In The Age Of “The World Turned Upside Down”- D.H. Pennington’s “Europe In The Seventeenth Century”- A Book Review

London, 1970

No question when I think of 17th century European history I am drawn immediately to think about the English bourgeois revolution of the mid-century. That event put paid to the notion that a ruler could rule by divine right and that through various twists and turns, not all of them historically progressive by any means, some rough semblance of democratic rule would work best. Work best then in tandem with an emerging capitalist order (of course the process stretched out for some two centuries but the shell was established then) as the means of creating a stable society.

Aside from kings and queens having to worry, worry to death, about their pretty little necks (ask Charles I and Louis XVI, among others) and having rough-hewn, warts and all, rulers like Oliver Cromwell enter the scene many other things were going on in Europe in the 17th century that would contribute as well to what we would recognize as a modern Europe. What those events were, and their importance, was why when I was first seriously looking at the English Revolution back in the late 1970s I picked up Professor Pennington’s nice little survey (well maybe not so little at six hundred plus pages). And a recent re-reading only confirms (with the obvious acknowledgement of a need for some updating given the immense increase in scholarship in this area since then) its worth as a primer.

Perhaps the most dramatic social change of the 17th century was the long term (very long term globally as it is still working its way through the whole planet) trend toward more efficient agriculture leading to the lessening need for farmer workers (and large farm families as well) freeing up a surplus population to head to the bright lights of the city (maybe) and availability to work in the newly emerging industries that were just beginning to be formed in a way that we would recognize. The old feudal lord-serf relations were beginning to become attenuated, very attenuated with this movement away from the land and its seemingly eternal fixed relationships. Starting with textiles and working through to almost every possible commodity it became easier to buy machine-made products, and usually, except in times of not infrequent economic duress, cheaper.

That little spurt into what we would now call the industrial revolution changed many other aspects of the European outlook as well. Science became a more pressing social concern as the need to understand the physical work and its laws became more pressing. Religion which drove conflicts of the previous century, while still important to the plebeian masses, was lessening its grip on a more urbanized population. And, of course with that change, without becoming enthralled with a “Whig” onward and upward progressive interpretation of history came a dramatic increase in more secular interest for the arts, education, thinking of new ways of governing beyond the old time divine right of kings theories, other more radical political ideas about the family and other social relationships, and the extremely important fact that the a “right to rebellion” if not in official dogma then in practice became a legitimate form of plebeian expression.



Needless to say, as with every century, wars, wars for possession, succession, or just plain hubris, highlighted by the Thirty Years War, get plenty of attention. And, at the governmental level, that way to resolve conflicts not unexpectedly takes up much of the book. But the real importance of Professor Pennington’s survey is that it gives the “losers” in that century, places like Spain, Portugal, Sweden and Denmark their “fifteen minutes of fame,” information that when I first read the book I was not award of since many presentations, including general surveys, are front-loaded toward looking at the “winners” in various periods. England and France get plenty of attention, especially at the end of the book (and the end of the century setting up the big rivalries of the next couple of centuries. I will admit though that trying to keep up with the various partitions, dissections, intersections, and the like would drive me mad-if I was a cartographer. If your grasp of 17th century European history could use a little brushing up this survey is just fine. Then you can use the extensive bibliography and end notes (over one hundred pages between them) and move on to get the inside story of places, people and events that interest you.

*A Tom Waits Encore- "Used Songs, 1973-1980"

Along with Greg Brown's cover of "Vincent White Lightning 52" (about a local motorcycle bandit, his bike and his Red Molly)this song are the leading candidates for the great, modern working poor/ lumpen proletarian love songs. In my own case, it was a near thing that I might have fallen into that life. It certainly had its attractions. Yes, it was near thing, indeed.

CD Review

Tom Waits Used Songs, Tom Waits, Rhino Records,2001

The name Tom Waits is no stranger to this space, particularly as I have recently reviewed many of his CDs. During that time I have reviewed both the early, more jazzy work that reflected his “night club act” approach and his later gravelly, time-worn, time-tested efforts that I always appreciate in any male singer (note, Bob Dylan, Dave Van Ronk, Howlin’ Wolf, early Rod Stewart, etc.). Here, as a Waits encore, is something of a “greatest hits” CD from the early days.

There are many classic here. I note “Looking For The Heart Of Saturday Night”, “I Never Talk To Strangers” (nice repartee with female companion), the sardonic “Step Right Up” (with possibly every advertising cliché that every existed) and the whimsical, although heartfelt, tribute to those Edward Hopper folk of “Nighthawks At The Diner”, “Eggs And Sausage” (Tom Waits, whimsical?). However, my favorite is the homage to young love (and longings for love) “Jersey Girl”. (“I got not time for the corner boys..., I don’t want no whores from 8th Avenue…” are definitely lines that will get my attention.). Yes, that is the ticket.

***What Made Capitalism Tick?


BOOK REVIEW

The Protestant Ethic and the Spirit of Capitalism, Max Weber, Unwin Paperbacks, London, 1985


In my youth I used to believe that Max Weber’s The Protestant Ethic and the Spirit of Capitalism was the very last word in understanding, sociologically, the driving force behind capitalism in its prime. His premise, at least his expressed narrowly- defined one, that out of the mishmash of feudalism a ‘new’ man and a ‘new’ woman were being created who could subordinate their temporal desires enough to begin the tedious process of primitive capitalist accumulation that got the whole mode started, hit home hard to my young mind. Of course, that was not my conscious take on it at the time, although parts of it certainly were. What interested me the most was that Weber was using some examples that were close to home, the Massachusetts Bay Colony experiment, and, being from Boston and steeped in Puritan history, that is why I was glad to get a copy of the work.

Strangely, in recently re-reading the work I found that I was drawn by those same examples. Additionally, I was drawn by the huge set of footnotes at the end that I did not remember going through in my youth but offer some very interesting insights into how Weber put his argument together and the sources that he had available at the time and that he used. The re-reading poses this question, though. How does the work itself hold up?

Of course today my class struggle perspective derived from a Marxist world view notes that Weber is clearly a political opponent. Not so much for his argument, which actually has a certain merit, but for his tenacious desire to use a quasi-Marxism materialist approach to sociology without drawing those requisite class struggle conclusions. I might add that the class struggle was fully raging in Germany at the time of the publication of this work as the Social Democratic Party was becoming the voice of the German working class. Weber, thus, really needed to keep his blinders on. Moreover, as a work of scholarship, which I will grant it certainly is, it is an early effort in the very long struggle to divorce sociological observations from any practical use. A militant today in order to benefit from reading this work has to do the equivalent of suspending disbelieve in the plot of a novel to realize that it is important to know what made capitalism tick in the old days and why we have to move on. Here, nevertheless is my very condensed take on the work today.

In some place in 16th and 17th century Europe, the scope of Weber’s study, individuals and small communities were breaking from the established churches, Roman Catholic and mainstream Protestant and creating, in some cases 'hit or miss', a culture that we today describe as secular but in the nature of those times had a religious connotation. That breakout, not without opposition and oppression by the constituted authorities, formed the nucleus of an ethic that made accumulation of wealth through hard work and thrift the norm-in short that private accumulation mentioned above. This, dear reader, was a historically progressive series of actions. In the year 2007 those traits have long since failed to be progressive. What is necessary, as Marx, Lenin, Trotsky and even someone like Che Guevara recognized is in the interest of social solidarity we need to create ‘the new socialist man and woman’ out of the muck and mire of capitalism. Hell, we need our own version of the Protestant ethic-and if current worldwide economic conditions are any judge- we need it pronto. Read this one at your leisure.What Made Capitalism Tick?
