*Never Forget The Greensboro Massacre Of 1979- The Struggle Continues

REMEMBER SLAIN LABOR MILITANTS-CESAR CAUCE, MICHAEL NATHAN, BILL SAMPSON, SANDI SMITH AND JIM WALLER




For those too young to remember or who unfortunately have forgotten the incident commenmorated here this is a capsule summary of what occurred on that bloody day:

On November 3, 1979 in Greensboro, North Carolina, five anti-racist activists and union organizers, supporters of the Communist Workers Party (CWP), were fatally gunned down by Ku Klux Klan and Nazi fascists. Nine carloads of Klansmen and Nazis drove up to a black housing project-the gathering place for an anti-Klan march organized by the CWP. In broad daylight, the fascists pulled out their weapons and unleashed an 88-second fusillade that was captured on television cameras. They then drove off, leaving the dead and dying in pools of blood. From the outset, the Klan/Nazi killers were aided and abetted by the government, from the Bureau of Alcohol, Tobacco and Firearms agent who helped train the killers and plot the assassination to the "former" FBI informer who rode shotgun in the motorcade of death and the Greensboro cop who brought up the rear. The five militants listed above died as a result. The Greensboro Klan/Nazis literally got away with murder, acquitted twice by all-white juries.

This writer has recently been raked over the coals by some leftists who were appalled that he called for a no free speech platform for Nazis and fascists (see September archives under NO FREE SPEECH FOR NAZIS/KLANSMEN dated September 15, 2006 and below). Rather, the writer argued that labor should mobilize its forces and run these vermin off the streets whenever they raise their heads. Despite recent efforts to blur the lines of the heinous nature of, and political motivation for, these murders in Greensboro by some kind of truth and reconciliation process militant leftists should etch in their brains the reality of the Klan/Nazis. There is nothing to debate with this kind. The niceties of parliamentary democracy have no place in a strategy to defeat these bastards. The Greensboro massacre is prime evidence that any other way is suicidal for militants. No more Germany, 1933's. No more Greensboro, 1979's. Never Forget Greensboro.

REPOST FROM SEPTEMBER 15, 2006

In a recent blog (dated, September 4, 2006) this writer mentioned that one of the Klan groups in this country held a demonstration at the Gettysburg National Cemetery over the Labor Day, 2006 weekend around a list of demands that included bringing the troops home from Iraq in order to patrol the borders. Symbols mean a lot in politics and the notion that Klansmen were permitted to demonstrate at a key symbol in the fight to end slavery and preserve the union raised my temperature more than a little. As I said then, Gettysburg is hallowed ground fought and paid for in great struggle and much blood.

At that time the writer posed the question of what, if any, opposition to the demonstration leftists had put together to run these hooded fools out of town. In response, this writer was raked over the coals for calling for an organized fight by labor to nip these elements in the bud. Why? Apparently some people believe that running the fools out of town would have violated the Klan's free speech rights. Something is desperately wrong here about both the nature of free speech and the nature of the Klan/fascist menace.

First, let us be clear, militant leftists defend every democratic right as best we can. I have often argued in this space that to a great extend militant leftists are the only active defenders of such rights- on the streets where it counts. That said, the parameters of such rights, as all democratic rights, cannot trump the needs of the class struggle. In short, militant leftist have no interest in defending or extending the rights of fascists to fill the air with gibberish. Now that may offend some American Civil Liberties Union-types but any self-respecting militant knows that such a position is right is his or her 'gut'.

In the final analysis we will be fighting the Klan-types on the streets and the issue will no be rights of free expression (except maybe in defense of ours) but the survival of our organizations. A short glance at history is to the point.
One of the great tragedies of the Western labor movement was the defeat and destruction of the German labor movement in the wake of the fascist Hitler's rise to power in 1933. In the final analysis that destruction was brought on by the fatally erroneous policies of both the German Social Democratic and Communists parties. Neither party, willfully, saw the danger in time and compounded that error when refused to call for or establish a united front of all labor organizations to confront and destroy Hitler and his storm troopers. We know the result. And it was not necessary. Moreover, Hitler's organization at one time (in the mid-1920's) was small and seemingly unimportant like today's Klan/Nazi threat. But that does not mean that under certain circumstances that could not change. And that is exactly the point.

In the introduction to a recent posting that started a series entitled From The Archives Of The Spartacist League (U.S.) I noted the following that applies to this series on the roots of the American Communist Party as well:

“In October 2010 I started what I anticipate will be an on-going series, From The Archives Of The Socialist Workers Party (America), starting date October 2, 2010, where I will place documents from, and make comments on, various aspects of the early days of the James P. Cannon-led Socialist Worker Party in America. As I noted in the introduction to that series Marxism, no less than other political traditions, and perhaps more than most, places great emphasis on roots, the building blocks of current society and its political organizations. Nowhere is the notion of roots more prevalent in the Marxist movement that in the tracing of organizational and political links back to the founders, Karl Marx and Friedrich Engels, the Communist Manifesto, and the Communist League.

After mentioning the thread of international linkage through various organizations from the First to the Fourth International I also noted that on the national terrain in the Trotskyist movement, and here I was speaking of America where the Marxist roots are much more attenuated than elsewhere, we look to Daniel DeLeon’s Socialist Labor League, Eugene V. Deb’s Socialist Party( mainly its left-wing, not its socialism for dentists wing), the Wobblies (IWW, Industrial Workers Of The World), the early Bolshevik-influenced Communist Party and the various formations that led up to the Socialist Workers Party, the section that Leon Trotsky’s relied on most while he was alive…..”

I am continuing today in that vane in what I also anticipate will be an on-going series on the early days of the American Communist party from which we who are students of Leon Trotsky trace our roots. Those roots extend from the 1919 until 1929 when those who would go on after being expelled, led by James P. Cannon, to form the Socialist Workers Party which also is part of our heritage. That is not the end of the matter though as the American Communist Party also represented a trend in the 1930s, the Popular front strategic policy, that has bedeviled revolutionaries ever since in one form or another. Those 1930s issues need to be addressed as well.

Additional comment on this article-Markin

A certain amount of caution is needed in dealing with the Stalinized American Communist Party, as with the Communist International, because the Stalinists, then and now, were more than happy to slander political opponents on their left, and to rewrite history for their own purposes. Hardly a new idea among those who “win” whatever battle they are fighting. But a little bit tough on those of us who are trying to draw the lessons of the past for today’s left-wing militants. This series starts with the reflections of that early Communist leader mentioned above, James P. Cannon, who had his own axes to grind politically, no question. However, as Theodore Draper who wrote the definitive study on the history of the early American Communist Party in two volumes noted, of all the people whom he interviewed for the his books James Cannon was the one that stood out as wanting to remember as truthfully as he could that early history. I will use that statement as the touchstone for using Cannon’s work first. William Z. Foster, Earl Browder and the others will get their chance later.

Dear Sir:

I think there is enough evidence to establish beyond dispute that the initiative for a positive attitude toward a prospective labor party in the United States came from Moscow. Just when the decision was first made by the Comintern, and the specific steps taken by the American party in the process of putting the pdlicy into effect, are not so easy to sort out.

My own recollections are far from clear. It had been my impression that the definitive decision of the Comintern on this question was made only at the time of the Fourth Congress at the end of 1922. I think the statement of the Foster-Cannon group, published in the Daily Worker of November 26, 1924 to the effect that the Comintern’s approval was obtained“ mainlyon the strengthof the information supplied to the Comintern by our delegates” – was intended to refer to the discussions in Moscow at the time of the Fourth Congress, and not to an earlier discussion.

It may be that the earlier 1922 American delegation – Bedacht and Katterfeld – discussed the question at the Plenum of the Executive Committee of the Comintern in February-March, 1922, and that some sort of directive issued from the discussion. But I have no recollection of it.

I don’t remember the labor party statement issued by the American party in May 1922. Prior to my departure for Moscow about the middle of that month, I have remembered only general talk and general sympathy for the idea “in principle” but no concrete action to implement it. But now that you refresh my memory, I would say you are probably correct in your guess that the meeting of the Conference for Progressive Political Action in February 1922 stimulated the first action by the party.

I recall a conversationon the subject with Lovestone, initiatedby him. By party standards at that time, we were both “right wingers,” looking for all possible openings for the party to break out of its isolation and become a factor in American life. That was probably his reason for approaching me first.

Lovestone said the party should try to get into this CPPA movement some way or other. I was sympathetic to the idea, although it had not occurred to me until he brought it up. I don’t recall anything concrete being done before I left far Moscow. But reconstructing the evolution of the question, it is probably safe to assume that Lovestone continued to press his idea after my departure and that his persistence contributed, first to the affirmative statement on the labor party question published in the Worker, June 24, 1922 and, later, to the decision to send Ruthenberg to the second conference of the CPPA in Cleveland, in December 1922.

In my memory, therefore, Lovestone stands out as the initiator of the first positive proposal to approach this CPPA movement, which led, in a chain of circumstances, to the Chicago Farmer-Labor convention of July 1923, arranged by a collaboration of the Workers Party with the Fitzpatrick leadership of the Chicago Federation of Labor.

It must be remembered, however, that in the meantime Pepper had become a factor in the affairs of the American CP – and what a factor! – and that he undoubtedly was the driving force in all the labor party experiments and adventures thereafter. When he entered the situation, the production of ideas and decisions was put on a whirling conveyor and things really moved. I recall now that toward the end of 1922, or early in the next year, before he had his feet wet in the country, he wrote a pamphlet on the problem of the labor party in America. The pamphlet was widely distributed in 1923 as an exposition of the party’s position.

I was outside all these developments during my long stay in Moscow, and again for many months on my tour after my return. For that reason, I had no direct part in the decisions, but I was involved in them by a general sympathy with every move in an outward direction, even at the risk of opportunist errors to which, I must admit, I was not very sensitive at that time.

I do not recall that the question of the labor party was a specific issue between the liquidators and the leftists. But the liquidators had a more affirmative tendency to expand party activity and were undoubtedly the initiators of all the concrete moves, even it the leftists did not specifically oppose them. By the middle of 1923 the “Goose Caucus” of the leftists had been demolished and any opposition from its few recalcitrant members wouldn’t have counted for much anyhow.

As far as I know, all the liquidators went along with the various decisions that lead upto the organization of the July 3 convention at Chicago. The differences within their camp became serious, and took definite form, only after the catastrophe of the July 3 affair.

Dear Sir:

Here are some brief comments on matter-of-fact questions in your letters of December 21 and February 28, not specifically dealt with in my long letter of March 17.

After the 1924 presidential election, as I recall it, the Ruthenberg faction (still master-minded to a considerable extent by Pepper from Moscow) wanted to continue the old labor party policy as if nothing had happened. We considered the labor party a dead issue for the time being and were opposed to any policy that would lead to the creation of a caricature of a labor party under communist control without any mass base in the trade unions.

In one of my articles in the Daily Worker, in the public party discussion after the November 1924 election, I stated that we were not opposed to the labor party in principle but conditioned our support of the labor party slogan on the existence of a mass sentiment for it in the trade unions. There’s no doubt, however, that we did bend the stick backward in the course of the conflict and that we began to show a decided sectarian trend. I think it fair to say that Bittleman’s influence came into play in this situation more than at any other time. Foster himself was the initiator of the proposal to drop the labor party slogan, on the ground that the movement lacked vitality and that it would be a waste of time and effort to try to build a shadow labor party which in essence would be a mere duplicate of the Communist Party. I repeat, Foster was the initiator of this change of policy; but we all readily agreed with him. The change was accomplished without difficulty in all the leading circles of our faction. As I recall it, there were some objections from the Loreites such as Zimmerman (now a vice-president of the ILGWU).

It was also Foster who initiated the proposal to drop the candidates of the “Farmer-Labor Party” nominated at the St. Paul Convention in June 1924 and to nominate our own party candidates instead. On this we also followed Foster’s lead, and the Ruthenberg group went along without opposition.

In general, the main initiative in determining the policy of our faction, from the time of Foster’s return from the Comintern Plenum of April-May 1924 until the conflict within the faction over the Comintern cable at the 1925 Convention, came from him. I went along in general agreement. But I did not share the sectarian twist which Bittleman and Browder tended to give to the policy, and was careful to emphasize in my writings during the discussion that our opposition to the labor party at the given time was based on the lack of mass sentiment for it and was not put as a question of principle.

I believe Foster tended to go overboard a little bit in the direction of Bittleman’s slant, but this was probably due more to overzealousness in the factional struggle than to real conviction. Foster was no sectarian. While Foster and I were in Moscow in the early part of 1925, Bittleman and Browder were running things in the party, and I remember that we were both quite dissatisfied with the sectarian trend they were manifesting.

I probably had less difficulty in accepting the Comintern decision in favor of a continuation of the labor party policy than Foster did. In retrospect it appears to me now that this decision of the Comintern was dead wrong, as were virtually all of its decisions on the American question thereafter. After the internal struggle broke out in the Russian party, the American party, like all other sections of the Comintern, became a pawn in the Moscow game and Comintern decisions on national questions were no longer made objectively. But that is the wisdom of hindsight. I was a thoroughgoing “Cominternist” in those days and it took me three more years to get the picture straight.

I didn’t know what was really going on in the Comintern, and I can’t recall than I even knew of any differences between Trotsky and Zinoviev on the American question. It may be true that Pepper was in reality Zinoviev’s agent, and that Zinoviev yielded to Trotsky on the LaFollette question to avoid a showdown on an inconvenient issue. Trotsky’s polemics against the Zinovievist policy on the so-called “Peasants’ International,” and the whole business of seeking to build a communist party by maneuvers with petty-bourgeois leaders of peasant movements, later revealed a big controversy around this point.

I did not get a grasp of this dispute until I first saw Trotsky’s Criticism of the Draft Program (published later in America under the title The Third International After Lenin) at the Sixth Congress of the Comintern in 1928. As I have related in my History of American Trotskyism, I was preoccupied with “our own” American questions at that time and did not know, or even suspect, that the fate of our party was so directly involved in the Russian party struggle.


Lore
I didn’t know Lore very well personally and never had close relations with him, but I always thought he was a very likeable fellow. His tradition was that of the pre-war left Social Democracy. I don’t think he ever felt really at home in the Comintern, or that he ever became an all-out communist in the sense that the rest of us did. Ass I recall it, he interpreted the united front policy of the Comintern favorably as a step toward reconciliation and reunification with the Second International and not as, among other things, a means of struggle against the Social Democrats.

I think his opposition to the “Third Party Alliance” was determined, by his left social-democratic orthodoxy on the question of the peasantry. I don’t know whether he was influenced by Trotsky in his position or whether he knew what stand Trotsky was taking in Moscow on this question. I doubt it.

Lore’s political tendency in general was to the right. In the first stages of the fight in the Russian party, Lore, like some others in Europe, supported Trotsky under the mistaken impression that his opposition represented a revolt against the “leftism” of Zinoviev. Lore’s later evolution showed very clearly that he was no “Trotskyist” in a political sense. Looking back now, there is little doubt that the Comintern blasts against Lore were motivated by his original declaration in favor of Trotsky and not, as alleged, by his policies in American affairs.

I don’t think the LaFollette policy was the only or main reason for Lore’s break with the Ruthenberg-Pepper group and his support of the Foster-Cannon group. He was decidedly anti-Pepper and against “maneuverism” in general. He was also anti-Zinoviev, but whether he considered Pepper Zinoviev’s agent or not, I do not know.

Lore was popular in the party ranks in New York but not decisively influential in a factional showdown. He was a supporter of the Foster-Cannon faction but was never a decisive member of its inner councils. The two strong factions between them completely dominated the parity. This state of affairs confronted Lore and his sub-group with the necessity of making a choice; there was no prospect whatever for his group to contest with the others for party control.

I think his determining reasons for supporting us were that he considered us more American, more proletarian trade-unionist, and therefore more capable of establishing the party as a factor in the real life of the country.


Third Party Convention
The Third Convention (1923) took place before the extensive organization of caucuses of the factions in the party ranks. Probably a majority of the delegates came to the Convention uncommitted. As the delegates straggled into town on the eve of the Convention, both factions worked industriously to secure their allegiance. I suppose I was most active and effective on this front for our faction and Lovestone for the Pepperites.

The general disposition of the majority of the delegates in bur favor, and their dissatisfaction with the Pepper regime, became fairly evident before the formal opening of the Convention. The election of Bittleman as Convention Chairman at the first session, by a decisive majority over the candidate of the Pepper faction, indicated a Convention line-up which was never changed during the subsequent debates.

We made no special efforts to win the support of Lore and the Finnish leaders and offered them no special inducements. That would not have been necessary in any case; they indicated their preference in the first discussions with them before the Convention was formally started.

I recall that they were pleased at the prospect of Foster graduating from his position as trade-union specialist and taking his place as a party leader, and that they strongly objected to Bittleman having a prominent position in the new leadership. In fact, they objected to Bittleman altogether. This was in deference to Olgin and his supporters in the Jewish Federation, who were closely associated with Lore, and who had had plenty of trouble with Bittleman.

Foster was impressed and worried by this opposition to Bittleman. Foster was always ready to dump anybody who was under fire, but I learned of his addiction to this annoying peccadillo only later. At the time, I attributed his concern in this matter to his unfamiliarity with party affairs and party people, and he yielded to my insistence on Bittleman. The Loreites finally accepted Bittleman as a “concession” on their part.

Dear Sir:

Fourth Plenum of the Comintern

I did not attend the Fourth Plenum of the Comintern in 1924. We had no report of it except that given by Foster. This was not so much a report on the Plenum as on the decisions on the “American Question.” At least, that’s what we were primarily interested in and that’s all I remember. We had been prepared for the decision against the “Third Party Alliance” by previous letters from Foster as well as by a telegram directly from the Executive Committee of the Communist International.

I don’t recall that anybody in either faction raised any objections to the decision. We were pronounced “Cominternists” at that time and Comintern decisions, especially those on political questions, were accepted as coming from the highest authority and as binding on all. Both sides were far more interested in the question of party control, and what bearing the Moscow decisions might have on that, than in the LaFollette question.

I don’t recall that anybody in the top caucus of our faction got excited about the Comintern’s criticisms of Lore. He had been with us, so to speak, but not of us; we did not feel responsible for him as an all-out member of our faction. It is true that he had supported us in the Convention, but in his daily practice he acted pretty much as a free lance. He had his own little principality in the Volkzeitung, and his own ideas, and he expounded them freely from day to day without consulting us.

We tcok the Comintern’s political criticisms of Lore, like all its other political pronouncements, for good coin and thought it was up to Lore, to straighten himself out with the Comintern. At the same time, it can be safely said that we would have paid no attention to Lore’s “deviations,” and most probably would not have noticed them, if they had not been pounced on in Moscow. I am sure that it did not occur to any of us at the time that the strictures against Lore ware in reality motivated by factional considerations in the struggle against Trotsky in the Russian party and in the Comintern.

I believe it would be risky to say flatly that “the beginnings of anti-Trotskyism coincide with the beginnings of pro-Stalinism” in the American party – or for that matter, in the Russian party and in the Comintern. That’s the way it worked out, but the process by which Stalin came to complete domination was gradual and insidious, and all the more effective because of that.

I do not recall that we identified Stalin as the leader of the Russian majority in 1924 as much as Zinoviev, who was the Chairman of the Comintern with whom the party had had the most direct dealings.

The opposition of Trotsky had been represented to us as the revolt of a single individual against the “Old Guard” of Lenin who constituted the Central Committee of the Russian party, the official leadership. We knew nothing of any differences within the ruling group at that time. Stalin came fully into prominence in our understanding only after the split between him and Zinoviev, and even then Stalin appeared in alliance with Bukharin, with the latter as Chairman of the Comintern.

It may be that the conflict between Zinoviev and Stalin within the camp of the Russian majority was already being prepared in 1924 and that the Ruthenberg faction, which had Pepper in Moscow as a representative and source of information, knew what was pending better than we did, and were better prepared to jump on the new bandwagon before it started rolling. But even at that, they were not sharp enough to break with Bukharin in time, and this hesitancy cost Lovestone his head in 1929.


Fifth Plenum of the Comintern
I attended the Fifth Plenum of the CI in 1925 together with Foster. Both factions had their delegates in Moscow weeks in advance of the Plenum. Our work there before the Plenum consisted chiefly of an endless round of interviews with various leading people in the Comintern, particularly the Russian leaders, in an attempt to gain their support.

The eventual decision was pretty clearly intimated beforehand. I soon got the chilling impression, and I think Foster did too, that the position of our faction was far weaker in Moscow than at home, and that we couldn’t do anything about it. The other faction had the advantage there. With Pepper as an active representative, busy in the apparatus of the Comintern, the Ruthenberg faction seemed to have the inside track.

Bukharin was particularly outspoken in favor of the Ruthenberg faction and acted like a factional partisan. So also did the leftists then representing the German party, particularly Heinz Neumann. Zinoviev appeared to be more friendly and impartial.

I had the definite impression that he wanted to correct our position on the labor party question without upsetting our majority, to restrain the majority from any suppression of the minority, and in general to slow down the factional struggle. I remember him saying to Foster at the end of one of our talks, in a friendly, persuading tone: “Frieden ist besser.” If I remember correctly, we did not see Stalin and did not know that he was becoming the real power behind the scenes.

My memory is not too sharp about the details of the negotiations and proceedings that led up to Zinoviev’s original proposal that “the new Central Committee [of the American party] is to be so elected at the Party Conference that the Foster group obtains a majority and the Ruthenberg group is represented proportionally at least by one-third.”

Foster was jubilant about the proposal, but I wasn’t. The idea that the composition of the American party leadership should be arbitrarily fixed in Moscow did not sit well with me, even if we were to be the beneficiaries of the decision at the moment. In arguing with me Foster emphasized the point that it would guarantee our majority control of the party. He was more interested in the bare question of party control than I was at that time, and this difference between us – at first apparently a nuance – grew wider later on.

I was disturbed because I had become convinced in our discussions with the Russians, that we had made a political error in our estimate of the prospects of a labor party in the United States, and I was most concerned that we make a real correction. With inadequate theoretical schooling I was already groping my way to the conception, which later became a governing principle, that a correct political line is more important than any organizational question, including the question of party control.

Looking back on it now, in the light of later developments in the United States, I think the evaluation we had made of labor party prospects in this country, and our proposals for party policy on the question, were far more correct and closer to American reality than those of the Ruthenberg faction. Even the 1925 Comintern decision on the question, which was more restrained and qualified, was away off the beam. But at the time I was convinced by the arguments of the Russians, and perhaps also by the weight of their authority.

There was hardly a trace of a genuine labor party movement in the United States in the ensuing years, and the feverish agitation of the party around the question, based on the Comintern decision came to nothing. This was tacitly recognized in 1928 when the party again nominated its own independent candidates for President and Vice President and relegated the labor party to a mere slogan of propaganda.


The “Parity Commission” of 1924
The decision of the Comintern to set up a Parity Commission to arrange the Fourth Convention of our party, with Gusev, a Russian, as chairman, was manifestly a decision against us, for in effect it robbed us of our rights as an elected majority. I do not think Zinoviev was the author of this decision; it was far different from his original proposal. His acceptance of the parity commission formula manifestly represented a change on his part, and probably a compromise with others who wanted to give open support to the Ruthenberg faction.

After the arrival of Gusev and the setting up of the Parity Commission – Foster, Bittleman and Cannon for our faction, Ruthenberg, Lovestone and Bedacht for the other side – the elected Central Committee and its Political Committee, as such, virtually ceased to exist. All question’s of party policy, organization matters, convention preparations and everything else were decided by the Parity Commission, with Gusev casting the deciding vote in case of any disagreements.

Within that strict framework the struggle for Convention delegates proceeded furiously. Gusev proclaimed a strict neutrality, but he gave us the worst of it whenever he could do so neatly and plausibly. The fact that under such conditions we gained a majority of 40 to 21 at the Convention, is the most convincing evidence, I think, of the real will of the party members to support our majority and to reject the Ruthenberg group, which should more properly be called the Ruthenberg-Lovestone group, with the latter playing an increasingly important role in the struggle.

I think the beginning of the degeneration of the internal life of the party, from conflicts of clearly defined political tendencies, which had characterized all the previous factional fights since the beginning of the movement in 1918, into an increasingly unprincipled struggle of factional gangs, can be traced to the year 1925.

As far as political issues were concerned, the situation in the party, in the period of preparation for the Fourth Convention, could be approximately described as follows: Both sides had accepted the Comintern decision on the labor party, which had favored the Ruthenberg position with some important modifications. The trade union policy of Foster had been accepted by the Ruthenbergites. From a political point of view there really wasn’t much to fight about. This was shown most convincingly by the circumstance that the Parity Commission agreed unanimously on both the political and trade union resolutions, the former written for the greater part by Bittleman and the latter by Foster.

The party members had only one set of resolutions before them, and they accepted them unanimously all up and down the party. Normally, such unanimity should have called for a moderation of the factional atmosphere, a trend toward the unification of the contending groups in the leadership, and toward the liquidation of the factions. But that’s not the way things went. The factional struggle raged more fiercely than ever before in the history of the party – over the issue of party control.

The debate over political issues, insofar as there was such a debate, could deal only with nuances and factional exaggerations. There was not much for the party members to learn in that kind of a fight, and not much satisfaction in at for conscientious communists who hadn’t forgotten the great ideal they had started out to serve. I believe I already began to feel at that time that we were all caught in a trap; and that the only sensible thing to do was to look forward to a liquidation of the factional gangs and an agreement of the leading people to work together in a united leadership.

But the task in hand at the time was to secure a majority for our faction in the Convention, and I worked at that as earnestly as anyone else. We won a two to one majority in the fight for delegates on a strict basis of proportional representation. But it didn’t do us any good.


The “Cable from Moscow”
As the drawn-out Fourth Convention in the summer of 1925 was nearing its end, Gusev called us to a meeting of the Parity Commission to hand us the famous “cable from Moscow.” This cable stated that “the Ruthenberg group is more loyal to the Communist International and stands closer to its views,” and prescribed that the Ruthenberg group should be allotted not less than 40 per cent of the representatives in the new Central Committee. That was a sudden blow for which we were in no way prepared, a blow calculated to put one’s confidence in the Comintern to a rather severe test.

My immediate reaction was to wait, to say nothing there at the session of the Parity Commission. As I recall, Bittleman also kept silent. But Foster exploded with a statement that he would not accept the majority under such conditions, that the Ruthenberg group should take over the majority of the new Central Committee, and that he personally would not accept membership. I decided immediately to oppose such an attitude but did not say it there. I think it was on my proposal that we adjourned the meeting to report the cable to the majority caucus of the Convention delegates who were assembled and waiting for us.

This was the one time that Foster, Bittleman and I went straight into a caucus meeting without prior consultation and agreement among ourselves as to what we would recommend. I don’t know why we skipped this customary procedure, but that’s the way it happened. Foster seemed bent on taking his defiance directly to the caucus and I was no less determined to oppose it.

He had no sooner reported the cable to the caucus and announced his decision to let the Ruthenbergites have the majority in the Central Committee, to which he would not belong, than I took the floor with a counter-proposal that we lock up the new Central Committee on a 50-50 basis, with each faction sharing equally in the responsibility in the leadership.

Dunne supported my position, Bittleman and Browder supported Foster. Abern and Schachtman spoke for my proposal. Johnstone and Krumbein spoke for Foster’s. One by one, as the ominous debate proceeded, the leading people from all parts of the country took positions, and the split of our faction right down the middle began.

It is an effort to describe this stormy conflict in tranquillity thirty years afterward, without the embellishment of hindsight wisdom; to report it as it really happened, what we did with what we knew and didn’t know and with the sentiments which actuated us at the time.

As I have remarked previously, I was then a convinced “Cominternist.” I had faith in the wisdom and also in the fairness of the Russian leaders. I thought they had make a mistake through false information and that the mistake could later be rectified. I did not even suspect that this monstrous violation of the democratic rights of our party was one of the moves in the Moscow chess game, in which our party, like all the other parties in the Comintern, was to be a mere pawn.

I thought Foster’s attitude was disloyal; that his ostensible willingness to hand over the majority to the Ruthenbergites, and to withdraw from the Central Committee himself, was in reality designed to provoke a revolt of our faction against the Comintern. Foster made the dispute between us a question of confidence in himself personally, as the leader of the faction. This hurt him more than it helped him, for the communist militants in those days were not the regimented lackeys of a later day. There was outspoken resentment at Foster’s attempt to invoke the “follow the leader” principle.

I felt that I was fighting for the allegiance of the party to the Comintern, and I think the majority of the delegates who supported my motion were actuated by the same sentiment. The final vote in favor of my motion, after an all-night-and-next-day debate, not only ended Foster’s revolt against the Comintern – and I repeat my conviction that that was the real meaning of his proposal to “step aside.” It also ended all prospects of his ever realizing his aspiration to rule the American party with a group of subordinates who would support him out of personal loyalty and serve in an advisory capacity, something like a presidential “cabinet,” but leave final decisions to him.

I had thought that the adoption of my motion for a 50-50 Central Committee would stalemate the factional struggle, make each faction equally responsible for the leadership, and compel them to work together until the situation could be worked out with the Comintern. I was not permitted to nurse that childish illusion very long.

When we went to the first meeting of the new 50-50 Central Committee, the Machiavellian Gusev made another contribution to what might be called “The Education of a Young Man” who had a lot to learn about the ways of the Comintern in the post-Lenin era. Gusev blandly announced that while the agreement was for a parity Central Committee he, as Chairman, would feel obliged to follow the spirit of the Comintern decision and support the Ruthenberg group.

That meant, he said, that the Ruthenberg faction should have a majority in the Political Committee and in other party bodies and institutions. So it turned out that Foster’s caucus proposal to hand over the majority to the Ruthenbergites was actually carried out in practice, and my proposal to freeze the committee on a parity basis was deftly frustrated by Gusev.

If I admit that I went along with this treacherous double-play and still refused to have any part in any revolt against the Comintern, it is not to claim any credit for myself. I write down this distasteful recollection now simply to show that devotion to the Comintern, which had originally been one of the greatest merits of the pioneer communists, was being turned into a sickness which called for a radical cure.

That sickness, on my part, hung on for three more years and affected everything I did in the party. It was not until 1928 that I took the cure, but with the help of Trotsky, I took it then for good and all.

On The Question Of the 2010 Elections And Civil War –A Very Short Note

Chalk it up to my recent reading of Eric Foner’s The Fiery Trial: Abraham Lincoln and American Slavery for being on the scent of the civil war theme, okay. A couple of days ago I placed William Butler Yeats’ somewhat flowery and mystical Meditation In The Time Of Civil War as an entry in this space with a short commentary that the political air, in the wake of the 2010 elections in America had, at first bloom, that sense of foreboding that I felt in reading Foner’s book as the American Civil War hit Lincoln right in the face and that I also believe Yeats was feeling in the period of the Irish Civil War of the 1920s.

Needless to say, in the age of the Internet, or maybe just in the age of the cantankerousness of some of my political co-workers that little seemingly off-hand comment could not just settle into cyberspace oblivion. In any case they were “worried” that I had gone off the political deep end in my somewhat simply analogy and unspecified talk of civil war. And I have to agree, at least to the point that the civil war analogy might be overblown. But hear me out as I try to quickly run out one train of thought on the question.

Of course the history of American election cycles has produced all kinds of “waves” (the current favored media term of usage for these quick mood swings by the electorate that shows up, or doesn’t). The 2010 elections can be taken, and at some level should be taken, as just an extreme example of that voter fickleness and quirkiness and just move on. However, when one looks at some of the underlying data, and as importantly, the anecdotal evidence that is beginning to accumulate that drumbeat that has been getting increasingly louder over the past couple of years (even before Obama’s election) by the Tea Party elements and right-wing yahoos in pursuit of their central slogan “We want to take our country back,” should give those of us of the left cause for pause. The case for this Tea-ish phenomenon as a racial backlash has already been fairly well made. More importantly, this election was an in-your-face victory by the “haves”, mainly the rich and well-off but also refracted through the working class, or that part of the working class that is still working.

Now all of this can add up to a tempest in a tea pot (to carry on with the tea-ish symbolism) and the addition of a few million jobs fast could break the populist back of such a movement. But that is not likely, not soon anyway according to those who claim to know. And have a vested interest in knowing. That is the point where I am starting to smell just the faintest whiff of gun powder in the air. To put it in American civil war terms, since I am, seemingly, under the spell of that event I think that we are right now in a period somewhere analogous to the period just after the ugly and ultimately futile Compromise of 1850 where the two sided were feeling each other out and both sides, and I mean both sides, were unhappy with that compromise. Moreover, the more far-sighted on both sides knew where things were heading. And that is what we of the extra-parliamentary left should be doing, paying very close attention to which way the winds are shifting. And organizing, organizing like crazy around our central slogan of fighting for a workers party that fights for a workers government.

This series is thus predicated on providing information about, analysis of, and acting as a spur to a close look at the history of the labor party question in America by those who have actually attempted to create one, or at to propagandize for one.

As usual, I will start this series with the work of the International Communist League/Spartacist League/U.S. as I have been mining their archival materials of late. I am most familiar with the history of their work on this question, although on this question the Socialist Workers Party's efforts run a close second, especially in their revolutionary period. Lastly, and most importantly, I am comfortable starting with the ICL/SL efforts on the labor party question since after having reviewed in this space in previous series their G.I. work and youth work (Campus Spartacist and the Revolutionary Marxist Caucus Newsletter inside SDS) I noted that throughout their history they have consistently called for the creation of such a party in the various social arenas in which they have worked. Other organizational and independent efforts, most notably by the Socialist Workers Party and the American Communist Party will follow.

I reread the theses of the Second Conference of the American League concerning the question of the Labor Party. I find it excellent in every part and I sign it with both hands. I find it necessary to emphasize my full agreement with these all the more as my interview to the New York Times of March 1932 gave rise to the misunderstanding and misinterpretation, especially from the part of the Lovestone group.

1. What was my idea about the “Labor Party” in that statement? I affirmed that American politics will be Europeanized in the sense that the inevitable and imminent development of a party of the working class will totally change the political face of the US. This is a commonplace for a Marxist. The question was not of a “Labor Party” in the specific English sense of that word, but in the general European sense without designating what form such a party would take or what phases it would pass through. There was not the slightest necessity in this interview to enter into the internal tactical differences within the Communist ranks. The translation of my interview from the Russian text which employs the words, “Rabochaya partia” into the English was defective in that it permitted one to get a concrete and specific interpretation of what should have been general.

2. One can declare that even the general term “Party of the working class”, does not exclude a “Labor Party”, in the English sense. Be that as it may. However, such an eventuality has nothing to do with a precise tactical question. We can admit hypothetically that the American trade union bureaucracy will be forced in certain historical conditions, to imitate the British trade union bureaucracy in creating a kind of party based upon the trade unions. But that eventuality, which appears to me to be very problematical, does not constitute an aim for which the Communists must strive and on which one must concentrate the attention of the proletarian vanguard.

3. A long period of confusion in the Comintern led many people to forget a very simple but absolutely irrevocable principle that a Marxist, a proletarian revolutionist, cannot present himself before the working class with two banners. He cannot say at a workers meeting: I have tickets for a first class party and other tickets cheaper for the stupid ones. If I am a Communist I must fight for the Communist Party.

4. One can affirm that under the American conditions a “Labor Party” in the British sense would be a progressive step and by recognizing this and stating so, we ourselves, even though indirectly, help to establish such a party. But that is precisely the reason I will never assume the responsibility to affirm abstractly and dogmatically that the creation of a “Labor Party” would be a “progressive step” even in the United States because I do not know under what circumstances, under what guidance, and for what purposes that party would be created. It seems to me more probable that especially in America, which does not possess any important tradition of independent political action by the working class (as Chartism in England, for example) and where the trade union bureaucracy is more reactionary and corrupt than it was in the height of the British Empire. The creation of a “Labor Party” in America could be provoked only by a mighty revolutionary pressure of the working masses and by the growing threat of Communism. It is absolutely clear that under these conditions the Labor Party would signify not a progressive step but a hindrance to the progressive evolution of the working class.

5. In what form the party of the working class will become a genuine mass party in the United States in the immediate future we cannot prophesy because the Socialist and “Labor” Parties are very different in different countries even in Europe. In Belgium, for example, we see an intermediary sort of party arise. Certainly the phases of development of the proletarian party in America will be sui generis (unique). We can only affirm with the greatest assurance: Especially since the United States, in the period from 1921-1924 has had already an important rehearsal in the creation of a “Labor” or “Farmer-Labor” Party a resurrection of a similar movement cannot be a simple repetition of that experience, but a far more pregnant and more crystallized movement i.e., either under the guidance of the revolutionary Communist Party or under the guidance of reformist elements against the growing Communist Party. And if even in 1921-1924, the Communist Party did not find great possibilities for independent action inside the organization of an inchoate “Labor Party”, it would have less possibility in the new phase of an analogous movement.

6. One can imagine that the trade union bureaucracy and its Socialist and left democratic advisers may show themselves to be more perspicacious and begin the formation of a “Labor Party” before the revolutionary movement becomes too threatening. In view of the groping imperialism and provincial narrowness of the American labor bureaucracy and aristocracy of labor such perspicacity seems very improbable. The failure of such an attempt in the past shows us that the bureaucracy, so tenacious in its immediate aims, is absolutely incapable of a systematic political action on a great scale even in the interest of capitalist society. The bureaucracy must receive a blow on the skull for such a “radical” initiative. However, if the creation of a “Labor Party” would prevent, in a certain period, the large success of Communism, our elementary duty must be not to proclaim the progressiveness of the “Labor Party”, but its insufficiency, ambiguity, and limitations, and its historical role as a hindrance to the proletarian revolution.

7. Must we join that “Labor Party” or remain outside? This is no more a question of principle, but of circumstances and possibilities. The question itself has arisen from the experience of the British Communists and the “Labor Party”, and that experience has served far more the “Labor Party” than the Communists. It is evident that the possibility of participating in and of utilizing a “Labor Party” movement would be greater in the period of its inception, that is, in the period when the part is not a party but an amorphic politic mass movement. That we must participate in it at that time and with the greatest energy is without question, but not to help form a “Labor Party”, which will exclude us and fight against us but to push the progressive elements of the movement more and more to the left by our activity and propaganda. I know this seems too simple for the new great school which searches in every way for a method to jump over its feeble head.

8. To consider a “Labor Party” as an integrated series of united fronts signifies a misunderstanding of the notions, both of united fronts and of the party. The united front is determined by concrete circumstances and for concrete aims. The Party is permanent. By a united front, we reserve for ourselves a free hand to break with our temporary allies. In a common party with these allies, we are bound by discipline and even by the fact of the party itself. The experience of the Kuomintang and of the Anglo-Russian Committee must be well understood. The strategic line dictated by the lack of spirit of independence of the Communist Party and by the desire to enter into the “big” party (Kuomintang, “Labor Party”) produced inevitably all the consequences of opportunistic adaptation to the will of the allies and through them to the enemies. We must educate our comrades in the belief in the invincibility of the Communist idea and in the future of the Communist Party. The parallel struggle for another party produces inevitably in their minds a duality and drives them on the road of opportunism.

9. The policy of the united front has not only its great disadvantages but its limits and its dangers. The united front even in the form of temporary blocs often impels one to opportunistic deviations frequently fatal as for example Brandler in 1923. That danger becomes absolutely overwhelming in a situation when the so-called Communist Party becomes a part of a “Labor Party” created by the grace of the propaganda and action of the Communist Party itself.

10. That the Labor Party can become an arena of our successful struggle and that the Labor Party created as a barrier to Communism can, under certain circumstances, strengthen the Communist Party is true, but only under the condition that we consider the Labor Party not as “our” party, but as an arena in which we are acting as an absolutely independent Communist Party.

11. All the resolutions about the British Labor Party must be taken into consideration not as they were written before the experiences of the Comintern and the British Communist Party in that regard, but in the light of that experience. The attempt mechanically to apply them now in 1932 to the American conditions is characteristic of the epigones’ mind and has nothing to do with Marxism and Leninism.

12. It is not necessary to say that the idea of a Farmer-Labor Party is a treacherous mockery of Marxism.

Appendix: Excerpt From Interview
The New York Times of March 3, 1932, carried an interview with Trotsky, then an exile in Turkey. One of the questions was: “How do you view the position of the United States in the present world situation?” Trotsky gave the following reply:

“ I think, as a result of the present crisis, the predominance of American over European capitalism will grow still more pronounced. In the same way, as a result of every crisis, you see a growth in the predominance of the big enterprise over the small, the trust over the isolated undertaking. However, this inevitable growth of the world hegemony of the United States will entail further deep contradictions both in the economy and in the politics of the great American Republic.

“ In asserting the dictatorship of the dollar over the whole world, the ruling class of the United States will introduce the contradictions of the whole world into the very basis of its own dominance. The economy and the politics of the United States will depend more and more directly upon crises, wars, and revolutions in all parts of the world. The position of’observer’ cannot long be maintained formally. I think that America will create the most colossal system of land, sea, and air militarism that can be imagined.

“ The conclusive emergence of America from its old ‘provincialism,’ the struggle for markets, the growth of armaments, and active world policy, the experience of the present crisis —all these things will inevitably introduce deep changes into the inner life of the United States.

“ The emergence of a labor party is inevitable. It may begin to grow with an ‘American tempo,’ leading to the liquidation of one of the two old parties, just as the Liberals have disappeared in England.

“ To sum it up, you must say the Soviet Union will be American-ized technically, Europe will either be sovietized or descend to bar-barism, the United States will be Europeanized politically.”

For those too young to remember or who unfortunately have forgotten the incident commemorated here this is a capsule summary of what occurred on that bloody day:

On November 3, 1979 in Greensboro, North Carolina, five anti-racist activists and union organizers, supporters of the Communist Workers Party (CWP), were fatally gunned down by Ku Klux Klan and Nazi fascists. Nine carloads of Klansmen and Nazis drove up to a black housing project-the gathering place for an anti-Klan march organized by the CWP. In broad daylight, the fascists pulled out their weapons and unleashed an 88-second fusillade that was captured on television cameras. They then drove off, leaving the dead and dying in pools of blood. From the outset, the Klan/Nazi killers were aided and abetted by the government, from the Bureau of Alcohol, Tobacco and Firearms agent who helped train the killers and plot the assassination to the "former" FBI informer who rode shotgun in the motorcade of death and the Greensboro cop who brought up the rear. The five militants listed above died as a result. The Greensboro Klan/Nazis literally got away with murder, acquitted twice by all-white juries.

This writer has recently been raked over the coals by some leftists who were appalled that he called for a no free speech platform for Nazis and fascists (see below) and argued that labor should mobilize its forces and run these vermin off the streets whenever they raise their heads. Despite recent efforts to blur the lines of the heinous nature of and political motivation for these murders in Greensboro by some kind of truth and reconciliation process militant leftists should etch in their brains the reality of the Klan/Nazis. There is nothing to debate with this kind. The niceties of parliamentary democracy have no place in a strategy to defeat these bastards. The Greensboro massacre is prime evidence that any other way is suicidal for militants. No more Germany, 1933's. No more Greensboro, 1979's. Never Forget Greensboro.

REPOST FROM SEPTEMBER 15, 2006

In a recent blog (dated, September 4, 2006) this writer mentioned that one of the Klan groups in this country held a demonstration at the Gettysburg National Cemetery over the Labor Day 2006 weekend around a list of demands that included bringing the troops home from Iraq in order to patrol the borders. Symbols mean a lot in politics and the notion that Klansmen were permitted to demonstrate at a key symbol in the fight to end slavery and preserve the union raised my temperature more than a little. As I said then Gettysburg is hallowed ground fought and paid for in great struggle and much blood. At that time the writer posed the question of what, if any, opposition to the demonstration leftists had put together to run these hooded fools out of town. In response, this writer was raked over the coals for calling for an organized fight by labor to nip these elements in the bud. Why? Apparently some people believe that running the fools out of town would have violated the Klan's free speech rights. Something is desperately wrong here about both the nature of free speech and the nature of the Klan/fascist menace.

First, let us be clear, militant leftists defend every democratic right as best we can. I have often argued in this space that to a great extend militant leftists are the only active defenders of such rights- on the streets where it counts. That said, the parameters of such rights, as all democratic rights, cannot trump the needs of the class struggle. In short, militant leftist have no interest in defending or extending the rights of fascists to fill the air with gibberish. Now that may offend some American Civil Liberties Union-types but any self-respecting militant knows that such a position is right is his or her 'gut'.

In the final analysis we will be fighting the Klan-types on the streets and the issue will no be rights of free expression (except maybe in defense of ours) but the survival of our organizations. A short glance at history is to the point.
One of the great tragedies of the Western labor movement was the defeat and destruction of the German labor movement in the wake of the fascist Hitler's rise to power in 1933. In the final analysis that destruction was brought on by the fatally erroneous policies of both the German Social Democratic and Communists parties. Neither party, willfully, saw the danger in time and compounded that error when refused to call for or establish a united front of all labor organizations to confront and destroy Hitler and his storm troopers. We know the result. And it was not necessary. Moreover, Hitler's organization at one time (in the mid-1920's) was small and unimportant like today's Klan/Nazi threat. But that does not mean that under certain circumstances that could not change. And that, my friends, is exactly the point.

March 18th is the 137th Anniversary of the Paris Commune. All honor to the men and women who fought to the death to defend this first beacon of working class revolution.

History of the Paris Commune, Prosper Olivier Lissagaray, translated by Eleanor Marx, Black and Red Press, St. Petersburg, Florida, 2007

When one studies the history of the Paris Commune of 1871 one learns something new from it even though from the perspective of revolutionary strategy the Communards made virtually every mistake in the book. This book by a participant and survivor of the Commune has historically been the starting point for any pro-Commune analysis. The original English translation by Eleanor Marx, daughter of Karl Marx, has given the imprimatur of the Marx family to that view.

Through a close study of the Paris Commune one learn its lessons and measure it against the experience acquired by later revolutionary struggles and above all by later revolutions, not only the successful Russian Revolution of October 1917 but the failed German, Hungarian, Bulgarian, Chinese and Spanish revolutions in the immediate aftermath of World War I. More contemporaneously we have the experiences of the partial victories of the later Chinese, Cuban and Vietnamese revolutions.

Notwithstanding the contradictory nature of these later experiences, as if to show that history is not always totally a history of horrors against the fate of the masses we honor the Paris Commune as a beacon of the coming world proletarian revolution. It is just for that reason that Karl Marx fought tooth and nail in the First International to defend it against the rage of capitalist Europe. It is one of our peaks. The Commune also presented in embryo the first post-1848 Revolution instance of what was later characterized by Lenin at the beginning of World War I as the crisis of revolutionary leadership of the international labor movement. So this question that after Lenin’s death preoccupied Trotsky for much of the later part of his life really has a much longer lineage that I had previously recognized. Unfortunately, as we are too painfully aware that question is still to be resolved. Therefore, even at this great remove, it is necessary to learn the lessons of that experience in facing today’s crisis of leadership in the international labor movement.

As a final thought, I note that in the preface to this edition that the editors have given their own view about the lessons to be learned from the experience of the Paris Commune. Although virtually every page of Lissagaray’s account drips with examples of the necessity of a vanguard party their view negates that necessity. While we can argue until hell freezes over, and should, about the form that a future socialist state will take one would think that there should be no dispute on that necessity at this late date in history. In any case read this important work (including the above-mentioned provocative preface) as it tells the tale of an important part of our working class history.

Obviously, for a Marxist, the question of working class political power is central to the possibilities for the main thrust of his or her politics- the quest for that socialist revolution that initiates the socialist reconstruction of society. But working class politics, no less than any other kinds of political expressions has to take an organization form, a disciplined organizational form in the end, but organization nevertheless. In that sense every Marxist worth his or her salt, from individual labor militants to leagues, tendencies, and whatever other formations are out there these days on the left, struggles to built a revolutionary labor party, a Bolshevik-style party.

Glaringly, in the United States there is no such party, nor even a politically independent reformist labor party, as exists in Great Britain. And no, the Democratic Party, imperialist commander-in-chief Obama's Democratic Party is not a labor party. Although plenty of people believe it is an adequate substitute, including some avowed socialists. But they are just flat-out wrong. This series is thus predicated on providing information about, analysis of, and acting as a spur to a close look at the history of the labor party question in America by those who have actually attempted to create one, or at to propagandize for one.

As usual, I will start this series with the work of the International Communist League/Spartacist League/U.S. as I have been mining their archival materials of late. I am most familiar with the history of their work on this question, although on this question the Socialist Workers Party's efforts run a close second, especially in their revolutionary period. Lastly, and most importantly, I am comfortable starting with the ICL/SL efforts on the labor party question since after having reviewed in this space in previous series their G.I. work and youth work (Campus Spartacist and the Revolutionary Marxist Caucus Newsletter inside SDS) I noted that throughout their history they have consistently called for the creation of such a party in the various social arenas in which they have worked. Other organizational and independent efforts, most notably by the Socialist Workers Party and the American Communist Party will follow.

Max Shachtman knew how to "speak" Marxism back in the 1930s and believe it. Later he could speak that language only at Sunday picnics and the like as he drifted back into the warm embrace of American imperialism. This is an example of the latter.

Capitalism, Social Movements and Police Repression

On September 24 an #OccupyWallStreet protester videotaped a NYPD officer macing peaceful protesters in the face for no apparent reason.

The video shows several women standing calmly as the police unroll and surround them with a bright orange net. Once the women are corralled, a white-shirted police officer walks up to the group and sprays them all in the face with pepper spray. He then walks away.


Over the next couple days, over a million people watched that video on YouTube as the Occupy Wall Street movement spread to hundreds of cities around the world. Far from fearful, protesters responded with renewed vigor, joining the anti-corporate protests in the thousands.


The mace-wielding maniac was identified as NYPD Deputy Inspector Anthony Bologna, who, if former incidents of police brutality are any indication, will receive no consequence.


A Few Bad Apples?


On the other side of the country at the Occupy Wall Street solidarity protest in Seattle, Seattle Police Department officers spent the nights tearing down tents and even arresting protesters who attempted to shelter themselves under umbrellas. One protester called 911 on himself so that he could be taken to the hospital to be treated for hypothermia.


During the day, however, the police moved through the crowd of protesters with friendly smiles saying, “We are not interested in taking away anyone’s freedom of speech.” There was even a debate at one General Assembly meeting on whether to include the police in the General Assembly meetings.


However, the actions of Deputy Inspector Bologna were not the isolated incident of one bad apple. He maced women who were already being corralled by other members of the NYPD. Other videos of the NY protests show one protester punched in the face by a different officer and another protester getting his leg run over by a police motorcycle.


Acts of police violence around the country are systematically covered up, and rarely does any officer receive any meaningful consequence. This is because police brutality can serve a purpose for the ruling class and the corporate elite. JP Morgan Chase has gone so far as to donate $4.6 million to the NY City Police Foundation (jpmorganchase.com).


Violence is Political


Police violence has been used around the world and throughout history to keep oppressed people fearful and subservient. From the revolution that swept northern Africa last spring, to the Civil Rights Movement to the current Occupy Wall Street movement, protesters have had to face intimidation tactics. Protesters were killed in Egypt, but they were still able to overthrow the dictator.


In the United States, police intimidation is far subtler, but the principal of repression remains the same. In New York, over 700 Occupy Wall Street protesters were arrested in just one mass arrest. And the FBI is still calling activists from the antiwar movement before a grand jury.


Compare this to the pro-corporate Tea Party protests. These right-wing demonstrations never see police harassment, even when they bring firearms and live ammunition. The police do not assault these right-wing demonstrations because they are not a threat to big business.


Racial Profiling


For most people of color, police brutality is nothing new. 400,000 Latin American immigrants were rounded up and forcibly deported in the last year alone. African Americans face constant police harassment, leaving one in ten African-American males in prison at any given time.


Police brutality against oppressed minorities again serves a political purpose for the ruling class; it keeps these doubly exploited sections of the working class desperate for even the worst-paying jobs and afraid to revolt.


A Movement Without Fear


Sometimes, however, police violence cannot dispel a movement and, instead, enrages broader sections of workers, young people and the oppressed. When the NYPD pepper sprayed peaceful protesters in the face, new people joined the protests around the country.


At this time, the more violence the ruling class is willing to resort to, the more resolved workers and young people are to overthrow them. The revolutions in Tunisia and Egypt are just two examples of this courage.


The Limits to Repression


Throughout history, every ruling elite has used the laws of the land and their police to try to maintain their power. This means that sometimes the oppressed 99% of society have to break those laws.


This decision shouldn’t be taken lightly or in an individualized manner. Mass civil disobedience can demonstrate that certain laws are corrupt. This is especially true when the movement finds support among large numbers of people, as the Occupy Wall Street movement has. In this situation, mass support can often hold the hand of the police, who fear that further repression could further enflame an already erupting movement. Resting on broad public support, the Occupy Wall Street movement has defied bans on tents and protests – and in this way managed to spread its message.


Also, when thousands of people break these undemocratic laws the police have found it far more difficult to intervene. Mass movements have repeatedly overthrown despotic leaders and regimes when soldiers broke from a regime they despised and found a common interest with workers and youth in the streets. As long as capitalism remains intact, however, the ruling 1% will look to find a way to use police violence to maintain its interests.

Other Septembers in this series I have concentrated on various sometimes now obscure leaders and rank and file militants in the international working class movement, especially those who made contributions here in America like "Big Bill" Haywood and Eugene V. Debs. This year, given the pressing need for clarity around the labor party question in America (algebraically expressed in our movement as the struggle for a workers party that fights for a workers government) I have gone back to the sources-Karl Marx and Friedrich Engels and their correspondence on working class organization with various associates and opponents. Strangely, or maybe not so strangely given the state of working class organization here these days, many of their comments, taken in due regard for changed times and circumstances, are germane today. This correspondence is only a start and should just whet the reader's appetite to research further.

The book herewith again made available to the German public first appeared in the summer of 1845. Both in its strengths and in its weaknesses it bears the stamp of the author’s youth. At the time, I was twenty-four; today, I am thrice as old, and as I re-read this early work I find I need not be ashamed of it on any count. So I have no intention of somehow obliterating this stamp of youthfulness. I am presenting my work to the reader again, unchanged. I have only worded more precisely a few not entirely clear passages and added, here and there, a brief footnote, marked with the present date (1892).

As for the fate of this book, I will only mention that an English translation of it (by Mrs. Florence Kelley-Wischnewetzky) came out in New York in 1887 and was also published by Swan Sonnenschein & Co. in London in 1892. The preface to the American edition underlies that to the English one, and the latter in its turn underlies the present German preface. Modern large-scale industry makes the economic conditions in all the countries affected uniform to such an enormous extent that I hardly need tell the German reader anything different from what I tell the American or English.

The state of things described in this book belongs today in many respects, to the past, as far as England is concerned. Though not expressly stated in our recognised treatises, it is still a law of modern political economy that the larger the scale on which capitalistic production is carried on, the less can it support the petty devices of swindling and pilfering which characterise its early stages. The pettifogging business tricks of the Polish Jew, the representative in Europe of commerce in its lowest stage, those tricks that serve him so well in his own country, and are generally practised there, fail him once he comes to Hamburg or Berlin; and, again, the commission agent who hails from Berlin or Hamburg, Jew or Christian, after frequenting the Manchester Exchange, finds out that in order to buy cotton yarn or cloth cheap, he, too, had better drop those slightly more refined but still miserable wiles and subterfuges which are considered the acme of cleverness in his native country. Of course, with the progress of large-scale industry a great deal has supposedly changed in Germany too, and a bad odour now attaches, particularly since the industrial Jena of Philadelphia, 283 even to the time-honoured German principle: People will be nothing but pleased if we first send them good samples and then bad goods. The fact is, those tricks do not pay any longer in a large market, where time is money, and where a certain standard of commercial morality is unavoidably developed not because of any considerations of virtue, but purely as a means of saving time and trouble. And exactly the same has taken place in England with the relation between the manufacturer and his “hands”.

The revival of trade, after the crisis of 1847, was the dawn of a new industrial epoch. The repeal of the Corn Laws 184 and the financial reforms subsequent thereon gave to English industry and commerce all the elbow-room they had asked for. The discovery of the Californian and Australian goldfields followed in rapid succession. The colonial markets developed at an increasing rate their capacity for absorbing English manufactured goods. In India millions of handweavers were finally crushed out by the Lancashire power-loom. China was more and more being opened up. But most important of all, America was developing at a rate unprecedented even for that country of tremendous progress; and America, it will be recalled, was then merely a colonial market, indeed the largest of all, i.e., a country supplying raw materials and importing industrial products, notably from England.

And, finally, the new means of communication introduced at the close of the preceding period-railways and ocean steamerswere now worked out on an international scale; they realised actually what had hitherto existed only potentially, a world-market. This world-market, at the time, was still composed of a number of chiefly or entirely agricultural countries grouped around one manufacturing centre – England – which consumed the greater part of their surplus raw produce, and supplied them in return

with the greater part of their requirements in manufactured articles. No wonder, therefore, that England’s industrial progress was colossal and unparallelled, and such that the status of 1844 now appears to us as comparatively insignificant, almost primitive.

And in proportion as this increase took place, in the same proportion did manufacturing industry become apparently moralised. The competition of manufacturer against manufacturer by means of petty thefts upon the workpeople did no longer pay. Trade had outgrown such low means of making money; the manufacturing millionaire had to know better than waste his time on petty tricks of this kind. Such practices were good enough, at best, for small fry in need of money, who had to snap up every penny in order not to succumb to competition. Thus the truck system was suppressed, the Ten-Hours’ Bill was enacted, and a number of other secondary reforms introduced-much against the spirit of Free Trade and unbridled competition, but quite as much in favour of the giant-capitalist in his competition with his less favoured brother.

Moreover, the larger the concern, and with it the number of workers, the greater the loss and inconvenience caused by every conflict with the workers and thus a new spirit came over the manufacturers, especially the largest ones, which taught them to avoid unnecessary squabbles, to acquiesce in the existence and power of trades unions, and finally even to discover in strikes-at opportune times – a powerful means to serve their own ends. The largest manufacturers, formerly the leaders of the war against the working class, were now the foremost to preach peace and harmony. And for a very good reason.

All these concessions to justice and philanthropy were nothing else but means to accelerate the concentration of capital in the hands of the few and crushing the smaller competitors, who could not survive without extra receipts of this sort. To these few, the petty accessory extortions of earlier years had not only lost all significance but had turned, as it were, into hindrances to large-scale business. Thus the development of production on the basis of the capitalistic system has of itself sufficed – at least in the leading industries, for in the more unimportant branches this is far from being the case – to do away with all those minor grievances which aggravated the workman’s fate during its earlier years. And thus it renders more and more evident the great central fact that the cause of the miserable condition of the working class is to be sought, not in these minor grievances, but in the capitalistic system itself. The worker sells to the capitalist his labour-force for a certain daily sum. After a few hours’ work he has reproduced the value of that sum; but the substance of his contract is, that he has to work another series of hours to complete his working-day; and the value he produces during these additional hours of surplus labour is surplus value, which costs the capitalist nothing, but yet goes into his pocket. That is the basis of the system which tends more and more to split up civilised society into a few Rothschilds and Vanderbilts, the owners of all the means of production and subsistence, on the one hand, and an immense number of wage-workers, the owners of nothing but their labour-force, on the other. And that this result is caused, not by this or that secondary grievance, but by the system itself – this fact has been brought out in bold relief by the development of capitalism in England.

Again, the repeated visitations of cholera, typhus, smallpox, and other epidemics have shown the British bourgeois the urgent necessity of sanitation in his towns and cities, if he wishes to save himself and family from falling victims to such diseases. Accordingly, the most crying abuses described in this book have either disappeared or have been made less conspicuous. Drainage has been introduced or improved, wide avenues have been opened out athwart many of the worst “slums”. “Little Ireland” had disappeared, and the “seven dials” 286 are next on the list for sweeping away. But what of that? Whole districts which in 1844 I could describe as almost idyllic have now, with the growth of the towns, fallen into the same state of dilapidation, discomfort, and misery. Only the pigs and the heaps of refuse are no longei. tolerated. The bourgeoisie have made further progress in the art of hiding the distress of the working class. But that, in regard to their dwellings, no substantial improvement has taken place is amply proved by the Report of the Royal Commission “On the Housing of the Poor”, 1885. And this is the case, tool in other. respects. Police regulations have been plentiful as blackberries; but they can only hedge in the distress of the workers, they cannot remove it.

But while England has thus outgrown the juvenile state of capitalist exploitation described by me, other countries have only just attained it. France, Germany, and especially America, are the formidable competitors who, at this moment – as foreseen by me [See Report of the Royal Commission on the Housing of the Working Classes. England and Wales, 1885.-Ed.] In 1844 - are more and more breaking up England’s industrial monopoly. Their manufactures are young as compared with those of England, but increasing at a far more rapid rate than the latter; and they have at this moment arrived at about the same phase of development as English manufacture in 1844. With regard to America, the parallel is indeed most striking. True, the external surroundings in which the working class is placed in America are very different, but the same economical laws are at work, and the results, if not identical in every respect, must still be of the same order. Hence we find in America the same struggles for a shorter working-day, for a legal limitation of the working-time, especially of women and children in factories; we find the truck system in full blossom, and the cottage system, in rural districts, made use of by the “BOSSES”, the capitalists and their agents, as a means of domination over the workers. When I received, in 1886, the American papers with accounts of the great strike of 12,000 Pennsylvanian coal-miners in the Connellsville district, I seemed but to read my own description of the North of England colliers' strike of 1844. The same cheating of the workpeople by false measure; the same truck system; the same attempt to break the miners’ resistance by the capitalists’ last, but crushing, resource – the eviction of the men out of their dwellings, the cottages owned by the companies.

Neither here nor in the English editions did I try to update the book, i.e. to list one by one the changes that have taken place since 1844. I did not do it for two reasons. Firstly, I would have had to double the volume of the book. And secondly, Volume One of Marx’s Capital gives a detailed description of the condition of the British working class for about 1865, i.e. the time when Britain’s industrial prosperity had reached its peak. I would therefore have had to repeat what Marx says.

It will be hardly necessary to point out that the general theoretical standpoint of this book — philosophical, economical, political — does not exactly coincide with my standpoint of to-day. Modern international socialism, since fully developed as a science, chiefly and almost exclusively through the efforts of Marx, did not as yet exist in 1844. My book represents one of the phases of its embryonic development; and as the human embryo, in its early stages, still reproduces the gill-arches of our fish-ancestors, so this book exhibits everywhere the traces of the descent of modern [See present edition, Vol. 4, pp. 540-47.-Ed.] socialism from one of its ancestors, German classical philosophy. Thus great stress is laid on the dictum that communism is not a mere party doctrine of the working class, but a theory compassing the emancipation of society at large, including the capitalist class, from its present narrow conditions. This is true enough in the abstract, but absolutely useless, and sometimes worse, in practice. So long as the wealthy classes not only do not feel the want of any emancipation, but strenuously oppose the self-emancipation of the working class, so long the social revolution will have to be prepared and fought out by the working class alone. The French bourgeois of 1789, too, declared the emancipation of the bourgeoisie to be the emancipation of the whole human race; but the nobility and clergy would not see it; the proposition – though for the time being, with respect to feudalism, an abstract historical truth – soon became a mere sentimentalism, and disappeared from view altogether in the fire of the revolutionary struggle. And to-day, the very people who, from the “impartiality” of their superior standpoint, preach to the workers a socialism soaring high above their class interests and class struggles-these people are either neophytes, who have still to learn a great deal, or they are the worst enemies of the workers-wolves in sheep’s clothing.

The recurring period of the great industrial crisis is stated in the text as five years. This was the period apparently indicated by the course of events from 1825 to 1842. But the industrial history from 1842 to 1868 has shown that the real period is one of ten years; that the intermediate revulsions were secondary, and had been increasingly disappearing from 1842 onwards. Since 1868 the state of things has changed again, of which more anon.

I have taken care not to strike out of the text the many prophecies, amongst others that of an imminent social revolution in England, which my youthful ardour induced me to venture upon. The wonder is, not that a good many of these prophecies proved wrong, but that so many of them have proved right, and that the critical state of English trade, to be brought on by Continental and especially American competition, which I then foresaw — though in too short a period — has now actually come to pass. In this respect I am bound to bring the book up to date, by placing here an article which appeared in the London Commonweal of March 1, 1885 in English and in Neue Zeit in June of the same year (Issue 6) in German.

“Forty years ago England stood face to face with a crisis, solvable to all appearances by force only. The immense and rapid development of manufactures had outstripped the extension of foreign markets and the increase of demand. Every ten years the march of industry was violently interrupted by a general commercial crash, followed, after a long period of’ chronic depression, by a few short years of prosperity, and always ending in feverish over-production and consequent renewed collapse. The capitalist class clamoured for Free Trade in corn, and threatened to enforce it by sending the starving population of the towns back to the country districts whence they came, to invade them, as John Bright said, not as paupers begging for bread, but as an army quartered upon the enemy. The working masses of the towns demanded their share of political power – the People’s Charter; they were supported by the majority of the small trading class, and the only difference between the two was whether the Charter should be carried by physical or by moral force. Then came the commercial crash of 1847 and the Irish famine, and with both the prospect of revolution.

“The French Revolution of 1848 saved the English middle class. The Socialistic pronunciamentos of the victorious French workmen frightened the small middle class of England and disorganised the narrower, but more matter-of-fact movement of the English working class. At the very moment when Chartism was bound to assert itself in its full strength, it collapsed internally before even it collapsed externally, on the 10th of April, 1848. The action of the working class was thrust into the background. The capitalist class triumphed along the whole line.

“The Reform Bill of 1831 had been the victory of the whole capitalist class over the landed aristocracy. The repeal of the Corn Laws was the victory of the manufacturing capitalist not only over the landed aristocracy, but over those sections of capitalists, too, whose interests were more or less bound up with the landed interest-bankers, stockjobbers, fundholders, etc. Free Trade meant the readjustment of the whole home and foreign, commercial and financial policy of England in accordance with the interests of the manufacturing capitalists — the class which now [These words belong apparently not to Bright but to his adherents. See The Quarterly Review, Vol. 71, No. 141, p. 273.-Ed.] represented the nation. And they set about this task with a will. Every obstacle to industrial production was mercilessly removed. The tariff and the whole system of taxation were revolutionised. Everything was made subordinate to one end, but that end of the utmost importance to the manufacturing capitalist: the cheapening of all raw produce, and especially of the means of living of the working class; the reduction of the cost of raw material, and the keeping down – if not as yet the bringing down - of wages. England was to become the ‘workshop of the world’; all other countries were to become for England what Ireland already was-markets for her manufactured goods, supplying her in return with raw materials and food. England, the great manufacturing centre of an agricultural world, with an ever-increasing number of corn and cotton-growing Irelands revolving around her, the industrial sun. What a glorious prospect!

“The manufacturing capitalists set about the realisation of this their great object with that strong common sense and that contempt for traditional principles which has ever distinguished them from their more narrow-minded compeers on the Continent. Chartism was dying out. The revival of commercial prosperity, natural after the revulsion of 1847 had spent itself, was put down altogether to the credit of Free Trade. Both these circumstances had turned the English working class, politically, into the tail of the ‘great Liberal Party’, the party led by the manufacturers. This advantage, once gained, had to be perpetuated. And the manufacturing capitalists, from the Chartist opposition, not to Free Trade, but to the transformation of Free Trade into the one vital national question, had learnt, and were learning more and more, that the middle class can never obtain full social and political power over the nation except by the help of the working class. Thus a gradual change came over the relations between both classes. The Factory Acts, once the bugbear of all manufacturers, were not only willingly submitted to, but their expansion into acts regulating almost all trades was tolerated. Trades Unions, hitherto considered inventions of the devil himself, were now petted and patronised as perfectly legitimate institutions, and as useful means of spreading sound economical doctrines amongst the workers. Even strikes, than which nothing had been more nefarious up to 1848, were now gradually found out to be occasionally very useful, especially when provoked by the masters themselves, at their own time. Of the legal enactments, placing the workman at a lower level or at a disadvantage with regard to the master, at least the most revolting were repealed. And, practically, that horrid People’s Charter actually became the political programme of the very manufacturers who had opposed it to the last. The Abolition of the Property Qualification and Vote by Ballot are now the law of the land. The Reform Acts of 1867 and 1884 make a near approach to universal suffrage, at least such as it now exists in Germany; the Redistribution Bill now before Parliament creates equal electoral districts-on the whole not more unequal than those of France or Germany; payment of members, and shorter, if not actually annual Parliaments, are visibly looming in the distanceand yet there are people who say that Chartism is dead.

“The Revolution of 1848, not less than many of its predecessors, has had strange bedfellows and successors. The very people who put it down have become, as Karl Marx used to say, its testamentary executors. Louis Napoleon had to create an independent and united Italy, Bismarck had to revolutionise Germany and to restore Hungarian independence, and the English manufacturers had to enact the People’s Charter.

“For England, the effects of this domination of the manufacturing capitalists were at first startling. Trade revived and extended to a degree unheard of even in this cradle of modern industry; the previous astounding creations of steam and machinery dwindled into nothing compared with the immense mass of productions of the twenty years from 1850 to 1870, with the overwhelming figures of exports and imports, of wealth accumulated in the hands of capitalists and of human working power concentrated in the large towns. The progress was indeed interrupted, as before, by a crisis every ten years, in 1857 as well as in 1866; but these revulsions were now considered as natural, inevitable events, which must be fatalistically submitted to, and which always set themselves right in the end.

“And the condition of the working-class during this period? There was temporary improvement even for the great mass. But this improvement always was reduced to the old level by the influx of the great body of the unemployed reserve, by the constant superseding of hands by new machinery, by the immigration of the agricultural population, now, too, more and more superseded by machines.

“A permanent improvement can be recognised for two ‘protected’ sections only of the working class. Firstly, the factory hands. The fixing by Act of Parliament of their working-day within relatively rational limits has restored their physical constitution and endowed them with a moral superiority, enhanced by their local concentration. They are undoubtedly better off than before 1848. The best proof is that, out of ten strikes they make, nine are provoked by the manufacturers in their own interests, as the only means of securing a reduced production. You can never get the masters to agree to work ‘short time’, let manufactured goods be ever so unsaleable; but get the workpeople to strike, and the masters shut their factories to a man.

“Secondly, the great Trades Unions. They are the organisations of those trades in which the labour of Grown-up men predominates, or is alone applicable. Here the competition neither of women and children nor of machinery has so far weakened their organised strength. The engineers, the carpenters and joiners, the bricklayers, are each of them a power, to that extent that, as in the case of the bricklayers and bricklayers’ labourers, they can even successfully resist the introduction of machinery. That their condition has remarkably improved since 1848 there can be no doubt, and the best proof of this is in the fact that for more than fifteen years not only have their employers been with them, but they with their employers, upon exceedingly good terms. They form an aristocracy among the working class; they have succeeded in enforcing for themselves a relatively comfortable position, and they accept it as final. They are the model working men of Messrs. Leone Levi & Giffen (and also the worthy Lujo Brentano), and they are very nice people indeed nowadays to deal with, for any sensible capitalist in particular and for the whole capitalist class in general.

“But as to the great mass of working people, the state of misery and insecurity in which they live now is as low as ever, if not lower. The East End of London is an everspreading pool of stagnant misery and desolation, of starvation when out of work, and degradation, physical and moral, when in work. And so in all other large towns-abstraction made of the privileged minority of the workers; and so in the smaller towns and in the agricultural districts. The law which reduces the value of labour-power to the value of the necessary means of subsistence, and the other law which reduces its average price, as a rule, to the minimum of those means of subsistence, these laws act upon them with the irresistible force of an automatic engine which crushes them between its wheels.

“This, then was the position created by the Free Trade policy of 1847, and by twenty years of the rule of the manufacturing capitalists. But then a change came. The crash of 1866 was, indeed, followed by a slight and short revival about 1873; but that did not last. We did not, indeed, pass through the full crisis at the time it was due, in 1877 or 1878; but we have had, ever since 1876, a chronic state of stagnation in all dominant branches of industry. Neither will the full crash come; nor will the period of longed-for prosperity to which we used to be entitled before and after it. A dull depression, a chronic glut of all markets for all trades, that is what we have been living in for nearly ten years. How is this?

“The Free Trade theory was based upon one assumption: that England was to be the one great manufacturing centre of an agricultural world. And the actual fact is that this assumption has turned out to be a pure delusion. The conditions of modern industry, steam-power and machinery, can be established wherever there is fuel, especially coals. And other countries besides England-France, Belgium, Germany, America, even Russiahave coals. And the people over there did not see the advantage of being turned into Irish pauper farmers merely for the greater wealth and glory of English capitalists. They set resolutely about manufacturing, not only for themselves, but for the rest of the world; and the consequence is that the manufacturing monopoly enjoyed by England for nearly a century is irretrievably broken up.

“But the manufacturing monopoly of England is the pivot of the present social system of England. Even while that monopoly lasted, the markets could not keep pace with the increasing productivity of English manufacturers; the decennial crises were the consequence. And new markets are getting scarcer every day, so much so that even the Negroes of the Congo are now to be forced into the civilisation attendant upon Manchester calicos, Staffordshire pottery, and Birmingham hardware. How will it be when Continental, and especially American, goods flow in in ever-increasing quantities – when the predominating share, still held by British manufacturers, will become reduced from year to year? Answer, Free Trade, thou universal panacea.

“I am not the first to point this out. Already in 1883, at the Southport meeting of the British Association, Mr. Inglis Palgrave, the President of the Economic section, stated plainly that

“‘the days of great trade profits in England were over, and there was a pause in the progress of several great branches of industrial labour. The country might almost be said to be entering the non-progressive state’.

“But what is to be the consequence? Capitalist production cannot stop. It must go on increasing and expanding, or it must die. Even a Report of the Fifty-Third Meeting of the British Association for the Advancement of Science; held at Southport in September 1883, now the mere reduction of England’s lion’s share in the supply of the world’s markets means stagnation, distress, excess of capital here, excess of unemployed workpeople there. What will it be when the increase of yearly production is brought to a complete stop?

“Here is the vulnerable place, the heel of Achilles, for capitalistic production. Its very basis is the necessity of constant expansion, and this constant expansion now becomes impossible. It ends in a deadlock. Every year England is brought nearer face to face with the question: either the country must go to pieces, or capitalist production must. Which is it to be?

“And the working class? If even under the unparalleled commercial and industrial expansion, from 1848 to 1868, they have had to undergo such misery; if even then the great bulk of them experienced at best but a temporary improvement of their condition, while only a small, privileged, ‘protected’ minority was permanently benefited, what will it be when this dazzling period is brought finally to a close; when the present dreary stagnation shall not only become intensified, but this, its intensified condition, shall become the permanent and normal state of English trade?

“The truth is this: during the period of England’s industrial monopoly the English working class have, to a certain extent, shared in the benefits of the monopoly. These benefits were very unequally parcelled out amongst them; the privileged minority pocketed most, but even the great mass had, at least, a temporary share now and then. And that is the reason why, since the dying-out of Owenism, there has been no Socialism in England. With the breakdown of that monopoly, the English working class will lose that privileged position; it will find itself generally – the privileged and leading minority not excepted-on a level with its fellow-workers abroad. And that is the reason why there will be Socialism again in England.”

So I wrote in 1885. In the Preface to the English edition written on January 11, 1892 I continued:

“To this statement of the case, as that case appeared to me in 1885, I have but little to add. Needless to say that to-day there is indeed ‘Socialism again in England’, and plenty of it-Socialism of all shades: Socialism conscious and unconscious, Socialism prosaic and poetic, Socialism of the working class and of the middle class, for, verily, that abomination of abominations, Socialism, has not only become respectable, but has actually donned evening dress and lounges lazily on drawing-room causeuses. That shows the incurable fickleness of that terrible despot of ‘society’, middle-class public opinion, and once more justifies the contempt in which we Socialists of a past generation always held that public opinion. At the same time we have no reason to grumble at the symptom itself.

“What I consider far more important than this momentary fashion among bourgeois circles of affecting a mild dilution of Socialism, and even more than the actual progress Socialism has made in England generally, that is the revival of the East End of London. That immense haunt of misery is no longer the stagnant pool it was six years ago. It has shaken off its torpid despair, has returned to life, and has become the home of what is called the ‘New Unionism’, that is to say, of the organisation of the great mass of ‘unskilled’ workers. This organisation may to a great extent adopt the form of the old Unions of ‘skilled’ workers but it is essentially different in character. The old Unions preserve the traditions of the time when they were founded, and look upon the wages system as a once-for-all established, final fact, which they at best can modify in the interest of their members. The new Unions were founded at a time when the faith in the eternity of the wages system was severely shaken; their founders and promoters were Socialists either consciously or by feeling; the masses, whose adhesion gave them strength, were rough, neglected, looked down upon by the working-class aristocracy; but they had this immense advantage, that their minds were virgin soil, entirely free from the inherited ‘respectable’ bourgeois prejudices which hampered the brains of the better situated ‘old’ Unionists. And thus we see now these new Unions taking the lead of the working-class movement generally, and more and more taking in tow the rich and proud, old Unions.

“Undoubtedly, the East Enders have committed colossal blunders; so have their predecessors, and so do the doctrinaire Socialists who pooh-pooh them. A large class, like a great nation, never learns better or quicker than by undergoing the consequences of its own mistakes. And for all the faults committed in past, present and future, the revival of the East End of London remains one of the greatest and most fruitful facts of this fin de siécle, and glad and proud I am to have lived to see it.”

Since I wrote the above, six months ago, the English working-class movement has again made a good step forward. The parliamentary elections which took place a few days ago gave both the official parties, Conservative as well as Liberal, notice in due form that from now on one and the other will have to reckon with a third party, the workers’ party. This workers’ party is now only in the process of formation; its elements are still engaged in shaking off traditional prejudices of all kinds-bourgeois, old trade-unionist, indeed, even doctrinaire-socialist-in order to be able to get together at last on ground common to all of them. And yet the instinct to unite which they followed was already so strong that it produced election results hitherto unheard-of in England. In London two workers’ have stood for election, and openly as Socialists at that; the Liberals did not dare to put up one of theirs against them, and the two Socialists have won by an overwhelming and unexpected majority [James Keir Hardie and John Burns. —Ed.]. In Middlesbrough a workers’ candidate [John Havelock Wilson.—Ed.] has stood against a Liberal and a Conservative and been elected in the teeth of both; on the other hand, the new workers’ candidates who allied themselves with the Liberals have been hopelessly defeated, with the exception of a single one. Among those who so far have been called workers’ representatives, that is, those who are forgiven their quality of workers because they themselves would willingly drown it in the ocean of their liberalism, the most significant representative of the old Unionism, Henry Broadhurst, has suffered a striking defeat because he declared himself against the eight-hour day. In two Glasgow, one Salford, and several other constituencies, independent workers’ candidates stood against candidates of the two old parties; they were beaten, but so were the Liberal candidates. Briefly, in a number of large-town and industrial constituencies the workers have resolutely severed all connections with the two old parties and thus achieved direct or indirect successes such as they had never scored in any election so far. And the joy on this account among the workers is boundless. For the first time they have seen and felt what they can do when they make use of their electoral rights in the interest of their class. The superstitious belief in the “great Liberal Party” which had kept a hold on the English workers for nearly forty years has been destroyed. They have seen by striking examples that they, the workers, are the decisive force in England if only they have the will and know their own will; and the 1892 elections have been the beginning of that knowledge and that will. The workers’ movement on the Continent will see to the rest: the Germans and the French, who are already so strongly represented in parliaments and local councils, will keep the spirit of emulation of the English sufficiently high by further successes. And if in the not very distant future it turns out that this new parliament can get nowhere with Mr. Gladstone, nor Mr. Gladstone with this parliament, the English workers’ party will surely be sufficiently constituted to put an early end to the seesaw game of the two old parties which have been succeeding each other in power and thereby perpetuating bourgeois rule.
