*A "Republic Of Virtue" Or A "Republic Of Lunatics"?- Musings On Late Bourgeois Electoral Politics-The 2010 Elections

A few years ago, in the lead-up to the 2008 presidential elections in America, I started to(and I emphasize the words started to) try to write periodic commentary about the trials and tribulations of the bourgeois political process, mainly to contrast that process to communist politics as the path to solutions to the current overwhelming problems of humankind. Frankly, after several months I had to give it up as one of the most futile political tasks that I have tried to do since I was a kid politico and loved, really loved, to get down and dirty with the intricacies of playing the bourgeois political horse races. (You know questions like who would win the Texas 23rd Congressional race, or the 12th California and how those races would affect the balance in Congress. Whoa!) Just that few months was enough to convince me that I would rather have an honest high-grade heroin addiction than to be that kind of political junkie again. There is no cure, no known cure anyway, for that ailment. I’ll just stick to my “high communist” political junkie routine, thank you very much.

That said, I must confess to a certain bewilderment over the current crop of, mainly although not exclusively, tea bag party, or tea cup party, or whatever they call themselves, candidates who have captured a wing of the Republican Party (with some spillover to the Democrats as well, or at least some of their candidates are starting to talk that way) and are holding it hostage to any sense of living, and breathing,in the 21st century. Frankly, I long for the days of a genuinely rational irrational candidate like the late Arizona Senator and 1964 Republican Party presidential candidate, Barry Goldwater. At least that man had some connection to the ideas of the Enlightenment that animated the dreams of the founders of this woe begotten immigrant country.

And I guess that is really my point in this commentary. Something is very, very wrong when a candidate, in this case the recently nominated Republican Party Senatorial candidate from Delaware, Tea-ster Christine O’Donnell, had in public, come out at some point (I heard this statement on the radio and did not get the full context) against masturbation , male masturbation in any case. Now whether offenders on the first offense are to be hung or drawn and quartered, or both, is not clear but this is a women with a very, very solid 14th century agenda. And, of course, it is easy to pick on Ms.(I guess it is okay to use that honorific) O’Donnell as a convenient target but the point is that there is a whole rash of them, Democrat and Republican alike, who are spewing this same swill, mostly about cutting government to the size of their salaries and the cost of the military, the police and, of course, the inquisition, I mean, the courts. This at a time when the outmoded bourgeois system could use, and stands in need of, a few rational defenders.

That brings up my last point that I have already telegraphed in the headline to this comment. In the early days of the American republic, right after the victory over Great Britain, there was quite a lot of controversy (never fully resolved) about who should govern society, the men (and in those days it was all about men, Adams, Jefferson, Madison, Hamilton, et. al) of disinterested public virtue or the rabble (or those who were more than willing to play to the rabble, the rabble, by the way, then as now being you and me dear reader). A then important argument about the way American society would be run. Now remember those were the days when the democratic experiment on this continent was an isolated light in the wilderness of world politics. A real step forward in human progress. What does this current crop of sadists, masochists, sado-masochists, maso-sadists, unreconstructed foot-fetishists, unemployed court jesters, punishment freaks, chain-whippers, chattel slavery worshippers, and their allies have to do with all that. I repeat-I’ll just stick to my “high communist” political junkie routine, thank you very much. The fight for a workers party that fights for a workers government could hardly be timelier.

BOOK REVIEW

Lincoln: A Novel, Gore Vidal, Random House, New York, 1984


This first paragraph below has been used previously to introduce author Gore Vidal’s’ output of other interesting historical novels (that, however, unlike many such efforts in this genre when necessary hew pretty close to the historical record- hence their value).

Listen up! As a general proposition I like my history straight up- facts, footnotes and all. There is enough work just keeping up with that work so that historical novels don’t generally get a lot of my attention. In this space I have reviewed some works of the old American Stalinist Howard Fast around the American Revolution and the ex-Communist International official and Trotsky biographer Victor Serge about Stalinist times in Russia of the 1930’s, but not much else. However, one of the purposes of this space is to acquaint the new generation with a sense of history and an ability to draw some lessons from that history, if possible. That is particularly true for American history- the main arena that we have to glean some progressive ideas from. Thus, an occasional foray, using the historical novel in order to get a sense of the times, is warranted. Frankly, there are few better at this craft that the old bourgeois historical novelist, Norman Mailer nemesis and social commentator Gore Vidal. Although his politics are somewhere back in the Camelot/FDR period he has a very good ear for the foibles of the American experience- read him with that caveat in mind.

Vidal, as is his format in this series of expositions on the American experience, combines fictional characters and situations with the makings and doings of real characters and events in American history, here the hard Civil War days of decision of the Lincoln administration. Here the narrator is actually a real character from that history, John Hay, one of Lincoln’s two personal secretaries who later became Secretary of State in the Republican McKinley administration near the turn of the 19th century (and who appears in a the later Vidal novel Empire in that very different role). The virtue of this selection of Hays as the narrator is that one is given a bird’s eye view of the daily goings on (fictional or not) at the Lincoln White House and a very chose vantage point to observe the kind of things that weighted heavily on Lincoln’s mind and on his agenda for preserving the Union.

Interestingly, although the Lincoln persona has been viewed from every possible perspective and from every possible political view by now Vidal has contributes a very fast moving rendition of the story with his little twist. His central premise, one shared by the historian Doris Kearns Goodwin in her fairly recent book on Lincoln and his Cabinet "Team Of Rivals", is that only a sage and driven personality like Lincoln’s could have held all the diverse and generally antagonistic personalities on the coalition that he put together among pro-Unionist forces in order to save the Republic. His feigns and thrusts in all directions, seemingly after much agonizing reflection keeps one on one’s toes as one turns the pages every though the outcome is known. Certainly the main alternate contenders for power (that 1864 republican nomination was always lurking in the background) Secretary of State Seward and Secretary of the Treasury Salmon P. Chase evidently did not have that capacity and in the end seemingly reconciled themselves to that secondary role (Chase got bought off by the Supreme Court Chief Justiceship).


Vidal wrote this novel in the early 1980’s at a time that I was reading Carl Sandburg’s volumes of biography on Lincoln. If I am not mistaken Vidal owns some debt of gratitude to the Chicago poet for the musical sense of his novel. Many of the little scenarios, such as the incessant clamor for jobs from every Tom, Dick and Harry that might have voted for Lincoln in 1860 that filled the time of Hay (and Nicolay, the other Lincoln secretary) and that make this novel so compelling I remember in reading Sandburg’s Lincoln biography. Also the treatment of Lincoln’s homespun humor and proverbial storytelling powers (always with some political point on the edge of the blade). As well as Lincoln’s reactions to his household tragedies and the massive tragedies unfolding on the battlefields.

Finally, for those who like their history in capsule form, with a sweetener if you will, this is a very good place to begin your Lincoln or Civil War studies. In quick succession you will learn about the tribulations of physically getting Lincoln inaugurated, the first reactions from the South to that fact by the various acts of secession, the South Carolina incidents, the fact of two states existing where one had been previously as far as foreign recognition was concerned, the military problems on the union beginning with Manassas and the question of competent leadership, Lincoln’s frustrations with a series of military commanders, the stalemate on the battlefield, the struggle to determine the nature of the conflict- solely for the preservation of the Union or that and the abolition of slavery, the decisive battles of Vicksburg and Gettysburg and the change in concept to “total war” with the accession of Grand and McClellan to military leadership, military victory and then assassination of Lincoln. And along the way enough political intrigue, maneuvering, cowardice and heroics by some well-known historical characters to write many novels. But that is for another day.

The Civil War: The Second American Revolution

Honor Abraham Lincoln!

The following was written as a contribution for a Spartacist League internal educational series.

February 12 marked the bicentennial of Abraham Lincoln’s birth. Since the days of Karl Marx and Friedrich Engels, the founders of scientific socialism, revolutionaries have held Lincoln in high esteem. His world-historic achievement—the single most important event in American history
—was to lead the North in a horrendously bloody civil war that smashed the Southern Confederacy and abolished slavery in the United States. In “Comments on the North American Events” (7 October 1862), Marx wrote with characteristic eloquence:

“Lincoln is a sui generis figure in the annals of history. He has no initiative, no idealistic impetus, no cothurnus [dignified, somewhat stilted style of ancient tragedy], no historical trappings. He gives his most important actions always the most commonplace form. Other people claim to be ‘fighting for an idea,’ when it is for them a matter of square feet of land. Lincoln, even when he is motivated by an idea, talks about ‘square feet.’ He sings the bravura aria of his part hesitatively, reluctantly and unwillingly, as though apologising for being compelled by circumstances ‘to act the lion.’…

“Lincoln is not the product of a popular revolution. This plebeian, who worked his way up from stone-breaker to Senator in Illinois, without intellectual brilliance, without a particularly outstanding character, without exceptional importance—an average person of good will, was placed at the top by the interplay of the forces of universal suffrage unaware of the great issues at stake. The new world has never achieved a greater triumph than by this demonstration that, given its political and social organisation, ordinary people of good will can accomplish feats which only heroes could accomplish in the old world!”

Many opponents of revolutionary Marxism, from black nationalists to reformist leftists, have made a virtual cottage industry out of the slander that “Honest Abe” was a racist or even a white-supremacist. The reformist who impugns Lincoln for his bourgeois conceptions, which in fact reflected his time, place and position, does not hesitate for a moment to ally with unctuous “progressives” today who praise “diversity” while fighting tooth and nail to maintain the racial oppression and anti-immigrant chauvinism that are endemic to this most brutal of imperialist countries.

Take the Revolutionary Communist Party (RCP). In Cold Truth, Liberating Truth: How This System Has Always Oppressed Black People, And How All Oppression Can Finally Be Ended, a pamphlet originally published in 1989 and reprinted in Revolution (17 February 2008), the RCP writes:

“It is a lie that ‘Abraham Lincoln freed the slaves’ because he was morally outraged over slavery. Lincoln signed the Emancipation Proclamation freeing the slaves (and not all the slaves at first, but only those in the states that had joined the southern Confederacy) because he saw that it would be impossible to win the Civil War against that southern Confederacy without freeing these slaves and allowing them to fight in the Union army.

“Lincoln spoke and acted for the bourgeoisie—the factory-owners, railroad-owners, and other capitalists centered in the North—and he conducted the war in their interests” (emphasis in original).

Aside from the scurrilous suggestion that Lincoln was not an opponent of slavery who abhorred that “peculiar institution,” the RCP rejects Marxist materialism in favor of liberal moralizing, denying that against the reactionary class of slaveholders and the antiquated slave system, the Northern capitalists represented a revolutionary class whose victory was in the interests of historical progress. Presenting the goals of the North and South as equally rapacious, the RCP neither sides with the North nor characterizes its victory as the consummation of a social revolution.

Indeed, the Civil War—the Second American Revolution—was the last of the great bourgeois revolutions, which began with the English Civil War of the 17th century and found their culmination in the French Revolution of the 18th. For the RCP, however, there is no contradiction whatsoever in condemning Lincoln as a representative of the 19th-century American bourgeoisie while doing everything in its power to embrace bourgeois liberalism today—from its antiwar coalitions with capitalist spokesmen to its implicit support for the Democratic Party and Barack Obama in the name of “drive out the Bush regime.”

Abraham Lincoln: Bourgeois Revolutionary

In the preface to his 1859 book, A Contribution to the Critique of Political Economy, Karl Marx wrote that in studying the transformation of the whole immense superstructure that arises from revolutionary changes in the economic foundation:

“It is always necessary to distinguish between the material transformation of the economic conditions of production, which can be determined with the precision of natural science, and the legal, political, religious, artistic or philosophic—in short, ideological forms in which men become conscious of this conflict and fight it out. Just as one does not judge an individual by what he thinks about himself, so one cannot judge such a period of transformation by its consciousness, but, on the contrary, this consciousness must be explained from the contradictions of material life, from the conflict existing between the social forces of production and the relations of production. No social formation is ever destroyed before all the productive forces for which it is sufficient have been developed, and new superior relations of production never replace older ones before the material conditions for their existence have matured within the framework of the old society.”

The American Civil War was a bourgeois revolution, and Lincoln was both bourgeois and revolutionary at the same time—with all the contradictions this implies. Because the task of the Second American Revolution was to eradicate an antiquated social system based on chattel slavery and erect in its place the dominion of industrial capitalism based on wage labor from one end of the North American landmass to the other, it could not eradicate every form of class and social oppression—the hallmark of all propertied classes throughout the history of class society. As materialists, Marxists do not judge historical figures primarily based on the ideas in their heads but on how well they fulfilled the tasks of their epoch. While Lincoln had bourgeois conceptions—how could it be otherwise!—he was uniquely qualified to carry out the task before him, and in the last analysis he rose to the occasion as no other. That is the essence of his historical greatness.

While bestowing begrudging praise on Lincoln’s achievements with the left hand, the leftist critic often takes it back with the right. Lincoln, the critic will admit, opposed slavery; he came to see that a hard war was necessary and prepared to issue his Emancipation Proclamation. However, the critic is more concerned with Lincoln’s attitudes than his deeds: Lincoln was not John Brown, he was not Frederick Douglass, he was not Marx and Engels, he was not even as left-wing as his Treasury secretary Salmon P. Chase. For example, while Lincoln agreed with John Brown in thinking slavery wrong, he could not excuse Brown’s violence, bloodshed and “acts of treason” in attempting to seize the arsenal at Harper’s Ferry to spark a slave rebellion on the eve of the Civil War. Finally, the critic will argue, while Marx and Engels from 3,000 miles away knew that the American Civil War was about slavery, Lincoln and the Republicans sought to ignore the root of the problem and wage the conflict on constitutional grounds to save the Union. Such facts are indisputable, but they must be seen in their historical context.

In his Abraham Lincoln (2009), James M. McPherson remarks:

“Only after years of studying the powerful crosscurrents of political and military pressures on Lincoln did I come to appreciate the skill with which he steered between the numerous shoals of conservatism and radicalism, free states and slave states, abolitionists, Republicans, Democrats, and border-state Unionists to maintain a steady course that brought the nation to victory—and the abolition of slavery—in the end. If he had moved decisively against slavery in the war’s first year, as radicals pressed him to do, he might well have fractured his war coalition, driven border-state Unionists over to the Confederacy, lost the war, and witnessed the survival of slavery for at least another generation.”

Facing innumerable pressures when the war broke out in April 1861, Lincoln grappled with how to respond to them. But the pressures—as intense as they were—were not merely strategic in nature. As the president of a constitutional republic, Lincoln believed that it was his duty to uphold the Constitution and the rule of law. While he detested slavery, he believed it was not his right to abolish it. That ideology flowed from the whole bourgeois constitutional framework of the United States.

In the first year of the war, Lincoln pursued a policy of conciliating the four border slave states—Delaware, Maryland, Kentucky and Missouri—in an effort to retain their loyalty to the Union. Marx and Engels criticized this policy because it weakened the Union’s war effort and emboldened the slaveholders. However, did this policy stem from disdain for the enslaved black masses or from a desire on Lincoln’s part to let bygones be bygones—i.e., coexist with the slave South? No. It flowed from the whole previous history of the United States. In 1776, 1800 and even as late as 1820, the North and South had similar values and institutions. With the Industrial Revolution, however, the North surged ahead in virtually every area—railroads, canals, literacy, inventions—while the South stagnated. Yet the two regions remained part of the same nation, setting the stage for compromise after compromise. For a whole historical period, Lincoln was hardly alone in seeking détente. In 1848, even the more left-wing Salmon Chase rejected the view espoused by radicals in his Liberty Party that the Constitution empowered the government to abolish slavery in the states, preferring a bloc with antislavery Whigs and Democrats that would agitate merely for keeping slavery out of the territories.

While he conciliated the border states for a time, Lincoln stood firm against secession, countering his cabinet members’ willingness to compromise in the face of the Confederacy’s belligerence. After his fateful election in 1860, which set the stage for the secession of the Southern states and the Civil War, Lincoln reined in his future secretary of state William H. Seward for advocating support to the Crittenden Compromise, an attempt to allow slavery to flourish anywhere south of 36°30'. Then Lincoln rejected Seward’s proposal to abandon Fort Sumter in the Charleston, South Carolina, harbor. Had it not been for Lincoln’s relentless efforts to goad his officers to fight and his stubborn support for Ulysses S. Grant in the face of substantial Northern opposition, the North might not have vanquished the slavocracy in that time and place. Lincoln’s resoluteness, his iron determination to achieve victory and his refusal to stand down to the Confederacy are hallmarks of his revolutionary role and enduring testaments to his greatness.

Borrowing from today’s terminology, one could argue that Lincoln began as a reformist, believing that the reactionary social system in the South could be pressured into change and that the institution of slavery would eventually wither on the vine. But he underwent a radical shift when bloody experience in the crucible of war—combined with the mass flight of the slaves to the Union lines—taught him that the nation could be preserved only by means of social revolution. In contrast to this remarkable personal transformation, the Great French Revolution required a series of tumultuous stages to reach its revolutionary climax, a protracted process that was marked by the domination of different and antagonistic groupings—from the Girondins to the Montagnards to the Committee of Public Safety. The Mensheviks were also reformists, but they didn’t become revolutionaries but counterrevolutionaries.

Was Lincoln a Racist?

Although it is beyond dispute that Lincoln occasionally appealed to racist consciousness and expressed racist opinions, the record is not as cut-and-dried as the typical liberal moralist or his leftist cousin will assert. Before a proslavery crowd in Charleston, Illinois, during the fourth debate with Stephen A. Douglas on 18 September 1858, Lincoln declared:

“I will say, then, that I am not, nor ever have been, in favor of bringing about in any way the social and political equality of the white and black races; that I am not, nor ever have been, in favor of making voters or jurors of Negroes, nor of qualifying them to hold office, nor to intermarry with white people; and I will say, in addition to this, that there is a physical difference between the white and black races which I believe will forever forbid the two races living together on terms of social and political equality. And in as much as they cannot so live, while they do remain together there must be the position of superior and inferior, and I, as much as any other man am in favor of having the superior position assigned to the white race.”

Yet two months earlier in Chicago, Lincoln had insisted, “Let us discard all this quibbling about this man and the other man, this race and that race and the other race being inferior, and therefore they must be placed in an inferior position; discarding our standard that we have left us. Let us discard all these things, and unite as one people throughout this land, until we shall once more stand up declaring that all men are created equal.”

However, more important than these words were Lincoln’s actions in defense of the slaves, the freedmen and the black troops in the Union Army. For example, in the autumn of 1864, pressure mounted for Lincoln to consummate a prisoner exchange that would exclude black soldiers. Some Republican leaders warned that Union men “will work and vote against the President, because they think sympathy with a few negroes, also captured, is the cause of a refusal” to exchange prisoners. Ignoring these threats, Lincoln’s agent in the exchange negotiations asserted, “The wrongs, indignities, and privations suffered by our soldiers would move me to consent to anything to procure their exchange, except to barter away the honor and the faith of the Government of the United States, which has been so solemnly pledged to the colored soldiers in its ranks” (James M. McPherson, Battle Cry of Freedom [1988]).

That’s not all. Confronting growing defeatist sentiment in the North, the grim prospect of defeat in the impending 1864 presidential elections and a cacophony of demands to abandon the Emancipation Proclamation from Democrats and even staunch Republicans, Lincoln stood firm. In response to fulminations such as “Tens of thousands of white men must yet bite the dust to allay the negro mania of the President,” Lincoln responded, “If they [the black soldiers] stake their lives for us they must be prompted by the strongest motive—even the promise of freedom. And the promise being made, must be kept.” Emphasizing the point, he maintained, “There have been men who have proposed to me to return to slavery the black warriors of Port Hudson & Olustee to their masters to conciliate the South. I should be damned in time & in eternity for so doing. The world shall know that I will keep my faith to friends & enemies, come what will.”

In the last months of the war, the emancipation of the slaves began to raise broader political and economic questions. When reports filtered northward of General William Tecumseh Sherman’s indifference toward the thousands of freedmen that had attached themselves to his army, Lincoln’s war secretary Edwin Stanton traveled to Savannah, Georgia, in January 1865 to talk with Sherman and consult with black leaders. As a result of Stanton’s visit, Sherman issued “Special Field Orders, No. 15,” which granted the freed slaves rich plantation land belonging to former slaveholders.

Indignantly protesting that Lincoln valued the restoration of the Union over the emancipation of the slaves, the RCP cites his famous letter to Horace Greeley of 22 August 1862, which declared: “My paramount object in this struggle is to save the Union, and is not either to save or to destroy slavery. If I could save the Union without freeing any slave I would do it, and if I could save it by freeing all the slaves I would do it; and if I could save it by freeing some and leaving others alone I would also do that.” The RCP neglects to add that a month later, on September 22, Lincoln issued the Preliminary Emancipation Proclamation. Commenting on this momentous event, Marx called Lincoln’s manifesto abolishing slavery “the most important document in American history since the establishment of the Union, tantamount to the tearing up of the old American Constitution.”

What was more important for Lincoln’s cause, Union or emancipation? The very question betrays a subjective idealist approach that ignores the objective reality of the time. The two tasks had become inextricably intertwined in the reality of a war that pitted a modern industrial capitalist mode of production in the North against an archaic agrarian slave system in the South. Restoration of the Union required emancipation, and emancipation required a Union victory. For embodying and melding those two great tasks, Lincoln will forever occupy an honored place in history.

Much Ado About Colonization

An oft-repeated theme among Lincoln’s detractors is that the 16th president—a racist to his bones, they assert—was dedicated above all else to deporting the freed black slaves to distant shores. The most caustic purveyor of this timeworn slander is Lerone Bennett Jr., executive editor emeritus of Ebony and the author of Forced into Glory: Abraham Lincoln’s White Dream (2000). Bennett shrieks that “Abraham Lincoln’s deepest desire was to deport all black people and create an all-white nation. It’s—sounds like a wild idea now and it is a wild idea, but from about 1852 until his death, he worked feverishly to try to create deportation plans, colonization plans to send black people either to Africa or to...South America, or to the islands of the sea” (interview with Brian Lamb, 10 September 2000, www.booknotes.org/transcript/?programID=1581).

Lincoln did not invent the idea of colonization. Schemes to remove black people from the United States went back to the American Colonization Society, which was founded in 1816. Very much a product of his times, Lincoln was long a supporter of colonization because he believed that the ideal of racial harmony in America was impossible. Although reprehensible and misguided, Lincoln’s colonization schemes were motivated not by racist antipathy toward black people but by his perceptions of enduring white racism in America. In the course of meeting with black leaders at the White House on 14 July 1862, Lincoln declared:

“You and we are different races. We have between us a broader difference than exists between almost any other two races. Whether it is right or wrong I need not discuss, but this physical difference is a great disadvantage to us both, as I think your race suffer very greatly, many of them by living among us, while ours suffer from your presence. In a word, we suffer on each side. If this is admitted, it affords a reason at least why we should be separated….

“Your race are suffering, in my judgment, the greatest wrong inflicted on any people. But even when you cease to be slaves, you are yet far removed from being placed on an equality with the white race. You are cut off from many of the advantages which the other race enjoy. The aspiration of men is to enjoy equality with the best, when free; but on this broad continent not a single man of your race is made the equal of a single man of ours. Go where you are treated the best, and the ban is still upon you.”

It is therefore not surprising that Lincoln advocated colonization most strenuously at the very moment that he was preparing his Provisional Emancipation Proclamation following the watershed Union victory at Antietam, which Marx said “decided the fate of the American Civil War.” With his colonization proposals, Lincoln sought to sweeten what many whites considered the bitter pill of black emancipation.

However indefensible the idea of colonization was, Lincoln insisted that it must be voluntary. Even then, blacks overwhelmingly rejected colonization as both racist and impractical, holding anticolonization meetings in Chicago and Springfield to protest it. Indeed, Frederick Douglass declared in September 1862: “Mr. Lincoln assumes the language and arguments of an itinerant Colonization lecturer, showing all his inconsistencies, his pride of race and blood, his contempt for Negroes and his canting hypocrisy.” One of the administration’s two concrete moves to implement colonization, the ÃŽle à Vache fiasco, led to the deaths of dozens of freed blacks. However, when Lincoln learned of the disaster, he did the honorable thing and ordered the Navy to return the survivors to the United States.

Besides free blacks and Radical Abolitionists, many other contemporaries of Lincoln were incensed at his colonization efforts. Publications like Harper’s Weekly considered the proposal to resettle millions of people to distant shores insane. In Eric Foner’s words, “For what idea was more utopian and impractical than this fantastic scheme?” (“Lincoln and Colonization,” in Our Lincoln: New Perspectives on Lincoln and His World, ed., Eric Foner [2008]).

By the waning days of the war, Lincoln’s utterances on colonization—if not his attitude—had evolved. In a diary entry dated 1 July 1864, Lincoln’s secretary John Hay remarked, “I am glad that the President has sloughed off the idea of colonization.” But much more to the point than attempts to decipher Lincoln’s attitudes is the indisputable fact that Lincoln’s policies on the ground were progressively rendering his colonization schemes a dead letter. Foner writes that in 1863 and 1864, Lincoln began to consider the role that blacks would play in a post-slavery America. He showed particular interest in efforts that were under way to establish schools for blacks in the South Carolina Sea Islands and in how former slaves were being put to work on plantations in the Mississippi Valley. In August 1863, he instructed General Nathaniel P. Banks to establish a system in Louisiana during wartime Reconstruction in which “the two races could gradually live themselves out of their old relation to each other, and both come out better prepared for the new.”

Historian Richard N. Current wrote, “By the end of war, Lincoln had abandoned the idea of resettling free slaves outside the United States. He had come to accept the fact that Negroes, as a matter of justice as well as practicality, must be allowed to remain in the only homeland they knew, given education and opportunities for self-support, and started on the way to complete assimilation into American society” (cited at “Mr. Lincoln and Freedom,” www.mrlincolnandfreedom.org). Indeed, on 11 April 1865, following Lee’s surrender at Appomattox, Lincoln gave a speech in which he declared that literate blacks and black Union Army veterans should have the right to vote in a reconstructed Union—an early step toward the 14th Amendment and citizenship for the freed slaves.

A dishonest charlatan that considers Lincoln no better than Hitler, Lerone Bennett brings the very concept of scholarship into disrepute. In disgust at Bennett’s diatribes, one critic, Edward Steers Jr., sarcastically titled his review, “Great Emancipator or Grand Wizard?” And McPherson wrote that while Lincoln “was not a radical abolitionist, he did consider slavery morally wrong, and seized the opportunity presented by the war to move against it. Bennett fails to appreciate the acuity and empathy that enabled Lincoln to transcend his prejudices and to preside over the greatest social revolution in American history, the liberation of four million slaves” (“Lincoln the Devil,” New York Times, 27 August 2000).

Honor Lincoln— Finish the Civil War!

At times, Frederick Douglass was highly critical of Lincoln’s moderation and his relegation of black people to the status of what he called “step-children.” But Douglass also saw another side of the 16th president. In his autobiography, Life and Times of Frederick Douglass (1882), the great abolitionist wrote of his meeting with Lincoln at the White House in 1864:

“The increasing opposition to the war, in the North, and the mad cry against it, because it was being made an abolition war, alarmed Mr. Lincoln, and made him apprehensive that a peace might be forced upon him which would leave still in slavery all who had not come within our lines. What he wanted was to make his proclamation as effective as possible in the event of such a peace.… What he said on this day showed a deeper moral conviction against slavery than I had ever seen before in anything spoken or written by him. I listened with the deepest interest and profoundest satisfaction, and, at his suggestion, agreed to undertake the organizing of a band of scouts, composed of colored men, whose business should be somewhat after the original plan of John Brown, to go into the rebel States, beyond the lines of our armies, and carry the news of emancipation, and urge the slaves to come within our boundaries.”

Rather than weigh the “good” Lincoln against the “bad” in search of the golden mean, Marxists must seek to understand that he was a bourgeois politician in a time of war and revolution—“a big, inconsistent, brave man,” in the words of W.E.B. Du Bois (cited in Henry Louis Gates Jr., “Was Lincoln a Racist?” The Root, available at www.theroot.com/views/was-lincoln-racist).

With the election of Barack Obama as America’s first black president, bourgeois media pundits are acting as if he is the reincarnation of Abraham Lincoln. Billboards show a huge portrait of Lincoln with Obama’s face superimposed on it. Obama takes the presidential oath on Lincoln’s Bible. Liberal students go a step further, preferring Obama over Lincoln because Lincoln, they assert, was a racist who would have disapproved of a black president. In fact, U.S. imperialism’s current Commander-in-Chief has as much in common with the bourgeois revolutionary Abraham Lincoln as British prime minister Gordon Brown has with the great English revolutionary Oliver Cromwell or French president Nicolas Sarkozy has with the French revolutionary Maximilien Robespierre.

In condemning Lincoln as a racist and besmirching his supreme role in the liquidation of slavery, fake leftists like the RCP surely must have a hard time with Marx’s November 1864 letter to Lincoln on behalf of the First International congratulating the American people for his re-election as president (see accompanying box). By declaring that the European workers saw the star-spangled banner as carrying the destiny of their class, was Marx forsaking the red flag of communism? Not at all. For Marx and the workers of the Old World, Lincoln’s re-election guaranteed the irreversibility of the Emancipation Proclamation; it meant that the Union Army—first and foremost its “black warriors”—did not fight in vain. And they understood that with the demise of the slave power, the unbridled growth of capitalism would lay the foundation for the growth of the American proletariat—capitalism’s future gravedigger.

At bottom, the impulse to denounce Lincoln and to minimize his monumental role in history denies that political people—even great ones—are constrained by objective reality. If only poor Lincoln had not lacked the necessary will to eradicate all forms of racial oppression! As Marx explained, “Mankind thus inevitably sets itself only such tasks as it is able to solve, since closer examination will always show that the problem itself arises only when the material conditions for its solution are already present or at least in the course of formation” (A Contribution to the Critique of Political Economy [1859]). The elimination of racial oppression in all its forms was not possible in 1861 or 1865 because the objective means to accomplish it were not yet present—the unfettered growth of industrial capitalism in America and the development of the working class.

Lincoln accomplished the task placed before him by history: the abolition of slavery. He could do so despite, and because of, the conceptions in his head. The task of Trotskyists—revolutionary Marxists—is different. Our aim is proletarian revolution. Our perspective is revolutionary integrationism. While opposing every manifestation of racist oppression, we underline that liberating black people from racial oppression and poverty—conditions inherent to the U.S. capitalist system—can be achieved only by establishing an egalitarian socialist society. Building such a society requires the overthrow of the capitalist system by the working class and its allies. This is possible only by forging a revolutionary, internationalist working-class party that champions the rights of all the oppressed and declares war on all manifestations of social, class and sexual oppression. That task will be fulfilled by a third American revolution—a workers revolution.

*The Unwritten American Civil War Saga- A Literary View

The Unwritten War: American Writers And The Civil War, Daniel Aaron, The University Of Wisconsin Press, 1987

As we approach the 150th Anniversary of the beginning of the American Civil War one would be hard pressed to find a subject related remotely to the war and its outcome that has not been covered by one or another Civil War buff. Needless to say the various major military and civilian figures have been covered ad nauseaum. Ditto for the main military strategies and their outcomes. Hardly a skirmish in some god forsaken hollow has been left untouched. And it goes on from there. The songs of both sides, the fashions of the day, the religions of the hour, the sacrifices on the home fronts and the financial credit ratings of both sides, just to pick some random examples, have all in their turn had their day in court. Lately, as the search for new material has gotten more doggedly elusive in the face of such scarcity factors such as the army morale, soldiers’ morality and the meaning of life (or the afterlife) for both sides have come in for inspection. In short, there is no lack of information about almost any facet of the struggle. Yet, this book under review, published originally some twenty years ago, concerning the way the American literary set at the time or since then have, or have not, written the definitive sage of the conflict is well worth the read, and as a very good source for further exploration on the subject as well.

Professor Aaron has taken as his thesis the notion that although the American Civil War would seem to have been a natural subject for some literary figure to attain immortality by writing the its definitive saga. He argues, for several reasons, that this did not occur, or if did it was by someone like William Faulkner who was substantially removed from any serious direct link to the struggle. Fair enough, More than one author, and here I am thinking of Norman Mailer, has broken his literary teeth trying, unsuccessfully, to write the great American novel, Thus that the same frustration may have occurred over a titanic human struggle by those who fought in or had the conflict touch their lives even indirectly does not come as a surprise. What is interesting here is the professor’s extensive overview of his subject and of the structure of his argument.

The professor has divided his book in several sections that reflect various applications of his overall theme. I will not go into detail here on each section but just say that a litany of the names that he evokes form a veritable who’s who of the American literary scene, some very familiar (Faulkner, James, Twain) others lost in the mist of time (DeForest, Tourgee, Cable), over the 100 years after the war (he basically ends his work after looking at Faulkner’s influence). I will, taking my hints from this book, spend more time in this space later going into more depth on many of these authors. For now though it is enough to summarize the sections.

Professor Aaron starts out by looking at the literary divide first- for or against one side or the other (or an off-hand indifference, as in the case of Melville). This tends toward a not unexpected divide between hot Northern “abolitionists” and Southern “fire-eaters”. He goes on to look at Hawthorne, Whitman, and the above-mentioned Melville. He thereafter gives space, but literary short shrift to the “malingerers” those who sat out the war, one way or another. Here Henry James, Mark Twain and Henry Adams get their just dessert. No one expects a literary figure to be a fighter or brave, but it helps when the subject is war, especially a war that will define a new age (successfully or not).

Actual combatant writers come under fire as well. Most of these writers are not memorable and Ambrose Bierce is the only one I have even seen anthologized. The second hand warriors are best represented by Stephen Crane His “Red Badge Of Courage”, required reading in high school certainly had the grit of the battlefield down but I agree with the professor that such a narrow scope is hardly the stuff of the “great” Civil War novel. Southern writers come in for some attention, especially the now well-known name of Sidney Lanier. Part of Professor Aaron argument is an assumption that while the South lost the war it “won” the literary battle. Certainly that was true until recently on the history front on the subjects of the fate of the slave under slavery and Radical Reconstruction. I am not as sure that this premise applies on this question.

Finally, the professor ends with a look at the Agrarians, a revisionist political/literary trend that took to defending the “old regime” in the South. The names Allen Tate, Robert Penn Warren (of “All The King’s Men” fame) and John Crow Ransome are associated most closely with this endeavor. And of course at the tag end of that movement, although a literary force in his own right, William Faulkner who put the South, at least in fiction, back on the map. We have nothing common, as far as I can tell, politically or socially but, damn, he could write. As one can see a mere summary leads to many tempting ideas and precludes anything other than a summary to be followed up. In the meantime read this book. It is worth the time.

On The 150th Anniversary Of The Second Year Of The American Civil War – Karl Marx On The American Civil War-In Honor Of The Union Side

I am always amazed when I run into some younger leftists, or even older radicals who may have not read much Marx and Engels, and find that they are surprised, very surprised to see that Marx and Engels were avid partisans of the Abraham Lincoln-led Union side in the American Civil War. In the age of advanced imperialism, of which the United States is currently the prime example, and villain, we are almost always negative about capitalism’s role in world politics. And are always harping on the need to overthrow the system in order to bring forth a new socialist reconstruction of society. Thus one could be excused for forgetting that at earlier points in history capitalism played a progressive role. A role that Marx, Engels, Lenin, Trotsky and other leading Marxists, if not applauded, then at least understood represented human progress. Of course, one does not expect everyone to be a historical materialist and therefore know that in the Marxist scheme of things both the struggle to bring America under a unitary state that would create a national capitalist market by virtue of a Union victory and the historically more important struggle to abolish slavery that turned out to a necessary outcome of that Union struggle were progressive in our eyes. Read on.

London, October 20, 1861
For months the leading weekly and daily papers of the London press have been reiterating the same litany on the American Civil War. While they insult the free states of the North, they anxiously defend themselves against the suspicion of sympathising with the slave states of the South. In fact, they continually write two articles: one article, in which they attack the North, and another article, in which they excuse their attacks on the North.

In essence the extenuating arguments read: The war between the North and South is a tariff war. The war is, further, not for any principle, does not touch the question of slavery and in fact turns on Northern lust for sovereignty. Finally, even if justice is on the side of the North , does it not remain a vain endeavour to want to subjugate eight million Anglo-Saxons by force! Would not separation of the South release the North from all connection with Negro slavery and ensure for it, with its twenty million inhabitants and its vast territory, a higher, hitherto scarcely dreamt-of, development? Accordingly, must not the North welcome secession as a happy event, instead of wanting to overrule it by a bloody and futile civil war?

Point by point we will probe the plea of the English press.

The war between North and South -- so runs the first excuse -- is a mere tariff war, a war between a protectionist system and a free trade system, and Britain naturally stands on the side of free trade. Shall the slave-owner enjoy the fruits of slave labour in their entirety or shall he be cheated of a portion of these by the protectionists of the North? That is the question which is at issue in this war. It was reserved for The Times to make this brilliant discovery. The Economist, The Examiner, The Saturday Review and tutti quanti expounded the theme further. It is characteristic of this discovery that it was made, not in Charleston, but in London. Naturally, in America everyone knew that from 1846 to 1861 a free trade system prevailed, and that Representative Morrill carried his protectionist tariff through Congress only in 1861, after the rebellion had already broken out. Secession, therefore, did not take place because the Morrill tariff had gone through Congress, but, at most, the Morrill tariff went through Congress because secession had taken place. When South Carolina had its first attack of secession in 1831, the protectionist tariff of 1828 served it, to be sure, as a pretext, but only as a pretext, as is known from a statement of General Jackson. This time, however, the old pretext has in fact not been repeated. In the Secession Congress at Montgomery all reference to the tariff question was avoided, because the cultivation of sugar in Louisiana, one of the most influential Southern states, depends entirely on protection.

But, the London press pleads further, the war of the United States is nothing but a war for the forcible maintenance of the Union. The Yankees cannot make up their minds to strike fifteen stars from their standard. They want to cut a colossal figure on the world stage. Yes, it would be different if the war was waged for the abolition of slavery! The question of slavery, however, as The Saturday Review categorically declares among other things, has absolutely nothing to do with this war.

It is above all to be remembered that the war did not originate with the North, but with the South. The North finds itself on the defensive. For months it had quietly looked on while the secessionists appropriated the Union's forts, arsenals, shipyards, customs houses, pay offices, ships and supplies of arms, insulted its flag and took prisoner bodies of its troops. Finally the secessionists resolved to force the Union government out of its passive attitude by a blatant act of war, and solely for this reason proceeded to the bombardment of Fort Sumter near Charleston. On April 11 (1861) their General Beauregard had learnt in a meeting with Major Anderson, the commander of Fort Sumter, that the fort was only supplied with provisions for three days more and accordingly must be peacefully surrendered after this period. In order to forestall this peaceful surrender, the secessionists opened the bombardment early on the following morning (April 12), which brought about the fall of the fort in a few hours. News of this had hardly been telegraphed to Montgomery, the seat of the Secession Congress, when War Minister Walker publicly declared in the name of the new Confederacy: No man can say where the war opened today will end. At the same time he prophesied that before the first of May the flag of the Southern Confederacy will wave from the dome of the old Capitol in Washington and within a short time perhaps also from the Faneuil Hall in Boston. Only now ensued the proclamation in which Lincoln called for 75,000 men to defend the Union. The bombardment of Fort Sumter cut off the only possible constitutional way out, namely the convocation of a general convention of the American people, as Lincoln had proposed in his inaugural address. For Lincoln there now remained only the choice of fleeing from Washington, evacuating Maryland and Delaware and surrendering Kentucky, Missouri and Virginia, or of answering war with war.

The question of the principle of the American Civil War is answered by the battle slogan with which the South broke the peace. Stephens, the Vice-President of the Southern Confederacy, declared in the Secession Congress that what essentially distinguished the Constitution newly hatched at Montgomery from the Constitution of Washington and Jefferson was that now for the first time slavery was recognised as an institution good in itself, and as the foundation of the whole state edifice, whereas the revolutionary fathers, men steeped in the prejudices of the eighteenth century, had treated slavery as an evil imported from England and to be eliminated in the course of time. Another matador of the South, Mr. Spratt, cried out: "For us it is a question of founding a great slave republic." If, therefore, it was indeed only in defence of the Union that the North drew the sword, had not the South already declared that the continuance of slavery was no longer compatible with the continuance of the Union?

Just as the bombardment of Fort Sumter gave the signal for the opening of the war, the election victory of the Republican Party of the North, the election of Lincoln as President, gave the signal for secession. On November 6, 1860, Lincoln was elected. On November 8, 1860, a message telegraphed from South Carolina said: Secession is regarded here as an accomplished fact; on November 10 the legislature of Georgia occupied itself with secession plans, and on November 13 a special session of the legislature of Mississippi was convened to consider secession. But Lincoln's election was itself only the result of a split in the Democratic camp. During the election struggle the Democrats of the North concentrated their votes on Douglas, the Democrats of the South concentrated their votes on Breckinridge, and to this splitting of the Democratic votes the Republican Party owed its victory. Whence came, on the one hand, the preponderance of the Republican Party in the North? Whence, on the other, the disunion within the Democratic Party, whose members, North and South, had operated in conjunction for more than half a century?

Under the presidency of Buchanan the sway that the South had gradually usurped over the Union through its alliance with the Northern Democrats attained its zenith. The last Continental Congress of 1787 and the first Constitutional Congress of 1789 -90 had legally excluded slavery from all Territories of the republic north-west of the Ohio. (Territories, as is known, is the name given to the colonies lying within the United States itself which have not yet attained the level of population constitutionally prescribed for the formation of autonomous states.) The so-called Missouri Compromise (1820), in consequence of which Missouri became one of the States of the Union as a slave state, excluded slavery from every remaining Territory north of 36 degrees latitude and west of the Missouri. By this compromise the area of slavery was advanced several degrees of longitude, whilst, on the other hand, a geographical boundary-line to its future spread seemed quite definitely drawn. This geographical barrier, in its turn, was thrown down in 1854 by the so-called Kansas-Nebraska Bill, the initiator of which was St[ephen] A. Douglas, then leader of the Northern Democrats. The Bill, which passed both Houses of Congress, repealed the Missouri Compromise, placed slavery and freedom on the same footing, commanded the Union government to treat them both with equal indifference and left it to the sovereignty of the people, that is, the majority of the settlers, to decide whether or not slavery was to be introduced in a Territory. Thus, for the first time in the history of the United States, every geographical and legal limit to the extension of slavery in the Territories was removed. Under this new legislation the hitherto free Territory of New Mexico, a Territory five times as large as the State of New York, was transformed into a slave Territory, and the area of slavery was extended from the border of the Mexican Republic to 38 degrees north latitude. In 1859 New Mexico received a slave code that vies with the statute-books of Texas and Alabama in barbarity. Nevertheless, as the census of 1860 proves, among some hundred thousand inhabitants New Mexico does not yet count half a hundred slaves. It had therefore sufficed for the South to send some adventurers with a few slaves over the border, and then with the help of the central government in Washington and of its officials and contractors in New Mexico to drum together a sham popular representation to impose slavery and with it the rule of the slaveholders on the Territory.

However, this convenient method did not prove applicable in other Territories. The South accordingly went a step further and appealed from Congress to the Supreme Court of the United States. This Court, which numbers nine judges, five of whom belong to the South, had long been the most willing tool of the slaveholders. It decided in 1857, in the notorious Dred Scott case, that every American citizen possesses the right to take with him into any territory any property recognized by the Constitution. The Constitution, it maintained, recognises slaves as property and obliges the Union government to protect this property. Consequently, on the basis of the Constitution, slaves could be forced to labour in the Territories by their owners, and so every individual slaveholder was entitled to introduce slavery into hitherto free Territories against the will of the majority of the settlers. The right to exclude slavery was taken from the Territorial legislatures and the duty to protect pioneers of the slave system was imposed on Congress and the Union government.

If the Missouri Compromise of 1820 had extended the geographical boundary-line of slavery in the Territories, if the Kansas-Nebraska Bill of 1854 had erased every geographical boundary-line and set up a political barrier instead, the will of the majority of the settlers, now the Supreme Court of the United States, by its decision of 1857, tore down even this political barrier and transformed all the Territories of the republic, present and future, from nurseries of free states into nurseries of slavery.

At the same time, under Buchanan's government the severer law on the surrendering of fugitive slaves enacted in 1850 was ruthlessly carried out in the states of the North. To play the part of slave-catchers for the Southern slaveholders appeared to be the constitutional calling of the North. On the other hand, in order to hinder as far as possible the colonisation of the Territories by free settlers, the slaveholders' party frustrated all the so-called free-soil measures, i.e., measures which were to secure for the settlers a definite amount of uncultivated state land free of charge.

In the foreign, as in the domestic, policy of the United States, the interest of the slaveholders served as the guiding star. Buchanan had in fact bought the office of President through the issue of the Ostend Manifesto, in which the acquisition of Cuba, whether by purchase or by force of arms, was proclaimed as the great task of national policy. Under his government northern Mexico was already divided among American land speculators, who impatiently awaited the signal to fall on Chihuahua, Coahuila and Sonora. The unceasing piratical expeditions of the filibusters against the states of Central America were directed no less from the White House at Washington. In the closest connection with this foreign policy, whose manifest purpose was conquest of new territory for the spread of slavery and of the slaveholders' rule, stood the reopening of the slave trade, secretly supported by the Union government. St[ephen] A. Douglas himself declared in the American Senate on August 20, 1859: During the last year more Negroes have been imported from Africa than ever before in any single year, even at the time when the slave trade was still legal. The number of slaves imported in the last year totalled fifteen thousand.

Armed spreading of slavery abroad was the avowed aim of national policy; the Union had in fact become the slave of the three hundred thousand slaveholders who held sway over the South. A series of compromises, which the South owed to its alliance with the Northern Democrats, had led to this result. On this alliance all the attempts, periodically repeated since 1817, to resist the ever increasing encroachments of the slaveholders had hitherto come to grief. At length there came a turning point.

For hardly had the Kansas-Nebraska Bill gone through, which wiped out the geographical boundary-line of slavery and made its introduction into new Territories subject to the will of the majority of the settlers, when armed emissaries of the slaveholders, border rabble from Missouri and Arkansas, with bowie-knife in one hand and revolver in the other, fell upon Kansas and sought by the most unheard-of atrocities to dislodge its settlers from the Territory colonised by them. These raids were supported by the central government in Washington. Hence a tremendous reaction. Throughout the North, but particularly in the North-west, a relief organisation was formed to support Kansas with men, arms and money. Out of this relief organisation arose the Republican Party, which therefore owes its origin to the struggle for Kansas. After the attempt to transform Kansas into a slave Territory by force of arms had failed, the South sought to achieve the same result by political intrigues. Buchanan's government, in particular, exerted its utmost efforts to have Kansas included in the States of the Union as a slave state with a slave constitution imposed on it. Hence renewed struggle, this time mainly conducted in Congress at Washington. Even St[ephen] A. Douglas, the chief of the Northern Democrats, now (1857 - 58) entered the lists against the government and his allies of the South, because imposition of a slave constitution would have been contrary to the principle of sovereignty of the settlers passed in the Nebraska Bill of 1854. Douglas, Senator for Illinois, a North-western state, would naturally have lost all his influence if he had wanted to concede to the South the right to steal by force of arms or through acts of Congress Territories colonised by the North. As the struggle for Kansas, therefore, called the Republican Party into being, it at the same time occasioned the first split within the Democratic Party itself.

The Republican Party put forward its first platform for the presidential election in 1856. Although its candidate, John Fremont, was not victorious, the huge number of votes cast for him at any rate proved the rapid growth of the Party, particularly in the North-west. At their second National Convention for the presidential election (May 17, 1860), the Republicans again put forward their platform of 1856, only enriched by some additions. Its principal contents were the following: Not a foot of fresh territory is further conceded to slavery. The filibustering policy abroad must cease. The reopening of the slave trade is stigmatised. Finally, free-soil laws are to be enacted for the furtherance of free colonisation.

The vitally important point in this platform was that not a foot of fresh terrain was conceded to slavery; rather it was to remain once and for all confined with the boundaries of the states where it already legally existed. Slavery was thus to be formally interned; but continual expansion of territory and continual spread of slavery beyond its old limits is a law of life for the slave states of the Union.

The cultivation of the southern export articles, cotton, tobacco, sugar , etc., carried on by slaves, is only remunerative as long as it is conducted with large gangs of slaves, on a mass scale and on wide expanses of a naturally fertile soil, which requires only simple labour. Intensive cultivation, which depends less on fertility of the soil than on investment of capital, intelligence and energy of labour, is contrary to the nature of slavery. Hence the rapid transformation of states like Maryland and Virginia, which formerly employed slaves on the production of export articles, into states which raise slaves to export them into the deep South. Even in South Carolina, where the slaves form four-sevenths of the population, the cultivation of cotton has been almost completely stationary for years due to the exhaustion of the soil. Indeed, by force of circumstances South Carolina has already been transformed in part into a slave-raising state, since it already sells slaves to the sum of four million dollars yearly to the states of the extreme South and South-west. As soon as this point is reached, the acquisition of new Territories becomes necessary, so that one section of the slaveholders with their slaves may occupy new fertile lands and that a new market for slave-raising, therefore for the sale of slaves, may be created for the remaining section. It is, for example, indubitable that without the acquisition of Louisiana, Missouri and Arkansas by the United States, slavery in Virginia and Maryland would have been wiped out long ago. In the Secessionist Congress at Montgomery, Senator Toombs, one of the spokesmen of the South, strikingly formulated the economic law that commands the constant expansion of the territory of slavery. "In fifteen years," said he, "without a great increase in slave territory, either the slaves must be permitted to flee from the whites, or the whites must flee from the slaves."

As is known, the representation of the individual states in the Congress House of Representatives depends on the size of their respective populations. As the populations of the free states grow far more quickly than those of the slave states, the number of Northern Representatives was bound to outstrip that of the Southern very rapidly. The real seat of the political power of the South is accordingly transferred more and more to the American Senate, where every state, whether its population is great or small, is represented by two Senators. In order to assert its influence in the Senate and, through the Senate, its hegemony over the United States, the South therefore required a continual formation of new slave states. This, however, was only possible through conquest of foreign lands, as in the case of Texas, or through the transformation of the Territories belonging to the United States first into slave Territories and later into slave states, as in the case of Missouri, Arkansas, etc. John Calhoun, whom the slaveholders admire as their statesman par excellence, stated as early as February 19, 1847, in the Senate, that the Senate alone placed a balance of power in the hands of the South, that extension of the slave territory was necessary to preserve this equilibrium between South and North in the Senate, and that the attempts of the South at the creation of new slave states by force were accordingly justified.

Finally, the number of actual slaveholders in the South of the Union does not amount to more than three hundred thousand, a narrow oligarchy that is confronted with many millions of so-called poor whites, whose numbers have been constantly growing through concentration of landed property and whose condition is only to be compared with that of the Roman plebeians in the period of Rome's extreme decline. Only by acquisition and the prospect of acquisition of new Territories, as well as by filibustering expeditions, is it possible to square the interests of these poor whites with those of the slaveholders, to give their restless thirst for action a harmless direction and to tame them with the prospect of one day becoming slaveholders themselves.

A strict confinement of slavery within its old terrain, therefore, was bound according to economic law to lead to its gradual effacement, in the political sphere to annihilate the hegemony that the slave states exercised through the Senate, and finally to expose the slaveholding oligarchy within its own states to threatening perils from the poor whites. In accordance with the principle that any further extension of slave Territories was to be prohibited by law, the Republicans therefore attacked the rule of the slaveholders at its root. The Republican election victory was accordingly bound to lead to open struggle between North and South. And this election victory, as already mentioned, was itself conditioned by the split in the Democratic camp.

The Kansas struggle had already caused a split between the slaveholders' party and the Democrats of the North allied to it. With the presidential election of 1860, the same strife now broke out again in a more general form. The Democrats of the North, with Douglas as their candidate, made the introduction of slavery into Territories dependent on the will of the majority of the settlers. The slaveholders' party, with Breckinridge as their candidate, maintained that the Constitution of the United States, as the Supreme Court had also declared, brought slavery legally in its train; in and of itself slavery was already legal in all Territories and required no special naturalisation. Whilst, therefore, the Republicans prohibited any extension of slave Territories, the Southern party laid claim to all Territories of the republic as legally warranted domains. What they had attempted by way of example with regard to Kansas, to force slavery on a Territory through the central government against the will of the settlers themselves, they now set up as law for all the Territories of the Union. Such a concession lay beyond the power of the Democratic leaders and would only have occasioned the desertion of their army to the Republican camp. On the other hand, Douglas's settlers' sovereignty could not satisfy the slaveholders' party. What it wanted to effect had to be effected within the next four years under the new President, could only be effected by the resources of the central government and brooked no further delay. It did not escape the slaveholders that a new power had arisen, the North-west, whose population, having almost doubled between 1850 and 1860, was already pretty well equal to the white population of the slave states -- a power that was not inclined either by tradition, temperament or mode of life to let itself be dragged from compromise to compromise in the manner of the old North-eastern states. The Union was still of value to the South only so far as it handed over Federal power to it as a means of carrying out the slave policy. If not, then it was better to make the break now than to look on at the development of the Republican Party and the upsurge of the North-west for another four years and begin the struggle under more unfavourable conditions. The slaveholders' party therefore played va banque. When the Democrats of the North declined to go on playing the part of the poor whites of the South, the South secured Lincoln's victory by splitting the vote, and then took this victory as a pretext for drawing the sword from the scabbard.

The whole movement was and is based, as one sees, on the slave question. Not in the sense of whether the slaves within the existing slave states should be emancipated outright or not, but whether the twenty million free men of the North should submit any longer to an oligarchy of three hundred thousand slaveholders; whether the vast Territories of the republic should be nurseries for free states or for slavery; finally, whether the national policy of the Union should take armed spreading of slavery in Mexico, Central and South America as its device.

In another article we will probe the assertion of the London press that the North must sanction secession as the most favourable and only possible solution of the conflict.

I wish to highlight the following paragraph from the "Workers Vanguard" reply to Joel in the linked article above:

"Joel asserts that the period of the Civil War—including Marx’s support to Lincoln—“is actually a time when the concept of a ‘two stage revolution’ makes sense, even though the term was not used at that time.” However, this poses the question in an ahistorical manner. Marx was not working within the framework of “two stage revolution.” To the contrary, for Marx, the Civil War was not the first stage of a revolution whose sequel would bring the working class to power but the culmination of the bourgeois revolution. The dogma of “two stage revolution,” as originally developed for tsarist Russia, held that because Russia was a backward country that had not yet undergone a bourgeois-democratic revolution, a bourgeois republic was necessary to achieve modernization and prepare the proletariat for taking power. But by the time the two-stage conception appeared on the scene, capitalism was no longer capable of playing a historically progressive role."

Every radical, every revolutionary, hell, every serious liberal should think long and hard about this paragraph. The progressive days of the capitalist system are over, long over. Every attempt, including many in the old days by this writer, to deny that reality and try to forge a strategic alliance (as opposed to an occasional episodic united front on a specific issue) with even ONE representative of that class today, in 2009, is political folly, or worst. And that is true even if that ONE representative is the high-flying Barack Obama whom many are still giving a political 'free ride' despite his much demonstrated undying devotion to the preservation of the American empire and the international capitalist system.

[The Election Results in the Northern States]

The elections have in fact been a defeat for the Washington government. The old leaders of the Democratic Party have skilfully exploited the dissatisfaction over the financial clumsiness and military ineptitude, and there is no doubt that the State of New York, officially in the hands of the Seymours, Woods and Bennetts, can become the centre of dangerous intrigues. At the same time, the practical importance of this reaction should not be exaggerated. The existing Republican House of Representatives continues, and its recently elected successors will not replace it until December 1863. For the time being, therefore, the elections are nothing more than a demonstration, so far as the Congress in Washington is concerned. No gubernatorial elections have been held except in New York. The Republican Party thus retains the leadership in the individual states. The electoral victories of the Republicans in Massachusetts, Iowa, Illinois and Michigan more or less balance the losses in New York, Pennsylvania, Ohio and Indiana.

A closer analysis of the “Democratic” gains leads to an entirely different result than the one trumpeted by the English papers. New York City, strongly corrupted by Irish rabble, actively engaged in the slave trade until recently, the seat of the American money market and full of holders of mortgages on Southern plantations, has always been decidedly “Democratic”, just as Liverpool is still Tory. The rural districts of New York State voted Republican this time, as they have since 1856, but not with the same fiery enthusiasm as in 1860. Moreover, a large part of their men entitled to vote is in the field. Reckoning the urban and rural districts together, the Democratic majority in New York State comes to only 8,000-10,000 votes.

In Pennsylvania, which has long wavered, first between Whigs... and Democrats, and later between Democrats and Republicans, the Democratic majority was only 3,500 votes. In Indiana it is still smaller, and in Ohio, where it numbers 8,000, the Democratic leaders known to sympathise with the South, such as the notorious Vallandigham, have lost their seats in Congress. The Irishman sees the Negro as a dangerous competitor. The efficient farmers in Indiana and Ohio hate the Negro almost as much as the slaveholder. He is a symbol, for them, of slavery and the humiliation of the working class, and the Democratic press threatens them daily with a flooding of their territories by “niggers.” In addition, the dissatisfaction with the miserable way the war in Virginia is being waged was strongest in those states which had provided the largest contingents of volunteers.

All this, however, is by no means the main thing. At the time Lincoln was elected (1860) there was no civil war, nor was the question of Negro emancipation on the order of the day. The Republican Party, then quite independent of the Abolitionist Party, aimed its 1860 electoral campaign solely at protesting against the extension of slavery into the Territories, but, at the same time, it proclaimed non-interference with the institution in the states where it already existed legally. If Lincoln had had Emancipation of the Slaves as his motto at that time, there can be no doubt that he would have been defeated. Any such slogan was vigorously rejected.

Matters were quite different in the latest election. The Republicans made common cause with the Abolitionists. They came out emphatically for immediate emancipation, whether for its own sake or as a means of ending the rebellion. If this circumstance is taken into account, the majority in favour of the government in Michigan, Illinois, Massachusetts, Iowa and Delaware, and the very significant minority vote it obtained in the states of New York, Ohio and Pennsylvania, are equally surprising. Before the war such a result would have been impossible, even in Massachusetts. All that is needed now is energy, on the part of the government and of the Congress that meets next month, for the Abolitionists, now identical with the Republicans, to have the tipper hand everywhere, both morally and numerically. Louis Bonaparte’s hankering to intervene strengthens the Abolitionists’ case “from abroad”. The only danger lies in the retention of such generals as McClellan, who are, apart from their incompetence, avowed pro-slavery men.”
