Perhaps the most important point made by this article concerning the Arab Spring, Arab Revolution, Arab 1848 or the other myriad expressions of the democratic revolutionary outcome in the Near and Middle East comes near the end of the article. There the speaker notes that socialists, communists, and even those who call themselves Trotskyists speak, at most, only of a democratic revolution, no extension now or in the future to a socialist revolution like in the old days. Yet only Leon Trotsky’s strategic concept of the theory of permanent revolution in the year 2011 points the way forward in this area. Christ, this is one time it is practically a no-brainer to evoke the solution of a socialist revolution and still the reformists want to parse the thing down to something that might have been revolutionary, barely revolutionary, in the real 1848.

Economic Crisis and the Tunisia Uprising
The following is based on a report given by a comrade of the Ligue Trotskyste de France to a recent gathering of International Communist League members in Europe.
The reason the various uprisings that have been shaking the Arab world have taken place now and not five, ten or 20 years ago has, in my opinion, economic origins. The devastation of the world depression has added to a situation that had caused steady deterioration in the living conditions for the working masses of North Africa in the last 15 years or so, as seen especially in the huge rise in food prices and the slashing back of government food subsidies. The worsening of their conditions was caused by the adoption of IMF-dictated structural measures beginning in the 1980s and then various agreements, mainly between the European Union (EU) and North African countries, in the second part of the 1990s. This development needs to be traced in part to the capitalist counterrevolution that destroyed the Soviet Union.
The bottom line of the agreements was based on the imperialists’ promise that the European capitalists would outsource part of their industry to the countries of the Maghreb (Morocco, Algeria and Tunisia). In reality, the domestic markets of these Arab countries are too small to draw massive foreign investment. Furthermore, industrial production outsourced from the European Union for export back to Europe was moved in large part to the capitalist sector in the Chinese deformed workers state. There is some spare parts production for the auto and aerospace industry in Tunisia, but the bulk of the export-oriented industry is cheap textile production with little value added.
The aim of the agreements was to dismantle tariff barriers between both sides of the Mediterranean and to do away with whatever minimal labor legislation had been in place. In fact, this process started first in Tunisia, and this is the country where it went furthest. So it is not a coincidence that the uprisings started in Tunisia.
This “neoliberalism” has left a devastated economy in North Africa. Of course, there are variations depending in particular on the presence or not of an important oil industry. Algeria is a major producer of oil and gas with significant production potential. However, heavy industry in Algeria, which had been built in the 1970s, has been largely dismantled. Steel production was downsized and then sold to Mittal Steel, among others. In general, from Morocco to Syria between 12 and 15 percent of the population is employed in industry, including light industry. The one exception is Tunisia, where the figure is above 20 percent.
The question of the impact of outsourcing on the strength of the working class and the trade unions is very relevant to North Africa. Labor regulations have been largely dismantled. There is a growing number of workers employed informally, through labor contractors, etc., including in the so-called “formal sector.” The head of the Tunisian high school teachers union told Informations Ouvrières (21 April), newspaper of the Lambertist Parti Ouvrier Indépendant:
“The great majority of the mobilizations demand a solution to the fundamental problem, which is employment and was a central demand of the revolution. There are very few strikes which raise the question of wage increases, even though this problem is far from negligible in many companies which do not respect any regulations and laws and underpay their workers. Most mobilizations want to end two plagues: outsourcing and temporary work.”
Representative of the growth of the informal sector proper was Mohamed Bouazizi, the street vendor who set himself on fire in Sidi Bouzid in December, sparking the revolt.
There are also demographic reasons, which have come to a head in this period. After independence in the 1950s and 1960s, there was an explosive population growth due to the improvement of health systems. From around 1974 on, mass emigration to Europe was cut off as the European countries tightened their borders. While the life expectancy of the working class increased, the mass influx of youth provoked an explosion of the population able to work and consequently an explosion in structural mass unemployment rates.
This has been aggravated for college-educated youth. The governments in the Maghreb, particularly Tunisia, made a major effort to educate their youth. In the years after independence, when the development of national capitalism was based on a strong state sector and a significant teaching and health apparatus, the natural employment perspectives for college-educated youth were centered on the civil service. This has been increasingly reversed in the last 15 years or so, particularly as a result of IMF- and EU-dictated measures to reduce the public sector. As a result, the unemployment rate increases with the level of education. Even before the recent uprisings, it was due to reach catastrophic proportions in the next two or three years. Some 70,000 additional college graduates are scheduled to enter the labor market this fall, a large part of whom will be unemployed.
Since January, the situation in Tunisia has been made worse by the return of 20,000 Tunisians who had jobs in Libya and by foreign refugees from Libya, and has been aggravated as well by the catastrophic situation of the tourist industry, which is a major employer. People have tried to cross the sea and get to France, with hundreds of youth drowned (see “Refugees Drown as Imperialists Step Up War on Libya,” WV No. 981, 27 May). Now there are concentrations of Tunisian youth in the streets of Paris and Marseilles desperately looking for housing and jobs and trying to avoid police roundups. The IMF and World Bank have started to draw circles around Tunisia, with promises of loans to supposedly bridge the currently dire situation. As always in such circumstances, and as cruelly experienced right now by Greek, Irish and Portuguese workers, these schemes amount to channeling more fresh money into bank coffers and imposing more drastic austerity measures on workers.
In the last 15 years, the social security and unemployment compensation systems, which were basic at best, have been partially dismantled, so that insecurity at all levels has increased. In this context, it is quite remarkable that the working class has managed to appear as a factor at all in Tunisia, although of course not as a class for itself—i.e., conscious of its role as the gravedigger of capitalism. The working class remains chained to its own bourgeoisie by the trade-union bureaucracy and the small left groups that have emerged out of it lately, particularly the former Communist Party, called Ettajdid, the ex-Maoist Workers Communist Party of Tunisia (PCOT) and the ex-Pabloite League of the Workers Left (see “For Permanent Revolution Across North Africa! Tunisia: Dictator Flees, Protests Continue,” WV No. 973, 4 February).
Tunisia is supposedly the most advanced country in the Arab world when it comes to the status of women. The wives of both the late Habib Bourguiba, the country’s first ruler after independence from France, and the ousted dictator Zine al-Abidine Ben Ali played important political roles, which is unique. People came from all over North Africa and the Arabian peninsula because prostitution in Tunisia was not illegal. Prostitutes were said to fink on their customers for the files of the political police. Polygamy was illegal, unlike abortion and contraception.
But the reality is of course quite grim. Arranged marriages are frequent, at least in the bourgeoisie. They still have magic rituals called the tasfih to supposedly protect the virginity of pubescent girls, particularly in the more backward interior of the country but also in Tunis. Hymenoplasty (surgical restoration of the hymen to give the appearance of virginity) and the like seem to be common among the more petty-bourgeois layers. Sexual harassment at work is frequent.
However, it appears that the ICL has been the only organization that has been prominently raising the woman question. In Egypt, the left capitulates to the Muslim Brotherhood. In Tunisia, left groups are also into class-collaborationist alliances with the Islamists. They portray them as “good guy” Islamists like Turkey’s ruling bourgeois Justice and Development Party. But I believe that a more important part of the reason why the Tunisian left has been silent on the woman question is because they are at bottom left-Bourguibists, and it was Bourguiba who established the family code immediately after independence. They believe that Tunisia is truly a progressive country regarding the woman question. They believe, as Obama would say, that 90 percent of the road has been traveled already toward the final emancipation of women. Skillfully, the government has announced compulsory sexual parity in the lists for elections to the constituent assembly. Slates not complying with this rule would be automatically eliminated.
This brings me to the pervasiveness of bourgeois nationalism. From the meetings of the Tunisian left in Paris that we have attended to the mass rallies in downtown Tunis, the national anthem has been sung and the national flag waved. The opportunist left has built illusions in the army, even without the Egyptian mythology of defense of the fatherland against Zionist Israel. As we have said, the ideology of the reformist left used to be the class-collaborationist line of “two stages” toward socialism, which has always ended in bloody defeat for the working class. Now it is one stage, toward a “democratic republic,” i.e., bourgeois democracy full stop. As we wrote regarding North Africa and the Near East in the February WV article on Tunisia:
“What is essential is the forging of revolutionary workers parties like the Bolshevik Party that led the working class of Russia to power in the 1917 October Revolution—parties committed to the program of permanent revolution, addressing the burning needs of the masses and unalterably leading them to one final conclusion: the conquest of power by the proletariat. This is the program of the International Communist League. For a socialist federation of North Africa!”

FBI Raids Hit LA
Defend Chicano Activist Carlos Montes!
Broadening the government’s witchhunt of leftist activists, a Los Angeles Sheriff’s SWAT team and the FBI invaded the Alhambra home of Carlos Montes, a veteran Chicano activist, in the pre-dawn hours of May 17, breaking down the door and tearing his house apart. Using reactionary gun control laws, the agents arrested Montes on a pretext of violating a firearms code. What is clear is that he was targeted for his 44-year history of leftist political activism. A founder of the Chicano Moratorium Movement Against the Vietnam War and cofounder of the Brown Berets, Montes is a supporter of the Freedom Road Socialist Organization (FRSO) and writes for its newspaper, Fight Back! He is also a leader of the Southern California Immigration Coalition.
Montes had recently worked with the Committee to Stop FBI Repression, which was formed to defend 23 Midwestern leftists, antiwar organizers and union activists targeted by the FBI since September 2010 for the “crime” of solidarity with the oppressed in Latin America and the Near East (see WV No. 966, 8 October 2010). Many of the activists had helped to organize protests against the 2008 Republican National Convention. These included Montes, who was named in the subpoena at the time of the September FBI raid. Others were active in the Twin Cities Anti-War Committee, the Palestine Solidarity Group, the Colombia Action Network, Students for a Democratic Society and FRSO. Courageously, the 23 activists have refused to testify before the Chicago grand jury.
Released on bail, Montes described the raid to EGP News (27 May). He stated that the FBI and SWAT squad “tore down the door and ransacked my house, took my computer, took my computer files, took my cell phone. They looked at my family albums from the movement, from the Chicano Moratorium, the Community Service Organization, May 1st Southern California Immigration Coalition. It’s political persecution.” The FBI tried to question Montes about the FRSO as he was being taken to jail. The Los Angeles Times and other bourgeois news sources have blacked out coverage of Montes’ frame-up arrest.
In vastly expanding the state’s repressive powers in the name of the “war on terror” over the last decade, the capitalist government has slashed fundamental rights of association and speech. In June 2010, the Supreme Court expanded the definition of what legally can be considered “material support to terrorism” to include a wide range of activities deemed as somehow aiding proscribed foreign organizations, from giving money to Muslim charities to publishing interviews with leftist guerrilla fighters. Three months later, the Feds launched their attack against the Midwestern leftists and labor activists.
During the 2008 elections, liberals and reformist leftists, including the FRSO, pushed the dangerous myth that the election of Obama would reverse the worst policies of George W. Bush. But as the Commander-in-Chief of U.S. imperialism, Obama has amply shown that his promises to clean up the “excesses” of the Bush administration were nothing other than a statement to wage the “war on terror” more effectively. With the FBI raids against leftists, the Obama White House has trumped the Bush regime’s assault on civil liberties.
The purpose of the “anti-terror” witchhunt is to terrorize the population, which in turn is supposed to accept the expansion of police powers at home while supporting predatory wars abroad. The ultimate target of the capitalist state’s repressive measures is the multiracial working class, which alone has the social power and interest in smashing capitalist rule and replacing it with a workers state.
It is in the vital interests of the labor movement to defend Carlos Montes and all those caught up in the “anti-terror” witchhunts. The Spartacist League and Partisan Defense Committee, a class-struggle legal and social defense organization associated with the SL, demand that the charges against Montes and the Midwestern activists be dropped, that the subpoenas be withdrawn, and that all seized materials be returned to them. A protest is being called for Carlos Montes’ first court appearance on June 16. It will take place outside the Alhambra Court House, located at 150 West Commonwealth Avenue, at 7:30 a.m. Down with the imperialists’ “war on terror”! An injury to one is an injury to all!

As I mentioned in a review of a two-volume set of, for lack of a better term, girl doo wop some of the songs which overlaps in this five-volume series, I have, of late, been running back over some rock material that formed my coming of age listening music (on that ubiquitous, and very personal, iPod, oops, battery-driven transistor radio that kept those snooping parents out in the dark, clueless, and that was just fine, agreed), and that of my generation, the generation of ’68. Naturally one had to pay homage to the blues influences from the likes of Muddy Waters, Big Mama Thornton, and Big Joe Turner. And, of course, the rockabilly influences from Elvis, Carl Perkins, Wanda Jackson, and Jerry Lee Lewis on. Additionally, I have spent some time on the male side of the doo wop be-bop Saturday night led by Frankie Lymon and the Teenagers on Why Do Fools Fall In Love? (good question, right). I noted there that I had not done much with the female side of the doo wop night, the great ‘girl’ groups that had their heyday in the late 1950s and early 1960s before the British invasion, among other things, changed our tastes in popular music. I would expand that observation here to include girls’ voices generally. As there, I make some amends for that omission here.
As I also noted in that earlier review one problem with the girl groups, and now with these generic girl vocals for a guy, me, a serious rock guy, me, was that the lyrics for many of the girl group songs, frankly, did not “speak to me.” After all how much empathy could a young ragamuffin of boy brought up on the wrong side of the tracks like this writer have for a girl who breaks a guy's heart after leading him on, yes, leading him on, just because her big bruiser of a boyfriend is coming back and she needs some excuse to brush the heartbroken lad off in the Angels' My Boyfriend’s Back. Or some lucky guy, some lucky Sunday guy, maybe, who breathlessly catches the eye of the singer in the Shirelles' I Met Him On Sunday from a guy who, dateless Saturday night, was hunched over some misbegotten book, some study book, on Sunday feeling all dejected. And how about this, some two, or maybe, three-timing gal who berated her ever-loving boyfriend because she needs a good talking to, or worst, a now socially incorrect, very incorrect and rightly so, "beating" in Joanie Sommers’ Johnny Get Angry.
And reviewing the material in this volume gave me the same flash-back feeling I felt listening to the girl doo wop sounds. I will give similar examples of that teen boy alienation for this volume, and this approach will drive the reviews of all five of these volumes in the series. Dum Dum leaves me with no choice but to be dumb dumb;Sincerely by the McGuire Sisters,hell I would have taken insincerely but just call; Sad Movies (Make Me Cry), alone in the dark, dungeon balcony; It Hurts To Be In Love, say that again; and The Cookies Don't Say Nothin' Bad (About My Baby), I wish I could have had that choice. I might add here that as we have, with volume four, gone over one hundred songs in this series not only have we worked over, and worked over hard, the “speak to” problem but have now run up against the limits of songs worthy of mention, mention at the time or fifty years later, your choice.
So you get the idea, this stuff could not “speak to me.” Now you understand, right? Except, surprise, surprise foolish, behind the eight- ball, know-nothing youthful guy had it all wrong and should have been listening, and listening like crazy, to these lyrics because, brothers and sisters, they held the key to what was what about what was on girls’ minds back in the day, and maybe now a little too, and if I could have decoded this I would have had, well, the beginning of knowledge, girl knowledge. Damn. But that is one of the virtues, and maybe the only virtue of age. Ya, and also get this- you had better get your do-lang, do-lang, your shoop, shoop, and your best be-bop, be-bop into that good night voice out and sing along to the lyrics here. This, fellow baby-boomers, was our teen angst, teen alienation, teen love youth and now this stuff sounds great.

Leon Trotsky on Frederick Nietzsche
...We obviously make no claim to an exhaustive critique of the fantastic creations of Frederick Nietzsche, philosopher in poetry and poet in philosophy. This is impossible within the framework of a few newspaper articles. We only wanted to describe in broad strokes the social base which has shown itself to be capable of giving birth to Nietzscheism, not as a philosophical system contained in a certain number of volumes and for the most part explicable by the individual particularities of its author, but rather as a social current attracting particular attention because we are dealing with a current of the present time. It seemed to us to be all the more indispensable to bring Nietzscheism down from the literary and philosophical heights to the purely earthly basis of social relations because a strictly ideological attitude, conditioned by subjective reactions of sympathy or antipathy for the moral and other theses of Nietzsche, results in nothing good...

Wow, that's really fascinating. Had no idea Trotsky ever wrote anything on Nietzsche. Always felt the two writers had a stylistic affinity (though not, of course, a political one).

...We obviously make no claim to an exhaustive critique of the fantastic creations of Frederick Nietzsche, philosopher in poetry and poet in philosophy. This is impossible within the framework of a few newspaper articles. We only wanted to describe in broad strokes the social base which has shown itself to be capable of giving birth to Nietzscheism, not as a philosophical system contained in a certain number of volumes and for the most part explicable by the individual particularities of its author, but rather as a social current attracting particular attention because we are dealing with a current of the present time. It seemed to us to be all the more indispensable to bring Nietzscheism down from the literary and philosophical heights to the purely earthly basis of social relations because a strictly ideological attitude, conditioned by subjective reactions of sympathy or antipathy for the moral and other theses of Nietzsche, results in nothing good...

Each Generation Must Find It Own Way To The Fight For Socialist Revolution- Reflections On The June 15, 2011 Boston Rally To Free Private Bradley Manning and Defend David House (Wikileaks)- A Short Note

I have repeatedly, echoing comrades V. I. Lenin and Leon Trotsky, more times than I care to remember noted in this space that youth, young radicals, potential young communists from our perspective must (and, hopefully, will) find there own ways to socialism, and the struggle for the liberating effects of socialist revolution as the way to get there. And I still, fervently at times, believe that and believe it more strongly the older I get. Youth must have the space and time to make their own mistakes, and create their own successes, before stepping up to the “bigs.” Thus, any socialist organization worthy of the name, worth its salt, has a youth organization that, if it follows Leninist norms, is organizationally independent although politically subordinate to the party and acts as a transmission belt to that party. However on some days I wonder, wonder at least a little, about the capacities of the current “youth” generation to get animated by socialist ideas.
And June 15, 2011 was one of those days. A demonstration had been called by an organization, (see details below), seeking to free Private Bradley Manning and defend David House and others (also see details below) from grand jury snooping investigations into their possible connections with Wikileaks. Fair enough. For the past year the Manning case has been near and dear to me. I will demonstrate, and gladly, for his release when a call is made even if there are only two of us responding. I have also taken up, on more than one occasion, the slogan-Hands Off Wikileak! Obviously that includes anyone rounded up by the government dragnet trying to break up the work of that organization. So, of course, I showed up with some of my comrades on June 15th.
Now class-war prisoner defense work, which is what this rally was all about, generally entails joining with liberals, left or otherwise, civil liberties-types, defenders of democratic rights in general, and the usual motley crew of leftists of various persuasions, including self-styled socialists and communists. Hell, these days even a stray libertarian, perhaps fearful that they may be next as well, will show up to these events. Again I have no problem with that, after all the slogan “an injury to one is an injury to all” casts a wide net. What was bothersome, a little, but enough to write this comment was the amazing lack of political savvy by those young democrats who organized this thing. Frankly I blushed at their studied naivete and compared to theirs my own youthful liberal idealistic naivete would have made me a flaming radical.
Other that speeches by that motley crew of leftists offering their cures, or non-cures, the “kids” seemed to be stuck on some high school civics idealistic concept of American democracy. Like, somehow, a little tweaking might work to “correct” society’s ills. No talk, not even close, of some connection between the Manning and House cases, the myriads wars going on with American sponsorship, the economic crisis and some possible socialist solutions, even reformist ones. Worst, for a man raised on the principle that if you are going to be in the streets, the mean American political streets, then you had better be organized, and militant, meaning sometimes loud and with some discipline. The spirit here was one of a half-hearted lethargy as we were “guided" in a march around the city hall and Boston Common and if certain older militants hadn’t stepped into the gap passers-by might have taken the march for a Quaker vigil. Let’s put it this way, there is plenty of work to do if the youth generation of today wants to turn the world upside down, and for the better.

surveillance and computer seizure by homeland security, without warrants,

and Bradley Manning.
These attacks against activists are nothing compared to what we will face if
the grand jury decides to extradite Julian Assange on charges of espionage.
Due to the vague wording of the Espionage Act, there will remain “no
distinction between the leaker, the recipient of the leak, or the
100thperson to redistribute, retransmit, or even retain the national
defense
information that, by that point, is already in the public domain”, a Hearing

the government the legal groundwork to incriminate anyone who supports
WikiLeaks, and perhaps any organization that provides an outlet for

concerned citizens, believe it is time to stand up for our own rights and
those of the people around us. If we do nothing, we risk losing the rest of
our freedom and privacy. The government seeks to remove even our most basic
rights: the rights to speak up for justice and hold our so-called
“representatives” accountable. The trends of rampant corruption, unnecessary
withholding of information, and unlawful detainment of citizens must end.

Where Have The Girls Gone- When Young Women’s Voices Ruled the Airwaves Before The British Rock Invasion, Circa 1964- Early Girls, Volume Three

Early Girls, Volume Three, various singers, Ace Records , 1997
As I mentioned in a review of a two-volume set of, for lack of a better term, girl doo wop some of the songs which overlap in this six-volume series, I have, of late, been running back over some rock material that formed my coming of age listening music (on that ubiquitous, and very personal, iPod, oops, battery-driven transistor radio that kept those snooping parents out in the dark, clueless, about what I was listening to, and that was just fine, agreed), and that of my generation, the generation of ’68. Naturally one had to pay homage to the blues influences from the likes of Muddy Waters, Big Mama Thornton, and Big Joe Turner. And, of course, the rockabilly influences from Elvis, Carl Perkins, Wanda Jackson, and Jerry Lee Lewis on. Additionally, I have spent some time on the male side of the doo wop be-bop Saturday night led by Frankie Lymon and the Teenagers on Why Do Fools Fall In Love? (good question, right). I noted there that I had not done much with the female side of the doo wop night, the great ‘girl’ groups that had their heyday in the late 1950s and early 1960s before the British invasion, among other things, changed our tastes in popular music. I would expand that observation here to include girls’ voices generally. As there, I make some amends for that omission here.
As I also noted in that earlier review one problem with the girl groups, and now with these generic girl vocals for a guy, me, a serious rock guy, me, was that the lyrics for many of the girl group songs, frankly, did not “speak to me.” After all how much empathy could a young ragamuffin of boy brought up on the wrong side of the tracks like this writer have for a girl who breaks a guy's heart after leading him on, yes, leading him on, just because her big bruiser of a boyfriend is coming back and she needs some excuse to brush the heartbroken lad off in The Angels' My Boyfriend’s Back. Or some lucky guy, some lucky Sunday guy, maybe, who breathlessly catches the eye of the singer in the Shirelles' I Met Him On Sunday from a guy who, dateless Saturday night, was hunched over some misbegotten book, some study book, on Sunday feeling all dejected. And how about this, some two, or maybe, three-timing gal who berated her ever-loving boyfriend because she needs a good talking to, or worst, a now socially incorrect, very incorrect and rightly so, "beating" in Joanie Sommers’ Johnny Get Angry.
And reviewing the material in this volume gave me the same flash-back feeling I felt listening to the girl doo wop sounds. I will give similar examples of that teen boy alienation for this volume, and this approach will drive the reviews of all six of these volumes in the series. For instance the saga of a love-struck girl willing to follow her man, well, okay boy wherever the winds take him in I Will Follow Him by Little Peggy March. Or in one of the endless angels sagas that would make those fighting it out in the heavens in John Miltons’s Paradise Lost blush in Johnny Angel by Shelley Fabares. I will pass Dumb Head by Ginny Arnell except to say that dumb head girls passed me by, by the baskets full. Or how could I relate to the boy-girl eternal thing in Please Love Me Forever by Cathy Jean and The Roommates when I could get a girl to answer my telephone calls after endless ringing ups (no speed dial, instanto-call then so hard finger work) Or Etta James’ thrill in At Last. Or, speaking of telecommunications, the failure to provide a telephone number, address, or e-mail (oops, no can do in 1950s America) in I'm Available by Margie Rayburn. I am still waiting on that information even as I write. E-mail me, Margie. Or the smaltzy sea air breezes of Miss Patti Page's In Old Cape Cod. Or that whimsical look that Ms. Carla Thomas is giving her guy, or maybe 'guy to be' in Gee Whiz. Or where is my party girl in Party Girl by Bernadette Carroll. Ya, I could relate to Hurt by Timi Yuro, a little but what about boy hurt. And who needs, who needs it at all, to be told for the twelve-thousandth time Ain't Gonna Kiss Ya by Suzie Clark and she means every word of it.
So you get the idea, this stuff could not “speak to me.” Now you understand, right? Except, surprise, surprise foolish, behind the eight- ball, know-nothing youthful guy had it all wrong and should have been listening, and listening like crazy, to these lyrics because, brothers and sisters, they held the key to what was what about what was on girls’ minds back in the day, and maybe now a little too, and if I could have decoded this I would have had, well, the beginning of knowledge, girl knowledge. Damn. But that is one of the virtues, and maybe the only virtue of age. Ya, and also get this- you had better get your do-lang, do-lang, your shoop, shoop, and your best be-bop, be-bop into that good night voice out and sing along to the lyrics here. This, fellow baby-boomers, was our teen angst, teen alienation, teen love youth and now this stuff sounds great. And from girls even.

I will give similar examples of that teen boy alienation for this volume, and this approach will drive the reviews of all six of these volumes in the series. For instance the saga of a love-struck girl willing to follow her man, well, okay boy wherever the winds take him in I Will Follow Him by Little Peggy March. Or in one of the endless angels sagas that would make those fighting it out in the heavens in John Miltons’s Paradise Lost blush in Johnny Angel by Shelley Fabares. I will pass Dumb Head by Ginny Arnell except to say that dumb head girls passed me by, by the baskets full. Or how could I relate to the boy-girl eternal thing in Please Love Me Forever by Cathy Jean and The Roommates when I could get a girl to answer my telephone calls after endless ringing ups (no speed dial, instanto-call then so hard finger work) Or Etta James’ thrill in At Last. Or, speaking of telecommunications, the failure to provide a telephone number, address, or e-mail (oops, no can do in 1950s America) in I'm Available by Margie Rayburn. I am still waiting on that information even as I write. E-mail me, Margie. Or the smaltzy sea air breezes of Miss Patti Page's In Old Cape Cod. Or that whimsical look that Ms. Carla Thomas is giving her guy, or maybe 'guy to be' in Gee Whiz. Or where is my party girl in Party Girl by Bernadette Carroll. Ya, I could relate to Hurt by Timi Yuro, a little but what about boy hurt. And who needs, who needs it at all, to be told for the twelve-thousandth time Ain't Gonna Kiss Ya by Suzie Clark and she means every word of it.
So you get the idea, this stuff could not “speak to me.” Now you understand, right? Except, surprise, surprise foolish, behind the eight- ball, know-nothing youthful guy had it all wrong and should have been listening, and listening like crazy, to these lyrics because, brothers and sisters, they held the key to what was what about what was on girls’ minds back in the day, and maybe now a little too, and if I could have decoded this I would have had, well, the beginning of knowledge, girl knowledge. Damn. But that is one of the virtues, and maybe the only virtue of age. Ya, and also get this- you had better get your do-lang, do-lang, your shoop, shoop, and your best be-bop, be-bop into that good night voice out and sing along to the lyrics here. This, fellow baby-boomers, was our teen angst, teen alienation, teen love youth and now this stuff sounds great. And from girls even.

From The Archives Of The International Communist League- The Stalinist School of Falsification Revisted- A Reply To The "Guardian"- Part Two-SOCIALISM IN ONE COUNTRY

In October 2010 I started what I anticipate will be an on-going series, From The Archives Of The Socialist Workers Party (America), starting date October 2, 2010, where I will place documents from, and make comments on, various aspects of the early days of the James P. Cannon-led Socialist Worker Party in America. As I noted in the introduction to that series Marxism, no less than other political traditions, and perhaps more than most, places great emphasis on roots, the building blocks of current society and its political organizations. Nowhere is the notion of roots more prevalent in the Marxist movement than in the tracing of organizational and political links back to the founders, Karl Marx and Friedrich Engels, the Communist Manifesto, and the Communist League.
After mentioning the thread of international linkage through various organizations from the First to the Fourth International I also noted that on the national terrain in the Trotskyist movement, and here I was speaking of America where the Marxist roots are much more attenuated than elsewhere, we look to Daniel DeLeon’s Socialist Labor League, Eugene V. Debs' Socialist Party( mainly its left-wing, not its socialism for dentists wing), the Wobblies (IWW, Industrial Workers Of The World), the early Bolshevik-influenced Communist Party and the various formations that led up to the Socialist Workers Party, the section that Leon Trotsky’s relied on most while he was alive. Further, I noted that beyond the SWP that there were several directions to go in but that those earlier lines were the bedrock of revolutionary Marxist continuity, at least through the 1960s.
I am continuing today what I also anticipate will be an on-going series about one of those strands past the 1960s when the SWP lost it revolutionary appetite, what was then the Revolutionary Tendency (RT) and what is now the Spartacist League (SL/U.S.), the U.S. section of the International Communist League (ICL). I intend to post materials from other strands but there are several reasons for starting with the SL/U.S. A main one, as the document below will make clear, is that the origin core of that organization fought, unsuccessfully in the end, to struggle from the inside (an important point) to turn the SWP back on a revolutionary course, as they saw it. Moreover, a number of the other organizations that I will cover later trace their origins to the SL, including the very helpful source for posting this material, the International Bolshevik Tendency.
However as I noted in posting a document from Spartacist, the theoretical journal of ICL posted via the International Bolshevik Tendency website that is not the main reason I am starting with the SL/U.S. Although I am not a political supporter of either organization in the accepted Leninist sense of that term, more often than not, and at times and on certain questions very much more often than not, my own political views and those of the International Communist League coincide. I am also, and I make no bones about it, a fervent supporter of the Partisan Defense Committee, a social and legal defense organization linked to the ICL and committed, in the traditions of the IWW, the early International Labor Defense-legal defense arm of the Communist International, and the early defense work of the American Socialist Workers Party, to the struggles for freedom of all class-war prisoners and defense of other related social struggles.

When Polemic Ruled The Leftist Life- Trotskyism vs. Stalinism In It Maoism Phase, Circa 1973

No question today, 2011 today, Marxists in this wicked old world are as scarce as hen’s teeth. Leninists and Trotskyists even fewer. And to be sure there are so many open social and political wounds in the world from the struggle against imperialism in places like Libya, Iraq, and Afghanistan, just to name the obvious America imperial adventures that come quickly off the tip of the tongue, to the struggles in America just for working people to keep heads above water in the riptide of rightist reaction on the questions of unemployment, unionism, social services, racial inequality and the like that it is almost hard to know where to start. Nevertheless, however dismal the situation may seem, the need for political clarity, for polemic between leftist tendencies, is as pressing today as it was going back to Marx’s time. Marx and Engels’ Communist Manifesto, after all, is nothing but a long polemic against all the various misguided notions of socialist reconstruction of society of their day. And Marxists were as scarce as hen’s teeth then, as well.
When I first came under the influence of Marx in the early 1970s, as I started my search for some kind of strategy for systemic social change after floundering around with liberalism, left-liberalism, and soft social-democracy, one of the things that impressed me while reading the classics was the hard polemical edge to the writings. That same thing impressed me with Lenin and Trotsky (although as the “prince of the pamphleteers” I found that Trotsky was the more fluent writer of the two). That edge, and the fact that they all spent more time, much more time, polemicizing against other leftists than with bourgeois democrats in order to clarify the tasks confronting revolutionaries. And, frankly, I miss that give and take that is noticeably absent from today’s leftist scene. Or is dismissed as so much ill-will, malice, or sectarian hair-splitting when what we need to do is “make nice” with each other. There actually is a time to make nice, in a way, it is called the united front in order for the many to fight on specific issues. Unless there is a basic for a revolutionary regroupment which, frankly, I do not see on the horizon then this is proper vehicle, and will achieve all our immediate aims in the process.
So call me sentimental but I am rather happy to post these entries that represent the old time (1973, now old time) polemics between the Spartacist brand of Trotskyism and the now defunct Guardian trend of Maoism that the now far less radical Carl Davidson was then defending. Many of the issues, political tendencies, and organizations mentioned may have passed from the political scene but the broader questions of revolutionary strategy, from the implications of Trotsky’ s theory of permanent revolution to the various guises of the popular front still haunt the leftist night. 2. SOCIALISM IN ONE COUNTRY
The story of the origins of the Stalinist doctrine of "socialism in one country" is one of the usurpation of power by a bureaucratic stratum at the head of the first workers state in history. This privileged caste consolidated itself in the Soviet state apparatus which was formed as a necessary means of defending the conquests of the October Revolution in a backward peasant country, ravaged by civil war and isolated by the imperialist blockade and the triple defeat of proletarian revolution in Germany (1919, 1921 and 1923). These unfavorable conditions required a policy of "compromise" and consolidation rather than a blind "extension" of the revolution. Attraction of bourgeois experts to aid in the rebuilding of industry, guarantees to the middle peasants in order to end the famine, a policy of united front with the reformist leaders of the labor movement in the capitalist countries in order to find a road to the masses--these were the necessary tasks of the hour. To reject "compromises" on principle, as did the "Left Communists," to reject the use of bourgeois experts on principle and call for the replacement of state management of industry with trade union control, as did the "Workers' Opposition," could only lead to defeat. All the same, every compromise brings with it dangers.
Lenin was aware of these dangers from the beginning and set up the "Workers and Peasants Inspection" (Rabkrin) as early as 1919 in order to curb bureaucratic abuses. The Rabkrin, however, was headed by Stalin and became in effect his private police force.
By the time of the 11th Party Congress in 1922, Lenin was forced to observe:
"If we take Moscow with its 4,700 Communists in responsible positions, and if we take that huge bureaucratic machine, that gigantic heap, we must ask: who is directing whom? I doubt very much whether it can truthfully be said that the Communists are directing that heap."
And in his very last writing, "Better Fewer, But Better" (1923) he called for an all-out war on bureaucratism, a drastic curtailment of the Rabkrin and its amalgamation with the Control Commission, noting that the former "does not at present enjoy the slightest authority." In a postscript to his "Testament" Lenin called for Stalin's removal as General Secretary of the Party.
The Triumvirate vs. Trotsky
But simple administrative actions could not abolish a phenomenon thrown up by history itself, rather than by individual or organizational failings. The country was tired from five years of starvation and civil war, tired of waiting for a European revolution which did not come. This mood and the conservative interests of the vast bureaucracy, which overwhelmingly dominated the Communist Party itself, were reflected soon after Lenin's death by the consolidation of power in the hands of the Triumvirate of Stalin, Zinoviev and Kamenev, and the practical exclusion of Trotsky from the central leadership.
A sharp crisis in the party broke out the winter of 1923-24 over the combined issues of party democracy and industrialization. The "New Economic Policy" of cooperation with the peasantry had led to the emergence of a strong kulak (rich peasant) element in the countryside which was increasingly conscious of its bourgeois interests in opposition to the Soviet government, while industry continued to grow at a "snail's pace"; at the same time Stalin was running the party as a private fiefdom through the system of appointed secretaries. Trotsky demanded a sharp turn toward centralized planning and industrialization, an offensive against the kulaks and the return of democratic norms within the Party. The Triumvirate opposed this. (A year later Bukharin, who supported Stalin's policies, made his famous speech about "building socialism at a snail's pace" and calling on peasants to "enrich yourselves"!). What is more, they moved to make sure their line would prevail at all costs: during February-March 1924 no less than 240,000 raw recruits were brought into the party in the "Lenin levy," and as soon as they were enrolled they were lined up as voting cattle to back the line of the General Secretary (Stalin). By this and various other bureaucratic maneuvers he was able to eliminate almost all oppositionists from the May 1924 Party conference, which was turned into an anti-Trotsky rally.
The second engagement in the battle was begun with the "literary controversy" over Trotsky's" Lessons of October," an introduction to his articles of 1917 in which he exposed the role played by the current party leaders during the revolution. The fact that Zinoviev and Kamenev had opposed the insurrection, resigned from their government and party posts and demanded a coalition with the Mensheviks, or that Stalin had called for support to the Provisional Government of Prince Lvov in March 1917, was not widely known among the younger generation and was extremely embarrassing to the ruling group.
They counterattacked by denying that there was ever a right wing of Bolshevism, claiming that Trotsky played an insignificant role during the insurrection and launching a campaign accusing Trotsky, the organizer of the October Revolution and the Red Army, of never having broken with his pre-1917 views of conciliation with the Mensheviks. They also charged him with being hostile to the peasantry and continuing to hold to his theory of "permanent revolution" against Lenin's formula of the "revolutionary-democratic dictatorship of the peasantry and the proletariat." The latter charge was correct, but they had to ignore the fact that Lenin came over on all the essential aspects of permanent revolution in his "April Theses" of 1917, that he had explicitly abandoned his earlier formulation and had waged a furious struggle particularly against Kamenev on this point. For the rest, they could rely only on lies and slander.
It is true that Trotsky wrongly called for conciliation with the Mensheviks until 1914, but he was convinced by the betrayals of the reformist Social Democrats in World War I that a split was inevitable and necessary. Lenin himself remarked that, "Trotsky long ago said that unification is impossible. Trotsky understood this and from that time on there has been no better Bolshevik" ("Minutes of the Petrograd Committee of the Bolshevik Party," 1 [14] November 1917). Stalin, on the other hand, called for unification with the Mensheviks as late as April 1917 when the issue was sharply posed and Tseretelli (the Menshevik leader) was soon to enter the bourgeois Provisional Government!

As for Kamenev-Zinoviev, the other two members of the Triumvirate and supposed defenders of Leninism against Trotsky, they called for conciliation during and after the insurrection itself (call for a joint government with the Mensheviks) and opposed the uprising! No right wing in the Bolshevik party? Lenin called them "strikebreakers of the revolution" and called for their expulsion if they did not return to their posts.
"Forgetting" such important episodes of the revolutionary struggle also requires the deliberate rewriting of history. Thus when the minutes of the Petrograd Committee of the Bolsheviks in 1917 were being published the editors simply cut out the meeting in which Lenin commented that "there has been no better Bolshevik" than Trotsky! However, one of the printers managed to pass a galley proof to Trotsky and it has been preserved for posterity. Concerning Trotsky's role in the October Revolution things were a bit stickier since John Reed's Ten Days That Shook the World showed in great detail Trotsky's role as the organizer of the insurrection. So when the campaign against "Trotskyism" began Stalin summarily announced that Reed had distorted the facts, a discovery which had escaped everyone's eyes for the previous seven years. Lenin's "Testament" was also suppressed (though Khrushchev later admitted its validity).
Stalin Discovers "Socialism in One Country"
Even a steady diet of lies, distortions and slander could go only so far in securing the power of the new ruling clique. Stalin-Zinoviev-Kamenev were particularly vulnerable because in the theoretical arsenal of post-1917 Bolshevism, in the resolutions of the Communist International or the program of the Russian Communist Party, there was nothing which would "justify" the Triumvirate's increasingly conservative appetites. They needed a new theory which would be a clear alternative to Trotsky's permanent revolution. This was found in the doctrine of "socialism in one country."
In the current Guardian series on Trotskyism Carl Davidson defends this Stalinist theory with the claim that it is good Bolshevik coin:
"On the other hand, Trotsky stood in opposition to the Bolsheviks in claiming that the proletariat was bound to come into 'hostile collision' with the broad masses of peasants during socialist construction and that 'without direct state support from the European proletariat, the working class of Russia cannot maintain itself in power and transform its temporary rule into a durable socialist dictatorship."

This is a myth manufactured out of whole cloth. Until December of 1924 nobody in the Bolshevik party, not even Stalin, claimed that it was possible to build socialism in one country, without direct state aid from a victorious proletarian revolution in Europe.
"Socialism in one country" is a complete perversion of Marxism in the service of a parasitic bureaucratic clique which desires above all to escape from the logic of history and to build a comfortable nest isolated from the class struggle. In Engels' first draft of the Communist Manifesto this "theory" is clearly rejected. He wrote:
"Question Nineteen: Can such a revolution take place in one country alone?
"Answer: No. Large-scale industry, by creating a world market, has so linked up the peoples of the earth, and especially the civilized peoples of the earth, that each of them is dependent on what happens in other lands....The communist revolution will, therefore, not be a national revolution alone; it will take place in all civilized countries, or at least in Great Britain, the United States, France and Germany, atone and the same time."

In a certain sense, this statement was too categorical; history has shown that it is possible for the revolution to be victorious, for the dictatorship of the proletariat to be established, in a single state. But the fundamental proposition continues to hold, that socialism cannot be constructed in a single nation.
Lenin recognized this and, as early as 1906, wrote:
"The Russian revolution has enough forces of its own to conquer. But it has not enough forces to retain the fruits of its victory...for in a country with an enormous development of small-scale industry, the small-scale commodity producers, among them the peasants, will inevitably turn against the proletarian when he goes from freedom toward socialism....In order to prevent a restoration, the Russian revolution has need, not of a Russian reserve; it has need of help from the outside. Is there such a reserve in the world? There is: the socialist proletariat in the West."
It was not until early 1917 that Lenin wrote of the possibility of the realization of the dictatorship of the proletariat first in backward Russia, but in no way did this imply an isolated penurious "socialist" society. For the Bolsheviks the dictatorship of the proletariat meant a bridge to revolution in the West. The conditions for the socialist revolution (creating the dictatorship of the proletariat) and for socialism (the abolition of classes) are not identical. That the dictatorship of the proletariat came first to Russia by no means implied that it would be the first to arrive at socialism.
This distinction was so clear that Stalin himself, in early 1924, wrote:
"But the overthrow of the power of the bourgeoisie and the establishment of the power of the proletariat in one country does not yet mean that the complete victory of socialism has been ensured. The principal task of socialism--the organization of socialist production--has still to be fulfilled. Can this task be fulfilled, can the final victory of socialism be achieved in one country, without the joint efforts of the proletarians in several advanced countries? No, it cannot. To overthrow the bourgeoisie the efforts of one country are sufficient; this is proved by the history of our revolution. For the final victory of socialism, for the organization of socialist production, the efforts of one country, particularly of a peasant country like Russia, are insufficient; for that the efforts of the proletarians of several advanced countries are required."

In subsequent editions this was replaced by the opposite thesis, namely that "we have all that is necessary for building a complete socialist society".,
It could not be more clear that the Bolshevik perspective was one of proletarian internationalism, completely and unalterably opposed to the doctrine of socialism in one country. The Stalinists search through volumes of Lenin's writings to pick out isolated quotations which will "prove" that Lenin, too, believed in the doctrine of socialism in one country. But if that were true, even ignoring the many times Lenin denied this, why did Stalin write in May 1924 the exact opposite? If "socialism in one country" were orthodox Bolshevism why didn't anyone discover this until late 1924?
The Stalinists' favorite "proof," quoted by Davidson, is from Lenin's 1915 article "On the Slogan for a United States of Europe":
"As a separate slogan, however, the slogan of a United States of the World would hardly be a correct one, first, because it merges with socialism; second, because it may be wrongly interpreted to mean that the victory of socialism in a single country is impossible, and it may also create misconceptions as to the relations of such a country to the others.
"Uneven economic and political development is an absolute law of capitalism. Hence the victory of socialism is possible first in several or even in one capitalist country alone. After expropriating the capitalists and organizing their own socialist production, the victorious proletariat of that country will arise against the rest of the world--the capitalist world--attracting to its cause the oppressed classes of other countries, stirring uprisings in those countries against the capitalists, and in the case of need using even armed force against the exploiting classes and their states."
Taken in the context of all his other writings from this period, it is absolutely clear that Lenin is referring here not to a "socialist society" but to the dictatorship of the proletariat. Moreover, he was obviously referring to Europe, since in 1915 Lenin did not even admit the possibility of the dictatorship of the proletariat in Russia before a socialist revolution in the West!
The other main Stalinist "proof" is a quote from Lenin's 1923 article "On Cooperation":
"Indeed, the power of the state over all large-scale means of production, political power in the hands of the proletariat, the alliance of this proletariat with the many millions of small and very small peasants, the assured proletarian leadership of the peasantry, etc.--is this not all that is necessary to build a complete socialist society...?"
This article is limited to the political and legal prerequisites for socialism. Elsewhere ("Our Revolution," 1923) Lenin referred to the statement that "the development of the productive forces of Russia has not attained the level that makes socialism possible" as "incontrovertible," while polemicizing against the Mensheviks who concluded from this that a revolution was worthless.
The Productive Forces
During the 1930's, in a setting of high inflation, a reign of terror inside the Communist Party and a civil war with the peasants caused by Stalin's program of forced collectivization, the "complete victory of socialism" was announced. A resolution of the seventh congress of the Communist International (1935) declared that with the nationalization of industry, collectivization and liquidation of the kulaks as a class, "the final and irrevocable triumph of socialism and the all-sided reinforcement of the state of the proletarian dictatorship is achieved in the Soviet Union." In 1936 the program of the Communist Youth declared: "The whole national economy of the country has become socialist." A speaker favoring the new program argued:
"The old program contains a deeply mistaken anti-Leninist assertion to the effect that Russia can arrive at socialism only through a world proletarian revolution.' This point of the program is basically wrong. It reflects Trotskyist views."
The old program, written in 1921 by Bukharin, was approved by the Politburo with the participation of Lenin!
In his article, Davidson tries to maintain a pretense of orthodoxy by stating that "Marxist-Leninists, of course, have never held that the final victory of socialism--the classless society--is possible in one country." By his own admission then, the Russian Communist Party of the 1930's, under Stalin, was not Marxist-Leninist!
Davidson also accuses Trotsky of holding a "right opportunist 'theory of productive forces'" as the basis for opposition to the slogan of socialism in one country. But this "theory of productive forces" is the very basis of Marxist materialist analysis of history! It was Marx himself who wrote:
"this development of productive forces...is absolutely necessary as a practical premise [for socialism]: firstly for the reason that without it only want is made general, and with want the struggle for necessities and all the old crap would necessarily be reproduced; and, secondly, because only with this universal development of productive forces is a universal intercourse between men established....Without this, (1) communism could only exist as a local event; (2) the forces of intercourse themselves could not have developed as universal, hence intolerable, powers...;and (3) each extension of intercourse would abolish local communism. Empirically, communism is only possible as the act of the dominant peoples 'all at once' or simultaneously, which presupposes the universal development of productive forces and the world intercourse bound up with them."

Davidson ridicules these basic Marxist propositions (ascribing them instead to Khrushchev and Liu Shao-chi!), claiming:
"Most socialist construction that has taken place in the world has been in relatively backward countries. But to call it 'socialism,' in Trotsky's view, would only 'hopelessly discredit the idea of socialist society in the eyes of the toiling masses.'"
This view, according to Davidson, is "patently ridiculous."
Just how "socialist" was the Soviet Union in the 1930's? While Russia had made great strides in industrialization, definitively proving the superiority of socialist organization of production even with the terrible restrictions imposed by Stalin's bureaucratic rule, it was still far behind the advanced capitalist countries. The most basic necessities--decent housing, adequate food and clothing--were still unavailable to the masses of the population. Inflation was rampant and a black market continued to exist. Meanwhile the bureaucracy used its power to secure its own well-being, which concretely meant high salaries, special shops, automobiles, country houses and many other privileges. Lenin had said that the dying away of the state would begin on the very day of the seizure of power. The proletarian state, which was still an organ of class rule, would cease to be a separate power above society but the instrument of the vast majority, carrying out their will and basing itself on their active participation. In the Soviet Union of 1935 the state had not begun to wither away, but had grown instead into a gigantic apparatus of suppression and compulsion.
This, Brother Davidson, is socialism? Even after Stalin's political counterrevolution the Soviet Union was still a great advance over the conditions of czarism and capitalism. It remained a workers state, in the sense of preserving socialist property forms, though badly degenerated. But the classless society (announced by Stalin's 1936 Constitution of the USSR) it was not.
Betrayal of the 1926 British General Strike
The most damning proof of the counterrevolutionary meaning of the doctrine of "socialism in one country" was in the field of Stalin's foreign policy and his systematic downplaying, and finally abolition (1943), of the Communist International in favor of blocs with the bourgeoisies of the various countries where revolution threatened. An immediate and graphic illustration of the real content of Stalinist "internationalism" was provided by the 1926 British general strike.
In 1925 British coal operators sought to terminate the 1924 contract and replace it with anew agreement which would reduce miners to a below-subsistence standard of living. After an official inquiry into the industry the government returned a report which would have placed the main burden of modernizing the coal industry on the miners. Their answer was a strike beginning on 3 May 1926. The next day the whole country was in the throes of a general strike. Councils of action were set up in the workers' districts to keep up morale and control the issuing of permits for emergency work or special transport. This was not simply an industrial dispute but a direct attack on the bosses' state.
The General Council of the Trades Union Congress, which had been entrusted with the conduct of the strike, called it off after nine days and at the height of its effectiveness, frightened by its revolutionary implications. Men going back to work found themselves blacklisted or accepted back only on terms including reduction in wages, loss of seniority or leaving the unions. On 13 May a second general strike occurred over the victimizations, but after conciliatory speeches from the TUC leaders--and having no alternative leadership--the men again returned to work. The miners stayed out until a series of separate agreements made between 23 and 29 December, but they were forced by the treachery of the trade-union tops to fight alone. The owners won on all counts: the national contract was lost and miners had to work longer hours for lower wages.
During the temporary retreat of the class struggle in Europe during 1924-25 Stalin decided to try and make peace with the reformist trade-union leaders, possibly abandoning the Red International of Labor Unions. The keystone to this policy was the Anglo-Russian Trade Union Committee, a bloc between the Soviet trade unions and the General Council of the British TUC, formed in May 1925. After the General Council betrayed the 1926 general strike, Trotsky demanded an immediate rupture with these strikebreakers. Stalin and Bukharin refused. (Zinoviev had at this point joined the Opposition, though he was to capitulate to Stalin two years later.) In 1926 the General Council supported British imperialism's repression of the Chinese revolution. Trotsky again demanded the denunciation of the Anglo-Russian Committee. Again Stalin refused.
When it finally succumbed in 1927 it was the British leaders who dumped the Committee. Its principal aim had supposedly been to oppose British intervention in Russia. As a logical extension of the doctrine of socialism in one country, this mythical aid from the labor fakers was sufficient grounds for sacrificing the 1926 general strike.
Stalin Orders Chinese Communists to Their Graves
Another even more horrifying example of the meaning of socialism in one country was Stalin's policy in the Chinese revolution of 1925-27. As early as 1924 the Chinese Communist Party had entered the populist bourgeois Kuomintang party of Sun Yat-sen on orders from Moscow. Trotsky objected when the matter was discussed then at the Politburo. The Chinese CP leadership under Chen Tu-hsiu likewise repeatedly objected. In October 1925 they proposed preparing to leave the Kuomintang; the plan was turned down by the Comintern Executive on Stalin's instructions. Stalin's line was that the revolution must be restricted to a bourgeois-democratic stage, under the leadership of a "bloc of four classes" including the national bourgeoisie, urban petty bourgeoisie, workers and peasants. The political expression of this bloc was the Kuomintang, to which the Chinese Communists were to subordinate themselves. They were directed to hold down the class struggle against the "anti-imperialist bourgeoisie" in the cities and seek a balance between them and the peasant movement in the countryside, above all maintaining the unity of all anti-imperialist forces.
Stalin's main interest in China at the time was not to foster revolution but to achieve a diplomatic bloc with the Kuomintang government. In early 1926 this bourgeois party was admitted to the Communist International as an associate party, and the Cl Executive Committee, the "General Staff of World Revolution," elected Sun's successor General Chiang Kai-shek an honorary member! Only a few weeks later, on 20 March, Chiang carried out his first anti-communist coup, barring CP members from all leadership posts in the Kuomintang and demanding a list of all CP members who had joined the Kuomintang. Under orders from CI representatives, the Chinese party leadership agreed! In October 1926 Stalin actually sent a telegram urging the Chinese CP to call off a peasant revolt in Kuangtung province. Trotsky commented on this:
"The official subordination of the Communist Party to the bourgeois leadership, and the official prohibition of forming soviets (Stalin and Bukharin taught that the Kuomintang 'took the place of, soviets) was a grosser and more glaring betrayal of Marxism than all the deeds of the Mensheviks in the years 1905-1917."

This was bad enough, but after a challenge from the Left Opposition headed by Trotsky and Zinoviev, and during the crucial days of the Shanghai insurrection which began in March 1927, Stalin again and again reaffirmed the policy of capitulating to the nationalists while the latter were preparing to liquidate the communists. A March 1927 editorial in the Communist International said the main task in China was "the further development of the Kuomintang." On 5 April Trotsky warned that Chiang Kai-shek was preparing a quasi-bonapartist coup against the workers and called for the formation of workers councils to frustrate this aim. At the same time Stalin boasted at a party meeting in Moscow that "we would use the Chinese bourgeoisie and then throw it away like a squeezed lemon." Also at this time the Chinese CP leadership was appealing to Moscow, trying to impress the CI with the significance of the Shanghai events, the greatest workers' rising in Asia, and with the need to break with the Kuomintang. They were ordered to surrender Shanghai to Chiang's armies, and on 12 April the Kuomintang army carried out a massacre which cost the lives of tens of thousands of Communists and militant workers who had laid down their arms at Stalin's orders. This was "socialism in one country in practice!
But still Stalin would not abandon his policy and, declaring that the alliance with Chiang had now lapsed (!), he now ordered a bloc with the left-Kuomintang which had set up a government in Wuhan. Again Chinese Communists were ordered to hold back the peasant movement in order not to antagonize the "anti-imperialist" bourgeoisie. And again the bourgeois nationalists turned on the CP. At the end of the year Stalin moved to head off criticism of his Chinese policy from the Left Opposition by ordering an uprising in Canton by telegraph in a tactical situation where it was bound to suffer defeat, which it did despite the heroic defense of the "soviet government" by the Canton workers.
According to Davidson, "the Comintern advocated a policy put into practice independently by Mao and ignored or opposed by both Chen Tu-hsiu and Chang Kuo-tao." In actual fact Mao did not criticize the line followed by Chen in this period. At one point (fall 1924) he was expelled from the CP Central Committee for his too-close cooperation with the right-wing Kuomintang leaders!
While the Opposition's line on China had been firmly defeated in the thoroughly bureaucratized Russian Communist Party and the Comintern, it was still dangerous to Stalin to have Trotsky at freedom in the Soviet capital. In consequence he ordered the arrest of the organizer of the October Revolution and founder of the Red Army, exiling him to Alma Ata in Central Asia and deporting him from the USSR two years later. The Bolshevik party had been transformed from the leading revolutionary force in the world into a mere appendage of Stalin's bureaucracy. When Davidson and the Maoists today support the doctrine of socialism in one country, it is this history of betrayals that they are defending.
In October 2010 I started what I anticipate will be an on-going series, From The Archives Of The Socialist Workers Party (America), starting date October 2, 2010, where I will place documents from, and make comments on, various aspects of the early days of the James P. Cannon-led Socialist Worker Party in America. As I noted in the introduction to that series Marxism, no less than other political traditions, and perhaps more than most, places great emphasis on roots, the building blocks of current society and its political organizations. Nowhere is the notion of roots more prevalent in the Marxist movement than in the tracing of organizational and political links back to the founders, Karl Marx and Friedrich Engels, the Communist Manifesto, and the Communist League.
After mentioning the thread of international linkage through various organizations from the First to the Fourth International I also noted that on the national terrain in the Trotskyist movement, and here I was speaking of America where the Marxist roots are much more attenuated than elsewhere, we look to Daniel DeLeon’s Socialist Labor League, Eugene V. Debs' Socialist Party( mainly its left-wing, not its socialism for dentists wing), the Wobblies (IWW, Industrial Workers Of The World), the early Bolshevik-influenced Communist Party and the various formations that led up to the Socialist Workers Party, the section that Leon Trotsky’s relied on most while he was alive. Further, I noted that beyond the SWP that there were several directions to go in but that those earlier lines were the bedrock of revolutionary Marxist continuity, at least through the 1960s.
I am continuing today what I also anticipate will be an on-going series about one of those strands past the 1960s when the SWP lost it revolutionary appetite, what was then the Revolutionary Tendency (RT) and what is now the Spartacist League (SL/U.S.), the U.S. section of the International Communist League (ICL). I intend to post materials from other strands but there are several reasons for starting with the SL/U.S. A main one, as the document below will make clear, is that the origin core of that organization fought, unsuccessfully in the end, to struggle from the inside (an important point) to turn the SWP back on a revolutionary course, as they saw it. Moreover, a number of the other organizations that I will cover later trace their origins to the SL, including the very helpful source for posting this material, the International Bolshevik Tendency.
However as I noted in posting a document from Spartacist, the theoretical journal of ICL posted via the International Bolshevik Tendency website that is not the main reason I am starting with the SL/U.S. Although I am not a political supporter of either organization in the accepted Leninist sense of that term, more often than not, and at times and on certain questions very much more often than not, my own political views and those of the International Communist League coincide. I am also, and I make no bones about it, a fervent supporter of the Partisan Defense Committee, a social and legal defense organization linked to the ICL and committed, in the traditions of the IWW, the early International Labor Defense-legal defense arm of the Communist International, and the early defense work of the American Socialist Workers Party, to the struggles for freedom of all class-war prisoners and defense of other related social struggles.

When Polemic Ruled The Leftist Life- Trotskyism vs. Stalinism In It Maoism Phase, Circa 1973

No question today, 2011 today, Marxists in this wicked old world are as scarce as hen’s teeth. Leninists and Trotskyists even fewer. And to be sure there are so many open social and political wounds in the world from the struggle against imperialism in places like Libya, Iraq, and Afghanistan, just to name the obvious America imperial adventures that come quickly off the tip of the tongue, to the struggles in America just for working people to keep heads above water in the riptide of rightist reaction on the questions of unemployment, unionism, social services, racial inequality and the like that it is almost hard to know where to start. Nevertheless, however dismal the situation may seem, the need for political clarity, for polemic between leftist tendencies, is as pressing today as it was going back to Marx’s time. Marx and Engels’ Communist Manifesto, after all, is nothing but a long polemic against all the various misguided notions of socialist reconstruction of society of their day. And Marxists were as scarce as hen’s teeth then, as well.
When I first came under the influence of Marx in the early 1970s, as I started my search for some kind of strategy for systemic social change after floundering around with liberalism, left-liberalism, and soft social-democracy, one of the things that impressed me while reading the classics was the hard polemical edge to the writings. That same thing impressed me with Lenin and Trotsky (although as the “prince of the pamphleteers” I found that Trotsky was the more fluent writer of the two). That edge, and the fact that they all spent more time, much more time, polemicizing against other leftists than with bourgeois democrats in order to clarify the tasks confronting revolutionaries. And, frankly, I miss that give and take that is noticeably absent from today’s leftist scene. Or is dismissed as so much ill-will, malice, or sectarian hair-splitting when what we need to do is “make nice” with each other. There actually is a time to make nice, in a way, it is called the united front in order for the many to fight on specific issues. Unless there is a basic for a revolutionary regroupment which, frankly, I do not see on the horizon then this is proper vehicle, and will achieve all our immediate aims in the process.
So call me sentimental but I am rather happy to post these entries that represent the old time (1973, now old time) polemics between the Spartacist brand of Trotskyism and the now defunct Guardian trend of Maoism that the now far less radical Carl Davidson was then defending. Many of the issues, political tendencies, and organizations mentioned may have passed from the political scene but the broader questions of revolutionary strategy, from the implications of Trotsky’ s theory of permanent revolution to the various guises of the popular front still haunt the leftist night. 2. SOCIALISM IN ONE COUNTRY
The story of the origins of the Stalinist doctrine of "socialism in one country" is one of the usurpation of power by a bureaucratic stratum at the head of the first workers state in history. This privileged caste consolidated itself in the Soviet state apparatus which was formed as a necessary means of defending the conquests of the October Revolution in a backward peasant country, ravaged by civil war and isolated by the imperialist blockade and the triple defeat of proletarian revolution in Germany (1919, 1921 and 1923). These unfavorable conditions required a policy of "compromise" and consolidation rather than a blind "extension" of the revolution. Attraction of bourgeois experts to aid in the rebuilding of industry, guarantees to the middle peasants in order to end the famine, a policy of united front with the reformist leaders of the labor movement in the capitalist countries in order to find a road to the masses--these were the necessary tasks of the hour. To reject "compromises" on principle, as did the "Left Communists," to reject the use of bourgeois experts on principle and call for the replacement of state management of industry with trade union control, as did the "Workers' Opposition," could only lead to defeat. All the same, every compromise brings with it dangers.
Lenin was aware of these dangers from the beginning and set up the "Workers and Peasants Inspection" (Rabkrin) as early as 1919 in order to curb bureaucratic abuses. The Rabkrin, however, was headed by Stalin and became in effect his private police force.
By the time of the 11th Party Congress in 1922, Lenin was forced to observe:
"If we take Moscow with its 4,700 Communists in responsible positions, and if we take that huge bureaucratic machine, that gigantic heap, we must ask: who is directing whom? I doubt very much whether it can truthfully be said that the Communists are directing that heap."
And in his very last writing, "Better Fewer, But Better" (1923) he called for an all-out war on bureaucratism, a drastic curtailment of the Rabkrin and its amalgamation with the Control Commission, noting that the former "does not at present enjoy the slightest authority." In a postscript to his "Testament" Lenin called for Stalin's removal as General Secretary of the Party.
The Triumvirate vs. Trotsky
But simple administrative actions could not abolish a phenomenon thrown up by history itself, rather than by individual or organizational failings. The country was tired from five years of starvation and civil war, tired of waiting for a European revolution which did not come. This mood and the conservative interests of the vast bureaucracy, which overwhelmingly dominated the Communist Party itself, were reflected soon after Lenin's death by the consolidation of power in the hands of the Triumvirate of Stalin, Zinoviev and Kamenev, and the practical exclusion of Trotsky from the central leadership.
A sharp crisis in the party broke out the winter of 1923-24 over the combined issues of party democracy and industrialization. The "New Economic Policy" of cooperation with the peasantry had led to the emergence of a strong kulak (rich peasant) element in the countryside which was increasingly conscious of its bourgeois interests in opposition to the Soviet government, while industry continued to grow at a "snail's pace"; at the same time Stalin was running the party as a private fiefdom through the system of appointed secretaries. Trotsky demanded a sharp turn toward centralized planning and industrialization, an offensive against the kulaks and the return of democratic norms within the Party. The Triumvirate opposed this. (A year later Bukharin, who supported Stalin's policies, made his famous speech about "building socialism at a snail's pace" and calling on peasants to "enrich yourselves"!). What is more, they moved to make sure their line would prevail at all costs: during February-March 1924 no less than 240,000 raw recruits were brought into the party in the "Lenin levy," and as soon as they were enrolled they were lined up as voting cattle to back the line of the General Secretary (Stalin). By this and various other bureaucratic maneuvers he was able to eliminate almost all oppositionists from the May 1924 Party conference, which was turned into an anti-Trotsky rally.
The second engagement in the battle was begun with the "literary controversy" over Trotsky's" Lessons of October," an introduction to his articles of 1917 in which he exposed the role played by the current party leaders during the revolution. The fact that Zinoviev and Kamenev had opposed the insurrection, resigned from their government and party posts and demanded a coalition with the Mensheviks, or that Stalin had called for support to the Provisional Government of Prince Lvov in March 1917, was not widely known among the younger generation and was extremely embarrassing to the ruling group.
They counterattacked by denying that there was ever a right wing of Bolshevism, claiming that Trotsky played an insignificant role during the insurrection and launching a campaign accusing Trotsky, the organizer of the October Revolution and the Red Army, of never having broken with his pre-1917 views of conciliation with the Mensheviks. They also charged him with being hostile to the peasantry and continuing to hold to his theory of "permanent revolution" against Lenin's formula of the "revolutionary-democratic dictatorship of the peasantry and the proletariat." The latter charge was correct, but they had to ignore the fact that Lenin came over on all the essential aspects of permanent revolution in his "April Theses" of 1917, that he had explicitly abandoned his earlier formulation and had waged a furious struggle particularly against Kamenev on this point. For the rest, they could rely only on lies and slander.
It is true that Trotsky wrongly called for conciliation with the Mensheviks until 1914, but he was convinced by the betrayals of the reformist Social Democrats in World War I that a split was inevitable and necessary. Lenin himself remarked that, "Trotsky long ago said that unification is impossible. Trotsky understood this and from that time on there has been no better Bolshevik" ("Minutes of the Petrograd Committee of the Bolshevik Party," 1 [14] November 1917). Stalin, on the other hand, called for unification with the Mensheviks as late as April 1917 when the issue was sharply posed and Tseretelli (the Menshevik leader) was soon to enter the bourgeois Provisional Government!

As for Kamenev-Zinoviev, the other two members of the Triumvirate and supposed defenders of Leninism against Trotsky, they called for conciliation during and after the insurrection itself (call for a joint government with the Mensheviks) and opposed the uprising! No right wing in the Bolshevik party? Lenin called them "strikebreakers of the revolution" and called for their expulsion if they did not return to their posts.
"Forgetting" such important episodes of the revolutionary struggle also requires the deliberate rewriting of history. Thus when the minutes of the Petrograd Committee of the Bolsheviks in 1917 were being published the editors simply cut out the meeting in which Lenin commented that "there has been no better Bolshevik" than Trotsky! However, one of the printers managed to pass a galley proof to Trotsky and it has been preserved for posterity. Concerning Trotsky's role in the October Revolution things were a bit stickier since John Reed's Ten Days That Shook the World showed in great detail Trotsky's role as the organizer of the insurrection. So when the campaign against "Trotskyism" began Stalin summarily announced that Reed had distorted the facts, a discovery which had escaped everyone's eyes for the previous seven years. Lenin's "Testament" was also suppressed (though Khrushchev later admitted its validity).
Stalin Discovers "Socialism in One Country"
Even a steady diet of lies, distortions and slander could go only so far in securing the power of the new ruling clique. Stalin-Zinoviev-Kamenev were particularly vulnerable because in the theoretical arsenal of post-1917 Bolshevism, in the resolutions of the Communist International or the program of the Russian Communist Party, there was nothing which would "justify" the Triumvirate's increasingly conservative appetites. They needed a new theory which would be a clear alternative to Trotsky's permanent revolution. This was found in the doctrine of "socialism in one country."
In the current Guardian series on Trotskyism Carl Davidson defends this Stalinist theory with the claim that it is good Bolshevik coin:
"On the other hand, Trotsky stood in opposition to the Bolsheviks in claiming that the proletariat was bound to come into 'hostile collision' with the broad masses of peasants during socialist construction and that 'without direct state support from the European proletariat, the working class of Russia cannot maintain itself in power and transform its temporary rule into a durable socialist dictatorship."

This is a myth manufactured out of whole cloth. Until December of 1924 nobody in the Bolshevik party, not even Stalin, claimed that it was possible to build socialism in one country, without direct state aid from a victorious proletarian revolution in Europe.
"Socialism in one country" is a complete perversion of Marxism in the service of a parasitic bureaucratic clique which desires above all to escape from the logic of history and to build a comfortable nest isolated from the class struggle. In Engels' first draft of the Communist Manifesto this "theory" is clearly rejected. He wrote:
"Question Nineteen: Can such a revolution take place in one country alone?
"Answer: No. Large-scale industry, by creating a world market, has so linked up the peoples of the earth, and especially the civilized peoples of the earth, that each of them is dependent on what happens in other lands....The communist revolution will, therefore, not be a national revolution alone; it will take place in all civilized countries, or at least in Great Britain, the United States, France and Germany, atone and the same time."

In a certain sense, this statement was too categorical; history has shown that it is possible for the revolution to be victorious, for the dictatorship of the proletariat to be established, in a single state. But the fundamental proposition continues to hold, that socialism cannot be constructed in a single nation.
Lenin recognized this and, as early as 1906, wrote:
"The Russian revolution has enough forces of its own to conquer. But it has not enough forces to retain the fruits of its victory...for in a country with an enormous development of small-scale industry, the small-scale commodity producers, among them the peasants, will inevitably turn against the proletarian when he goes from freedom toward socialism....In order to prevent a restoration, the Russian revolution has need, not of a Russian reserve; it has need of help from the outside. Is there such a reserve in the world? There is: the socialist proletariat in the West."
It was not until early 1917 that Lenin wrote of the possibility of the realization of the dictatorship of the proletariat first in backward Russia, but in no way did this imply an isolated penurious "socialist" society. For the Bolsheviks the dictatorship of the proletariat meant a bridge to revolution in the West. The conditions for the socialist revolution (creating the dictatorship of the proletariat) and for socialism (the abolition of classes) are not identical. That the dictatorship of the proletariat came first to Russia by no means implied that it would be the first to arrive at socialism.
This distinction was so clear that Stalin himself, in early 1924, wrote:
"But the overthrow of the power of the bourgeoisie and the establishment of the power of the proletariat in one country does not yet mean that the complete victory of socialism has been ensured. The principal task of socialism--the organization of socialist production--has still to be fulfilled. Can this task be fulfilled, can the final victory of socialism be achieved in one country, without the joint efforts of the proletarians in several advanced countries? No, it cannot. To overthrow the bourgeoisie the efforts of one country are sufficient; this is proved by the history of our revolution. For the final victory of socialism, for the organization of socialist production, the efforts of one country, particularly of a peasant country like Russia, are insufficient; for that the efforts of the proletarians of several advanced countries are required."

In subsequent editions this was replaced by the opposite thesis, namely that "we have all that is necessary for building a complete socialist society".,
It could not be more clear that the Bolshevik perspective was one of proletarian internationalism, completely and unalterably opposed to the doctrine of socialism in one country. The Stalinists search through volumes of Lenin's writings to pick out isolated quotations which will "prove" that Lenin, too, believed in the doctrine of socialism in one country. But if that were true, even ignoring the many times Lenin denied this, why did Stalin write in May 1924 the exact opposite? If "socialism in one country" were orthodox Bolshevism why didn't anyone discover this until late 1924?
The Stalinists' favorite "proof," quoted by Davidson, is from Lenin's 1915 article "On the Slogan for a United States of Europe":
"As a separate slogan, however, the slogan of a United States of the World would hardly be a correct one, first, because it merges with socialism; second, because it may be wrongly interpreted to mean that the victory of socialism in a single country is impossible, and it may also create misconceptions as to the relations of such a country to the others.
"Uneven economic and political development is an absolute law of capitalism. Hence the victory of socialism is possible first in several or even in one capitalist country alone. After expropriating the capitalists and organizing their own socialist production, the victorious proletariat of that country will arise against the rest of the world--the capitalist world--attracting to its cause the oppressed classes of other countries, stirring uprisings in those countries against the capitalists, and in the case of need using even armed force against the exploiting classes and their states."
Taken in the context of all his other writings from this period, it is absolutely clear that Lenin is referring here not to a "socialist society" but to the dictatorship of the proletariat. Moreover, he was obviously referring to Europe, since in 1915 Lenin did not even admit the possibility of the dictatorship of the proletariat in Russia before a socialist revolution in the West!
The other main Stalinist "proof" is a quote from Lenin's 1923 article "On Cooperation":
"Indeed, the power of the state over all large-scale means of production, political power in the hands of the proletariat, the alliance of this proletariat with the many millions of small and very small peasants, the assured proletarian leadership of the peasantry, etc.--is this not all that is necessary to build a complete socialist society...?"
This article is limited to the political and legal prerequisites for socialism. Elsewhere ("Our Revolution," 1923) Lenin referred to the statement that "the development of the productive forces of Russia has not attained the level that makes socialism possible" as "incontrovertible," while polemicizing against the Mensheviks who concluded from this that a revolution was worthless.
The Productive Forces
During the 1930's, in a setting of high inflation, a reign of terror inside the Communist Party and a civil war with the peasants caused by Stalin's program of forced collectivization, the "complete victory of socialism" was announced. A resolution of the seventh congress of the Communist International (1935) declared that with the nationalization of industry, collectivization and liquidation of the kulaks as a class, "the final and irrevocable triumph of socialism and the all-sided reinforcement of the state of the proletarian dictatorship is achieved in the Soviet Union." In 1936 the program of the Communist Youth declared: "The whole national economy of the country has become socialist." A speaker favoring the new program argued:
"The old program contains a deeply mistaken anti-Leninist assertion to the effect that Russia can arrive at socialism only through a world proletarian revolution.' This point of the program is basically wrong. It reflects Trotskyist views."
The old program, written in 1921 by Bukharin, was approved by the Politburo with the participation of Lenin!
In his article, Davidson tries to maintain a pretense of orthodoxy by stating that "Marxist-Leninists, of course, have never held that the final victory of socialism--the classless society--is possible in one country." By his own admission then, the Russian Communist Party of the 1930's, under Stalin, was not Marxist-Leninist!
Davidson also accuses Trotsky of holding a "right opportunist 'theory of productive forces'" as the basis for opposition to the slogan of socialism in one country. But this "theory of productive forces" is the very basis of Marxist materialist analysis of history! It was Marx himself who wrote:
"this development of productive forces...is absolutely necessary as a practical premise [for socialism]: firstly for the reason that without it only want is made general, and with want the struggle for necessities and all the old crap would necessarily be reproduced; and, secondly, because only with this universal development of productive forces is a universal intercourse between men established....Without this, (1) communism could only exist as a local event; (2) the forces of intercourse themselves could not have developed as universal, hence intolerable, powers...;and (3) each extension of intercourse would abolish local communism. Empirically, communism is only possible as the act of the dominant peoples 'all at once' or simultaneously, which presupposes the universal development of productive forces and the world intercourse bound up with them."

Davidson ridicules these basic Marxist propositions (ascribing them instead to Khrushchev and Liu Shao-chi!), claiming:
"Most socialist construction that has taken place in the world has been in relatively backward countries. But to call it 'socialism,' in Trotsky's view, would only 'hopelessly discredit the idea of socialist society in the eyes of the toiling masses.'"
This view, according to Davidson, is "patently ridiculous."
Just how "socialist" was the Soviet Union in the 1930's? While Russia had made great strides in industrialization, definitively proving the superiority of socialist organization of production even with the terrible restrictions imposed by Stalin's bureaucratic rule, it was still far behind the advanced capitalist countries. The most basic necessities--decent housing, adequate food and clothing--were still unavailable to the masses of the population. Inflation was rampant and a black market continued to exist. Meanwhile the bureaucracy used its power to secure its own well-being, which concretely meant high salaries, special shops, automobiles, country houses and many other privileges. Lenin had said that the dying away of the state would begin on the very day of the seizure of power. The proletarian state, which was still an organ of class rule, would cease to be a separate power above society but the instrument of the vast majority, carrying out their will and basing itself on their active participation. In the Soviet Union of 1935 the state had not begun to wither away, but had grown instead into a gigantic apparatus of suppression and compulsion.
This, Brother Davidson, is socialism? Even after Stalin's political counterrevolution the Soviet Union was still a great advance over the conditions of czarism and capitalism. It remained a workers state, in the sense of preserving socialist property forms, though badly degenerated. But the classless society (announced by Stalin's 1936 Constitution of the USSR) it was not.
Betrayal of the 1926 British General Strike
The most damning proof of the counterrevolutionary meaning of the doctrine of "socialism in one country" was in the field of Stalin's foreign policy and his systematic downplaying, and finally abolition (1943), of the Communist International in favor of blocs with the bourgeoisies of the various countries where revolution threatened. An immediate and graphic illustration of the real content of Stalinist "internationalism" was provided by the 1926 British general strike.
In 1925 British coal operators sought to terminate the 1924 contract and replace it with anew agreement which would reduce miners to a below-subsistence standard of living. After an official inquiry into the industry the government returned a report which would have placed the main burden of modernizing the coal industry on the miners. Their answer was a strike beginning on 3 May 1926. The next day the whole country was in the throes of a general strike. Councils of action were set up in the workers' districts to keep up morale and control the issuing of permits for emergency work or special transport. This was not simply an industrial dispute but a direct attack on the bosses' state.
The General Council of the Trades Union Congress, which had been entrusted with the conduct of the strike, called it off after nine days and at the height of its effectiveness, frightened by its revolutionary implications. Men going back to work found themselves blacklisted or accepted back only on terms including reduction in wages, loss of seniority or leaving the unions. On 13 May a second general strike occurred over the victimizations, but after conciliatory speeches from the TUC leaders--and having no alternative leadership--the men again returned to work. The miners stayed out until a series of separate agreements made between 23 and 29 December, but they were forced by the treachery of the trade-union tops to fight alone. The owners won on all counts: the national contract was lost and miners had to work longer hours for lower wages.
During the temporary retreat of the class struggle in Europe during 1924-25 Stalin decided to try and make peace with the reformist trade-union leaders, possibly abandoning the Red International of Labor Unions. The keystone to this policy was the Anglo-Russian Trade Union Committee, a bloc between the Soviet trade unions and the General Council of the British TUC, formed in May 1925. After the General Council betrayed the 1926 general strike, Trotsky demanded an immediate rupture with these strikebreakers. Stalin and Bukharin refused. (Zinoviev had at this point joined the Opposition, though he was to capitulate to Stalin two years later.) In 1926 the General Council supported British imperialism's repression of the Chinese revolution. Trotsky again demanded the denunciation of the Anglo-Russian Committee. Again Stalin refused.
When it finally succumbed in 1927 it was the British leaders who dumped the Committee. Its principal aim had supposedly been to oppose British intervention in Russia. As a logical extension of the doctrine of socialism in one country, this mythical aid from the labor fakers was sufficient grounds for sacrificing the 1926 general strike.
Stalin Orders Chinese Communists to Their Graves
Another even more horrifying example of the meaning of socialism in one country was Stalin's policy in the Chinese revolution of 1925-27. As early as 1924 the Chinese Communist Party had entered the populist bourgeois Kuomintang party of Sun Yat-sen on orders from Moscow. Trotsky objected when the matter was discussed then at the Politburo. The Chinese CP leadership under Chen Tu-hsiu likewise repeatedly objected. In October 1925 they proposed preparing to leave the Kuomintang; the plan was turned down by the Comintern Executive on Stalin's instructions. Stalin's line was that the revolution must be restricted to a bourgeois-democratic stage, under the leadership of a "bloc of four classes" including the national bourgeoisie, urban petty bourgeoisie, workers and peasants. The political expression of this bloc was the Kuomintang, to which the Chinese Communists were to subordinate themselves. They were directed to hold down the class struggle against the "anti-imperialist bourgeoisie" in the cities and seek a balance between them and the peasant movement in the countryside, above all maintaining the unity of all anti-imperialist forces.
Stalin's main interest in China at the time was not to foster revolution but to achieve a diplomatic bloc with the Kuomintang government. In early 1926 this bourgeois party was admitted to the Communist International as an associate party, and the Cl Executive Committee, the "General Staff of World Revolution," elected Sun's successor General Chiang Kai-shek an honorary member! Only a few weeks later, on 20 March, Chiang carried out his first anti-communist coup, barring CP members from all leadership posts in the Kuomintang and demanding a list of all CP members who had joined the Kuomintang. Under orders from CI representatives, the Chinese party leadership agreed! In October 1926 Stalin actually sent a telegram urging the Chinese CP to call off a peasant revolt in Kuangtung province. Trotsky commented on this:
"The official subordination of the Communist Party to the bourgeois leadership, and the official prohibition of forming soviets (Stalin and Bukharin taught that the Kuomintang 'took the place of, soviets) was a grosser and more glaring betrayal of Marxism than all the deeds of the Mensheviks in the years 1905-1917."

This was bad enough, but after a challenge from the Left Opposition headed by Trotsky and Zinoviev, and during the crucial days of the Shanghai insurrection which began in March 1927, Stalin again and again reaffirmed the policy of capitulating to the nationalists while the latter were preparing to liquidate the communists. A March 1927 editorial in the Communist International said the main task in China was "the further development of the Kuomintang." On 5 April Trotsky warned that Chiang Kai-shek was preparing a quasi-bonapartist coup against the workers and called for the formation of workers councils to frustrate this aim. At the same time Stalin boasted at a party meeting in Moscow that "we would use the Chinese bourgeoisie and then throw it away like a squeezed lemon." Also at this time the Chinese CP leadership was appealing to Moscow, trying to impress the CI with the significance of the Shanghai events, the greatest workers' rising in Asia, and with the need to break with the Kuomintang. They were ordered to surrender Shanghai to Chiang's armies, and on 12 April the Kuomintang army carried out a massacre which cost the lives of tens of thousands of Communists and militant workers who had laid down their arms at Stalin's orders. This was "socialism in one country in practice!
But still Stalin would not abandon his policy and, declaring that the alliance with Chiang had now lapsed (!), he now ordered a bloc with the left-Kuomintang which had set up a government in Wuhan. Again Chinese Communists were ordered to hold back the peasant movement in order not to antagonize the "anti-imperialist" bourgeoisie. And again the bourgeois nationalists turned on the CP. At the end of the year Stalin moved to head off criticism of his Chinese policy from the Left Opposition by ordering an uprising in Canton by telegraph in a tactical situation where it was bound to suffer defeat, which it did despite the heroic defense of the "soviet government" by the Canton workers.
According to Davidson, "the Comintern advocated a policy put into practice independently by Mao and ignored or opposed by both Chen Tu-hsiu and Chang Kuo-tao." In actual fact Mao did not criticize the line followed by Chen in this period. At one point (fall 1924) he was expelled from the CP Central Committee for his too-close cooperation with the right-wing Kuomintang leaders!
While the Opposition's line on China had been firmly defeated in the thoroughly bureaucratized Russian Communist Party and the Comintern, it was still dangerous to Stalin to have Trotsky at freedom in the Soviet capital. In consequence he ordered the arrest of the organizer of the October Revolution and founder of the Red Army, exiling him to Alma Ata in Central Asia and deporting him from the USSR two years later. The Bolshevik party had been transformed from the leading revolutionary force in the world into a mere appendage of Stalin's bureaucracy. When Davidson and the Maoists today support the doctrine of socialism in one country, it is this history of betrayals that they are defending.

No question today, 2011 today, Marxists in this wicked old world are as scarce as hen’s teeth. Leninists and Trotskyists even fewer. And to be sure there are so many open social and political wounds in the world from the struggle against imperialism in places like Libya, Iraq, and Afghanistan, just to name the obvious America imperial adventures that come quickly off the tip of the tongue, to the struggles in America just for working people to keep heads above water in the riptide of rightist reaction on the questions of unemployment, unionism, social services, racial inequality and the like that it is almost hard to know where to start. Nevertheless, however dismal the situation may seem, the need for political clarity, for polemic between leftist tendencies, is as pressing today as it was going back to Marx’s time. Marx and Engels’ Communist Manifesto, after all, is nothing but a long polemic against all the various misguided notions of socialist reconstruction of society of their day. And Marxists were as scarce as hen’s teeth then, as well.
When I first came under the influence of Marx in the early 1970s, as I started my search for some kind of strategy for systemic social change after floundering around with liberalism, left-liberalism, and soft social-democracy, one of the things that impressed me while reading the classics was the hard polemical edge to the writings. That same thing impressed me with Lenin and Trotsky (although as the “prince of the pamphleteers” I found that Trotsky was the more fluent writer of the two). That edge, and the fact that they all spent more time, much more time, polemicizing against other leftists than with bourgeois democrats in order to clarify the tasks confronting revolutionaries. And, frankly, I miss that give and take that is noticeably absent from today’s leftist scene. Or is dismissed as so much ill-will, malice, or sectarian hair-splitting when what we need to do is “make nice” with each other. There actually is a time to make nice, in a way, it is called the united front in order for the many to fight on specific issues. Unless there is a basic for a revolutionary regroupment which, frankly, I do not see on the horizon then this is proper vehicle, and will achieve all our immediate aims in the process.
So call me sentimental but I am rather happy to post these entries that represent the old time (1973, now old time) polemics between the Spartacist brand of Trotskyism and the now defunct Guardian trend of Maoism that the now far less radical Carl Davidson was then defending. Many of the issues, political tendencies, and organizations mentioned may have passed from the political scene but the broader questions of revolutionary strategy, from the implications of Trotsky’ s theory of permanent revolution to the various guises of the popular front still haunt the leftist night. Carl Davidson's Left in Form, Right in Essence-Socialism in one country
It is an historical fact that Trotsky stood together with Lenin and the, Bolshevik party during the October Revolution of 1917 in Russia.
But it is also true that in February 1917 Lenin termed Trotsky a “swine” and “scoundrel” and in March of 1918 declared his views on the most crucial issue to the survival of the revolution – the signing of the Brest-Litovsk peace treaty – to be “absolutely wrong.”
Why were Trotsky and the Leninists able to find a temporary unity during the October period? Why did that unity succumb to a series of “tactical differences” which eventually developed into two opposing lines on the question of building “socialism in one country?”
The answer lies in the internal contradiction in Trotsky’s views and his failure to take into account the changing national and international objective conditions determining the course of the revolutionary struggle.
On one hand, Trotsky stood in opposition to the bourgeoisie and called for the immediate transition to the proletarian dictatorship. In spite of the fact that this was an ultra-leftist position prior to the first stage of the revolution in February, Trotsky’s opposition to the Provisional Government and his call for the assumption of all power to the Soviets during the transition to the second stage placed him objectively in the same position as the Bolsheviks.
On the other hand, Trotsky stood in opposition to the Bolsheviks in claiming that the proletariat was bound to come into “hostile collision” with the broad masses of peasants during socialist construction and that “without direct state support from the European proletariat, the working class of Russia cannot maintain itself in power and transform its temporary rule into a durable socialist dictatorship. This we cannot doubt for an instant.”
These differences between Trotsky and the Leninists did not immediately become paramount for two reasons, both related to objective conditions. First, internally, Trotsky’s views on the peasantry did not immediately come to the foreground because the Soviet power’s first tasks in the countryside were not socialist construction but the completion of the democratic revolution against the big landlords.
With this much Trotsky agreed. But he did not believe it could go much further without socialism in power in Western Europe. After victory in the Civil War and the successful conclusion of the temporary retreat during the period of the New Economic Program (NEP), the objective conditions changed. Trotsky’s underlying views on the peasant masses did not change, however, which led him to vacillate on agrarian policy and finally to term the actual rural collectivization an “economic adventure.”
Second, on external questions concerning the “direct state support” of the European workers, Trotsky’s disagreements were seen as “tactical” because the immediate postwar period was viewed as one of acute crisis for the capitalists and direct revolutionary offensive by the revolutionary proletariat. Despite the emergence of Soviets in Hungary and Germany, however, the offensive failed to bring about another proletarian state power. After its peak in 1921, the offensive slacked off and by 1923 had turned into a proletarian defensive and a new period of temporary stabilization and offensive by capital.
Why were the proletarian forces unable to go further and take power in Europe? “It could have taken place,” said Lenin, “but for the fact that the split within the proletariat of Western Europe was deeper, and the treachery of the former socialist leaders greater, than had been imagined.” Trotsky, on the other hand, laid the main blame not on the social-democratic opportunists, but on “the weaknesses, unpreparedness and irresolution of the communist parties and the vicious errors of their leadership ...”
But what did this turn of events mean for the new Soviet power?
Although Lenin had proclaimed in March 1918 “that without a revolution in Germany, we shall perish,” he also made the point even earlier, in 1915, that “uneven economic and political development is an absolute law of capitalism. Hence, the victory of socialism is possible first in several or even in one capitalist country taken separately.”
“It has turned out,” said Lenin later, after the Civil War, “that while our forecasts did not materialize simply, rapidly and directly, they were fulfilled insofar as we achieved the main thing. The possibility has been maintained of the existence of proletarian rule and the Soviet Republic even in the event of the world socialist revolution being delayed.”
“But is the existence of a socialist republic in a capitalist environment at all conceivable?” Lenin asked again. “From the political and military aspects it seemed inconceivable. That it is possible, both politically and militarily, has now been proved. It is a fact.”
By ignoring the changed objective conditions, Trotsky arrived at the opposite conclusion: “The organic interdependence of the several countries, developing toward an international division of labor, excludes the possibility of building socialism in one country. This means that the Marxist doctrine, which posits that the socialist revolution can begin only on a national basis, while the building of socialism in one country is impossible, has been rendered doubly and trebly true, all the more so now, in the modern epoch ...”
Final victory is worldwide
Marxist-Leninists, of course, have never held that the final victory of socialism – the classless society – is possible in one country. “According to the Leninist viewpoint,” states Mao Tsetung, “the final victory of a socialist country not only requires the efforts of the proletariat and the broad masses of the people at home, but also involves the victory of the world revolution and the abolition of the system of exploitation of man by man over the whole globe, upon which all mankind will be emancipated.”
The Trotskyists consider this distinction between the final aims and the present tasks of socialist construction to be so much sand thrown in the face of the masses. “The lowest stage of communism,” said Trotsky, referring to Marx’s term describing the initial period of socialist construction, “begins at that level to which the most advanced capitalism has drawn near.”
Most socialist construction that has taken place in the world has been in relatively backward countries. But to call it “socialism,” in Trotsky s view, would only “hopelessly discredit the idea of socialist society in the eyes of the toiling masses.” (If this position were not patently ridiculous, one would be led to the conclusion that the deepest and broadest hatred of socialism in the world today would be permeated among the masses of the Chinese people.)
Idealism versus materialism
How can Trotsky arrive at such a conclusion? By adopting an idealist rather than a materialist world outlook: “The Soviet proletariat has achieved grandiose successes,” writes Trotsky in 1928, “if we take into consideration the conditions under which they have been attained and the low cultural level inherited from the past. But these achievements constitute an extremely small magnitude on the scales of the socialist ideal.”
What is Trotsky’s “socialist ideal?” Writing in 1936, after the successful conclusion of the first five-year plan and the collectivization of agriculture, Trotsky still says “there is not yet, in this fundamental sense, a hint of socialism in the Soviet Union.” Why? Because “socialism, if it is worthy of the name, means human relations without greed, friendship without envy and intrigue, love without base calculation.”
Proletarian revolutionaries, of course, must never forget the final aims of their movement and always fight to implement them in the fullest way possible in the present day struggle. But Trotsky’s use of these standards to measure the advances of socialism under conditions of class domination and class struggle reduces the role of the Marxist-Leninist vanguard to that of a Sunday-school parson prattling moralistic aphorisms.
This utopianism, however, is only the veneer on the Trotskyist attack on socialist construction “in one country.” Its essence is what has led many revolutionaries to attack Trotskyists for “supporting socialism everywhere in the world except where it exists,” that is, anti-communism.
“The Soviet government,” writes Trotsky in 1936, “had become totalitarian in character several years before this word arrived from Germany”. What are the roots of fascism? “Japanese militarism” and the “triumph of Hitler,” says Trotsky, “are alike the fruits of the policy of the Communist International.” To make sure the point gets across, he adds, “Stalinism and fascism, in spite of a deep difference in social foundations, are symmetrical phenomena. In many of their features they show a deadly similarity.”
That Trotsky’s position would lead him into this camp of the social-democratic renegades became clear to the leadership of the Bolshevik party by 1924. At that time Trotsky’s initial unity with the Leninists had been transformed into its opposite. There were now two lines-the proletarian and the urban petty bourgeois-on almost every question. The ensuing struggle between them and their practical ramifications manifested itself in a debate conducted within the party over three years and led finally to the expulsion of Trotsky and his “left” opposition in 1927.
What were the strategic questions involved? In a 1925 speech Stalin focused the question again on the role of the peasantry and asked why it assumed exceptional importance in the Soviet Union at that time:
The ... reason why the peasant question has assumed exceptional importance for us at the present moment is that, of the allies of the Soviet power, of all the proletariat’s principal allies – of whom there are four, in my opinion – the peasantry is the only ally that can be of direct assistance to our revolution at this very moment.
The four allies were: the proletariat in the developed countries, the oppressed people in the underdeveloped countries, the conflicts and contradictions between the capitalist countries and, lastly, the peasantry.
The proletariat in the West, Stalin believed, was the principal ally. But due to its defensive position in the temporary stabilization it was “unable to render us direct and decisive assistance at the present moment.” The oppressed peoples, he said, were “coming directly to our help, but it is evident that they will not arrive quickly.” The contradictions among the capitalists had several aspects and could not be relied upon.
“There remains the fourth ally-the peasantry,” he said. “It is by our side, we are living together, together we are building the new life ... The peasantry is not as reliable an ally as the proletariat in the developed countries. But, for all that, it is an ally, and of all our existing allies it is the only one that can render us, and is rendering us, direct assistance at this very moment, receiving our assistance in exchange.”
Two lines on allies
Stalin then pointed to the two lines within the party: “Has this question – the question of the peasantry – any connection with the question of Trotskyism, which you have discussed here? Undoubtedly it has.”
... Can the bond, the alliance between the workers and peasants, be established if the theory which involves disbelief in that alliance. i.e., the theory of Trotskyism, is not smashed? No, it cannot. The conclusion is obvious: whoever wants to emerge from NEP as the victor must bury Trotskyism as an ideological trend.
Thus Trotsky’s position on the impossibility of “socialism in one country” led him and his followers into a blind alley. The path there was paved by a dogmatic and subjective world view that denied the law of uneven development in the imperialist epoch. Its fruit had two aspects: an infantile “leftism” that led to a line of “skipping stages” and the “export” of revolution and a right opportunist “theory of productive forces” similar to those held in the 1960s by Khrushchev and Liu Shao-chi. First, internally, Trotsky’s views on the peasantry did not immediately come to the foreground because the Soviet power’s first tasks in the countryside were not socialist construction but the completion of the democratic revolution against the big landlords.
With this much Trotsky agreed. But he did not believe it could go much further without socialism in power in Western Europe. After victory in the Civil War and the successful conclusion of the temporary retreat during the period of the New Economic Program (NEP), the objective conditions changed. Trotsky’s underlying views on the peasant masses did not change, however, which led him to vacillate on agrarian policy and finally to term the actual rural collectivization an “economic adventure.”
Second, on external questions concerning the “direct state support” of the European workers, Trotsky’s disagreements were seen as “tactical” because the immediate postwar period was viewed as one of acute crisis for the capitalists and direct revolutionary offensive by the revolutionary proletariat. Despite the emergence of Soviets in Hungary and Germany, however, the offensive failed to bring about another proletarian state power. After its peak in 1921, the offensive slacked off and by 1923 had turned into a proletarian defensive and a new period of temporary stabilization and offensive by capital.
Why were the proletarian forces unable to go further and take power in Europe? “It could have taken place,” said Lenin, “but for the fact that the split within the proletariat of Western Europe was deeper, and the treachery of the former socialist leaders greater, than had been imagined.” Trotsky, on the other hand, laid the main blame not on the social-democratic opportunists, but on “the weaknesses, unpreparedness and irresolution of the communist parties and the vicious errors of their leadership ...”
But what did this turn of events mean for the new Soviet power?
Although Lenin had proclaimed in March 1918 “that without a revolution in Germany, we shall perish,” he also made the point even earlier, in 1915, that “uneven economic and political development is an absolute law of capitalism. Hence, the victory of socialism is possible first in several or even in one capitalist country taken separately.”
“It has turned out,” said Lenin later, after the Civil War, “that while our forecasts did not materialize simply, rapidly and directly, they were fulfilled insofar as we achieved the main thing. The possibility has been maintained of the existence of proletarian rule and the Soviet Republic even in the event of the world socialist revolution being delayed.”
“But is the existence of a socialist republic in a capitalist environment at all conceivable?” Lenin asked again. “From the political and military aspects it seemed inconceivable. That it is possible, both politically and militarily, has now been proved. It is a fact.”
By ignoring the changed objective conditions, Trotsky arrived at the opposite conclusion: “The organic interdependence of the several countries, developing toward an international division of labor, excludes the possibility of building socialism in one country. This means that the Marxist doctrine, which posits that the socialist revolution can begin only on a national basis, while the building of socialism in one country is impossible, has been rendered doubly and trebly true, all the more so now, in the modern epoch ...”
Final victory is worldwide
Marxist-Leninists, of course, have never held that the final victory of socialism – the classless society – is possible in one country. “According to the Leninist viewpoint,” states Mao Tsetung, “the final victory of a socialist country not only requires the efforts of the proletariat and the broad masses of the people at home, but also involves the victory of the world revolution and the abolition of the system of exploitation of man by man over the whole globe, upon which all mankind will be emancipated.”
The Trotskyists consider this distinction between the final aims and the present tasks of socialist construction to be so much sand thrown in the face of the masses. “The lowest stage of communism,” said Trotsky, referring to Marx’s term describing the initial period of socialist construction, “begins at that level to which the most advanced capitalism has drawn near.”
Most socialist construction that has taken place in the world has been in relatively backward countries. But to call it “socialism,” in Trotsky s view, would only “hopelessly discredit the idea of socialist society in the eyes of the toiling masses.” (If this position were not patently ridiculous, one would be led to the conclusion that the deepest and broadest hatred of socialism in the world today would be permeated among the masses of the Chinese people.)
Idealism versus materialism
How can Trotsky arrive at such a conclusion? By adopting an idealist rather than a materialist world outlook: “The Soviet proletariat has achieved grandiose successes,” writes Trotsky in 1928, “if we take into consideration the conditions under which they have been attained and the low cultural level inherited from the past. But these achievements constitute an extremely small magnitude on the scales of the socialist ideal.”
What is Trotsky’s “socialist ideal?” Writing in 1936, after the successful conclusion of the first five-year plan and the collectivization of agriculture, Trotsky still says “there is not yet, in this fundamental sense, a hint of socialism in the Soviet Union.” Why? Because “socialism, if it is worthy of the name, means human relations without greed, friendship without envy and intrigue, love without base calculation.”
Proletarian revolutionaries, of course, must never forget the final aims of their movement and always fight to implement them in the fullest way possible in the present day struggle. But Trotsky’s use of these standards to measure the advances of socialism under conditions of class domination and class struggle reduces the role of the Marxist-Leninist vanguard to that of a Sunday-school parson prattling moralistic aphorisms.
This utopianism, however, is only the veneer on the Trotskyist attack on socialist construction “in one country.” Its essence is what has led many revolutionaries to attack Trotskyists for “supporting socialism everywhere in the world except where it exists,” that is, anti-communism.
“The Soviet government,” writes Trotsky in 1936, “had become totalitarian in character several years before this word arrived from Germany”. What are the roots of fascism? “Japanese militarism” and the “triumph of Hitler,” says Trotsky, “are alike the fruits of the policy of the Communist International.” To make sure the point gets across, he adds, “Stalinism and fascism, in spite of a deep difference in social foundations, are symmetrical phenomena. In many of their features they show a deadly similarity.”
That Trotsky’s position would lead him into this camp of the social-democratic renegades became clear to the leadership of the Bolshevik party by 1924. At that time Trotsky’s initial unity with the Leninists had been transformed into its opposite. There were now two lines-the proletarian and the urban petty bourgeois-on almost every question. The ensuing struggle between them and their practical ramifications manifested itself in a debate conducted within the party over three years and led finally to the expulsion of Trotsky and his “left” opposition in 1927.
What were the strategic questions involved? In a 1925 speech Stalin focused the question again on the role of the peasantry and asked why it assumed exceptional importance in the Soviet Union at that time:
The ... reason why the peasant question has assumed exceptional importance for us at the present moment is that, of the allies of the Soviet power, of all the proletariat’s principal allies – of whom there are four, in my opinion – the peasantry is the only ally that can be of direct assistance to our revolution at this very moment.
The four allies were: the proletariat in the developed countries, the oppressed people in the underdeveloped countries, the conflicts and contradictions between the capitalist countries and, lastly, the peasantry.
The proletariat in the West, Stalin believed, was the principal ally. But due to its defensive position in the temporary stabilization it was “unable to render us direct and decisive assistance at the present moment.” The oppressed peoples, he said, were “coming directly to our help, but it is evident that they will not arrive quickly.” The contradictions among the capitalists had several aspects and could not be relied upon.
“There remains the fourth ally-the peasantry,” he said. “It is by our side, we are living together, together we are building the new life ... The peasantry is not as reliable an ally as the proletariat in the developed countries. But, for all that, it is an ally, and of all our existing allies it is the only one that can render us, and is rendering us, direct assistance at this very moment, receiving our assistance in exchange.”
Two lines on allies
Stalin then pointed to the two lines within the party: “Has this question – the question of the peasantry – any connection with the question of Trotskyism, which you have discussed here? Undoubtedly it has.”
... Can the bond, the alliance between the workers and peasants, be established if the theory which involves disbelief in that alliance. i.e., the theory of Trotskyism, is not smashed? No, it cannot. The conclusion is obvious: whoever wants to emerge from NEP as the victor must bury Trotskyism as an ideological trend.
Thus Trotsky’s position on the impossibility of “socialism in one country” led him and his followers into a blind alley. The path there was paved by a dogmatic and subjective world view that denied the law of uneven development in the imperialist epoch. Its fruit had two aspects: an infantile “leftism” that led to a line of “skipping stages” and the “export” of revolution and a right opportunist “theory of productive forces” similar to those held in the 1960s by Khrushchev and Liu Shao-chi. This became most apparent in the Trotskyist view of the Chinese revolution and the national liberation movements in general.

As I mentioned in a review of a two-volume set of, for lack of a better term, girl doo wop some of the songs which overlaps in this six volume series, I have, of late, been running back over some rock material that formed my coming of age listening music (on that ubiquitous, and very personal, iPod, oops, battery-driven transistor radio that kept those snooping parents out in the dark, clueless, and that was just fine, agreed), and that of my generation, the generation of ’68. Naturally one had to pay homage to the blues influences from the likes of Muddy Waters, Big Mama Thornton, and Big Joe Turner. And, of course, the rockabilly influences from Elvis, Carl Perkins, Wanda Jackson, and Jerry Lee Lewis on. Additionally, I have spent some time on the male side of the doo wop be-bop Saturday night led by Frankie Lymon and the Teenagers on Why Do Fools Fall In Love? (good question, right). I noted there that I had not done much with the female side of the doo wop night, the great ‘girl’ groups that had their heyday in the late 1950s and early 1960s before the British invasion, among other things, changed our tastes in popular music. I would expand that observation here to include girls’ voices generally. As there, I make some amends for that omission here.
As I also noted in that earlier review one problem with the girl groups, and now with these generic girl vocals for a guy, me, a serious rock guy, me, was that the lyrics for many of the girl group songs, frankly, did not “speak to me.” After all how much empathy could a young ragamuffin of boy brought up on the wrong side of the tracks like this writer have for a girl who breaks a guys heart after leading him on, yes, leading him on, just because her big bruiser of a boyfriend is coming back and she needs some excuse to brush the heartbroken lad off in the Angels' My Boyfriend’s Back. Or some lucky guy, some lucky Sunday guy, maybe, who breathlessly catches the eye of the singer in the Shirelles' I Met Him On Sunday from a guy who, dateless Saturday night, was hunched over some misbegotten book, some study book, on Sunday feeling all dejected. And how about this, some two, or maybe, three-timing gal who berated her ever-loving boyfriend because she needs a good talking to, or worst, a now socially incorrect, very incorrect and rightly so, "beating" in Joanie Sommers’ Johnny Get Angry.
And reviewing the material in this volume gave me the same flash-back feeling I felt listening to the girl doo wop sounds. I will give similar examples of that teen boy alienation for this volume, and this approach will drive the reviews of all six of these volumes in the series. I won’t even go into such novelty silly songs as the title self-explanatory My Boy Lollipop by Barbie Gaye; the teen angst hidden behind the lyrics to Bobby's Girl by Marcie Blane; or, the dreamy, wistful blandness of A Thousand Stars by Kathy Young & The Innocents that would have set any self-respecting boy’s, or girl’s, teeth on edge. And prayed, prayed out loud and to heaven that the batteries in that transcendent transistor would burn to hell before having to continue sustained listening to such, well, such… and I will leave it at that. I will rather concentrate on serious stuff like the admittedly great harmonics on Our Day Will Come by Ruby & The Romantics that I actually, secretly, liked but I had no one to relate it to, no our to worry about that day, or any day, or Tonight You Belong To Me by Patience & Prudence that I didn’t like secretly or openly but gave me that same teen angst feeling of having no one, no girl one, belonging to, me.
And while today it might be regarded as something of a pre-feminist feminist anthem for younger women, You Don't Own Me by Lesley Gore, was meaningless for a guy who didn’t have girl to own, or not own, to fret over her independent streak, or not. Moreover, since I was never, at least I never heard otherwise, that I was some damsel in distress’ pining away boy next store The Boy Next Door by The Secrets was wrapped with seven seals. And while I had many a silent, lonely, midnight waiting by the phone night how could Cry Baby by The Bonnie Sisters, Lonely Blue Nights by Rosie & The Originals, and Lonely Nights by The Hearts give me comfort when even Jerry Lee Lewis and Chuck Berry hard-rockin’ the night away could not console me, and take away that blue heart I carried like a badge, a badge of almost monastic honor. Almost.
So you get the idea, this stuff could not “speak to me.” Now you understand, right? Except, surprise, surprise foolish, behind the eight- ball, know-nothing youthful guy had it all wrong and should have been listening, and listening like crazy, to these lyrics because, brothers and sisters, they held the key to what was what about what was on girls’ minds back in the day, and maybe now a little too, and if I could have decoded this I would have had, well, the beginning of knowledge, girl knowledge. Damn. But that is one of the virtues, and maybe the only virtue of age. Ya, and also get this- you had better get your do-lang, do-lang, your shoop, shoop, and your best be-bop, be-bop into that good night voice out and sing along to the lyrics here. This, fellow baby-boomers, was our teen angst, teen alienation, teen love youth and now this stuff sounds great.

At the state and federal levels, pro-business/anti-worker rulings are nothing new. US Supreme Court history is rife with them since the 19th century, and no wonder.
From inception, America was always ruled by men, not laws, who lie, connive, misinterpret, and pretty much do what they please for their own self-interest.
In 1787 in Philadelphia, "the people" who mattered most were elitists. America's revolution substituted new management for old. Everything changed but stayed the same under a system establishing illusory democracy at the federal, state and local levels.
Today, all three branches of government prove it's more corrupt, ruthless, and indifferent to fundamental freedoms and human needs than ever, including worker rights to bargain collectively with management on equal terms. Forget it. They're going, going, gone.
Last March, a protracted Senate battle ended when hard-line Republicans violated Wisconsin's open meetings law, requiring 24 hours prior notice for special sessions unless giving it is impossible or impractical.
The epic battle ended along party lines after State Assembly members past Walker's bill 53 - 42, following the Senate voting 18 - 1 with no debate.
At issue was passing an old-fashioned union-busting law with no Democrats present, brazen politicians and corrupted union bosses selling out rank and file members for self-enrichement and privilege, complicit with corporate CEOs.
Besides other draconian provisions, the measure permits collective bargaining only on wage issues before ending them altogether, what's ahead unless stopped.
On May 27, however, Circuit Court Judge Maryann Sumi rescinded Walker's bill, ruling Republican lawmakers violated the state's open meetings law. They promptly appealed to Wisconsin's Supreme Court, needing a decision before June 30, the 2011 - 2013 budget deadline.
Republicans, in fact, warned that without prompt resolution they'd include anti-worker provisions in their budget bill, practically daring the High Court not to accommodate them.
Unsurprisingly, they obliged, reinstating Republican Governor Scott Walker's union-busting measure, clearing the way ahead to strip public employees of all rights, heading them like all US workers for neo-serfdom without collective national action to stop it.
On June 14, Milwaukee Journal Sentinel writers Patrick Marley and Don Walker headlined, "Supreme Court reinstates collective bargaining law," saying:
"Acting with unusual speed, the (Court) Tuesday ordered the reinstatement of (Walker's) controversial plan to end most collective bargaining (rights) for tens of thousands of public workers," in clear violation of state law.
Nonetheless, ruling 4 - 3, the Supreme Court said lawmakers were "not subject to the state's open meetings law, and so did not violate that law when it hastily" acted in March.
Chief Justice Shirley Abrahamson disagreed, rebuking her colleagues for judicial errors and faulty judgment in a stinging dissent, saying:
The Court unjustifiably "reached a predetermined conclusion not based on the fact(s) and the law, which undermines the majority's ultimate decision."
Majority justices, in fact, "make their own findings of fact, mischaracterize the parties' arguments, misinterpret statutes, minimize (if not eliminate) Wisconsin constitutional guarantees, and misstate case law, appearing to silently overrule case law dating back to at least 1891."
Republicans praised the decision. Democrats said they'd move to amend the state constitution to assure meetings law enforcement, what could take years and only be possible if they have majority powers.
The measure will take effect once Secretary of State Doug La Follette publishes it, what he's certain to do quickly.
The ruling was similar to an Illinois January 27 one when its Supreme Court ruled Rahm Emanuel could run for mayor despite his residence ineligibility according to binding state law since 1818, the year Illinois gained statehood.
The law says only qualified voters who "resided in the municipality at least one year preceding the election or appointment" are eligible to run for office. Although Emanuel didn't qualify, the High Court ruled for him anyway, proving it's not the law that counts (in Illinois, Wisconsin or anywhere in America), it's enough clout to subvert it.

The ruling was similar to an Illinois January 27 one when its Supreme Court ruled Rahm Emanuel could run for mayor despite his residence ineligibility according to binding state law since 1818, the year Illinois gained statehood.
The law says only qualified voters who "resided in the municipality at least one year preceding the election or appointment" are eligible to run for office. Although Emanuel didn't qualify, the High Court ruled for him anyway, proving it's not the law that counts (in Illinois, Wisconsin or anywhere in America), it's enough clout to subvert it.

Where Have The Girls Gone- When Young Women’s Voices Ruled the Airwaves Before The British Rock Invasion, Circa 1964- Early Girls, Volume One

As I mentioned in a review of a two-volume set of, for lack of a better term, girl doo wop some of the songs which overlap in this five volume series, I have, of late, been running back over some rock material that formed my coming of age listening music (on that ubiquitous, and very personal, iPod, oops, battery-driven transistor radio that kept those snooping parents out in the dark, clueless, about what I was listening to, and that was just fine, agreed), and that of my generation, the generation of ’68. Naturally one had to pay homage to the blues influences from the likes of Muddy Waters, Big Mama Thornton, and Big Joe Turner. And, of course, the rockabilly influences from Elvis, Carl Perkins, Wanda Jackson, and Jerry Lee Lewis on. Additionally, I have spent some time on the male side of the doo wop be-bop Saturday night led by Frankie Lymon and the Teenagers on Why Do Fools Fall In Love? (good question, right). I noted there that I had not done much with the female side of the doo wop night, the great "girl" groups that had their heyday in the late 1950s and early 1960s before the British invasion, among other things, changed our tastes in popular music. I would expand that observation here to include girls’ voices generally. As there, I make some amends for that omission here.
As I also noted in that earlier review one problem with the girl groups, and now girl vocals for a guy, me, a serious rock guy, me, was that the lyrics to many of the girl group songs, frankly, did not “speak to me.” After all how much empathy could a young ragamuffin of boy brought up on the wrong side of the tracks like this writer have for a girl who breaks a guy's heart after leading him on, yes, leading him on, just because her big bruiser of a boyfriend is coming back and she needs some excuse to brush the heartbroken lad off in the Angels' My Boyfriend’s Back. Or some lucky guy, some lucky Sunday guy, maybe, who breathlessly catches the eye of the singer in the Shirelles' Met Him On Sunday from a guy who, dateless Saturday night, was hunched over some misbegotten book, some study book, on Sunday feeling all dejected. And how about this, some two, or maybe, three-timing gal who berated her ever-loving boyfriend because she needs a good talking to, or worst, a now socially incorrect "beating" in Joanie Sommers’ Johnny Get Angry.
And reviewing the material in this volume gave me the same flash-back feeling I felt listening to girl doo wop sounds. I will give examples of that for this volume, and this approach will drive the reviews of all five of these volumes in the series. Ya, for starters what is a girl-shy boy to make of a song that when some big-voiced woman is telling one and all that her man is no good just because he was catting on her around in Betty Everett’s Your No Good; or some girl all chained up by a guy (not S&M stuff but worst, in a way, chains of mixed-up love) in Chains by The Cookies; or get all weepy about the trauma of a girl who is boy-less all summer by a girl-less guy for all seasons in It Might As Well Rain Until September by Carole King.
And how could a young ragamuffin get catch a break listening to some girl spreading the glad tidings about her new found love in the girls' lav Monday morning in I'm Into Something Good by Earl-Jean; or, the same kind of message, except maybe at the local pizza parlor, in I've Told Every Little Star by Linda Scott. And it goes on and on. Christ, even guys wearing pink shoe laces and looking like some goof have their devotees (but what about no song poor boy, plaid flannel-shirted, black chino-ed, with cuffs, Thom McAn-shoed guy, no way right) in Pink Shoe Laces by Dodie Stevens. And the love eternal love-style songs were worst, for example, a giggling, gaffing girl all plushed up by her boy in I Love How You Love Me by The Paris Sisters. Jesus, that could have been me.
And is there a place for such a lad even in the love’s trials and tribulations-type songs like when the moon took a holiday from looking out for lovers in Dark Moon by Bonnie Guitar; or when it didn’t in You by The Aquatones and was absolutely beaming in the incredible paean to everlasting love, 'Til by The Angels. Hell, even no account, long gone, no stamps, no stationary, no pen, no time to write Eddie has someone pining over him pining big time in Eddie My Love by The Teen Queens. And Eddie was nothing but long gone and never coming back. But the one that gets me, gets me big time, is a total song homage by some sweet girl just because he is her guy in Dedicated To The One I Love by The Shirelles. Lordy, lord.
So you get the idea, this stuff could not “speak to me.” Now you understand, right? Except, surprise, surprise foolish, behind the eight- ball, know-nothing youthful guy had it all wrong and should have been listening, and listening like crazy, to these lyrics because, brothers and sisters, they held the key to what was what about what was on girls’ minds back in the day, and maybe now a little too, and if I could have decoded this I would have had, well, the beginning of knowledge, girl knowledge. Damn. But that is one of the virtues, and maybe the only virtue of age. Ya, and also get this- you had better get your do-lang, do-lang, your shoop, shoop, and your best be-bop, be-bop into that good night voice out and sing along to the lyrics here. This, fellow baby-boomers, was our teen angst, teen alienation, teen love youth and now this stuff sounds great. And from girls even.
