Commentary

April 30th Marks The 34th Anniversary Of The Military Victory Of The North Vietnamese Army/South Vietnamese National Liberation Front With The Fall Of Saigon (Ho Chi Minh City).

Other years I have used this occasion to review some work directly related to that victory from the view point of highlighting some exploit of the victors in that war- our side. One should not underestimate the importance of that victory by a determined, if outgunned military force, in crimping the style of American imperial policy for a significant period (and some would argue its continuing effect today). One should also note, sadly, that this event (always dramatically visualized in the mind’s eye by those pictures of the helicopters evacuating American and other personnel from the rooftop of the U.S. Embassy) the last clear cut anti-capitalist victory that we have been able to celebrate. That, in itself, is cause for reflection.

This year, with the almost daily growing evidence by the Obama administration that it is seeking to escalate the American presence in the quagmire that is Afghanistan beyond any rational necessity, I wish to review the memoir of one of the American architects of the American escalation in Vietnam, Secretary of War Robert Strange McNamara. As McNamara’s version of the Vietnam saga unfolds, and not incidentally or accidentally his craven attempt to reshape the history of his involvement in that process as well, one cannot help but see that the same sense of American hubris is at play now. As always to be on the safe side here the slogan remains- Obama- All U.S./Allied Troops Out Of Iraq and Afghanistan Now!

Anyone who had caught the Friday March 27, 2009 headlines is aware that the Democratic Party-run Obama government has called for some 4,000 additional troops for Afghanistan and what they, euphemistically, call civilian support teams in order to bolster the sagging regime of “Mayor of Kabul” Karzai. Those numbers are in addition to the 17,000 extras already committed by the Obama regime in February. Does the word escalation seem appropriate here?

One of the problems of having gone through the Vietnam experience in my youth (including periods of lukewarm support for American policy under John F. Kennedy, a hands-off attitude in the early Lyndon B. Johnson years and then full-bore opposition under the late Johnson, Richard M. Nixon and Gerald Ford regimes) is a tendency to view today’s American imperial policy in the same by-the-numbers approach as I took as a result of observing the Vietnam War as it unfolded. There are differences, some of them hugely so, between Vietnam and Afghanistan. Just as, I have previously noted in this space, there are differences between Vietnam and the recently “completed” Iraq War. (Hey, I’m just going by what the media tells me is going on. They wouldn’t lead us astray, would they?)

But, I keep getting this eerie feeling in the back of my neck every time I hear, or see, anything concerning Afghanistan coming out of this new Obama administration. They appear clueless, yet are determined to forge ahead with this policy that can only lead to the same kind of quagmire than Vietnam and Iraq turned into. That is where the analogies to Vietnam do connect up. In this regard, I have recently been re-reading Kennedy/Johnson War Secretary Robert Strange (that’s his middle name, folk, I didn’t make it up and didn’t need to) McNamara’s memoirs, written in 1995, of his central role in the development of Vietnam policy, “In Retrospect: The Tragedy and Lessons of Vietnam”.

Obviously McNamara has put his own ‘spin’ on his personal role then in order to absolve himself (a little) before history. That is to be expected. What comes through crystal clear, however, because in the final analysis McNamara still doesn’t get it, is that when you’re the number one imperial power all the decisions you make are suppose to fall into place for your benefit because you represent the “good guys”. Regardless of what you do, or do not, know about the internal workings of the situation at hand. The Kennedy/Johnson administrations were almost totally ignorant of the internal working of Vietnamese society. That is why I have that eerie, very eerie, feeling about this Obama war policy.

In the normal course of events former high level bureaucrats in American presidential administrations usually save their attempts at self-justification for high ticket published memoirs or congenial `softball' speaking tours and conferences. In short, they prefer to preach to the choir at retail prices. Apparently, Cold Warrior extraordinaire Secretary of War Robert Strange McNamara felt that such efforts were very necessary in his case and hence he had to go to the prints in order to whitewash his role in the history of his times. Despite an apparent agreement with his “ghost writer” not to cover certain subjects and be allowed to present his story his way it is always good to catch a view of how the other side operates. It ain't pretty.

After a lifetime of relative public silence, at the age of 8o something, McNamara decided to give his take on events in which he was a central figure like dealing with the fact of American imperial military superiority in the post- World War II period, dealing with the Russians and the fight for American nuclear superiority during the Cold War, the ill-conceived Bay of Pigs invasion of Cuba, the later Cuban Missile crisis and above all his role in the escalation of the wars in Southeast Asia, primarily Vietnam.

Very little here focuses on his time at the World Bank, a not unimportant omission that would highlight my point that he might have changed his clothing in the course of his career but not his mindset. While those of us interested in learning the lessons of history have long understood that to know the political enemy is the beginning of wisdom one will not find much here that was not infinitely better covered by the late journalist David Halberstam in his classic “The Best and The Brightest”.

McNamara has chosen to present his story in the form of parables, or rather, little vignettes about the “lessons” to be drawn from experiences (eleven in all by the way). Thus, we are asked to sit, embarrassingly, through McNamara's freshman course in revisionist history as he attempts to take himself from the cold-hearted Cold Warrior and legitimate “war criminal” to the teddy-bearish old man who has learned something in his life- after a lifetime of treachery. Yet, like that freshman course there are things to be learned despite the professor and more to learn, if only by reading between the lines, than he or she wanted to express.

McNamara presents his take by dividing the Vietnam War buildup, at least at the executive level, into periods; the early almost passive Kennedy days; the post Kennedy assassination period when Lyndon Johnson was trying to be all things to all men; the decisive post-1964 election period; and, various periods of fruitless and clueless escalation. It is this process that is, almost unwittingly, the most important to take from this world. Although McNamara, at the time of writing was an older and wiser man, when he had power he went along with ever step of the “hawks”, civilian and military. He led no internal opposition, and certainly not public one. This is the classic “good old boys” network where one falls on one’s sword when the policy turns wrong. And he is still scratching his head over why masses of anti-war protesters chanted “war criminal” when they confronted him with his deeds. And then listen to the latest screeds by current War Secretary Gates concerning Afghanistan. It will sound very familiar.

In the end, if one took his story at face value, one could only conclude that he was just trying to serve his bosses the best way he could and if things went wrong it was their fault. Nothing new there, though. Henry Kissinger has turned that little devise into an art form. Teary-eyed at the end McNamara might be as he acknowledges his role in the mass killings of his time, but beware of a wolf in sheep's clothing. Yet, you need to read this book if you want to understand how these guys (and gals) defended their state then, and now.


As is always appropriate on international working class holidays and days of remembrance here is the song most closely associated with that movement “The Internationale” in English, French and German. I will not vouch for the closeness of the translations but certainly of the spirit. Workers Of The World Unite!

*Those Who Fought For Our Communist Future Are Kindred Spirits- Honor Irish And American Labor Leader James Larkin

Every January, as readers of this blog are now, hopefully, familiar with the international communist movement honors the 3 Ls-Lenin, Luxemburg and Leibknecht, fallen leaders of the early 20th century communist movement who died in this month (and whose untimely deaths left a huge, irreplaceable gap in the international leadership of that time). January is thus a time for us to reflect on the roots of our movement and those who brought us along this far. In order to give a fuller measure of honor to our fallen forbears this January, and in future Januarys, this space will honor others who have contributed in some way to the struggle for our communist future. That future classless society, however, will be the true memorial to their sacrifices.

Note on inclusion: As in other series on this site (“Labor’s Untold Story”, “Leaders Of The Bolshevik Revolution”, etc.) this year’s honorees do not exhaust the list of every possible communist worthy of the name. Nor, in fact, is the list limited to Bolshevik-style communists. There will be names included from other traditions (like anarchism, social democracy, the Diggers, Levellers, Jacobins, etc.) whose efforts contributed to the international struggle. Also, as was true of previous series this year’s efforts are no more than an introduction to these heroes of the class struggle. Future years will see more detailed information on each entry, particularly about many of the lesser known figures. Better yet, the reader can pick up the ball and run with it if he or she has more knowledge about the particular exploits of some communist militant, or to include a missing one.

Markin comment:Those of us who came of age in the 1960s, especially those of us who cut our political teeth on defending, under one principle or another (right to national self-determination, socialist solidarity, general anti-imperialist agenda, etc.), the Cuban revolution that we were front row television witnesses to, cherish the memory of the heroic Cuban defenders at the Bay of Pigs. No one cried when the American imperial adventure was foiled and President John Kennedy (whatever else we felt about him then), egg on face, had to take responsibility for the fiasco.

Those of us who continue to adhere to the anti-capitalist, anti-imperialist, pro-socialist agenda, whatever our differences with the Cuban leadership, today can join in honoring those heroic fighters. Today is also a day to face the hard fact that we have had too few victories against the imperialist behemoth. The imperial defeat at the Bay of Pigs was however our victory. As today’s imperialist activity in Libya, painfully, testifies to those forces, however, have not gotten weaker in the past 50 years. So the lesson for today’s (and future) young militants is to honor our fallen forebears and realize that the beast can be defeated, if you are willing to fight it. Forward! Defend the Cuban Revolution! Defend Libya against the imperialist onslaught!

They Showed the Way to Labor Emancipation:
On Karl Marx and the 75th Anniversary of the Paris Commune

The American working class is not yet as familiar as the European working class with the history and traditions of the revolutionary socialist movement. March 14, anniversary of the death of Karl Marx, and March 18, anniversary of the Paris Commune will be celebrated by only a small minority.

U.S. Workers and Marx’s Heritage
As the international crisis deepens, the American proletariat will rapidly increase its interest in the great thinker whose whole work was based upon the proletariat as the most progressive force in modern society and the irreconcilable enemy of capitalist barbarism. As the class struggle sharpens in the U.S. Marxism will come into its own as a great popular study. The American proletariat will then learn to celebrate in its own vigorous style the anniversary of those workers in Paris who in 1871, to use Marx’s phrase, stormed the heavens. They gave to the world, for the first time, the “political form at last discovered under which to work out the economic emancipation of labor.”

Karl Marx’s life was all of a piece. He devoted himself to a scientific demonstration of the inevitable decline of capitalist society. But side by side with this decline there emerged the socialist proletariat, the class destined to overthrow capitalism, establish the socialist society, and wipe away for good and all the exploitation of man by man.

In Marx there was not the slightest trace of mysticism. He was a master of English political economy, German philosophy, and French political science. These he used in his monumental labors to establish that the social movement had the inevitability of a process of natural history, that it was “governed by laws not only independent of human will, consciousness, and intelligence, but rather on the contrary determining that will, consciousness., and intelligence.” By this he did not mean to say that the future of human society was predestined in all its events and occurrences. He knew that men made their own history. He knew that social life proceeded by the conflict of interests and passions, complicated by all the bewildering phenomena which attend the daily activity of hundreds of millions of human beings. But he, more than any other thinker, established the fact that all these multitudinous actions took place according to certain laws. For him the most important law was the organic movement of the proletariat to overthrow bourgeois society.

Perhaps today it would be as well to recall an aspect of his doctrine too often forgotten. No man had a more elevated conception of the destiny of the human race. This for him was the greatest crime of capitalism, that while, on the one hand, it created the possibility of a truly human existence for all mankind, by the very nature of the process of capitalist production, it degraded the individual worker to the level of being merely an appendage to a machine.

A New Vision for the Working People
In his great work, CAPITAL, over and over again, he pointed out that as capitalist production became more scientific, the actual labor of the worker was more and more deprived of intellectual content and educational potentiality. So far was Marx from being a vulgar materialist that in his denunciation of the evils of capitalist production, he did not hesitate (for the moment) to brush aside the wages of the worker. “In proportion as capital accumulates,” he insisted, “the lot of the laborer, be his payment high or low, must grow worse.” On the basis of economic analysis he drew the conclusion that modern society would perish if it did not replace the worker of today, condemned to automatic repetition of mechanical movement, by the highly developed individual. Such a man, according to Marx, would be fit for a variety of labors, ready to face any change of production, a man to whom the different social functions he performed were but so many means of giving free scope to his own natural and acquired powers. This for him would be a workers in a civilized society but that could come only by the destruction of capital.

Such was his vision that this student of political economy and the labor process has unfolded perhaps the most poetic and far- seeing perspective for human society ever propounded by any philosopher or poet. According to him it was only with the creation of the socialist society that the real history of humanity would begin. Thus at a single stroke, he thrust into insignificance the painfully acquired knowledge and culture of thousands of years of civilization, which he, more than most other men, had studied and understood. All this, he said, would be as nothing in comparison with the perspective which would be opened to human society by the abolition of the exploitation of classes on the basis of a world-wide cooperation. Yet scientist and philosopher as he was, with the unquenchable faith in the inevitability of socialism, Marx was no mere man of the study. He took part in the German revolution of 1848, was active in the preparation of the revolution of that year, and to the end of his days participated, whenever possible, in the workers struggles against capitalism which he always knew as preparation for social revolution. In 1871, when the workers of Paris established the Commune, Marx hailed it as one of the greatest events in human history. Let us briefly recall the circumstances.

The First Working-Class Government
France had been defeated by the armies of Germany which stood at Versailles, a few miles away from Paris. The leaders of French capitalism, statesmen, and soldier, were on their knees before the German conquerors, anxious to save their hides and the plunder that they had accumulated during the war. They were ready to sell out France to the conquered. The French people had proclaimed the French republic, and these capitalist politicians knew that one great obstacle stood in the way of their conspiracy with Bismarck. This obstacle was the armed republicans of Paris. Working in the closest association with the German invader, the French ruling class attempted to disarm the Parisians but the workers of Paris, emaciated by a five months’ famine, did not hesitate for a single moment. They seized the power in Paris and established the Paris Commune. What exactly was this Commune? There have been many interpretations. The interpretation of Karl Marx remains unchallenged in its simplicity and its penetration. “It was essentially a working class government, the product of the producing against the appropriating class, the political form at last discovered under which to work out the economic emancipation of man.”

What the Paris Commune Symbolized
The Paris Commune was first and foremost a democracy. The government was a body elected by universal suffrage. None of its functionaries was paid more than the wages of a skilled worker. It did not expropriate the property of the bourgeoisie, but it handed to associations of workingmen all closed workshops and factories, whether the capitalist owners had run away or simply had decided to stop work. It lasted for 71 days. It was destroyed by a combination of its own weaknesses, chiefly a lack of decision, and the treacheries of the French bourgeoisie in shameless alliance with the German army. The murderous brutality with which the fighters of the Commune were shot, tortured, and deported, remained a landmark in European civilization, until the days of Hitler and Stalin. Today, to the American proletariat, there are many lessons to be drawn for the history of the Commune. Perhaps the most important for the advanced workers are the methods by which Marx approached its study and conclusions which he drew. For him, the Commune, despite its failure, was a symbol of inestimable value. It was a symbol in that it showed the real women of Paris – heroic, noble, and devoted like the women of antiquity. It was a symbol in that it showed to the world: “working, thinking, fighting, bleeding Paris – almost forgetful, in its incubation of a new society, of the cannibals at its gates – radiant in the enthusiasm of its historical initiative.” It was a symbol in that it admitted all foreigners to the honor of dying for the immortal cause. It was a symbol because even before peace had been signed with Germany, the Commune made a German working man the Minister of Labor. It was a symbol because under the eyes of the conquering Prussians on the one hand, and the Bonapartist army on the other, it pulled down the great Vendome column which stood as a monument to the martial glory of the first Napoleon. Marx saw in these actions not accidental gestures but organic responses of the revolutionary proletariat to the barbarous practices and ideology of bourgeois society.

The Important Conclusion
Most important, however, Marx drew a great theoretical conclusions from the experience of the Commune. He showed that the capitalist army, the capitalist state, the capitalist bureaucracy, cannot be seized by the revolutionary proletariat and used for its own purposes. It had to be smashed completely and a new state organized, based upon the organization of the working class. In 1871, he drew this as a theoretical conclusion. In 1905, and later in 1917, the Russian working class, by the formation of Soviets, or workers councils, laid the basis of a new type of social organization. It was by his studies of Marx’s analysis of the Commune that Lenin able to recognize so quickly the significance of the Soviets and to establish them as the basis of the new workers’ state. Today the advanced American worker needs to know the history of the international struggles of the proletariat. From these he will most quickly learn to understand his own. Marx’s pamphlet on the Commune, THE CIVIL WAR IN FRANCE, is a profound and moving piece of writing. The worker who has not yet begun the study of Marxism will never forget this double anniversary if he celebrates it by reading what Karl Marx had to say about the great revolution of the Paris working-class.

On the 16th Anniversary Of The Iraq War-From The Archives- Will They Be Throwing Boots At Obama Before It Is All Over?

Listen; don’t let the extra-parliamentary leftist political tilt of this space fool you. I enjoyed kicking one George W. Bush, at one time the 43rd President of the United States, and his neo-con entourage, especially old Rummie, around when they were riding high in the good old days of 2001 and 2002 while many people were running for cover (and supporting their Afghan and Iraq war policies). This latest ‘boot’ incident in Baghdad only adds fuel to the fire. Let’s face it though, after eight years of giving everyone in the world hell, friend and foe alike, if the worst thing that happened to Bush was a couple of boots thrown at him he got off extremely easy.

However, just for good measure, now that the “Liberator” is down for the count I am more than glad to kick him one more time with my Size 11 boot. And add a little rabbit punch thrown in for good measure. Hunter S. Thompson, a.k.a Doctor “Gonzo”, was, after all, always something of a muse for me despite our political differences and he knew exactly how you had to treat these ‘dogs’. I wonder what the good 'Doc' would make of this latest ‘event’. Damn, I still miss him. That savage wit of his was what was missing from this year’s political sideshow. But we move on.

Karl Marx, in one of his earlier journalistic efforts covering the ‘exploits’ of Napoleon III of France, noted that historic events usually played themselves out as tragedy then as farce. Frankly, the latest wanderings of George Bush in Iraq and Afghanistan can only be deemed as bizarre, if nevertheless providing us with some much needed comic relief. Bush and his addle-brained administration have won the title as the worst in recorded memory hands down, even by the none too high modern bourgeois standards. With its foreign adventures and domestic misadventures I, moreover, feel compelled to argue that he has won the prize as the worst president ever. Earlier in the year I believed that he was merely in a neck-and- neck race with another accidental president, the obscure Millard Fillmore. But note this well, Fillmore at least went on to a ‘worthy’ career as the presidential candidate of the self-described “Know Nothing” party in 1856. Mr. Bush has no such cover.

So much, however, for award ceremonies. That is old news. Let's get back to serious business. What is really at issue in this latest Bush incident is why it was necessary for some local obscure Iraqi journalist in Baghdad in the year 2008 to have the ‘moxie’ to put Bush in his place. Where were the “Tims” of all those high- priced Washington ‘hot shot’ media reporters- WHEN IT COUNTED. More importantly, what will these same media mavens do when the new security arrangements around the Obama White House and other presidential environs dictate reporters running around in bare feet in order to attend presidential press conferences?

Moreover, and here we get back to that leftist political tilt of this space mentioned at the beginning. When, as I am projecting, one Barack Obama, soon to be the 44th President of the United States, gets bogged down in HIS war in Afghanistan who will be ‘tossing’ boots at him. Probably some irate Afghani journalist in Kabul. I will make a six-two-and even bet that it will not be some Washington-based journalist. But, I will not rely solely on my wager. I will, to be on the safe side, keep that other Size 11 boot handy. And to really be on the safe side I start right now to call - Obama, Immediate Unconditional Withdrawal of U.S. Troops from Afghanistan and Iraq.

Immediate Withdrawal From Iraq and Afghanistan

Over the past several months I have noted, on more than one occasion, that the wars in Iraq and Afghanistan have gone beneath the newspaper fold. In fact, these days it is increasingly hard to find news about the situation in those locations anyplace in the first few pages of the major, much less, local newspapers. Even the alternate news sources such as Indy News have more space devoted to the latest rantings of the international 'conspiracies' devotees, valentine posts on Venezuela's Hugo Chavez and the long term fate of the ecosphere than Iraq or Afghanistan.

Yes, I know, American causalities are down, at least in Iraq. The insurgents in Iraq are on the ‘run’ due to the ‘surge’. The Bush/Petreaus military strategy in Iraq, at least for the short haul, has ‘worked’. But as Bush’s latest Middle East tour has made painfully clear the troops are not leaving Iraq or Afghanistan any time soon. This is unambiguous language that means a continuation of the status quo as long as his administration still draws breath or January 20, 2009, whichever comes first. Bush has even waffled on the assumed reduction to 140,000 troops by summer if the security situation requires a continued high presence. At this rate our grandchildren will be fighting there before they are through.

What gives? What gives is this. In 2007 the Democratically-controlled Congress made ‘mighty’ efforts to deny funds for the war in Iraq. In the process that Congress got beaten over the head with the hard reality that breaking off funding required more fortitude than the Democrats had stomach for. The 2008 political realities by that body are- and, you will love this- to fight to the bitter end to elect a veto-proof Congress. Or better yet, elect a Democrat for president. In short, the same old parliamentary strategies that failed last year and that will fail this year as we approach the FIFTH ANNIVERSARY of the Iraq War, having already passed the sixth in Afghanistan. I ask this question. Is it really necessary to permit these wars to continue until 2009 (and beyond) with such dead end strategies?

Here is a hard reality check for leftists today. Those of us who opposed the Iraq war from the beginning from an anti-imperialist perspective were always in a minority. Fair enough. Nevertheless we have let a golden opportunity to teach something about the god-awful nature of this society by not fighting for an anti-imperialist perspective in the anti-war movement. We let the congenital pacifists, ‘the do-gooders’, the faint of heart and, most importantly, the mainly Democratic parliamentary politicians take the high ground. And this is what has come to pass. I will take a few good anti-imperialist anti-warriors who know the real meaning of immediate withdrawal from Iraq and Afghanistan and know how to act on it. But, damn, we could use more.

After some months of very little to discuss, practically speaking, concerning the struggle against American imperialism and its war machine as we have waited for President Obama to make good on his campaign promise to, in effect, stake his presidency on “winning” (or at least not losing) Afghanistan I now find myself with plenty of commentary to make. At least with plenty of comments, painfully learned, concerning the way forward for the seemingly moribund American anti-war movement. Those days, however, with President Obama’s recent announcement of troop level increases are over. What I want to comment on briefly today though is the general question of where the international socialist movement, historically, the strongest and best organized component of any anti-war movement, is going and where it has been historically.

This entry, strangely as will become apparent, is motivated by a comment from a young militant who recently attended one of the sessions of an occasional Marxist study circle that I attend, and sometimes lead. Obviously, given the furor over the seemingly irrational Obama decision on troop levels, the talk among attendees centered on the fight against escalation and how to make America a “peaceful” nation. This study circle is advertised as, and understood to be presented from a socialist perspective, for those who wish to find out something about the mysteries of radical politics. Previous subjects have dealt with basic Marxist texts and struggles led by those who claimed to adhere to a Marxist perspective. Thus, I was rather surprised when this young militant, rather abruptly, blurred out the following- “What the heck does the Bolshevik anti-war policy in World War I have to do with us?” (Exact quote), “What does the controversy between Stalin and Trotsky over international communist policy in the fight against the imperialists have to do with us?” (My paraphrase of his remarks).

Obviously, for old time militants from the 1960s (especially the late 1960s when the turn to the working class and thus classic Marxism hit full stride) this kind of questioning would be almost unthinkable, if not embarrassingly naïve. This, my friends, is what we are up against as we try to impart some lessons from our history. I have already related a separate story about a young women militant that I ran into at a recent anti-war demonstration (see “On The Slogan- Down With The Obama Government”, December, 2009). I am ready to make her a bloody Bolshevik organizer compared to the gist of that young militant’s comments.

However, I did not leave that young brother’s question unanswered, nor would that have been appropriate. I pointed out two things to him- for starters. First, Bolshevik anti-war policy in World War I, the successful anti-war policy I might add although that Peace of Brest-Litovsk with the Germans was a hard pill to swallow, was the only time, at least to my knowledge, in modern history that an anti-war movement was successful on its own terms. The only time that “the guns were turned the other way” on one’s own ruling class in war time.

Secondly, the fierce, if unequal, political struggles between the forces led by Stalin and Trotsky over, ultimately, communist war policy toward the international bourgeoisie and international imperialism manifested itself out, in the end, with the defeat of the international socialist movement. And that defeat is a direct contributing cause of why guys like Obama can turn the American war machine on and off as their leisure. If the actions of the majority of the international social democracy in support of their own governments at the start of World War I meant, practically, that that movement was a spent force for socialist solutions to modern society’s problems then the defeat of the Trotsky-led forces after the Russian revolution and the “victory” of Stalinism had the same effect, an effect that we are still struggling against. That, my friends, is the short answer. More, on both these subjects, later.

On The 100th Anniversary Of Newly-Fledged German Communist Leader Rosa Luxemburg And Karl Liebknecht-Oh, What Might Have Been-

History in the conditional, what might have happened if this or that thing, event, person had swerved this much or that, is always a tricky proposition. Tricky as reflected in this piece’s commemorative headline. Rosa Luxemburg the acknowledged theoretical wizard of the German Social-Democratic Party, the numero uno party of the Second, Socialist International, which was the logical organization to initiate the socialist revolution before World War II and Karl Liebknecht, the hellfire and brimstone propagandist and public speaker of that same party were assassinated in separate locale on the orders of the then ruling self-same Social-Democratic Party. The chasm between the Social-Democratic leaders trying to save Germany for “Western Civilization” in the wake of the “uncivilized” socialist revolution in Russia in 1917 had grown that wide that it was as if they were on two different planets, and maybe they were.

(By the way I am almost embarrassed to mention the term “socialist revolution” these days when people, especially young people, would be clueless as to what I was talking about or would think that this concept was so hopelessly old-fashioned that it would meet the same blank stares. Let me assure you that back in the day, yes, that back in the day, many a youth had that very term on the tips of their tongues. Could palpably feel it in the air. Hell, just ask your parents, or grandparents.)

Okay here is the conditional and maybe think about it before you dismiss the idea out of hand if only because the whole scheme is very much in the conditional. Rosa and Karl, among others made almost every mistake in the book before and during the Spartacist uprising in some of the main German cities in late 1918 after the German defeat in the war. Their biggest mistake before the uprising was sticking with the Social Democrats, as a left wing, when that party had turned at best reformist and eminently not a vehicle for the socialist revolution, or even a half-assed democratic “revolution” which is what they got with the overthrow of the Kaiser. They broke too late, and subsequently too late from a slightly more left-wing Independent Socialist Party which had split from the S-D when that party became the leading war party in Germany for all intents and purposes and the working class was raising its collective head and asking why. 

The big mistake during the uprising was not taking enough protective cover, not keeping the leadership safe, keeping out of sight like Lenin had in Finland when things were dicey in 1917 Russia and fell easy prey to the Freikorps assassins. Here is the conditional, and as always it can be expanded to some nth degree if you let things get out of hand. What if, as in Russia, Rosa and Karl had broken from that rotten (for socialism) S-D organization and had a more firmly entrenched cadre with some experience in independent existence. What if the Spartacists had protected their acknowledged leaders better. There might have been a different trajectory for the aborted and failed German left-wing revolutionary opportunities over the next several years, there certainly would have been better leadership and perhaps, just perhaps the Nazi onslaught might have been stillborn, might have left Munich 1923 as their “heroic” and last moment.  

Instead we have a still sad 100th anniversary of the assassination of two great international socialist fighters who headed to the danger not away always worthy of a nod and me left having to face those blank stares who are looking for way forward but might as well be on a different planet-from me.

Led the fight to not only seek an emancipation proclamation as part of the struggle but a remorseless and probably long struggle to crush slavery and slaver-owners and their hanger-on militarily. Had been ticketed at a desperate moment in 1864 to recreate a John Brown scenario if they logjam between North and South in Virginia had not been broken. Yes, a bright shining northern star black man.

February Is Black History Month

Do you want to hear the blues? Do you want to know what the blues are? Then listen to the songs of Bessie Smith, Ida Cox, Charley Patton, Son House and that whole crowd that gave us the classic plantation country-driven blues back in the days. And, read the poetry of the artist under review here, Langston Hughes. Oh sure, Brother Hughes has prettified the expressions and the form (although he has also mastered the double-entente, especially in sexual matters, that the previously mentioned artists made into an art form all its own) for a more upscale, literary audience, but he KNOWS the blues. Just check out the section of poems here under the title “Shadow Of The Blues”.

Unquestionably, old Langston had his ear to the ground for any and all rumblings coming out of the black community during, roughly, the middle third of the 20th century. From the fearsome, no existence Jim Crow South that blacks were leaving in droves to the semi-Jim Crow North where the complexities of modern life still left the black man and woman down at the bottom of the heap Hughes gives voice to their frustrations and dreams, deferred or otherwise. Despair, luck, no luck, hoping for any luck, once in a while luck. Life on the edge, life on top for a minute, life filled with bumps and bruises. It is all there in this little sampler of his works.

Of course, not all is unrelenting struggle. And Hughes has a high old time with the doings, nothing doings, the to-ing and fro-ing of a Harlem Saturday night (and Sunday morning)...leading to those old Monday blues as developed in the section entitled “After Hours”. Here one can hear the post-World War II change in tempo, as well, with the shift in voice from those old time country-driven blues to the be-bop jazz sound of the 1950s.

That, in the end, well almost the end, is the great sense that Hughes possessed and why he still speaks to those of us who are interested in that period of American life, life as led by the working classes and the black working class in particular. But this reviewer, whose book reviews in this space tend to have some political edge to them, would be remiss if he didn’t point out here, as he has in the past, his favorite image of Langston Hughes. That was of a photograph of him taken as the editor, during the Spanish Civil War, of the newspaper of the American Abraham Lincoln Battalion of the 15th International Brigade, that band of “premature anti-fascists”, organized by the Communist International, who volunteered to fight for the Republican side in Spain. That picture tells more than anything tells the why of the strong effect of Langston Hughes’ poetry on me and why he is rightly honored every February during Black History Month.

Every leftist, hell, everybody who stands on the democratic principle that each nation has the right to self-determination should cautiously rejoice at the “defrosting” of the long-time diplomatic relations between the American imperial behemoth and the island of Cuba (and the freedom of the remaining Cuban Five in the bargain). Every leftist militant should understand that each non-capitalist like Cuba going back to the establishment of the now defunct Soviet Union has had the right (maybe until we win our socialist future the duty) to make whatever advantageous agreements they can with the capitalist world. That despite whatever disagreements we have with the political regimes ruling those non-capitalist states. That is a question for us to work out not the imperialists.

For those who have defended the Cuban Revolution since its victory in 1959 under whatever political rationale (pro-socialist, right to self-determination, or some other hands off policy) watching on black and white television the rebels entering Havana this day which commemorates the heroic if unsuccessful efforts at Moncada we should affirm our continued defense of the Cuban revolution. Oh yes, and tell the American government to give back Guantanamo while we are at it.    




This is a repost of a January 2009 entry honoring Che as a revolutionary militant and here as a central figure in the Cuban revolution as well on the anniversary of the July 26th Movement.

Every January, as readers of this blog are now, hopefully, familiar with the international communist movement honors the 3 Ls-Lenin, Luxemburg and Liebknecht, fallen leaders of the early 20th century communist movement who died in this month (and whose untimely deaths left a huge, irreplaceable gap in the international leadership of that time). January is thus a time for us to reflect on the roots of our movement and those who brought us along this far. In order to give a fuller measure of honor to our fallen forbears this January, and in future Januarys, this space will honor others who have contributed in some way to the struggle for our communist future. That future classless society, however, will be the true memorial to their sacrifices.

Note on inclusion: As in other series on this site (“Labor’s Untold Story”, “Leaders Of The Bolshevik Revolution”, etc.) this year’s honorees do not exhaust the list of every possible communist worthy of the name. Nor, in fact, is the list limited to Bolshevik-style communists. There will be names included from other traditions (like anarchism, social democracy, the Diggers, Levellers, Jacobins, etc.) whose efforts contributed to the international struggle. Also, as was true of previous series this year’s efforts are no more than an introduction to these heroes of the class struggle. Future years will see more detailed information on each entry, particularly about many of the lesser known figures. Better yet, the reader can pick up the ball and run with it if he or she has more knowledge about the particular exploits of some communist militant, or to include a missing one.

Among the former, for instance, is Semkovsky of the Organising Committee (No. 2 of its Izvestia), and among the latter, Trotsky and Bukvoyed,[2] and Kautsky in Germany. To desire Russia’s defeat, Trotsky writes, is “an uncalled-for and absolutely unjustifiable concession to the political methodology of social-patriotism, which would replace the revolutionary struggle against the war and the conditions causing it, with an orientation—highly arbitrary in the present conditions—towards the lesser evil” (Nashe Slovo No. 105).

This is an instance of high-flown phraseology with which Trotsky always justifies opportunism. A “revolutionary struggle against the war” is merely an empty and meaning less exclamation, something at which the heroes of the Second International excel, unless it means revolutionary action against one’s own government even in wartime. One has only to do some thinking in order to understand this. Wartime revolutionary action against one’s own government indubitably means, not only desiring its defeat, but really facilitating such a defeat. ("Discerning reader”: note that this does not mean “blowing up bridges”, organising unsuccessful strikes in the war industries, and ·in general helping the government defeat the revolutionaries.)

The phrase-bandying Trotsky has completely lost his bearings on a simple issue. It seems to him that to desire Russia’s defeat means desiring the victory of Germany. (Bukvoyed and Semkovsky give more direct expression to the “thought”, or rather want of thought, which they share with Trotsky.) But Trotsky regards this as the “methodology of social-patriotism"! To help people that are unable to think for themselves, the Berne resolution (Sotsial Demokrat No. 40)[1] made it clear, that in all imperialist countries the proletariat must now desire the defeat of its own government. Bukvoyed and Trotsky preferred to avoid this truth, while Semkovsky (an opportunist who is more useful to the working class than all the others, thanks to his naively frank reiteration of bourgeois wisdom) blurted out the following: “This is nonsense, because either Germany or Russia can win” (Izvestia No. 2).

Take the example of the Paris Commune. France was defeated by Germany but the workers were defeated by Bismarck and Thiers! Had Bukvoyed and Trotsky done a little thinking, they would have realised that they have adopted the viewpoint on the war held by governments and the bourgeoisie, i.e., that they cringe to the “political methodology of social-patriotism”, to use Trotsky’s pretentious language.

A revolution in wartime means civil war; the conversion of a war between governments into a civil war is, on the one hand, facilitated by military reverses ("defeats") of governments; on the other hand, one cannot actually strive for such a conversion without thereby facilitating defeat.

The reason why the chauvinists (including the Organising Committee and the Chkheidze group) repudiate the defeat “slogan” is that this slogan alone implies a consistent call for revolutionary action against one’s own government in wartime. Without such action, millions of ultra-revolutionary phrases such as a war against “the war and the conditions, etc." are not worth a brass farthing.

Anyone who would in all earnest refute the “slogan” of defeat for one’s own government in the imperialist war should prove one of three things: (1) that the war of 1914-15 is not reactionary, or (2) that a revolution stemming from that war is impossible, or (3) that co-ordination and mutual aid are possible between revolutionary movements in all the belligerent countries. The third point is particularly important to Russia, a most backward country, where an immediate socialist revolution is impossible. That is why the Russian Social-Democrats had to be the first to advance the “theory and practice” of the defeat “slogan”. The tsarist government was perfectly right in asserting that the agitation conducted by the Russian Social-Democratic Labour group in the Duma—the sole instance in the International, not only of parliamentary opposition but of genuine revolutionary anti-government agitation among the masses—that this agitation has weakened Russia’s “military might” and is likely to lead to its defeat. This is a fact to which it is foolish to close one’s eyes.

The opponents of the defeat slogan are simply afraid of themselves when they refuse to recognise the very obvious fact of the inseparable link between revolutionary agitation against the government and helping bring about its defeat.

Are co-ordination and mutual aid possible between the Russian movement, which is revolutionary in the bourgeois- democratic sense, and th socialist movement in the West? No socialist who has publicly spoken on the matter during the last decade has doubted this, the movement among the Austrian proletariat after October 17, 1905,[3] actually proving it possible.

Ask any Social-Democrat who calls himself an internationalist whether or not he approves of an understanding between the Social-Democrats of the various belligerent countries on joint revolutionary action against all belligerent governments. Many of them will reply that it is impossible, as Kautsky has done (Die Neue Zeit, October 2, 1914), thereby fully proving his social-chauvinism. This, on the one hand, is a deliberate and vicious lie, which clashes with the generally known facts and the Basle Manifesto. On the other hand, if it were true, the opportunists would be quite right in many respects!

Many will voice their approval of such an understanding. To this we shall say: if this approval is not hypocritical, it is ridiculous to think that, in wartime and for the conduct of a war, some “formal” understanding is necessary, such as the election of representatives, the arrangement of a meeting, the signing of an agreement, and the choice of the day and hour! Only the Semkovskys are capable of thinking so. An understanding on revolutionary action even in a single country, to say nothing of a number of countries, can be achieved only by the force of the example of serious revolutionary action, by launching such action and developing it. However, such action cannot be launched without desiring the defeat of the government, and without contributing to such a defeat. The conversion of the imperialist war into a civil war cannot be “made”, any more than a revolution can be “made”. It develops out of a number of diverse phenomena, aspects, features, characteristics and consequences of the imperialist war. That development is impossible without a series of military reverses and defeats of governments that receive blows from their own oppressed classes.

To repudiate the defeat slogan means allowing one’s revolutionary ardour to degenerate into an empty phrase, or sheer hypocrisy.

What is the substitute proposed for the defeat slogan? It is that of “neither victory nor defeat” (Semkovsky in Izvestia No. 2; also the entire Organising Committee in No. 1). This, however, is nothing but a paraphrase of the “defence of the fatherland” slogan. It means shifting the issue to the level of a war between governments (who, according to the content of this slogan, are to keep to their old stand, “retain their positions"), and not to the level of the struggle of the oppressed classes against their governments! It means justifying the chauvinism of all the imperialist nations, whose bourgeoisie are always ready to say—and do say to the people—that they are “only” fighting “against defeat”. “The significance of our August 4 vote was that we are not for war but against defeat," David, a leader of the opportunists, writes in his book. The Organising Committee, together with Bukvoyed and Trotsky, stand on fully the same ground as David when they defend the “neither-victory nor-defeat” slogan.

On closer examination, this slogan will be found to mean a “class truce”, the renunciation of the class struggle by the oppressed classes in all belligerent countries, since the class struggle is impossible without dealing blows at one’s “own” bourgeoisie, one’s “own” government, whereas dealing a blow at one’s own government in wartime is (for Bukvoyed’s information) high treason, means contributing to the defeat of one’s own country. Those who accept the “neither victory-nor-defeat” slogan can only be hypocritically in favour of the class struggle, of “disrupting the class truce”; in practice, such people are renouncing an independent proletarian policy because they subordinate the proletariat of all belligerent countries to the absolutely bourgeois task of safeguarding the imperialist governments against defeat. The only policy of actual, not verbal disruption of the “class truce”, of acceptance of the class struggle, is for the proletariat to take advantage of the difficulties experienced by its government and its bourgeoisie in order to overthrow them. This, however, cannot be achieved or striven for, without desiring the defeat of one’s own government and without contributing to that defeat.

When, before the war, the Italian Social-Democrats raised the question of a mass strike, the bourgeoisie replied, no doubt correctly from their own point of view, that this would be high treason, and that Social-Democrats would be dealt with as traitors. That is true, just as it is true that fraternisation in the trenches is high treason. Those who write against “high treason”, as Bukvoyed does, or against the “disintegration of Russia”, as Semkovsky does, are adopting the bourgeois, not the proletarian point of view. A proletarian cannot deal a class blow at his government or hold out (in fact) a hand to his brother, the proletarian of the “foreign” country which is at war with “our side”, without committing “high treason”, without contributing to the defeat, to the disintegration of his “own”, imperialist “Great” Power.

Whoever is in favour of the slogan of “neither victory nor defeat” is consciously or unconsciously a chauvinist; at best he is a conciliatory petty bourgeois but in any case he is an -enemy to proletarian policy, a partisan of the existing ·governments, of the present-day ruling classes.

Let us look at the question from yet another angle. The war cannot but evoke among the masses the most turbulent sentiments, which upset the usual sluggish state of mass mentality. Revolutionary tactics are impossible if they are not adjusted to these new turbulent sentiments.

What are the main currents of these turbulent sentiments? They are: (1) Horror and despair. Hence, a growth of religious feeling. Again the churches are crowded, the reactionaries joyfully declare. “Wherever there is suffering there is religion," says the arch-reactionary Barr s. He is right, too. (2) Hatred of the “enemy”, a sentiment that is carefully fostered by the bourgeoisie (not so much by the priests), arid is of economic and political value only to the bourgeoisie. (3) Hatred of one’s own government and one’s own bourgeoisie—the sentiment of all class-conscious workers who understand, on the one hand, that war is a “continuation of the politics” of imperialism, which they counter by a “continuation” of their hatred of their class enemy, and, on the other hand, that “a war against war” is a banal phrase unless it means a revolution against their own government. Hatred of one’s own government and one’s own bourgeoisie cannot be aroused unless their defeat is desired; one cannot be a sincere opponent of a civil (i.e., class) truce without arousing hatred of one’s own government and bourgeoisie!

Those who stand for the “neither-victory-nor-defeat” slogan are in fact on the side of the bourgeoisie and the opportunists, for they do not believe in the possibility of inter national revolutionary action by the working class against their own governments, and do not wish to help develop such action, which, though undoubtedly difficult, is the only task worthy of a proletarian, the only socialist task. It is the proletariat in the most backward of the belligerent. Great Powers which, through the medium of their party, have had to adopt—especially in view of the shameful treachery of the German and French Social-Democrats— revolutionary tactics that are quite unfeasible unless they “contribute to the defeat” of their own government, but which alone lead to a European revolution, to the permanent peace of socialism, to the liberation of humanity from the horrors, misery, savagery and brutality now prevailing.

The manifesto was a concession wrested from the tsarist regime by the revolution, but that concession by no means decided the fate of the revolution as the liberals and Mensheviks claimed, The Bolsheviks exposed the real meaning of the Manifesto and called upon the masses to continue the struggle and overthrow the autocracy.

The first Russian revolution exerted a great revolutionising influence on the working-class movement in other countries, in particular in Austria-Hungary. Lenin pointed out that the news about the tsar’s concession and his manifesto, with its promise of “liberties”, “played a decisive part in the final victory of universal suffrage in Austria”.

Mass demonstrations took place in Vienna and other industrial cities in Austria-Hungary. In Prague barricades were put up. As a result, universal suffrage was introduced in Austria.

*From The Archives-The Struggle To Win The Youth To The Fight For Our Communist Future-In Honor Of The Three L’s-In Honor Of Karl Liebknecht-The Anti-militarist Tasks of German Social-Democracy(1907)

One of the declared purposes of this space is to draw the lessons of our left-wing past here in America and internationally, especially from the pro-communist wing. To that end I have made commentaries and provided archival works in order to help draw those lessons for today’s left-wing activists to learn, or at least ponder over. More importantly, for the long haul, to help educate today’s youth in the struggle for our common communist future. That is no small task or easy task given the differences of generations; differences of political milieus worked in; differences of social structure to work around; and, increasingly more important, the differences in appreciation of technological advances, and their uses.

There is no question that back in my youth I could have used, desperately used, many of the archival materials available today. When I developed political consciousness very early on, albeit liberal political consciousness, I could have used this material as I knew, I knew deep inside my heart and mind, that a junior Cold War liberal of the American For Democratic Action (ADA) stripe was not the end of my leftward political trajectory. More importantly, I could have used a socialist or communist youth organization to help me articulate the doubts I had about the virtues of liberal capitalism and be recruited to a more left-wing world view. As it was I spent far too long in the throes of the left-liberal/soft social-democratic milieu where I was dying politically. A group like the Young Communist League (W.E.B. Dubois Clubs in those days), the Young People’s Socialist League, or the Young Socialist Alliance representing the youth organizations of the American Communist Party, American Socialist Party and the Socialist Workers Party (U.S.) respectively would have saved much wasted time and energy. I knew they were around but not in my area.

The archival material to be used in this series is weighted heavily toward the youth movements of the early American Communist Party and the Socialist Workers Party (U.S). For more recent material I have relied on material from the Spartacus Youth Clubs, the youth group of the Spartacist League (U.S.), both because they are more readily available to me and because, and this should give cause for pause, there are not many other non-CP, non-SWP youth groups around. As I gather more material from other youth sources I will place them in this series.

Finally I would like to finish up with the preamble to the Spartacist Youth Club’s What We Fight For statement of purpose:

"The Spartacus Youth Clubs intervene into social struggles armed with the revolutionary internationalist program of Marx, Engels, Lenin and Trotsky. We work to mobilize youth in struggle as partisans of the working class, championing the liberation of black people, women and all the oppressed. The SYCs fight to win youth to the perspective of building the Leninist vanguard party that will lead the working class in socialist revolution, laying the basis for a world free of capitalist exploitation and imperialist slaughter."

This seems to me be somewhere in the right direction for what a Bolshevik youth group should be doing these days; a proving ground to become professional revolutionaries with enough wiggle room to learn from their mistakes, and successes. More later.

II. Anti-Militarism

7. The Anti-militarist Tasks of German Social-Democracy


The anti-patriotic form of anti-militarism has not been and will not be able to take root in German conditions. But Social-Democratic propaganda will have to be filled to a much greater degree with the spirit of international working-class solidarity and with the appeal for peace between nations as one of the goals of the proletarian struggle for liberation. The demands set out in the anti-militarist programme mentioned above form a suitable and unobjectionable basis for this task.

From a general point of view militarism in its internal form, together with all its evil manifestations (more evident in normal times), will in the future find itself in a rather more difficult position, and its role in the class war will become more evident. Where the main attack is to be launched is something that will be determined at the time by the national and international situation.

Whatever forms and methods of propaganda we have to introduce or adapt in Germany, we can of course assume that we shall have to keep within legal limits. The question of carrying out propaganda inside the army is therefore ruled out in advance.

German Social-Democracy has not even done enough work in collecting documentary evidence against militarism. Details are normally available only of the military budget and the growth in indirect military burdens and the peace-time strength of the army. But the connection between these military burdens and the customs and taxation policy awaits closer examination. What is notably lacking is information on the illl-treatment of soldiers, on the exploits of military justice, on cases of suicide among soldiers, on health conditions in the army, on injuries suffered on active service, on conditions of pay and pensions, together with an account of the use of soldiers to force down wages and of related army decrees and their use (with men on the point of being disbanded) to break strikes, of intervention by the army and armed police forces in strike situations, of the victims of such actions, of the system of military boycott, of military intervention in politics, of the use of the military societies in the social and political struggle, and of such exploits of militarism in other countries, especially in the economic and political struggle. A special account therefore has to be opened for militarism, naval militarism and colonial militarism. We have insufficient knowledge and material relating to the militarist youth societies of our opponents, as well as to the and-militarist movement and its struggles.

The regular collection, sifting and study of all this material must be systematically taken in hand. It cannot be treated as a task secondary to the general agitation.

This material would of course first have to be put to use in our general agitational work, in parliament, in the press and in general leaflets and meetings. But it must be directed to specific objectives, into specific channels, in order to penetrate and take effect among those strata of the population which are especially important to the anti-militarist movement. We have to consider first of all not only the young people liable for military service but also theft parents, and especially their mothers, who can render especially valuable service in educating their children in anti-militarism. There are also the older workers, whose influence on their younger comrades and the apprentices has to be put to the best possible use. And finally we have to step up the struggle, in terms of energy and method, against the military societies.

The agitation must never directly or indirectly incite to military disobedience. It will have attained its goal if it shows up the essence of militarism and its role in the class struggle, if it raises indignation and disgust in response to its exposure of the real character of militarism, its function as an enemy of the people.

Wherever the law permits, the chief agent of this propaganda must be the youth organizations, which already by awakening class consciousness are tending to weaken militarism and the militarist spirit. These youth organizations must make use of the press, of pamphlets, of leaflets, of lecture courses and education in order to spread the anti-militarist word as widely as possible in the form most acceptable to young people. Festivals and cultural events must be used to the same end. The members of the associations must in turn be educated in order to become propagandists of anti-militarism. By personal contact between friends of the same class and age, together with the circulation of literature, by these means the family, relations and friends, the workshop and factory will be transformed through the work of the youth organizations into centres of recruitment for anti-militarism.

The youth organization itself must not limit its agitation to its own members, but continually widen its audience. It must address the whole of the class of young workers. It must also, in the way described above, win over the older workers. It must make systematic use of the press, leaflets, pamphlets, public meetings, lectures, galas, festivals and so on, attractive to young and old. Meetings organized on the occasion of the departure of the recruits as well as demonstrations of all kinds must serve the same goal.

The Party too must take up in press and parliament and in a systematic way – as it has already done, but more energetically – the material and social interests of the soldiers and non-commissioned officers. [1] Thus, in a quite irreproachable way, it can ensure the sympathy of these groups.

The foundation of special associations of ex-soldiers, as in Belgium and Holland, with the special task of opposing the military societies, is not to be recommended in Germany – the general political and trade union organizations are sufficient.

If we examine what has been done in other countries, we get an idea of what remains to be done. And if we take a glance at the programme set out above, we recognize that the Party, in spite of all that it has done in the field of anti-militarism, has only begun to fulfil its task. It is, so to speak, at the kindergarten stage as far as anti-militarist propaganda is concerned.

These multiple activities obviously cannot all be carried out by one central organization, but they can and must be centrally directed and controlled. The necessity of the establishment of such a centre is already evident, because only thus can the most careful use be made of all the legal possibilities of action. Like a net cast into the distance, anti-militarist propaganda must reach out to the whole people. The proletarian youth must be systematically inflamed with class consciousness and hate against militarism. Youthful enthusiasm will take hold of the hearts of the young workers inspired by such agitation. These young workers belong to Social-Democracy, to Social-Democratic anti-militarism. If everyone carries out his task, they must and will be won. He who has the young people has the army.

*From The Archives- Anti-War Soldiers and Sailors Solidarity Committees- Propaganda Or Agitation?

Let me put the question posed by the title of this entry in context. In early 2006, during the height of the furor over the Cheney/ Bush Administration’s handling of the Iraq War, the circle of anti-war militants that I work with proposed a strategic plan aimed at creating support groups, the soldiers and sailors solidarity committees mentioned in the headline, for the growing discontent inside the military. Politically the committees were seen by us as a shortcut way to do effective anti-war work in the absence of any real movement by organized labor to take actions, like political strikes, to put a end to the war. And also as a way to galvanize support from those anti-war militants who were repelled by the flagging mainstream middle class-led anti-war movement that seemed to be bogged down in a dead-end strategy of ever more mass demonstrations (although conveniently, as those who track such things will note, not near election time). Seemingly, more time was spent looking for ways to avoid confronting the war issue on the streets as those leading various coalitions greedily eyed the then up-coming 2006 mid-term Congressional elections, and the prospects for electing "progressive" Democrats.

There has always been a distinction made in the revolutionary movement, and if the reader is not aware of it he or she should be, and in any case I will make it here, between the tasks that small ad hoc militant leftist groups can propose and carry out in their work and those of a mass labor party or organization. Thus, today, for instance, communists and other radicals are for the most part about the business of carrying out propaganda to small groups of interested militants in order to create a cadre ready to carry out the tasks necessary when our time comes. In 2006 our circle went beyond that. We carried out the propaganda for soldiers and sailors solidarity committees in the local and regional anti-war milieus but we also saw something of a unique opportunity to link up the civilian antiwar movement with what appeared to us to be some serious discontent in the military, and we agitated around the committee slogan.

What we were responding to, as had occurred in the general population, was a war-weariness on the part of a significant section of the soldiery, a questioning of the mission in the wake of the very serious tendency toward chaos in the internal political and military situation in Iraq, a disquiet about the mounting personal hardships, especially by those National Guard units that were being held over beyond their original tour of duty, and an overall physical weariness caused by repeated deployments. The tinder was there, if only for a short time. Moreover, the point that pushed us forward was contact with elements in the military that were looking for civilian support. Thus, for most of 2006 we not only carried out propaganda for soldiers and sailors solidarity committees but we actively agitated and built them, as well. Furthermore, our agitation included encouraging larger groups to form committees, and to make contact with military personal in their area and, most importantly, in Iraq. Thus within the limits of our resources and the time frame we were working in we carried out what overall was an fairly goo small scale agitational anti-war campaign.

As I have tried to telegraph above though this ability to agitate effectively only lasted until the Bush troop "surge" of 2007. Our anti-war military work, strangely enough, was one of the casualties of that surge. Our contacts dried up, other things got resolved inside the military that helped tamp down the discontent, and, candidly, the morale of the troops improved as they smelled "victory" with the new "surge" strategy. Thus, that opening closed down. Although we did low-level work around the issue the agitational campaign ended and the slogan of the soldiers and sailors committees went back to its original use as a propaganda tool. I wrote a blog entry in this space about that shift from agitation to propaganda, and timeliness in revolutionary politics in general. (See linked article above.)

All this background, hopefully, will help explain not only the title of this entry but why recently my circle has again started to put the question of organizing soldiers and sailors solidarity committees on the front burner for propaganda purposes. This is moreover no mere abstract question. After reviewing the previous work and its rationale one of the younger, and newer, members of the circle questioned why we were reviving the slogan. Good point.

We have repeated projected that this Afghan war, and its future escalations, will be a big and permanent albatross around the neck of Barack Obama during the life of his presidency, especially from those people on his left that we want to, no, have to, talk to today. However, we also note that there is little manifestation of an anti-Obama backlash from that quarter today, although there are certainly murmurs of some inarticulate discontent. Moreover, there is nothing, at least nothing that we can grab on to, happening with the soldiers and sailors on duty now. So why the emergence of the slogan again, even if only for propaganda purposes? Well, that goes to one of the lessons that we learned from the 2006 experience.

I have recently (see blog entry for January 23), and have on many earlier occasions in this space, noted both my own background in anti-war military work and that such work is hard, tough work. One of the biggest initial hurdles is making those first contacts AND then winning through actions over time the trust of the soldiery. Our circle has come to a consensus, and rightly so I think, that we were actually too late in starting our work in 2006, that early or mid-2005 would have placed us in better position to make a bigger splash. So while this slogan is a propaganda point right now, we are making it today to get those connections going.
