*From The Archives Of The American Communist Party-James Cannon On The Early Days Of The Party

In the introduction to a recent posting that started a series entitled From The Archives Of The Spartacist League (U.S.) I noted the following that applies to this series on the early days of the American Communist Party as well:

“In October 2010 I started what I anticipate will be an on-going series, From The Archives Of The Socialist Workers Party (America), starting date October 2, 2010, where I will place documents from, and make comments on, various aspects of the early days of the James P. Cannon-led Socialist Worker Party in America. As I noted in the introduction to that series Marxism, no less than other political traditions, and perhaps more than most, places great emphasis on roots, the building blocks of current society and its political organizations. Nowhere is the notion of roots more prevalent in the Marxist movement that in the tracing of organizational and political links back to the founders, Karl Marx and Friedrich Engels, the Communist Manifesto, and the Communist League.

After mentioning the thread of international linkage through various organizations from the First to the Fourth International I also noted that on the national terrain in the Trotskyist movement, and here I was speaking of America where the Marxist roots are much more attenuated than elsewhere, we look to Daniel DeLeon’s Socialist Labor League, Eugene V. Deb’s Socialist Party( mainly its left-wing, not its socialism for dentists wing), the Wobblies (IWW, Industrial Workers Of The World), the early Bolshevik-influenced Communist Party and the various formations that led up to the Socialist Workers Party, the section that Leon Trotsky’s relied on most while he was alive…..”

I am continuing today in that vane in what I also anticipate will be an on-going series on the early days of the American Communist party from which we who are students of Leon Trotsky trace our roots. Those roots extend from the 1919 until 1929 when those who would go on after being expelled, led by James P. Cannon, to form the Socialist Workers Party which also is part of our heritage. That is not the end of the matter though as the American Communist Party also represented a trend in the 1930s, the Popular front strategic policy, that has bedeviled revolutionaries ever since in one form or another. Those 1930s issues need to be addressed as well.

Additional comment on this article-Markin
A certain amount of caution is needed in dealing with the Stalinized American Communist Party, as with the Communist International, because the Stalinists, then and now, were more than happy to slander political opponents on their left, and to rewrite history for their own purposes. Hardly a new idea among those who “win” whatever battle they are fighting. But a little bit tough on those of us who are trying to draw the lessons of the past for today’s left-wing militants. This series starts with the reflections of that early Communist leader mentioned above, James P. Cannon, who had his own axes to grind politically, no question. However, as Theodore Draper who wrote the definitive study on the history of the early American Communist Party in two volumes noted, of all the people whom he interviewed for the his books James Cannon was the one that stood out as wanting to remember as truthfully as he could that early history. I will use that statement as the touchstone for using Cannon’s work first. William Z. Foster, Earl Browder and the others will get their chance later.

It seems rather appropriate, Comrades, to give a course of lectures on the history of American Trotskyism in this Labor Temple. It was right here in this auditorium at the beginning of our historic fight in 1928 that I made the first public speech in defense of Trotsky and the Russian Opposition. The speech was given not without some difficulties, for the Stalinists tried to break up our meeting by physical force. But we managed to get through with it. Our public speaking activity as avowed Trotskyists really began here in this Labor Temple, thirteen, nearly fourteen, years ago.

No doubt, in reading the literature of the Trotskyist movement in this country, you frequently noted the repeated statements that we have no new revelation: Trotskyism is not a new movement, a new doctrine, but the restoration, the revival, of genuine Marxism as it was expounded and practised in the Russian revolution and in the early days of the Communist International.

Bolshevism itself was also a revival, a restoration, of genuine Marxism after this doctrine had been corrupted by the opportunists of the Second International, who culminated their betrayal of the proletariat by supporting the imperialist governments in the World War of 1914-18. When you study the particular period I am going to speak about in this course—the last thirteen years—or any other period since the time of Marx and Engels, one thing is observable. That is, the uninterrupted continuity of the revolutionary Marxist movement.

Marxism has never lacked authentic representatives. Despite all perversions and betrayals which have disoriented the movement from time to time, a new force has always arisen, a new element has come forward to put it back on the right course; that is, on the course of orthodox Marxism. This was so in our case, too.

We are rooted in the past. Our movement which we call Trotskyism, now crystallized in the Socialist Workers Party, did not spring full-blown from nowhere. It arose directly from the Communist Party of the United States. The Communist Party itself grew out of the preceding movement, the Socialist Party, and, in part, the Industrial Workers of the World. It grew out of the movement of the revolutionary workers in America in the pre-war and war-time period.

The Communist Party, which took organizational form in 1919, was originally the Left Wing of the Socialist Party. It was from the Socialist Party that the great body of Communist troops came. As a matter of fact, the formal launching of the Party in September 1919, was simply the organizational culmination of a protracted struggle inside the Socialist Party.

There the program had been worked out and there, within the Socialist Party, the original cadres were shaped. This internal struggle eventually led to a split and the formation of a separate organization, the Communist Party.

In the first years of the consolidation of the Communist movement—that is, you may say, from the Bolshevik revolution of 1917 until the organization of the Communist Party in this country two years later, and even for a year or two after that—the chief labor was the factional struggle against opportunist socialism, then represented by the Socialist Party. That is almost always the case when a workers political organization deteriorates and at the same time gives birth to a revolutionary wing. The struggle for the majority, for the consolidation of forces within the party, almost invariably limits the initial activity of a new movement to a rather narrow, intra-party struggle which does not end with the formal split.

The new party continues to seek proselytes in the old. It takes time for the new party to learn how to stand firmly on its own feet. Thus even after the formal split had taken place in 1919, through the force of inertia and habit and also because the fight was not really ended, the factional struggle continued. People remained in the Socialist Party who were undecided and who were the most likely candidates for the new party organization. The Communist Party concentrated its activity in the first year or so to the fight to clarify doctrine and win over additional forces from the Socialist Party. Of course, as is almost invariably the case in such historical developments, this factional phase eventually gave way to direct activity in the class struggle, to recruitment of new forces and the development of the new organization on an entirely independent basis.

The Socialist Party Left Wing, which later became the Communist Party, was directly inspired by the Bolshevik revolution of 1917. Prior to that time American militants had very little opportunity to acquire a genuine Marxist education. The leaders of the Socialist Party were not Marxists. The literature of Marxism printed in this country was quite meager and confined almost solely to the economic side of the doctrine. The Socialist Party was a heterogeneous body; its political activity, its agitation and propagandistic teachings were a terrible hodgepodge of all kinds of radical, revolutionary and reformist ideas. In those days before the last war, and even during the war, young militants coming to the party looking for a clear programmatic guide had a hard time finding it. They couldn’t get it from the official leadership of the party which lacked serious knowledge of such things. The prominent heads of the Socialist Party were American counterparts of the opportunist leaders of the Social Democratic parties of Europe, only more ignorant and more contemptuous of theory. Consequently, despite their revolutionary impulses and spirit, the great mass of young militants of the American movement were able to learn little Marxism; and without Marxism it is impossible to have a consistent revolutionary movement.

The Bolshevik revolution in Russia changed everything almost overnight. Here was demonstrated in action the conquest of power by the proletariat. As in every other country, the tremendous impact of this proletarian revolutionary victory shook our movement in America to its very foundation. The inspiration alone of the deed enormously strengthened the revolutionary wing of the party, gave the workers new hope and aroused new interest in those theoretical problems of revolution which had not received proper recognition before that time.

We soon discovered that the organizers and leaders of the Russian revolution were not merely revolutionists of action. They were genuine Marxists in the field of doctrine. Out of Russia, from Lenin, Trotsky and the other leaders, we received for the first time serious expositions of the revolutionary politics of Marxism. We learned that they had been engaged in long years of struggle for the restoration of unfalsified Marxism in the international labor movement. Now, thanks to the great authority and prestige of their victory in Russia, they were finally able to get a hearing in all countries. All the genuine militants rallied around them and began studying their writings with an interest and eagerness we had never known before. The doctrine they expounded had a ten-fold authority because it had been verified in practice. Furthermore, month by month, year by year, despite all the power that world capitalism mobilized against them, they showed a capacity to develop the great revolution, create the Red Army, hold their own, make gains. Naturally, Bolshevism became the authoritative doctrine among revolutionary circles in all the workers political movements of the world, including our own here.


Role of the Language Federations
On that basis was formed the Left Wing of the Socialist Party. It had publications of its own; it had organizers, speakers and writers. In the spring of 1919—that is, four or five months before the Communist Party was formally organized—we held in New York the first National Conference of the Left Wing faction. I was a delegate to this conference, coming at that time from Kansas City. It was at this conference that the faction virtually took shape as a party within a party in preparation for the later split. The official organ of the Left Wing was called The Revolutionary Age. This paper brought to the workers of America the first authentic explanation of the doctrines of Lenin and Trotsky. Its editor was the first one in this country to expound and popularize the doctrines of the Bolshevik leaders. Thereby, he must be historically recognized as the founder of American Communism. This editor was a man named Louis C. Fraina. His heart was not as strong as his head. He succumbed in the struggle and became a belated convert to bourgeois “democracy” in the period of its death agony. But that is only his personal misfortune. What he did in those early days retains all its validity, and neither he nor anybody else can undo it.

Another prominent figure of the movement in those days was John Reed. He was no leader, no politician. But his moral influence was very great. John Reed was the American socialist journalist who went to Russia, took part in the revolution, truthfully reported it and wrote a great book about it, Ten Days that Shook the World.

The bulk of the membership in the early Left Wing of the Socialist Party were foreign-born. At that time, more than twenty years ago, a very large section of the basic proletariat in America were foreign-born. Prior to the war the doors of immigration had been wide open, as it served the needs of American capital to accumulate a great labor reserve. Many of these immigrants came to America with socialist sentiments from their home countries. Under the impact of the Russian revolution the foreign-language socialist movement grew by leaps and bounds. The foreign-born were organized into language federations, practically autonomous bodies affiliated to the Socialist Party. There were as many as eight or nine thousand members in the Russian Federation; five or six thousand among the Poles; three or four thousand Ukrainians; about twelve thousand Finns, etc.—an enormous mass of foreign-born members in the party. The great majority rallied to the slogans of the Russian revolution and after the split from the Socialist Party constituted the bulk of the members of the early Communist Party.

The leaders of these Federations aspired to control the new party and did in fact control it. By virtue of these blocs of foreign-language workers whom they represented, they exercised an inordinate influence in the early days of the Communist movement. This was good in some ways because for the greater part they were earnest Communists and helped inculcate the doctrines of Bolshevism.

“Struggles for Control”
But their domination was very bad in other respects. Their minds were not really in the United States but in Russia. They gave the movement a sort of unnatural formation and afflicted it at the start with an exotic sectarianism. The dominant leaders of the party—dominant, that is, in the sense that they had the real power because of the blocs of members behind them—were people absolutely unfamiliar with the American economic and political scene. They didn’t understand the psychology of the American workers and didn’t pay them too much attention. As a result, the early movement suffered from excesses of unrealism and had even a tinge of romanticism which removed the party in many of its activities and thoughts from the actual class struggle in the United States. Strangely enough, these leaders of the Foreign Language Federations were convinced, many of them, of their messianic mission. They were determined to control the movement in order to keep it in the pure faith.

From its very beginning in the Left Wing of the Socialist Party and later in the Communist Party, the American Communist movement was wracked by tremendous factional struggles, “struggles for control” they were called. The domination of foreign-born leaders created a paradoxical situation. You know, normally in the life of a big imperialist country like this, foreign-language immigrant workers occupy the position of a national minority and have to wage a constant struggle for equality, for their rights, without ever fully getting them. But in the Left Wing of the Socialist Party and in the early Communist Party this relationship was reversed. Each of the Slavic languages was very heavily represented. Russians, Lithuanians, Poles, Letts, Finns, etc., had the majority. They were the overwhelming majority, and we native Americans, who thought we had some ideas about the way the movement ought to, be led, were in the minority. From the start we waged the struggle of a persecuted minority. In the early days we had very little success.

I belonged to the faction first in the Left Wing of the Socialist Party and later in the independent Communist movement that wanted an American leadership, an American direction for the movement. We were convinced that it was impossible to build a movement in this country without a leadership in control more intimately acquainted with and related to the native movement of the American workers. They for their part were equally convinced, many of them, that it was impossible for an American to be a real simon-pure Bolshevik. They wanted us and appreciated us—as their “English expression”—but thought they had to remain in control in order to keep the movement from becoming opportunist and centrist. Over the years a great deal of time was spent fighting out that fight which, for the foreign-language leaders, could only be a losing fight. In the long run the movement had to find native leadership, otherwise it could not survive.

The struggle for control assumed the shape of a struggle over organization forms. Should the foreign-language groups be organized in autonomous federations? Or should they be organized into local branches without a national structure or autonomous rights? Should we have a centralized party or a federated party? Naturally the conception of a centralized party was a Bolshevik conception. However, in a centralized party the foreign language groups couldn’t be mobilized so easily in solid blocs; whereas in a federated party it was possible for the Federation leaders to confront the party with solid blocs of voting supporters in conventions, etc.

This struggle disrupted the Left Wing Conference at New York in 1919. By the time we got to Chicago in September 1919; that is, at the National Convention of the Socialist Party where the split took place, the forces of the Left Wing were already split among themselves. The Communists at the moment of their break with the Socialist Party were incapable of organizing a united party of their own. They announced to the world a few days later that they had organized not one Communist Party, but two. One holding the majority was the Communist Party of the United States, dominated by the Foreign Language Federations; the other was the Communist Labor Party, representing the minority faction, which I have mentioned, with its larger proportion of natives and Americanized foreigners. Naturally there were variations and individual fluctuations, but this was the main line of demarcation.

Such was the inauspicious beginning of the independent Communist movement—two parties in the field with identical programs, fiercely battling against each other. To make matters worse our divided ranks faced terrific persecution. That year, 1919, was the year of great reaction in this country, the postwar-reaction. After the masters finished the war to “make the world safe for democracy,” they decided to write a supplementary chapter to make the U.S. safe for the open shop. They began a furious patriotic drive against all the workers organizations. Thousands of workers were arrested on a nation-wide scale. The new Communist Parties bore the brunt of this attack. Almost every local organization from coast to coast was raided; practically every leader of the movement, national or local, put under arrest, indicted for one thing or another. Wholesale deportations of foreign-born militants took place. The movement was persecuted to such an extent that it was driven underground. The leaders of both parties thought it impossible to continue open, legal functioning. So, in the very first year of American Communism we not only had the disgrace and scandal and organizational catastrophe of two separate and rival Communist parties, but we also had both parties, after a few months, functioning in underground groups and branches.

The movement remained underground from 1919 until early 1922. After the first shock of the persecutions passed over, and the groups and branches settled down to their underground existence, the elements in the leadership who tended toward unrealism gained strength, inasmuch as the movement was then completely isolated from public life and from the labor organizations of the country.

Factional strife between the two parties continued to consume an enormous amount of time; refinements of doctrine, hair-splitting, became quite a pastime. Then, I, for my part, realized for the first time the full malignancy of the sickness of ultra-leftism. It seems to be a particular law that the greater a party’s isolation from the living labor movement, the less contact it has with the mass movement and the less correction it can get from the impact of the mass movement, all the more radical it becomes in its formulations, its program, etc. Whoever wants to study the history of the movement closely should examine some of the, party literature issued during those days. You see, it didn’t cost any more to be extra-radical because nobody paid any attention anyhow. We didn’t have public meetings; we didn’t have to talk to workers or see what their reactions were to our slogans. So the loudest shouters at shut-in meetings became more and more dominant in the leadership of the movement. Phrasemongering “radicalism” had a field day. The early years of the Communist movement in this country were pretty much consecrated to ultra-leftism.

The Underground Years
During the 1920 presidential elections the movement was underground and couldn’t devise any means of having its own candidate. Eugene V. Debs was the candidate of the Socialist Party, but we were engaged in the fierce factional fight with that party and mistakenly thought we couldn’t support him. So the movement decided on a very radical program: It issued a ringing proclamation calling the workers to boycott the elections! You might think that we could have just said, “We have no candidate; we can’t do anything about it.” That was the case, for example, with the Socialist Workers Party—the Trotskyists in 1940; because of technical, financial and organizational difficulties, we weren’t able to get on the ballot. We didn’t find it possible to support any of the candidates, so we just let the matter pass. The Communist Party in those days, however, never let anything pass without issuing a proclamation. If I quite often show indifference to proclamations it is because I saw so many of them in the early days of the Communist Party. I lost entirely the idea that every occasion must have a proclamation. It is better to get along with fewer; to issue them on the more important occasions. They then have more weight. Well, in 1920 a leaflet was issued calling for boycott of the elections, but nothing came of it.

A strong anti-parliamentary tendency grew up in the movement, a lack of interest in elections which took years and years to overcome. In the meantime we read Lenin’s pamphlet, The Infantile Sickness of Left Communism. Everybody recognized theoretically the necessity of participating in elections, but there was no disposition to do anything about it, and several years were to elapse before the party developed any serious electoral activity.

Another ultra-radical idea gained predominance in the early underground Communist movement: The conception that it is a revolutionary principle to remain underground. For the past two decades we have enjoyed the advantages of legality. Practically all the comrades of the Socialist Workers Party have known no form of existence other than that of a legal party. It is quite possible that a legalistic bias has grown up among them. Such comrades can get some rude shocks in time of persecution because the party has to be able to carry on its activities regardless of the attitude of the ruling class. It is necessary for a revolutionary party to know how to operate even in underground formations. But this should be done only from necessity, never from choice.

After a person experiences both underground and open political organization, he can easily convince himself that the most economical, the most advantageous is the open one. It is the easiest way of coming in contact with workers, the easiest way of making converts. Consequently, a genuine Bolshevik, even in times of sharpest persecution, tries always to grasp and utilize every possibility to function in the open. If he can’t say everything he wants to say openly, he will say as much as he can—and supplement legal propaganda by other methods.

In the early Communist movement, before we had properly assimilated the writings and teachings of the leaders of the Russian revolution, a tendency grew up to regard the underground party as a principle. As time went on and the wave of reaction receded, possibilities for legal activities opened up. But tremendous factional struggles were necessary before the party took the slightest step in the direction of legalizing itself. The absolutely incredible idea that the party can’t be revolutionary unless it is illegal was actually accepted by the majority in the Communist movement in 1921 and early in 1922.

The Virus of Ultra-Leftism
On the trade union question “radicalism” held sway, too. It is a terrible virus, this ultra-leftism. It thrives best in an isolated movement. That’s always where you find it at its worst—in a movement that is isolated from the masses, gets no corrective from the masses. You see it in these split-offs from the Trotskyist movement—our own “lunatic fringe.” The less people listen to them, the less effect their words have on the course of human events, the more extreme and unreasonable and hysterical they become in their formulations.

The trade union question was on the agenda of the first underground convention of the Communist movement. This convention celebrated a split and a unification too. A faction headed by Ruthenberg had split away from the Communist Party, dominated by the foreign-language groups. The Ruthenberg faction met in joint convention with the Communist Labor Party to form a new organization called the United Communist Party in May 1920 at Bridgeman, Michigan. (This is not to be confused with another convention at Bridgeman in August 1922 which was raided by the police.) The United Communist Party gained the upper hand and merged with the remaining half of the original Communist Party a year later.

The 1920 Convention, I remember very distinctly, adopted a resolution on the trade union question. In the light of what has been learned in the Trotskyist movement, it would make your hair stand on end. This resolution called for “boycott” of the American Federation of Labor. It stated that a party member who “is compelled by job necessity” to belong to the AFL should work there in the same way that a Communist works in a bourgeois Congress—not to build it up but to blow it up from within. That nonsense was later corrected along with many other things. Many people who committed these stupidities later learned and did better in the political movement.

Following the Russian revolution the young generation revolting against opportunist betrayals of the Social Democrats, took radicalism in too big doses. Lenin and Trotsky led the “Right Wing”—that is what they demonstratively called their tendency—at the Third World Congress of the Communist International in 1921. Lenin wrote his pamphlet, The Infantile Sickness of Left Communism, directed against the German leftists, taking up questions of parliamentarianism, trade unionism, etc. This pamphlet, together with the Congress decisions, did a great deal in the course of time to liquidate the leftist tendency in the early Comintern.

I don’t at all want to picture the founding of American Communism as a circus, as the side-line philistines do. It wasn’t, by any means. There were positive sides to the movement, and the positive sides predominated. It was composed of thousands of courageous and devoted revolutionists willing to make sacrifices and take risks for the movement. In spite of all their mistakes, they built a party the like of which had never been seen in this country before; that is, a party founded on a Marxist program, with a professional leadership and disciplined ranks. Those who went through the period of the underground party acquired habits of discipline and learned methods of work which were to play a great role in the subsequent history of the movement. We are building on those foundations.

They learned to take program seriously. They learned to do away forever with the idea that a revolutionary movement, aiming at power, can be led by people who practise socialism as an avocation. The leader typical of the old Socialist Party was a lawyer practising law, or a preacher practising preaching, or a writer, or a professional man of one kind or another, who condescended to come around and make a speech once in a while. The full-time functionaries were merely hacks who did the dirty work and had no real influence in the party. The gap between the rank and file workers, with their revolutionary impulses and desires, and the petty-bourgeois dabblers at the top was tremendous. The early Communist Party broke away from all that, and was able to do it easily because not one of the old type leaders came over wholeheartedly to the support of the Russian revolution. The party had to throw up new leaders out of the ranks, and from the very beginning the principle was laid down that these leaders must be professional workers for the party, must put their whole time and their whole lives at the disposal of the party. If one is thinking of a party that aims to lead the workers in a real struggle for power, then no other type of leadership is worth considering.

In the underground the work of education, of assimilating the writings of the Russian leaders, went on. Lenin, Trotsky, Zinoviev, Radek, Bukharin—these were our teachers. We began to be educated in an entirely different spirit from the old lackadaisical Socialist Party—in the spirit of revolutionists who take ideas and program very seriously. The movement had an intensive internal life, all the more so because it was isolated and driven back upon itself. Faction struggles were fierce and long drawn out.

The movement began to stagnate in the underground blind alley. A few of us in the leadership began to seek a way out, a way to approach the American workers by legal means. These efforts were resisted fiercely. We formed a new faction. Lovestone was closely associated with me in the leadership of this faction. Later we were joined by Ruthenberg upon his release from prison in the spring of 1922.

For a year and a half, two years, this struggle continued unabated, the fight for the legalization of the movement. Resolute positive struggle on our side; equally determined resistance on the other by people convinced in their bones that this signified some kind of betrayal. Finally in December 1921, having a slender majority in the Central Committee, we began to move, taking one careful step at a time, towards legality.

We couldn’t legalize the party as such, the resistance in the ranks was still too strong, but we did organize some legal groups for holding lectures. We next called a convention to federate these groups into a central body called the American Labor Alliance, which we converted into a propaganda organization. Then in December 1921, we resorted to the device of organizing the Workers Party as an open, legal organization in addition to the underground Communist Party. We could not dispense with the latter. It was not possible to get a majority to agree to that, but a compromise was effected whereby while retaining the underground party, we set up the Workers Party as a legal extension. Two or three thousand die-hard undergrounders revolted against even this makeshift move toward legality, split away and formed their own organization.

We continued with two parties—a legal and an illegal one. The Workers Party had a very limited program, but it became the medium through which all our legal public activity was carried on. Control rested in the underground Communist Party. The Workers Party encountered no persecution. The reactionary wave had passed; a liberalistic political mood prevailed in Washington and in the rest of the country. We were able to hold public meetings and lectures, publish newspapers, participate in election campaigns, etc. Then the question arose, did we need this encumbrance of two parties? We wanted to liquidate the underground organization, concentrate all our activity in the legal party, and take a chance on further persecution. We met renewed opposition.

The fight went on uninterruptedly until we finally appealed the matter to the Communist International at the Fourth Congress in 1922. At that Congress I was the representative of the “liquidators” faction, as we were called. This name comes from the history of Bolshevism. At one time following the defeat of the 1905 revolution, a section of the Mensheviks came forward with a proposal to liquidate the underground party in Russia and confine all activity to Czarist “legality.” Lenin fought this proposal and its proponents savagely, because it signified a renunciation of revolutionary work and organization. He denounced them as “liquidators.” So naturally, when we came forward with a proposal to liquidate the underground party in this country, the leftists with their minds in Russia mechanically transferred Lenin’s expression and denounced us as “liquidators.”

So we went to Moscow to fight it out before the Communist International. That was the first time I met Comrade Trotsky. In the course of our struggle we tried to get support from individual members of the Russian leadership. In the summer and fall of 1922 I spent many months in Russia. For a long time I was somewhat of a pariah because this campaign about “liquidators” had reached ahead of us, and the Russians didn’t want to have anything to do with liquidators. Unacquainted with the situation in America, they tended to be prejudiced against us. They assumed that the party had really been outlawed; and when the question was put to them they were inclined to say off-hand, “If you cannot do your work legally do it illegally, but you must do your work.”

But that wasn’t really how matters stood. The political situation in the United States made a legal Communist Party possible. That was our contention, and all further experience has proved it. Finally, I and some other comrades met with Comrade Trotsky and expounded our ideas for about an hour. After asking a few questions when we had finished, he said, “That is enough. I will support the ’liquidators’ and I will talk to Lenin. I am sure he will support you. All the Russians will support you. It is just a question of understanding the political situation. It is absurd to bind ourselves in an underground strait jacket when it is not necessary. There is no question about that.”

We asked if he would arrange for us to see Lenin. He told us that Lenin was ill but, if necessary, if Lenin did not agree with him, he’d arrange for us to see him. In a few days the knot began to unravel. A Congress Commission was set up on the American question and we went before the Commission to debate. Already the word had passed down that Trotsky and Lenin favored the “liquidators” and the tide was turning in our favor.

In the discussion at the Commission hearing Zinoviev made a brilliant speech on legal and illegal work, drawing on the vast experience of the Russian Bolsheviks. I have never forgotten that speech. The memory of it serves our party in good stead to this day and will do so in the future, I am sure. Radek and Bukharin spoke along the same lines. These three were in those days the representatives of the Russian Communist Party in the Comintern. The delegates of the other parties, after full and thorough debate, gave complete support to the idea of legalizing the American Communist Party.

Leninist Teachers
With the authority of the Comintern World Congress behind the decision, the opposition in the United States soon subsided. The Workers Party, which had been formed in 1921 as a legal extension of the Communist Party, held another convention, adopted a clearer program and completely replaced the underground organization. All experience since 1923 has demonstrated the wisdom of that decision. The political situation here justified legal organization. It would have been a terrible calamity and waste and crippling of revolutionary activity to remain underground when it was not necessary. It is very important that revolutionists have the courage to take those risks which can’t be avoided. But it is equally important, I think, that they have enough prudence to avoid unnecessary sacrifices. The main thing is to get the work done in the most economical and expeditious manner possible.

A final remark on this question: One little group remained unreconciled to the legalization of the party. They were going to remain underground in spite of us. They were not going to betray Communism. They had their headquarters in Boston, and a branch in Cleveland. Every once in a while through the years we would hear of this underground group issuing a pronouncement of some kind.

Seven years later, after we had been expelled from the Communist Party and were organizing the Trotskyist movement, we heard that this group in Boston was somewhat sympathetic to Trotskyist ideas. This interested us, as we were badly in need of any support we could get.

On one of my visits to Boston the local comrades arranged a conference with them. They were very conspiratorial and took us in the old underground manner to the meeting place. A formal committee met us. After exchanging greetings, the leader said, “Now, Comrade Cook, you tell us what your proposition is.” Comrade “Cook” was the pseudonym he knew me by in the underground party. He was not going to trifle with my legal name in an underground meeting. I explained why we had been expelled, our program, etc. They said they were willing to discuss the Trotskyist program as the basis for unity in a new party. But they wanted agreement first on one point: The party we were going to organize would have to be an underground organization. So I passed a few jokes with them and went back to New York. I suppose they are still underground.

Now, Comrades, all this is a sort of background, an introduction to the history of our Trotskyist movement. Next week I will deal with the further development of the Communist Party in the early years prior to our expulsion and the reconstitution of the movement under the banner of Trotskyism.

Twenty-four years ago, the Partisan Defense Committee—a class-struggle, non-sectarian legal and social defense organization associated with the Spartacist League—revived a key tradition of the International Labor Defense under James P. Cannon, its founder and first secretary: sending monthly stipends to those “stubborn-willed” class-war prisoners condemned to capitalism’s dungeons for standing up against racist capitalist repression. We are again holding Holiday Appeal benefits to raise funds for this unique program, calling particular attention to the fight to free America’s foremost class-war prisoner, Mumia Abu-Jamal, who remains on death row in Pennsylvania.

Our forebear, Cannon, also affirmed a basic principle that should be no less applicable today: “The class-conscious worker accords to the class-war prisoners a place of singular honor and esteem…. The victory of the class-war prisoners is possible only when they are inseparably united with the living labor movement and when that movement claims them for its own, takes up their battle cry and carries on their work.”

The PDC calls on labor activists, fighters for black and immigrant rights and defenders of civil liberties to join us in donating to and building the annual Holiday Appeal. An injury to one is an injury to all! We print below brief descriptions of the 16 class-war prisoners who receive monthly stipends from the PDC, many of whom were denied parole over the last year for refusing to express “remorse” for acts they did not commit!

Mumia Abu-Jamal is a former Black Panther Party spokesman, a well-known supporter of the MOVE organization and an award-winning journalist known as “the voice of the voiceless.” This past April, the U.S. Supreme Court summarily threw out Mumia’s efforts to overturn his frame-up conviction based on the racist exclusion of black jurors from his 1982 trial. Ominously, this same court has yet to rule on the prosecution’s petition to reinstate the death penalty. The Philadelphia district attorney’s office states that, whatever the Supreme Court decides, it will continue to push for Mumia’s execution.

December 9 is the 28th anniversary of Mumia’s arrest for a killing that the cops know he did not commit. Mumia was framed up for the 1981 killing of Philadelphia police officer Daniel Faulkner and sentenced to death explicitly for his political views. Mountains of evidence proving Mumia’s innocence, including the sworn confession of Arnold Beverly that he, not Mumia, shot and killed Faulkner, have been submitted to the courts. But to the racists in black robes, a court of law is no place for evidence of the innocence of this fighter for the oppressed.

While others plead with the current U.S. president and his attorney general to “investigate” violations of Mumia’s “civil rights,” the PDC says that Mumia’s fate cannot be left in the hands of the government of the capitalists. The racist rulers hate Mumia because they see in him the spectre of black revolt. The stakes are high and the situation is grim, but any real fight for Mumia’s freedom must be based on a class-struggle opposition to the capitalist rulers, who have entombed this innocent black man for more than half his life.

Leonard Peltier is an internationally renowned class-war prisoner. Peltier’s incarceration for his activism in the American Indian Movement has come to symbolize this country’s racist repression of its native peoples, the survivors of centuries of genocidal oppression. Peltier’s frame-up trial, for the 1975 deaths of two marauding FBI agents in what had become a war zone on the South Dakota Pine Ridge Reservation, shows what capitalist “justice” is all about. Although the lead government attorney has admitted “We can’t prove who shot those agents” and the courts have acknowledged blatant prosecutorial misconduct, the 65-year-old Peltier is still locked away. Outrageously, in August, the U.S. Parole Commission again turned down Peltier’s parole request and coldbloodedly declared they would not reconsider his case for another 15 years.

Eight MOVE members—Chuck Africa, Michael Africa, Debbie Africa, Janet Africa, Janine Africa, Delbert Africa, Eddie Africa and Phil Africa—are in their 32nd year of prison. They were sentenced to 30-100 years after the 8 August 1978 siege of their Philadelphia home by over 600 heavily armed cops, having been falsely convicted of killing a police officer who died in the cops’ own cross fire. In 1985, eleven of their MOVE family members, including five children, were massacred by Philly cops. This year, again, after more than three decades of unjust incarceration, nearly all of these innocent prisoners had parole hearings, but none were released.

Jaan Laaman and Thomas Manning are the two remaining anti-imperialist activists known as the Ohio 7 still in prison. They were convicted for their roles in a radical group that took credit for bank “expropriations” and bombings of symbols of U.S. imperialism, such as military and corporate offices, in the late 1970s and ’80s. Before their arrests in 1984 and 1985, the Ohio 7 were targets of massive manhunts. Their children were kidnapped at gunpoint by the Feds.

The Ohio 7’s politics were once shared by thousands of radicals during the Vietnam antiwar movement and by New Leftists who wrote off the possibility of winning the working class to a revolutionary program and saw themselves as an auxiliary of Third World liberation movements. But, like the Weathermen before them, the Ohio 7 were spurned by the “respectable” left. From a proletarian standpoint, the actions of these leftist activists against imperialism and racist injustice are not a crime. They should not have served a day in prison.

Ed Poindexter and Wopashitwe Mondo Eyen we Langa are former Black Panther supporters and leaders of the Omaha, Nebraska, National Committee to Combat Fascism. They were victims of the FBI’s deadly COINTELPRO operation under which 38 Black Panther Party members were killed and hundreds more imprisoned on frame-up charges. Poindexter and Mondo were railroaded to prison and sentenced to life for a 1970 explosion that killed a cop, and they have now served more than 37 years in jail. This year, the Nebraska Supreme Court denied Poindexter a new trial despite the fact that a crucial piece of evidence excluded from the original trial, a long-suppressed 911 audio tape, proved that testimony of the state’s key witness was perjured.

Hugo Pinell is the last of the San Quentin 6 still in prison. He was a militant anti-racist leader of prison rights organizing along with George Jackson, his comrade and mentor, who was gunned down by prison guards in 1971. Despite numerous letters of support and no disciplinary write-ups for over 28 years, Pinell was again denied parole this year. Now in his 60s, Pinell continues to serve a life sentence at the notorious Pelican Bay Security Housing Unit in California.

Jamal Hart, Mumia’s son, was sentenced in 1998 to 15 1/2 years without parole on bogus firearms possession charges. Hart was targeted for his prominent activism in the campaign to free his father. Although Hart was initially charged under Pennsylvania law, which would have meant a probationary sentence, Clinton’s Justice Department intervened to have Hart thrown into prison under federal law. The U.S. Third Circuit Court of Appeals has turned down Hart’s habeas corpus petition, and he has faced myriad bureaucratic obstacles and racist targeting throughout his incarceration.

From The Archives Of The Spartacist League (U.S.)-Socialist Workers Party-“Resolution on Proletarian Military Policy”(1940)

In October 2010 I started what I anticipate will be an on-going series, From The Archives Of The Socialist Workers Party (America), starting date October 2, 2010, where I will place documents from, and make comments on, various aspects of the early days of the James P. Cannon-led Socialist Worker Party in America. As I noted in the introduction to that series Marxism, no less than other political traditions, and perhaps more than most, places great emphasis on roots, the building blocks of current society and its political organizations. Nowhere is the notion of roots more prevalent in the Marxist movement that in the tracing of organizational and political links back to the founders, Karl Marx and Friedrich Engels, the Communist Manifesto, and the Communist League.

After mentioning the thread of international linkage through various organizations from the First to the Fourth International I also noted that on the national terrain in the Trotskyist movement, and here I was speaking of America where the Marxist roots are much more attenuated than elsewhere, we look to Daniel DeLeon’s Socialist Labor League, Eugene V. Deb’s Socialist Party( mainly its left-wing, not its socialism for dentists wing), the Wobblies (IWW, Industrial Workers Of The World), the early Bolshevik-influenced Communist Party and the various formations that led up to the Socialist Workers Party, the section that Leon Trotsky’s relied on most while he was alive. Further, I noted that beyond the SWP that there were several directions to go in but that those earlier lines were the bedrock of revolutionary Marxist continuity, at least through the 1960s.

I am continuing today  what I also anticipate will be an on-going series about one of those strands past the 1960s when the SWP lost it revolutionary appetite, what was then the Revolutionary Tendency (RT) and what is now the Spartacist League (SL/U.S.), the U.S. section of the International Communist League (ICL). I intend to post materials from other strands but there are several reasons for starting with the SL/U.S. A main one, as the document below will make clear, is that the origin core of that organization fought, unsuccessfully in the end, to struggle from the inside (an important point) to turn the SWP back on a revolutionary course, as they saw it. Moreover, a number of the other organizations that I will cover later trace their origins to the SL, including the very helpful source for posting this material, the International Bolshevik Tendency.

However as I noted in posting a document from Spartacist, the theoretical journal of ICL posted via the International Bolshevik Tendency website that is not the main reason I am starting with the SL/U.S. Although I am not a political supporter of either organization in the accepted Leninist sense of that term, more often than not, and at times and on certain questions very much more often than not, my own political views and those of the International Communist League coincide. I am also, and I make no bones about it, a fervent supporter of the Partisan Defense Committee, a social and legal defense organization linked to the ICL and committed, in the traditions of the IWW, the early International Labor Defense-legal defense arm of the Communist International, and the early defense work of the American Socialist Workers Party, to the struggles for freedom of all class-war prisoners and defense of other related social struggles.

Markin comment on this series of Proletarian Military Policy (PMP) articles:

Coming out of the radical wing of the Vietnam War anti-war movement in the early 1970s, and having done military service as well, I was intrigued when I first read about the Socialist Workers Party’s (SWP-U.S.) Proletarian Military Policy (PMP) as propounded by that party just before and during World War II. The intriguing part, initially at least, was the notion that radicals could have a democratic propaganda platform to work off of in bringing their fellow soldiers around to an anti-capitalist, anti-imperialist by proposing to control the then much less powerful American military through democratic methods like election of officers, etc..

And then life intruded. Or rather I reflected on my own somewhat eclectic anti-war military work and, as well, of various schemes by reformists to “control” various aspects of bourgeois society without having to take power and replace those institutions. In short, take political responsibility for the current regime. In the year 2010 we, after years of defeat and decline, are quite used to reformists and others putting forth all kinds of nice schemes for turning swords into plowshares by asking the bourgeois state to take the war budget and create jobs, better educational opportunities, provide better health care, you name it all without, seemingly, positing the need to change the state.

A classic and fairly recent example of that, in the aftermath of the Professor Henry Louis Gates arrest in Cambridge, Massachusetts, was the renewed call for “community control of the police.” And of course, come election time, the willingness, sometimes without even the caveat of refusal to take office if elected, of all and sundry leftists to run from the executive offices of the bourgeois state. Thus, by standing for those offices, exhibiting a touching “innocence” on the question of responsibility for the administration of the capitalist state. To my mind, the PMP is on that order. The idea, the utopian idea, when you talk about the central organs of bourgeois state power, the armed forces, the police, the courts and the prisons that something short of the struggle for power will do the trick. The hard, hard reality is otherwise, as we are also too well aware of every time we get a little uppity.

Reflecting on my own military experience about what can and cannot be done in order to influence soldiers and sailors and fight for an anti-war perspective military does not mean that nothing can be done short of taking take power to do so. The real problem with the PMP, and it may have reflected a lack of knowledge of wartime military possibilities, cadre familiar with the then peacetime volunteer military, and the “weak” military presence in pre-World War II America was that it was trying to project a positive program where what was called for, and is usually called for in war time conditions, were defensive measures such as creation of rank and file servicemen’s unions that fight for democratic right for soldiers, essentially the right to organize, and against victimizations of both radicals and others that get into the military’s cross hairs. The other key policy was to link up the civilian political anti-war opposition with the soldiers through the vehicle of coffeehouses or other off base places and soldiers and sailors solidarity committees. Late in the Vietnam War period those effects were beginning to have effect as rank and file disaffection with that war almost split the soldiery. Certainly it was a factor in Vietnamization of the war as the American army became more unreliable as a tool to carry out imperial policy.

As the material presented notes, especially in the introduction, the SWP never, as far as I know, repudiated the PMP (it kind of drifted away as World War II entered its final phases.) This, perhaps, reflected a certain “softness” as also noted on the question of running for executive offices of the bourgeois state which that party did after the war and revolutionaries’ relationship to that state in the struggle for power. As well it is not clear how much Leon Trotsky’s posthumous residual authority, who pushed the PMP as much as anybody else, played in this whole mess. Read this material as a modern Marxist primer on the bourgeois state.

“Resolution on Proletarian Military Policy”

This text is taken from Proletarian Military Policy of the Socialist Workers Party, an undated bulletin issued by the National Education Department of the Socialist Workers Party. The resolution was adopted at a Plenum-Conference held in Chicago 27-29 September 1940. The resolution was also published in the Socialist Appeal of 5 October 1940.

1. Capitalism has plunged the world into a horrible vortex of war and militarism. This testifies not to the vitality of capitalism but to its fatal weakness, its incapacity to regain stability. The epoch of the death agony of capitalism and the beginning of social transformation is an epoch of universal militarism. It can be brought to an end only by the definitive victory of the proletariat. This is the essential feature of the present world situation.

2. The intervention of the United States in the present war, or its clash with a victorious Germany or Japan at a later date, is predetermined by all the circumstances. All the realistic leaders of American capitalism clearly understand this. Only a few pacifist fools have the slightest doubt about it. The two main groups in the camp of U.S. imperialism—interventionist and so-called isolationists—differ only in regard to military strategy. Both are agreed on the policy of preparing to fight and grab. The stupendous arms program adopted by Congress has and can have only one meaning: military aggression in the near future on a world scale.

The question whether German imperialism, having conquered Europe, can or cannot “attack” the United States has nothing to do with the real issue. The very existence of one aggressive and expanding imperialist power in the modern world is an “attack” on the others. The United States, as an imperialist power having its foundations throughout the world, is “attacked” anywhere a rival power attempts to seize a market, a piece of territory or a sphere of influence.

Whether the United States directly intervenes in the present European war, or defers open military action for another point of attack is only a secondary consideration in evaluating the perspective. The real course is clear: U.S. imperialism is preparing with all possible speed to put its strength and its weakness to the test of war on a colossal scale.

The Fundamental Lesson
3. In the epoch of militarism great questions can be decided only by military means—this is the fundamental lesson of the developments of the present war.

The agents and apologists of democratic imperialism—the social democrats, the centrists, the trade-union reformists and the pacifists—fill the air with lamentations over the smashing military victories of Hitler and spread the sentiments of pessimism and prostration.

We Fourth Internationalists thrust aside these traitors and panic mongers with hatred and contempt. Our task is to ascertain what has been destroyed and what has been proved by the momentous events in Europe and to draw the necessary conclusions for the future struggle.

Reformism Cannot Live Today
In the first place the victories of the fascist war machine of Hitler have destroyed every plausible basis for the illusion that a serious struggle against fascism can be conducted under the leadership of a bourgeois democratic regime. The war in Europe, as previously in the Spanish rehearsal, has shown up the hollowness, the rottenness and the contemptible cowardice and greed of the whole ruling stratum of the bourgeois democrats. They are unwilling to sacrifice anything but the lives of the duped masses. To save their personal lives and their property they were ready in one country after another to capitulate to fascism and seek its protection against the wrath of their own people.

No less complete and devastating has been the destruction of the traditional reformist labor movement. At best, this traditional movement—the parties and the trade unions—was pacifist in character. That is, it was designed for peace, not for war. Parties which confined themselves to protests against the horrors of war, and did not seriously conduct a struggle for power to end the system which causes war—such parties were completely helpless when submitted to the test of war. The same proved true of the outwardly imposing trade unions. All concepts of peaceful, gradual, reformist progress within the framework of capitalism, and all parties and organizations which represented these concepts in any degree, were smashed like a house of cards.

Bolshevism Alone Stands Up
The war in Europe has once again, and more categorically than ever, posed the fundamental alternative of the epoch of wars and revolutions: either the dictatorship of fascist capitalism, or the dictatorship of the proletariat. The attempt of the European workers under the influence of the reformist labor bureaucracies, to find in democratic capitalism a third alternative, led to catastrophe. The third alternative has been destroyed in blood and fire. But the program of the workers’ fight for power has not been destroyed. When the workers of Europe rise again—and rise they will—that program will be their banner. These are the fundamental lessons of the war.

4. Bolshevism alone, which aims to direct the workers’ movement to the seizure of political power by revolutionary means, stands up and gains strength under the test of the great new events. War and militarism, which crush all other organizations and discredit all other programs, only provide a new verification of the premises of Bolshevism. The military epoch has room only for parties which inspire the workers to scorn all half measures, to stop at nothing, and to carry their struggle through to the very end. These are parties of a new type having nothing in common with the reformist-pacifist parties of the traditional labor movement. Such a party is the Socialist Workers Party. Its program can be described in one phrase: dictatorship of the proletariat.

Ridding Ourselves of Pacifism
5. The certainty that the United States also will be dominated by militarism confronts the party with the categoric necessity to purge itself of all remnants of liberal, petty-bourgeois pacifist tendencies and conceptions carried over from the past, in particular from the left social-democratic movement. Pacifism is a debilitating poison in the workers’ movement. Pacifism, in all its forms, is no more than a protest in time of peace against war; in the face of actual war it thrusts the workers like sheep, unarmed and defenseless and without a program, into the slaughter. In our epoch, which is completely dominated by militarism, negative protests against war are of no avail whatever. The proletariat requires a positive program which takes the facts of war and militarism, the characteristic features of decaying capitalism, as the starting point for practical actions.

The first impact of the war in Europe revealed a petty-bourgeois centrist tendency in the Socialist Workers Party which took shape as a faction. Under the leadership of Burnham and Shachtman this minority faction waged a disruptive struggle in the party and attempted to overthrow the Marxist doctrines in favor of journalistic improvisations. The disruptive struggle of the Burnham-Shachtman faction culminated in their desertion of the party in a typical petty-bourgeois recoil against the discipline of the proletarian majority of the party. The open repudiation of socialism by Burnham within less than two months after he had deserted the party was only the logical sequel to the course he followed in the party struggle. Burnham’s betrayal of socialism confirmed to the hilt the party’s characterization of this pretentious mountebank and the petty-bourgeois faction he organized and maneuvered into a split.

Since the party convention the seceding faction has evolved consistently in the direction of traditional left socialist anti-militarism which at bottom is only a form of pacifism. The resolute struggle of the party majority against the Burnham-Shachtman faction, and its decisive victory in the struggle, were the necessary conditions for the survival of the party. An unrelenting antagonism to the deserters on every point is no less necessary. The party cannot have the slightest reason for conciliation on any point with the faction of deserters inspired by petty-bourgeois fright before the stern realities and complexities of the developing war.

Adapting Our Tactics to War
6. The imperialist war is not our war and the militarism of the capitalist state is not our militarism. We do not support the war and militarism of the imperialists any more than we support the capitalist exploitation of workers in the factories. We are against the war as a whole just as we are against the rule of the class which conducts it, and never under any circumstances vote to give them any confidence in their conduct of the war or preparation for it, not a man, not a cent, not a gun with our support. Our war is the war of the working class against the capitalist order. But only with the masses is it possible to conquer power and establish socialism; and in these times the masses in the military organizations are destined to play the most decisive role of all. Consequently, it is impossible to affect the course of events by a policy of abstention. It is necessary to take capitalist militarism as an established reality which we are not yet strong enough to abolish, and adapt our practical tactics to it. Our task is to protect the class interests of the workers in the army no less than in the factory. That means to participate in the military machine for socialist ends. The proletarian revolutionists are obliged to take their place beside the workers in the military training camps and on the battlefields in the same way as in the factory. They stand side by side with the masses of worker-soldiers, advance at all times and under all circumstances the independent class point of view, and strive to win over the majority to the idea of transforming the war into a struggle for their socialist emancipation.

We Go Where the Workers Go
Under conditions of mass militarization the revolutionary worker cannot evade military exploitation any more than he can evade exploitation in the factory. He does not seek a personal solution of the problem of war by evading military service. That is nothing but a desertion of class duty. The proletarian revolutionist goes with the masses. He becomes a soldier when they become soldiers, and goes to war when they go to war. The proletarian revolutionist strives to become the most skilled among the worker-soldiers, and demonstrates in action that he is most concerned for the general welfare and protection of his comrades. Only in this way, as in the factory, can the proletarian revolutionist gain the confidence of his comrades in arms and become an influential leader among them.

The total wars waged by the modern imperialists, and likewise the preparations for such wars, require compulsory military training no less than the appropriation of enormous funds and the subordination of industry to the manufacture of armaments. As long as the masses accept the war preparations, as is indubitably the case in the United States, mere negative agitation against the military budget and conscription cannot, by itself, yield serious results. Moreover, after Congress had already appropriated billions for armaments and was certain to pass a conscription bill without serious opposition, such negative agitation against conscription was somewhat belated and easily degenerated into mealy-mouthed pacifism. This proved to be the case with the organizations (Thomasite Socialists, Lovestoneites, etc.) affiliated with the preposterous conglomeration which calls itself the “Keep America Out of War Committee”—a vile and treacherous tool of the “democratic” imperialists. The hypocrisy of their pacifism is indicated by the fact that, simultaneously, they declare themselves in favor of the victory of Britain. Equally treacherous is the purely pacifist agitation of the Stalinists, employed today on behalf of Stalin’s foreign policy under the Hitler-Stalin pact; and certain to be abandoned tomorrow when Stalin so orders, if he finds it necessary to switch partners. The pacifism of Browder and the pacifism of Thomas stem from different roots but are identical in their betrayal of the interests of the working class. Under the rule of a modern imperialism which is already arming to the teeth, an abstract fight against militarism is at best Quixotic.

Our Program for This Period
The revolutionary strategy can only be to take this militarism as a reality and counterpose a class program of the proletariat to the program of the imperialists at every point. We fight against sending the worker-soldiers into battle without proper training and equipment. We oppose the military direction of worker-soldiers by bourgeois officers who have no regard for their treatment, their protection and their lives. We demand federal funds for the military training of workers and worker-officers under the control of the trade unions. Military appropriations? Yes—but only for the establishment and equipment of worker training camps! Compulsory military training of workers? Yes—but only under the control of the trade unions!

Such are the necessary concrete slogans for the present stage of the preparation of U.S. imperialism for war in the near future. They constitute a military transitional program supplementing the general political transitional program of the party.

7. U.S. imperialism prepares for war, materially and ideologically, without waiting to decide in advance the date when actual hostilities shall begin or the precise point of attack. The workers’ vanguard must likewise prepare for war without dependence on speculative answers to these secondary questions. The militarization of the country in preparation for war is taking place before our eyes. All our work and plans for the future must be based on this reality.

The Future Belongs to Us
The first stages of militarization and war present enormous difficulties to our party because we have to swim against the stream. The party will be tested in a preliminary way by its capacity to recognize these difficulties and hold firm when the struggle is hard and the progress slow. Only a party fortified by the great principles and world associations of the Fourth International will be able to do this.

We are not a party like other parties. We alone are equipped with a scientific program of Marxism. We alone retain an unshakable confidence in the socialist future of humanity. We alone are ready to meet the universal militarism of decaying capitalism on its own terms and lead the proletarian struggle for power accordingly.

The war in its course will utterly destroy all other workers’ parties, all half-and-half movements. But it will only harden the bona fide party of the Fourth International and open the way for its growth and eventual victory.

The future belongs to the party of the dictatorship of the proletariat, the party of the Fourth International. It needs only to be true to itself, hold firm, dig in and prepare the future.

On November 11, 2010, Veterans Day, I marched with a contingent of Veterans For Peace in the Boston Veterans Day parade and posted an entry in this space about my take on the event. (See, A Stroll In The Park On Veterans Day- Immediate, Unconditional Withdrawal Of All U.S. Troops From Iraq and Afghanistan!, dated November 11, 2010). As part of that commentary I noted the following:

“Listen, I have been to many marches and demonstrations for democratic, progressive, socialist and communist causes in my long political life. However, of all those events none, by far, has been more satisfying that to march alongside my fellow ex-soldiers who have “switched” over to the other side and are now part of the struggle against war, the hard, hard struggle against the permanent war machine that this imperial system has embarked upon. From as far back as in the Vietnam Veterans Against the War (VVAW) days I have always felt that ex-soldiers (hell, active soldiers too, if you can get them) have had just a little bit more “street cred” on the war issue than the professors, pacifists and little old ladies in tennis sneakers who have traditionally led the anti-war movements. Maybe those brothers (and in my generation it was mainly only brothers) and now sisters may not quite pose the questions of war and peace the way I do, or the way that I would like them to do, but they are kindred spirits.”

Now comes word (see announcement below) that veterans are leading an action in Washington, D.C. on December 16, 2010 in front of the White House under the rubric of Peace On Earth. There is no question that I, the anti-imperialist committee that I am a member of in Boston, any self-respecting radical or, hell, any self-respecting little old lady in tennis sneakers for that matter, could endorse this thing. If for no other reason that it begs, literally begs, Warmonger-In-Chief Obama (of the double troop escalations in Afghanistan with nobody holding a gun to his head remember) to “do the right thing.”

That said, the sentiment expressed above in that Veterans Day commentary still holds true. So, I , and all I can gather to go with me, will be in Washington on December 16th. too. I will hold my nose in doing so although not my tongue trying to get my fellow vets to change course. In my hand I will hold this slogan-Obama- Immediate, Unconditional Withdrawal Of All U.S. Troops From Iraq and Afghanistan!, And I won’t be begging him about it, no way.

WELCOME TO STOP THESE WARS Join Us For Peace on Earth!

During the Vietnam War, Martin Luther King called our government “the greatest purveyor of violence in the world today.” True then—and even more so today.

A few years before that, in 1964 Mario Savio made his great speech at Berkeley; at the end he says, “There is a time when the operation of the machine becomes so odious, makes you so sick at heart, that you can’t take part; you can’t even passively take part, and you’ve got to put your bodies upon the gears and upon the wheels, upon the levers, upon all the apparatus, and you’ve got to make it stop. And you’ve got to indicate to the people who run it, to the people who own it, that unless you’re free, the machine will be prevented from working at all!”

There are children being orphaned, maimed or killed every day, in our name, with our tax dollars; there are soldiers and civilians dying or being maimed for life, in order to generate profits for the most odious imperialistic corporate war machine ever, again in our name. How long are we going to let this go on? Until it is too late, until this destructive machine destroys all of us and the planet to boot?

Wikileaks has revealed the documented horror of U.S. war-making, beyond what any of us imagined. It’s time veterans and others express our resistance directly and powerfully by putting ourselves on the line, once again—honestly, courageously and without one drop of apology for doing so. It is not we who are the murderers, torturers or pillagers of the earth.

Profit and power-hungry warmongers are destroying everything we hold dear and sacred.

In the early thirties, WW1 vets descended on Washington, D.C., to demand their promised bonuses, it being the depths of the Depression. General Douglas MacArthur and his sidekick Dwight Eisenhower disregarded President Herbert Hoover’s order and burned their encampment down and drove the vets out of town at bayonet point.

We are today’s bonus marchers, and we’re coming to claim our bonus–PEACE.

Join activist veterans marching in solidarity to the White House, refusing to move, demanding the end of U.S. wars, which includes U.S. support—financial and tactical—for the Israeli war machine as well.

If we can gather enough courageous souls, nonviolently refusing to leave the White House, willing to be dragged away and arrested if necessary, we will send a message that will be seen worldwide. “End these wars – now!” We will carry forward a flame of resistance to the war machine that will not diminish as we effectively begin to place ourselves, as Mario Savio said, “upon the gears and upon the wheels, upon the levers, upon all the apparatus.” and we will make it stop.

We believe that the power of courageous, committed people is greater than that of corporate warmongers. But we will only see our power when we use it collectively, when we stand together.

With courage, persistence, boldness and numbers, we can eventually make this monstrous war machine grind to a halt, so that our children and all children everywhere can grow up in a peaceful world.

Join us at the White House on December 16th!

In this series, presented under the headline Songs To While Away The Class Struggle By, I will post some songs that I think will help us get through the “dog days” of the struggle for our communist future. I do not vouch for the political thrust of the songs; for the most part they are done by pacifists, social democrats, hell, even just plain old ordinary democrats. And, occasionally, a communist. Sadly though, hard communist musicians have historically been scarce on the ground and have rather more often than not been fellow-travelers. Thus, here we have a regular "popular front" on the music scene. While this would not be acceptable for our political prospects, it will suffice for our purposes here. Markin.

John Reed on Imperialist “Aid”

Radical American journalist John Reed was won to Bolshevism while reporting on the 1917 Russian Revolution in Petrograd. His classic Ten Days That Shook the World is a vivid eyewitness account of the insurrectionary days of the October Revolution. After his return from Russia, Reed was instrumental in the founding of the American Communist movement. As a delegate from the U.S. and as a member of the Executive Committee of the Third (Communist) International, he attended the First Congress of the Peoples of the East, held in September 1920 in Baku, capital of Soviet Azerbaijan. The Congress was convened to advance the revolutionary struggles of the exploited and the oppressed in the colonial and semicolonial world under the banner of Marxism and with the aid of the Soviet workers and those in the imperialist countries.

We print below a speech (undelivered due to time constraints) that Reed prepared for the Baku Congress warning against illusions in the American rulers’ promises of aid. At the time, the Bolshevik government was fighting a bloody civil war against counterrevolutionary forces backed by an imperialist blockade and an invasion by the armies of 14 capitalist states, including the U.S. Reed, stricken with typhus, died in Moscow soon after he returned from Baku.

Reed’s speech was originally published as an appendix to the Russian edition of the Baku Congress proceedings. The translation below was by Brian Pearce and was printed in Baku: Congress of the Peoples of the East (New Park, 1977).

I represent here the revolutionary workers of one of the great imperialist powers, the United States of America, which exploits and oppresses the peoples of the colonies.

You, the peoples of the East, the peoples of Asia, have not yet experienced for yourselves the rule of America. You know and hate the British, French and Italian imperialists, and probably you think that “free America” will govern better, will liberate the peoples of the colonies, will feed and defend them.

No. The workers and peasants of the Philippines, the peoples of Central America and the islands of the Caribbean, they know what it means to live under the rule of “free America.”

Take, for example, the peoples of the Philippines. In 1898 the Filipinos rebelled against the cruel colonial government of Spain, and the Americans helped them. But after the Spaniards had been driven out the Americans did not want to go away.

Then the Filipinos rose against the Americans, and this time the “liberators” started to kill them, their wives and children: they tortured them and eventually conquered them. They seized their land and forced them to work and make profits for American capitalists.

The Americans have promised the Filipinos independence. Soon an independent Filipino republic will be proclaimed. But this does not mean that the American capitalists will leave or that the Filipinos will not continue to work to make profits for them. The American capitalists have given the Filipino leaders a share of their profits—they have given them government jobs, land and money—they have created a Filipino capitalist class which also lives on the profits created by the workers—and in whose interest it is to keep the Filipinos in slavery.

This has also happened in Cuba, which was freed from Spanish rule with the help of the Americans. It is now an independent Republic. But American millionaire trusts own all the sugar plantations, apart from some small tracts which they have let the Cuban capitalists have: the latter also administer the country. And the moment that the workers of Cuba try to elect a government which is not in the interests of the American capitalists, the United States of America sends soldiers into Cuba to compel the people to vote for their oppressors.

Or let us take the example of the republics of Haiti and San Domingo, where the peoples won freedom a century ago. Since this island was fertile and the people living on it could be put to use by the American capitalists, the government of the U.S. sent soldiers and sailors there on the pretext of maintaining order and smashed these two republics, setting up in their place a military dictatorship worse than the British tyrants.

Mexico is another rich country which is close to the USA. In Mexico live a backward people who were enslaved for centuries, first by the Spaniards and then by foreign capitalists. There, after many years of civil war, the people formed their own government, not a proletarian government but a democratic one, which wanted to keep the wealth of Mexico for the Mexicans and tax the foreign capitalists. The American capitalists did not concern themselves with sending bread to the hungry Mexicans. No, they initiated a counter-revolution in Mexico, in which Madero, the first revolutionary President, was killed. Then, after a three-year struggle, the revolutionary regime was restored, with Carranza as President. The American capitalists made another counter-revolution and killed Carranza, establishing once more a government friendly to themselves.

In North America itself there are ten million Negroes who possess neither political or civil rights, despite the fact that by law they are equal citizens. With the purpose of distracting the attention of the American workers from the capitalists, their exploiters, the latter stir up hatred against the Negroes, provoking war between the white and black races. The Negroes, whom they lawlessly burn alive, are beginning to see that their only hope lies in armed resistance to the white bandits.

At the present time the American capitalists are addressing friendly words to the peoples of the East, with a promise of aid and food. This applies especially to Armenia. Millions of dollars have been collected by the American millionaires in order to send bread to the starving Armenians. And many Armenians are now looking for help to Uncle Sam.

These same American capitalists incite the American workers and farmers against each other: they starve and exploit the peoples of Cuba and the Philippines, they savagely kill and burn alive American Negroes, and in America itself American workers are obliged to work under frightful conditions, receiving low wages for a long work-day. When they are exhausted they are thrown out on to the street, where they die of hunger.

The same gentleman who is now in charge of bringing aid to the starving Armenians, Mr. Cleveland Dodge, who writes emotional articles about how the Turks have driven the Armenians into the desert, is the owner of big copper mines where thousands of American workers are exploited, and when these workers dared to go on strike the guards protecting Mr. Dodge’s mines drove them at the point of the bayonet out into the desert—just as was done to the Armenians.

Many Armenians are grateful to America for its attitude to the Armenians who suffered from the brutality of the Turks during the war. But what has America done for the Armenians apart from issuing wordy declarations? Nothing. I was in Constantinople at that time, in 1915, and I know that the missionaries refused to make any serious protest against the atrocities, saying that they had a lot of property in Turkey and so did not want to bring pressure to bear on the Turks. The American ambassador, Mr. Strauss, himself a millionaire who exploited thousands of workers in his enterprises in America, proposed that the entire Armenian people be shipped to America, and himself donated quite a large sum for this project to be carried out; but his plan was to make the Armenians work in American factories and provide cheap labour so as to increase the profits of Mr. Strauss and his friends.

But why do the American capitalists promise aid and food to Armenia? Is it out of pure philanthropy? If so, let them feed the peoples of Central America and help the Negroes of America itself.

No. The main reason is that there is mineral wealth in Armenia, and that it is a big reservoir of cheap labour which can be exploited by American capitalists.

The American capitalists want to win the confidence of the Armenians with a view to getting their claws into Armenia and enslaving the Armenian nation. It is with this aim that American missionaries have established schools in the Near East.

But there is also another very important reason: the American capitalists, together with the other capitalist nations, united in the League of Nations, are afraid that the workers and peasants of Armenia will follow the example of Soviet Russia and Soviet Azerbaidzhan, will take power and their country’s resources into their own hands, and will work for themselves, making a united front with the workers and peasants of the whole world against world imperialism. The American capitalists are afraid of a revolution in the East.

Promising food to starving peoples and at the same time organizing a blockade of the Soviet Republics—that is the policy of the United States. The blockade of Soviet Russia has starved to death thousands of Russian women and children. This same method of blockade was applied in order to turn the Hungarian people against their Soviet Government. The same tactic is now being used in order to draw the people of White Hungary into war against Soviet Russia. This method is also being used in the small countries bordering on Russia—Finland, Estonia, Latvia. But now all these small countries have been obliged to make peace with Soviet Russia: they are bankrupt and starving. Now the American Government no longer offers them food; they are no longer of any use to America, and so their peoples can starve.

The American capitalists promise bread to Armenia. This is an old trick. They promise bread but they never give it. Did Hungary get bread after the fall of the Soviet Government? No. The Hungarian people are still starving today. Did the Baltic countries get bread? No. At a time when the starving Estonians had nothing but potatoes, the American capitalists sent them ships laden with rotten potatoes which could not be sold at a profit in America. No, comrades, Uncle Sam is not one ever to give anybody something for nothing. He comes along with a sack stuffed with straw in one hand and a whip in the other. Whoever takes Uncle Sam’s promises at their face value will find himself obliged to pay for them with blood and sweat. The American workers are demanding an ever larger share of the product of their labour; with a view to preventing revolution at home, the American capitalists are forced to seek out colonial peoples to exploit, peoples who will furnish sufficient profit to keep the American workers in obedience and so make them participants in the exploitation of the Armenians. I represent thousands of revolutionary American workers who know this, and who understand that, acting together with the Armenian workers and peasants, with the toiling masses of the whole world, they will overthrow capitalism. World capitalism will be destroyed, and all the peoples will be free. We appreciate the need for solidarity between all the oppressed and toiling peoples, for unity of the revolutionary workers of all the countries of Europe and America under the leadership of the Russian Bolsheviks, in the Communist International. And we say to you, peoples of the East: Do not believe the promises of the American capitalists!

There is only one road to freedom. Unite with the Russian workers and peasants who have overthrown their capitalists and whose Red Army has beaten the foreign imperialists! Follow the red star of the Communist International!

Evidentiary hearing March 2 for Cisco

In a brief court appearance December 3 for Francisco (Cisco) Torres, Judge Moscone granted the defense motion for an evidentiary hearing and set March 2 as the date. The defense will call retired San Francisco police officer Henry Fikkers to testify about wiretaps he has claimed to know about.

The police, FBI, and prosecution have claimed all along that there were no wiretaps relevant to the case, an assertion which seems absurd on its face given the well documented use of taps on the left and on the Black Panther Party in particular during the time period of the case (1968-1973). However, many of those wiretaps were illegal and courts have thrown out charges in other cases based on their use, so it is no surprise that the state wishes to hide their possible existence in the San Francisco 8 case.

The evidentiary hearing is estimated to last a day and should prove most interesting to any who can come to the courtroom. Cisco plans to be there; he was in court today with a sizable number of supporters including some new faces and some who had been missed, along with some dependable regulars.

Pack the courtroom: Wednesday March 2, 2011 at 9:30 a.m. at 850 Bryant Street in Department 22 (although the courtroom may be changed at the last minute, check with a bailiff if needed).
