On The 100th Anniversary Of The Russian Revolution-In Honor Of John Reed-Harvard Class Of 1910- Warren Beatty's "Reds"





The important contribution of John Reed to the revolutionary movement here in America before World War I and later during the Russian revolution and its aftermath has never been fully appreciated. Thus, Warren Beatty, whatever his personal motives, has done a great service in filming the life of this “traitor to his class” (and his Harvard Class of 1910) and partisan of the international working class.


As usual with such commercial enterprises the order of things gets switched in the wrong direction. The love affair between Reed (played by Beatty) and budding writer and early feminist Louise Bryant (and a little third party intervention by playwright Eugene O’Neill, played by Jack Nicholson) is set against the backdrop of the Russian Revolution not the other way around, but such is cinematic license. More than most film depictions this one mainly gets the story straight; the early free-lance journalism tied to the Mexican Revolution; the bohemian life of pre-World War I Greenwich Village in New York City including their patrons; the socialist fight against American participation in World War I; the fight among socialist (and anarchists) over support to the Russian Revolution; and, an interesting segment on the in-fighting in the early communist movement between the foreign language federations and the Reed-led “Natives” which was ‘resolved’ in at Communist International headquarters. Those ‘natives’  who in the course of events would form the leadership of the party through most of the twenties when the cadre still wanted to make a revolution here and not just cheer on the Russian Revolution from afar. A nice touch in the film is the interplaying of commentaries by those, friend and foe, who knew or knew of Reed or were around during this time. See this movie.

BOOK REVIEW


This is the Anniversary of the Bolshevik-led Russian Revolution. It is fitting that I review a book that did much to give Westerners a bird's-eye view of what happened during that tumultuous year. Forward To New Octobers!


Ten Days That Shook The World, John Reed, New American Library Edition, New York, 1967



I, on more than one occasion, have mentioned that for a detailed history of the ebb and flow of the Russian Revolution of 1917 from February to October of that year your man is the great Russian revolutionary Leon Trotsky. Trotsky’s "History of the Russian Revolution" is partisan history at its best. One does not and should not, at least in this day in age, ask historians to be ‘objective’. One simply asks that the historian present his or her narrative and analysis and get out of the way. Trotsky meets that criterion. I have also mentioned in that same context that there are other excellent sources on this subject, depending on your needs. If you are looking for a general history of the revolution or want an analysis of what the revolution meant for the fate of various nations after World War I or its affect on world geopolitics look elsewhere. E.H. Carr’s "History of the Bolshevik Revolution" offers an excellent multi-volume set that tells that story through the 1920’s. Or if you want to know what the various parliamentary leaders, both bourgeois and Soviet, were thinking and doing from a moderately leftist viewpoint read Sukhanov’s "Notes on the Russian Revolution". If you need a more journalistic account for the period of the seizure of power by the Bolsheviks and the immediate aftermath, the book under review, John Reed’s classic "Ten Days That Shook the World" is invaluable.

If we do not, as mentioned above, expect our historians to be ‘objective’ then we have a lesser expectation of those journalists who write the ‘first draft of history’. Reed makes no bones about the fact that that he is a partisan of the Bolshevik-led social revolution that he was witnessing. He, nevertheless, tells his story reasonably well for those who are not partisans. Moreover, Reed seems to have been everywhere in Petersburg during those days. He is as likely to have been reporting from Petersburg’s Winter Palace, the seat of the Kerensky's Provisional Government, as Smolny, the seat of the insurgent Soviets. We can find him among the bourgeois politicians of the City Duma or at the Russian Army General Staff headquarters. Hell, he was also in Moscow when things were hot there as the Soviet forces tried to seize the Kremlin. He is at meetings large-Peasant Soviet size- or in some back room at Smolny with Trotsky’s Military Revolutionary Committee that directed the uprising. To that extent, as a free lancer on the move, he covers physically during this period much more territory than Trotsky could as central director of the action and thus has more first hand observations.

Reed’s style tends toward straight forward reportage with little obvious sense of irony in the various situations that he is witnessing. Of course, against Trotsky’s masterly ironic sense he is bound to suffer by comparison. Nevertheless Reed gets us into places like the City Duma and into the heads of various characters like the Mayor of Petersburg that Trotsky, frankly, displayed no interest in dealing with. Probably the greatest compliment that one could pay Reed is that he is widely quoted as a reliable source in many historical accounts from Trotsky on the winning side to someone like Kerensky on the losing side. For those who want a quick but serious overview of the dynamic of the October Revolution then here is your man. Add in his companion Louise Bryant’s separate account, "Six Month In Red Russia" (if you can find it), and some very good primary source poster, pamphlet and newspaper material in the appendices of Reed’s book and you are on your way.

REDS, THE 25TH ANNIVERSARY EDITION (ORIGINALLY RELEASED IN 1981)

Those ‘natives’, the likes of Earl Browder, James Cannon and William Z. Foster, in the course of events would form the leadership of the party through most of the twenties when the cadre still wanted to make a revolution here and not just cheer on the Russian Revolution from afar. A nice touch in the film is the interweaving of commentaries by those, friend and foe, who knew or knew of Reed or were around during this time. See this movie.

In the introduction to a recent posting that started a series entitled From The Archives Of The Spartacist League (U.S.) I noted the following that applies to this series on the early days of the American Communist Party as well:

“In October 2010 I started what I anticipate will be an on-going series, From The Archives Of The Socialist Workers Party (America), starting date October 2, 2010, where I will place documents from, and make comments on, various aspects of the early days of the James P. Cannon-led Socialist Worker Party in America. As I noted in the introduction to that series Marxism, no less than other political traditions, and perhaps more than most, places great emphasis on roots, the building blocks of current society and its political organizations. Nowhere is the notion of roots more prevalent in the Marxist movement that in the tracing of organizational and political links back to the founders, Karl Marx and Friedrich Engels, the Communist Manifesto, and the Communist League.

After mentioning the thread of international linkage through various organizations from the First to the Fourth International I also noted that on the national terrain in the Trotskyist movement, and here I was speaking of America where the Marxist roots are much more attenuated than elsewhere, we look to Daniel DeLeon’s Socialist Labor League, Eugene V. Debs' Socialist Party( mainly its left-wing, not its socialism for dentists wing), the Wobblies (IWW, Industrial Workers Of The World), the early Bolshevik-influenced Communist Party and the various formations that led up to the Socialist Workers Party, the section that Leon Trotsky’s relied on most while he was alive…..”

I am continuing today in that vane in what I also anticipate will be an on-going series on the early days of the American Communist party from which we who are students of Leon Trotsky trace our roots. Those roots extend from the 1919 until 1929 when those who would go on after being expelled, led by James P. Cannon, to form the Socialist Workers Party which also is part of our heritage. That is not the end of the matter though as the American Communist Party also represented a trend in the 1930s, the Popular front strategic policy, that has bedeviled revolutionaries ever since in one form or another. Those 1930s issues need to be addressed as well.

The Socialist Party of America, led by the notorious traitors to Socialism, Algernon Lee and Maurice Hillquit, has long been ripe for a split. On April 9th [1918], 7 of the party representatives voted for the 4th Liberty Loan. The action aroused a storm of indignation in the Left Wing, which demanded that the satellites of the government should be expelled from the party. Shortly afterwards, a number of Left Wing members of the New York branch led by Larkin, Mac-Alpine, Fraina, and Reed, published the Manifesto-Program of the Left Wing of the Socialist Party. The most noteworthy passage in this document runs as follows:

In the beginning of August 1914, the world had the aspect of a volcano about to erupt. The periodic succession of violent explosions heralded a catastrophe; but the diplomatists and statesmen did their best to localize the disturbances; while the masses in every case, after some slight stirring, relapsed into lethargic slumber, troubled only by vague apprehensions and gloomy forebodings, what time the subterranean fires were growing ever fiercer.

Many had blind faith in the wisdom of the governments, and in the powerful influence of Christianity uniting in fraternal ties the peoples of the civilized world. Others put their trust in the growing strength of the international Socialist movement. The German Social Democrats and the French Socialists exchanged telegrams solemnly pledging themselves not to participate in the war should war be declared by their respective governments. If instead of sending telegrams the Socialists of these countries had organized a general strike, they would doubtless have been able to make the governments hear reason....

The Social Democrats failed to do their duty, and the war broke out. “Revolutionary Socialism,” the manifesto goes on to say, “was not for long content to remain passive. In Germany, Karl Liebknecht, Franz Mehring, Rosa Luxemburg, and Otto Ruhle founded the Spartacus Group. But their voices were downed by the roar of the cannon and by the groans of the mutilated and dying.”

Subsequently the authors of the manifesto express their emphatic disagreement with the Socialists of the Right upon the matter of party tactics. The Socialists of the Right are doing everything in their power to counteract the revolution which is ripening among the masses. But the manifesto declares that the universal support of this same revolution is “the essential problem before the party.”

The manifesto subjects the League of Nations to a pitiless criticism, showing that the League is merely a new form of “Imperialist capitalism.” It warns the workers against putting their trust in “bourgeois reforms,” which are instituted for the sold purpose of quenching revolutionary fires. The American capitalists wish to make use of the labor organizations for their own imperialist aims. “We are convinced that in the near future our capitalists will begin to talk, like Bismarck, of the absolute necessity of instituting labor legislation, with state insurance for old age and unemployment. They will institute various other bourgeois reforms whose purpose it is to fit the workers as instruments for supplying the capitalists with the maximum of profit in the shortest possible time.”

The manifesto insists that the center of gravity of Socialist work is not to be found in the parliamentary activities of representatives of the working class, but in the direct action of the masses. The Socialist Party, therefore, must deliberately guide the class struggle of the workers, and must formulate a clearcut program to be realized by the coming proletarian revolution. The following is such a program:

1. The organization of workers’ councils; propaganda on behalf of the Soviet idea; the extending of a helping hand to all such working class mass organizations as are really of the Soviet type, to all such organizations as are well suited for the direct carrying on of the class struggle, for the seizure of the power of the state, and for the foundation of a new proletarian state which shall organize all the workers and be the instrument of proletarian dictatorship.

2. Self-government in industry realized through the industrial organizations of the workers (industrial unions or industrial councils), this being the antithesis of nationalization and the state control of industry.

3. Repudiation of national and municipal debts, with compensation for the holders of small parcels of stock.

4. Expropriation of the banks as a first step towards the complete expropriation of capital.

5. Expropriation of the railways and of all the trusts, without compensation—for compensation would enable the capitalists to continue the exploitation of the workers. But the owners of small-scale undertakings must be furnished with the means of livelihood during the transition period.

6. Socialization of foreign commerce.

The Left Wing Socialists did not let matters rest with the publication of this manifesto. In addition they instituted energetic revolutionary propaganda. During April [1919] they founded in New York a journal to voice their views, The Communist. This is edited by John Reed; MacAlpine, Gurvich [Nicholas Hourwich], and B. Gitlow are on the editorial staff. Two other organs represent the same trend: The Revolutionary Age, edited by Louis Fraina; and The Liberator, edited by Max Eastman.

These revolutionary activities on the part of the US Communists have aroused the fierce hostility of the Right Wing leaders, who accuse the Communists of infringing party discipline, of founding secret organizations in the party, and so on. In the end, the National Executive Committee of the Socialist Party of America decided to expel a number of foreign groups and Left Wing organizations. This reduced the membership of the party by more than half.

The Left Wing organizations then summoned their own congress, which opened in New York on June 22nd [1919]. It was decided to found a new party, to be known as the Communist Party. A program was adopted substantially identical with that detailed above. As far as parliamentarism is concerned, we may quote the following passage of the program: “We do not repudiate the parliamentary struggle; we shall participate in electoral campaigns, shall run candidates for Congress, and for various other positions in social life. But we participate in the parliamentary struggle only in so far as our representatives in Congress can be considered agitators, preaching the ideas of the social revolution.”

Unfortunately we have no information as to the decision adopted concerning adhesion to the Third International. All we know is that the question was on the agenda.

Nor have we any information as to the numerical strength of the party. It is quite possible that the party has not yet assumed the character of an organization of the masses. But in the epoch of universal history upon which we have now entered, every great movement of the toiling masses and the oppressed invariably assumes a Communist form and inevitably culminates in a struggle for the dictatorship of the proletariat. At this juncture, America may be described as an erupting volcano. Strikes follow one another ceaselessly. In many of the states there have been armed revolts among the negroes, who demand equal rights. More than 100,000 fully armed Afro-Americans took part in what amounted to actual battles in the streets of Chicago. The revolt was led by colored ex-soldiers back from the front.

We have to remember that the colored population of the US is estimated at 12 million, and that two of the revolutionary watchwords: “Equality before the Law,” and “Humane Treatment,” are greatly appreciated by these oppressed millions.

We are confident that our American comrades will unite into a single stream the scattered torrents of the mass movement, that they will free it from foreign bodies, and will break the lava crust which has formed upon the surface. Then, from the rumbling volcano of the capitalist order there will escape a brilliant and mighty jet of flame which will consume all the obstacles in its path, and will crystallize, as it cools, to form a new society of labor.

HONOR A FOUNDING MEMBER OF THE AMERICAN COMMUNIST MOVEMENT –AND A CLASS TRAITOR, TO BOOT


John Reed, Harvard Class of 1910, epitomized the best of the pre-World War I bourgeois radicals. Unlike the vast majority of his Class and class he cast his fate with the working people and oppressed of America at a time when the dominant left bourgeois movement- the Progressive movement- was busy applying band aids to the increasingly inequitable capitalist system. The radical movement is always in need, sometimes like now desperately in need, of intellectuals to tell its side of the story. Despite some exceptions, like Reed, the intellectuals then, as now, either stood on the sidelines or at most acted as ‘fellow travelers’ to the movement. Reed on the contrary put all his energies into the movement. As a journalist he sought out all the radical hotspots of his time starting with his coverage of the Mexican Revolution, through the various workers’ strikes of the 1910’s in America culminating in his coverage of the heroic period of the Russian Revolution. His journalistic account of the Bolshevik seizure of power, Ten Days That Shook the World, stands even today as one of the best eyewitness accounts of that turbulent time in Russia.

John Reed’s political development also offers today’s militant leftists an insight into how the swirl of events drives the best militants leftward. Reed started out in the typically Bohemian milieu of New York City's Greenwich Village and imbibed its avante guarde cultural offerings and its pretensions. However, as the United States lurched into participation into World War I he grew stronger as an anti-war advocate and placed himself on the line to oppose that war. This was the great dividing point in the radical movement of the time. This separated the dilettantes and mere reformists from serious revolutionaries. Not an unusual political development, but an important one.

Under the influence of the Russian Revolution Reed led the left wing of the American Socialist Party on a program of opposition to the war and defense of the Bolshevik Revolution. When the left wing was forced out of the Socialist Party he formed a communist organization based on the centrally of the native American working class as the vanguard of the American Revolution. Opposed to that were left-wingers, mainly foreign born elements based on the various language federations of the old Socialist Party, who essentially wanted to act as cheerleaders for the Russian Revolution-and no much else. The result was the creation of two communist organizations that caused no end of problems both here and in the Communist International. But the fights to lead the Socialist Party leftward and later between the communist organizations are stories for another time, and worth separate space.

Reed’s political trajectory parallels that of some of the more serious elements of the radical generation of ’68, the class traitors of that generation, in this country who were won to radicalism by the civil rights movement and early opposition to the Vietnam War. As always some remained dilettantes, lost energy or capitulated to the power of parliamentary politics. However, the better elements came to understand, sometimes fitfully and haphazardly, the need for a Leninist-type organization if one was to fight the monster of American imperialism to the end. Reed would have applauded such efforts. Reed’s untimely death in 1920 before the Communist movement got off the ground has left some room for speculation about what his ultimate position would have been toward the Soviet Union. And that is where it remains, speculation. What we know for sure is that when the deal went down he was on the side of the angels. Damn, we could use a few more class traitors like him these days. Are there any out there?

One minute he was in some Cadet tea party (bourgeois liberals) where they were more afraid of the Soviets and what that meant that the Germans at the door, and acted on that traitorous conviction , the next minute at the mad house Smolny (seat of the various Soviet enclaves), the next day at the ever changing military front (with it ever changing loyalties, first to the bourgeois Provisional government, then neutral, then pro-Soviet and every possible combination depending on the political situation, who had the most to offer, or what agitator from what party just spoke well enough to win a following).

Books To While Away The Class Struggle By-Up Close And Personal- John Reed and The Russian Revolution Of 1917

This is the 95th Anniversary of the Bolshevik-led Russian Revolution. It is fitting that I review a book that did much to give Westerners a bird's-eye view of what happened during that tumultuous year. Forward To New Octobers!

Ten Days That Shook The World, John Reed, New American Library Edition, New York, 1967

I, on more than one occasion, have mentioned that for a detailed history of the ebb and flow of the Russian Revolution of 1917 from February to October of that year your man is the great Russian revolutionary Leon Trotsky. Trotsky’s "History of the Russian Revolution" is partisan history at its best. One does not and should not, at least in this day in age, ask historians to be ‘objective’. One simply asks that the historian present his or her narrative and analysis and get out of the way. Trotsky meets that criterion. I have also mentioned in that same context that there are other excellent sources on this subject, depending on your needs. If you are looking for a general history of the revolution or want an analysis of what the revolution meant for the fate of various nations after World War I or its affect on world geopolitics look elsewhere. E.H. Carr’s "History of the Bolshevik Revolution" offers an excellent multi-volume set that tells that story through the 1920’s. Or if you want to know what the various parliamentary leaders, both bourgeois and Soviet, were thinking and doing from a moderately leftist viewpoint read Sukhanov’s "Notes on the Russian Revolution". If you need a more journalistic account for the period of the seizure of power by the Bolsheviks and the immediate aftermath, the book under review, John Reed’s classic "Ten Days That Shook the World" is invaluable.

If we do not, as mentioned above, expect our historians to be ‘objective’ then we have a lesser expectation of those journalists who write the ‘first draft of history’. Reed makes no bones about the fact that that he is a partisan of the Bolshevik-led social revolution that he was witnessing. He, nevertheless, tells his story reasonably well for those who are not partisans. Moreover, Reed seems to have been everywhere in Petersburg during those days. He is as likely to have been reporting from Petersburg’s Winter Palace, the seat of the Kerensky's Provisional Government, as Smolny, the seat of the insurgent Soviets. We can find him among the bourgeois politicians of the City Duma or at the Russian Army General Staff headquarters. Hell, he was also in Moscow when things were hot there as the Soviet forces tried to seize the Kremlin. He is at meetings large-Peasant Soviet size- or in some back room at Smolny with Trotsky’s Military Revolutionary Committee that directed the uprising. To that extent, as a free lancer on the move, he covers physically during this period much more territory than Trotsky could as central director of the action and thus has more first hand observations.

Reed’s style tends toward straight forward reportage with little obvious sense of irony in the various situations that he is witnessing. Of course, against Trotsky’s masterly ironic sense he is bound to suffer by comparison. Nevertheless Reed gets us into places like the City Duma and into the heads of various characters like the Mayor of Petersburg that Trotsky, frankly, displayed no interest in dealing with. Probably the greatest compliment that one could pay Reed is that he is widely quoted as a reliable source in many historical accounts from Trotsky on the winning side to someone like Kerensky on the losing side. For those who want a quick but serious overview of the dynamic of the October Revolution then here is your man. Add in his companion Louise Bryant’s separate account, "Six Month In Red Russia" (if you can find it), and some very good primary source poster, pamphlet and newspaper material in the appendices of Reed’s book and you are on your way.

Marvin Byrd has worked in Harvard's Science Center mail room since 1995. He was hired first as a "casual" worker, and then into a union position in 2008. Partially-disabled, Marvin wears foot orthotics and custom-made shoes; he has always been reliable, responsible and dependable in his job. When he applied for a better-paid position in 2007 he was passed over, despite being an internal candidate. He has lived on an income derived from 29 hours a week, since being hired into a Mail Clerk I position in the lowest salary grade in the union.
This year management made Marvin pick from three harsh choices: a cut to 25 hours spread over six work days, an even-worse cut to 20 hours over a 5-day week, or losing his job completely. Feeling he had little choice, Marvin picked the 25-hour schedule, which meant diminished pay and getting just one day off from work. Marvin has a grueling commute on public transportation, which management knew about before cutting his hours arid income. No one else in his unit faced any change to their scheduled hours, and no one else had to accept a regular schedule of six days per week.
Marvin now has to get on the bus in Lynn at 7:30 a.m. to get to work, at Harvard by 10. He typically gets just 4-5 hours of work and then has to get back on the Tfor his journey home. He can't get another part-tijne job to make up for the cut in his income,

because he only has one day off from Harvard. Marvin has less money to live on; the cut in pay was immediate with no transition, arid immediately affected Marvin's ability to meet his obligations in leading his daily life. Campus workers believe Harvard managers are trying to push Marvin out of his job.

HONOR THE MEMORY OF JOHN REED

COMMENTARY

HONOR A FOUNDING MEMBER OF THE AMERICAN COMMUNIST MOVEMENT –AND A CLASS TRAITOR, TO BOOT

John Reed, Harvard Class of 1910, epitomized the best of the pre-World War I bourgeois radicals. Unlike the vast majority of his Class and class he cast his fate with the working people and oppressed of America at a time when the dominant left bourgeois movement- the Progressive movement- was busy applying band-aids to the increasingly inequitable capitalist system. The radical movement is always in need, sometimes like now desperately in need, of intellectuals to tell its side of the story. Despite some exceptions, like Reed, the intellectuals then, as now, either stood on the sidelines or at most acted as ‘fellow travelers’ to the movement. Reed on the contrary put all his energies into the movement. As a journalist he sought out all the radical hotspots of his time starting with his coverage of the Mexican Revolution, through the various workers’ strikes of the 1910’s in America, culminating in his coverage of the heroic period of the Russian Revolution. His journalistic account of the Bolshevik seizure of power, Ten Days That Shook the World, stands even today as one of the best eyewitness accounts of that turbulent time in Russia.

John Reed’s political development also offers today’s militant leftists an insight into how the swirl of events drives the best militants leftward. Reed started out in the typically Bohemian milieu of New York City's Greenwich Village and imbibed its avante guarde cultural offerings and its pretensions. However, as the United States lurched into participation into World War I he grew stronger as an anti-war advocate and placed himself on the line to oppose that war. This was the great dividing point in the radical movement of the time. This separated the dilettantes and mere reformists from serious revolutionaries. Not an unusual political development, but an important one.

Under the influence of the Russian Revolution Reed led the left-wing of the American Socialist Party on a program of opposition to the war and defense of the Bolshevik Revolution. When the left-wing was forced out of the Socialist Party he formed a communist organization based on the centrally of the native American working-class as the vanguard of the American Revolution. Opposed to that were left-wingers, mainly foreign-born elements based on the various language federations of the old Socialist Party, who essentially wanted to act as cheerleaders for the Russian Revolution-and no much else. The result was the creation of two communist organizations that caused no end of problems both here and in the Communist International. But the fights to lead the Socialist Party leftward and later between the communist organizations are stories for another time, and worth separate space.

Reed’s political trajectory parallels that of some of the more serious elements of the radical generation of ’68, the class traitors of that generation, in this country who were won to radicalism by the civil rights movement and early opposition to the Vietnam War. As always some remained dilettantes, lost energy or capitulated to the power of parliamentary politics. However, the better elements came to understand, sometimes fitfully and haphazardly, the need for a Leninist-type organization if one was to fight the monster of American imperialism to the end. Reed would have applauded such efforts. Reed’s untimely death in 1920 before the Communist movement got off the ground has left some room for speculation about what his ultimate position would have been toward the Soviet Union. And that is where it remains, speculation. What we know for sure is that when the deal went down he was on the side of the angels. Damn, we could use a few more class traitors like him these days. Are there any out there?

Soviets in Action-John Reed

This piece was first published in October 1918 in The Liberator, a radical monthly edited by Max Eastman, which did pioneering work in rallying support for Bolshevism in the United States. The article provides an eye-witness account of the role of the soviets, and other organs of workers’ democracy such as the factory committees, before and after the October Revolution. The author is well-known for his celebrated account of the Revolution, Ten Days That Shook the World. On his return to the USA, John Reed helped to found the Communist Labor Party, and was delegated to the Second Congress of the Communist International, held in Moscow in 1920. While in Russia, Reed contracted typhus and died. He was buried in Moscow’s Red Square.

THROUGH ALL the chorus of abuse and misrepresentation directed against the Russian Soviets by the capitalist press there runs a voice shrill with a sort of panic, which cries: ‘There is no government in Russia! There is no organisation among the Russian workers! It will not work! It will not work!’

There is method in the slander.

As all real socialists know, and as we who have seen the Russian Revolution can testify, there is today in Moscow and throughout all the cities and towns of the Russian land a highly complex political structure, which is upheld by the vast majority of the people and which is functioning as well as any newborn popular government ever functioned. Also the workers of Russia have fashioned from their necessities and the demands of life an economic organisation which is evolving into a true industrial democracy.

The Soviet state is based upon the Soviets – or Councils – of Workers’ and Peasants’ Deputies. These Councils – institutions so characteristic of the Russian Revolution – originated in 1905, when, during the first general strike of the workers, Petrograd factories and labour organisations sent delegates to a Central Committee. This Strike Committee was named Council of Workers’ Deputies. It called the second general strike of the fall of 1905, sent out organisers all over Russia, and for a short time was recognised by the Imperial Government as the authorised spokesman of the revolutionary Russian working class.

Upon the failure of the 1905 Revolution, the members of the Council either fled or were sent to Siberia. But so astoundingly effective as a political organ was this type of union that all revolutionary parties included a Council of Workers’ Deputies in their plans for the next uprising.

In March 1917, when, in the face of all Russia rearing like a sea, the Tsar abdicated and Grand Duke Michael declined the throne, and the reluctant Duma was forced to assume the reins of government, the Council of Workers’ Deputies sprang fully-fledged into being. In a few days it was enlarged to include delegates of the Army, and called the Council of Workers’ and Soldiers’ Deputies. Except for Kerensky the Duma Committee was composed of bourgeois, and had no connection with the revolutionary masses whatever. Fighting had to be done, order had to be restored, the front guarded. The Duma members had no way of executing these duties; they were obliged to appeal to the representatives of the workers and soldiers – in other words the Council. The Council took charge of the work of Revolution, of co-ordinating the activities of the people, preserving order. Moreover, it assumed the task of assuring the Revolution against its betrayal by the bourgeoisie.

From the moment when the Duma was forced to appeal to the Council, two governments existed in Russia and these two governments struggled for the mastery until November 1917, when the Soviets, with the Bolsheviks in control, overthrew the coalition government.

There were, as I have said, Soviets of both Workers’ and of Soldiers’ Deputies. Somewhat later there came into being Soviets of Peasants’ Deputies. In most cities the Workers’ and Soldiers’ Soviets met together; they also held their All-Russian Congress jointly. The Peasants’ Soviets, however, were held aloof by the reactionary elements in control, and did not join with the workers and soldiers until the November revolution and the establishment of the Soviet Government.

THE SOVIET is based directly upon the workers in the factories and the peasants in the field. At first the delegates of Workers’, Soldiers’ and Peasants’ Soviets were elected according to rules which varied with the needs and population of various localities. In some villages the peasants chose one delegate for each fifty voters. Soldiers in garrison were given a certain number of delegates for each regiment, regardless of its strength; the army in the field, however, had a different method of electing their Soviets. As for the workers in the great cities, they soon found out that their Soviets became unwieldy unless the delegates were limited to one for each five hundred. In the same way, the first two All-Russian Congresses of Soviets were roughly based upon one delegate for each twenty five thousand voters, but in fact the delegates represented constituencies of various sizes.

Until February 1918 anybody could vote for delegates to the Soviets. Even had the bourgeoisie organised and demanded representation in the Soviets, they would have been given it. For example, during the regime of the Provisional Government there was bourgeois representation in the Petrograd Soviet – a delegate of the Union of Professional Men which comprised doctors, lawyers, teachers, etc.

Last March, the constitution of the Soviets was worked out in detail and applied universally. It restricted the franchise to: citizens of the Russian Socialist Republic of both sexes who shall have completed their eighteenth year by the day of election; all who have acquired the means of living through labour that is productive and useful to society and who are members of labour unions. Excluded from the right to vote were: employers of labour for profit; persons who lived on unearned increment; merchants and agents of private business; employers of religious communities; former members of the police and gendarmerie; the former ruling dynasty; the mentally deficient; the deaf and dumb; and those who had been punished for selfish and dishonourable misdemeanours.

As far as the peasants are concerned, each hundred peasants in the villages elect one representative to the Volost, or Township, Soviet. These Volost Soviets send delegates to the Uyezd, or County, Soviets, which in turn send delegates to the Oblast, or Provincial, Soviet, to which also are elected delegates from the Workers’ Soviets in the cities.

The Petrograd Soviet of Workers’ and Soldiers’ Deputies, which was in operation when I was in Russia, may serve as an example of how the urban units of government function under the socialist state. It consisted of about 1,200 deputies, and in normal circumstances held a plenary session every two weeks. In the meantime, it elected a Central Executive Committee of 110 members, based upon party proportionality, and this Central Executive Committee added to itself by invitation delegates from the central committees of all the political parties, from the central committees of the professional unions, the factory shop committees, and other democratic organisations.

Besides the big City Soviet, there were also the Rayori, or Ward, Soviets. These were made up of the deputies elected from each ward to the City Soviet, and administered their part of the city. Naturally, in some wards there were no factories, and therefore normally no representation of the ward either in the City Soviet or in Ward Soviets of their own. But the Soviet system is extremely flexible, and if the cooks and waiters, or the street sweepers, or the courtyard servants, or the cab drivers of that ward organised and demanded representation, they were allowed delegates.

Elections of delegates are based on proportional representation, which means that the political parties are represented in exact proportion to the number of voters in the whole city. And it is political parties and programmes which are voted for – not candidates. The candidates are designated by the central committees of the political parties, which can replace them by other party members. Also the delegates are not elected for any particular term, but are subject to recall at any time.

No political body more sensitive and responsive to the popular will was ever invented. And this was necessary, for in time of revolution the popular will changes with great rapidity. For example, during the first week of December 1917, there were parades and demonstrations in favour of a Constituent Assembly -that is to say, against the Soviet power. One of these parades was fired on by some irresponsible Red Guards, and several people killed. The reaction to this stupid violence was immediate. Within twelve hours the complexion of the Petrograd Soviet changed. More than a dozen Bolshevik deputies were withdrawn, and replaced by Mensheviki. And it was three weeks before public sentiment subsided – before the Mensheviki were retired one by one and the Bolsheviki sent back.

AT LEAST twice a year delegates are elected from all over Russia to the All-Russian Congress of Soviets. Theoretically these delegates are chosen by direct popular election: from the provinces, one for each hundred and twenty five thousand voters - from the cities, one for each twenty five thousand; in practice, however, they are usually chosen by the provincial and the urban Soviets. An extraordinary session of the Congress can be called at any time upon the initiative of the All-Russian Central Executive Committee, or upon the demand of Soviets representing one third of the working population of Russia.

This body, consisting of about two thousand delegates, meets in the capital in the form of a great Soviet, and settles upon the essentials of national policy. It elects a Central Executive Committee, like the Central Committee of the Petrograd Soviet, which invites delegates from the central committees of all democratic organisations.

This augmented Central Executive Committee of the Russian Soviets is the parliament of the Russian Republic. It consists of about three hundred and fifty persons. Between All-Russian Congresses it is the supreme authority; it must not act outside the lines laid down by the last Congress, and is strictly responsible in all its acts to the next Congress. For example, the Central Executive Committee can, and did, order that the peace treaty with Germany be signed, But it could not make this treaty binding on Russia. Only the All Russian Congress has power to ratify the treaty.

The Central Executive Committee elects from its midst eleven Commissars, to be chairmen of committees in charge of the different branches of government, in place of ministers. These Commissars can be recalled at any time. They are strictly responsible to the Central Executive Committee. The Commissars elect a chairman. Ever since the Soviet Government has been formed, this chairman – or Premier – has been Nicolai Lenin. If his leadership were unsatisfactory, Lenin could be recalled at any moment by the delegation of the masses of the Russian people, or in a few weeks’ time directly by the Russian people themselves.

The chief function of the Soviets is the defence and consolidation of the Revolution. They express the political will of the masses, not only in the All Russian Congresses, for the whole country, but also in their own localities, where their authority is practically supreme. This decentralisation exists because the local Soviets create the central government, and not the central government the local Soviets. In spite of local autonomy, however, the decrees of the Central Executive Committee, and the orders of the Commissars, are valid throughout all the country, because under the Soviet Republic there are no sectional or private interests to serve, and the cause of the Revolution is everywhere the same.

Ill-informed observers, mostly from the middle class intelligentsia, are fond of remarking that they are in favour of the Soviets, but against the Bolsheviks. This is an absurdity. The Soviets are the most perfect organs of working class representation, it is true, but they are also the weapons of proletarian dictatorship, to which all anti-Bolshevik parties are bitterly opposed. So the measure of the adherence of the people to the policy of proletarian dictatorship is not only measured by the membership of the Bolshevik Party – or, as it is now called, the Communist Party – but also by the growth and activity of local Soviets all over Russia.

The most striking example of this is among the peasants, who did not take the leadership of the revolution, and whose primitive and almost exclusive interest in it was the confiscation of the great estates. The Soviets of Peasants’ Deputies at first had practically no other function except the solution of the land question. It was the failure of the land solution under the coalition government which turned the attention of the great mass of peasants to the social reasons behind this failure – that, coupled with the ceaseless propaganda of the left wing of the Socialist Revolutionary Party, and of the Bolsheviki, and the return to the villages of the revolutionary soldiers.

The traditional party of the peasants is the Socialist Revolutionary Party. The great inert mass of peasants whose only interest was in their land, and who had neither fighting stamina nor political initiative, at first refused to have anything to do with the Soviets. Those peasants, however, who did participate in the Soviets soon awoke to the idea of the proletarian dictatorship. And they almost invariably joined the Left Socialist Revolutionary Party, and became fighting partisans of the Soviet government.

In the Commissariat of Agriculture in Petrograd hangs a map of Russia, sprinkled with red-headed pins. Each of these red-headed pins represents a Soviet of Peasants’ Deputies. When I first saw the map, hanging in the old headquarters of the Peasants’ Soviets at 6 Fontanka, the red points were sprinkled sparsely over the vast country, nor did the numbers grow. For the first eight months of the revolution there were volosts, uyezds, whole provinces in fact where only one or two large towns would show a Peasants’ Soviet, and perhaps a scattering of villages. After the November Revolution, however, you could see all Russia redder under your eyes, as village after village, county after county, province after province, awoke and formed its Peasant Council.

At the time of the Bolshevik insurrection a Constituent Assembly with an anti~Soviet majority could be elected; one month later it would have been impossible. I saw three All-Russian Peasants Conventions in Petrograd. The delegates arrived – the vast majority of them Right Socialist Revolutionaries They met in session – and very stormy sessions they always were – under the presidency of conservatives of the type of Avksentiev and Peshekhanov. In a few days they would move to the left and be dominated by pseudo-radicals like Tchernov. A few days later the majority would become very radical, and Maria Spiridonova would be elected chairman. Then the conservative minority would split off and set up a rump convention, which in a few days dwindled to nothing. And the main body would send delegates to join the Soviets at Smolny. This happened every time.

I shall never forget the Peasants’ Conference which took place towards the end of November, and how Tchernov fought for control and lost it, and that wonderful procession of grizzled proletarians of the soil who marched to Smolny through the snowy streets, singing, their blood-red banners floating in the bitter wind. It was dark night. On the steps of Smolny hundreds of working men were waiting to receive their peasant brothers, and in the dim light the two masses moving one down and the other up, rushed together and embraced, and wept, and cheered.

The Soviets can pass decrees effecting fundamental economic changes, but these must be carried out by the local popular organisations themselves. The confiscation and distribution of the land, for example, were left to the Peasants’ Land Committees. These Land Committees were elected by the peasants at the suggestion of Prince Lvov, first premier of the Provisional Government Some settlement of the land question was inevitable, by which the great estates should be broken up and distributed among the peasants. Prince Lvov asked the peasants to elect Land Committees, which should not only determine their own agricultural needs, but should also survey and make a valuation of the landed estates. But when these Land Committees attempted to function, the landlords had them arrested.

When the Soviets seized the power, its first action was to promulgate the Decree of the Land. This Land Decree was not a Bolshevik project at all, but the programme of the Right (or moderate) Socialist Revolutionary Party, drawn up on the basis of several hundred peasant memorials. It abolished forever private title to land or to natural resources in Russia, and gave over to the Land Committees the task of apportioning the land among the peasants, until the Constituent Assembly should finally settle the question. After the dissolution of the Constitution Assembly, the Decree was made final.

Outside of these few general propositions, and a section providing for the emigration of surplus population in congested neighbourhoods, the details of confiscation and distribution were left entirely to the local Land Committee. Kalagayev, the first Commissar of Agriculture, drew up an elaborate set of rules to guide the peasants in their action. But Lenin, in a speech before the Central Executive Committee, persuaded the government to leave the peasants to manage the matter in a revolutionary way, merely advising the poor peasants to combine against the rich peasants. (‘Let ten poor peasants oppose every rich peasant’, said Lenin.)

Of course no peasant could own his land, but still, he could take what land was due him and treat it as his private property. But the policy of the government, acting through the local Land Committee, is to discourage this tendency. Peasants who wish to become private landlords may do so, but they are not assisted by the government On the other hand, peasants who farm co-operatively are given credit, seed, implements and modern technical training.

Attached to the Land Committees are agricultural and forestry experts. In order to co-ordinate the practices of the local Committees a central body is elected from them, known as the Main Land Committee, which sits in the capital, in close touch with the Commissariat of Agriculture.

WHEN THE March Revolution broke, the owners and administrators of many industrial plants either left or were driven out by the workers. In the government factories, where labour had long been at the mercy of irresponsible bureaucrats appointed by the Tsar, this was particularly the case.

Without superintendents, foremen, and in many cases engineers and bookkeepers, the workers found themselves faced with the alternative of keeping the works going or of starving. A committee was elected, one delegate from each ‘shop’ or department; this committee attempted to run the factory. Of course, at first this plan seemed hopeless. The functions of the different departments could be co-ordinated in this way, but the lack of technical training on the part of the workers produced some grotesque results.

Finally there was a committee meeting at one of the factories, where a workman rose and said: ‘Comrades, why do we worry? The question of technical experts is not a difficult one. Remember the boss wasn’t a technical expert; the boss didn’t know engineering or chemistry or bookkeeping. All he did was to own. When he wanted technical help, he hired men to do it for him. Well, now we are the boss. Let’s hire engineers, bookkeepers, and so forth – to work for us!’

In the government factories the problem was comparatively simple, since the Revolution automatically removed the ‘boss’, and never really substituted another. But when the Factory Shop Committees spread to the privately-owned works, they were viciously fought by factory owners, most of whom were making contracts with the unions.

In the private factories, too, the shop committees were the product of necessity. After the first three months of the Revolution, during which the middle class and the proletarian organisations worked together in utopian harmony, the industrial capitalists began to be afraid of the growing power and ambition of the workers’ organisations – just as the country landowners feared the Land Committee, and the officers the soldiers’ committees and Soviets. Along about the first part of June began the more or less conscious campaign of the entire bourgeoisie to halt the Revolution, and break down the democratic organisations. Beginning with the Factory Shop Committees, the industrial owners planned to make a clean sweep of everything. including the Soviets. The army was disorganised, supplies and munitions and food diverted from it, and actual positions betrayed to the Germans – like Riga; in the country the peasants were persuaded to hoard their grain, and provoked to disorders, which gave the excuse to the Cossacks to ‘restore peace’; and in industry, more important than all, the machinery and operation of the factories themselves were sabotaged, transportation was still further wrecked, and the coal mines, metal mines and sources of raw materials damaged as much as possible. Every effort was made to shut down the factories and starve the workers back into submission to the old industrial regime.

This the workers were forced to resist. The Factory Shop Committee sprang up and took charge. At first, of course, Russian workers made ludicrous mistakes, as all the world has been told again and again. They demanded impossible wages – they attempted to run complicated scientific manufacturing processes without proper experience; in some cases, even, they asked the boss to return at his own terms. But such cases are the great minority In the majority of plants the workers were resourceful enough to be able to conduct the industry without bosses.

The owners attempted to falsify the books, to conceal orders; the Factory Shop Committee was forced to find out ways to control the books. The owners tried to strip the works – so the committee had to rule that nothing should go in or out of the plant without permission. When the factory was going to close down for lack of fuel, raw material, or orders, the Factory Shop Committee had to send men half across Russia to the mines, or down into the Caucasus for oil, to Crimea for cotton; and agents had to be sent out by the workers to sell the product. In the breakdown of the railroads, committee agents had to make agreements with the Railwaymen’s Union for transportation of freight. To guard against strike-breakers, the committee had to take over the function of hiring and discharging workers.

Thus the Factory Shop Committee was the creation of Russian anarchy, forced by necessity to learn how to manage industry, so that when the time came the Russian workers could take over actual control with little friction.

As an instance of how the masses worked together, there is the matter of two hundred thousand poods of coal, which was taken from the bunkers of the Baltic battle fleet in December, and turned over by the sailors’ committees to keep the factories of Petrograd running during the coal famine.

Obukhov Works was a steel plant manufacturing supplies for the Navy. The chairman of the Obukhov committee was a Russian-Arnerican, Petrovsky by name, well known here as an anarchist. One day the foreman of the torpedo department told Petrovsky that the department would have to close down owing to the impossibility of procuring certain small tubes used in the manufacture of torpedoes. The tubes were manufactured by a factory across the river, whose product was contracted for three months ahead. The closing down of the torpedo department meant that four hundred men would be out of work.

‘I’ll get the tubes’, said Petrovsky. He went direct to the tube factory, where, instead of calling upon the manager, he sought the chairman of the local Factory Shop Committee. ‘Comrade’, he said, ‘if we don’t get tubes in two days, our torpedo department will have to close down, and four hundred of the boys will be out of a job.’

The chairman called for his factory’s books, and discovered that some thousands of the tubes were contracted for by three private plants in the vicinity. He and Petrovsky thereupon visited these three plants, and called on the Factory Shop Committee chairmen. At two of the factories it was discovered that the tubes were not immediately needed; and next day the tubes were delivered to the Obukhov Works, and the torpedo department didn’t shut down.

In Novgorod was a textile mill. At the outbreak of the revolution the owner said to himself. ‘Here’s trouble coming. We won’t be able to make any profits while this revolution is on. Let’s shut down the works until the thing blows over.’ So he shut down the works, and he and the office force, the chemists, engineers and manager, took the train for Petrograd. The next morning the workers opened the mill.

Now these workers were perhaps a little more ignorant than most workers. They knew nothing of the technical processes of manufacture, of bookkeeping or management, or selling. They elected a Factory Shop Committee, and finding a certain amount of fuel and raw materials in stock, set to work to manufacturing cotton cloth.

Not knowing what was done with cotton cloth when manufactured, they first helped themselves to enough for their families. Next, some of the looms being out of order, they sent a delegate to a nearby machine-shop saying that they would give cotton cloth in exchange for mechanical assistance. This done, they made a deal with the local city co-operative, to supply cloth in exchange for food. They even extended the principle of barter so far as to exchange bolts of cloth for fuel with the coal miners of Kharkov, and with the Railwaymen’s Union for transportation.

But finally they glutted the local market with cotton cloth, and then they ran up against a demand which cloth could not satisfy – rent. This was in the days of the Provisional Government when there were still landlords. Rent had to be satisfied with money. So they loaded a train with cloth and sent it, in charge of a committeeman, to Moscow. The committeeman left his train at the station, and went down the street. He came to a tailor shop and asked if the tailor needed cloth.

’How much?’ asked the tailor.

’A train-load’, answered the committeeman.

’What does it cost?

’I don’t know. What do you usually pay for cloth?’


The tailor got his cloth for a song, and the committeeman, who had never seen so much money at one time, went back to Novgorod highly elated.

So it was that all over Russia the workers were getting the necessary education in the fundamentals of industrial production, and even distribution, so that when the November Revolution came they could take their places in the machinery of workers’ control.

It was in June 1917 that the first meeting of delegates from the shop committees was held. At this time the committees had hardly spread outside of Petrograd. It was a remarkable gathering, composed of delegates of the actual rank and file, most of them Bolsheviks, many of them Anarcho-Syndicalists; and its character was that of protest against the tactics of the trade unions. In the political world the Bolsheviks were reiterating that no socialist had any right to participate in a coalition government with the bourgeoisie. The meeting of shop committee delegates put itself on record as taking the same attitude toward industry. In other words, the employing class and the workers have no interests in common; no class conscious worker can be a member of an arbitration or conciliation board except to acquaint the employers with the demands of the workers. No contracts between employers and the workers. Industrial production must be absolutely controlled by the workers.

At first the unions fought bitterly against the Factory Shop Committees. But the shop committees, who were in a position to clutch the command of industry at its heart, easily extended and consolidated their power. Many workmen could not see the necessity of joining a union; but all of them saw the necessity of participating in the elections of the shop committee, which controlled their immediate jobs. On the other hand, the shop committees recognised the value of the unions; no new worker was employed unless he could show a union card; it was the shop committees which applied locally the regulations of the different unions. At the present time the unions and the Factory Shop Committees work in perfect harmony, each in its place.

PRIVATE OWNERSHIP of industry in Russia is not yet abolished. In many factories the owner still holds title, and is allowed a certain limited profit on his investment, on condition that he works for the success and increase of scope of the enterprise; but control is taken away from him. Those industries whose owners attempt to lock out their workers, or who, by fraud or force, try to hinder the operations of the plant, are immediately confiscated by the workers. Conditions, hours and wages in all industries, private or government-owned, are uniform.

The reason for this survival of semi-capitalism, in a proletarian state, lies in the backwardness of Russia’s economic life, the surrounding highly-organised capitalist states, and the necessity for industrial production in Russia immediately, to combat the pressure of foreign industry.

The agency by which the state controls industry, both labour and production, is called the Council of Workers’ Control. This central body, sitting in the capital, is composed of delegates elected from local Councils of Workers’ Control, which are made up of members of Factory Shop Committees, Professional Union officials, and technical engineers and experts. A central executive committee manages the affairs of each locality, composed of common workmen, but the majority is composed of workmen from other districts, so that its rulings shall be unprejudiced by sectional interests. The local councils recommend to the All-Russian Council the confiscation of plants, report on the needs in fuel, raw materials, transportation and labour in their districts, and assist the workmen in learning to manage the various industries. The All-Russian Council has power to confiscate plants and to equalise the economic resources of the different localities.

If it had not been for democratic organisations which existed already before the revolution, there is little doubt that the Russian revolution would have been starved to its knees long before this time. The ordinary commercial machinery of distribution had been completely smashed. Only the consumers’ co-operative societies managed to feed the people, and their system has since been adopted by the municipalities, and even by the government. Before the revolution there were more than twelve million members of the co-operative societies of Russia. It is a very natural way for Russians to combine, because of its resemblance to the primitive co-operation of Russian village life for centuries. In the Putilov factory, where more than 40,000 workers are employed, the co-operative society fed, housed and even clothed more than 100,000 people – sending all the way to England for clothing.

It is this quality in the Russians that is forgotten by people who think that Russia can have no government, because there is no central force; and whose mental picture of Russia is a servile committee in Moscow, bossed by Lenin and Trotsky, and maintained by Red Guard mercenaries. Quite the contrary is true. The organisations which I have described are reproduced in almost every community in Russia. And if any considerable part of Russia were seriously opposed to the Soviet government, the Soviets could not last an hour.

Some anniversaries, like those marking the publication of a book, play or poem, are worthy of remembrance every five, ten, or twenty-five years. Other more world historic events like the remembrance of the Paris Commune of 1871, the Bolshevik Russian Revolution of 1917, and, as here, the founding of the Communist International (also known as the Third International, Comintern, and CI) in 1919 are worthy of yearly attention. Why is that so in the case of the long departed (1943, by Stalin fiat) and, at the end unlamented, Comintern? That is what this year’s remembrance, through CI documentation and other commentary, will attempt to impart on those leftist militants who are serious about studying the lessons of our revolutionary, our communist revolutionary past.

No question that the old injunction of Marx and Engels as early as the Communist Manifesto that the workers of the world needed to unite would have been hollow, and reduced to hortatory holiday speechifying (there was enough of that, as it was) without an organization expression. And they, Marx and Engels, fitfully made their efforts with the all-encompassing pan-working class First International. Later the less all encompassing but still party of the whole class-oriented socialist Second International made important, if limited, contributions to fulfilling that slogan before the advent of world imperialism left its outlook wanting, very wanting.

The Third International thus was created, as mentioned in one of the commentaries in this series, to pick up the fallen banner of international socialism after the betrayals of the Second International. More importantly, it was the first international organization that took upon itself in its early, heroic revolutionary days, at least, the strategic question of how to make, and win, a revolution in the age of world imperialism. The Trotsky-led effort of creating a Fourth International in the 1930s, somewhat stillborn as it turned out to be, nevertheless based itself, correctly, on those early days of the Comintern. So in some of the specific details of the posts in this year’s series, highlighting the 90th anniversary of the Third World Congress this is “just” history, but right underneath, and not far underneath at that, are rich lessons for us to ponder today.

As noted in my commentary on the Manifesto of the Second World Congress of the Communist International (1920), reposted below since it also applies to these theses, such documents give the political movement it is addressed to its marching order. In a general sense, at least. These theses codify those general propositions outlined in the manifesto. Note here that this Second Congress took place as the international working class movement was going through a regroupment process right after World War I between the reformist socialists, the emerging communist vanguard, and the bewildered anarchists. Note also the difference in approaches to the more hardened reformist-led socialist parties, and to the ill-formed but more revolutionary-spirited anarchist formations, especially the Industrial Workers of the World (IWW, Wobblies) here in America in their good days.


A manifesto, particularly a political manifesto, and especially a revolutionary communist manifesto like the one that issued out of the historic Second World Congress of the Communist International in 1920 should give a cogent analysis of the world political situation. It should also describe the nature of the period (revolutionary, non-revolutionary, heading toward or away from either, an estimation of the enemy’s capacities, and the obstacles in the way both inside and outside the workers movement (out side the treachery of the liberals and inside the perfidy of the labor bureaucracy resting on the labor bureaucracy). In short, give the international proletariat its marching orders. The Manifesto of the Second World Congress does just those things at a time when the fledgling Communist International was trying to consolidate its vanguard position in the world working class movement. The Communist International then, and for some time after, did yeoman’s work in that regard, not always perfectly but from a revolutionary perspective. Even as it degenerated politically toward the middle and late 1920s there were, as the Leon Trotsky-led International Left Opposition held, reasons, good reasons to adhere to its tenets. Only with the debacle around Hitler’s coming to power in Germany did Trotsky throw in the towel. That seemed right then, and now. I would argue that the Seventh (and last) World Congress in 1935 unquestionably put paid to that notion. We did not need a vanguard national party, or a vanguard revolutionary international party for that matter, to give the lead in the political struggle to the liberal bourgeoisie as the popular frontist politics of the CI proclaimed from that time onward (with a few “left” turns). There was an international for that “strategy”, or rather a mail-drop address, it was (is) called the Second International.

Reed: In America there live ten million Negroes who are concentrated mainly in the South. In recent years however many thousands of them have moved to the North. The Negroes in the North are employed in industry while in the South the majority are farm labourers or small farmers. The position of the Negroes is terrible, particularly in the Southern states. Paragraph 16 of the Constitution of the United States grants the Negroes full civil rights. Nevertheless most Southern states deny the Negroes these rights. In other states, where by law the Negroes possess the right to vote, they are killed if they dare to exercise this right.

Negroes are not allowed to travel in the same railway carriages as whites, visit the same saloons and restaurants, or live in the same districts. There exist special, and worse, schools for Negroes and similarly special churches. This separation of the Negroes is called the ‘Jim Crow system’, and the clergy in the Southern churches preach about paradise on the ‘Jim Crow system’. Negroes are used as unskilled workers in industry. Until recently they were excluded from most of the unions that belong to the American Federation of Labour. The IWW of course organised the Negroes, the old Socialist Party however undertook no serious attempt to organise them. In some states the Negroes were not accepted into the party at all, in others they were separated off into special sections, and in general the party statutes banned the use of Party resources for propaganda among Negroes.

In the South the Negro has no rights at all and does not even enjoy the protection of the law. Usually one can kill Negroes without being punished. One terrible white institution is the lynching of Negroes. This happens in the following manner., The Negro is covered with oil and strung up on a telegraph pole. The whole of the town, men, women and children, run up to watch the show and take home a piece of the clothing or the skin of the Negro they have tortured to death ‘as a souvenir’.

I have too little time to explain the historical background to the Negro question in the United States. The descendants of the slave population, who were liberated during the Civil War, when politically and economically they were still completely underdeveloped, were later given full political rights in order to unleash a bitter class struggle in the South which was intended to hold up Southern capitalism until the capitalists in the North were able to bring together all the country’s resources into their own. possession.

Until recently the Negroes did not show any aggressive class consciousness at all. The first awakening of the Negroes took place after the Spanish-American War, in which the black troops had fought with extraordinary courage and from which they returned with the feeling that as men they were equal to the white troops. Until then the only movement that existed among the Negroes was a semi-philanthropic educational association led by Booker T. Washington and supported by the white capitalists. This movement found its expression in the organisation of schools in which the Negroes were brought up to be good servants of industry. As intellectual nourishment they were presented with the good advice to resign themselves to the fate of an oppressed people. During the Spanish War an aggressive reform movement arose among the Negroes which demanded social and political equality with the whites. With the beginning of the European war half a million Negroes who had joined the US Army were sent to France, where they were billeted with French troop detachments and suddenly made the discovery that they were treated as equals socially and in every other respect. The American General Staff approached the French High Command and asked them to forbid Negroes to visit places used by whites and to treat them as second-class people. After the war the Negroes, many of whom had received medals for bravery from the English and French governments, returned to their Southern villages where they were subjected to lynch law because they dared to wear their uniforms and their decorations on the street.

At the same time a strong movement arose among the Negroes who had stayed behind. Thousands of them moved to the North, began to work in the war industries and came into contact with the surging current of the labour movement. High as they were, their wage rates trailed behind the incredible increases in the prices of the most important necessities. Moreover the Negroes were outraged by the way all their strength was sucked out and the terrible exertions demanded by the work much more than were the white workers who had grown used to the terrible exploitation in the course of many years.

The Negroes went on strike alongside the white workers and quickly joined the industrial proletariat. They proved very ready to accept revolutionary propaganda. At that time the newspaper Messenger was founded, published by a young Negro, the socialist Randolf, and pursuing revolutionary propagandist aims. This paper united socialist propaganda with an appeal to the racial consciousness of the Negroes and with the call to organise self-defence against the brutal attacks of the whites. At the same time the paper insisted on the closest links with the white workers, regardless of the fact that the latter often took part in Negro-baiting, and emphasised that the enmity between the white and black races was supported by the capitalists in their own interests.

The return of the army from the front threw many millions of white workers on to the labour market all at once. The result was unemployment, and the demobilised soldiers’ impatience took such threatening proportions that the employers were forced to tell the soldiers that their jobs had been taken by Negroes in order thus to incite the whites to massacre the Negroes. The first of these outbreaks took place in Washington, where civil servants from the administration returning from the war found their jobs occupied by Negroes. The civil servants were in the main Southerners. They organised a night attack on the Negro district in order to terrorise the Negroes into giving up their jobs. To everybody’s amazement the Negroes came on to the streets fully armed. A fight developed and the Negroes fought so well that for every dead Negro there were three dead whites. Another revolt which lasted several days and left many dead on both sides broke out a few months later in Chicago. Later still a massacre took place in Omaha. In all these fights the Negroes showed for the first time in history that they are armed and splendidly organised and are not at all afraid of the whites. The results of the Negroes’ resistance were first of all a belated intervention by the government and secondly the acceptance of Negroes into the unions of the American Federation of Labour.

Racial consciousness grew among the Negroes themselves. At present there is among the Negroes a section which preaches the armed uprising of the Negroes against the whites. The Negroes who returned home from the war have set up associations everywhere for self-defence and to fight against the white supporters of lynch law. The circulation of the Messenger is growing constantly. At present it sells 180,000 copies monthly. At the same time, socialist ideas have taken root and are spreading rapidly among the Negroes employed in industry.

If we consider the Negroes as an enslaved and oppressed people, then they pose us with two tasks: on the one hand a strong racial movement and on the other a strong proletarian workers’ movement, whose class consciousness is quickly growing. The Negroes do not pose the demand of national independence. A movement that aims for a separate national existence, like for instance the ‘back to Africa’ movement that could be observed a few years ago, is never successful among the Negroes. They hold themselves above all to be Americans, they feel at home in the United States. That simplifies the tasks of the communists considerably.

The only correct policy for the American Communists towards the Negroes is to regard them above all as workers. The agricultural workers and the small farmers of the South pose, despite the backwardness of the Negroes, the same tasks as those we have in respect to the white rural proletariat. Communist propaganda can be carried out among the Negroes who are employed as industrial workers in the North. In both parts of the country we must strive to organise Negroes in the same unions as the whites. This is the best and quickest way to root out racial prejudice and awaken class solidarity.

The Communists must not stand aloof from the Negro movement which demands their social and political equality and at the moment, at a time of the rapid growth of racial consciousness, is spreading rapidly among Negroes. The Communists must use this movement to expose the lie of bourgeois equality and emphasise the necessity of the social revolution which will not only liberate all workers from servitude but is also the only way to free the enslaved Negro people.

Fraina: The last speaker talked about the Negroes as an oppressed people in the United States. We have at the same time two other kinds of oppressed people: the foreign workers and the colonial inhabitants. The terrible suppression of strikes and of the revolutionary movement in general is in no way a result of the war, it is much more a more forceful political expression of the earlier attitude towards the unorganised and unskilled workers. These workers’ strikes are suppressed violently. Why? Because these workers are in the main foreigners (they form 60 per cent of the industrial proletariat), who are in fact in the same position as a colonial population. After the Civil War (1861-1865) capitalism developed at a great pace. The West, which had been underdeveloped until then, was opened up by the construction of the overland railways. The investment capital for this development came from Europe and the Eastern states. The immigrants however were the human raw material who were developed by imperialist violence in exactly the same way as the inhabitants of backward colonial countries. The concentration and monopolisation of industry, all these typical preconditions of internal imperialism, grew up before the United States could develop its foreign imperialism. The terror that the colonial population had to face was no different from the terror that workers had to face who migrated to the United States. Thus in 1912 the coal miners in Ludlow went on strike. The miners were driven out of their homes with the help of soldiers and quartered in huts. One day, while the men were fighting the army some miles away, a troop of soldiers surrounded the huts and set light to them, and hundreds of women and children perished in the flames. Under these conditions the class struggle in the United States often becomes a racial struggle. And just as a Negro revolt can be the signal fir a bourgeois counter-revolution, and does not represent a proletarian revolution, so too the same thing can happen in a revolt of the immigrant workers. The great task is to unite these movements among the Americans into a revolutionary movement.

The whole of Latin America must be regarded as a colony of the United States, and not only its present colonies such as the Philippines etc. Central America is under the complete control of the United States through her forces of occupation. The same control is however also exercised in Mexico and South America, where it has a two-fold expression: first of all through economic and financial penetration, which has increased since the expropriation of German business in these countries, and secondly through the application of the Monroe Doctrine, [Proclaimed in 1823 by President Monroe, the Doctrine pledged opposition to colonisation of the Americas by European powers. Used in late 19th and 20th centuries to establish US imperialist domination over Central and Southern America.] which has changed from being originally the defence of America against the monarchist system into being the tool of the hegemony and the strengthening of United States imperialism over Latin America. A year before the war President Wilson interpreted the Monroe Doctrine in such a way that it became a way for the American government to prevent British capitalists from obtaining new sources of oil in Mexico. In other words – Latin America is the colonial basis of imperialism in the United States. While the economic circumstances of the countries of the rest of the world become shakier and shakier, United States imperialism strengthens its position by throwing itself into the exploitation and development of Latin America. It is absolutely necessary to fight against this imperialism by starting revolutionary movements in Latin America, just as it is necessary to proceed against British imperialism by setting up revolutionary movements in its colonies.

The movement in the United States did not previously pay any attention to the movement in Latin America. As a result the latter reached back to Spain for its ideology instead of to the United States. The movement in Latin America must free itself from this backwardness as well as from its syndicalist prejudices. The American Federation of Labour [Bureaucratised trade union federation led by Samuel Gompers, described by Trotsky as ‘that old watchdog of capitalism’. In the period after the First World War its leadership campaigned against nationalisation and supported the victimisation and witch-hunting of militant unionists in the IWW and other left organisations.] and the reactionary Socialist Party strive to build all-American organisations, but not for revolutionary purposes.

The Communist movement in the United States in particular and the Communist International in general must intervene actively in the movement in Latin America. The movement in the United States and in Latin America must be regarded as one single movement. Our strategy and tactics must start from the standpoint of an American revolution involving the whole of America. The fundamental task of the Communist International, the realisation of which alone will secure the world revolution, is the annihilation of United States imperialism; and its annihilation will only be made possible by a giant revolutionary movement embracing the whole of America, where every national unit subordinates itself to the common problems of the American revolution.

Radek: At every Congress of the Second International numerous protests were raised against the brutality of imperialist governments in colonial countries. Even now the colonial question is discussed endlessly at Conferences of the Second International, and we see how Huysmans, Henderson and Company dish out independence left and right to different nations, even when they do not even demand it. If it was simply a question of trumpeting protests about imperialist policies out into the world and ‘recognising’ the independence of colonial peoples, our task would be a very simple one. But in the area of the practical struggle in the colonial countries we are setting foot in completely new territory. Here it is not simply a question of sketching the foundations of communist policies, of sucking them out of our fingers, but of developing them out of a study of concrete colonial conditions. It is a question of taking practical steps to support the struggle in the colonies. Comrade Lenin quotes a statement by Comrade Quelch who declared in the colonial commission that if an uprising were to break out in India the jingoist press would succeed in influencing a section of the British workers into sacrificing themselves to suppress the uprising. If all that Quelch is pointing out is that there is among British workers a strong imperialist current, then that is a matter of fact. But if this fact is supposed to lead our English comrades to a passive posture towards a colonial revolt, and to saying that, because of this mood, they can do no more than pass protest resolutions, then one could say that the Communist International will first of all have to teach its members the ABC of politics. If British workers, instead of opposing bourgeois prejudices, support British imperialism or tolerate it passively, then they are working for the suppression of every revolutionary movement in Britain itself.

It is impossible for the British proletariat to liberate itself from the yoke that capitalism has laid upon it without stepping into the breach for the colonial revolutionary movement. When the time comes for the British workers to rise against their own capitalist class, they will face a – situation in which Britain can, at the best, cover 30 per cent of her food needs out of her own production. They will face a situation in which American capitalism will try to blockade proletarian Britain. For even if the American capitalists’ ships will not be able to cut off the food supplies of proletarian Europe for any length of time, since the Americans must sell, it is none the less very possible that the British capitalists will be in a position for a year or two to buy up American wheat in order to stop it going to Britain. In this situation the fate of the British revolution will depend on whether the peasants and workers of Ireland, India, Egypt, etc. are accustomed to seeing the servants of the British imperialists in the British working class. The Labour Conference at Scarborough passed an important resolution in which it demanded the independence of India and Egypt. Not a single Communist stood up to tell the Conference that the MacDonalds support the British bourgeoisie fooling British workers when they talk about the independence of India, Ireland and Egypt. It is simple hypocrisy and swindling that these same people, who could not even rise to the level of characterising General Dwyer as a common murderer in Parliament on the occasion of the Amritsar bloodbath, pretend to be the defenders of colonial independence. We greatly regret that our party comrades who are in the Labour Party did not tear the mask off these swindlers’ faces. The International will not judge the British comrades by the articles that they write in the Call [The Call was the paper of the British Socialist Party. The Workers’ Dreadnought was the paper of Sylvia Pankhurst’s ultra-left group, the Workers’ Socialist Federation.] and the Workers Dreadnought, but by the number of comrades who are thrown into gaol for agitating in the colonial countries. We would point out to the British comrades that it is their duty to help the Irish movement with all their strength, that it is their duty to agitate among the British troops, that it is their duty to use all their resources to block the policy that the British transport and railway unions are at present pursuing of permitting troop transports to be shipped to Ireland. It is very easy at the moment to speak out in Britain against intervention in Russia, since even the bourgeois left is against it. It is harder for the British comrades to take up the cause of Irish independence and of anti-militarist activity. We have a right to demand this difficult work of the British comrades.

We will have more to say on this question and on the question of parliamentarism, but it is important here today to show the British comrades from the shop stewards movement who want to support the Communist movement how childishly they are behaving, how they are throwing away an opportunity to fight, if they do not participate in parliament. The peasants of India have no way of knowing that our shop stewards are fighting against their oppression. But if someone, without making a long speech, was to call things by their right name in parliament, quite certainly he would be thrown out by the Speaker of the House, and Reuters would tell the world that a traitor had been found in the British parliament who had called a murderer – a murderer. British capital, based on a strong bourgeoisie, cannot be overthrown only in London, Sheffield, Glasgow and Manchester, it must also be beaten in the colonies. They are its Achilles heel, and it is the duty of the British Communists to go to the colonies and to fight at the head of the rising masses of the people and to support them. We scarcely know of a single case in the old International where a Social Democratic Party made itself the champion of the liberation of the colonial peoples. When the Hereros were being driven in their thousands into the desert, the German Socialists abstained from voting because they declared that they did not know the causes of the revolt and had no opinion on the matter. It is the duty of the Communist International to create an atmosphere in which it is not possible to take part in the Congress here without proving that one has helped the revolt in the colonies practically. This is one of the biggest and most important life-or-death questions for the Communist International. just as in every country we must try to win for our struggle those petty-bourgeois elements who are driven in the direction of the working class, the Communist International must be a beacon to light the way to the rebellious peoples in Asia and Africa. The Communist International must beat world capitalism not only through the popular masses of Europe but also those of the colonies. Capitalism will draw not only economic but also military support from the colonial peoples. The social revolution in Europe will have black troops to deal with yet. The duty of the Communist International is to proceed to deeds. The Russian Soviet Republic has taken this path, and if in Britain our painstaking work in the East, our conscious agitation for the formation of soviet organisations in Turkestan and in the Caucasus, and stretching out the first feelers to Persia and Turkey, are thought to be things that the Soviet Republic does in order to make difficulties for the British, then that is a misunderstanding of the foreign policy of the Soviet government. It is part of the programme of the Communist International, it is Soviet Russia fulfilling her duties as part of the Communist International. We do not regard the agitation in the East as a makeshift expedient in the fight against European capitalism, we regard it as a struggle we have a duty to carry out in the lasting interests of the European proletariat. This assistance does not consist in building artificial Communist Parties where there is no basis for them. It happens when we help these people. Comrade Lenin has pointed out that there is no theoretical necessity for every nationality to pass through the stage of capitalism. All the people who today are capitalists have not come to capitalism through the stage of manufacture. japan passed straight from feudal conditions to the culture of imperialism. If the proletarian masses in Germany, France and Britain succeed in winning socialism, then we will go to the colonial peoples not only with the most modern means that capitalism has left us, but also with the production methods that socialism will create. We will help them to find a direct path from feudal barbarism to a form of production where they can apply the resources of modern technology without having to go through the stages of craft production and manufacture. We stand at the beginning of a new epoch. European capitalism fears the awakening of the oriental peoples; it talks about the ‘yellow peril’, and one can say that as long as capitalism exists there will be a yellow peril. The proletarianised peasants of China or Turkey, who are being skinned alive, will have to emigrate to seek work, will have to defend themselves in great mass migrations. But communism has no yellow peril to fear, it can reach out its hand to all oppressed peoples, for it brings them not exploitation but fraternal aid.

Rosmer: I move the closure of the list of speakers.

Wijnkoop: I do not think that the list can be closed now. The matter is important, at least for the future. The debate has not even started. Perhaps there will be no debate.

Serrati: I note that another twelve speakers have put their names forward. Perhaps Comrade Wijnkoop is right. I can see that the debate is taking a direction in which we are encountering a series of separate questions. What we have to do here is deal with the questions in general. I think we should adjourn the question until tomorrow and close the list of speakers in the sense that we ask the individual comrades to consider the question in general and not go into details.

Guilbeaux: I suggest that we close the session now but not the list of speakers. The question is very important and it is absolutely necessary for all the representatives of the colonial peoples to report to the Congress. The time available for each speaker could be cut, but the comrades should not be prevented from speaking.

Maring: I would like to insist that Comrade Serrati’s motion should not be accepted. It would not be good if the representatives of the colonies were not given an opportunity to say a few short words on the movement. Comrade Serrati himself knows that not one of the Italians was represented at the Commission today. It is very surprising that he should make such a proposal.

Radek: I am opposed to the proposal from the Presidium. I understand that those present are orientated on the question. But in the discussion you cannot start from the standpoint that one or the other person is acquainted with things. It is the political significance of the colonial question that we are concerned with here. We have a political interest in the fact that workers will read the minutes of the Congress and see that the representatives of the oppressed colonial peoples spoke here and took part in our discussions. It is impossible to set up general rules of communist tactics for everybody, but even a simple worker can contribute a lot to the depiction of conditions in his own country. It is a question of everybody saying what he knows, and the more concretely he speaks the better. I see that the representatives from Ireland want to speak. It is very important for British imperialism to see that there are elements there that are allied to us and want to fight with us.

I do not want anybody to think that suggested we should not have a discussion. Most of all I must state that I did not make my proposal either in the name of the Bureau or in the name of the Italian delegation. We have already spent ten minutes here talking about the question of the blacks in Chicago. We cannot split the question up into its smallest parts, we must summarise it in very clear and very concrete speeches. I would not like anybody to think that I am opposed to the representatives of the backward countries, as they are called in Comrade Lenin’s Theses, speaking. If I have proposed the closure of the list of speakers, then it is because all the representatives of the backward countries – China, Persia, Korea, japan and Turkey – have already been entered. If there are still more comrades from backward countries who put their names forward we will have the histories of all the different nationalities in the world to listen to here. I propose, however, that we close the session and wait and see whether we close the list or keep it open.

Wijnkoop: I propose that we vote on Comrade Serrati’s motion. We will see in the next session how we are to proceed.
