Why I Will Be Standing In Solidarity With Private Bradley Manning On Wednesday April 25th- A Personal Note From An Ex-Soldier Political Prisoner

Last year I wrote a little entry in this space in order to motivate my reasons for standing in solidarity with a March 20th rally in support of Private Bradley Manning at the Quantico Marine Base in Virginia where he was then being held. I have subsequently repeatedly used that entry, Why I Will Be Standing In Solidarity With Private Bradley Manning At Quantico, Virginia On Sunday March 20th At 2:00 PM- A Personal Note From An Ex-Soldier Political Prisoner, as a I have tried to publicize his case in blogs and other Internet sources, at various rallies, and at marches, most recently at the Veterans For Peace Saint Patrick’s Day Peace Parade in South Boston on March 18th.

After I received information from the Bradley Manning Support Network about the latest efforts on Private Manning’s behalf scheduled for April 24th and 25th in Washington and Fort Meade respectively I decided that I would travel south to stand once again in proximate solidarity with Brother Manning at Fort Meade on April 25th. In that spirit I have updated, a little, that earlier entry to reflect the changed circumstances over the past year. As one would expect when the cause is still the same, Bradley Manning's freedom, unfortunately most of the entry is still in the same key. And will be until the day he is freed by his jailers. And I will continue to stand in proud solidarity with Brother Manning until that great day.

Of course I will be standing with Bradley Manning on April 25th because I stand in solidarity with the actions of Private Bradley Manning in bringing to light, just a little light, some of the nefarious doings of this government, Bush-like or Obamian. If he did such acts they are no crime. No crime at all in my eyes or in the eyes of the vast majority of people who know of the case and of its importance as an individual act of resistance to the unjust and barbaric American-led war in Iraq. I sleep just a shade bit easier these days knowing that Private Manning (or someone) exposed what we all knew, or should have known- the Iraq war and the Afghan war justification rested on a house of cards. American imperialism’s gun-toting house of cards, but cards nevertheless.

Of course I will also be standing at the front gate of Fort Meade, Maryland on April 25th because I am outraged by the treatment meted out to Private Manning, presumably an innocent man, by a government who alleges itself to be some “beacon” of the civilized world. Bradley Manning had been held in solidarity at Quantico and other locales for over 500 days, and has been held without trial for much longer, as the government and its military try to glue a case together. The military, and its henchmen in the Justice Department, have gotten more devious although not smarter since I was a soldier in their crosshairs over forty years ago.

Now the two reasons above are more than sufficient for my standing at the front gate at Fort Meade on April 25th although they, in themselves, are only the appropriate reasons that any progressive thinking person would need to show up and shout to the high heavens for Private Manning’s freedom. I have an additional reason though, a very pressing personal reason. As mentioned above I too was in the military’s crosshairs as a citizen-soldier during the height of the Vietnam War. I will not go into the details of that episode, this comment after all is about brother soldier Manning, other than that I spent my own time in an Army stockade for, let’s put it this way, working on the principle of “what if they gave a war and nobody came”.

Forty years later I am still working off that principle, and gladly. But here is the real point. During that time I had outside support, outside civilian support, that rallied on several occasions outside the military base where I was confined. Believe me that knowledge helped me get through the tough days inside. So on April 25th I will be just, once again, as I have been able to on too few other occasions over years, paying my dues for that long ago support. You, Brother Manning, are a true winter soldier. We were not able to do much about the course of the Iraq War (and little thus far on Afghanistan) but we can move might and main to save the one real hero of that whole mess.

Private Manning I hope that you will hear us and hear about our rally in your defense outside the gates. Better yet, everybody who reads this piece join us and make sure that he can hear us loud and clear. And let us shout to high heaven against this gross injustice-Free Private Bradley Manning Now!

Whether we like it or the "Russian Question" is still with us in the form of China and the other non-capitalist states around the world, and their defense. More importantly, just now the overbearing oppressive imperialist system is still with us and places the Russian question front and center for our times. Cannon, in his prime, knew in his "gut" where to stand and the how and whys of the question. Hopefully we will too. Read this important historical document as preparation. Forward to new Octobers!

One of the declared purposes of this space is to draw the lessons of our left-wing past here in America and internationally, especially from the pro-communist wing. To that end I have made commentaries and provided archival works in order to help draw those lessons for today’s left-wing activists to learn, or at least ponder over. More importantly, for the long haul, to help educate today’s youth in the struggle for our common communist future. That is no small task or easy task given the differences of generations; differences of political milieus worked in; differences of social structure to work around; and, increasingly more important, the differences in appreciation of technological advances, and their uses.

There is no question that back in my youth I could have used, desperately used, many of the archival materials available today. When I developed political consciousness very early on, albeit liberal political consciousness, I could have used this material as I knew, I knew deep inside my heart and mind, that a junior Cold War liberal of the American For Democratic Action (ADA) stripe was not the end of my leftward political trajectory. More importantly, I could have used a socialist or communist youth organization to help me articulate the doubts I had about the virtues of liberal capitalism and be recruited to a more left-wing world view. As it was I spent far too long in the throes of the left-liberal/soft social-democratic milieu where I was dying politically. A group like the Young Communist League (W.E.B. Dubois Clubs in those days), the Young People’s Socialist League, or the Young Socialist Alliance representing the youth organizations of the American Communist Party, American Socialist Party and the Socialist Workers Party (U.S.) respectively would have saved much wasted time and energy. I knew they were around but not in my area.

The archival material to be used in this series is weighted heavily toward the youth movements of the early American Communist Party and the Socialist Workers Party (U.S). For more recent material I have relied on material from the Spartacus Youth Clubs, the youth group of the Spartacist League (U.S.), both because they are more readily available to me and because, and this should give cause for pause, there are not many other non-CP, non-SWP youth groups around. As I gather more material from other youth sources I will place them in this series.

Finally I would like to finish up with the preamble to the Spartacist Youth Club’s What We Fight For statement of purpose:

"The Spartacus Youth Clubs intervene into social struggles armed with the revolutionary internationalist program of Marx, Engels, Lenin and Trotsky. We work to mobilize youth in struggle as partisans of the working class, championing the liberation of black people, women and all the oppressed. The SYCs fight to win youth to the perspective of building the Leninist vanguard party that will lead the working class in socialist revolution, laying the basis for a world free of capitalist exploitation and imperialist slaughter."

This seems to me be somewhere in the right direction for what a Bolshevik youth group should be doing these days; a proving ground to become professional revolutionaries with enough wiggle room to learn from their mistakes, and successes. More later.

THE Russian question is with us once again, as it has been at every critical turning point of the international labor movement since November 7, 1917. And there is nothing strange in that. The Russian question is no literary exercise to be taken up or cast aside according to the mood of the moment. The Russian question has been and remains the question of the revolution. The Russian Bolsheviks on November 7, 1917, once and for all, took the question of the workers’ revolution out of the realm of abstraction and gave it flesh and blood reality.

It was said once of a book – I think it was Whitman’s Leaves of Grass – “Who touches this book, touches a man.” In the same sense it can also be said, “Who touches the Russian question, touches a revolution.” Therefore, be serious about it. Don’t play with it.

The October Revolution put socialism on the order of the day throughout the world. It revived and shaped and developed the revolutionary labor movement of the world out of the bloody chaos of the war. The Russian revolution showed in practice, by example, how the workers’ revolution is to be made. It revealed in life the role of the party. It showed in life what kind of a party the workers must have. By its victory, and its reorganization of the social system, the Russian revolution has proved for all time the superiority of nationalized property and planned economy over capitalist private property, and planless competition and anarchy in production.


A Sharp Dividing Line

The question of the Russian revolution – and the Soviet state which is its creation – has drawn a sharp dividing line through the labor movement of all countries for 22 years. The attitude taken toward the Soviet Union throughout all these years has been the decisive criterion separating the genuine revolutionary tendency from all shades and degrees of waverers, backsliders and capitulators to the pressure of the bourgeois world – the Mensheviks, Social Democrats, Anarchists and Syndicalists, Centrists, Stalinists.

The main source of division in our own ranks for the past ten years, since the Fourth Internationalist tendency took organized form on the international field, has been the Russian question. Our tendency, being a genuine, that is, orthodox, Marxist tendency from A to Z, has always proceeded on the Russian question from theoretical premises to political conclusions for action. Of course, it is only when political conclusions are drawn out to the end that differences on the Russian question reach an unbearable acuteness and permit no ambiguity or compromise. Conclusions on the Russian question lead directly to positions on such issues as war and revolution, defense and defeatism. Such issues, by their very nature, admit no unclarity, no compromise, because it is a matter of taking sides! One must be on one side or another in war and revolution.


The Importance of Theory

But if the lines are drawn only when political conclusions diverge, that does not at all signify that we are indifferent to theoretical premises. He is a very poor Marxist – better say, no Marxist at all – who takes a careless or tolerant attitude toward theoretical premises. The political conclusions of Marxists proceed from theoretical analyses and are constantly checked and regulated by them. That is the only way to assure a firm and consistent policy.

To be sure, we do not decline cooperation with people who agree with our political conclusions from different premises. For example, the Bolsheviks were not deterred by the fact that the left SRs were inconsistent. As Trotsky remarked in this connection, “If we wait till everything is right in everybody’s head there will never be any successful revolutions in this world,” (or words to that effect.) Just the same, for our part we want everything right in our own heads. We have no reason whatever to slur over theoretical formulae, which are expressed in “terminology.” As Trotsky says, in theoretical matters “we must keep our house clean.”

Our position on the Russian question is programmatic. In brief: The theoretical analysis – a degenerated Workers’ State. The political conclusion – unconditional defense against external attack of imperialists or internal attempts at capitalist restoration.


Defensism and Defeatism

Defensism and Defeatism are two principled, that is, irreconcilable, positions. They are not determined by arbitrary choice but by class interests.

No party in the world ever succeeded in harboring these two antipathetic tendencies for any great length of time. The contradiction is too great. Division all over the world ultimately took place along this line. Defensists at home were defeatists on Russia. Defensists on Russia were defeatists at home.

The degeneration of the Soviet state under Stalin has been analyzed at every step by the Bolshevik-Leninists and only by them. A precise attitude has been taken at every stage. The guiding lines of the revolutionary Marxist approach to the question have been:

See the reality and see it whole at every stage; never surrender any position before it is lost; the worst of all capitulators is the one who capitulates before the decisive battle.

The International Left Opposition which originated in 1923 as an opposition in the Russian party (the original nucleus of the Fourth International) has always taken a precise attitude on the Russian question. In the first stages of the degeneration of which the Stalinist bureaucracy was the banner bearer the opposition considered it possible to rectify matters by methods of reform through the change of regime in the Communist Party of the Soviet Union. Later, when it became clearer that the Communist Party of Lenin had been irremediably destroyed, and after it became manifest that the reactionary bureaucracy could be removed only by civil war, the Fourth International, standing as before on its analysis of the Soviet Union as a workers’ state, came out for a political revolution.

All the time throughout this entire period of 16 years the Bolshevik-Leninists have stoutly maintained, in the face of all slander and persecution, that they were the firmest defenders of the workers’ state and that in the hour of danger they would be in the front ranks of its defense. We always said the moment of danger will find the Fourth Internationalists at their posts defending the conquests of the great revolution without ceasing for a moment our struggle against the Stalinist bureaucracy. Now that the hour of danger is at hand – now that the long-awaited war is actually knocking at the door – it would be very strange if the Fourth International should renege on its oft-repeated pledge.


“Conservatism” on the Russian Question

Throughout all this long period of Soviet degeneration since the death of Lenin, the Fourth Internationalists, analyzing the new phenomenon of a degenerating workers’ state at every turn, striving to comprehend its complications and contradictions, to recognize and defend all the progressive features of the contradictory processes and to reject the reactionary – during all this long time we have been beset at every new turn of events by the impatient demands of “radicals” to simplify the question. Thrown off balance by the crimes and betrayals of Stalin, they lost sight of the new system of economy which Stalin had not destroyed and could not destroy.

We always firmly rejected these premature announcements that everything was lost and that we must begin all over again. At each stage of development, at each new revelation of Stalinist infamy and treachery, some group or other broke away from the Fourth International because of its “conservatism” on the Russian question. It would be interesting, if we had the time, to call the roll of these groupings which one after another left our ranks to pursue an ostensibly more “revolutionary” policy on the Russian question. Did they develop an activity more militant, more revolutionary, than ours? Did they succeed in creating a new movement and in attracting newly awakened workers and those breaking from Stalinism? In no case.

If we were to call the roll of these ultra-radical groups it would present a devastating picture indeed. Those who did not fall into complete political passivity became reconciled in one form or another to bourgeois democracy. The experiences of the past should teach us all a salutary caution, and even, if you please, “conservatism,” in approaching any proposal to revise the program of the Fourth International on the Russian question. While all the innovators fell by the wayside, the Fourth International alone retained its programmatic firmness. It grew and developed and remained the only genuine revolutionary current in the labor movement of the world. Without a firm position on the Russian question our movement also would inevitably have shared the fate of the others.

The mighty power of the October revolution is shown by the vitality of its conquests. The nationalized property and the planned economy stood up under all the difficulties and pressures of the capitalist encirclement and all the blows of a reactionary bureaucracy at home. In the Soviet Union, despite the monstrous mismanagement of the bureaucracy, we saw a tremendous development of the productive forces – and in a backward country at that – while capitalist economy declined. Conclusion: Nationalized and planned economy, made possible by a revolution that overthrew the capitalists and landlords, is infinitely superior, more progressive. It shows the way forward. Don’t give it up before it is lost! Cling to it and defend it!


The Class Forces

On the Russian question there are only two really independent forces in the world. Two forces who think about the question independently because they base themselves, their thoughts, their analysis and their conclusions, on fundamental class considerations. Those two independent forces are:
1.The conscious vanguard of the world bourgeoisie, the statesmen of both democratic and fascist imperialism.
2.The conscious vanguard of the world proletariat. Between them it is not simply a case of two opinions on the Russian question, but rather of two camps. All those who in the past rejected the conclusions of the Fourth International and broke with our movement on that account, have almost invariably fallen into the service of the imperialists, through Stalinism, social and liberal democracy, or passivity, a form of service.

The standpoint of the world bourgeoisie is a class standpoint. They proceed, as we do, from fundamental class considerations. They want to maintain world capitalism. This determines their fundamental antagonism to the USSR. They appreciate the reactionary work of Stalin, but consider it incomplete, insofar as he has not restored capitalist private property.

Their fundamental attitude determines an inevitable attempt at the start of the war, or during it, to attack Russia, overthrow the nationalized economy, restore a capitalist regime, smash the foreign trade monopoly, open up the Soviet Union as a market and field of investments, transform Russia into a great colony, and thereby alleviate the crisis of world capitalism.

The standpoint of the Fourth International is based on the same fundamental class considerations. Only we draw opposite conclusions, from an opposite class standpoint.

Purely sentimental motivations, speculation without fundamental class premises, so-called “fresh ideas” with no programmatic base – all this is out of place in a party of Marxists. We want to advance the world revolution of the proletariat. This determines our attitude and approach to the Russian question. True, we want to see reality, but we are not disinterested observers and commentators. We do not examine the Russian revolution and what remains of its great conquests as though it were a bug under a glass. We have an interest! We take part in the fight! At each stage in the development of the Soviet Union, its advances and its degeneration, we seek the basis for revolutionary action. We want to advance the world revolution, overthrow capitalism, establish Socialism. The Soviet Union is an important and decisive question on this line.

Our standpoint on the Russian question is written into our program. It is not a new question for us. It is 22 years old We have followed its evolution, both progressive and retrogressive, at every stage. We have discussed it and taken our position anew at every stage of its progressive development and its degeneration. And, what is most important, we have always acted on our conclusions.


The Decisive Criterion

The Soviet Union emerged from the October revolution as a workers state. As a result of the backwardness and poverty of the country and the delay of the world revolution, a conservative bureaucracy emerged and triumphed, destroyed the party and bureaucratized the economy. However, this same bureaucracy still operates on the basis of the nationalized property established by the revolution. That is the decisive question for our evaluation of the question. If we see the Soviet Union for what it really is, a gigantic labor organization which has conquered one-sixth of the earth’s surface, we will not be so ready to abandon it because of pure hatred of the crimes and abominations of the bureaucracy. Do we turn our backs on a trade union because it falls into the control of bureaucrats and traitors? Ultra-leftists have frequently made this error, but always with bad results, sometimes with reactionary consequences. .. We recall the case of the International Ladies’ Garment Workers Union here in New York. The bureaucrats of this union were about as vile a gang of labor lieutenants of the capitalist class as could be found. In the struggle against the left-wing in the middle twenties they conspired with the bosses and the AF of L fakers. They expelled the left-wing locals and used hired thugs to fight them and to break their strikes. The difference between them and Stalin was only a matter of opportunity and power. Driven to revolt against the crimes of, these bureaucrats the left-wing, under the influence of the Communist Party in the days of its third period frenzy, labelled the union – not merely its treacherous bureaucracy – as a “company union.” But, this same “company union,” under the pressure of the workers in its ranks and the increasing intensity of the class; struggle, was forced to call a strike to defend itself against the “imperialist” attack of the bosses. Workers who had kept their heads, supported, (“defended”) the strike against the bosses. But the Stalinists, trapped by their own hastily-improvised theory, having already denounced the union as a company union, renounced support (“defense”) of the strike. They denounced it as a “fake” strike. Thus their ill-considered radicalism led them to a reactionary position. They were denounced, and rightly, throughout the needle, trades market as strike breakers. To this day they suffer the discredit of this reactionary action.

To defend the Soviet Union as a gigantic labor organization against the attacks of its class enemies does not mean to defend each and every action of its bureaucracy or each and every action of the Red Army which is an instrument of the bureaucracy. To impute such a “totalitarian” concept of defense to the Fourth International is absurd. Nor body here will deny defense of a bona fide trade union, no matter how reactionary its bureaucracy. But that does not prevent us from discriminating between actions of the bureaucracy which; involve a defense of the union against the bosses and other actions which are aimed against the workers.

The United Mine Workers of America is a great labor organization which we all support. But it is headed by a thorough-going scoundrel and agent of the master class who also differs from Stalin only in the degrees of power and opportunity. In my own personal experience some years ago, I took part in a strike of the Kansas miners which was directed against the enforcement of a reactionary labor law, known as the Kansas Industrial Court Law, a law forbidding strikes. This was a thoroughly progressive action on the part of the Kansas miners and their president, Alex Howat. Howat and the other local officials were thrown into jail. While they were in jail, John L. Lewis, as president of the national organization, sent his agents into the Kansas fields to sign an agreement with the bosses over the head of the officers of the Kansas district. He supplied strike breakers and thugs and money to break the strike while the legitimate officers of the union lay in jail for a good cause. Every militant worker in the country denounced this treacherous strike-breaking action of Lewis. But did we therefore renounce support of the national union of mine workers? Yes, some impatient revolutionaries did, and thereby completely disoriented themselves in the labor movement. The United Mine Workers retained its character as a labor organization and only last Spring came into conflict with the coal operators on a national scale. I think you all recall that in this contest our press gave “unconditional defense” to the miners’ union despite the fact that strike-breaker Lewis remained its president.

The Longshoremen’s union of the Pacific Coast is a bona fide organization of workers, headed by a Stalinist of an especially unattractive type, a pocket edition of Stalin named Bridges. This same Bridges led a squad of misguided longshoremen, through a picket line of the Sailor’s Union in a direct attempt to break up this organization. I think all of you recall that our press scathingly denounced this contemptible action of Bridges. But if the Longshoremen’s union, headed by Bridges, which is at this moment conducting negotiations with the bosses, is compelled to resort to strike action, what stand shall we take? Any ordinary class conscious worker, let alone an educated Marxist, will be on the picket line; with the Longshoremen’s union or “defending” it by some other means.

Why is it so difficult for some of our friends, including some of those who are very well educated in the formal sense, to understand the Russian question? I am very much afraid it is because they do not think of it in terms of struggle. It is strikingly evident that the workers, especially the more experienced workers who have taken part in trade unions, strikes, etc., understand the Russian question much better than the more educated scholastics. From their experiences in the struggle they know what is meant when the Soviet Union is compared to a trade union that has fallen into bad hands. And everyone who has been through a couple of strikes which underwent crises and came to the brink of disaster, finally to emerge victorious, understands what is meant; when one says: No position must be surrendered until it is irrevocably lost.

I, personally, have seen the fate of more than one strike determined by the will or lack of will of the leadership to struggle at a critical moment. All our trade union successes in Minneapolis stem back directly to a fateful week in 1934 when the leaders refused to call off the strike, which to all appearances was hopelessly defeated, and persuaded the strike committee to hold out a while longer. In that intervening time a break occurred in the ranks of the bosses; this in turn paved the way for a compromise settlement and eventually victorious advance of the whole union.

How strange it is that some people analyze the weakness and defects in a workers’ organization so closely that they do not always take into account the weakness in the camp of the enemy, which may easily more than counter-balance.

In my own agitation among strikers at dark moments of a strike I have frequently resorted to the analogy of two men engaged in a physical fight. When one gets tired and apparently at the end of his resources he should never forget that the other fellow is maybe just as tired or even more so. In that case the one who holds out will prevail. Looked at in this way a worn-out strike can sometimes be carried through to a compromise or a victory by the resolute will of its leadership. We have seen this happen more than once. Why should we deny the Soviet Union, which is not yet exhausted, the same rights?


The Danger of a False Position

We have had many discussions on the Russian question in the past. It has been the central and decisive question for us, as for every political tendency in the labor movement. That, I repeat, is because it is nothing less than the question of the revolution at various stages of its progressive development or degeneration. We are, in fact, the party of the Russian revolution. We have been the people, and the only people, who have had the Russian revolution in their program and in their blood. That is also the main reason why the Fourth International is the only revolutionary tendency in the whole world. A false position on the Russian question would have destroyed our movement as it destroyed all others.

Two years ago we once again conducted an extensive discussion on the Russian question. The almost unanimous conclusion of the party was written into the program of our first Convention:
1.The Soviet Union, on the basis of its nationalized property and planned economy, the fruit of the revolution, remains a workers’ state, though in a degenerated form.
2.As such, we stand, as before, for the unconditional defense of the Soviet Union against imperialist attack.
3.The best defense – the only thing that can save the Soviet Union in the end by solving its contradictions – is the international revolution of the proletariat.
4.In order to regenerate the workers’ state we stand for the overthrow of the bureaucracy by a political revolution.

But, it may be said, “Defense of the Soviet Union, and Russia is a Workers’ State – those two phrases don’t answer everything.” They are not simply phrases. One is a theoretical analysis; the other is a political conclusion for action.


The Meaning of Unconditional Defense

Our motion calls for unconditional defense of the Soviet Union against imperialist attack. What does that mean? It simply means that we defend the Soviet Union and its nationalized property against external attacks of imperialist armies or against internal attempts at capitalist restoration, without putting as a prior condition the overthrow of the Stalinist bureaucracy. Any other kind of defense negates the whole position under present circumstances. Some people speak nowadays of giving “conditional” defense to the Soviet Union. If you stop to think about it we are for conditional defense of the United States. It is so stated in the program of the Fourth International. In the event of war we will absolutely defend the country on only one small “condition”: that we first overthrow the government of the capitalists and replace it with a government of the workers.

Does unconditional defense of the Soviet Union mean supporting every act of the Red Army? No, that is absurd. Did we support the Moscow trials and the actions of Stalin’s GPU in these trials? Did we support the purges, the wholesale murders of the old Bolsheviks? Did we support the actions of the Stalinist military forces in Spain which were directed against the workers? If I recall correctly, we unconditionally defended those workers who fought on the other side of the barricades in Barcelona. That did not prevent us from supporting the military struggle against Franco and maintaining our position in defense of the Soviet Union against imperialist attack.

It is now demanded that we take a big step forward and support the idea of an armed struggle against Stalin in the newly occupied territories of old Poland. Is this really something new ? For three years the Fourth International has advocated in its program the armed overthrow of Stalin inside the Soviet Union itself. The Fourth International has generally acknowledged the necessity for an armed struggle to set up an independent Soviet Ukraine. How can there be any question of having a different policy in the newly occupied territories? If the revolution against Stalin is really ready there, the Fourth International will certainly support it and endeavor to lead it. There are no two opinions possible in our ranks on this question. But what shall we do if Hitler (or Chamberlain) attacks the Sovietized Ukraine before Stalin has been overthrown? This is the question that needs an unambiguous answer. Shall we defend the Soviet Union, and with it now and for the same reasons, the nationalized property of the newly annexed territories? We say, yes!

That position was incorporated into the program of the foundation congress of the Fourth International, held in the summer of 1938. Remember, that was after the Moscow trials and the crushing of the Spanish revolution. It was after the murderous purge of the whole generation of Bolsheviks, after the people’s front, the entry into the League of Nations, the Stalin-Laval pact (and betrayal of the French workers). We took our position on the basis of the economic structure of the country, the fruit of the revolution. The great gains are not to be surrendered before they are really lost. That is the fighting program of the Fourth International.


The Stalin-Hitler Pact

The Stalin-Hitler pact does not change anything fundamentally. If Stalin were allied with the United States, and comrades should deny defense of the Soviet Union out of fear of becoming involved in the defense of Stalin’s American ally, such comrades would be wrong, but their position would be understandable as a subjective reaction prompted by revolutionary sentiments. The “defeatism” which broke out in our French section following the Stalin-Laval pact was undoubtedly so motivated and, consequently, had to be refuted with the utmost tolerance and patience. But an epidemic of “defeatism” in the democratic camp would be simply shameful. There is no pressure on us in America to defend the Soviet Union. All the pressure is for a democratic holy war against the Soviet Union. Let us keep this in mind. The main enemy is still in our own country.

What has happened since our last discussion? Has there been some fundamental change in Soviet economy? No, nothing of that kind is maintained. Nothing happened except that Stalin signed the pact with Hitler! For us that gave no reason whatever to change our analysis of Soviet economy and our attitude toward it. The aim of all our previous theoretical work, concentrated in our program, was precisely to prepare us for war and revolution. Now we have the war; and revolution is next in order. If we have to stop now to find a new program it is a very bad sign.

Just consider: There are people who could witness all the crimes and betrayals of Stalin, which we understood better than anybody else, and denounced before anybody else and more effectively – they could witness all this and still stand for the defense of the Soviet Union. But they could not tolerate the alliance with fascist Germany instead of imperialist England or France!


The Invasion of Poland

Of course, there has been a great hullaballoo about the Soviet invasion of Polish Ukraine. But that is simply one of the consequences of the war and the alliance with Hitler’s Germany. The contention that we should change our analysis of the social character of the Soviet state and our attitude toward its defense because the Red Army violated the Polish border is even more absurd than to base such changes on the Hitler pact. The Polish invasion is only an incident in a war, and in wars borders are always violated. (If all the armies stayed at home there could be no war). The inviolability of borders – all of which were established by war – is interesting to democratic pacifists and to nobody else.

Hearing all the democratic clamor we had to ask ourselves many times: Don’t they know that Western Ukraine and White Russia never rightfully belonged to Poland? Don’t they know that this territory was forcibly taken from the Soviet Union by Pilsudski with French aid in 1920?

To be sure, this did not justify Stalin’s invasion of the territory in collaboration with Hitler. We never supported that and we never supported the fraudulent claim that Stalin was bringing “liberation” to the peoples of the Polish Ukraine. At the same time we did not propose to yield an inch to the “democratic” incitement against the Soviet Union on the basis of the Polish events. The democratic war mongers were shrieking at the top of their voices all over town. We must not be unduly impressed by this democratic clamor. Your National Committee was not in the least impressed.

In order to penetrate a little deeper into this question and trace it to its roots, let us take another hypothetical example. Not a fantastic one, but a very logical one. Suppose Stalin had made a pact with the imperialist democracies against Hitler while Rumania had allied itself with Hitler. Suppose, as would most probably have happened in that case, the Red Army had struck at Rumania, Hitler’s ally, instead of Poland, the ally of the democracies, and had seized Bessarabia, which also once belonged to Russia. Would the democratic war mongers in that case have howled about “Red Imperialism?” Not on your life!

I am very glad that our National Committee maintained its independence from bourgeois democratic pressure on the Polish invasion. The question was put to us very excitedly, point-blank, like a pistol at the temple: “Are you for or against the invasion of Poland?” But revolutionary Marxists don’t answer in a “yes” or “no” manner which can lump them together with other people who pursue opposite aims. Being for or against something is not enough in the class struggle. It is necessary to explain from what standpoint one is for or against. Are you for or against racketeering gangsters in the trade unions? – the philistines sometimes ask. We don’t jump to attention, like a private soldier who has met an officer on the street, and answer “against!” We first inquire: who asks this question and from what standpoint? And what weight does this question have in relation to other questions? We have our own standpoint and we are careful not to get our answers mixed up with those of class enemies and pacifist muddleheads.

Some people – especially affected bosses – are against racketeering gangsters in the trade unions because they extort graft from the bosses. That side of the question doesn’t interest us very much. Some people – especially pacifist preachers – are against the gangsters because they commit violence. But we are not against violence at all times and under all circumstances. We, for our part, taking our time and formulating our viewpoint precisely, say: We are against union gangsterism because it injures the union in its fight against the bosses. That is our reason. It proceeds from our special class standpoint on the union question.

So with Poland: We don’t support the course of Stalin in general. His crime is not one incident here or there but his whole policy. He demoralizes the workers’ movement and discredits the Soviet Union. That is what we are against. He betrays the revolution by his whole course. Every incident for us fits into that framework; it is considered from that point of view and taken in its true proportions.


The Invasion of Finland

Those who take the Polish invasion – an incident in a great chain of events – as the basis for a fundamental change in our program show a lack of proportion. That is the kindest thing that can be said for them. They are destined to remain in a permanent lather throughout the war. They are already four laps behind schedule: There is also Latvia, and Estonia, and Lithuania, and now Finland.

We can expect another clamor of demands that we say, point-blank, and in one word, whether we are “for” or “against” the pressure on poor little bourgeois-democratic Finland? Our answer – wait a minute. Keep your shirt on. There is no lack of protests in behalf of the bourgeois swine who rule Finland. The New Leader has protested. Charles Yale Harrison (Charlie-the-Rat) has written a tearful column about it. The renegade Lore has wept about it in the New York Post. The President of the United States has protested. Finland is pretty well covered with moral support. So bourgeois Finland can wait a minute till we explain our attitude without bothering about the “for” or “against” ultimatum.

I personally feel very deeply about Finland, and this is by no means confined to the present dispute between Stalin and the Finnish Prime Minister. When I think of Finland, I think of the thousands of martyred dead, the proletarian heroes who perished under the white terror of Mannerheim. I would, if I could, call them back from their graves. Failing that, I would organize a proletarian army of Finnish workers to avenge them, and drive their murderers into the Baltic Sea. I would send the Red Army of the regenerated Soviet Union to help them at the decisive moment.

We don’t support Stalin’s invasion only because he doesn’t come for revolutionary purposes. He doesn’t come at the call of Finnish workers whose confidence he has forfeited. That is the only reason we are against it. The “borders” have nothing to do with it. “Defense” in war also means attack. Do you think we will respect frontiers when we make our revolution? If an enemy army lands troops at Quebec, for example, do you think we will wait placidly at the Canadian border for their attack? No, if we are genuine revolutionists. and not pacifist muddle-heads we will cross the border and meet them at the point of landing. And if our defense requires the seizure of Quebec, we will seize it as the Red Army of Lenin seized Georgia and tried to take Warsaw.


Foreseen in Program of Fourth International

Some may think the war and the alliance with Hitler change everything we have previously considered; that it, at least, requires a reconsideration of the whole question of the Soviet Union, if not a complete change in our program. To this we can answer:

War was contemplated by our program. The fundamental theses on War and the Fourth International, adopted in 1934, say:

“Every big war, irrespective of its initial moves, must pose squarely the question of military intervention against the USSR in order to transfuse fresh blood into the sclerotic veins of capitalism ...

“Defense of the Soviet Union from the blows of the capitalist enemies, irrespective of the circumstances and immediate causes of the conflict, is the elementary and imperative duty of every honest labor organization.”

Alliances were contemplated. The theses say:

“In the existing situation an alliance of the USSR with an imperialist state or with one imperialist combination against another, in case of war, cannot at all be considered as excluded. Under the pressure of circumstances a temporary alliance of this kind may become an iron necessity, without ceasing, however, because of it, to be of the greatest danger both to the USSR and to the world revolution.

“The international proletariat will not decline to defend the USSR even if the latter should find itself forced into a military alliance with some imperialists against others. But in this case, even more than in any other, the international proletariat must safeguard its complete political independence from Soviet diplomacy and thereby also from the bureaucracy of the Third International.”

A stand on defense was taken in the light of this perspective.

The slogan of defense acquires a concrete meaning precisely in the event of war. A strange time to drop it! That would mean a rejection of all our theoretical preparation for the war. That would mean starting all over again. From what fundamental basis? Nobody knows.

There has been much talk of “independence” on the Russian question. That is good! A revolutionist who is not independent is not worth his salt. But it is necessary to specify: Independent of whom? What is needed by our party at every turn is class independence, independence of the Stalinists, and, above all, independence of the bourgeoisie. Our program assures such independence under all circumstances. It shall not be changed!

The following are remarks that I have been focusing on of late to build support for Bradley Manning’s cause.

Veterans for Peace proudly stands in solidarity with, and defense of, Private Bradley Manning.

We of the anti-war movement were not able to do much to affect the Bush- Obama Iraq War timetable but we can save the one hero of that war, Bradley Manning.

I stand in solidarity with the alleged actions of Private Bradley Manning in bringing to light, just a little light, some of the nefarious war-related doings of this government, under Bush and Obama. If he did such acts they are no crime. No crime at all in my eyes or in the eyes of the vast majority of people who know of the case and of its importance as an individual act of resistance to the unjust and barbaric American-led wars in Iraq and Afghanistan. I sleep just a shade bit easier these days knowing that Private Manning may have exposed what we all knew, or should have known- the Iraq war and the Afghan war justifications rested on a house of cards. American imperialism’s gun-toting house of cards, but cards nevertheless.

I am standing in solidarity with Private Bradley Manning because I am outraged by the treatment meted out to Private Manning, presumably an innocent man, by a government who alleges itself to be some “beacon” of the civilized world. Bradley Manning had been held in solidarity at Quantico and other locales for over 500 days, and has been held without trial for much longer, as the government and its military try to glue a case together. The military, and its henchmen in the Justice Department, have gotten more devious although not smarter since I was a soldier in their crosshairs over forty years ago.

These are more than sufficient reasons to stand in solidarity with Private Manning and will be until the day he is freed by his jailers. And I will continue to stand in proud solidarity with Private Manning until that great day.

I have spent no little “cyberspace” ink in the recent past swearing off femme fatales in crime noirs, mainly crime noirs from its heyday in the 1940s and 1950s. I grew tired, very tired, of two-timing dames who saw nothing wrong, nothing in the world wrong, with off-handedly putting a couple of slugs in the likes of a prince valiant like Robert Mitchum as Jane Greer did in Out Of The Past just for trying to help her out of a jam, or seven. Fortunately after successful completion of the twelve –step femme fatale withdrawal program I am now cured, cured forever and a day, of those bad femmes.

But what of “good” femme fatales, or wannabes (from Pittsburg no less), who maybe are just a little screwy (okay, okay a lot screwy) and don’t even know, how to handle a rod, or want to. Just men. Well then Miss Delysia LaFosse (played, fetchingly and every other which way played by Ms. Amy Adams) is just the type for you (and me, especially sans those pistols) featured in the film under review, Miss Pettigrew Lives For A Day.

And what if all any femme fatale really needed to stay away from hard guys, hard liquor, hard grifts, and mean streets was a sort of “fairy godmother” posing as a “social secretary” (the Miss Pettigrew of the title played, every wise and wishful way by Ms. Frances McDormand of Fargo fame). Then, my friends, you would have the substance of the plot of this little romantic comedy/social commentary/ nostalgia piece (1939 just before the war, World War II in Europe when all hell will break loose, but there is just this minute reprieve for bread and circuses).

No need to get heavily entwined in the romantic triangle here, Ms. Adams and three beautiful young men who came of age after the war, the First World War that is, and who have “designs” on her free-wheeling spirit. Only one will win out in the end but not before Miss Pettigrew and Miss LaFosse light up the screen with their antics (and Ms. McDormand and Ms. Adams with their solid older woman/younger woman bonding). That is what drives this film. That and a rather nice tribute to old-time Hollywood screwball comedies a la Preston Sturgis and that crowd. With no off-hand femme fatale gun play to “resolve” the fickle lifestyle dilemmas.

And if all else fails to dignify the spirit of this film then let me end with this. View this for the torch singer (Ms. Adams) segment at the nightclub where the emotional distraught Miss LaFosse sings the old-time Inkspots classic, If I Didn’t Care. Even they would have had their handkerchiefs out on that one.

The Political Evolution of Eugene V. Debs

For many reasons, the most important of which for our purposes here are the question of the nature of the revolutionary party and of revolutionary leadership, the Russian Bolshevik Revolution of 1917 was a turning point in the international labor movement. In its aftermath, there was a definitive and I would argue, necessary split, between those leftists (and here I use that term generically to mean socialists, communists, anarchists, syndicalists and the like) who sought to reform the capitalist state from within and those who saw that it needed to be destroyed “root and branch” and new institutions established to create a more just society. This division today continues, in truncated form to be sure, to define the contours of the question. The heroic American pre- World War II socialist labor leader and icon, Eugene V. Debs, contained within his personal political trajectory all the contradictions of that split. As will be described below in more detail we honor Debs for his generosity of socialist spirit while at the same time underscoring that his profile is, in the final analysis, not that of something who could have led a proletarian revolution in the earlier part of the 20th century.

Debs was above all others except, perhaps, “Big Bill” Haywood in the pre-World War I movement. For details of why that was so and a strong biographic sketch it is still necessary to go Ray Ginger’s “The Bending Cross: A Biography of Eugene V. Debs”. I will review that effort in this space at a later time. For now though let me give the highlights I found that every serious labor militant or every serious student of socialism needs to think through.

If history has told us anything over the past one hundred and fifty years plus of the organized labor movement it is that mere trade union consciousness under conditions of capitalist domination, while commendable and necessary, is merely the beginning of wisdom. By now several generations of labor militants have passed through the school of trade unionism with varying results; although precious few have gone beyond that to the class consciousness necessary to “turn the world upside down” to use an old expression from the 17th century English Revolution. In the late 19th when American capitalism was consolidating itself and moving onto its industrial phases the landscape was filled with pitched class battles between labor and capital.

One of those key battles in the 1890’s was led by one Eugene V. Debs and his American Railway Union against the mammoth rail giant, The Pullman Company. At that time the rails were the key mode of transportation in the bustling new industrial capitalist commerce. At that time, by his own reckoning, Debs saw the struggle from a merely trade unionist point of view, that is a specific localized economic struggle for better wages and conditions rather than taking on the capitalist system and its state. That strike was defeated and as a result Debs and others became “guests” of that state in a local jail in Illinois for six months or so. The key conclusion drawn from this ‘lesson’, for our purposes, was that Debs personally finally realized that the close connection between the capitalists and THEIR state (troops, media, jails, courts) was organic and needed to be addressed.

Development of working class political class consciousness comes in many ways; I know that from my own personal experiences running up against the capitalist state. For Debs this “up close and personal” confrontation with the capitalist drove him, reluctantly at first and with some reservations, to see the need for socialist solutions to the plight of the workingman (and women). In Debs’ case this involved an early infatuation with the ideas of cooperative commonwealths then popular among radicals as a way to basically provide a parallel alternative society away from capitalism. Well again, having gone thorough that same kind of process of conversion myself (in my case 'autonomous' urban communes, you know, the “hippie” experience of the late 1960’s and early 1970’s); Debs fairly quickly came to realize that an organized political response was necessary and he linked up his efforts with the emerging American Socialist Party.

Before World War I the major political model for politically organizing the working class was provided by the Marxist-dominated German Social Democratic Party. At that time, and in this period of pre-imperialist capitalist development, this was unquestionably the model to be followed. By way of explanation the key organizing principle of that organization, besides providing party discipline for united action, was to create a “big tent” party for the social transformation of society. Under that rubric the notion was to organize anyone and everyone, from socialist-feminists, socialist vegetarians, pacifists, municipal reformers, incipient trade union bureaucrats, hard core reformists, evolutionary socialists and- revolutionaries like Karl Liebknecht and Rosa Luxemburg who we honor to this day. The American Social Party that Debs joined exhibited all those tendencies (and some even more outlandish) of the German model. And as long as no great events acted to disrupt the “unity” of this amorphous formation the various tensions within the organization concerning reform or revolution were subdued for a time. Not forever though.

Various revolutionary tendencies within the workers’ movement have historically had opposing positions concerning parliamentary politics: what to do politically while waiting for the opportune moment to take political power. The controversy centered (and today centers around) whether to run for elective executive and/or legislative offices. Since World War I a very strong argument has developed that revolutionaries should not run for executive offices of the capitalist state on the principle that we do not want to be responsible for the running of the capitalist state. On the other hand running for legislative office under the principle of acting as “tribunes of the people” continues to have validity. The case of the German revolutionary social democrat Karl Liebknecht using his legislative office to denounce the German war effort DURING the war is a very high-level expression of that position. This question, arguably, was a little less clears in the pre-war period.

If Eugene V. Debs is remembered politically today it is probably for his five famous runs for the American presidency (one, in 1920, run from jail) from 1900 to 1920 (except 1916). Of those the most famous is the 1912 four- way fight (Teddy Roosevelt and his “Bull Moose” Party providing the fourth) in which he got almost a million votes and something like 5 percent of the vote- this is the high water mark of socialist electoral politics then and now. I would only mention that a strong argument could be made here for support of the idea of a revolutionary (and, at least until the early 1920’s Debs considered himself, subjectively, a revolutionary) running for executive office- the presidency- without violating political principle (of course, with the always present proviso that if elected he would refuse to serve). Certainly the issues to be fought around- the emerging American imperial presence in the world, the fierce wage struggles, the capitalist trustification and cartelization of industry, the complicity of the courts, the struggle for women’s right to vote, the struggle against the emerging anti- black Jim Crow regime in the South would make such a platform a useful propaganda tool. Especially since Debs was one of the premier socialist orators of the day, if perhaps too flowery and long-winded for today’s eye or ear.

As the American Socialist Party developed in the early 20th century, and grew by leaps and bounds in this period, a somewhat parallel development was occurring somewhat outside this basically parliamentary movement. In 1905, led by the revolutionary militant “Big Bill” Haywood and with an enthusiastic (then) Debs present probably the most famous mass militant labor organization in American history was formed, the Industrial Workers of the World (IWW, Wobblies). As it name denotes this organization stood as, in effect, the nucleus of the industrial unionism that would win the day among the unorganized in the 1930’s with the efforts of the CIO. But it also was, as James P. Cannon an early IWW organizer noted in one of his books, the nucleus of a revolutionary political party. One of the reasons, among others, for its demise was that it never was able to resolve that contradiction between party and union. But that is an analysis for another day.

What is important to note here is that organization form fit in, very nicely indeed, with Debs’ notions of organizing the unorganized, the need for industrial unionization (as opposed to the prevailing narrow craft orientation of the Samuel Gompers-led AFL). Nevertheless Debs, to his credit, was no “dual unionist”, that is, committed to ignoring or going around the AFL and establishing “revolutionary” unions. This question of “boring from within” organized labor or “dual unions” continues to this day, and historically has been a very thorny question among militants faced with the bureaucratic inertia of the trade union bureaucracy. Debs came down on the side of the angels on this one (even if he later took unfavorable positions on IWW actions).

Although Debs is probably best known for his presidential runs (including that one from Atlanta prison in 1920 that I always enjoy seeing pictures of the one where he converses with his campaign staff in his cell) he really should be, if he is remembered for only one thing, remembered for his principled opposition to American war preparedness and eventual entry into World War I in 1917. Although it is unclear in my mind how much of Debs’ position stemmed from personal pacifism, how much from Hoosier isolationism (after all he was the quintessential Midwestern labor politician, having been raised in and lived all his life in Indiana) and how much was an anti-imperialist statement he nevertheless, of all major socialist spokesmen to speak nothing of major politicians in general , was virtually alone in his opposition when Woodrow Wilson pulled the hammer down and entered American forces into the European conflict.

That, my friends, should command respect from almost everyone, political friend or foe alike. Needless to say for his opposition he was eventually tried and convicted of, of all things, the catch-all charge of sedition and conspiracy. Some things never change. Moreover, that prison term is why Debs had to run from prison in 1920.

I started out this exposition of Debs’ political trajectory under the sign of the Russian Revolution and here I come full circle. I have, I believe, highlighted the points that we honor Debs for and now to balance the wheel we need to discuss his shortcomings (which are also a reflection of the shortcomings of the internationalist socialist movement then, and now). The almost universal betrayal of its anti- war positions of the pre-war international social democracy, as organized in the Second International and led by the German Party, by its subordination to the war aims of its respective individual capitalist governments exposed a deep crevice in the theory and practice of the movement.

As the experiences of the Russian revolution pointed out it was no longer possible for reformists and revolutionaries to coexist in the same party. Literally, on more than one occasion, these formally connected tendencies were on opposite sides of the barricades when the social tensions of society exploded. It was not a pretty sight and called for a splitting and realignment of the revolutionary forces internationally. The organizational expression of this was the formation, in the aftermath of the Russian revolution, of the Communist International in 1919. Part of that process, in America, included a left-wing split (or purge depending on the source read) and the creation, at first, of two communist organizations. As the most authoritative left-wing socialist of the day one would have thought that Debs would have inclined to the communists. That was not to be the case as he stayed with the remnant of the American Socialist Party until his death in the late 1920’s.

No one would argue that the early communist movement in America was not filled with more than its share of political mistakes, wild boys and just plain weirdness but that is where the revolutionaries were in the 1920’s. And this brings us really to Debs’ ultimate problem as a socialist leader and why I made that statement above that he could not lead a proletarian revolution in America, assuming that he was his desire. Debs had a life-long aversion to political faction and in-fighting. I would agree, as any rational radical politician would, that faction and in-fighting are not virtuous in and of themselves and are a net drain on the tasks of propaganda, recruitment and united front actions that should drive left-wing political work. However, as critical turning points in the international socialist movement have shown, sometimes the tensions between the political appetites of supposed like-minded individuals cannot be contained in one organization. This question is most dramatically posed, of course, in a revolutionary period when the tensions are whittled down to choices for or against the revolution. One side of the barricade or the other.

That said, Debs’ personality, demeanor and ultimately his political program of trying to keep “big tent” socialist together tarnished his image as a socialist leader. Debs’ positions on convicts, women, and blacks, education, religion and government. Debs was no theorist, socialist or otherwise, and many of his positions would not pass muster among radicals today. I note his economic determinist argument that the black question is subsumed in the class question. I have discussed this question elsewhere and will not address it here. I would only note, for a socialist, his position is just flat out wrong. I also note that, outside his support for women’s suffrage and working women’s rights to equal pay his attitude toward women was strictly Victorian. As was his wishy-washy attitude toward religion. Eugene V. Debs, warts and all, nevertheless deserves a fair nod from history as the premier American socialist of the pre-World War I period.

Below I am posting, occasionally, comments on the Occupy movement as I see or hear things of interest, or that cause alarm bells to ring in my head. The first comment directly below from October 1, which represented my first impressions of Occupy Boston, is the lead for all further postings.

There is a lot of naiveté expressed about the nature of capitalism, capitalists, and the way to win in the class struggle by various participants in this occupation. Many also have attempted to make a virtue out of that naiveté, particularly around the issues of effective democratic organization (the General Assembly, its unrepresentative nature and its undemocratic consensus process) and relationships with the police (they are not our friends, no way, when the deal goes down). However, their spirit is refreshing, they are acting out of good subjective anti-capitalist motives and, most importantly, even those of us who call ourselves "reds" (communists), including this writer, started out from liberal premises as naive, if not more so, than those encountered at the occupation site. We can all learn something but in the meantime we must defend the "occupation" and the occupiers. More later as the occupation continues.

In the recent past as part of my one of my commentaries I noted the following:

“… The idea of the General Assembly with each individual attendee acting as a “tribune of the people” is interesting and important. And, of course, it represents, for today anyway, the embryo of what the ‘new world’ we need to create might look like at the governmental level.”

A couple of the people that I have talked to lately were not quite sure what to make of that idea. The idea that what is going on in Occupy Boston at the governmental level could, should, would be a possible form of governing this society in the “new world a-borning” with the rise of the Occupy movement. Part of the problem is that there was some confusion on the part of the listeners that one of the possible aims of this movement is to create an alternative government, or at least provide a model for such a government. I will argue here now, and in the future, that it should be one of the goals. In short, we need to take power away from the Democrats and Republicans and their tired old congressional/executive/judicial doesn’t work- checks and balances-form of governing and place it at the grassroots level and work upward from there rather than, as now, have power devolve from the top. (And stop well short of the bottom.)

I will leave aside the question (the problem really) of what it would take to create such a possibility. Of course a revolutionary solution would, of necessity, have be on the table since there is no way that the current powerful interests, Democratic, Republican or those of the "one percent" having no named politics, is going to give up power without a fight. What I want to pose now is the use of the General Assembly as a deliberative executive, legislative, and judicial body all rolled into one.

Previous historical models readily come to mind; the short-lived but heroic Paris Commune of 1871 that Karl Marx tirelessly defended against the reactionaries of Europe as the prototype of a workers government; the early heroic days of the Russian October Revolution of 1917 when the workers councils (soviets in Russian parlance) acted as a true workers' government; and the period in the Spanish Revolution of 1936-39 where the Central Committee of the Anti-Fascist Militias acted, de facto, as a workers government. All the just mentioned examples had their problems and flaws, no question. However, merely mentioning the General Assembly concept in the same paragraph as these great historic examples should signal that thoughtful leftists and other militants need to investigate and study these examples.

In order to facilitate the investigation and study of those examples I will, occasionally, post works in this space that deal with these forbears from several leftist perspectives (rightist perspectives were clear- crush all the above examples ruthlessly, and with no mercy- so we need not look at them now). I started this Lessons Of History series with Karl Marx’s classic defense and critique of the Paris Commune, The Civil War In France and today’s presentation noted in the headline continues on in that same vein.

We will suppose that the trial is made by a monarch, or by a wealthy individual like one of the Devonshires, Northumberlands, Bedforts, the Sheremetevs, Labanovs, Czartoryskis, the Esterhazys, Belmontes, Medina-Celis, the Barings, Lafittes, Hopes, etc., or finally by a powerful company which desires to avoid all tentative measures and proceed directly to the organisation of Full Harmony, the eighth period in its plenitude. I am going to indicate the procedure to follow in this case.

An association of 1500 or 1600 people requires a site comprising at least one square league of land, that is to say a surface area of six million square toises.[30] (Let us not forget that one-third as much would suffice for the simple mode.)

A good stream of water should be available; the land should be hilly and suitable for a variety of crops; there should be a forest nearby; and the site should be fairly near a large city but far enough away to avoid unwelcome visitors.

The trial Phalanx will stand alone and it will get no help from neighbouring Phalanxes. As a result of this isolation, there will be so many gaps in attraction, so many passional calms to fear in its manoeuvres, that it will be particularly important to provide it with the help of a good site fit for a variety of functions. Flat country, like that surrounding Anvers, Leipzig or Orleans would be quite inappropriate and would cause the breakdown of many series, owing to the uniformity of the land surface. It will therefore be necessary to select a diversified region, like that near Lausanne, or at the very least a fine valley provided with a stream and a forest, like the valley from Brussels to Halle. A fine location near Paris would be the stretch of land between Poissy and Conflans, Poissy and Meulan.

The 1500 or 1600 people brought together will be in a state of graduated inequality as to wealth, age, personality, and theoretical and practical knowledge. The group should be as varied as possible; for the greater the variety in the passions and faculties of the members, the easier it will be to harmonise them in a limited amount of time.

All possible types of agricultural work should be represented in this trial community, including that involving hot-houses and conservatories. There should also be at least three types of manufacturing work for winter and for rainy days, as well as diverse types of work in the applied sciences and arts, apart from what is taught in the schools. A passional series will be assigned to each type of work, and it will divide up its members into subdivisions and groups according to the instructions given earlier.

At the very outset an evaluation should be made of the capital deposited as shares in the enterprise: land, material, flocks, tools, etc. This matter is one of the first to be dealt with; and I shall discuss it in detail further on. Let us now confine ourselves to saying that all these deposits of material will be represented by transferable shares in the association.[31] Let us leave these minute reckonings and turn our attention to the workings of attraction.

A great difficulty to be overcome in the trial Phalanx will be the formation of transcendent ties or collective bonds among the series before the end of the warm season. Before winter comes a passionate union must be established between the members; they must be made to feel a sense of collective and individual devotion to the Phalanx; and above all a perfect harmony must be established concerning the division of profits among the three elements: Capital, Labour and Talent.

The difficulty will be greater in northern countries than in those of the south, given the fact that the growing season lasts eight months in the south and just five months in the north.

Since a trial Phalanx must begin with agricultural labour, it will not be in full operation until the month of May (in a climate of 50 degrees latitude, like the region around London or Paris),. and since the general bonds, the harmonic ties of the series, must be established before the end of the farming season in October, there will scarcely be five months of full activity in regions of fifty degrees latitude. Everything will have to be done in that short time.

Thus it would be much easier to make the trial in a region where the climate is temperate, for instance near Florence, Naples, Valencia or Lisbon where the growing season lasts eight or nine months. In such an area it would be particularly easy to consolidate the bonds of union since there would only be three or four months of passional calm between the end of the first season and the beginning of the second. By the second spring, with the renewal of its agricultural labours, the Phalanx would form its ties and cabals anew with much greater zeal and with more intensity than in the first year. The Phalanx would thenceforth be in a state of complete consolidation, and strong enough to avoid passional calms during the second winter.

If, instead of being surrounded by civilised populations, the trial Phalanx had neighbours who had been brought up in the seventh period, or merely in the sixth, it could count on moral support which would lend strength to its intrigues and help it in getting organised. But in fact it will be surrounded only by those social vipers who are called civilised — Progenies viperarum, as the Gospel puts it — people whose deceitful proximity will be a spiritual menace to the first Phalanx just as a horde of plague-bearers would be a material menace to a healthy city. This city would be obliged to drive them away and to level its cannons against those who approached its walls.

The experimental Phalanx will be obliged to take similar actions, in a moral sense, against the contagion of civilised customs. It will be forced to withdraw itself from all passional or spiritual relations with its perfidious neighbours. (It should be recalled that the two terms “passional” and “spiritual” are synonymous by contrast to “material.”)

The civilised are so accustomed to falsity that they practice it even in those circumstances when they would like to practice truthfulness. Propriety and morality make liars out of civilised men. With such habits, the civilised would destroy the mechanism of Harmony if they were permitted to interfere.

This mistrust will not prevent the first Harmonians from admitting a few civilised people as spectators consigned to a “moral quarantine,” and this conditional admission will be the object of a highly lucrative speculation which will yield a profit of some twenty millions to the trial Phalanx if it handles the matter skillfully. (The figures will be given farther on.)

Let us discuss the composition of the trial Phalanx. At least seven-eighths of its members should be people involved in farming or industry. The remainder will consist of capitalists, savants and artists... . The Phalanx would be poorly graduated and difficult to balance if, among its capitalists, there were several worth 100,000 francs and several worth 50,000 francs without any of intermediate wealth. In such circumstances, one should try to find men with fortunes of 60, 70, 80, and 90,000 francs. The most precisely graduated Phalanx yields the highest degree of social harmony and the greatest profits.

In, readying the gardens and workshops of the trial Phalanx one should try to predict and estimate the approximate quantity of attraction which each branch of industry is likely to excite. For example, we know that the plum-tree has less attraction than the pear-tree., and so we will plant fewer plum-trees than pear-trees. The quantity of attraction will be — the sole rule to follow in each branch of agricultural and manufacturing work.

Economists would follow a different line of reasoning. They would insist that it is necessary to cultivate whatever produces the greatest yield and to produce a large quantity of the most productive objects. The trial Phalanx should avoid this error; its methods should be different from those of the Phalanxes that will follow it. When all regions have embraced Harmony and when they are all organised in combination with each other, then it will no doubt be necessary to adapt farming to the dictates of interest and attraction. But the goal of the experimental community is quite different: it is to get a group of 1500 or 1600 people working out of pure attraction. If one could predict that they would be more actively attracted to work by thistles and thorns than by orchards and flowers, then it would be necessary to give up orchards and flowers and replace them with thistles and thorns in the experimental community.

In point of fact, as soon as it has attained its two goals, industrial attraction and passional equilibrium, the trial Phalanx will have the means to widen the scope of its labours so as to include any useful tasks which may have been neglected at the outset. Moreover, its strength will be doubled when neighbouring communities organise their own Phalanxes and when the whole region is able to intervene in the mechanism of attraction. Thus in the initial experiment it is necessary to concentrate on the creation of industrial attraction without being particular about the type of work involved.

I have had to insist on this point because the critics may wonder at the fact that I require for the first community a great many flowers, orchards and small animals but very little in the way of large-scale agriculture. The reason for this is that some of the stimuli which make large-scale farming attractive will only emerge after the establishment of a network of Phalanxes capable of aiding each other. The first community, which will be deprived of such resources, should adopt appropriate tactics and resolve the problem of industrial attraction by the means at its disposal.

The most appealing species of animals and vegetables are fairly well known, and it will be easy to estimate the proportions to be respected in the industrial preparations for the experimental Phalanx. Of course there will necessarily be some errors at the outset, and it will take several years before a Phalanx can make an exact reckoning of the proportions to be established among all types of work.

Yet since the capital invested in the establishment of the trial Phalanx will be reimbursed at a rate of twelve to one, the shareholders will scarcely be inclined to worry about the fact that a few errors in the distribution of labour will reduce profits during the first years. The main point will be to attain the goal of industrial attraction and passional equilibrium. This will be the sign of victory. and the shareholders or founders should keep in mind that when they have obtained this victory, when they have provided a practical demonstration of the equilibrium of the passions and shown the way to a happy future, their fellow men will find all the world’s treasures inadequate to reward them for having provided an escape from the labyrinth of civilisation, barbarism, and savagery.

From The Archives-The Struggle To Win The Youth To The Fight For Our Communist Future-From The Pen Of Leon Trotsky-“Young People, Study Politics!”

One of the declared purposes of this space is to draw the lessons of our left-wing past here in America and internationally, especially from the pro-communist wing. To that end I have made commentaries and provided archival works in order to help draw those lessons for today’s left-wing activists to learn, or at least ponder over. More importantly, for the long haul, to help educate today’s youth in the struggle for our common communist future. That is no small task or easy task given the differences of generations; differences of political milieus worked in; differences of social structure to work around; and, increasingly more important, the differences in appreciation of technological advances, and their uses.

There is no question that back in my youth I could have used, desperately used, many of the archival materials available today. When I developed political consciousness very early on, albeit liberal political consciousness, I could have used this material as I knew, I knew deep inside my heart and mind, that a junior Cold War liberal of the American For Democratic Action (ADA) stripe was not the end of my leftward political trajectory. More importantly, I could have used a socialist or communist youth organization to help me articulate the doubts I had about the virtues of liberal capitalism and be recruited to a more left-wing world view. As it was I spent far too long in the throes of the left-liberal/soft social-democratic milieu where I was dying politically. A group like the Young Communist League (W.E.B. Dubois Clubs in those days), the Young People’s Socialist League, or the Young Socialist Alliance representing the youth organizations of the American Communist Party, American Socialist Party and the Socialist Workers Party (U.S.) respectively would have saved much wasted time and energy. I knew they were around but not in my area.

The archival material to be used in this series is weighted heavily toward the youth movements of the early American Communist Party and the Socialist Workers Party (U.S). For more recent material I have relied on material from the Spartacus Youth Clubs, the youth group of the Spartacist League (U.S.), both because they are more readily available to me and because, and this should give cause for pause, there are not many other non-CP, non-SWP youth groups around. As I gather more material from other youth sources I will place them in this series.

Finally I would like to finish up with the preamble to the Spartacist Youth Club’s What We Fight For statement of purpose:

"The Spartacus Youth Clubs intervene into social struggles armed with the revolutionary internationalist program of Marx, Engels, Lenin and Trotsky. We work to mobilize youth in struggle as partisans of the working class, championing the liberation of black people, women and all the oppressed. The SYCs fight to win youth to the perspective of building the Leninist vanguard party that will lead the working class in socialist revolution, laying the basis for a world free of capitalist exploitation and imperialist slaughter."

This seems to me be somewhere in the right direction for what a Bolshevik youth group should be doing these days; a proving ground to become professional revolutionaries with enough wiggle room to learn from their mistakes, and successes. More later.

“Young People, Study Politics!”

From May Day Speech by Leon Trotsky

Below is an excerpt from a 1924 speech on the eve of May Day delivered to young Communist workers and Red Army veterans by Leon Trotsky, co-leader with V.I. Lenin of the October Revolution of 1917. May Day originated in the 1880s in the U.S. with the struggle for the eight-hour day and was soon adopted by the Second (Socialist) International as an annual workers celebration. However, the Second International would go on to definitively betray the interests of the working class when its parties (with the notable exceptions of the Russian Bolsheviks, Serbian Social Democrats and the Bulgarian “Narrow” Socialists) supported their “own” bourgeois rulers in the interimperialist World War I. To this day, the struggle for the eight-hour day remains a vital task of the labor movement in the U.S. and elsewhere, as workers are increasingly driven by the capitalists to risk life and limb by working eleven- and twelve-hour days or taking multiple jobs to make ends meet.

Trotsky’s speech addressed the need for political and technical training of young workers and soldiers in the Soviet workers state, which throughout its existence faced imperialist powers intent on its destruction. Trotsky was Soviet Commissar of War at the time, but he would soon be driven from that position by the developing bureaucracy under J.V. Stalin. The speech appears in Trotsky’s Problems of Everyday Life (Monad Press, 1973).

Who inaugurated the celebration of May Day thirty-five years ago? The Social Democrats. Who is at the head of the German Republic? The Social Democrat Ebert. What is the point? The point is that the new revolutionary generation of the working class in Europe is growing more and more thoroughly filled with hatred for the rule of the bourgeoisie, and that over there in Europe, democratic Menshevism is the last instrument the bourgeoisie has for keeping the working masses down.

And we see that those very governments that reproached us communists for openly saying that only the transfer of power into the hands of the working people could abolish the rule of capital, those very same governments that belong to the parties that inaugurated the May Day celebrations, are forbidding the workers to go into the streets with the slogans of international brotherhood and the eight-hour working day. And the same telegrams report that the German Young Communists, the young people of Germany and those of France, too, are nevertheless doing all they can to be able to go out into the streets of their cities with slogans of protest and struggle.

What are these slogans? The slogan laid down for May Day thirty-five years ago—the eight-hour working day—was achieved almost everywhere in Europe after the war; but in recent years the working day has been lengthened. If there were a country that had the right, if there were a working class that had the right to demand of itself and of its sons a working day longer than eight hours, then it would be our country, exhausted and devastated, working not for the bourgeoisie but for itself—and yet in our country the eight-hour working day remains a precondition, based on the laws of the republic, for the moral and spiritual advance and development of the working masses.

And on May Day we hurl this fact in the face of Europe’s capitalist, lying, thoroughly hypocritical bourgeois democracy. What sort of democracy is it for the working people if they are merely promised the eight-hour working day? And what of the fraternity of the peoples, respect for the working people of other nationalities, who speak other languages, fraternal feelings which we must absorb from our earliest years, because national chauvinism and national hatred are the poison with which the bourgeoisie pollutes the minds of the working people? I demand to know where this slogan of the May Day celebration has been put into effect more fully than in our country. I have been in Caucasia, that backward region. There are three main republics there and dozens of backward nationalities. That region was bled white by wars. But now the young generation there is learning to work and to create culture on the basis of cooperation among all the different nationalities. Have not we, the workers’ republic, the right to contrast, with justified pride, this backward Caucasia, which has been restored and given new life by the Soviet power, to any of the cultured countries of Europe, where on every frontier there is hatred, enmity, and danger of new armed conflicts?

And the third slogan by which the Social Democrats swore thirty-five years ago, the slogan of struggle against militarism? Now in power in Britain is the Menshevik Labour Government of MacDonald. What is it spending on arms? It is spending 1,150 million gold rubles a year. That is four or five times as much as we spend. Britain has 40 million people, we have 130 million. MacDonald may say that we are the poorer country and so, of course, we spend less. But, Comrades, if we are the poorer, that means that we are threatened by greater danger, for throughout history it has always happened that rich peoples, led by their rich ruling classes, have conquered and subjected poorer and more backward ones. China will not fall upon Britain and the United States, but the wealthy United States and Britain may crush China.

If we did not have Soviet power—the power of the workers and peasants, of the Communist Party boldly marching onward to battle—our country, weakened and exhausted by the imperialist war, would long ago have been torn to pieces by the barbarians of world imperialism. And when those very same Mensheviks reproach us for giving military training to our young people, for building the Red Army, when they tell us: “You, too, are militarists,” then it is sufficient for us to contrast the states that surround us with the first republic of labor in the world, surrounded for the last seven years by irreconcilable and ruthless foes.

If they are recognizing us now, and if we are carrying on negotiations in London today, it must not be supposed that the world bourgeoisie has become better disposed towards the republic of workers and peasants. A change of tactics does not do away with the hatred felt by the bourgeoisie of all countries for the republic where the rising generation of working people is growing up in a new atmosphere, with new ideals—for we are overthrowing the old ideals in so far as we are teaching the young generation to have confidence in the power of the world working class. The world bourgeoisie will never reconcile itself to this.
