Easy info and updates on Nuclear Weapons bills in the US Congress
My nuclear disarmament friends,
Here, from congress.gov ( https://www.congress.gov/, a wonderful resource) is a list of bills that have been filed this year in Congress (House & Senate) dealing with nuclear weapons, a total of 8. See the first 9 entries on this list, except for #5, which deals with the threat to those living downwind of nuclear power plants:
https://www.congress.gov/quick-search/legislation?wordsPhrases=NuclearNote that you can click on links to get the bill summary, the text, the co-sponsors, etc. If you click on the bill number it will take you to page for that bill where you can also sign up for alerts by email everytime something happens to the bill (adds a sponsor, has a hearing, etc) [Isn't the Internet wonderful! Imagine the work that would have taken in the pre-internet era!] Note: to get email alerts click on the "get alerts" tag on the main page for the bill, congressman, or senator. You need to establish an account first once by supplying your email address and a password of your own choice.
To clarify, here is a brief-facts listing (note there are several paired identical House and Senate bills):
1) The "Markey-Lieu Bill" - identical to that in the previous congress, which never even held hearings on it. It prohibits the president from launching nuclear weapons w/o the prior approval of Congress (unless we or our allies are under attack):

2) The "Warren-Smith" or "No First Use" bill - new this year and making it the policy of the US to not use nuclear weapons first [The full text of the bill is: " Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, It is the policy of the United States to not use nuclear weapons first."]
S.272 116th Congress (2019-2020) A bill to establish the policy of the United States regarding the no-first-use of nuclear weapons. Sponsor: Sen. Warren, Elizabeth [D-MA] (Introduced 01/30/2019) Cosponsors: ( 4)
H.R.921 116th Congress (2019-2020) To establish the policy of the United States regarding the no-first-use of nuclear weapons. Sponsor: Rep. Smith, Adam [D-WA-9] (Introduced 01/30/2019) Cosponsors: ( 8)
3) The "Hold the LYNE (=Low Yield Nuclear Explosive)" bill - a repeat of last session's bill by Sen Markey and Rep Lieu:
S.401 116th Congress (2019-2020) A bill to prohibit the research and development, production, and deployment of the Trident D5 low-yield nuclear warhead, and for other purposes. Sponsor: Sen. Markey, Edward J. [D-MA] (Introduced 02/07/2019) Cosponsors: ( 7)
H.R.1086 116th Congress (2019-2020) To prohibit the research and development, production, and deployment of the Trident D5 low-yield nuclear warhead, and for other purposes. Sponsor: Rep. Lieu, Ted [D-CA-33] (Introduced 02/07/2019) Cosponsors: ( 21)
4) S.312 116th Congress (2019-2020) A bill to prevent a nuclear arms race resulting from weakened international restrictions on the proliferation of intermediate- and shorter-range missiles, and for other purposes. Sponsor: Sen. Merkley, Jeff [D-OR] (Introduced 01/31/2019) Cosponsors: ( 12) This would prevent the US from building weapons that violate the INF Treaty that Pres Trump wants to pull out of because of allegations that Russia is in violation of the treaty.
5) Then there is the pro-nuclear bill filed by Sen John Hoeven:
S.Res.24 116th Congress (2019-2020) A resolution supporting a robust and modern ICBM force to maximize the value of the nuclear triad of the United States. Sponsor: Sen. Hoeven, John [R-ND] (Introduced 01/17/2019) Cosponsors: ( 5) Which supports the replacement of our 400+ land based ICBMs (many of them based in Sen Hoeven's North Dakota) with modern ICBMs
Also, I've just learned that Rep Jim McGovern (D-Worcester) will soon file a "Back from the Brink" bill. I'll keep you posted.
