History in the conditional, what might have happened if this or that thing, event, person had swerved this much or that, is always a tricky proposition. Tricky as reflected in this piece’s commemorative headline. Rosa Luxemburg the acknowledged theoretical wizard of the German Social-Democratic Party, the numero uno party of the Second, Socialist International, which was the logical organization to initiate the socialist revolution before World War II and Karl Liebknecht, the hellfire and brimstone propagandist and public speaker of that same party were assassinated in separate locale on the orders of the then ruling self-same Social-Democratic Party. The chasm between the Social-Democratic leaders trying to save Germany for “Western Civilization” in the wake of the “uncivilized” socialist revolution in Russia in 1917 had grown that wide that it was as if they were on two different planets, and maybe they were.

(By the way I am almost embarrassed to mention the term “socialist revolution” these days when people, especially young people, would be clueless as to what I was talking about or would think that this concept was so hopelessly old-fashioned that it would meet the same blank stares. Let me assure you that back in the day, yes, that back in the day, many a youth had that very term on the tips of their tongues. Could palpably feel it in the air. Hell, just ask your parents, or grandparents.)

Okay here is the conditional and maybe think about it before you dismiss the idea out of hand if only because the whole scheme is very much in the conditional. Rosa and Karl, among others made almost every mistake in the book before and during the Spartacist uprising in some of the main German cities in late 1918 after the German defeat in the war. Their biggest mistake before the uprising was sticking with the Social Democrats, as a left wing, when that party had turned at best reformist and eminently not a vehicle for the socialist revolution, or even a half-assed democratic “revolution” which is what they got with the overthrow of the Kaiser. They broke too late, and subsequently too late from a slightly more left-wing Independent Socialist Party which had split from the S-D when that party became the leading war party in Germany for all intents and purposes and the working class was raising its collective head and asking why. 

The big mistake during the uprising was not taking enough protective cover, not keeping the leadership safe, keeping out of sight like Lenin had in Finland when things were dicey in 1917 Russia and fell easy prey to the Freikorps assassins. Here is the conditional, and as always it can be expanded to some nth degree if you let things get out of hand. What if, as in Russia, Rosa and Karl had broken from that rotten (for socialism) S-D organization and had a more firmly entrenched cadre with some experience in independent existence. What if the Spartacists had protected their acknowledged leaders better. There might have been a different trajectory for the aborted and failed German left-wing revolutionary opportunities over the next several years, there certainly would have been better leadership and perhaps, just perhaps the Nazi onslaught might have been stillborn, might have left Munich 1923 as their “heroic” and last moment.  

Instead we have a still sad 100th anniversary of the assassination of two great international socialist fighters who headed to the danger not away always worthy of a nod and me left having to face those blank stares who are looking for way forward but might as well be on a different planet-from me.

COMMENTARY

This year marks the 70th Anniversary of the founding of the Fourth International by Leon Trotsky and those internationalist forces that were struggling to create a new revolutionary international during difficult times- including the abandonment of revolutionary struggle by the Stalinists of the Communist International (3rd International) and the Socialist International (2nd International). That long ago unsuccessful effort by Trotsky and the Fourth International awaits its future vindication. Below is a commentary by Trotsky at the time of it's founding.

On October 28, 1938 an inspiring mass meeting in New York celebrated the founding of the Fourth International as well as the tenth anniversary of the Trotskyist movement in this country. American imperialism would not permit Trotsky to be present at that memorable celebration. But an electrical transcription of Trotsky’s speech to the meeting helped to bring him closer.

Trotsky never wasted words; the celebration became for him the occasion to press home two fundamental thoughts. First, the unique nature of the revolutionary party and the relation between the individual and the party: “For a revolutionary to give himself entirely to the party signifies finding himself.” Second, such a party cannot be destroyed by Stalin’s murder gangs: “It is possible to kill individual soldiers of our army, but not to frighten them.” Thus did Trotsky, in advance, armor us against deserters and the GPU – EDITORS of FOURTH INTERNATIONAL

Dear Comrades and Friends:

I hope that this time my voice will reach you and that I will be permitted in this way to participate in your double celebration. Both events: the tenth anniversary of our American organization as well as the foundation congress of the Fourth International deserve the attention of the workers incomparably more than the war-like gestures of the totalitarian chiefs, the diplomatic intrigues, or the pacifist congresses.

Both events will enter history as important milestones. No one has now the right to doubt that.

It is necessary to remark that the birth of the American group of Bolshevik-Leninists, thanks to the courageous initiative of Comrades Cannon, Shachtman, and Abern, didn’t stand alone. It approximately coincided with the beginning of the systematic international work of the Left Opposition. It is true that the Left Opposition arose in Russia in 1923, but regular work on an international scale began with the Sixth Congress of the Comintern.



Work Began in 1928
Without a personal meeting we reached an agreement with the American pioneers of the Fourth International, before all, on the criticism of the program of the Communist International. Then, in 1928, began that collective work which after ten years led to the elaboration of our own program recently adopted by our International Conference. We have the right to say that the work of this decade was not only persistent and patient, but also honest. The Bolshevik-Leninists, the international pioneers, our comrades across the world, searched the way of the revolution as genuine Marxists, not in their feelings and wishes, but in the analysis of the objective march of events. Above all were we guided by the preoccupation not to deceive others nor ourselves. We searched seriously and honestly. And some important things were found by us. The events confirmed our analysis as well as our prognosis. Nobody can deny it. Now it is necessary that we remain true to ourselves and to our program. It is not easy to do so. The tasks are tremendous, the enemies – innumerable. We have the right to spend our time and our attention on the jubilee celebration only insofar as from the lessons of the past we can prepare ourselves for the future.



The Party Is Everything
Dear friends, we are not a party as other parties. Our ambition is not only to have more members, more papers, more money in the treasury, more deputies. All that is necessary, but only as a means. Our aim is the full material and spiritual liberation of the toilers and exploited through the socialist revolution. Nobody will prepare it and nobody will guide it but ourselves. The old Internationals - the Second, the Third, that of Amsterdam, we will add to them also the London Bureau are rotten through and through.

The great events which rush upon mankind will not leave of these outlived organizations one stone upon another. Only the Fourth International looks with confidence at the future. It is the world party of Socialist Revolution! There never was a greater task on the earth. Upon every one of us rests a tremendous historical responsibility.

Our party demands each of us, totally and completely. Let the philistines hunt their own individuality in empty space. For a revolutionary to give himself entirely to the party signifies finding himself.

Yes, our party takes each one of us wholly. But in return it gives to every one of us the highest happiness: the consciousness that one participates in the building of a better future, that one carries on his shoulders a particle of the fate of mankind, and that one’s life will not have been lived in vain.

The fidelity to the cause of the toilers requires from us the highest devotion to our international party. The party, of course, can also be mistaken. By common effort we will correct its mistakes. In its ranks can penetrate unworthy elements. By common effort we will eliminate them. New thousands who will enter its ranks tomorrow will probably be deprived of necessary education. By common effort we will elevate their revolutionary level. But we will never forget that our party is now the greatest lever of history. Separated from this lever, everyone of us is nothing. With this lever in hand, we are all.



Stalin Cannot Frighten Us
We aren’t a party as other parties. It is not in vain that the imperialist reaction persecutes us madly, following furiously at our heals. The assassins at its services are the agents of the Moscow Bonapartistic clique. Our young International already knows many victims. In the Soviet Union they number by thousands. In Spain by dozens. In other countries by units. With gratitude and love we remember them all in these moments. Their spirits continue to fight in our ranks.

The hangmen think in their obtuseness and cynicism that it is possible to frighten us. They err! Under blows we become stronger. The bestial politics of Stalin are only politics of despair. It is possible to kill individual soldiers of our army, but not to frighten them. Friends, we will repeat again in this day of celebration ... IT IS NOT POSSIBLE TO FRIGHTEN US.

Ten years were necessary for the Kremlin clique in order to strangle the Bolshevik party and to transform the first Workers’ State into a sinister caricature. Ten years were necessary for the Third International in order to stamp into the mire their own program and to transform themselves into a stinking cadaver. Ten years! Only ten years! Permit me to finish with a prediction: During the next ten years the program of the Fourth International will become the guide of millions and these revolutionary millions will know how to storm earth and heaven.

LONG LIVE THE SOCIALIST WORKERS PARTY OF THE UNITED STATES!

LONG LIVE THE FOURTH INTERNATIONAL!

HONOR LENIN. LUXEMBURG AND LIEBKNECHT- THE THREE L’S

COMMENTARY

EVERY JANUARY WE HONOR, LENIN OF RUSSIA, ROSA LUXEMBURG OF POLAND AND KARL LIEBKNECHT OF GERMANY AS THREE LEADERS OF THE INTERNATIONAL WORKING CLASS MOVEMENT. HERE’S WHY WE HONOR LIEBKNECHT.

In honor of the 3 L's. The authority of Lenin, leader of the Bolshevik Revolution of 1917 in Russia, and Luxemburg, the Rose of the Revolution, need no special commendation. I would however like to comment on Karl Liebknecht who has received less historical recognition and has had less written about him. Nevertheless, Karl Liebknecht apparently had the capacity to lead the German Revolution. A man whose actions inspired 50,000 Berlin workers, under penalty of being drafted to the front, to strike against his imprisonment in the middle of a World War is self- evidently a man with the authority to lead a revolution. His tragic personal fate in the aftermath of the Spartacus uprising, killed by counterrevolutionaries, helped condition the later dismal fate of the German revolution, especially in 1923.

History has posed certain questions concerning the establishment of socialism that remains unresolved today primarily to due the crisis of leadership of the international labor movement. Although Liebknecht admittedly was not a theoretician I do not believe that someone of Lenin's or Trotsky's theoretical level of achievement was necessary after the Russian experience. To these eyes the Trotsky's theory of Permanent Revolution and Lenin's Bolshevik organizational concepts have stood the test of time, if mainly by negative experience.

What was necessary was a leadership that assimilated those lessons. Liebknecht, given enough time to study those lessons, seems to have been capable of that. A corollary to that view is that one must protect leading cadre when the state starts bearing down. Especially small propaganda groups like the Spartacists with fewer resources for protection of leadership. This was not done. If you do not protect your leadership you wind up with a Levi, Brandler or Thalheimer (successively leaders of the German Communist Party) who seemed organically incapable of learning those lessons.

One of the problems with being the son of a famous politician is that, as founder of the early German Social Democratic Party Wilhelm Liebknecht's son, much was expected of Karl, especially on the question of leading the German working class against German militarism. Wilhelm had done a prison term (with August Bebel) for opposition to the Franco-Prussian War. As for Karl I have always admired that famous picture of him walking across the Potsdam Plaza in uniform, subject to imprisonment after lost of his parliamentary immunity, with briefcase under arm ready to go in and do battle with the parliamentary cretins of the Social Democratic Party over support for the war budget. That is the kind of leadership cadre we desperately need now. REMEMBER HIS FAMOUS SLOGANS- ‘THE MAIN ENEMY IS AT HOME’-‘ NOT ONE PENNY, NOT ONE PERSON (updated) FOR THE WAR’. Wilhelm would have been proud.

Normally Frank Jackman would be the natural person to do his take on the name, the role, the legacy of one German revolutionary exiled to London after the revolutions of 1848 faded away, Karl Marx, on the 200th anniversary of his birth in 1818. And Frank at first fought me a little, said he had grabbed a bunch of Marx’s books and pamphlets like the Communist Manifesto and the abridged Das Capital abetted by his friend and colleague Engels’ The Peasant Wars In Germany and Scientific Socialism. No question heavy lifting, heavy reading which our respective youths would have been read until early in the morning page turners but now would seemingly act as a sedative, a sleep aid, at least for me since Frank said it had made him more alert although agreeing that the works were not “read until early in the morning page turners.” Frank’s argument to me at least for his grabbing the assignment was that he had of the two of us been more influenced by Marx’s works and programs and had actually been a supporter of the old time Trotskyist organization the Socialist Workers Party for a while back in the early 1970s after he got out of the Vietnam blood bath American army and was ready to “storm heaven” (his words) to right the wrongs of this wicked old world (my words grabbed via Sam Lowell take) and as well had been doing leftwing commentary since Hector was a pup (somebody unknown’s expression).

Frank then went chapter and verse at me with what he remembered (both from long ago and the recent re-readings) about how he had all his life, all his early life looking for something, some movement to move him, to move us who grew up with him poor as church mice, maybe poorer to a more just world. Had made me laugh, since on some of the stuff I have been right alongside him, when he mentioned the old Student Union for World Goals which a bunch of us had put together in high school. A grouping with a program that was inundated with all the anti-communist, red scare, Cold War platitudes we could find. We basically were a little to the left of Ike, Grandpa Ike, Dwight D. Eisenhower who was President of the United States (POTUS in twitter-speak) in our youth filled with bauble about the virtues of capitalism, although I think we would have been hard pressed to make that word connection and probably said something like prosperity which we had garnered very little of in the now remembered golden age of the 1950s.     
Then as the thaw came, or as people, young people mostly broke the spell of the red scare Cold War night, after we have sown our oats out in the Summer of Love, 1967 and saw some writing on the wall that we were ‘raw meat” for the draft come college graduation day getting hopped up about Robert Kennedy’s ill-fated, ill-starred bid for the Democratic Party Presidential nomination in 1968. I already mentioned the Army experiences which did both of us in for a while but which frankly drove Frank outside bourgeois politics (he had expected that he would tie his wagon to Robert Kennedy and when that idea fell apart with Kennedy’s assassination offering Hubert H. Humphrey his services against the main villain of the ear Richard M. Nixon in the expectation that he would ride that train out of the draft and/or begin the road to a nice sinecure via Democratic Party politics). I am not sure if he began serious reading on Marx in the Army or not but when he got out in 1971 he certainly was doing the “read until the early morning” routine. I grabbed some of his tidbits, associated with some of the radical circles in Cambridge he started to frequent, went down the line with him in Washington on May Day, 1971 where we both got busted but soon after withdrew a bit from both him and serious leftwing politics. I was crazy, still am, for films, for seeking some kind of career as a film critic and so spent more of my time in the Brattle Theater in Harvard Square than protesting on Boston Common. He can address sometime his own withdrawal from left-wing organizational politics and moving on to journalism, political commentary on his own dime.

That is enough of the political justification for Frank’s fighting me on this assignment. Frank, however, took the unusual step, for him anyway, of mentioning his being pissed off about losing the Marx assignment and mentioned it to site manager Greg Green. The guy who gives out the assignment and who has had more than one person, me included, scratching their heads both in the assignments they have gotten of late or like Frank not have gotten. Whatever Frank laid out for Greg he had both of us come in to his office to discuss the issue. You know as much as you need to about Franks’ “cred.”

My frame of reference and what amounted to the winning argument was that I had been Peter Paul Markin’s closest friend in high school. Markin, forever known as Scribe for the obvious reason that he always carried a notebook and pen or pencil in his shirt pocket AND always, always had two thousand facts ready to throw at anybody who would listen, mainly girls, which drove more that one of our corner boy crowd to threaten grievous bodily is the real primary source for whatever we knew about Karl Marx before we went crazy later and started to seriously read the stuff. So I knew the details of how Frank, Frankie Riley, Jimmy Jenkins, Si Lannon and maybe a couple of others first heard about the name and ideas of one Karl Marx and who would later act on them a little. This is where I was a little ahead of Frank knowing that Greg, after taking over as site manager when Allan Jackson was purged from that position, was interested much more in “”human interest” stories than the “tiresome” (his words) esoteric left-wing jargon that he knew Frank would meandering into, no, would get in knee deep.     

(For the record some of the other guys who hung around with Scribe and the rest of us like Ricky Rizzo and Dave Whiting, both who would lay their heads down in hellhole Vietnam and wound up on the town monument and Washington black granite, Red Riley and even Frank Jackman when he was hopped up on that Student Union thing almost lynched him when he started talking favorably about Karl Marx and the idea of red revolution in those dead ass red scare Cold War nights. All they wanted to hear about was whatever intelligence Scribe had on some girl they were interested in of which he somehow almost incongruously had been plenty of information about or what his next plan was for the “midnight creep” which I assume needs no further explanation except he planned the capers but no way would Frankie Riley or the rest of us let him lead the expeditions-hell we would still be in jail.)

Others, including Frank Jackman, have now seemingly endlessly gone over the effect Scribe had on them a little later when the turbulent 1960s we all got caught up in, blew a gasket, in the Summer of Love, 1967 as the culmination of what he also had been talking about for years on those lonely forlorn weekend nights when we hung around good guy Tonio’s Pizza Parlor “up the Downs” in the growing up Acre section of North Adamsville. What most of the guys did not know, or did not want to know, was that a little of what Scribe was thinking at the time, was that maybe Karl Marx might be proven to be right, might have been onto something when he spoke about the working classes, us, getting a big jump ahead in the world once things turned upside down. He held those views  pretty closely then, especially when he was practically red-baited into silence by those guys who were even more hung up, as was Scribe in many ways, on the new normal American negative propaganda about Russia, Communism, and Karl Marx. Nobody, this from later Scribe once he flamed red, was born a radical, a revolutionary, and certainly not a Marxist but certain conditions, among them being as poor as church mice, gave a clue to where some people might go. The intellectuals, although Scribe did not call them that, would come to their Marxism more through books and rational thought than as prime victims of the usually one-sided class struggle of the rich against the poor. That was about as far as Scribe would go, wanted to go, because in many ways, although maybe a little less fulsomely, he wanted to go the same bourgeois politics path as Frank in politics.        

Like I say Scribe described to some of us a glimmer, a faux Marxist primer, then in high school, not at all thought out like it would be by him or us later in the late 1960s and early 1970s when we got back respectively from our tours to the “real” world from ‘Nam and knew we had been fucked over by our government. That the “reds” in Vietnam were poor folk, peasants, with whom we had no quarrel. But that was later.

Here is a better example of the glimmer Scribe shined on us back in the day. I remember one night, it had to be one high school night given the teacher and class he was descripting, Scribe had told me that he had had to stay after school one day for Mr. Donovan, the World History teacher and football coach which tells you what he was about, when Scribe had given a surly answer about some question Mr. Donovan had asked. That surliness coming from two sources, one Donovan having members of the class endlessly reading aloud the freaking book boring everybody within a mile of the room and that he really believed he already knew more about history than Donovan and so was personally bored as well. The question had not been about Marxism but something else and during that afternoon detention Donovan had asked him if he was a “Bolshevik.” Scribe recoiled in horror he said knowing that to say yes would get him in some trouble (probably more after school time at least) and for the simple fact that he could not say truthfully whatever teen angst and alienation he was feeling was driven by that kind of understanding of the world-then.         

What this history teacher confrontation did do was get Scribe looking again, and this tells as much about him as any other anecdote, at his dog-eared copy of Karl Marx’s (and his co-thinker and financial “angel” Friedrich Engels) classic statement of his views The Communist Manifesto to confirm whether he was a “Marxist,” “Communist,” whatever and he came away from that re-reading knowing that he was not one of those guys, a red. That was the kind of guy Scribe was when he was confronted with something he didn’t understand. The rest of us would have said “fuck it” and let it go at that or have challenged old Donovan with a spurious “yeah, what about it.” Maybe some silly remark like “better red than dead” or “my mommy is a commie,” expressions making the rounds in that dead air time.

So this little sketch really is a “human interest” story and not all that much about Marx in any political sense and that is also why I think that Greg bought my argument over Frank’s. Whatever Marx, Marxism, hell, just general radical non-parliamentary socialism held for the 19th devotees (and bloodthirsty enemies too) extending into the greater part of the 20th century fell down, went to ground, with the demise of the Soviet Union back in 1991-92, and whatever intellectual curiosity Marx and Marxism held fell down too so other than as an exotic utopian scheme today there is no reason to go chapter and verse on the details of what Marx was programmatically projecting.

To finish up on this sketch though I should like to mention the way Scribe, which again will tell something about the mad monk when he was in his flower, got his copy of the Manifesto back when he was fourteen or fifteen. He had heard for some source, maybe some “beat” over in Harvard Square when he used to go there after a particularly bad day in the mother wars, it was a cool document or something, who knows with Scribe was kind of strange. He couldn’t find the book in either the school or town libraries for the simple fact that neither had the document nor did when he inquired they want to have it in circulation. Yeah it was that kind of time. A friendly young librarian suggested that he try the Government Printing Office which might have a copy if somebody in Congress (like the red-baiter par excellence Senator Joseph McCarthy) or some governmental agency had ordered it printed for whatever reason as part of an investigation or just to put it in the record for some reason. He got the address in Washington and the GPO sent back a brochure with their publications for sale. And there it was. He ordered a copy and a few weeks alter it came in the mail. Here’s the funnier part, funnier that the government providing copies on the cheap (or maybe free I forget what he said on that point) of such a notorious document the document had been placed on the publication list because it was part of the record for the raucous House Un-American Activities Committee meeting in San Francisco in 1960 when they were practically run out of town by protestors as the Cold War began to thaw in certain places. Of course that was a recollection by Scribe later when we were deep into the Summer of Love out in that very town and he had asked some older people what that protest was all about.

Yeah, Scribe was a piece of work and he would eventually drag some of us along with him in his good days like the Summer of Love and later after Vietnam time running around with radical students in Cambridge when checking out Mark and Marxism was all the rage. Like I said old Marx has had his up and downs, has taken his beatings but some things Scribe said he said and which we later read about like the poor getting a better shake because they provided the value provided by their cheap labor were spot on. Worse, in a way when I looked, re-read, for this assignment some of the stuff reads like it could have been written today. How about that.

The publication of the Communist League's Communist Manifesto by Karl Marx in 1848, a document that has played a central role in world history since then, if not always happily. On March 12, 2007 I posted (reposted on March 12, 2008)a review of this document that I wrote in 2006 and proudly stand by today. Additionally, here I post Leon Trotsky’s article on the 90th Anniversary of the Manifesto in 1938 from the Trotsky Internet Archive. What unites the two pieces is the thought that we both share that the Manifesto read for Trotsky and reads for me today like it could have been written about conditions in either of these periods. It is hard to believe that the centennial of the Manifesto of the Communist Party is only ten years away! This pamphlet, displaying greater genius than any other in world literature, astounds us even today by its freshness. Its most important sections appear to have been written yesterday. Assuredly, the young authors (Marx was twenty-nine, Engels twenty-seven) were able to look further into the future than anyone before them, and perhaps than anyone since them.

As early as their joint preface to the edition of 1872, Marx and Engels declared that despite the fact that certain secondary passages in the Manifesto were antiquated, they felt that they no longer had any right to alter the original text inasmuch as the Manifesto had already become a historical document, during the intervening period of twenty-five years. Sixty-five additional years have elapsed since that time. Isolated passages in the Manifesto have receded still further into the past. We shall try to establish succinctly in this preface both those ideas in the Manifesto which retain their full force today and those which require important alteration or amplification.

1. The materialist conception of history, discovered by Marx only a short while before and applied with consummate skill in the Manifesto, has completely withstood the test of events and the blows of hostile criticism. It constitutes today one of the most precious instruments of human thought. All other interpretations of the historical process have lost all scientific meaning. We can state with certainty that it is impossible in our time to be not only a revolutionary militant but even a literate observer in politics without assimilating the materialist interpretation of history.

2. The first chapter of the Manifesto opens with the following Ninety Years of the Communist Manifesto words: "The history of all hitherto existing society is the history of class struggles." This postulate, the most important conclusion drawn from the materialist interpretation of history, immediately became an issue in the class struggle. Especially venomous attacks were directed by reactionary hypocrites, liberal doctrinaires, and idealistic democrats against the theory which substituted the struggle of material interests for "common welfare," "national unity/' and "eternal moral truths" as the driving force of history. They were later joined by recruits from the ranks of the labor movement itself, by the so-called revisionists, i.e., the proponents of reviewing ("revising") Marxism in the spirit of class collaboration and class conciliation. Finally, hi our own time, the same path has been followed in practice by the contemptible epigones of the Communist International (the "Stalinists"): the policy of the so-called People's Front flows wholly from the denial of the laws of the class struggle. Meanwhile, it is precisely the epoch of imperialism, bringing all social contradictions to the point of highest tension, which gives to the Communist Manifesto its supreme theoretical triumph.

3. The anatomy of capitalism, as a specific stage in the economic development of society, was given by Marx in its finished form in Capital (1867). But even in the Communist Manifesto the main lines of the future analysis are firmly sketched: the payment for labor power as equivalent to the cost of its reproduction; the appropriation of surplus value by the capitalists; competition as the basic law of social relations; the ruination of intermediate classes, i.e., the urban petty bourgeoisie and the peasantry; the concentration of wealth in the hands of an ever-diminishing number of property owners, at the one pole, and the numerical growth of the proletariat, at the other; the preparation of the material and political
preconditions for the socialist regime.

4. The proposition in the Manifesto concerning the tendency of capitalism to lower the living standards of the workers, and even to transform them into paupers, had been subjected to a heavy barrage. Parsons, professors, ministers, journalists, Social Democratic theoreticians, and trade union leaders came to the front against the so-called "theory of impoverishment." They invariably discovered signs of growing prosperity among the toilers, palming off the labor aristocracy as the proletariat, or taking a fleeting tendency as permanent. Meanwhile, even the development of the mightiest capitalism in the world, namely, U.S. capitalism, has transformed millions of workers into paupers who are maintained at the expense of federal, municipal, or private charity.

5. As against the Manifesto, which depicted commercial and industrial crises as a series of ever more extensive catastrophes, the revisionists vowed that the national and international development of trusts would assure control over the market, and lead gradually to the abolition of crises. The close of the last century and the beginning of the present one were in reality marked by a development of capitalism so tempestuous as to make crises seem only "accidental" stoppages. But this epoch has gone beyond return. In the last analysis, truth proved to be on Marx's side in this question as well,

6. "The executive of the modern state is but a committee for managing the common affairs of the whole bourgeoisie." This succinct formula, which the leaders of the Social Democracy looked upon as a journalistic paradox, contains in fact the only scientific theory of the state. The democracy fashioned by the bourgeoisie is not, as both Bernstein and Kautsky thought, an empty sack which one can undisturbedly fill with any kind of class content. Bourgeois democracy can serve only the bourgeoisie. A government of the "People's Front," whether headed by Blum or Chautemps, Caballero or Negrin, is only "a committee for managing the common affairs of the whole bourgeoisie," Whenever this "committee" manages affairs poorly, the bourgeoisie dismisses it with a boot.

7. "Every class struggle is a political struggle." "The organization of the proletariat as a class [is ] consequently its organization into a political party." Trade unionists, on the one hand, and anarcho-syndicalists, on the other, have long shied away—and even now try to shy away—from the understanding of these historical laws. "Pure" trade unionism has now been dealt a crushing blow in its chief refuge: the United States. Anarcho-syndicalism has suffered an irreparable defeat in its last stronghold—Spain. Here too the Manifesto proved correct,

8. The proletariat cannot conquer power within the legal framework established by the bourgeoisie. "Communists openly declare that their ends can be attained only by the forcible overthrow of all existing social conditions." Reformism sought to explain this postulate of the Manifesto on the grounds of the immaturity of the movement at that time, and the inadequate development of democracy. The fate of Italian, German, and a great number of other "democracies" proves that "immaturity" is the distinguishing trait of the ideas of the reformists themselves.

9. For the socialist transformation of society, the working class must concentrate in its hands such power as can smash each and every political obstacle barring the road to the new system. "The proletariat organized as the ruling class"—this is the dictatorship. At the same time it is the only true proletarian democracy. Its scope and depth depend upon concrete historical conditions. The greater the number of states that take the path of the socialist revolution, the freer and more flexible forms will the dictatorship assume, the broader and more deepgoing will be workers' democracy,

10. The international development of capitalism has predetermined the international character of the proletarian revolution. "United action, of the leading civilized countries at least, is one of the first conditions for the emancipation of the proletariat." The subsequent development of capitalism has so closely knit all sections of our planet, both "civilized" and "uncivilized," that the problem of the socialist revolution has completely and decisively assumed a world character. The Soviet bureaucracy attempted to liquidate the Manifesto with respect to this fundamental question. The Bonapartist degeneration of the Soviet state is an overwhelming illustration of the falseness of the theory of socialism in one country.

11. "When, in the course of development, class distinctions have disappeared, and all production has been concentrated in the hands of a vast association of the whole nation, the public power will lose its political character." In other words: the state withers away. Society remains, freed from the straitjacket. This is nothing else but socialism. The converse theorem: the monstrous growth of state coercion in the USSR is eloquent testimony that society is moving away from socialism.

12. "The workingmen have no fatherland." These words of the Manifesto have more than once been evaluated by philistines as an agitational quip. As a matter of fact they provided the proletariat with the sole conceivable directive in the question of the capitalist "fatherland." The violation of this directive by the Second International brought about not only four years of devastation in Europe, but the present stagnation of world culture. In view of the impending new war, for which the betrayal of the Third International has paved the way, the Manifesto remains even now the most reliable counselor on the question of the capitalist "fatherland,"
Thus, we see that the joint and rather brief production of two Young authors continues to give irreplaceable directives upon the most important and burning questions of the struggle for emancipation. What other book could even distantly be compared with the Communist Manifesto1? But this does not imply that after ninety years of unprecedented development of productive forces and vast social struggles, the Manifesto needs neither corrections nor additions. Revolutionary thought has nothing in common with idol-worship. Programs and prognoses are tested and corrected in the light of experience, which is the supreme criterion of human reason. The Manifesto, too, requires corrections and additions. However, as is evidenced by historical experience itself, these corrections and additions can be successfully made only by proceeding in accord with the method lodged in the foundation of the Manifesto itself. We shall try to indicate this in several most important instances.

1. Marx taught that no social system departs from the arena of history before exhausting its creative potentialities. The Manifesto excoriates capitalism for retarding the development of the productive forces. During that period, however, as well as in the following decades, this retardation was only relative in nature. Had it been possible in the second half of the nineteenth century to organize economy on socialist beginnings, its tempos of growth would have been immeasurably greater. But this theoretically irrefutable postulate does not invalidate the fact that the productive forces kept expanding on a world scale right up to the world war. Only in the last twenty years, despite the most modern conquests of science and technology, has the epoch of out-and-out stagnation and even decline of world economy begun. Mankind is beginning to expend its accumulated capital, while the next war threatens to destroy the very foundations of civilization for many years to come. The authors of the Manifesto thought that capitalism would be scrapped long prior to the time when from a relatively reactionary regime it would turn into an absolutely reactionary regime. This transformation took final shape only before the eyes of the present generation, and changed our epoch into the epoch of wars, revolutions, and fascism.

2. The error of Marx and Engels in regard to the historical dates flowed, on the one hand, from an underestimation of future possibilities latent in capitalism, and, on the other, an overestimation of the revolutionary maturity of the proletariat. The revolution of 1848 did not turn into a socialist revolution as the Manifesto had calculated, but opened up to Germany the possibility of a vast future capitalist ascension. The Paris Commune proved that the proletariat, without having a tempered revolutionary party at its head, cannot wrest power from the bourgeoisie. Meanwhile, the prolonged period of capitalist prosperity that ensued brought about not the education of the revolutionary vanguard, but rather the bourgeois degeneration of the labor aristocracy, which became in turn the chief brake on the proletarian revolution, In the nature of things, the authors of the Manifesto could not possibly have foreseen this "dialectic."

3. For the Manifesto, capitalism was—the kingdom of free competition. While referring to the growing concentration of capital, the Manifesto did not draw the necessary conclusion in regard to monopoly, which has become the dominant capitalist form in our epoch and the most important precondition for socialist economy. Only afterwards, in Capital, did Marx establish the tendency toward the transformation of free competition into monopoly. It was Lenin who gave a scientific characterization of monopoly capitalism in his Imperialism.

4. Basing themselves on the example of "industrial revolution" in England, the authors of the Manifesto pictured far too unilaterally the process of liquidation of the intermediate classes, as a wholesale proletarianization of crafts, petty trades, and peasantry. In point of fact, the elemental forces of competition have far from completed this simultaneously progressive and barbarous work. Capitalism has ruined the petty bourgeoisie at a much faster rate than it has proletarianized it. Furthermore, the bourgeois state has long directed its conscious policy toward the artificial maintenance of petty-bourgeois strata. At the opposite pole, the growth of technology and the rationalization of largescale industry engenders chronic unemployment and obstructs the proletarianization of the petty bourgeoisie. Concurrently, the development of capitalism has accelerated in the extreme the growth of legions of technicians, administrators, commercial employees, in short, the so-called "new middle class." In consequence, the intermediate classes, to whose disappearance the Manifesto so categorically refers, comprise even in a country as highly industrialized as Germany about half of the population. However, the artificial preservation of antiquated petty-bourgeois strata in no way mitigates the social contradictions, but, on the contrary, invests them with a special malignancy, and together with the permanent army of the unemployed constitutes the most malevolent expression of the decay of capitalism.

5. Calculated for a revolutionary epoch the Manifesto contains (end of Chapter II) ten demands, corresponding to the period of direct transition from capitalism to socialism. In their preface of 1872, Marx and Engels declared these demands to be in part antiquated, and, in any case, only of secondary importance. The reformists seized upon this evaluation to interpret it in the sense that transitional revolutionary demands had forever ceded their place to the Social Democratic "minimum program," which, as is well known, does not transcend the limits of bourgeois democracy. As a matter of fact, the authors of the Manifesto indicated quite precisely the main correction of their transitional program, namely, 'the working class cannot simply lay hold of the readymade state machinery and wield it for its own purposes." In other words, the correction was directed against the fetishism of bourgeois democracy. Marx later counterposed to the capitalist state, the state of the type of the Commune. This "type" subsequently assumed the much more graphic shape of Soviets. There cannot be a revolutionary program today without Soviets and without workers' control. As for the rest, the ten demands of the Manifesto, which appeared "archaic" in an epoch of peaceful parliamentary activity, have today regained completelytheir true significance. The Social Democratic "minimum program," on the other hand, has become hopelessly antiquated.

6. Basing its expectation that "the German bourgeois revolution ... will be but a prelude to an immediately following proletarian revolution," the Manifesto cites the much more advanced conditions of European civilization as compared with what existed in England in the seventeenth century and in France in the eighteenth century, and the far greater development of the proletariat. The error in this prognosis was not only in the date. The revolution of 1848 revealed within a few months that precisely under more advanced conditions, none of the bourgeois classes is capable of bringing the revolution to its termination: the big and middle bourgeoisie is far too closely linked with the landowners, and fettered by the fear of the masses; the petty bourgeoisie is far too divided and in its top leadership far too dependent on the big bourgeoisie. As evidenced by the entire subsequent course of development in Europe and Asia, the bourgeois revolution, taken by itself, can no more in general be consummated. A complete purge of feudal rubbish from society is conceivable only on the condition that the proletariat, freed from the influence of bourgeois parties, can take its stand at the head of the peasantry and establish its revolutionary dictatorship. By this token, the bourgeois revolution becomes interlaced with the first stage of the socialist revolution, subsequently to dissolve in the latter, The national revolution therewith becomes a link of the world revolution. The transformation of the economic foundation and of all social relations assumes a permanent (uninterrupted) character.

For revolutionary parties in backward countries of Asia, Latin America, and Africa, $ clear understanding of the organic connection between the democratic revolution and the dictatorship of the proletariat—and thereby, the international socialist revolution—is a life-and-death question.

7. While depicting how capitalism draws into its vortex backward and barbarous countries, the Manifesto contains no reference to the struggle of colonial and semicolonial countries for independence. To the extent mat Marx and Engels considered the social revolution "in the leading civilized countries at least," to be a matter of the next few years, the colonial question was resolved automatically for them, not in consequence of an independent movement of oppressed nationalities but in consequence of the victory of the proletariat in the metropolitan centers of capitalism. The questions of revolutionary strategy in colonial and semicolonial countries are therefore not touched upon at all by the Manifesto. Yet these questions demand an independent solution. For example, it is quite self-evident that while the "national fatherland" has become the most baneful historical brake in advanced capitalist countries, it still remains a relatively progressive factor in backward countries compelled to struggle for an independent existence.
"The Communists," declares the Manifesto, "everywhere support every revolutionary movement against the existing social and political order of things." The movement of the colored races against their imperialist oppressors is one of the most important and powerful movements against the existing order and therefore calls for the complete, unconditional, and unlimited support on the part of the proletariat of the white race. The credit for developing revolutionary strategy for oppressed nationalities belongs primarily to Lenin.

8. The most antiquated section of the Manifesto—with respect not to method but to material—is the criticism of "socialist" literature for the first part of the nineteenth century (Chapter III) and the definition of the position of the Communists in relation to various opposition parties (Chapter IV). The movements and parties listed in the Manifesto were so drastically swept away either by the revolution of 1848 or by the ensuing counterrevolution that one must look up even their names in a historical dictionary. However, in this section, too, the Manifesto is perhaps closer to us now than it was to the previous generation. In the epoch of the flowering of the Second International, when Marxism seemed to exert an undivided sway, the ideas of pre-Marxist socialism could have been considered as having receded decisively into the past. Things are otherwise today. The decomposition of the Social Democracy and the Communist International at every step engenders monstrous ideological relapses. Senile thought seems to have become infantile. In search of all-saving formulas the prophets in the epoch of decline discover anew doctrines long since buried by scientific socialism.

As touches the question of opposition parties, it is in this domain that the elapsed decades have introduced the most deepgoing changes, not only in the sense that the old parties have long been brushed aside by new ones, but also in the sense that the very character of parties and their mutual relations have radically changed in the conditions of the imperialist epoch. The Manifesto must therefore be amplified with the most important documents of the first four congresses of the Communist International, the essential literature of Bolshevism, and the decisions of the conferences of the Fourth International.

We have already remarked above that according to Marx no social order departs from the scene without first exhausting the potentialities latent in it. However, even an antiquated social order does not cede its place to a new order without resistance. A change in social regimes presupposes the harshest form of the class struggle, i.e., revolution, If the proletariat, for one reason or another, proves incapable of overthrowing with an audacious blow the outlived bourgeois order, then finance capital in the struggle to maintain its unstable rule can do nothing but turn the petty bourgeoisie ruined and demoralized by it into the pogrom army of fascism. The bourgeois degeneration of the Social Democracy and the fascist degeneration of the petty bourgeoisie are interlinked as cause and effect.

At the present time, the Third International far more wantonly than the Second performs in all countries the work of deceiving and demoralizing the toilers. By massacring the vanguard of the Spanish proletariat, the unbridled hirelings of Moscow not only pave the way for fascism but execute a goodly share of its labors. The protracted crisis of the international revolution, which is turning more and more into a crisis of human culture, is reducible in its essentials to the crisis of revolutionary leadership.

As the heir to the great tradition, of which the Manifesto of the Communist Party forms the most precious link, the Fourth International is educating new cadres for the solution of old tasks. Theory is generalized reality. In an honest attitude to revolutionary theory is expressed the impassioned urge to reconstruct the social reality. That in the southern part of the Dark Continent our cothinkers were the first to translate the Manifesto into the Afrikaans language is another graphic illustration of the fact that Marxist thought lives today only under the banner of the Fourth International. To it belongs the future. When the centennial of the Communist Manifesto is celebrated, the Fourth International will have become the decisive revolutionary force on our planet.

THE COMMUNIST MANIFESTO, KARL MARX AND FRIEDRICH ENGELS, PENQUIN CLASSICS: NEW EDITIONS, NEW YORK, 2002


If you are a revolutionary, a radical or merely a liberal activist you must come to terms with the theory outlined in the Communist Manifesto. Today’s political activists are obviously not the first to face this challenge. Radicals, revolutionaries and liberals have had to come to terms with the Manifesto at least since 1848, when it was first published. That same necessity; perhaps surprisingly to some given the changes in the political landscape since then, is true today. Why surprisingly? On the face of it, given the political times, it would appear somewhat absurd to make such a claim about the necessity of coming to terms with the overriding need for the revolutionary overturn of the capitalist order outlined in the Manifesto. It, however, is.

With the collapses of the Soviet Union and the Soviet-influenced Eastern European states about fifteen years ago, which were supposedly based on Marxist concepts, one would think that Marxism was a dead letter. But hear me out. Even the less far-sighted apologists for the international capitalist order are now worrying about the increasing gap between rich and poor, not only between the so-called first and third worlds but also within the imperial metropolitan centers themselves. Nowhere is that more evident that in the United States where that gap has dramatically increased over the last thirty years. Thus, despite the carping of the ‘death of communism’ theorists after the decisive capitulation of international Stalinism in the early 1990’s, an objective criterion exists today to put the question posed by the ongoing class struggle and of the validity of a materialist concept of history back on the front burner.

Whether one agrees with the Marxian premises about the need for revolution and for a dialectical materialist conception of the workings of society or not one still must, if for no other reason that to be smart about the doings of the world, confront the problem of how to break the stalemate over where human history is heading. 'Globalization' has clearly demonstrated only that the 'race to the bottom' inherent in the inner workings of capitalism is continuing at full throttle. Moreover, the contradictions and boom/bust cycles of capitalism have not been resolved. And those results have not been pretty for the peoples of the world.

Experience over the last 160 years has shown that those who are not armed with a materialist concept of history, that is, the ability to see society in all its workings and contradictions, cannot understand the world. All other conceptual frameworks lead to subjectivist idealism and utopian concepts of social change, at best. One may ultimately answer the questions posed by the Manifesto in the negative but the alternatives leave one politically defenseless in the current one-sided international class war.

So what is the shouting over Marxism, pro and con, all about? In the middle of the 19th century, especially in Europe, it was not at all clear where the vast expansion and acceleration of industrial society was heading. All one could observe was that traditional society was being rapidly disrupted and people were being uprooted, mainly from the land, far faster than at any time in previous history. For the most part, political people at that time reacted to the rise of capitalism with small plans to create utopian societies off on the side of society or with plans to smash the industrial machinery in order to maintain an artisan culture (the various forms of Ludditism). Into this chaos a young Karl Marx stepped in, and along with his associate and co-thinker Friedrich Engel, gave a, let us face it, grandiose plan for changing all of society based on the revolutionary overthrow of existing society.

Marx thus did not based himself on creation of some isolated utopian community but rather took the then current level of international capitalist society as a starting point and expanded his thesis from that base. Now that was then, and today still is, a radical notion. Marx, however, did not just come to those conclusions out of the blue. As an intellectual (and frustrated academian) he took the best of German philosophy (basically from Hegel, then the rage of German philosophical academia), French political thought and revolutionary tradition especially the Great French Revolution of the late 1700’and English political economy.

In short, Marx took the various strands of Enlightenment thought and action and grafted those developments onto a theory, not fully formed at the time, of how the proletariat was to arise and take over the reins of society for the benefit of all of society and end class struggle as the motor force of history. Unfortunately, given the rocky road of socialist thought and action over the last 160 years, we are, impatiently, still waiting for that new day.

In recently re-reading the Manifesto this writer was struck by how much of the material in it related, taking into account the technological changes and advances in international capitalist development since 1848, to today’s political crisis of humankind. Some of the predictions and some of the theory are off, no question, particularly on the questions of the relative staying power of capitalism, the relative impoverishment of the masses, the power of the nation-state and nationalism to cut across international working class solidarity and the telescoping of the time frame of capitalist development but the thrust of the material presented clearly speaks to us today. Maybe that is why today the more far-sighted bourgeois commentators are nervous at the reappearance of Marxism in Western society as a small but serious current in the international labor movement. Militant leftists can now argue- Stalinism (the horrendous distortion of Marxism) never again, to the bourgeois commentators' slogan of - socialist revolution, never again.

As a historical document one should read the Manifesto with the need for updating in mind. The reader should nevertheless note the currency of the seemingly archaic third section of the document where Marx polemicized against the leftist political opponents of his time. While the names of the organizations of that time have faded away into the historical mist the political tendencies he argued against seem to very much analogous to various tendencies today. In fact, in my youth I probably argued in favor of every one of those tendencies that Marx opposed before I was finally won over to the Marxian worldview. I suggest that not only does humankind set itself the social tasks that it can reasonably perform but also that when those tasks are not performed there is a tendency to revert to earlier, seemingly defeated ideas, of social change. Thus the resurgent old pre-Marxian conceptions of societal change have to be fought out again by this generation of militant leftists. That said, militant leftists should read and reread this document. It is literarily the foundation document of the modern communist movement. One can still learn much from it. Forward.

THE AGE OF REVOLUTION, 1789-1848, E.J. HOBSBAWN, THE NEW AMERICAN LIBRARY, NEW YORK, 1962



The eminent British Marxist historian E.J. Hobsbawn has written, over an extended period, several books highlighting the key trends in modern history since the English Revolution, particularly trends in modern revolutionary history. The book under review is to this writer the best of the series. Why? The period from the French Revolution to the Revolutions of 1848 is the decisive period of the age of democratic revolution, the necessary precursor to all later socialist and communist movements. This is the period when, not without setbacks and dashed hopes for the laboring masses, those masses began their first definitive appearance on the world historic stage, even if at that time only in the wake of the victorious bourgeoisie. Re-reading the book in 2006, however, makes one realize that the fight started in the ‘golden age of the democratic revolution’ has suffered some regression and many of the issues like religious toleration, meaningful political representation, the elimination of economic inequality, the right to national self-determination, the fight against imperialism, etc. that one would have thought had been decisively settled then are still in need of further struggle.

Professor Hobsbawn’s central theme is the intertwining of the spreading of political revolution unleashed by the great revolution in France in 1789 and the establishment of the rudiments of industrial society by the developments, primarily in England at that time, of the Industrial Revolution. The implications inherent in this thematic presentation cannot be underestimated in the development of modern society as we know it. It is, perhaps, hard to understand today the tremendous effect that the changing of individuals from subjects to an arbitrary sovereign to citizens of a 'messy' democracy had on unleashing the energies of society. It is not unfair to state that that process is what changed people, at least in the European/ North American land masses, into individual personalities from a previously largely undifferentiated mass. Moreover, the rise and definitive victory of industrialization held out the promise, if only the promise, of taking the struggle against scarcity-the struggle for daily existence- off the agenda as the motive force of history to be replaced by more communal and cultural pursuits. Ah, but, unfortunately, that is still the music of the future.

Professor Hobsbawn is, however, not merely a contended ideologue for these two above-mentioned trends of history as they played out at the time but further does a masterful job of connecting all the conflicting tendencies of the period. If at the end of the day some attenuated form of democracy (or rather liberalism, which is not the same thing) triumphed and capitalism, very ugly warts and all, also was victorious those were not necessarily the only outcomes possible in this period. To that end, Hobsbawn analyzes the land question and the related question of the displacement of populations which created the urban proletariat and gave rise to great cities; the tensions between the liberalism of the middle classes and the 'rough' democratic spirit of the laboring masses; the critical role of science, particularly the applied sciences in giving a boost to industrial organization; the fight against religious obscurantism and the counter-attack by religious reaction; the unusually prominent role of the arts and artists as spokesmen for democratic causes during this period; and, the beginnings of the attempts by the laboring masses to exercise their own political program culminating in their efforts in the revolutions of 1848. All these trends bring us up to the age of Marx’s Communist Manifesto. If you want a thoughtful, incisive overview of an important period in the history of humankind this is your stop.

Other Septembers in this series I have concentrated on various sometimes now obscure leaders and rank and file militants in the international working class movement, especially those who made contributions here in America like "Big Bill" Haywood and Eugene V. Debs. This year, given the pressing need for clarity around the labor party question in America (algebraically expressed in our movement as the struggle for a workers party that fights for a workers government) I have gone back to the sources-Karl Marx and Friedrich Engels and their correspondence on working class organization with various associates and opponents. Strangely, or maybe not so strangely given the state of working class organization here these days, many of their comments, taken in due regard for changed times and circumstances, are germane today. This correspondence is only a start and should just whet the reader's appetite to research further.

The book herewith again made available to the German public first appeared in the summer of 1845. Both in its strengths and in its weaknesses it bears the stamp of the author’s youth. At the time, I was twenty-four; today, I am thrice as old, and as I re-read this early work I find I need not be ashamed of it on any count. So I have no intention of somehow obliterating this stamp of youthfulness. I am presenting my work to the reader again, unchanged. I have only worded more precisely a few not entirely clear passages and added, here and there, a brief footnote, marked with the present date (1892).

As for the fate of this book, I will only mention that an English translation of it (by Mrs. Florence Kelley-Wischnewetzky) came out in New York in 1887 and was also published by Swan Sonnenschein & Co. in London in 1892. The preface to the American edition underlies that to the English one, and the latter in its turn underlies the present German preface. Modern large-scale industry makes the economic conditions in all the countries affected uniform to such an enormous extent that I hardly need tell the German reader anything different from what I tell the American or English.

The state of things described in this book belongs today in many respects, to the past, as far as England is concerned. Though not expressly stated in our recognised treatises, it is still a law of modern political economy that the larger the scale on which capitalistic production is carried on, the less can it support the petty devices of swindling and pilfering which characterise its early stages. The pettifogging business tricks of the Polish Jew, the representative in Europe of commerce in its lowest stage, those tricks that serve him so well in his own country, and are generally practised there, fail him once he comes to Hamburg or Berlin; and, again, the commission agent who hails from Berlin or Hamburg, Jew or Christian, after frequenting the Manchester Exchange, finds out that in order to buy cotton yarn or cloth cheap, he, too, had better drop those slightly more refined but still miserable wiles and subterfuges which are considered the acme of cleverness in his native country. Of course, with the progress of large-scale industry a great deal has supposedly changed in Germany too, and a bad odour now attaches, particularly since the industrial Jena of Philadelphia, 283 even to the time-honoured German principle: People will be nothing but pleased if we first send them good samples and then bad goods. The fact is, those tricks do not pay any longer in a large market, where time is money, and where a certain standard of commercial morality is unavoidably developed not because of any considerations of virtue, but purely as a means of saving time and trouble. And exactly the same has taken place in England with the relation between the manufacturer and his “hands”.

The revival of trade, after the crisis of 1847, was the dawn of a new industrial epoch. The repeal of the Corn Laws 184 and the financial reforms subsequent thereon gave to English industry and commerce all the elbow-room they had asked for. The discovery of the Californian and Australian goldfields followed in rapid succession. The colonial markets developed at an increasing rate their capacity for absorbing English manufactured goods. In India millions of handweavers were finally crushed out by the Lancashire power-loom. China was more and more being opened up. But most important of all, America was developing at a rate unprecedented even for that country of tremendous progress; and America, it will be recalled, was then merely a colonial market, indeed the largest of all, i.e., a country supplying raw materials and importing industrial products, notably from England.

And, finally, the new means of communication introduced at the close of the preceding period-railways and ocean steamerswere now worked out on an international scale; they realised actually what had hitherto existed only potentially, a world-market. This world-market, at the time, was still composed of a number of chiefly or entirely agricultural countries grouped around one manufacturing centre – England – which consumed the greater part of their surplus raw produce, and supplied them in return

with the greater part of their requirements in manufactured articles. No wonder, therefore, that England’s industrial progress was colossal and unparallelled, and such that the status of 1844 now appears to us as comparatively insignificant, almost primitive.

And in proportion as this increase took place, in the same proportion did manufacturing industry become apparently moralised. The competition of manufacturer against manufacturer by means of petty thefts upon the workpeople did no longer pay. Trade had outgrown such low means of making money; the manufacturing millionaire had to know better than waste his time on petty tricks of this kind. Such practices were good enough, at best, for small fry in need of money, who had to snap up every penny in order not to succumb to competition. Thus the truck system was suppressed, the Ten-Hours’ Bill was enacted, and a number of other secondary reforms introduced-much against the spirit of Free Trade and unbridled competition, but quite as much in favour of the giant-capitalist in his competition with his less favoured brother.

Moreover, the larger the concern, and with it the number of workers, the greater the loss and inconvenience caused by every conflict with the workers and thus a new spirit came over the manufacturers, especially the largest ones, which taught them to avoid unnecessary squabbles, to acquiesce in the existence and power of trades unions, and finally even to discover in strikes-at opportune times – a powerful means to serve their own ends. The largest manufacturers, formerly the leaders of the war against the working class, were now the foremost to preach peace and harmony. And for a very good reason.

All these concessions to justice and philanthropy were nothing else but means to accelerate the concentration of capital in the hands of the few and crushing the smaller competitors, who could not survive without extra receipts of this sort. To these few, the petty accessory extortions of earlier years had not only lost all significance but had turned, as it were, into hindrances to large-scale business. Thus the development of production on the basis of the capitalistic system has of itself sufficed – at least in the leading industries, for in the more unimportant branches this is far from being the case – to do away with all those minor grievances which aggravated the workman’s fate during its earlier years. And thus it renders more and more evident the great central fact that the cause of the miserable condition of the working class is to be sought, not in these minor grievances, but in the capitalistic system itself. The worker sells to the capitalist his labour-force for a certain daily sum. After a few hours’ work he has reproduced the value of that sum; but the substance of his contract is, that he has to work another series of hours to complete his working-day; and the value he produces during these additional hours of surplus labour is surplus value, which costs the capitalist nothing, but yet goes into his pocket. That is the basis of the system which tends more and more to split up civilised society into a few Rothschilds and Vanderbilts, the owners of all the means of production and subsistence, on the one hand, and an immense number of wage-workers, the owners of nothing but their labour-force, on the other. And that this result is caused, not by this or that secondary grievance, but by the system itself – this fact has been brought out in bold relief by the development of capitalism in England.

Again, the repeated visitations of cholera, typhus, smallpox, and other epidemics have shown the British bourgeois the urgent necessity of sanitation in his towns and cities, if he wishes to save himself and family from falling victims to such diseases. Accordingly, the most crying abuses described in this book have either disappeared or have been made less conspicuous. Drainage has been introduced or improved, wide avenues have been opened out athwart many of the worst “slums”. “Little Ireland” had disappeared, and the “seven dials” 286 are next on the list for sweeping away. But what of that? Whole districts which in 1844 I could describe as almost idyllic have now, with the growth of the towns, fallen into the same state of dilapidation, discomfort, and misery. Only the pigs and the heaps of refuse are no longei. tolerated. The bourgeoisie have made further progress in the art of hiding the distress of the working class. But that, in regard to their dwellings, no substantial improvement has taken place is amply proved by the Report of the Royal Commission “On the Housing of the Poor”, 1885. And this is the case, tool in other. respects. Police regulations have been plentiful as blackberries; but they can only hedge in the distress of the workers, they cannot remove it.

But while England has thus outgrown the juvenile state of capitalist exploitation described by me, other countries have only just attained it. France, Germany, and especially America, are the formidable competitors who, at this moment – as foreseen by me [See Report of the Royal Commission on the Housing of the Working Classes. England and Wales, 1885.-Ed.] In 1844 - are more and more breaking up England’s industrial monopoly. Their manufactures are young as compared with those of England, but increasing at a far more rapid rate than the latter; and they have at this moment arrived at about the same phase of development as English manufacture in 1844. With regard to America, the parallel is indeed most striking. True, the external surroundings in which the working class is placed in America are very different, but the same economical laws are at work, and the results, if not identical in every respect, must still be of the same order. Hence we find in America the same struggles for a shorter working-day, for a legal limitation of the working-time, especially of women and children in factories; we find the truck system in full blossom, and the cottage system, in rural districts, made use of by the “BOSSES”, the capitalists and their agents, as a means of domination over the workers. When I received, in 1886, the American papers with accounts of the great strike of 12,000 Pennsylvanian coal-miners in the Connellsville district, I seemed but to read my own description of the North of England colliers' strike of 1844. The same cheating of the workpeople by false measure; the same truck system; the same attempt to break the miners’ resistance by the capitalists’ last, but crushing, resource – the eviction of the men out of their dwellings, the cottages owned by the companies.

Neither here nor in the English editions did I try to update the book, i.e. to list one by one the changes that have taken place since 1844. I did not do it for two reasons. Firstly, I would have had to double the volume of the book. And secondly, Volume One of Marx’s Capital gives a detailed description of the condition of the British working class for about 1865, i.e. the time when Britain’s industrial prosperity had reached its peak. I would therefore have had to repeat what Marx says.

It will be hardly necessary to point out that the general theoretical standpoint of this book — philosophical, economical, political — does not exactly coincide with my standpoint of to-day. Modern international socialism, since fully developed as a science, chiefly and almost exclusively through the efforts of Marx, did not as yet exist in 1844. My book represents one of the phases of its embryonic development; and as the human embryo, in its early stages, still reproduces the gill-arches of our fish-ancestors, so this book exhibits everywhere the traces of the descent of modern [See present edition, Vol. 4, pp. 540-47.-Ed.] socialism from one of its ancestors, German classical philosophy. Thus great stress is laid on the dictum that communism is not a mere party doctrine of the working class, but a theory compassing the emancipation of society at large, including the capitalist class, from its present narrow conditions. This is true enough in the abstract, but absolutely useless, and sometimes worse, in practice. So long as the wealthy classes not only do not feel the want of any emancipation, but strenuously oppose the self-emancipation of the working class, so long the social revolution will have to be prepared and fought out by the working class alone. The French bourgeois of 1789, too, declared the emancipation of the bourgeoisie to be the emancipation of the whole human race; but the nobility and clergy would not see it; the proposition – though for the time being, with respect to feudalism, an abstract historical truth – soon became a mere sentimentalism, and disappeared from view altogether in the fire of the revolutionary struggle. And to-day, the very people who, from the “impartiality” of their superior standpoint, preach to the workers a socialism soaring high above their class interests and class struggles-these people are either neophytes, who have still to learn a great deal, or they are the worst enemies of the workers-wolves in sheep’s clothing.

The recurring period of the great industrial crisis is stated in the text as five years. This was the period apparently indicated by the course of events from 1825 to 1842. But the industrial history from 1842 to 1868 has shown that the real period is one of ten years; that the intermediate revulsions were secondary, and had been increasingly disappearing from 1842 onwards. Since 1868 the state of things has changed again, of which more anon.

I have taken care not to strike out of the text the many prophecies, amongst others that of an imminent social revolution in England, which my youthful ardour induced me to venture upon. The wonder is, not that a good many of these prophecies proved wrong, but that so many of them have proved right, and that the critical state of English trade, to be brought on by Continental and especially American competition, which I then foresaw — though in too short a period — has now actually come to pass. In this respect I am bound to bring the book up to date, by placing here an article which appeared in the London Commonweal of March 1, 1885 in English and in Neue Zeit in June of the same year (Issue 6) in German.

“Forty years ago England stood face to face with a crisis, solvable to all appearances by force only. The immense and rapid development of manufactures had outstripped the extension of foreign markets and the increase of demand. Every ten years the march of industry was violently interrupted by a general commercial crash, followed, after a long period of’ chronic depression, by a few short years of prosperity, and always ending in feverish over-production and consequent renewed collapse. The capitalist class clamoured for Free Trade in corn, and threatened to enforce it by sending the starving population of the towns back to the country districts whence they came, to invade them, as John Bright said, not as paupers begging for bread, but as an army quartered upon the enemy. The working masses of the towns demanded their share of political power – the People’s Charter; they were supported by the majority of the small trading class, and the only difference between the two was whether the Charter should be carried by physical or by moral force. Then came the commercial crash of 1847 and the Irish famine, and with both the prospect of revolution.

“The French Revolution of 1848 saved the English middle class. The Socialistic pronunciamentos of the victorious French workmen frightened the small middle class of England and disorganised the narrower, but more matter-of-fact movement of the English working class. At the very moment when Chartism was bound to assert itself in its full strength, it collapsed internally before even it collapsed externally, on the 10th of April, 1848. The action of the working class was thrust into the background. The capitalist class triumphed along the whole line.

“The Reform Bill of 1831 had been the victory of the whole capitalist class over the landed aristocracy. The repeal of the Corn Laws was the victory of the manufacturing capitalist not only over the landed aristocracy, but over those sections of capitalists, too, whose interests were more or less bound up with the landed interest-bankers, stockjobbers, fundholders, etc. Free Trade meant the readjustment of the whole home and foreign, commercial and financial policy of England in accordance with the interests of the manufacturing capitalists — the class which now [These words belong apparently not to Bright but to his adherents. See The Quarterly Review, Vol. 71, No. 141, p. 273.-Ed.] represented the nation. And they set about this task with a will. Every obstacle to industrial production was mercilessly removed. The tariff and the whole system of taxation were revolutionised. Everything was made subordinate to one end, but that end of the utmost importance to the manufacturing capitalist: the cheapening of all raw produce, and especially of the means of living of the working class; the reduction of the cost of raw material, and the keeping down – if not as yet the bringing down - of wages. England was to become the ‘workshop of the world’; all other countries were to become for England what Ireland already was-markets for her manufactured goods, supplying her in return with raw materials and food. England, the great manufacturing centre of an agricultural world, with an ever-increasing number of corn and cotton-growing Irelands revolving around her, the industrial sun. What a glorious prospect!

“The manufacturing capitalists set about the realisation of this their great object with that strong common sense and that contempt for traditional principles which has ever distinguished them from their more narrow-minded compeers on the Continent. Chartism was dying out. The revival of commercial prosperity, natural after the revulsion of 1847 had spent itself, was put down altogether to the credit of Free Trade. Both these circumstances had turned the English working class, politically, into the tail of the ‘great Liberal Party’, the party led by the manufacturers. This advantage, once gained, had to be perpetuated. And the manufacturing capitalists, from the Chartist opposition, not to Free Trade, but to the transformation of Free Trade into the one vital national question, had learnt, and were learning more and more, that the middle class can never obtain full social and political power over the nation except by the help of the working class. Thus a gradual change came over the relations between both classes. The Factory Acts, once the bugbear of all manufacturers, were not only willingly submitted to, but their expansion into acts regulating almost all trades was tolerated. Trades Unions, hitherto considered inventions of the devil himself, were now petted and patronised as perfectly legitimate institutions, and as useful means of spreading sound economical doctrines amongst the workers. Even strikes, than which nothing had been more nefarious up to 1848, were now gradually found out to be occasionally very useful, especially when provoked by the masters themselves, at their own time. Of the legal enactments, placing the workman at a lower level or at a disadvantage with regard to the master, at least the most revolting were repealed. And, practically, that horrid People’s Charter actually became the political programme of the very manufacturers who had opposed it to the last. The Abolition of the Property Qualification and Vote by Ballot are now the law of the land. The Reform Acts of 1867 and 1884 make a near approach to universal suffrage, at least such as it now exists in Germany; the Redistribution Bill now before Parliament creates equal electoral districts-on the whole not more unequal than those of France or Germany; payment of members, and shorter, if not actually annual Parliaments, are visibly looming in the distanceand yet there are people who say that Chartism is dead.

“The Revolution of 1848, not less than many of its predecessors, has had strange bedfellows and successors. The very people who put it down have become, as Karl Marx used to say, its testamentary executors. Louis Napoleon had to create an independent and united Italy, Bismarck had to revolutionise Germany and to restore Hungarian independence, and the English manufacturers had to enact the People’s Charter.

“For England, the effects of this domination of the manufacturing capitalists were at first startling. Trade revived and extended to a degree unheard of even in this cradle of modern industry; the previous astounding creations of steam and machinery dwindled into nothing compared with the immense mass of productions of the twenty years from 1850 to 1870, with the overwhelming figures of exports and imports, of wealth accumulated in the hands of capitalists and of human working power concentrated in the large towns. The progress was indeed interrupted, as before, by a crisis every ten years, in 1857 as well as in 1866; but these revulsions were now considered as natural, inevitable events, which must be fatalistically submitted to, and which always set themselves right in the end.

“And the condition of the working-class during this period? There was temporary improvement even for the great mass. But this improvement always was reduced to the old level by the influx of the great body of the unemployed reserve, by the constant superseding of hands by new machinery, by the immigration of the agricultural population, now, too, more and more superseded by machines.

“A permanent improvement can be recognised for two ‘protected’ sections only of the working class. Firstly, the factory hands. The fixing by Act of Parliament of their working-day within relatively rational limits has restored their physical constitution and endowed them with a moral superiority, enhanced by their local concentration. They are undoubtedly better off than before 1848. The best proof is that, out of ten strikes they make, nine are provoked by the manufacturers in their own interests, as the only means of securing a reduced production. You can never get the masters to agree to work ‘short time’, let manufactured goods be ever so unsaleable; but get the workpeople to strike, and the masters shut their factories to a man.

“Secondly, the great Trades Unions. They are the organisations of those trades in which the labour of Grown-up men predominates, or is alone applicable. Here the competition neither of women and children nor of machinery has so far weakened their organised strength. The engineers, the carpenters and joiners, the bricklayers, are each of them a power, to that extent that, as in the case of the bricklayers and bricklayers’ labourers, they can even successfully resist the introduction of machinery. That their condition has remarkably improved since 1848 there can be no doubt, and the best proof of this is in the fact that for more than fifteen years not only have their employers been with them, but they with their employers, upon exceedingly good terms. They form an aristocracy among the working class; they have succeeded in enforcing for themselves a relatively comfortable position, and they accept it as final. They are the model working men of Messrs. Leone Levi & Giffen (and also the worthy Lujo Brentano), and they are very nice people indeed nowadays to deal with, for any sensible capitalist in particular and for the whole capitalist class in general.

“But as to the great mass of working people, the state of misery and insecurity in which they live now is as low as ever, if not lower. The East End of London is an everspreading pool of stagnant misery and desolation, of starvation when out of work, and degradation, physical and moral, when in work. And so in all other large towns-abstraction made of the privileged minority of the workers; and so in the smaller towns and in the agricultural districts. The law which reduces the value of labour-power to the value of the necessary means of subsistence, and the other law which reduces its average price, as a rule, to the minimum of those means of subsistence, these laws act upon them with the irresistible force of an automatic engine which crushes them between its wheels.

“This, then was the position created by the Free Trade policy of 1847, and by twenty years of the rule of the manufacturing capitalists. But then a change came. The crash of 1866 was, indeed, followed by a slight and short revival about 1873; but that did not last. We did not, indeed, pass through the full crisis at the time it was due, in 1877 or 1878; but we have had, ever since 1876, a chronic state of stagnation in all dominant branches of industry. Neither will the full crash come; nor will the period of longed-for prosperity to which we used to be entitled before and after it. A dull depression, a chronic glut of all markets for all trades, that is what we have been living in for nearly ten years. How is this?

“The Free Trade theory was based upon one assumption: that England was to be the one great manufacturing centre of an agricultural world. And the actual fact is that this assumption has turned out to be a pure delusion. The conditions of modern industry, steam-power and machinery, can be established wherever there is fuel, especially coals. And other countries besides England-France, Belgium, Germany, America, even Russiahave coals. And the people over there did not see the advantage of being turned into Irish pauper farmers merely for the greater wealth and glory of English capitalists. They set resolutely about manufacturing, not only for themselves, but for the rest of the world; and the consequence is that the manufacturing monopoly enjoyed by England for nearly a century is irretrievably broken up.

“But the manufacturing monopoly of England is the pivot of the present social system of England. Even while that monopoly lasted, the markets could not keep pace with the increasing productivity of English manufacturers; the decennial crises were the consequence. And new markets are getting scarcer every day, so much so that even the Negroes of the Congo are now to be forced into the civilisation attendant upon Manchester calicos, Staffordshire pottery, and Birmingham hardware. How will it be when Continental, and especially American, goods flow in in ever-increasing quantities – when the predominating share, still held by British manufacturers, will become reduced from year to year? Answer, Free Trade, thou universal panacea.

“I am not the first to point this out. Already in 1883, at the Southport meeting of the British Association, Mr. Inglis Palgrave, the President of the Economic section, stated plainly that

“‘the days of great trade profits in England were over, and there was a pause in the progress of several great branches of industrial labour. The country might almost be said to be entering the non-progressive state’.

“But what is to be the consequence? Capitalist production cannot stop. It must go on increasing and expanding, or it must die. Even a Report of the Fifty-Third Meeting of the British Association for the Advancement of Science; held at Southport in September 1883, now the mere reduction of England’s lion’s share in the supply of the world’s markets means stagnation, distress, excess of capital here, excess of unemployed workpeople there. What will it be when the increase of yearly production is brought to a complete stop?

“Here is the vulnerable place, the heel of Achilles, for capitalistic production. Its very basis is the necessity of constant expansion, and this constant expansion now becomes impossible. It ends in a deadlock. Every year England is brought nearer face to face with the question: either the country must go to pieces, or capitalist production must. Which is it to be?

“And the working class? If even under the unparalleled commercial and industrial expansion, from 1848 to 1868, they have had to undergo such misery; if even then the great bulk of them experienced at best but a temporary improvement of their condition, while only a small, privileged, ‘protected’ minority was permanently benefited, what will it be when this dazzling period is brought finally to a close; when the present dreary stagnation shall not only become intensified, but this, its intensified condition, shall become the permanent and normal state of English trade?

“The truth is this: during the period of England’s industrial monopoly the English working class have, to a certain extent, shared in the benefits of the monopoly. These benefits were very unequally parcelled out amongst them; the privileged minority pocketed most, but even the great mass had, at least, a temporary share now and then. And that is the reason why, since the dying-out of Owenism, there has been no Socialism in England. With the breakdown of that monopoly, the English working class will lose that privileged position; it will find itself generally – the privileged and leading minority not excepted-on a level with its fellow-workers abroad. And that is the reason why there will be Socialism again in England.”

So I wrote in 1885. In the Preface to the English edition written on January 11, 1892 I continued:

“To this statement of the case, as that case appeared to me in 1885, I have but little to add. Needless to say that to-day there is indeed ‘Socialism again in England’, and plenty of it-Socialism of all shades: Socialism conscious and unconscious, Socialism prosaic and poetic, Socialism of the working class and of the middle class, for, verily, that abomination of abominations, Socialism, has not only become respectable, but has actually donned evening dress and lounges lazily on drawing-room causeuses. That shows the incurable fickleness of that terrible despot of ‘society’, middle-class public opinion, and once more justifies the contempt in which we Socialists of a past generation always held that public opinion. At the same time we have no reason to grumble at the symptom itself.

“What I consider far more important than this momentary fashion among bourgeois circles of affecting a mild dilution of Socialism, and even more than the actual progress Socialism has made in England generally, that is the revival of the East End of London. That immense haunt of misery is no longer the stagnant pool it was six years ago. It has shaken off its torpid despair, has returned to life, and has become the home of what is called the ‘New Unionism’, that is to say, of the organisation of the great mass of ‘unskilled’ workers. This organisation may to a great extent adopt the form of the old Unions of ‘skilled’ workers but it is essentially different in character. The old Unions preserve the traditions of the time when they were founded, and look upon the wages system as a once-for-all established, final fact, which they at best can modify in the interest of their members. The new Unions were founded at a time when the faith in the eternity of the wages system was severely shaken; their founders and promoters were Socialists either consciously or by feeling; the masses, whose adhesion gave them strength, were rough, neglected, looked down upon by the working-class aristocracy; but they had this immense advantage, that their minds were virgin soil, entirely free from the inherited ‘respectable’ bourgeois prejudices which hampered the brains of the better situated ‘old’ Unionists. And thus we see now these new Unions taking the lead of the working-class movement generally, and more and more taking in tow the rich and proud, old Unions.

“Undoubtedly, the East Enders have committed colossal blunders; so have their predecessors, and so do the doctrinaire Socialists who pooh-pooh them. A large class, like a great nation, never learns better or quicker than by undergoing the consequences of its own mistakes. And for all the faults committed in past, present and future, the revival of the East End of London remains one of the greatest and most fruitful facts of this fin de siécle, and glad and proud I am to have lived to see it.”

Since I wrote the above, six months ago, the English working-class movement has again made a good step forward. The parliamentary elections which took place a few days ago gave both the official parties, Conservative as well as Liberal, notice in due form that from now on one and the other will have to reckon with a third party, the workers’ party. This workers’ party is now only in the process of formation; its elements are still engaged in shaking off traditional prejudices of all kinds-bourgeois, old trade-unionist, indeed, even doctrinaire-socialist-in order to be able to get together at last on ground common to all of them. And yet the instinct to unite which they followed was already so strong that it produced election results hitherto unheard-of in England. In London two workers’ have stood for election, and openly as Socialists at that; the Liberals did not dare to put up one of theirs against them, and the two Socialists have won by an overwhelming and unexpected majority [James Keir Hardie and John Burns. —Ed.]. In Middlesbrough a workers’ candidate [John Havelock Wilson.—Ed.] has stood against a Liberal and a Conservative and been elected in the teeth of both; on the other hand, the new workers’ candidates who allied themselves with the Liberals have been hopelessly defeated, with the exception of a single one. Among those who so far have been called workers’ representatives, that is, those who are forgiven their quality of workers because they themselves would willingly drown it in the ocean of their liberalism, the most significant representative of the old Unionism, Henry Broadhurst, has suffered a striking defeat because he declared himself against the eight-hour day. In two Glasgow, one Salford, and several other constituencies, independent workers’ candidates stood against candidates of the two old parties; they were beaten, but so were the Liberal candidates. Briefly, in a number of large-town and industrial constituencies the workers have resolutely severed all connections with the two old parties and thus achieved direct or indirect successes such as they had never scored in any election so far. And the joy on this account among the workers is boundless. For the first time they have seen and felt what they can do when they make use of their electoral rights in the interest of their class. The superstitious belief in the “great Liberal Party” which had kept a hold on the English workers for nearly forty years has been destroyed. They have seen by striking examples that they, the workers, are the decisive force in England if only they have the will and know their own will; and the 1892 elections have been the beginning of that knowledge and that will. The workers’ movement on the Continent will see to the rest: the Germans and the French, who are already so strongly represented in parliaments and local councils, will keep the spirit of emulation of the English sufficiently high by further successes. And if in the not very distant future it turns out that this new parliament can get nowhere with Mr. Gladstone, nor Mr. Gladstone with this parliament, the English workers’ party will surely be sufficiently constituted to put an early end to the seesaw game of the two old parties which have been succeeding each other in power and thereby perpetuating bourgeois rule.
