When Polemic Ruled The Leftist Life- Trotskyism vs. Stalinism In It Maoism Phase, Circa 1973 -Carl Davidson's "Left in Form, Right in Essence:Origins of U.S. Trotskyism"

No question today, 2011 today, Marxists in this wicked old world are as scarce as hen’s teeth. Leninists and Trotskyists even fewer. And to be sure there are so many open social and political wounds in the world from the struggle against imperialism in places like Libya, Iraq, and Afghanistan, just to name the obvious America imperial adventures that come quickly off the tip of the tongue, to the struggles in America just for working people to keep heads above water in the riptide of rightist reaction on the questions of unemployment, unionism, social services, racial inequality and the like that it is almost hard to know where to start. Nevertheless, however dismal the situation may seem, the need for political clarity, for polemic between leftist tendencies, is as pressing today as it was going back to Marx’s time. Marx and Engels’ Communist Manifesto, after all, is nothing but a long polemic against all the various misguided notions of socialist reconstruction of society of their day. And Marxists were as scarce as hen’s teeth then, as well.

When I first came under the influence of Marx in the early 1970s, as I started my search for some kind of strategy for systemic social change after floundering around with liberalism, left-liberalism, and soft social-democracy, one of the things that impressed me while reading the classics was the hard polemical edge to the writings. That same thing impressed me with Lenin and Trotsky (although as the “prince of the pamphleteers” I found that Trotsky was the more fluent writer of the two). That edge, and the fact that they all spent more time, much more time, polemicizing against other leftists than with bourgeois democrats in order to clarify the tasks confronting revolutionaries. And, frankly, I miss that give and take that is noticeably absent from today’s leftist scene. Or is dismissed as so much ill-will, malice, or sectarian hair-splitting when what we need to do is “make nice” with each other. There actually is a time to make nice, in a way, it is called the united front in order for the many to fight on specific issues. Unless there is a basic for a revolutionary regroupment which, frankly, I do not see on the horizon then this is proper vehicle, and will achieve all our immediate aims in the process.

So call me sentimental but I am rather happy to post these entries that represent the old time (1973, now old time) polemics between the Spartacist brand of Trotskyism and the now defunct Guardian trend of Maoism that the now far less radical Carl Davidson was then defending. Many of the issues, political tendencies, and organizations mentioned may have passed from the political scene but the broader questions of revolutionary strategy, from the implications of Trotsky’ s theory of permanent revolution to the various guises of the popular front still haunt the leftist night. Carl Davidson's "Left in Form, Right in Essence:Origins of U.S. Trotskyism"

The Trotskyists have been known – both historically and in the present period – as “wreckers and splitters” of the people’s organizations and movements.

While they vociferously deny the charge, an examination of their history demonstrates that they have earned it. The Trotskyists themselves even celebrate their wrecking and splitting tactics as high points in their theoretical development.

This conclusion becomes particularly obvious in view of certain aspects of the history of the Trotskyists in the U.S.: their initial break with the Communist party and their “entry” into the Socialist party.

The Trotskyists were first organized in this country as a secret faction within the CP. They were led by James P. Cannon, active in the party’s defense work and a member of its central committee.

What was unique about this faction – and undoubtedly required its secrecy – was that it was formed after Trotskyism has been repudiated by the Communist International as a petty bourgeois trend, a variety of Menshevism. The question was discussed within the CPUSA as well. Cannon and his followers, however, never presented their views, but worked surreptitiously toward a split in violation of the basic democratic centralist norms of party organization. In his History of American Trotskyism, written in 1942, Cannon tries to justify this by pleading ignorance at the time.

“Someone may ask,” he writes, “‘why didn’t you make speeches in favor of Trotsky?’ I couldn’t do that either because I didn’t understand the program.”

This was in 1928, after he had voted in favor of resolutions against Trotskyism. Yet in the same book, Cannon states that in 1926 he had read Trotskyist documents attacking Soviet relations with British trade unions and agreed with them.

“It had a profound influence on me,” he said. “I felt that at least on this question ... the Oppositionists had the right line. At any rate. I was convinced that they were not the counter- revolutionists they were pictured to be.”

Why didn’t Cannon speak out on this point he was sure about? The answer he gives is instructive. It reveals the Trotskyist view of inner-party life, their contempt for criticism and self-criticism as a “self-denigrating” practice borrowed from the Catholic Church. It also shows why there are so many Trotskyist splinter groups today.

“A serious and responsible revolutionist,” says Cannon, “cannot disturb a party merely because he becomes dissatisfied with this, that or the other thing. He must wait until he is prepared to propose concretely a different program, or another party ... Of course, if one had no responsibility to the party, if he were a mere commentator or observer, he would merely speak his doubts and have it over with. You can’t do that in a serious political party. If you don’t know what to say, you don’t have to say anything. The best thing is to remain silent.”

But Cannon didn’t maintain his false naivete for long. As a delegate to the Sixth Congress of the Comintern in 1928, he claims to have come across a basic document of Trotsky’s, to which he was instantly converted. Still, he kept his mouth shut.

“We didn’t begin the fight in Moscow,” writes Cannon, “although we were already thoroughly convinced ... We couldn’t have best served our political ends by doing so.”

What were those ends? “The task was to recruit a new faction in secret before the inevitable explosion came, with the certain prospect that this faction, no matter how big or small it might be, would suffer expulsion ...”

By the time of his return to the U.S., Cannon’s activities had raised suspicions within the party. When a resolution against Trotskyism was raised within a party caucus in order to determine where his group stood, Cannon brags about his group’s deceitful methods in skirting the issue:

We objected on the ground...that the question of Trotskyism’ had been decided long ago, and that there was absolutely no point in raising this issue again. We said we refused to be a party to any of this folderol ...
They nourished the hope – oh how they hoped! – that a smart fellow like Cannon would eventually come to his senses and not just go and start a futile fight for Trotsky at this late day. Without saying so directly, we gave them a little ground to think that this might be so ...

Cannon’s ruse exposed

Cannon’s ruse didn’t last long. Within a few weeks he was exposed, brought to trial under the party’s rules and expelled.

Thus began American Trotskyism. At first there were only three: Cannon, Martin Abern and Max Shachtman. Within the next months, they only gathered a few dozen people around them. Through political propaganda and organizational measures, the CP had effectively isolated them as renegades.

“A wall of ostracism separated us from the party members,” says Cannon, “We were cut off from our old associations without having new ones to go to. There was no organization we might join, where new friends and co-workers might be found ... We lived in those first days under a form of pressure which is in many respects the most terrific that can be brought to bear against a human – social ostracism from people of one’s own kind.”

Cannon’s description of his movement’s “dog days” are a back-handed tribute to the CP’s political work and hegemony within’ the movement at the time. But his account also reveals the mistakes that were made – primarily the use of violence to disrupt the tiny Trotskyist meetings – and how these turned around to help the Trotskyists build their organization.

“We came back stronger after every fight,” Cannon writes, “and this attracted sympathy and support. Many of the radical people in New York, sympathizers of the Communist party, and even some members, would come to our meetings to help protect them in the interest of free speech. They were attracted by our fight, our courage, and revolted by the methods of the Stalinists. They would then start reading our material and studying our program ... We built these little groups in various cities, and soon we had the skeleton of a national organization.”

Nonetheless the Trotskyists remained a tiny sect. At this point they called themselves the “Communist League of America (Opposition).” In their view, they were not a party and engaged in no mass work, but an unofficial faction of the Communist party. All their propaganda work – which was all they did – was aimed at the CP rank and file and aimed at dividing them from their leadership.

They had little success. The progress of socialist construction in the Soviet Union, in the midst of capitalist crisis and proletarian upsurge throughout the world, attracted millions of people to the parties of the Communist International. The struggle against right opportunism within the movement also took its toll of the “opposition.”

“By this maneuver,” states Cannon, “they dealt us a devastating blow. Those disgruntled elements in the party, who had been inclined toward us and who opposed the opportunism of the Lovestone group, became reconciled to the party. They used to say to us: You see, you were wrong. Stalin is correcting everything. He is taking a radical position all along the line in Russia, America and everywhere else.”

Then Cannon adds: “We were utterly isolated, forced in upon ourselves. Our recruitment dropped to almost nothing ... Then, as is always the case with new political movements, we began to recruit from forces none too healthy ... Freaks always looking for the most extreme expression of radicalism, misfits, windbags, chronic oppositionists who had been thrown out of half a dozen organizations-such people began to come to us in our isolation, shouting, ‘Hello Comrades.’ I was always against admitting such people,. but the tide was too strong.”

Recruit from the right

Rebuked in their efforts to recruit from the left, the Trotskyists had only one place to go – recruit from the right. The victory of fascism in Germany had exposed the treachery of the leadership of the social-democratic parties of the Second International. Splits were developing. discontent was growing among social- democratic workers and many groupings among them were looking more and more to the leadership of the Communists. This was especially true following the Seventh Congress of the Comintern. which corrected a number of “left” errors in its call for the united and popular front against fascism.

The main historical responsibility for the victory of fascism in Germany had been placed squarely on the Social-Democrats. The main trend was toward unity with the Communists. What did the Trotskyists do? Exactly the opposite. They declared the Communists responsible for fascism, denounced the Comintern as hopelessly counter-revolutionary and moved to join the parties of the Second International.

In the United States this was accomplished in two steps, through the Trotskyist tactics of “fusion” and “entryism.” The first step consisted of joining with a group of reformist trade unionists led by A.J. Muste and forming the “Workers party.” After a short time it was decided that this group was too “sectarian” in its opposition to the Socialist party, which was even further to the right.

Actually the Trotskyists were intent on dissolving the Workers party into the Socialist party and destroying both organizations in the process, hoping they would raid enough recruits to form their own party after the dust had settled.

As in their break with the CP, the Trotskyists were completely dishonest in their approach. “We had join individually,” states Cannon, “because they wanted to humiliate us, to make it appear that we were simply dissolving our party. humbly breaking with our past and starting anew as pupils of the ‘Militants,’ caucus of the SP. It was rather irritating, but we were not deflected from our course by personal feelings. We had been too long in the Lenin school for that. We were out to serve political ends.”

What ends? Cannon mentions two. One was to recruit a liberal, petty-bourgeois base to defend Trotsky in the international arena from a platform of “respectability.” The other was to oppose developments toward a united front between the CP and the SP.

“We had stirred up the rank and file of the Socialist party,” Cannon says, “against the idea of unity with the Stalinists. This blocked their games and they took it out in increased resentment against us.”

But even serving these political ends was not necessary to justify the Trotskyist tactics. Cannon comments on Trotsky’s evaluation of the action “when we were talking with him about the total result of our entry into the Socialist party and the pitiful state of its organization afterward. He said that alone would have justified the entry into the organization even if we hadn’t gained a single new member.”

The Trotskyists did gain a number of recruits, however, and doubled their size. This still did not break their isolation from the working class. Their attitude toward the trade union struggle and the Afro-American people guaranteed that, despite their ensuing formation of the Socialist Workers party.

On The 100th Anniversary Of Newly-Fledged German Communist Leader Rosa Luxemburg And Karl Liebknecht-Oh, What Might Have Been-*From The Archives- Youth, The Military and The Struggle Against War-In Honor Of Karl Liebknecht

History in the conditional, what might have happened if this or that thing, event, person had swerved this much or that, is always a tricky proposition. Tricky as reflected in this piece’s commemorative headline. Rosa Luxemburg the acknowledged theoretical wizard of the German Social-Democratic Party, the numero uno party of the Second, Socialist International, which was the logical organization to initiate the socialist revolution before World War II and Karl Liebknecht, the hellfire and brimstone propagandist and public speaker of that same party were assassinated in separate locale on the orders of the then ruling self-same Social-Democratic Party. The chasm between the Social-Democratic leaders trying to save Germany for “Western Civilization” in the wake of the “uncivilized” socialist revolution in Russia in 1917 had grown that wide that it was as if they were on two different planets, and maybe they were.

(By the way I am almost embarrassed to mention the term “socialist revolution” these days when people, especially young people, would be clueless as to what I was talking about or would think that this concept was so hopelessly old-fashioned that it would meet the same blank stares. Let me assure you that back in the day, yes, that back in the day, many a youth had that very term on the tips of their tongues. Could palpably feel it in the air. Hell, just ask your parents, or grandparents.)

Okay here is the conditional and maybe think about it before you dismiss the idea out of hand if only because the whole scheme is very much in the conditional. Rosa and Karl, among others made almost every mistake in the book before and during the Spartacist uprising in some of the main German cities in late 1918 after the German defeat in the war. Their biggest mistake before the uprising was sticking with the Social Democrats, as a left wing, when that party had turned at best reformist and eminently not a vehicle for the socialist revolution, or even a half-assed democratic “revolution” which is what they got with the overthrow of the Kaiser. They broke too late, and subsequently too late from a slightly more left-wing Independent Socialist Party which had split from the S-D when that party became the leading war party in Germany for all intents and purposes and the working class was raising its collective head and asking why. 

The big mistake during the uprising was not taking enough protective cover, not keeping the leadership safe, keeping out of sight like Lenin had in Finland when things were dicey in 1917 Russia and fell easy prey to the Freikorps assassins. Here is the conditional, and as always it can be expanded to some nth degree if you let things get out of hand. What if, as in Russia, Rosa and Karl had broken from that rotten (for socialism) S-D organization and had a more firmly entrenched cadre with some experience in independent existence. What if the Spartacists had protected their acknowledged leaders better. There might have been a different trajectory for the aborted and failed German left-wing revolutionary opportunities over the next several years, there certainly would have been better leadership and perhaps, just perhaps the Nazi onslaught might have been stillborn, might have left Munich 1923 as their “heroic” and last moment.  


Instead we have a still sad 100th anniversary of the assassination of two great international socialist fighters who headed to the danger not away always worthy of a nod and me left having to face those blank stares who are looking for way forward but might as well be on a different planet-from me.

U.S. Out of Iraq Now! Down With the Imperialist Occupation!

The following Young Spartacus article was issued in leaflet form on October 19 and distributed by the SYC at the “On the Frontlines” national “counter-recruitment” conference at UC Berkeley on October 22-23.

As the barbaric U.S. neocolonial occupation of Iraq drags on, hundreds of thousands rallied for an end to the occupation in Washington, D.C., L.A. and San Francisco on September 24. Hundreds of students in San Francisco and Washington, D.C., marched in “College Not Combat, Relief Not War” contingents. These contingents represented students around the country who have waged campaigns against military recruiters in high schools and on college campuses, broadly known as the “counter-recruitment” movement. These student protests have been motivated by opposition not only to the occupation of Iraq, but also to the “economic draft,” which drives many working-class, disproportionately black and other minority youth to sign up for the military, as well as opposition to the military’s anti-gay discrimination.

The U.S. rulers’ crusade against Iraq for more than a decade, under both Republican and Democratic administrations, has exacted a huge death toll, primarily of Iraqis: over 1.5 million were killed by malnutrition and disease as a result of UN sanctions alone and several hundred thousand more during both wars and the occupation. While much sympathy in the U.S. is directed currently toward the almost 2,000 American soldiers who have died in Iraq, the starting point for Marxists is that working people must take a side in the war and occupation—against U.S. imperialism. Every blow, setback or defeat for the bloodiest imperialist power on the planet is a blow in the interests of working people around the world. Just as we stood for the defense of Iraq against U.S. attack during the war, today we stand for the unconditional, immediate withdrawal of U.S. troops and for defense of the peoples of Iraq against U.S. attack and repression. Insofar as Iraqi forces on the ground aim their blows against the imperialist occupiers and their lackeys, we call for their military defense against U.S. imperialism. At the same time, we oppose the murderous communal violence against ethnic, religious and national populations often carried out by the same forces fighting the occupation.

While much of the activity around the “counter-recruitment” movement is directed at preventing individual youth from signing up for the military, the main campus organizers of many of the college protests, the Campus Antiwar Network (CAN), which is dominated politically by the International Socialist Organization (ISO), state: “We believe that it is not enough to convince people on an individual level that the military is a bad idea.... We need to build a movement that will force the military out of our school and our classrooms for good” (“College Not Combat: Get the Military Out of Our Schools,” CAN Web site).

The question is: Can you actually accomplish that? While it is a very good thing that student protests may succeed in temporarily kicking the military off campus, the reality is that recruiters and officer training programs like ROTC will keep coming back so long as the imperialist army exists. During the late 1960s and early 1970s, ROTC was kicked off over a hundred campuses, not only as the result of student protest, but especially because there was massive social struggle going on more broadly and because the U.S. imperialists were losing the war against the revolutionary Vietnamese workers and peasants. But over the years, ROTC was restored to many of these campuses again. As Marxists, our goal is not just to get ROTC and military recruiters off campus for now, but to win students to the struggle to organize the social power of the working class for socialist revolution to get rid of imperialist militarism, and the capitalist system it serves, once and for all.

Revolutionary Anti-Militarism vs. Pacifist Delusion

The Spartacus Youth Clubs and the Spartacist League have initiated, led and participated in many protests to drive military recruiters and ROTC off campuses over the course of four decades. As we stated at an SYC-led protest against ROTC at UC Berkeley last April: “Military recruiters and ROTC are direct appendages of the military machine that exists to defend the American imperialist ruling class” (“SYC Leads Protest Against ROTC,” WV No. 848, 13 May). We understand that the military exists to carry out imperialist conquest abroad and repression against working people at home. We uphold the call raised by German Marxist Wilhelm Liebknecht: “Not a man nor a penny” for bourgeois militarism.

We vigorously defend all those who have been victimized by campus administrations and the cops for their actions against military recruiters, including most recently, student protesters at Holyoke Community College in Massachusetts who on September 29 were assaulted by police while picketing an Army National Guard recruiting table in the school cafeteria. We also defend those organizations that have been victimized by the campus administration for organizing protests, such as the ISO and Students Against War at San Francisco State University.

As Marxists, we have a program for fighting against the imperialist military that is counterposed to that of the “counter-recruitment” movement, whose organizers range from religious and liberal pacifists to supposedly socialist organizations such as the ISO. The difference comes down to how you answer two fundamental and related questions: How do you successfully fight to end imperialist war? How do you fight to end militarism? We understand that you cannot end war, imperialist militarism or the economic conditions that force working-class and minority youth into the military without getting rid of the capitalist system in which these are rooted.
In contrast, the program of the “counter-recruitment” movement is to try to reform the capitalist system to be less militarist and imperialist. This is summed up in CAN’s “College Not Combat” pamphlet:

“We believe that the money that is going to fight the occupation of Iraq and the $4 billion spent annually on military recruiting should be spent on real educational opportunities and job funding. The best way to win that demand is to build a mass movement to get recruiters off our campuses for good.”

This strategy is entirely consistent with the politics of purportedly socialist organizations such as the ISO, Workers World Party (WWP) and Revolutionary Communist Party (RCP), which have sought to build an “antiwar movement” consisting of “peace-loving” people of all different classes to pressure the imperialist rulers to stop the war on Iraq, end the occupation and put resources into worthy endeavors rather than war. The main goal for such organizations is to reform the capitalist system, a system that can’t be made to serve the interests of working people and the oppressed.

The ISO, WWP and RCP’s program of pressuring the capitalists to make their system more humane serves to demobilize struggles of radical youth, workers and the oppressed. Preaching pacifist reformism, these groups are an obstacle to the development of revolutionary consciousness among those engaged in struggle. A resolution during World War I by a conference of exiled Russian revolutionary Marxists in Switzerland, including Bolshevik leader V. I. Lenin, explained:
“Pacifism, the preaching of peace in the abstract, is one of the means of duping the working class. Under capitalism, particularly in its imperialist stage, wars are inevitable….

“The propaganda of peace unaccompanied by a call for revolutionary mass action can only sow illusions and demoralise the proletariat, for it makes the proletariat believe that the bourgeoisie is humane.”

It is precisely such pacifist duping that reformist “socialist” groups engage in by building antiwar and “counter-recruitment” movements based on calls such as “No to war!”, “War is not the answer,” “Hurricane relief, not war”—the preaching of peace in the abstract with no call for revolutionary action by the working class against the capitalist system. Such campaigns push the lie that imperialist militarism and war can be ended through means other than the overthrow of the imperialist order through proletarian, revolutionary, internationalist struggle.

The Road to Peace Lies Through Class War

As the newspaper of the American Trotskyist youth organization of the 1930s from which we take our name stated:

“For the youth, as for other workers, it is imperative that he learns the class nature of society and of government and of warfare. When he learns these lessons he will have made headway in the fundamental question. Between classes there can be no peace till one or the other is vanquished. The workers have to understand that the road to peace lies through war: class war, class struggle.”

Imperialist war and militarism are the outcome of capitalist, class-divided society, in which a tiny minority of the population owns the banks and industry and amasses profit by exploiting the labor of the working class. The military is an integral component of the capitalist state, which consists also of the cops, the courts, the prisons—forces of repression and violence that defend the rule of the capitalist class against the working and oppressed masses.

The drive toward war is inherent in the capitalist system. In his classic work on the subject, Imperialism, the Highest Stage of Capitalism, Lenin laid out that imperialism is not some reformable policy, but the final stage of capitalism in its decay. Contending imperialist powers carve up the world into spheres of economic influence, as the nation-state proves too narrow and confining in terms of markets and the availability of cheap labor and natural resources. Imperialism is fundamentally an economic system backed up by massive military force to “settle” the inevitable economic rivalries between major capitalist states. These rivalries throw humanity into interimperialist world wars of massive devastation, such as World Wars I and II. The drive to control markets and spheres of exploitation also leads to predatory wars by imperialists against colonial and semicolonial countries.

Revolutionary Marxist Rosa Luxemburg in her 1916 Junius Pamphlet described the true nature of imperialist capitalism, as revealed at that time by World War I:
“Shamed, dishonored, wading in blood and dripping with filth—thus stands bourgeois society. And so it is. Not as we usually see it, pretty and chaste, playing the roles of peace and righteousness, of order, of philosophy, ethics and culture. It shows itself in its true, naked form—as a roaring beast, as an orgy of anarchy, as a pestilential breath, devastating culture and humanity.”

While this barbaric system generates discontent among wide layers of the population, the only power that students have on their own is to register their anger through various forms of protest. However, there is a social force that has the power not just to protest, but to shut down the whole system we live under—the multiracial working class. Its social power derives from the fact that it has its hands directly on the means of production—the mines, factories, means of transport and communications—and can shut down production and capitalist profit by withholding its labor, by striking. One solid longshore strike during the Iraq war would have had a far greater impact on the U.S. government than many millions of peace protesters marching in the street. It is that kind of social power that students and the oppressed masses need to look to and ally with.

The working class not only has the social power but the objective interest to put an end to capitalist rule. The workers’ interests can never be reconciled with those of the capitalists who exploit them. The interests of working people and the oppressed can be served only by creating a socialist society where production is for human need, not the profit of a small layer of exploiters. It is only through class war, i.e., the struggle of the working class leading the oppressed against the capitalist order, that the economic and political roots of imperialist war and militarism can be destroyed. The destruction of capitalism will not happen spontaneously, but requires the intervention of a conscious Marxist leadership, a revolutionary workers party that fights for socialist revolution. It is such a party that the Spartacist League, of which the SYCs are the student-youth auxiliary, is dedicated to forging.

Left Servants of Imperialism

If the idea of mobilizing the working class in mass struggle seems far-fetched to most youth in the U.S. today, it is because what they have seen of class war in their lifetimes has mostly consisted of a capitalist assault on workers, with very little working-class struggle in response. It is important to understand from a historical perspective not only that the class contradictions of this system will inevitably lead to future mass struggles by working people, but also that the power of the working class has been kept in chains by working-class misleaderships. Class struggle has been demobilized by the false ideology pushed by the trade-union bureaucracy and its left helpers: that the interests of labor and capital can be reconciled, that the overturn of this whole rotten, stinking system is impossible and therefore the best we can do is to negotiate “better” terms of capitalist exploitation for working people. As part of the struggle to uproot the whole profit system, a class-struggle leadership of the labor movement would fight for free, quality, integrated education for all, free health care, decent jobs and housing for all and against racial and sexual oppression.

The lie that working people and their exploiters can share a common interest is pushed in practice through the trade-union bureaucracy’s open support to the capitalist Democratic Party and the promotion of “antiwar” Democrats and petty capitalist Greens by ostensibly socialist organizations in the antiwar movement. Pro-imperialist trade-union bureaucrats who support the “war on terror” (in reality a war on immigrants, black people and labor) and the war and occupation in Iraq are clearly misleaders of the working class. More insidious are those who stand in opposition to the war but preach a program of capitalist reform, a program that is objectively for the maintenance of the system that breeds war—these are also misleaders of the working class.

Such left-talking misleaders are hardly a recent development in the history of the class struggle. Lenin’s trenchant polemics against two “servants of imperialism” during World War I, Karl Kautsky and Filippo Turati, fit today’s ISO, WWP and RCP to a tee:

“When socialist leaders like Turati and Kautsky try to convince the masses, either by direct statements…, or by silent evasions (of which Kautsky is a past master), that the present imperialist war can result in a democratic peace, while the bourgeois governments remain in power and without a revolutionary insurrection against the whole network of imperialist world relations, it is our duty to declare that such propaganda is a deception of the people, that it has nothing in common with socialism, that it amounts to the embellishment of an imperialist peace….
“Their [Kautsky and Turati] attention is entirely absorbed in reforms, in pacts between sections of the ruling classes; it is to them that they address themselves, it is them they seek to ‘persuade,’ it is to them they wish to adapt the labour movement.”

An example of how the ISO and WWP look to the capitalist class enemy, not the working class, is their promotion of cross-class liberal “antiwar” alliances, such as the strategy of working with Democratic and Green Party politicians to get city council resolutions (in New York) and ballot propositions (in San Francisco) passed against military recruiters in schools. Seeking to persuade the powers that be on the campus level, the ISO appeals to those who administer the colleges on behalf of the capitalists to stop violating their professed anti-discrimination policies and ban military recruiters. We call for a “yes” vote on San Francisco Proposition I as a basic statement of opposition to military recruiters in schools. However, it is not through propositions that you can fight to end imperialist militarism—only through working-class struggle. And working-class struggle must be independent of the capitalist class enemy, including the Democratic Party of racism and war.

Revolutionary Politics and Military Defense of Iraq

The ISO, WWP and RCP’s refusal to call for the military defense of Iraq against U.S. and British imperialism in the lead-up to and during the war is yet another proof of their class-collaborationist orientation. Marxists are not pacifists. In his 1915 work, Socialism and War, Lenin summarized the attitude of Marxists to wars between imperialist powers and colonial or semicolonial countries:

“If tomorrow, Morocco were to declare war on France, or India on Britain, or Persia or China on Russia, and so on, these would be ‘just,’ and ‘defensive’ wars, irrespective of who would be the first to attack; any socialist would wish the oppressed, dependent and unequal states victory over the oppressor, slave-holding and predatory ‘Great’ Powers.”

The Spartacist League and Spartacus Youth Club applied this program of revolutionary defensism in the lead-up to and during the Iraq war, uniquely raising the slogans: “Defend Iraq Against U.S./British Imperialist Attack! Down With U.S. Imperialism! For Class Struggle Against U.S. Capitalist Rulers!” We took a side militarily with semicolonial Iraq against the U.S. imperialist invaders, while politically opposing Saddam Hussein’s bloody capitalist regime. While favoring the defeat of the U.S., we understood that given the enormous military advantage of the United States, the most effective means of opposing the U.S. war drive was international working-class struggle against the capitalists, especially here in the U.S.

Forthright military defense of Iraq was anathema to the ISO, WWP and RCP because their goal was not to mobilize working people on the side of the Iraqi people and for the defeat of the U.S., but to build a “movement” for pressuring the imperialists to end the war. In practice this meant uniting with liberals and capitalist politicians like Democrats Jesse Jackson and Al Sharpton, who came out against the Iraq war not because they are opposed to U.S. imperialism but because they don’t think the war/occupation is the best way of advancing the interests of U.S. imperialism. That sentiment has grown among a layer of the ruling class who want to extract the U.S. from the quagmire the Iraq occupation has become. In addition to being the voice for a section of the ruling class who thought that an anti-Communist campaign against North Korea made more sense than going after Iraq, these “antiwar” politicians are doing their job for the capitalists of containing black and working-class anger against this system safely within the confines of bourgeois electoralism.

In a seeming about-face, the very organizations that steadfastly refused to call for the defense of Iraq during the war, i.e., when it counted, such as the ISO and WWP, are today cheering the “right to resist” the U.S. occupation forces. The ISO has suddenly discovered quotes from Lenin and Trotsky on the need to defend oppressed nations against imperialism. But what is really behind their shift in position is the hope that victories by the Iraqi “resistance” will augment support within the Democratic Party for withdrawal from Iraq. Just as the ISO and WWP practice class collaboration at home, they cheer on Islamic reactionaries and other forces as “anti-imperialists” in the neocolonial world. The ISO writes: “Even if it were true that the resistance was dominated by Baathists and hard-line Islamists, this wouldn’t be the central issue. Whatever the religious and political affiliations of the different resistance organizations and groupings, the main goal—the one that unites various forces of the Iraqi resistance—is ‘to liberate their country from foreign occupation’” (“Why We Support the Resistance to Occupation: Iraq’s Right to National Self-Determination,” Socialist Worker, 4 February).

In fact, the Iraqi “resistance” largely consists of disparate and mutually hostile ethnic, religious and communalist forces that aim much of their fire against rival civilian populations. When such forces do aim their blows against the occupation forces and their lackeys, we militarily defend them. However, in contrast to the ISO, we have stated: “We do not imbue the forces presently organizing guerrilla attacks on U.S. forces with ‘anti-imperialist’ credentials and warn that in the absence of working-class struggle in Iraq and internationally against the occupation, the victory of one or another of the reactionary clerical forces is more likely to come about through an alliance with U.S. imperialism” (“The Left and the Iraqi Resistance: U.S. Out of Iraq Now!” WV No. 830, 6 August 2004).
The class-collaborationist, anti-revolutionary program of groups like the ISO is defined by their visceral hostility toward those countries where capitalism has been overturned. The ISO supported every counterrevolutionary movement that sought to overturn the gains of the Russian Revolution and cheered the destruction of the USSR in 1991-92. Capitalist restoration has been a disaster for the working people of the ex-USSR, resulting in unprecedented devastation of living standards and the destruction of historic social gains for women and ethnic and national minorities. In opposition to the imperialist triumphalism that communism is dead, as well as the widespread view among radical youth that there is nothing about the Soviet Union worth replicating today, we understand that the 1917 October Revolution remains the model for social liberation. That revolution, led by V.I. Lenin and Leon Trotsky, established the world’s first workers state, a beacon for all those struggling to liberate humanity. Despite later Stalinist degeneration, the USSR demonstrated the power of a planned, collectivized economy, providing free education, health care, inexpensive housing and jobs for all.

The destruction of the Soviet Union represented a world-historic defeat for working people around the world, removing the military and industrial power that stayed the hand of the imperialists and made possible victories like the overturn of capitalism in East Europe and in Cuba, North Korea, China and Vietnam. We followed in the footsteps of Leon Trotsky by fighting for the unconditional military defense of the USSR against imperialism and against the restoration of capitalism, while simultaneously fighting for working-class political revolution to oust the Stalinist bureaucrats. Unlike pacifists and the anti-Soviet ISO and RCP, we militarily defend the workers states, despite their Stalinist deformations, against the imperialists, which includes upholding their right to nuclear weapons. The Soviet bureaucracy’s nationalist, parasitic rule undermined the gains of the Russian Revolution, especially by renouncing the struggle for international socialist revolution. The anti-Marxist Stalinist dogma of “socialism in one country” meant betrayal of revolutionary opportunities around the world and led ultimately to the final undoing of the Russian Revolution itself.

Race, Class and Militarism

Reflecting the growing opposition among the U.S. populace as a whole to the occupation of Iraq was the outpouring this summer of support and sympathy for Cindy Sheehan, the mother of an American soldier killed in Iraq, who is for ending the occupation. Sheehan captured headlines for weeks with her encampment outside President Bush’s Texas ranch. Sheehan’s poignant protest exposed the capitalist rulers’ contempt for the overwhelmingly working-class and minority ranks of the military and their families, who are expected to unquestioningly obey “God and country” and provide the cannon fodder for the U.S. imperialist war machine.
Notwithstanding the working-class background of most U.S. troops, the imperialist armed forces are the instrument of American conquest and enforcers of the capitalist system of exploitation. Against those who in the wake of Hurricane Katrina have called to bring the troops home to help in the Gulf Coast, we say that the imperialist army is no friend of working people at home, either. There is a long and deadly history of the use of troops within the U.S. to suppress strikes, repress student antiwar protesters and crush upheavals of black people against entrenched racial oppression. And while National Guard troops sent to New Orleans have played a role in search and rescue actions that saved lives, they were sent mainly not to help the population but to impose reactionary “law and order.” Democratic Louisiana governor Kathleen Blanco said as much when 300 members of the Arkansas National Guard were sent to New Orleans: “These troops know how to shoot and kill…and I expect they will.” They were sent to hunt down “looters,” desperate black people trying to find food and water, and imposed strict curfews, essentially martial law, forcing out those who didn’t want to leave and preventing journalists from even photographing the dead.

At the same time that Marxists are emphatic opponents of bourgeois militarism, we recognize the internal class contradictions of the military. As Karl Liebknecht stated in his classic 1907 work, Militarism and Anti-Militarism:
“Thus we are confronted by modern militarism which wants neither more nor less than the squaring of the circle, which arms the people against the people itself, which dares to force the workers...to become oppressors and enemies, murderers of their own comrades and friends, of their parents, brothers and sisters and children, and which compels them to blight their own past and future. Modern militarism wants to be democratic and despotic, enlightened and machine-like, nationalist and antagonistic to the nation at the same time.”

In addition to the class divide between the working-class ranks and the bourgeois officer corps present in all capitalist armies, the U.S. military reflects the deep-rooted racial oppression of black people in this country. The disproportionate number of black and minority youth in today’s volunteer army—driven to join in large part because they have no jobs and no future, or because it is the only way to afford college or learn a skill—represents an Achilles heel for U.S. imperialism. The American military reflects the racism, anti-woman and anti-gay bigotry of capitalist society in a concentrated way.

Because we uphold Liebknecht’s opposition to a single person or penny for the bourgeois army, we oppose volunteering for the army. We likewise oppose the reinstatement of the draft. The last time the U.S imperialists seriously considered reinstating the draft, during the height of their Cold War II drive against the Soviet Union in 1980, we agitated against the draft and in defense of the Soviet degenerated workers state. At the same time, we have no illusions that the U.S. imperialists won’t reinstate the draft when they need to, and they will eventually need to.

“Individual Resistance”: A Losing Strategy

The “counter-recruitment” movement has drawn inspiration from soldiers, such as Camilo Mejia and Kevin Benderman, who have refused orders to serve in the Iraq war and occupation and sought to expose the horrors of imperialist war. They and several other soldiers have been court-martialed for their refusal to serve. We say: Free Kevin Benderman and hands off the other “resisters”! “Antiwar” reformists have placed great emphasis on these acts of individual resistance, promoting the idea that if more people were prevented from signing up for the military and more soldiers refused to serve it could throw a monkey wrench in the works of the war machine. This strategy is false because it seeks to paralyze a core component of the capitalist state through pacifist resistance.

It is precisely because the military is integral to the capitalist state that it has very repressive means for dealing with those who refuse to serve. Insubordinate soldiers can face discipline in military tribunals with punishments that include execution. As we wrote in “On Draft Resistance: You Will Go!”: “It would be approximately as easy to directly overthrow the government as to deprive that government of its armed forces” (Spartacist No. 11, March-April 1968). In other words, to talk about paralyzing the military as a repressive force means the prelude to revolution. Such a situation is possible only in the context of massive working-class and social struggle against the capitalist order. Marxists seek to organize for collective victory through proletarian struggle, not defeat through martyrdom in individual, moralistic acts of “resistance.” The key task today is to imbue the discontented, exploited and oppressed working masses with the consciousness that they can and must organize to struggle on the basis of their common class interests against the war-mongering capitalist rulers.

The logic of the strategy of individual resistance parallels the promotion of draft “resistance” during the Vietnam War. This is expressed by the youth group of the WWP, which supports the “No Draft, No Way” movement that advocates “refusal to be inducted into the military under any circumstances” (www.NoDraftNoWay.org). The duty of revolutionaries who are drafted is to go with the mass of working-class youth into the military. During the Vietnam War, as youth were chanting “Hell no, we won’t go!” we said, “You will go!” Our Spartacist article “You Will Go!” addressed antiwar activists:

“If you refuse induction, you will either go to prison, or you will flee the country. In both cases your body will be exactly where the rulers of the U.S. want it: removed from struggle and removed from contact with the youth who fight the wars….

“For prominent working-class leaders to dodge the draft earns them the disrespect of the workers and is a direct aid to the ruling class, as it removes them from any contact with the workers they claim to represent.”

Our article went on to explain: “The main argument for draft resistance is that it will hurt the U.S. war effort. But this is not going to happen. A few hundred middle-class, anti-war students might be diverted from military service, but the tens of thousands of black and white working-class...youth who are to be drafted will not respond to the anti-draft campaign.” It was with the perspective of influencing the working-class and oppressed ranks of the military with a socialist program that Spartacist supporters in the Army published several issues of an antiwar newspaper distributed to GIs during the Vietnam War called G.I. Voice.

For a Class-Struggle Perspective

In fact, many of those who advocated draft resistance during the Vietnam War were students benefiting from the “College Not Combat” measure of the time: student deferments. We called for the abolition of the student deferment because it expressed class privilege, meaning that wealthy and petty-bourgeois youth who had the privilege of being in college didn’t get drafted, while poor and working-class youth did. More generally, the bourgeoisie uses its wealth and privilege to keep its sons out of combat. A prime example is George W. Bush, who avoided combat in Vietnam by taking advantage of family connections to get a safe sinecure in the Air National Guard.

Polemicizing against anarchists, Karl Liebknecht succinctly captured the difference between liberal and revolutionary anti-militarism in his Militarism and Anti-Militarism. Noting that “It [anarchism] lays great stress upon individual refusal to do military service, individual refusal to resort to arms and upon individual protests,” Liebknecht argued:

“Anarchism works here, first of all, with ethical enthusiasm, with the stimuli of morality, with arguments of humanity, of justice; in short, with all sorts of impulses on the will which ignore the class war character of anti-militarism, and attempt to stamp it as an abstract efflux of a categorical imperative of universal application….

“Social-Democratic [Marxist] anti-militarist propaganda, on the contrary, propagates the class-struggle and therefore it appeals on principle exclusively to those classes which, necessarily, are the foes of militarism in the class struggle.... It enlightens people to win them over, but it enlightens them not concerning categorical imperatives, humanitarian points of view, ethical postulates of freedom and justice, but concerning the class struggle, the interests of the proletariat therein.”

Military society is a reflection of civil society, and major shifts in the consciousness of the poor and working-class ranks of the military parallel such shifts in civil society. For example, many of the soldiers who carried out acts of rebellion against officers during the Vietnam War were black. This had much to do with the mass social struggle against racial oppression that was taking place back home. War often brings the class contradictions of society acutely to the fore—this was especially the case in the massive, seemingly senseless all-sided slaughter of World War I and in wars where the imperialists were losing to forces fighting for social revolution, such as Vietnam. This is why, as Leon Trotsky noted, “war is the mother of revolution” (Military Writings, Volume 1: 1918). War brings the contradiction between the interests of the capitalist rulers and those of working people starkly to light in a way that is often obscured in times of “peace.” It is only in a revolutionary situation that the bourgeois army will split along class lines. The role of revolutionaries in such a situation is to provide the program and leadership to struggling soldiers and working people for a successful overturn of capitalism.

Bolshevik Revolution: Model for Today

The need for a revolutionary Marxist party to lead the fight for working-class power was demonstrated in both the positive and negative during WWI. This war brought to a head a historic split in the Marxist movement throughout Europe. The war was essentially fought to redivide world markets among the belligerent imperialist powers of Europe, and was completely unprecedented in the level of death and destruction—some 15 million people were killed. Nearly every socialist party that faced the challenge of World War I failed miserably. The most spectacular failure was the German Social Democratic Party (SPD) whose parliamentary deputies voted, on 4 August 1914, for war credits, i.e., in support of the war on the side of their “own” bourgeoisie. Within the Marxist movement throughout Europe there were some leaders who similarly capitulated to the intense pressures of patriotism and declared that socialists could stand for the “defense of the fatherland.” Breaking with the social-chauvinist SPD leaders in Germany, Karl Liebknecht voted against war credits in December 1914 and used his parliamentary post to agitate against the war and the social-chauvinists. The German bourgeoisie tried to silence him by drafting him into the military where he continued his agitation in his soldier’s uniform, and was imprisoned a second time for his agitation against militarism and war.

Tens of thousands of leaflets authored by Liebknecht and his comrades of the Spartakusbund were published with the ringing internationalist slogan: “The Main Enemy Is at Home!” Unlike a predatory war by an imperialist power against a colonial country, in a war between imperialist powers such as WWI the working class has no side. Liebknecht’s slogan paralleled Lenin’s demand that the working class turn the interimperialist war into a civil war against their “own” capitalist rulers. This cut across not only the social-chauvinism of leading European Social Democrats, but also against the social-pacifists whose only demands were for “peace,” i.e., for a return to capitalist stability.

In Russia, Lenin had fought since 1903 to build a hard revolutionary party with a clear program, and so, unlike the majority of the SPD, the Bolsheviks did not cave in to the bourgeois pressures around WWI. The social-chauvinists and social-pacifists in Russia were constituted in the Menshevik and Social Revolutionary parties. Lenin insisted on the necessity for revolutionaries to split with the opportunists within the Marxist movement over the question of the war. Lenin described opportunism as having the same content as social-chauvinism: “collaboration of classes instead of class struggle, renunciation of revolutionary methods of struggle, helping one’s ‘own’ government in its embarrassed situation instead of taking advantage of these embarrassments for revolution”

(Socialism and War).

In this same pamphlet he continued, “Today unity with the opportunists actually means subordinating the working class to their ‘own’ national bourgeoisie and an alliance with the latter for the purpose of oppressing other nations and of fighting for dominant-nation privileges; it means splitting the revolutionary proletariat of all countries.” It was this revolutionary intransigence that enabled Lenin and Trotsky’s Bolshevik Party to lead the October Revolution in Russia, pulling Russia out of WWI. In 1917 rebellious soldiers took their stand with the revolutionary proletariat against Russian tsarism, capitalism and the war, signaling the collapse of the state and unraveling of capitalist rule in Russia. The Bolsheviks led these struggles toward the seizure of state power by the working class.

It was the lack of such a leadership in Germany that led to the defeat of the revolutionary wave between 1918 and 1923. The heroic leaders, Liebknecht and Luxemburg, having eventually split first with the SPD and then the Kautskyite centrists to form the German Communist Party, were shortly thereafter murdered by counterrevolutionary forces dispatched by SPD leaders in 1919. When a revolutionary crisis erupted in 1923, the German Communist Party had a vacillating leadership and was programmatically weak (see “A Trotskyist Critique of Germany 1923 and the Comintern,” Spartacist [English-language edition] No. 56, Spring 2001).

It is precisely the fight to expose the opportunists in the workers movement, and split the working class away from the false program these reformists offer, that is required to unshackle the power of labor today. Mobilizing that power is the critical factor in every struggle against imperialism, exploitation and the myriad forms of oppression engendered by the capitalist system. Marxist historian Isaac Deutscher powerfully summed this up in a 1966 speech addressed to New Left antiwar radicals during the Vietnam War:

“Unless you have found a way to the young age groups of the American working class and shaken this sleeping giant of yours, this sleeping giant of the American working class...out of the sleep into which he has been drugged, unless you have done this, you will be lost.

“Your only salvation is in carrying back the idea of socialism to the working class and coming back with the working class to storm—to storm, yes, to storm—the bastions of capitalism.”

Commentary

This August marks the Anniversary of an aborted coup by a segment of the Soviet bureaucracy that began the unravelling of the Soviet Union. Some anniversaries the international working class commemorates with a certain resignation that the event signals better times to come, like the Paris Commune. Some we commemorate with a burning desire for revenge, like the case of Sacco and Vanzetti. Some we gladly honor as a signpost for the future, like the Russian Revolution of 1917. This one, however, no militant leftist should think of with anything but chagrin.

If it was not apparent at the time of the coup, in the welter of ‘death of communism’ rhetoric since then, 17 years is enough to teach any honest militant that the demise of the Soviet Union has entered the books as a world historic defeat for the working class. If nothing else we have learned a very hard lesson about the value of even a degenerated workers state as a factor on our side in world politics. While no one wants to go back to the old Stalinist days, in Russia or anywhere else, damn we of the revolutionary left are in a tough spot today just at a time when we could use some help against international imperialism from even such a 'blunted' instrument. In any case, even if today I am forced to say this somewhat wistfully- Forward to new Octobers. We are, after all, even those who kick and scream about it all children of the Russian Revolution.

“Se nos ha ido Gabriel Jackson”—“Gabriel Jackson Has Left Us.” The March 25 headline in La Vanguardia, Catalonia’s newspaper of record, almost looked like an obituary. But it wasn’t: Gabe Jackson, who turned 89 this year, is alive and well. And yet the article in question, by Francesc de Carreras, a professor of Constitutional Law at the Autonomous University of Barcelona, was a lament about a deeply felt loss. After twenty-six years in Barcelona, one of the world’s most prominent historians of twentieth-century Spain was moving back to the United States. “It’s impossible,” the article said, “to imagine someone more down-to-earth—someone kinder, more educated, discreet, tolerant, austere, always ready to lend a hand to the weak, incapable of flattering those in power.”


Few foreign scholars command the respect and authority that Gabriel Jackson enjoys in Spain. In the English-speaking world, Jackson is best known as the author of two classic scholarly accounts of twentieth-century Spanish history: The Spanish Republic and the Civil War (1965) and A Concise History of the Spanish Civil War (1974). In Spain, however, Jackson is an all-round public intellectual, known not only for his regular contributions to the op-ed page of El País or his frequent review essays in La Revista de Libros (the Madrid equivalent of the Times Literary Supplement) but also, until a couple of years ago, for his performances as semiprofessional classical flutist. The prestigious academic publisher Crítica has been reissuing his complete works in Spanish translation as a separate series (the “Biblioteca Gabriel Jackson”), which in addition to his Civil War work include the panoramic Civilization and Barbarity in Twentieth-Century Europe and Jackson’s 1969 memoir, Historian´s Quest. Jackson has also been a long-time ALBA Board member.

Negrín Was Right

For the past decade, Jackson has been working on a major biography of Juan Negrín, the Republic’s Prime Minister during much of the Civil War. Negrín was an accomplished scientist and Socialist politician—as well as a polyglot and bon vivant—whose insistence on winning the war above all else, acceptance of Soviet aid, and refusal to surrender to Franco even when there seemed little hope for a Republican victory earned him the contempt, if not hatred, of many on the Right and Left: the Nationalist supporters of General Franco, of course, but also the more violent factions within Anarchism, the revolutionary anti-Stalinist Left, and those factions of the deeply divided Spanish Socialist Party which sympathized with Largo Caballero, Besteiro, or Prieto. Not surprisingly, Negrín has been one of the most reviled figures of twentieth-century Spanish politics. Jackson tirelessly scoured through thousands of previously unseen archival materials to produce the most balanced and comprehensive account yet of the man’s life and significance. A year after the publication of the Spanish translation, his Juan Negrín: Physiologist, Socialist, and Spanish Republican War Leader has just come out with Sussex University Press.

His work on Negrín has strengthened Jackson’s conviction that the Prime Minister was justified in his refusal to surrender, and that the continued refusal on the part of the Western democracies to support the Spanish Republic was not only immoral and contrary to international law, but a huge political mistake. “Negrín’s policy of resistance and constant diplomatic effort was the right one—he visited Paris secretly a number of times during the war, to get the French to realize that they themselves were going to be the next victims. I am also convinced that if England and France had supported the Republic and stood up to Hitler, history would have taken a different course. Look at Hitler’s reactions when occasionally there was a moment of resistance—for instance in May 1938, when Chamberlain threatened the Nazi government with British action if the Heinlein Party in Czechoslovakia physically attacked their Czech neighbors. Hitler drew back immediately, and Heinlein shut his mouth. If the democratic countries had aided the Republic so that Franco would not have had the complete victory that he did, we need not have had a Second World War, or it would not have occurred in the terribly disastrous fashion that it did. The combined failure of courage and foresight on the part of the democratic powers was critical for Hitler´s successful Blitzkrieg in 1939-40.”

A Jewish New Yorker in Spain

In March of this year Jackson closed the Barcelona chapter of his life, moving to Oregon to live to in closer proximity to his daughter and grandchildren. The decision to leave Spain wasn’t an easy one, and neither was the move itself, which included the emotionally difficult but intellectually satisfying donation of more than a thousand books to several great libraries where he had worked—and been very well treated. And yet he had barely dropped his suitcases on the West Coast when he boarded another plane for a Midwestern lecture tour. In early April he visited Oberlin College, where we spoke.

What moves a Jewish New Yorker to dedicate his life to the study of Spanish history? “There is really no family connection, I have no Spanish relatives,. What first drew me to Spain, like so many of my generation, was the outbreak of the Civil War in the summer of 1936. Although I was only fifteen, I was an avid newspaper reader and quite politically conscious already. I clearly remember the heated dinner table discussions on Spain between my father, who was a Socialist, and my Communist older brother. Then in the summer of 1942, after graduating from Harvard College, I got to spend two months in Mexico on a fellowship. I was supposed to have entered military service like all boys my age, but was given a six-month break to recover from an automobile accident. Now of course Mexico City in 1942 was full of Spanish Republican exiles. It was meeting and speaking with them that further opened my eyes to the history of Spain and Latin America.” Together with two Princeton students, Jackson stayed at the home of an exiled Republican physician. In the apartment upstairs lived the widow of President Manuel Azaña, who had died in France in 1939. “She often came down to have coffee and cigarettes; we played dominos after lunch.”

After spending World War II as a cartographer in the Pacific, Jackson considered a career as a college teacher, an ambition further strengthened by a three-year stint at the Putney School in Vermont. What he really longed for, though, was Europe. “I was jealous of my many friends who spent the war in the European theater and had had a chance to really learn to speak French and German. All I had done was to spend four years making maps of tropical islands. Europe drew me because I wanted to become bilingual, too. And although I was attracted to history as a subject, in reality my deepest personal interest has always been classical music. I had read biographies of Bach, Mozart, and Beethoven much more than I had read biographies of political figures.” Entering in a European doctoral program required a Master’s degree, which Jackson earned at Stanford in 1950 with a thesis on the educational program during the first two years of the Second Spanish Republic.

In 1950, Jackson and his wife, who studied French literature, began their doctoral studies at the University of Toulouse in Southern France. Two years later, Jackson had finished a dissertation on the work of Joaquín Costa, the turn-of-the-century regenerationist. The fall of 1952 found the Jacksons reluctantly back in the States: “We would have happily stayed in France if it had been possible in the 1950s for Americans to get jobs in the French teaching system.”

The years in Toulouse were useful in more than one respect. “I did learn French and Spanish quite thoroughly, although I’m sorry to say I have always spoken them with a pretty horrible accent. But you have to remember that at the time we lived in Toulouse, a third or a half of the city’s population were Spanish refugees. I made a great many friends among Spanish fellow students and their parents. In later years these connections proved crucial. When I went to Spain to research the Republic, I carried letters from my refugee friends vouching that I could be trusted. That allowed me to speak to people and hear the unvarnished truth—despite the fact that I was an American and that the U.S. government supported Franco.”

On Roy Cohn’s List

The first decade back in the States was a difficult one, professionally speaking. Jackson quickly found he was haunted by his reputation as a leftist troublemaker. “In 1948, when I was teaching at the Putney School I was paid a visit by two agents from the FBI. Although they did not accuse me directly of being a Communist or a subversive, they wanted me to tell them everything about my college classmates’ political activities. I told them that I had not considered that to be any of my business. Apparently this was enough to be branded non-cooperative—which I was, of course: I was strongly opposed to these kinds of interrogation, treating people’s leftist political opinion as ‘evidence’ of ‘disloyalty,’ etc. From that moment on, however, my not having cooperated with the FBI followed me whenever I went looking for jobs. In the mid-1950s, for instance, I had a very favorable interview for a job in Spanish and Latin American history at Dartmouth College. When we were finished, one of the interviewers took me aside quietly and said: Listen, I am very sorry to have to say this, but we know you’re on Roy Cohn’s list—Cohn was McCarthy’s chief field investigator—and you’re not going to get an offer from Dartmouth. I figured I might as well let you know right away.”



After three years at Goddard College, five at Wellesley—where he became close friends with the exiled Spanish poet Jorge Guillén—and three at Knox College in Illinois, Jackson had almost given up on a tenured position when he finally landed a job at the University of California at San Diego, in 1965. Princeton had just published his The Spanish Republic and the Civil War.

It’s hard to overstate the importance of Jackson’s first book. In the United States, it helped put twentieth-century Spanish history back on the academic map, earning him the 1966 Herbert Baxter Adams Prize of the American Historical Association. Its appearance did not go unnoticed in Spain, either. “I’ve been told it made a considerable scandal among regime circles—especially the appendix, which gave estimated numbers of victims of Nationalist repression. Together with Herbert Southworth’s La cruzada de Francisco Franco and Hugh Thomas’s book, which had come out in 1961, it motivated the Spanish government to initiate a whole new line of research to defend the Francoist record in the war.”

Stanley Payne

Jackson is the only one among prominent American scholars of Spain who was born early enough to consciously live the Civil War. His most well-known colleague, Stanley Payne, is from 1934. Payne, who specialized in the study of Spanish fascism, has long been Jackson’s ideological counterpart. Although the work of both was censored by the Franco regime, with Spanish translations initially published in Paris and smuggled into the country, Payne’s position has always been much less sympathetic to the Republic. Like Jackson, Payne is a well-known public figure in Spain, publishing prolifically and often interviewed in the media. In recent years, Payne has stirred up controversy by promoting the work of Pío Moa, a popularizing historian and Franco apologist, and by criticizing the current government’s support for the so-called recovery of historical memory. Jackson is sanguine: “Look, it’s perfectly obvious, and perfectly acceptable, that I am generally on the democratic Left, and Payne is generally on the democratic Right. Our different interpretations of Spanish history flow from that fact. But we have always remained friendly and on speaking terms with each other, without taking part in the slugfests of insults that occur a good deal in relation to the Spanish Civil War. The same is true for other scholars. I haven’t seen Juan Linz in many years, for instance, but when I was doing research in Spain in 1960-61, we’d have long nightly conversations walking in the streets of Madrid. We, too, were perfectly well aware of the fact that we occupied different political positions and were not going to interpret things the same way. Yet he was always very helpful. Of course, what Payne, Linz, and myself have in common is that none of us were direct victims; we had not been tortured or imprisoned.”

Objectivity

The Spanish Right, including Payne and Moa, has long charged liberal historians of the Civil War (Jackson, Preston, Graham) with a lack of objectivity. Jackson: “Is real objectivity, in the sense of emotional neutrality, possible? Well, maybe in some areas. I once took a course at Harvard College—not one of the ones I particularly enjoyed—about the economic development of the West. There were a number of lectures on the rise of the dairy industry in Wisconsin. I consider that to be a subject that can be dealt with without any emotions or any statement of personal beliefs in advance of the discussion. The Spanish Civil War, which can be honestly interpreted in such different ways, is a different kind of subject entirely. Here it’s impossible—and in fact not desirable—to try to conceal one’s emotions or political views. My idea of objectivity is that you don’t hide your emotions or pretend not to have them, but that you are honest and open about them from the outset. As an historian you have not only have to account for your sources, but also explain why you have the sympathies you have. The rest is up to the reader.”

Doing research in the 1950s and 60s, Jackson, as a foreign historian, enjoyed certain privileges over his Spanish colleagues. “Eisenhower was president, and I belonged to the first generation of Fulbright students. The thought process of Francoist officials was that if I was an American with a government scholarship under a Republican president, I must be okay—if not conservative, then at least neutral. Realizing this early on, I simply asked questions and kept my mouth shut about my own opinions.”

Foreign scholars had access to archives and documents that were barred to Spaniards. “Still, one of the places that I could not get into when I was researching my book on the Republic and the Civil War, around 1961, was the military archive. But I did have several interviews there.” Jackson chuckles: “I remember one of those meetings with the officer in charge of the archive. I was facing that famous mural of Franco as a kind of a medieval Christian warrior, which was painted over the archive’s entrance. The officer was chatting away, defending the coup, and complaining about us foreign academics. You foreigners, he said, you have no idea how many Communists came from outside during the war. I noticed there was a pile of documents on his desk, facing him. I tried my best to read them upside down. The one right on top seemed particularly interesting, because it appeared to be about the International Brigades. Like other researchers, I had been using the general figure of 40,000 international volunteers. You people just don’t understand, the officer said again, there were many, many more than that. And yet, when I was finally able to make out what was in the document on top of the pile in front of him, I saw that it, too, used the number of 40,000…”

Lincoln Brigaders

“I started meeting Abraham Lincoln Brigaders right after World War II. Among my long-time friends were Bill Sussman, Irving Weissman, and Abe Osheroff, all wonderful human beings, with whom I kept in touch right up to the time of their deaths. They were a feisty bunch, of course. Although I never had an actual fight with Bill Sussman, I was very much of aware of his disappointment in a novel that I wrote, in which the hero is a Spanish Anarchist, an illegal immigrant from Mexico to the United States. My evident sympathy for a certain kind of truly idealistic Anarchist was not something that Sussman appreciated. And yet Sussman was perfectly frank with me about his own problems with the Communist Party, as was Abe Osheroff.”

Jackson is a kind man. As an historian, he is a fundamentally sympathetic and forgiving student of human affairs. Yet there are limits: “For Franco I’ve never had the personal sympathy I’ve had for others who joined the military assault on the Republic. José Antonio Primo de Rivera, for example, the founder of Spanish fascism, meant to be a decent human being, although he was quite naïve about some political matters. I do hope I have recognized the real abilities of Franco—I don’t treat him as anybody’s fool. I think he deserves a certain amount of credit, for instance, for being the only dictator—that I know of—who took the trouble to be concerned with what would happen after he died. I think many Spaniards today take an overly negative view of the ‘Transition’ of the years 1976-79. It is certainly true that the people had to accept the dictator’s decision, made in 1967, that he would be succeeded by a Bourbon prince. But that Bourbon prince brought a larger measure of political liberty and civil peace to Spain than it had ever known, with the exception of the first two years of the Republic (1931-1933). And I am only one of many intellectuals who were asked by east European colleagues whether the Spanish transition might help them achieve a better post-Soviet future.”

What does Jackson think about the calls for “recovery of historical memory” that have polarized Spanish media and politics for the past ten years? “The emotional force of the historical memory movement, it seems to me, is very easily understandable. After all, for sixty or seventy years people have been unable to speak about the most intimate sufferings in their lives. So when there finally is enough political liberty for them to dare to speak frankly, it comes out with enormous force. I have always thought— not just in relation to the Spanish Civil War, but also Stalinism, Hitlerism, many a bloody dictatorship in Africa, Asia, or Latin America—that you can’t put something really behind you until you have recognized its truth. It is no use trying to neglect it or bury it. It seems to me a colossal mistake on the part of Spanish conservatives to say That’s far past, let’s not rake the old coals. There can be no real closure while the Right continues to say that the call for historical memory is an attack on the existing constitutional democracy.”

Both Cheeks

Jackson, who holds double passports, will miss living in Spain. His life-long connection with the country is emotional as much as it is scholarly and intellectual. “Personal relationships with Spaniards have always been very important to me, even more so after I retired from UC San Diego. I have had more deep adult personal friendships in Spain than in the United States, especially after moving to Barcelona in the1980s. It’s strange: I felt at home in Spain as soon as I got there. There was something so recognizable to the hospitality of the families that I knew in both Madrid and Barcelona. Later I have naturally wondered about that. At one point I realized that my Spanish hosts, the parents of fellow student friends that I met in Spain, simply reminded me of my own East European Jewish aunts and uncles in New York. There was something about the style of invitation and the interpersonal behavior that simply reminded me of my own cultural background. Apparently there are cultural traits—though it’s often hard to define them precisely—that can last for centuries, even though the official religion, the language spoken, and the education system have changed completely. So yes, I will miss living there. What I will miss most? I like kissing people on both cheeks.”

What Is Bonapartism?

The Arab Revolution brings out the question of the nature of the authoritarian regimes in the Middle East. Marxists have long talked about bourgeois Bonapartism, Leon Trotsky and Ted Grant added to Marxism, the the concept of proletarian Bonapartism. This definition is helpful to understand some of the so called socialist regimes. The Chinese Revolution was based on where the Russian Revolution ended 1949 Russia. Mao vigorously defended private property, and based the revolution not on workers, but peasants. Mao only nationalized industry, because capitalists fled to Taiwan. Just about every colonial revolution followed the Chinese model.

A transitional form of government between the regimes of parliamentary democracy and fascism, based on dictatorship and military force during a period when class rule is not secure. A strong government which appears to stand 'above parties' and 'above classes' due to relative equilibrium between the working class and the bourgeoisie. It is based on the military, police, and state bureaucracy rather than on parliamentary parties or a mass movement. So called after Napoleon Bonaparte, the classic example of Bourgeois Bonapartism. Stalin's totalitarian regime and others like it are classified as Proletarian Bonapartism.

Obviously, for a Marxist, the question of working class political power is central to the possibilities for the main thrust of his or her politics- the quest for that socialist revolution that initiates the socialist reconstruction of society. But working class politics, no less than any other kinds of political expressions has to take an organization form, a disciplined organizational form in the end, but organization nevertheless. In that sense every Marxist worth his or her salt, from individual labor militants to leagues, tendencies, and whatever other formations are out there these days on the left, struggles to built a revolutionary labor party, a Bolshevik-style party.

Glaringly, in the United States there is no such party, nor even a politically independent reformist labor party, as exists in Great Britain. And no, the Democratic Party, imperialist commander-in-chief Obama's Democratic Party is not a labor party. Although plenty of people believe it is an adequate substitute, including some avowed socialists. But they are just flat-out wrong. This series is thus predicated on providing information about, analysis of, and acting as a spur to a close look at the history of the labor party question in America by those who have actually attempted to create one, or at to propagandize for one.

As usual, I will start this series with the work of the International Communist League/Spartacist League/U.S. as I have been mining their archival materials of late. I am most familiar with the history of their work on this question, although on this question the Socialist Workers Party's efforts run a close second, especially in their revolutionary period. Lastly, and most importantly, I am comfortable starting with the ICL/SL efforts on the labor party question since after having reviewed in this space in previous series their G.I. work and youth work (Campus Spartacist and the Revolutionary Marxist Caucus Newsletter inside SDS) I noted that throughout their history they have consistently called for the creation of such a party in the various social arenas in which they have worked. Other organizational and independent efforts, most notably by the Socialist Workers Party and the American Communist Party will follow.

No question Yevgeny Yevtushenko knew how to twist and turn with the Soviet Stalinist Cold War winds. He had no Lenin-Trotsky Bolshevik flame within. However he could write a few very good poems that captured part of Russian culture. Babi Yar is one of the better ones.

When Polemic Ruled The Leftist Life- Trotskyism vs. Stalinism In It Maoism Phase, Circa 1973-Carl Davidson"s "Left in Form, Right in Essence:United front against fascism"

No question today, 2011 today, Marxists in this wicked old world are as scarce as hen’s teeth. Leninists and Trotskyists even fewer. And to be sure there are so many open social and political wounds in the world from the struggle against imperialism in places like Libya, Iraq, and Afghanistan, just to name the obvious America imperial adventures that come quickly off the tip of the tongue, to the struggles in America just for working people to keep heads above water in the riptide of rightist reaction on the questions of unemployment, unionism, social services, racial inequality and the like that it is almost hard to know where to start. Nevertheless, however dismal the situation may seem, the need for political clarity, for polemic between leftist tendencies, is as pressing today as it was going back to Marx’s time. Marx and Engels’ Communist Manifesto, after all, is nothing but a long polemic against all the various misguided notions of socialist reconstruction of society of their day. And Marxists were as scarce as hen’s teeth then, as well.

When I first came under the influence of Marx in the early 1970s, as I started my search for some kind of strategy for systemic social change after floundering around with liberalism, left-liberalism, and soft social-democracy, one of the things that impressed me while reading the classics was the hard polemical edge to the writings. That same thing impressed me with Lenin and Trotsky (although as the “prince of the pamphleteers” I found that Trotsky was the more fluent writer of the two). That edge, and the fact that they all spent more time, much more time, polemicizing against other leftists than with bourgeois democrats in order to clarify the tasks confronting revolutionaries. And, frankly, I miss that give and take that is noticeably absent from today’s leftist scene. Or is dismissed as so much ill-will, malice, or sectarian hair-splitting when what we need to do is “make nice” with each other. There actually is a time to make nice, in a way, it is called the united front in order for the many to fight on specific issues. Unless there is a basic for a revolutionary regroupment which, frankly, I do not see on the horizon then this is proper vehicle, and will achieve all our immediate aims in the process.

So call me sentimental but I am rather happy to post these entries that represent the old time (1973, now old time) polemics between the Spartacist brand of Trotskyism and the now defunct Guardian trend of Maoism that the now far less radical Carl Davidson was then defending. Many of the issues, political tendencies, and organizations mentioned may have passed from the political scene but the broader questions of revolutionary strategy, from the implications of Trotsky’ s theory of permanent revolution to the various guises of the popular front still haunt the leftist night. Argue on.

The Trotskyists believe they are the only authentic practitioners of the policy of the united front.

Yet in practice. they have opposed full implementation, either from rightist or “leftist” positions.

The most apparent example of this role was the Trotskyist attitude toward World War 2, in which they took a “defeatist” position towards the capitalist governments fighting the fascists, called for the “revolutionary” overthrow of the Soviet government and opposed the united front with the national bourgeoisie in the colonial countries invaded by the fascists.

The fact that the Trotskyist line led them inevitably to these positions substantiated the charge that they objectively served the interests of the fascists.

Trotsky and his followers tried to justify their line with a “left” cover, stating that they called for a revolution in Germany, the “unconditional defense” of the Soviet Union (but not its leadership) and the defeat of the capitalists everywhere through socialist revolution. They then tried to back it all up by drawing a doctrinaire analogy with World War 1, where the Leninists called for the proletariat in all capitalist countries to work for the defeat of their own bourgeoisie by “turning the imperialist war into a civil war.”

“It is really ridiculous,” wrote Georgi Dimitrov in 1936, “when ‘left’ phrasemongers of various kinds oppose these tactics (of the united front), adopting the pose of irreconcilable revolutionaries. If we are to believe them, all governments are aggressors. They even quote Lenin, who, during the imperialist war of 1914- 1918. correctly rejected the argument of the social-chauvinists that’ we were attacked and we are defending.’ But the world at that time was divided into two military-imperialist coalitions which were equally striving to establish their world hegemony and which had equally prepared and provoked the imperialist war. At that time there were neither countries where the proletariat was in power nor countries with a fascist dictatorship.”

But now the situation is different. Now we have: (1) a proletarian state which is the greatest bulwark of peace; (2) definite fascist aggressors; (3) a number of countries which are in direct danger of attack by fascist aggressors and in danger of losing their state and national independence; (4) other capitalist governments which are interested at the present moment in the preservation of peace. It is, therefore. completely wrong now to depict all countries as aggressors. Only people who are trying to conceal the real aggressors can distort the facts in such a manner.

A number of main contradictions came to the fore during World War 2: between bourgeois democracy and bourgeois fascism between and within the imperialist powers; between the imperialists and the colonies; among the imperialist powers; between the working class and the bourgeoisie in all capitalist countries; between the first socialist state and all the capitalist countries, and between the first socialist state and the fascist powers.

Of all these, which was the principal contradiction whose development determined or influenced the development of the rest? In the period of World War 2, it was the contradiction between the Soviet Union and the fascist powers. The principal, immediate enemy – as opposed to the enemy in general – of all the world’s peoples was the fascist powers of Germany, Italy and .Japan and their lackeys.

Strategic meaning

What did this mean for proletarian strategy? First, that Marxists-Leninists everywhere called for a united front of all working class organizations against fascism, on the basis of which would be built an even broader popular front which was in contradiction to the fascists, including even the temporary and wavering allies to be found in the camp of the bourgeois-democratic capitalist governments.

The Trotskyists opposed this line under the guise of upholding the proletarian united front while rejecting its broader extension in the popular front. They believed that the capitalist camp could not be split and that efforts to do so on the part of proletarian revolutionaries in each country and the Soviet Union internationally amounted to so much “class collaboration.”

It was true that the capitalist countries initially wavered or opposed the Soviet Union’s call for a united defense against the fascists. Many elements of the bourgeoisie wanted the fascists to attack the Soviet Union first, while they stood on the sidelines watching the two powers exhaust each other so they could pick up the pieces later.

Trotsky, himself, believed that this was the inevitable course. In 1932 he wrote, “It would be sheer political stupidity to believe that once they came to power, the German National Socialists would begin with a war against France or even against Poland.”

Hitler-Stalin Pact

The Soviet leadership completely understood that sooner or later, they would have to fight the German fascists. But precisely this question – sooner or later? – made all the difference in the world. Since the bourgeois democracies continued to stall on the question of the united front and the German fascists were in the process of making up their minds of who to attack first, the Soviet leadership waited until the last possible moment and then decided to force the issue.

The method chosen was the Soviet-German non-aggression pact, more popularly known as the Hitler-Stalin pact. Its signing sent the Trotskyists into a frenzied howl but in actuality it constituted one of the most brilliant diplomatic moves of the period.

It meant that the capitalist governments were attacked first, that the Germans would have to fight eventually on two fronts at once, that the Soviet Union would not have to fight alone and that the international popular front isolating the principal fascist enemies would become a reality. In short, it meant the defeat of fascism.

The Trotskyists, of course, saw it as only one more “betrayal” of the working class. In their view, it was the Communists who were primarily responsible for fascism’s coming to power in Germany in the first place.

In this way the Trotskyists cover up for the political force that actually paved the way to power for the fascists – the German Social-Democrats.

Refused united front

The German Social-Democrats refused at every point in the struggle to form a united front with the German Communists against the rising power of the fascists. Instead, they shared governmental power with the bourgeoisie, collaborated with them in suppressing the struggles of the working class and pursued the line of the peaceful, constitutional path to “socialism.” In both theory and practice, however, they were tools of the capitalists for maintaining the stability of bourgeois rule.

In Austria, for example, even after Hitler had come to power in Germany, the Social-Democrats begged for an agreement with the fascists. even going so far as to volunteer cooperation with a two-year suspension of the constitution and the parliament so long as it was done “constitutionally.”

For these reasons, the Communists correctly attacked the leadership of the Social-Democratic parties as “social-fascists,” that is, “socialists in words, fascist in deeds.” (Lenin had attacked the same parties during World War I as “social-imperialists” for defending their own capitalists.) In this way, the Communists sought to expose to the masses the actual implications of following the line of the Social-Democrats.

For Trotsky, this amounted only to so much name-calling. He pointed out the obvious fact that the Social-Democrats stood to be smashed with the victory of fascism and that this constituted an objective basis for a united front.

Decisive factor

The problem. however, was that it was not obvious to the Social-Democrats who feared proletarian revolution more than the victory of Hitler. This factor proved decisive.

This is not to say that the German Communist party made no mistakes or that their errors were insignificant. One of their main weaknesses was a social-democratic or right error. This was seen in the building of their party primarily on the basis of electoral districts, rather than on factory cells. They also made a number of ultra-“left” errors, including a one-sided emphasis on the “united front from below,” rather than a more persistent effort at unity with the Social-Democratic leaders as well, even if this was turned down. They also at one point perpetrated the illusion that the Hitler government would be short-lived and that the proletarian power would quickly replace it.

The Trotskyists believe that the Communists’ errors were the decisive factor in preventing the united front from being embraced by the Social- Democratic leaders. But this is utopian. The Communists would have been able to strengthen their influence among the masses of the Social-Democrats but the leadership had objective ties to the bourgeoisie. To think otherwise is to deny the character of the labor aristocracy as the agent of the capitalists within the workers movement.

This is reflected in this country in the Socialist Workers party’s one-sided emphasis on the union leadership in the united front against the Vietnam war. While Trotskyists went all-out to get endorsements from trade union leaders for antiwar demonstrations, they did no organizational work among the rank-and-file for the struggle against imperialism. Despite their running debate with the revisionists on the single-issue, multi-issue question, this is where they share with the Communist party a thoroughly rightist approach to the question of the united front.
