understand the context of the Russian quarrel. On Nelson’s evidence the Bolsheviks, at one time, do seem to have had a very ultra-left and triumphalist attitude, believing that they could smash the Tsarist army by means of a workers’ insurrection, and justifying individual acts of terrorism. Nelson fails to point out that after the excesses of some Bolshevik bank robbers Lenin changed his mind. A matter that many sectarians today do not understand is that a working class party develops its programme, not in one thunderous stroke of genius by the revolutionary leadership, but by a process of class struggle, trial and error. The working class and its leaders learn from experience and each other in a dialectical way, and though it is equally true that some understanding of the past may save them from dreadful mistakes, historical knowledge alone may not provide any clear answers to present day problems. So the Bolsheviks and Lenin learnt and looked at events and the consequences of their own actions, and they did not merely tell people what to do.

For the Bolsheviks the military question was complicated by the fact that the army was overwhelmingly recruited from the peasant masses rather than from the working class, where the RSDLP was influential. Things were even more complicated as the different arms were raised from different social groups, the engineers and gunners being more likely to be workers than the infantry. But it was the peasant infantry who were used for repression. In the First World War the socially backward infantry were misused by their commanders and so slaughtered in ill-considered offensives that they became temporarily very advanced politically, and the problem was resolved. It was the military defeat of the army by the Germans, rather than the revolutionaries, that opened the way to its subversion and the seizure of power. When the revolutionaries went on the military offensive the subverted army collapsed with scarcely any resistance. Earlier, when the Russian Socialists debated the military question in the prewar period, it had been noted that attacks on the army had often resulted in a hardening of attitudes against the revolutionaries among the soldiers.

It may be relevant here to note that attempts to do agitational work in the army in Britain at the beginning of the 1970s met with very limited success, and that the few soldiers and NCOs contacted – however advanced in other ways – were always very hostile to the rather pro-IRA line put forward by the agitators from a Trotskyist group. The soldiers perceived the Irish problem as a fight between two reactionary groups of Irish people, not a struggle for national liberation, and it is at least arguable that they, not the revolutionaries, were the more correct. The British army today, like that of the United States and unlike the Russian, is composed of long service volunteers and, in Britain at least, it contains a strong janissary element. [2] Agitation here will take place on unpromising terrain, though if the units have been thinned out in an unsuccessful war the situation would change, as it did in Russia among the peasant levies of Tsar Nicholas. And if such a war arises it will do so because of a political crisis facing the regime, as did the little Falklands affair, which surely owed its outbreak to the internal problems of the British and Argentine governments of the day. Such crises, and the consequent opportunities, will doubtless continue to arrive.

Much of the final section of Nelson’s book dealing with the seizure of power will be broadly familiar to readers who know Trotsky’s History of the Russian Revolution. It is nevertheless very well done and worth reading. I return to the point with which I began by asking myself how it comes about that an American Colonel can deal with this field so very competently. What ‘being’ has determined his ‘consciousness’? I can only assume that his experience in Vietnam, and those of his fellow officers at the War College, when they saw their own army disintegrate before their eyes, despite a casualty rate that was tiny by the standards of World War One, has made them exceedingly sensitive to the problem of the social cohesion of the armed services. Events in Iran, too, where there were many US military advisers, may have had an impact. These instances underline the fact that those very few American Trotskyists who during the Vietnam war maintained that, rather than running away to Canada, revolutionaries should allow themselves to be drafted to work into the army, were correct. Alas, they had but tiny resources while the Woodstock generation, which was their milieu, proved an unpromising layer from which to recruit a Bolshevik party willing to undertake that hardest task of all for Marxists – agitation in the regiments. Nevertheless the modern army, despite the vastly enhanced technical ability of military power in the modern capitalist state, is far from invulnerable to its own working class. And, as this excellent book indirectly bears witness – they know it.

1. I am greatly indebted to Judith Shapiro who went to considerable trouble to check the Russian language references for this review. However she was quite unable to find the quote which Nelson puts in inverted commas on p.66 citing Sochineniia, Volume 6, p225. I had thought that it was from a passage from Kievskaya Mysl no.293, of October 1912, which seems thematically related to this topic and which can be found on p.234 of The Balkan Wars, Pathfinder Press, 1980. Even if the citation has been muddled it seems to be either a not unjustified paraphrase of Trotsky’s thought on this issue or may indeed appear somewhere else.

2. By ‘janissary’ I mean individuals who have been torn out of society and lack even family links with it, let alone trade union ones. In Britain this is the case with almost all the many boy recruits, about a third of the infantry, who join at sixteen, the vast majority being from broken homes who do not get on with their step-fathers. Like the janissaries their only home is the regiment. The statistics concerning the background of these lads are, of course, an ‘official secret’ – perhaps with good reason.

Mainly not, but that does not negate the value of such work done under the pressure of revolutionary times. Hopefully we will do better when our time comes.

I place some material in this space which may be of interest to the radical public that I do not necessarily agree with or support. Off hand, as I have mentioned before, I think it would be easier, infinitely easier, to fight for the socialist revolution straight up than some of the “remedies” provided by the commentators in these entries. But part of that struggle for the socialist revolution is to sort out the “real” stuff from the fluff as we struggle for that more just world that animates our efforts.

Use link above to the Albert Glotzer Internet Archive for samples of his writing while he was a leader in the Socialist Workers Party in the 1930s and later after he split from that party in the famous Shachtman-led exit in 1940 over the question of defense of the Soviet Union (to form the Workers Party and it subsequent organizational forms that led back, ultimately, to the right-wing of the Social Democratic movement). That was the touchstone issue for his, and later generations, and one can see in the later writing the slip-slide into the defense of "democratic" imperialism. A cautionary tale, for sure.

Albert Glotzer, Trotsky: Memoir and Critique, Prometheus Books, New York, 1989, pp343, $24.95

This book is full of fascinating information. Albert Glotzer witnessed Trotsky at work on his famous History at Kadiköy (pp.38ff.), and defending himself before the Dewey commission in Coyoacan (pp.255-74); his own experiences took in the deliberations of the International Secretariat in Paris (pp.29-33, 181ff), including encounters with Maria Reese, Ruth Fischer and Arkadi Maslow, the International Youth Conference in Brussels (pp.195ff.) and a visit to Germany shortly before Hitler assumed power (pp.75-8). Of especial interest to British readers is his account of his visit to Britain to make contact with oppositionists here (pp.80-2), his description of Trotsky’s correspondence with Ridley’s and Groves’ groups (pp.55-6), and his insider’s view of the negotiations between Ridley’s group and the International Secretariat (p.p30-1).

But for all the gems contained in it, this is an unsatisfying book. Glotzer’s descriptions of his childhood, and of his encounters with Trotsky and his movement in Kadiköy, France, Britain and Mexico are vivid, revealing and worthwhile. But these are used as a peg upon which to hang a vapid Cold War analysis. Five pages of embarrassing irrelevancy are devoted to an intemperate attack upon Gorbachev (pp.l37-41), and the supposed critique of Trotsky shows the political level of American Social Democracy to be surprisingly low, even by normal Social Democratic standards. Who, for example, among the labour intelligentsia of Western Europe, would base his view of Trotsky’s thought upon Knei Paz’s dull grey book (p.102), or describe that of Leonard Schapiro as “the now more frequently accepted view” (p.108), or a “celebrated study” (p.246)? The utilisation of such material, and even of better secondary works such as those of Medvedev and Bertram D. Wolfe, is inexcusable in one whose first-hand acquaintance with the primary sources goes back so far. Even the Second Congress of the RSDLP, whose deliberations are available in full in English translation, is dealt with exclusively by means of secondary reporting (pp.92ff.).



It is not entirely accurate. When we consider how deeply involved the leadership of the Bolsheviks had been in Western European Social Democracy before the war, such remarks as that Lenin “cared little about those traditions” (p.95), or that the Bolsheviks were “isolated from European or Western societies and reflected the backward culture of the Tsarist centuries” (p.148) can only strike the reader as absurd. It is simply not true to say that Our Political Tasks has “never been fully translated into other languages”, or that it has never been reprinted by Trotskyist organisations (p.102). Lenin did not call Trotsky “the best Bolshevik” (pp.124-5) but said that since he had joined them there had been “no better Bolshevik”. Nor is there any truth in the remark that Bruno Rizzi’s concept of bureaucratic collectivism “was unknown in the SWP” (p.305, n2).

The sheer polemical overkill not infrequently teeters on the absurd. Stalin, apparently “never changed a single principle of state and Party organisation as enunciated by Lenin” (p.133), and the book closes with the solemn affirmation that “Trotsky must share responsibility with Lenin for the rise of Stalin and Stalinism” (p.323). When we remember how democratic America refused him entry, democratic Britain both interned him and refused him entry, democratic France placed him under what amounted to house arrest, and democratic Norway put him under real arrest, we can only greet with hilarity the statement that “a man of Trotsky’s innate feelings of social justice and a utopian overview of mankind and its future could have thrived best only in democratic society” (p.322).

I much prefer the sort of careful first hand scholarship contributed by a ‘comrade Gates’ to Shirley Waller’s History of the International Marxist Youth Movement. What a shame that he did not write this book, instead of Albert Glotzer.

Films To While The Time By- American Psycho- Part 253-Johnny Depp’s “The Secret Window”

DVD Review

The Secret Window, starring Johnny Depp, based on a novella by Stephen King, Columbia Pictures, 2004

Writers are different from you and me, very different if you can suspend your disbelieve long enough in this film under review, The Secret Garden. Apparently the rather simple act of divorce, simple at least for most people if we are to believe the statistics, was enough to throw one famous mystery writer, Mort (played by Johnny Depp), over the edge, way over the edge.

Perhaps it was finding his wife, Amy, in bed with another man; although event that traumatic experience can be accounted for since she has charged him with “statutory neglect” due to his writing fog mania withdrawal. Perhaps it was spending those ill-advised lonely months up in a secluded cabin where he was left to brood (and sleep) away his life. Perhaps it was just the cigarette withdrawal struggle that more than one of us has had troubles overcoming. In any case dear Mort (played by Depp with his usual odd-ball character pizzazz) has gone over the edge. And plans to do something about it. Nothing good.

As if to prove that life is stranger than fiction Mort makes up a scenario worthy, well, worthy of a Mort Rainey short story. He creates a savage alternative universe in order to get even with his wife, her lover, and anybody else who gets in the way of his godly intervention. And he gets away with it, for now. For how he does so watch the film, or read Stephen King’s’ novella. Creepy, Johnny Depp creepy.

January 12, 1832
Messrs Jurors,

I am accused of having said to thirty million French people, proletarians like me, that they had the right to live. If that is a crime, then it seems to me at least that I should answer for it not to judges and prosecutors. However, Messrs, note well that the Prosecuting Attorney did not address himself to your sense of equity and your reason, but to your passions and your interests; he did not call on you to be strict in responding to a breach of morals and the laws; he only seeks to unleash vengeance against what he represents to you as a threat to your existence and your property. I am thus not in front of judges, but in the presence of enemies; so it would be quite useless to defend myself. Also, I have no fear of any sentence that you may pass on me, while protesting nevertheless with energy against this substitution of violence for justice, for this frees me in the future of any inhibition against repaying the law with force. However, if it is my duty as a proletarian, deprived of all the rights of the city, to reject the competence of a court where only the privileged classes who are not my peers sit in judgment over me, I am convinced that you have enough courage to appreciate with dignity the role which honor imposes on you in a circumstance where more or less disarmed adversaries are delivered to you for execution. As for our role, it is written in advance; the role of accuser is the only one which is appropriate for the oppressed.

For one should not imagine that men who have today fraudulently been given a one-day power by stealth and fraud, can drag, at their will, patriots before their justice, and by showing us the blade, force us to beg mercy for our patriotism. Do not believe that we came here to justify the offences for which we are charged! Far from it! We are honored by this charge, and it is an honor to sit today on the same bench with criminals, for we will launch our charges against the wretched ones who have ruined and dishonored France, while waiting for the natural order of the opposing benches be restored in this court, and in which accusers and accused are in their true place.

What I will say will explain why we wrote the lines for which we are accused by the Crown, and why we will continue write more still.

The Prosecuting Attorney has, so to speak, summoned before your imaginations the a revolt of the slaves, in order, by fear, to excite your hatred: “You see,” he says, “it is the war of the poor against the rich; all those who have property must repel the invasion. We bring you your enemies; strike them now, before they become any more fearsome!”

Yes, Messrs, this is the war between the rich and the poor: the rich wanted it thus, because they are the aggressors. Only they find it evil that the poor fight back; they would readily say in speaking of the people “This animal is so ferocious that it defends itself when attacked.” The entire philippic of Mr. Prosecuting Attorney is summed up in this one sentence.

They never cease denouncing the proletarians as robbers ready to throw themselves on the men of property: why? Because they complain of being crushed by taxes for the profit of the privileged classes. As for the privileged, who live in luxury on the sweat of the proletariat, they are legal owners of property who are threatened with plunder by a greedy populace. It is not the first time that executioners take on the air of victims. Who are then, these robbers worthy of so much of hatred and torment? Thirty million French people who pay to the tax department a billion and half, and about an equal amount to the privileged classes. And the people of property who live off the labors of the whole society, they are two or three hundred thousand idlers who peacefully devour the billion paid by these “robbers.” It seems to me that it is here, in a new form, and between other adversaries, that we find the war of the feudal barons against the merchants they robbed on the highways.

In fact, the present government does not have any other base apart from this iniquitous distribution of benefits and burdens. The restoration of 1814 was instituted courtesy of foreigners, with the aim of enriching an imperceptible minority by depriving the rest of the nation. One hundred thousand bourgeois form what is called, by a bitter irony, the “democratic element.” What, good God, are the other elements Paul Courier already immortalized the “representative machine”; this suction-and-force pump which compresses the mass called the people, to suck out of them milliards which flow continuously into the coffers of idlers, this pitiless machine which crushes one by one, twenty-five million peasants and five million workers to draw out the purest extract of their blood and to transfuse it into the veins of the privileged. The wheels of this machine, combined with a marvelous art, reach the poor at every moment of the day, intruding into every moment of their humble life, taking a cut of their smallest earnings, the most miserable of their pleasures. And it is not enough that such an amount of money travels from the pockets of the proletarians to those to the wealthy in passing through the abysses of the tax department; more enormous sums still are raised directly from the masses by the privileged classes, by means of the laws which govern industrial and commercial transactions, laws which these same privileged people have the exclusive right to make for themselves.

In order for the large-scale landowner to draw from his fields a high rent, foreign corn is hit by an import duty which increases the price of the bread; well, you know a few centimes more or less on a loaf of bread is life or death for thousands of workers. The grain law hits especially hard the maritime population of the south. To enrich some large manufacturers and the owners of forests, iron from Germany and Sweden is subject to enormous duty, so that the peasants are forced to buy bad tools at high cost, while they could get the excellent ones at a cheap rate; the foreigner in his turn avenges himself for our prohibitions by pushing French wine out of his markets, which, together with the taxes which weigh on this food product inside the country, reduces the richest regions of France to misery, and strangling the wine industry, the most natural industry of this country, a truly indigenous form of cultivation, which promotes the enrichment of the soil and favors small-scale property. I will not speak about the tax on salt, the lottery, the tobacco monopoly, in a word, this inextricable network of taxes, monopolies, prohibitions, customs duties and government contracts. Who enchains and atrophies its members? Suffice to say that this mass of taxes is always to distributed so as to benefit the rich, and to weigh exclusively on the poor, or rather that the idlers practice a shameful plundering of the masses. Plundering is essential indeed.

Doesn’t one need a large civil list to pay the cost of the royal family, to console it for the sublime sacrifice which it has made of its peace and quiet for the happiness of the country? And, since one of the principal titles of the junior Bourbons to heredity consists in its numerous family, the State will not act in a petty fashion and will not refuse privileges for the princes and dowries for the princesses. There is also this immense army of sinecurists, of diplomats, and civil servants for whom France, for its happiness, must provide a huge budget, so that they can enrich by their luxury the privileged bourgeoisie, because all the money of these contributing to the budget is spent in the cities, and should not turn over to the peasants even one penny of the billion and half of which they pay the five-sixths.

Isn’t it necessary also that this new financial star, this Gil Blas of the 19th century, courtier and apologist of all the ministries, favourite of the Count d’Olivarès as of the Duke of Lerme, sell high offices for great lumps of cash? It is essential to lubricate the large wheels of the representative machine, to richly endow brothers, nephews, cousins. And shouldn’t the courtiers, the courtesans, the intriguers, the croupiers who gamble the honor and future of the country on the Stock Exchange, the middle-men, the mistresses, the dealers, the informers, those who speculate on the fall of Poland, all this vermin of the palaces and the salons, mustn’t they all be gorged on gold? Shouldn’t one promote the fermentation of this manure that so successfully fertilizes public opinion?

Here we have a government that the silver tongues of the ministry present to us as the masterpiece of all systems of social organisation, the summation of all that was good and perfect in the various administrative mechanisms since the flood; here are what they praise as the last word in human perfectibility as regards government! It is all nothing more than the theory of corruption pushed to its outer limits. The strongest proof that this order of things is instituted only for the exploitation of the poor by the rich, that they have sought no other base than an ignoble and brutal materialism, is the parochial idiocy which grips their minds. Indeed, this is a guarantee of morality, and the morality inadvertently introduced into such a system could enter there only as an infallible element of destruction.

I ask, Messrs, how men of noble heart and intelligence, rejected as pariahs by the aristocracy of wealth, would not resent such a cruel insult? How could they remain indifferent to the shame of their country, to the suffering of the proletariat, their brothers in misfortune? Their duty is to invite the masses to smash the yoke of misery and ignominy; this duty I have fulfilled in spite of imprisonment; we will fulfil this duty until the end by facing our enemies. When one has behind oneself a great people that is marching to the conquest of its welfare and its freedom, one must know how to throw oneself into the trenches as an inspiration and to make for it a way forward.

The ministerial organs repeat with kindness that there are ways open to the complaints of the proletarians, that the laws present regular means for to them to pursue their interests. This is an insult. The tax department is there, which hounds them its insatiable appetite; it must work, work night and day incessantly in order to ceaselessly throw feed to the ever-reborn hunger of this chasm; quite happy if there remains to them some scraps to disguise the hunger of their children. The people do not write in the newspapers; they do not send petitions to the chambers: it would be a waste of time. Much more, all the voices which have repercussion in the political sphere, the voices of the salons, those of the boutiques, of the cafés, in a word of all the places where what is called the public opinion is formed, these voices are those of the privileged; not one of these voices belongs to the people; it is mute; it vegetates far from these high areas where its destiny is determined. When, by chance, the tribune or the press lets escape some words of pity about the misery of the people, they hasten to impose silence in the name of public safety, which forbids touching upon these extreme questions, or such talk is declared to be anarchy. If someone persists, prison renders justice to this rabble-rousing which disturbs the ministerial digestion. And then, when there is a great silence, they say: “See, France is happy, it is peaceful: order reigns! ...”

But in spite of all these precautions the cry of hunger, emitted by thousands of poor wretches, reaches the ears of the privileged classes, they howl, they exclaim: “Force must remain with the law! The only passion a nation should feel is for the law!” So Messrs, according to you, all laws are good? Have you never come across a law that struck horror into you? Do you not know of any law that is ridiculous, odious or immoral? Is it possible to be so cut off behind an abstract word, a word that refers to a chaos of forty thousand laws, among which there is both the best and the worst? You answer: “If there are bad laws, ask for legal reform; but in the meantime obey...” This is an even more bitter insult. The laws are made by a hundred thousand voters, applied by a hundred thousand magistrates, carried out by a hundred thousand urban national guards, because you have deliberately disorganized the national guard in the countryside because they are too close to the people. However these voters, these jurors, these national guards, they are the same individuals, who accumulate the most opposed functions and are all at the same time legislators, judges and soldiers, so that the same man in the morning created a deputy, that is, the law, applies law at midday in his capacity as a juror, and carries it out in the evening in the street in the costume of the national guard. What do the thirty million proletarians do in all these transformations? They pay.

The apologists of the representative government have mainly founded their praises for this system on the separation of the three powers: legislative, legal and executive. They cannot think of enough words of praise for this marvelous balance that has solved the longstanding problem of reconciling order with freedom, of movement with stability. Eh bien! That is precisely what the representative system is, exactly as the apologists describe it, which concentrates the three powers in the hands of a small number of privileged people all linked by the same interests. Is this not a confusion that constitutes the most monstrous of tyrannies, by the very avowal of its apologists, so that there isn’t any confusion about what constitutes the most monstrous of tyrannies, by the admission of these same apologists?

So what is the upshot? The proletarian remains on the outside. The Deputies, elected by the monopolists of power, imperturbably continue their manufacture of tax laws, penal codes, administrative regulations, all directed with a same aim of exploitation. Now that are the people going about, shouting of their hunger, demanding of the elite that they abdicate their privileges, of the monopolists that they give up their monopoly, and of all of them to renounce their idleness, they will laugh at them, looking down their noses at them. What would the nobility have done in 1789 if one had humbly begged them to give up their feudal rights? They would have punished the people’s insolence... Things are done differently now.

The most skilful of this gutless aristocracy, sensing all that is threatening to them in the despair of a starving multitude, propose to reduce the misery of the people a little, not for reasons of humanity, God forbid! But to reduce the danger. As for political rights, one cannot say anything of them, it is only a question of throwing the proletarians a bone to gnaw upon.

Other men, with better intentions, pretend that the people are tired of freedom and only ask to live. I do not know what whim of despotism impels them to exalt the example of Napoleon, who knew how to rally the masses by giving them bread in exchange for freedom. It is true that this populist dictator was supported for a time, particularly because he tried to flatter the passion of egalitarianism, and because he shot corrupt traders, who would today be penalized by being made deputies. He didn’t perish any the less for having killed freedom. This is a valuable lesson for those who want to follow in this tradition.

Today one cannot respond to the cries of distress from a starving population, by repeating the insulting words of Imperial Rome: panem et circenses! Let it be known that the people do not beg any more! There is no question of dropping from a splendid table some crumbs to amuse them; the people do not need alms; it intends to secure its well being by its own efforts. The people want to make and will make the laws that must govern them: then laws will no longer be made against them; they will be made for them because they will be made by them. We do not recognise the right of anyone to grant such generosities which a contrary whim could revoke. We ask that the thirty-three million French people choose the shape of their government, and name, by universal suffrage, the representatives who will have the mission of making laws. This reform accomplished, the taxes which strip the poor for the profit of the rich will be promptly destroyed and replaced by others established on a contrary base. Instead of taking from the hardest workers to give to the rich, taxes must seize the superfluity of the idlers to distribute it among the poor masses, condemned to unemployment because of the lack of money; taxes must hit the unproductive consumers so as to fertilize the sources of production; facilitate the reduction of the public debt, which is the ruin of the country; finally to substitute for the disastrous swindle of the Stock Exchange, a system of national banks where the active men will be able to find the capital they need. Then, but only then, will the taxes be a benefit.

Voilà, Messrs, that’s what we mean by the republic, not otherwise. ‘93 is a bogeyman good for porters and domino players. Take note, Messrs, that it is quite intentionally that I pronounced these words ‘universal suffrage’, to show our contempt for certain rapprochements. We all know well that a government backed into a corner puts to work lies, calumnies, and ridiculous or perfidious tales to restore some credence to the old tale that it has been exploiting for such a long time, of an alliance between the republicans and the Carlists, that is, between things which are totally antithetical to each other. This is its only port in a storm, its great resource in finding some support. It can only find support by basing itself on such filth; and the most stupid conspiracy stories, the most odious farces invented by the police do not appear too dangerous a game for them if it manages to frighten France with Carlism, to turn it for a few days more from republicanism, where its instinct for salvation leads it. But what can persuade people of the possibility of this union against nature? Don’t the Carlists have on their hands the blood of our friends who died on the scaffolds of the Restoration? We are not so forgetful of our martyrs. Isn’t it against the revolutionary spirit, represented by the tricolor behind which the Bourbons assembled all Europe for twenty-five years, and behind which they still seek to assemble? This flag is not yours, apostles of quasi-legitimacy! it is that of the Republic! It is we, the republicans, who raised it in 1830, without you and in spite of you, who burned it in 1815; and Europe knows well that republican France only will defend it, when it is again attacked by the monarchy. If there is a natural alliance, it is between you and these Carlists; it’s not that you are in agreement on the same man at the moment; they are holding on for theirs, who is not here yet; but you will sell yours cheaply, to be more accommodating, and to better arrive at that which you have in common with them, all the more because in doing so you do nothing but return to your old racket.

Indeed, the very word “Carlists” is nonsensical; they are, and can only be in France royalists and republicans. Political opinion divides itself every more sharply between these two principles; the good people who had believed in a third principle, some species of neutral kind called a “happy medium,” are gradually giving up this absurdity, and will wriggle their way to one or the other flag, according to their passion and their interest. However, you, monarchists, who exude monarchy as you speak, everyone knows under which banner your doctrines belong. You did not wait eighteen months to choose it. On July 28, 1830, at ten o’clock in the morning, in the newspaper office, having said that I was going to get my rifle and my tricolor rosette, one of the today’s powerful individuals exclaimed, filled with indignation: “Sir, the tricolor can well be yours, but they will be never mine; the white flag [of the royalty] is the flag of France.” Then as now, these gentlemen held France with a small group.

Eh bien! We conspired fifteen years against the white flag, and it is with grinding teeth that we see it floating above the Tuileries and the Hôtel de Ville, where the foreigner had planted it. The most beautiful day of our life was when we dragged it through the mud of the gutters, and where we trampled underfoot the white rosette, this prostitute of the enemy camp. One needs a rare amount of impudence to throw in our face this charge of complicity with the royalists; and on another hand it is a clumsy hypocrisy to take pity on our alleged credulity, on our simplistic good-naturedness, which lead us, according to one of you, to be so easily deceived by the Carlists. If I speak thus, it is not to insult our enemies while they are down; they say that are strong, they have their Vendée; let them start up again, and we’ll see what we’ll see!

As to the rest, I repeat, one will soon have to choose between the monarchical monarchy and the republican republic; we will see whom the majority support. Still, if the opposition in the Chamber of Deputies, as national as it is, cannot rally the whole country; if it allows the government to accuse it of incapacity and impotence, it’s that even while clearly rejecting royalty, it hasn’t dared declare itself, with the same frankness, for the republic; in saying what they did not want, they nevertheless did not articulate what they did want. It solves nothing to avoid using this word republic, with which the men of Corruption endeavor to frighten the nation, knowing well that the nation wants the republic almost unanimously. They have distorted history, for forty years, with incredible success, so as to frighten people; but the last eighteen months have corrected many errors, dissipated many lies, and the people will not much longer accept the situation. They want freedom and well-being. It is a calumny to represent it as a trade off, that the people must give up all their freedoms for a piece of bread: we must cast this imputation back at the political atheists who threw it. Is it not the people who, in all the crises, were ready to sacrifice their welfare and their lives for moral interests? Is it not the people who asked to die in 1814, rather than to see the foreigner in Paris? And yet what material need pushed it to this act of devotion? It had bread on April 1 as well as on March 30.

These privileged people, on the contrary, that one would have supposed so easy to stir up by the great ideas of Fatherland and Honor, due to the exquisite sensitivity that they owe to opulence; who could at least have calculated better than others the disastrous consequences of the foreign invasion; isn’t it they who raised the white rosette in the presence of the enemy, and kissed the boots of the Cossack? What! Classes which applauded the dishonor of the country, which make a profession of the most disgusting materialism, which would sacrifice a thousand years of freedom, of prosperity and glory for a three day cease-fire purchased by infamy, these classes would have in their hands exclusive custody of national dignity ! Because corruption has made them made stupid, they recognize in the people only the appetites of beasts, in order to assume the right to allow them only such food as is necessary to maintain the people as fodder for them to exploit!

It is not hunger either which, in July, pushed the workers into the streets; they were motivated by sentiments of the loftiest morality, the desire to redeem themselves from servitude by rendering a great service to the country, and especially by the hatred of the Bourbons! Because the people never recognised the Bourbons; their hatred smoldered for fifteen years, waiting in silence for the chance of vengeance; and, when their strong hand smashed their yoke, they believed that they had torn up the treaties of 1815 at the same time. The thing is that the proletariat has a more profound political sense than the statesmen; its instinct told it that a nation does not have a future, so long its past is burdened with a shame of which it has not been cleansed. And so war! This does not mean that France should again embark on absurd conquests, but rather to raise France from its status as an outlaw, to restore its honor, the first condition of prosperity; War! in order to prove to our sister nations of Europe that, far from bearing a grudge for what was a fatal error both for us and for them, which led them to carry their arms into France in 1814, we could avenge both them and us by punishing the lying kings, and at the same time bring peace and freedom to our neighbors! This is what 30 million French people wanted when they greeted the new era with enthusiasm.

This should have been the outcome of the revolution of July. It came to serve as the complement to our forty revolutionary years. Under the Republic, the people had conquered freedom at the price of famine; the Empire gave them a kind of prosperity while stripping them of their freedom. The two regimes gloriously knew how to enhance dignity beyond our borders, the primary need for a great nation. All this perished in 1815, and this victory of the foreigners lasted fifteen years. So what was the battle of July, if not a revenge for this long defeat, and it revived again the bonds of our national feeling? And any revolution having been a step forward, shouldn’t this one have assured us the complete enjoyment of those goods which we had till then only had partial enjoyment of, finally restoring to us all that which we had lost by the Restoration?

Freedom! Well-Being! National dignity! Such was the currency entered on the plebeian flag of 1830. The ultra-royalists read instead: Maintenance of all the privileges! Charter of 1814! Quasi legitimacy! In consequence, they gave to the people servitude and misery within our borders, and infamy beyond them. Did the proletariat thus fight just for a change of the effigy placed on these banknotes which they so seldom see? Are we at this point concerned with new medals, for which we have overturned thrones to bring such fantasies to pass? It is the opinion of a ministerial propagandist who swears that in July we persisted in demanding a constitutional monarchy, with the variant of Louis-Philippe in place of Charles X. The people, according to him, took part in the fight only as an instrument of the bourgeoisie; that is, that the proletarians are gladiators who kill and have themselves killed for the amusement and profit of the privileged classes, who applaud from their balconies…. once the battle has ended, of course. The booklet, which contains these beautiful theories of representative government, appeared on November 20; Lyon answered on the 21st. The response of the Lyonnais appeared so swiftly, that nobody said another word of the work of this propagandist.

What devastation the events of Lyon have just revealed to our eyes! The whole country was moved by pity at the sight of this army of spectra, half consumed by hunger, running into the grapeshot to die at least in one fell swoop.

And it is not only in Lyon; it is everywhere that the workmen die crushed by taxes. These men, once proud at the moment of the victory which marked their arrival onto the political scene and the triumph of freedom; these men who brought about the regeneration of all Europe, they struggle against hunger, a hunger does not leave them even enough strength to protest at each new dishonor added to the dishonor of the Restoration. Even the cry of dying Poland could not divert them from contemplation of their own miseries, and they kept what remains to them of their tears to cry over their lot and that of their children. What sufferings could make such people so quickly forget the exterminated Poles!

Here is the France of July as the ultra-royalists have given it to us. Who would have imagined it! In those intoxicating days, as we wandered automatically, rifle on shoulder, through unpaved streets and barricades, quite heedless of our triumph, our chests inflated with happiness, dreaming about the pale faces of the royalty and the joy of the people as the far-off roar of our singing of the Marseillaise would reach their ears; who would have imagined that such joy and glory would change into such mourning! Who would have thought, seeing these great six-foot tall workmen, before whom the bourgeoisie were left trembling their cellars, trembling, kissing their rags, and speaking again of their disinterestedness and their courage with sobs of admiration, who would have thought that they would die of poverty on these streets, of their being conquered, and that their former admirers would now call them the plague society!

Magnanimous spirits! Glorious workmen, whose dying hand my hand grasped in final adieu on the battle field, where I veiled the faces of the dying with rags, you died happy in the victory which was to redeem your race; and, six months later, I found your children lying in dungeons, and each evening I fell asleep on my bunk, with the noise of their moaning, the curses of their torturers, and the whistle of the whip which obscured their cries.

Is there not, dear sirs, some imprudence in lavishing these insults cast at men who withstood the test of their strength, and who suffer under conditions worse than those which pushed them into battle? Is it wise to teach the people such a bitter lesson how easily it was deceived by their moderation in triumph? Are you so certain that you will not need the clemency of the workers, that you can with full safety expose yourself to finding them pitiless? It seems that you take no other precautions against popular revenge than exaggerate the picture in advance, as if this exaggeration, these imaginary scenes of murder and plunder were the only means of forestalling their reality. It is easy to put the bayonet and grapeshot into men who surrendered their arms after the victory.

What will be less easy is to erase the memory of this victory. Almost eighteen months have been spent rebuilding bit by bit what was undone in forty-eight hours, and the eighteen months of reaction did not even shake the work of three days. No human power could eradicate that which was achieved. Ask of those who complained of an effect without a cause, if he flatters himself that there can be causes without effects. France conceived in the bloody embraces of six thousand heroes; childbirth can be long and painful; but the wombs are robust, and the ultra-royalist poisoners will not cause it to abort.

You confiscated the rifles of July. Yes; but the bullets have taken off. Every bullet of the Parisian workers is on its way around the world: they strike without cease; they will continue to strike until not a single enemy of the happiness of the people and of freedom is left standing.

The Private Bradley Manning case is headed toward a late fall/early winter trial. Those of us who support his cause should redouble our efforts to secure his freedom. For the past several months there has been a weekly stand-out in Greater Boston across from the Davis Square Redline MBTA stop (renamed Bradley Manning Square for the vigil’s duration) in Somerville on Friday afternoons but we have now changed the time from 4:00-5:00 PM on Wednesdays. This stand-out has, to say the least, been very sparsely attended. We need to build it up with more supporters present. Please join us when you can. The following are remarks that I have been focusing on of late to build support for Bradley Manning’s cause.

Veterans for Peace proudly stands in solidarity with, and defense of, Private Bradley Manning.

We of the anti-war movement were not able to do much to affect the Bush- Obama Iraq War timetable but we can save the one hero of that war, Bradley Manning.

I stand in solidarity with the alleged actions of Private Bradley Manning in bringing to light, just a little light, some of the nefarious war-related doings of this government, under Bush and Obama. If he did such acts they are no crime. No crime at all in my eyes or in the eyes of the vast majority of people who know of the case and of its importance as an individual act of resistance to the unjust and barbaric American-led wars in Iraq and Afghanistan. I sleep just a shade bit easier these days knowing that Private Manning may have exposed what we all knew, or should have known- the Iraq war and the Afghan war justifications rested on a house of cards. American imperialism’s gun-toting house of cards, but cards nevertheless.

I am standing in solidarity with Private Bradley Manning because I am outraged by the treatment meted out to Private Manning, presumably an innocent man, by a government who alleges itself to be some “beacon” of the civilized world. Bradley Manning had been held in solidarity at Quantico and other locales for over two years, and has been held without trial for longer, as the government and its military try to glue a case together. The military, and its henchmen in the Justice Department, have gotten more devious although not smarter since I was a soldier in their crosshairs over forty years ago.

These are more than sufficient reasons to stand in solidarity with Private Manning and will be until the day he is freed by his jailers. And I will continue to stand in proud solidarity with Private Manning until that great day.

Support Bradley during his next hearing, July 16-20!

Bradley Manning next three-day hearing will take place July 16-20th at Fort Meade, MD.

While the military prosecution refuses to publish their court filings publicly, and defense attorney David Coombs has not yet added new filings to his blog, we recognize the significance of the next hearing due to discussion of a government motion with the potential to further handicap the defense.

At the April 24-26th hearing, the prosecution introduced a motion designed to ban any discussion of whether harm was or was not caused to the U.S. from future court proceedings. This would prevent the defense from accessing important evidence in the form of government reports about the impacts of WikiLeaks’ releases. Neither the content nor the conclusions of these assessments have been made public, despite the public’s obvious interest in this information.

The legal argument the government is putting forward to support this motion is as disturbing as the motion itself. As we previously explained:


The government [prosecution] declared that it does not believe that PFC Manning’s motives, or even whether or not the U.S. was actually damaged in any way by the releases, are relevant to its case for the “Aiding the Enemy” charge. The government contends that life in prison is warranted for soldiers who release information that hypothetically could be used by the enemy. The prosecution also considers irrelevant the issue of whether making the information public might benefit citizens of the U.S. or its allies.

While the judge did not rule on this motion at the June 6-8th hearing as we expected, she did say that she would be taking it under legal counsel over the next few weeks. We think this means she plans to rule at the July 16-20th hearing.

As with previous hearings, we encourage all who support Bradley to attend. David Coombs, Bradley’s defense lawyer, issued the following statement of gratitude to supporters on June 12th:


Over the past two years, thousands of individuals have either donated to the defense fund or given freely of their time to support PFC Bradley Manning… At every court hearing, I am given the opportunity to witness this support first hand. The attendance by supporters during these hearings as been nothing short of inspiring. Although my client is not permitted to engage those in attendance, he aware of your presence and support… I would like to publicly thank all those who have supported my client over the past two years. I also want to pass on the following message from Brad: ”I am very grateful for your support and humbled by your ongoing efforts.” Brad also asked me to specifically thank on his behalf the unflinching support of Courage to Resist and the Bradley Manning Support Network. From The Pen Of Joshua Lawrence Breslin - Out In The Ste. Brigitte Church Hall Dance Night-Redux

I, seemingly, have endlessly gone back to my early musical roots in reviewing a classic rock series that goes under the general title The Rock ‘n’ Roll Era. And while time and ear have eroded the sparkle of some of the lesser tunes it still seems obvious that those years, say 1955-58, really did form the musical jail break-out for my generation, the generation of ’68, even though I just barely caught the ebb of it in the second rush of the late 1950s when this stuff was “old,” who had just started to tune into music.

And we, we small-time punk in the old-fashioned sense of that word, we hardly wet behind the ears elementary school kids, and that is all we were for those who are now claiming otherwise, claiming, contrary to all the evidence including birth certificate, to have been born in let’s say the 1960s with a Beatles spoon in their mouth, or shame, the 1970s and some Stones’ cocaine-etched Sticky Fingers, listened our ears off. Those were strange times indeed in that be-bop 1950s night when stuff happened, kid’s stuff, but still stuff like a friend of mine, not Lucky Pierre, who I will talk about later, who claimed, with a straight face to the girls, that he was Elvis’ long lost son. Did the girls do the math on that one? Or, maybe, they like us more brazen boys were hoping, hoping and praying that it was true despite the numbers, so they too could be washed by that flamed-out night.

Well, this I know, boy and girl alike tuned in on our transistor radios (small battery- operated radios that we could put in our pockets, and hide from snooping parental ears, at will) to listen to music that from about day one, at least in my household, my strictly French- Canadian Gallic Roman Catholic mother-driven household up in Olde Saco, Maine, was not considered “refined” enough for young, young pious “you’ll never get to heaven listening to that devil music and you had better say about eight zillion Hail Marys to get right” Catholic, ears. Ya, right Ma, like Patti Page or Bob (not Bing, not the Bing of Brother, Can You Spare A Dime? anyway) Crosby and The Bobcats were supposed to satisfy our jail break cravings.

But can you blame me, or us, for our jail-break visions and our clandestine subterranean life-transistor radio dreams of lots of girls (or boys, as the case may be), lots of cars, and lots of money if we could just get out from under that parental noise. Now this rock and roll series I was telling you about before had many year-based compilations but , as if to prove my point beyond discussion, the year 1956 had two, do you hear me, two CDs to deal with that proposition. And neither included Elvis, Jerry Lee, Bo Diddley or some other stuff that I might have included. Here are the stick outs that I want you to know about before I go on (Google them up on YouTube if can’t find them otherwise:

Blue Suede Shoes, Carl Perkins (Elvis covered it and made millions but old Carl had a better old rockabilly back beat on his version); In The Still Of The Night, The Five Satins (a doo wop classic that I am humming right this minute, sha dot do be doo, sha dot do be doo or something like that spelling, okay); Eddie, My Love, The Teen Queens (incredible harmony, doo wop back-up, and, and “oh Eddie, please don’t make me wait too long” as part of the lyrics, Whoa!); Roll Over Beethoven, Chuck Berry ( a deservedly early break-out rock anthem. Hell I thought it was big deal just to trash Patti Page earlier in this space but old Chuck went after the big boys.); Be-Bop-a-Lula, Gene Vincent (the guy was kind of a one hit wonder but Christ what a one hit, "ya, she’s my baby now"); Blueberry Hill, Fats Domino (that old smooth piano riffing away); Rip It Up, Little Richard (he/she wild man Richard rips it up); Young Love, Sonny James ( dreamy stuff that those giggling girls at school loved, and so you "loved" it too); Why Do Fools Fall In Love?, Frankie Lymon and the Teenagers (for a minute the king be-bop, doo wop teenage angel boy. Everybody wanted to be the doo wop king or queen); See You Later, Alligator, Bill Haley and The Comets (ya, these “old guys” could rock, especially that sax man. Think about it, people still use the expression “see you later alligator”); and Since I Met You Baby, Ivory Joe Hunter (every dance pray, every last dance pray, oh my god, let them play Ivory Joe at the end so I can dance close with that certain she I have been eyeing all night).

I have mentioned previously the excellent album cover art that accompanied each compilation. Not only does it almost automatically evoke long ago memories of red hot youth, and those dreams, those steamy dance night dreams too, but has supplied this writer with more than one idea for a commentary. This 1956 compilation album cover is in that same vein. The cover shows what looks like a local cover band from the 1950s getting ready to perform at the local high school dance. Although the guys, especially the lead vocalist, look a little skittish they know they have to make a good showing because this is their small time chance at the big time. Besides there are about six thousand other guys hanging around in their fathers’ garages ready and willing to step up if the Danny and the Blue-notes fall flat.

This live band idea is actually something of a treat because, from what I recall from my days at Ste. Brigitte’s, my growing up parish, many times these school dance things survived on loud record-playing dee-jay chatter, thus the term “record hop.” From the look of it the school auditorium is the locale (although ours were inevitably held in the church basement , complete with the obligatory crepe, other temporary school-spirit related ornaments and a mesmerized girl band groupie to give the joint a festive appearance.

More importantly, as I said before, at least for the band, as they are warming up for the night’s work, is that they have to make their mark here (and at other such venues) and start to get a following if they want to avoid another dreaded fate of rock life. Yes, the dreaded fate of most bands that don’t break out of the old neighborhood, the fate of having to some years down the road play at some of the students they are performing for today children’s birthday parties, bar mitzvahs, weddings and the like. That thought should be enough to keep these guys working until late in the night, jamming the night away, disturbing some old fogy Frank Sinatra fans in the neighborhood, perfecting those covers of Roll Over Beethoven, Rip It Up, Rock Around The Clock and Jailhouse Rock. Go to it boys.

“They Say Fare Hike, We Say Fare Strike”-The Theater Of The Absurd- A Political Fantasy

[Dream sequel, in a series of dreams: The Massachusetts Bay Transportation Authority (MBTA) announces in January 2012 that beginning on July 1, 2012 it would be forced, as it had several times over the past few years, to raise basic transit fares, cut services and routes, and, possibly, lay off several hundred workers. The reason; nagging and never- ending budget deficits caused by inadequate funding sources and crippling debt payments to banks and huge investors who hold its bonds The MBTA also announces that it will hold, as required by its charter, many public meetings to hear from riders, and other interested parties.

This announcement galvanizes those who are opposed in these hard times to one more “tax” on the backs of working people, including daily riders dependent on the “T,” those who require special public transportation services, and those who would preferred to use public transportation from the outer suburbs but will not do so if services are cut. Moreover local unions, like the SEIU and the BTU, whose memberships heavily depend on public transit, community groups, especially in the Latino barrios of the city, blacks in the city’s ghettoes, Asians and Eastern Europeans, have mobilized for a show-down on this basic issue. The key Carmen’s Union has thrown in its support as well. The public meetings are swamped, including a few taken over as alternative “people’s” meetings while MBTA executive personnel and security look on helplessly. Indignant citizens ready to move might and main to rescind the increases and restore services, and maybe get some fare reductions.

At a point, late in the spring, it is simply a matter of how quickly and when various progressives and radicals can organize a huge coalition of the outraged to stop the MBTA master plan. A coalition plan is worked out for April 15th, the day a decisive vote is to be taken on the master plan, where the two main hubs of inner city transit, North and South Stations, will be shut down by a massive show of support with other lesser centers also to be shut down in solidarity. April 15th arrives and as if by magic, although really as a result of massive outreach in every affected community and education and agitation everywhere on the issues, the two locales are “hit” by mass actions early in the morning. Again massed MBTA security, Boston Police, and selected National Guard units stand passively by, waiting with scowling faces. Later that day the MBTA Board of Directors announces…]

Late Friday afternoon, around six o’clock, on a muggy hot July 13, 2012. At the call, the Facebook call, of the Boston Fare Strike Coalition about thirty well-known organized radicals, independent progressives and public transit activists are milling around, as downtown shoppers and workers scurry on by trying to get out of the over-heated city and head home for the weekend, in front of the Park Street Station in downtown Boston. They are aimlessly waiting for more “troops” to arrive in order to stage their third “fare evasion” mass action in their on-going fare reduction campaign under the general slogan “They say fare hike, we say fare strike.”

Previous actions by the coalition, after the MBTA announced its increased fare hike schedule and service cuts on April 15th included an “occupation” (called “Camp Charlie”) by many of this same group of thirty of the State House steps, a hundred strong anti-austerity march around the city’s financial district on Saturday June 16th with a first “practice” fare evasion, and on the day the increases and cuts went into effect on July 1st a group of forty staged a second fare evasion.

This late Friday afternoon the plan was to gather the troops and lift morale with a few well-chosen words by a couple of speakers, march heartily to Downtown Crossing for a “speak-out,” and from there head helter-skelter to the Chinatown MBTA station for the fare evasion and return, via the “liberated T,” to Downtown Crossing to continue the action. All went as planned, including a stirring sent off speech complete with apt literary references to Herman Melville'sBartleby The Scrivener and Shakespeare to arouse the thirty-odd listeners (and a few curious passers-by taking a break before descending into the depths of the Park Street Station).

With banners blazing this righteous rag-tag remnant marched to Downtown Crossing and then onward to their “target,” although the numbers on this “long march” might have dwindled a bit by the time the activists “hit” the all but deserted Chinatown Station and “liberation.” For those not in the know about “fare evasion” tactics this is simplicity itself. A few activists with “Charlie Cards” scan themselves through the turnstiles and keep them open to let other pass through. Thus aside from the activists a number of bewildered “T” patrons, mainly some somewhat resistant elderly Chinese, got a free ride that afternoon. Nice right.

Nice, except one T rider (a free rider, no less), a young guy, long-haired bearded, clad in tee shirt and shorts against the summer heat and sporting an Obama button was heard to say in passing- “What is this, some college fraternity prank? I thought they went home for the summer.”
